At SCO summit, PM Modi takes veiled dig at Pakistan in strong anti-terror pitch

ASTANA: India and Pakistan on Friday joined the SCO with Prime Minister Narendra Modi asserting that unless strong and coordinated efforts are made, the issues of radicalisation and financing and training of terrorists would be impossible to address, in a veiled dig at Islamabad.

"Whether it is the issue of radicalisation, recruitment of terrorists, their training and financing, unless we take coordinated and strong efforts, it is impossible to find a solution," PM Modi said in the presence of Prime Minister Nawaz Sharif at the Shanghai Cooperation Organisation (SCO) Summit.

In his address at the annual summit of the SCO in the Kazakh capital, PM Modi said India's entry into the SCO family will give a new momentum to the grouping in dealing with terrorism and other pressing challenges facing the region.

"Terrorism is a major threat to humanity," PM Modi said, adding that there was a need for concerted efforts to defeat terrorism and radicalisation.

"I have full confidence that the India-SCO cooperation will give a new direction and strength to the fight against terrorism," PM Modi said.

Terrorism is violation of human rights and basic human values. The fight against terrorism is an important part of the SCO cooperation, he said.

The Prime Minister also spoke of the need for enhancing connectivity in the region and said it was the key for boosting trade and investment.

"We have extensive cooperation with SCO nations. We want to deepen the focus on connectivity," he said.

The Prime Minister, speaking in the presence of Chinese President Xi Jinping and the Pakistan Prime Minister among others, also asserted that sovereignty and territorial integrity should be the key factors in such a cooperation.

"Connectivity with SCO member countries is a priority for India and we whole-heartedly support it. We want connectivity to pave way for enhancing cooperation and confidence among the societies and young people. Respect to sovereignty and regional integrity is necessary. It is also important to ensure inclusivity and sustainability," the Prime Minister said.

His remarks assume significance as they come weeks after India boycotted the high-profile Belt and Road Forum held in Beijing in which 29 world leaders took part.

India abstained from the Summit to highlight its concerns over the $50 billion China Pakistan Economic Corridor which is part of the Belt and Road Initiative (BRI), the pet project of Xi, and passes through Pakistan-occupied Kashmir (PoK).

Earlier in the day, PM Modi met Xi on the sidelines of the Summit and underscored the need to respect each other's "core concerns" and appropriately handle the disputes.

During the meeting, PM Modi said India and China should tap their potential in cooperation, strengthen communication and coordination in international affairs, respect each other's core concerns and appropriately handle their disputes.
Following Modi's address at the summit, India and Pakistan became full members of the SCO, the first-ever expansion of the China-dominated security grouping that is increasingly seen as a counterweight to NATO.

"India and Pakistan are now members of the SCO. It is a very important moment for us," Kazakhstan President Nursultan Nazarbayev, who is the current chair of the SCO, said, making the announcement of the induction of India and Pakistan, capping a two-year-long accession process.

PM Modi, in his address, also thanked the SCO countries for granting membership to India.

The Prime Minister said India's SCO membership will certainly take cooperation among member states to new heights.

"The drivers of which will be energy, education, agriculture, defence, minerals, capacity building, development partnership, trade and investment," he said.

PM Modi said today marked a historic turn in the SCO's journey and India was ready for an active and positive participation in the grouping.

He said the development of the SCO will mean development of a huge section of the world's population.

The Prime Minister also called for efforts by the SCO to tackle climate change.

He said that the SCO will help in bringing peace in war-torn Afghanistan.

India's membership was strongly pushed by Russia while Pakistan's entry into the grouping was backed by China. With the first expansion of the grouping since its inception in 2001, the SCO will now represent over 40 per cent of humanity and nearly 20 per cent of the global GDP.

The SCO was founded at a Summit in Shanghai in 2001 by the Presidents of Russia, China, Kyrgyz Republic, Kazakhstan, Tajikistan and Uzbekistan.

India, Iran and Pakistan were admitted as observers at the 2005 Astana Summit. The Tashkent SCO Summit in June 2010 had lifted the moratorium on new membership, paving the way for the expansion of the grouping that is increasingly seen as a counterweight to the North Atlantic Treaty Organisation (NATO).

India is also keen on deepening its security-related cooperation with the SCO and its Regional Anti-Terrorism Structure (RATS) which specifically deals with issues relating to security and defence.

As an SCO member, India is expected to have a bigger say in pressing for concerted action in dealing with terrorism as well as on issues relating to security and defence in the region.

Sharif looks isolated perhaps downed by the internal polictics in Pakistan , He certainly does not look a happier lot.

BTW the Military Guy or ADG whispering into Sharif ears , If the Intel Community has Urdu Lip Reader there they would be able to figure out what he had said to sharif.

The summit is going to be attended by leaders from Pakistan and China.

Sources said Delhi is going to raise the issue of “counter-terrorism” at the international platform, even as Beijing continues to block listing of Azhar at the UN Security Council as a “global terrorist”.

Swaraj on Wednesday left for Sochi in Russia to attend the SCO meeting, which will be held on November 30 and December 1. In June, India and Pakistan had become full-fledged members of the SCO.

It is also likely to discuss issues relating to the regional security scenario, including the Gulf and Afghanistan.

The Ministry of External Affairs official spokesperson Raveesh Kumar tweeted on Wednesday, “EAM @SushmaSwaraj leaves for Sochi, Russia to participate in the Shanghai Cooperation Organisation (SCO) Council of Heads of Government Meeting — home to 42 % of world’s population and 20% of its GDP. India became a full member of SCO on June 9, 2017.”

BEIJING, Nov. 30 (Xinhua) -- Five months after the expansion of the Shanghai Cooperation Organization (SCO), the upcoming prime ministers' meeting in Russia is expected to further consolidate pragmatic cooperation among member states and promote stability and integration in the region.
The 16th prime ministers' meeting, to be held on Thursday and Friday in the Russian coastal city of Sochi, will be the first major gathering of the SCO heads of government since the bloc was expanded for the first time to add India and Pakistan as its full members in June's Astana summit in Kazakhstan.

Representatives from the eight member states, which also groups China, Russia, Kyrgyzstan, Kazakhstan, Tajikistan and Uzbekistan besides the new members of India and Pakistan, are expected to focus in the meeting on multilateral trade, all-round cooperation and regional growth in a bid to reach new consensuses in such fields as inter-connectivity, investment and cultural exchange.

As the bloc has developed into a new era amid profound changes in the region and the whole world, a productive and fruitful meeting will deepen mutual trust and strengthen ties among members, so as to enhance stability and prosperity in the Eurasian continent.

With the inclusion of India and Pakistan, both major regional players, the SCO is expected to play a more significant and irreplaceable role as a strong bond in promoting integration between Asia-Pacific, European and the Middle East regions.

The eight-member bloc, which covers nearly half of the world's population and three-fifths of the Eurasian continent, is the world's largest regional cooperation organization in terms of area and population with tremendous potential for development.

Since its founding in 2001, the SCO has made remarkable achievements in security-toughening and anti-terrorism cooperation.

With joint efforts from all member countries, the enlarged organization will boost the region's endeavors in countering cross-border terrorism and strongly protect the security and development interests of both the region and the rest of the world.

Besides, what should be realized is that the SCO has never been simply a security group since its founding. During these years, the organization has also been devoting itself to the region's comprehensive development by facilitating trade and investment, enhancing industrial cooperation and promoting people-to-people exchange.

Given the growing influence of the developing world, closer and deeper cooperation in all fields will inject vigor and vitality into the organization's future development.

Beijing [China], April 24 (ANI): Highlighting the commencement of the air freight corridor between Kabul, Kandahar, New Delhi and Mumbai, External Affairs Minister Sushma Swaraj on Tuesday said the connectivity with Shanghai Cooperation countries is India's priority.

Addressing the on-going Shanghai Cooperation ministerial meeting, Swaraj said, "We want connectivity to pave the way for cooperation and trust between our societies."

She further highlighted India's contribution in the development of International trade corridors including the International North-South Transport Corridor, Chabahar Port Development, Ashgabat Agreement, India-Myanmar-Thailand Highway Project, and Bangladesh-Bhutan-India-Nepal (BBIN) Initiative.

Reiterating India's priority as inclusivity, transparency and sustainability, the External Affairs Minister said that such "Initiatives would further strengthen the entire spectrum of multi-modal networks in the SCO space."

Sushma Swaraj further said that economic globalisation should be more open, inclusive, equitable and balanced for mutual benefits while rejecting the idea of protectionism in international trade and handle the formation of trade barriers.

She called upon to diversify cooperation in the fields of innovation and digital economy, science and technology, energy, agriculture, and food security. (ANI)

UNSC ‘increasingly unable’ to respond to security challenges: India at SCO
The UN Security Council is “increasingly unable” or “sometimes unwilling” to respond to the current security challenges with tragic consequences, External Affairs Minister Sushma Swaraj said today as she pushed for the reform of the world body’s powerful organ.

Swaraj, during her address at the Shanghai Cooperation Organisation (SCO) Council of Foreign Ministers meeting here, raised the issue of global terrorism and protectionism. India along with Brazil, Germany and Japan has been seeking expansion of the permanent and non-permanent seats of the UNSC to make the powerful UN body more representative and reflective of the changing global order. Continuing to push for the reform and expansion of the UNSC, she said: “it is clear to many of us that the Security Council is increasingly unable, or sometimes unwilling, to respond to the security challenges of our times, with tragic consequences. “We must not lose sight of the fact that reforms of the UN will be incomplete, without reforms in the Security Council to make it more representative of contemporary realities”.

“Since 2008, the international community has carefully nurtured the ongoing Inter Governmental Negotiations at the UN to take our discussions on UNSC reforms forward,” she said. An overwhelming majority of members have expressed their desire to see these negotiations continue on the basis of a text, Swaraj said.

China, which is part of the veto-wielding permanent five members along with the US, Russia, France and the UK, has not openly supported India’s bid for a permanent seat in the reformed UNSC, and instead called for a “package solution” accommodating “concerns and interests” of all parties.

The meeting was also attended by foreign ministers Wang Yi of China, Khawaja Muhammad Asif of Pakistan, Kairat Abdrakhmanov of Kazakhstan, Abdyldaev Erlan Bekeshovich of Kyrgyzstan, Sergey Lavrov of Russia, Sirodjidin Muhridinovich Aslov of Tajikistan, Abdulaziz Khafizovich Kamilov of Uzbekistan, and Secretary General of the SCO Rashid Alimov among others.

SCO Summit 2018: India not mentioned in portion of joint communique backing China's OBOR project

I hope our Ministry of External Affairs is aware and doing something about all of this. This is the first time I have come across where a Press Communique has purportedly been jointly issued, in some languages and not in another language, without unanimity of meeting participants over contents, in this case support for OBOR / BRI / CPEC.

The Peoples Republic of China is being sneaky about the Press Communique issued after the meeting of SCO Foreign Ministers.

The English language SCO websilink has no mention of the Press Communique issued after the meeting of SCO Foreign Ministers. Indeed the English language SCO weblink has no entry after April 17, 2018 and certainly none for April 24, 2018 when the alleged Press Communique of the meeting of SCO Foreign Ministers was purportedly released.

Indian Prime Minister Narendra Modi will attend the SCO Qingdao Summit on Saturday and Sunday. China Daily conducted a written interview with Indian Ambassador to China Gautam Bambawale and he discussed India's role in the SCO as well as the bilateral relationship between India and China.

Q1. What kind of role do you expect India will play in the framework of the SCO? What do you expect India will speak for the first time at the Qingdao summit?


A: As you know, India is a new member of the SCO. We are very happy to be a member of the SCO and we are delighted with this development. Since becoming a member, India has participated in almost all the activities and meetings of the SCO. Our Prime Minister Narendra Modi will attend the SCO Summit at Qingdao. He will also have several bilateral meetings with other leaders of the SCO member countries. India will participate enthusiastically in all SCO meetings.

Q2. Since the SCO accepted India and Pakistan as its new members in June 2017, the organization has represented over 40 per cent of humanity and nearly 20 per cent of the global GDP. What do you think is the focus of the SCO members in cooperation within the organization in the future?


A: The focus of SCO members is in the areas of security cooperation, countering terrorism, economic development as well as cultural exchange. We will continue to expand our cooperation in these areas. India will work with the other member countries in this direction.

Q3. Do you think the SCO faces some opportunities or challenges in the backdrop of the current international situation, particularly considering the rising protectionism?


A: You are correct, the international situation is changing very rapidly. There are almost daily developments around the globe. In such an environment, the SCO has many opportunities to reiterate the values that it stands for, including multi-polarity, the positive effects of globalization, adhering to global rules, working together to uphold existing institutions and contributing positively towards inter-cultural harmony. India believes that the SCO can work

Q4. President Xi Jinping and Prime Minister Narendra Modi had an informal meeting in Wuhan in April. How do you appraise this meeting?


A: President Xi and Prime Minister Modi had excellent discussions at their informal summit in Wuhan on 27-28 April 2018. They discussed strategic and over-arching issues pertaining to the international situation as well as regional and bilateral developments. Through this strategic communication, they have been able to reach consensus on many issues including the important role played by India and China on the global stage and the manner in which bilateral relations can be developed in the coming months and years.

I would also like to point out that Prime Minister Modi and President Vladimir Putin had a similar informal summit at Sochi on 21 May, where they discussed how India and Russia view global developments and the position they take on these issues. As all three countries are members of the SCO, we believe that the organization can play an important role in global affairs.

Q5. Bilateral trade volume arrived at US$84.4 billion last year and China remains the largest trade partner of India. Are there any potential fields you think China and India can work together to expand win-win economic cooperation?


A: You are right that India-China bilateral trade reached a new peak of US$ 84.4 billion in calendar year 2017. The potential for increasing trade volume between our two countries is huge and we have not yet reached the full potential of our commercial ties.

In 2017, Xiaomi, a well-known Chinese firm, became the largest supplier of mobile handsets in the Indian market. Other Chinese companies such as Huawei, VIVO and OPPO are also doing extremely well. There is also great potential for expanding the exports of Indian IT and pharmaceuticals to China. There are some non-tariff barriers in China which need to be removed for this to happen. We need to move towards more balanced trade between our two countries since only then will our commercial interaction be sustainable.



Q6. People-to-people and cultural exchanges are important to bilateral relations. Indian films such as Dangal, HIndi Medium and Baahubali have become very popular in China and won very good ticket sales in Chinese movie market. So how do you suggest China and India should step up bilateral exchanges to enhance mutual understanding between the two peoples?


A: We are very happy to see that Indian Bollywood films have become very popular in China. You are correct that Dangal (called Shuai Jiao Ba, Baba in Chinese) became one of the most popular and highest earning non-Chinese language films in China. Movies will help in increasing understanding between our people and thereby build more mutual trust.

Tourism between India and China is far below its potential and both countries need to focus on how to expand the number of tourists visiting the other country. Such an increased flow of tourists will also lead to building more trust amongst our two countries and our people.

Q7. This year marks the 40th anniversary of China's reform and opening-up policy. How do you appraise this policy? How do you think China’s reform and opening-up policy influence India?


A: China's reform and opening-up policy, which was launched in 1978, has been extremely successful in catapulting China into becoming the second largest economy in the world. The standard of living of the Chinese people has risen significantly.

The people of India look at these achievements of China with great admiration. It fills us with hope and expectation that India too can achieve some of the success that China has experienced over these past forty years. Prime Minister Narendra Modi met and held bilateral talks with Chinese President Xi Jinping, minutes after he landed in China’s Qingdao to attend the two-day 18th Shanghai Cooperation Organisation (SCO) summit on Saturday. The two leaders discussed and took stock of the progress in the implementation of decisions they had taken during the informal summit in Wuhan last month. They also signed two Memorandum of Understandings (MoUs) related to sharing of hydrological information on Brahmaputra and export of non-Basmati rice to China.

Toilet:EPK is actually the number two film in China this weekend.

Not the best pairing when the PM is in Cheen (on purpose?) but the cultural impact is clear.

India and Uzbekistan are set to route their trade through the Iranian port of Chabahar as part of New Delhi’s growing engagement with resource-rich Central Asia. Briefing the media on Saturday, Foreign secretary Vijay Gokhale said that during talks between Prime Minister Narendra Modi and Uzbekistan’s President Shavkat Mirziyoyev on the sidelines of the summit of the eight-nation Shanghai cooperation Organisation (SCO), the two leaders hoped to supplement their connectivity through the Chabahar port with the establishment of industrial parks and an investment zone in Uzbekistan.
Uzbek Deputy PM coming to India
Mr. Gokhale said that Uzbekistan’s Deputy Prime Minister would be visiting New Delhi shortly to work out details and prepare for Mr. Mirziyoyev’s visit to India later this year.
India, Iran and Afghanistan have partnered the establishment of the International Transport and Transit Corridor, which can connect landlocked Central Asia and Afghanistan with the Chabahar port in the Arabian Sea. The Chabahar port is a short distance from Pakistan’s port of Gwadar, which has been developed by China.
Modi-Rouhani ‘pull-aside’ meeting
On Sunday Mr. Modi is expected hold a “pull-aside” meeting with Hassan Rouhani, the President of Iran — a country that has stepped its diplomatic engagement with the emerging economies of India, China and Russia, as well as the European Union (EU) to counter a slew of sanctions from the United States, which has walked out of the Iran nuclear deal.
India is a large importer of Iranian oil, but hard currency payments are now likely to be impeded on account of the Trump administration’s unilateral move.
On Saturday, Mr. Rouhani met with Russian President Vladimir Putin on the sidelines of the SCO. Iran’s Press TV quoted Mr. Rouhani as saying that Moscow plays a key role in salvaging the 2015 nuclear deal Tehran.
“After the US unilateral and illegal exit, Moscow has an important role in the reinforcement of the JCPOA and fulfillment of the opposite sides’ commitments,” Mr. Rouhani said, referring to Joint Comprehensive Plan of Action — the official name of the Iran nuclear deal.

Growing thaw in India-China relations
In talks between Mr. Modi and Chinese President Xi Jinping on Saturday, the two leaders agreed to move forward on a “capacity- building” project in Afghanistan, as a follow up to their decision taken during the Wuhan informal summit that New Delhi and Beijing should work together on an economic undertaking on Afghan soil. On the economic track, Mr. Xi proposed that the trade between the two countries should reach $100 billion by 2020. In view of India’s adverse balance of trade, the Chinese side agreed to import non-Basmati rice and sugar from India. Apart from agricultural products, Mr. Xi said that he would encourage Indian companies to export high quality pharmaceutical products to China.

T-Rex's threats to almost everyone on the globe that his meal comes first and he can chew up anyone, is bringing together the threatened like the Cong. and lilliput parties in India.The expectation of the Yanqui posse against China that we had joined them in spirit must now be dampened by our SCO gambit. The latest threat of sanctions if we buy Ru milware and warnings about trade levies, is not only bringing Eurasian nations together but the Europeans also even wanting their own mil. force dumping the US! Most EU nations want to trade with Russia realising that they've been had by a conspiracy against Putin and Russia orchestrated by the Anglo-US
establishment that wants to punish Russia for spiking their grand plans in the UKR and Syria.

The EU at some point of time is going to breakout and Brexit has severed the UK's ability to impose US interests upon the EU.The UK is now in a leaky bumboat heading for the rapid with our a paddle and a squabbling crew most of whom want to throw overboard St.Theresa , their captain and shout "May-day" !

China knows its current strength.Years ago, over a decade ago,a very sr. minister of a firang country berated me about our lack of global power politics projection when we had so many achievemrnts and military strength,compared to that of China at the time, which was then just embarking upon its grand strategy, OBOR, SCO, etc., and had not yet made the huge inroads into the IOR and Africa, etc. which is now in full flow and de-facto seizure of most of the strategic atolls in the Indo- China Sea and logistic agreements with IOR nations. These plans were made a v.long time ago which I predicted long ago which are blossoming now.

China is the fulcrum of the global economy today and it knows it.Its huge profits have enabled it to massively modernise and expand its military while the money is rolling in to outnumber by a huge margin the militaries of Asian nations including India.It now directly challenges the US and sabre rattles from time to time.US " Trump-eting " has only brought the Russians and Chinese closer and now India re- balancing the perceived " tilt " towards the US in the last few years.The Chinese are using the ever- present threat of mischief in the mountains to prevent us from going the whole-hog with the US and its Pacific partners.

It's why India should embark an effective Pax Indica for the Indo-Asian region, to coin a new geographic entity, with primarily the most important littoral nations of the IOR and ASEAN.We will only be " bronze medallists" in the SCO after Russia and China and will be forced to go along most times with the majority of members.We have little leverage in the SCO. Current events show that we are embarking in that direction to regain the position of importance and leadership that we had during the heyday of NAM. That organisation could have a new reincarnation and redefine its vision of multi- polarity where smaller nations club together under the leadership of like-minded major powers to exert their combined and thus more powerful influence. This is vital and urgent as a new Cold War is being forced upon the globe by an aggressive and eccentric US under Trump.

India should embark on pax-indica by teaching the malis an unforgettable lesson. It could be a naval blockade or regime change, slow or fast but the result has to be visible.

Spot on! I've kept saying that it is the lowest and ripest hanging fruit whete the current despot has no bum-chums at all barring the Chins and Pakis who can do bugger all to save him.The opportunity lost earlier is approaching again as he continues to insult and anger India.

Pax anything depends on building lots of infrastructure and controlling the levels of trade. It means having a printing press to fund all of that.

The chinis are doing just that with their Belt and Road which is similar to Pax Romana with standard roads across Europe and North Africa or Pax Britannica’s global ports.

Beating up on the Maldives won’t start Pax Indica. That is not to say they won’t deserve it.

India and China will soon be working together to lobby OPEC to drop the price of oil and bring in US crude. This is huge.

India is using the US to boost its position within SCO.

Ummhhh!!! Not sure I understand. Uncles has been thumping chest for being A big oil producer/exporter. Why not start start cranking up the volume to bring down the prices? And, I would imagine India can go to Iran to get cheaper oil. Why bend over backwards to lobby? And how is India using US in SCO?

By bringing in US crude in a big way, it'll force OPEC to be more competitive wrt pricing.

Engaging with the US has boosted our negotiating power with Russia and China.

If they push too hard, we'll simply swing more to US.

China has softened its rhetoric somewhat.

Perhaps constructive engagement w/ India is indeed the better option!

Globally, the oil market is tightly balanced with demand continuing to rise while supplies are not keeping pace. US oil and gas production is constrained by pipeline capacity restrictions. There are limits to how far we can play the US oil card. As far playing the US card in a larger geopolitical context, we are not as well placed as the US was when it played the China card against the Soviet Union. The US could promise billions in investments and a market for Chinese exports paid for in US dollars. Other than providing boots on the ground in the event of a global conflagration we have not much to offer to the US.

Cheap labour and export proceeds funneled back into the US as Chinese holdings of US treasury bills and G Secs. The US could scale up their federal spending without any thought for fiscal consequences of their military adventures. This was the China deal and US thinks it can do the same with cheap North Korean Labour. A rinse and repeat exercise for the next wave of defence spending.

Any one who thinks US can influence Energy market by magically bumping up productions needs to know two facts.

1 ) US is a net importer of energy so any export is bad for its domestic market
2 ) Most of US oil production come from Shale and Shale even with high oil price and cheap credit is a loss making business
Why Is The Shale Industry Still Not Profitable?

Only OPEC and Russia can extract and product oil at a price where it is profitable and stable production is ensured , hence the OPEC/OIl deal infulences oil market price and not other entity mostly certainly not the US , reason US has asked OPEC to increase production to bring down cost.

What did China offer the US?
A second front on the USSR. This was what led to Nixon in China and the ascent of the Lizard to its current position at number 2. It worked perfectly from the Cold War standpoint. Building a military capable of taking on both NATO and China (and Japan and South Korea) drove the USSR to collapse.

Now Unkil has its eyes on the fat SYRE Lizard.

Theoritically we could provide a second front on China. But the contest with Cheen is not really military but economics so the second front against Cheen is less important than with the USSR.

Cheen is building out an immense navy and air force with a lower defense spending in percentage terms than either the US or India. It is a mercantile power not a military one so the US can’t collapse it like the USSR.
