Pakistan mulls elevating status of Gilgit-Baltistan on Chinese insistence

ISLAMABAD: Pakistan is mulling to elevate the constitutional status of northern Gilgit-Baltistan region in a bid to provide legal cover to the multi-billion-dollar Chinese investment plan, officials said on Thursday.

The move could signal a historic shift in the country's position on the future of the wider Kashmir region, observers have said.

The proposal would see the mountainous region mentioned by name for the first time in the country's Constitution, bringing it one step closer to being fully absorbed as an additional province.

Islamabad has historically insisted the parts of Kashmir it controls are semi-autonomous and has not formally integrated them into the country, in line with its position that a referendum should be carried out across the whole of the region.

Sajjad-ul-Haq, spokesman for the chief minister of Gilgit-Baltistan Hafiz Hafeez ur Rehman, told AFP: "A high level committee formed by the prime minister is working on the issue, you will hear good news soon."

Rehman, who arrived in Islamabad on Thursday, was working on the finishing touches to the agreement, a senior official said, adding the document could be unveiled "in a few days".

In addition to being named in the Constitution, Gilgit-Baltistan would also send two lawmakers to sit in the federal parliament — though they would be given observer status only.

A third top government official from Gilgit-Baltistan said the move was in response to concerns raised by Beijing about the China Pakistan Economic Corridor, the $46 billion infrastructure plan set to link China's western city of Kashgar to the Pakistani port of Gwadar on the Arabian Sea.

"China cannot afford to invest billions of dollars on a road that passes through a disputed territory claimed both by India and Pakistan,"
. the official, speaking on condition of anonymity, said.

The corridor plans have been strongly criticised by New Delhi, with India's Foreign Minister Sushma Swaraj in June calling the project "unacceptable" for crossing through Indian-claimed territory.

India and Pakistan have fought two full-scale wars over Kashmir, and any changes to the status quo could prove a further setback to hopes for dialogue that were revived after Modi made the historic Lahore visit.

Those efforts were already seen as fragile following a deadly attack on an Indian air base near the Pakistan border Saturday that was followed by a 25-hour siege on an Indian consulate in Afghanistan on Monday.

But according to Pakistani strategic analyst Ayesha Siddiqa, the move could also signal Islamabad's desire to end the Kashmir conflict by formally absorbing the territory it controls — and, by extension, recognising New Delhi's claims to parts of the region it controls, such as the Kashmir valley.

"If we begin to absorb it so can India. It legitimises their absorption of the Valley," she said.

The “media report” APP is broadcasting comes from a website called “ZoneAsia-PK”. If you haven’t heard of it, don’t feel bad. Nobody else had either. Which is why I thought it was very strange that it was being quoted by APP. The author of the piece is noted as “Shehzad Malik…a Pakistani researcher based in the US with a Masters degree in International Relations”. I was curious about who this person was, so I decided to do a little checking. As it happens sometimes, one thing led to another, and I found myself looking at some very interesting information.

According to Internet regisration records, the website “ZoneAsia-PK.com” is registered to an address in Lahore Contonment, but the registration information is possibly fake.

Man held for protesting against Saudi Arabia
ISLAMABAD: A man has been arrested for protesting against Saudi Arabia and trespassing inside the Diplomatic Enclave, police said on Wednesday.
The suspect was later produced in court and was sent to jail on a judicial remand.
Expect to see more such judicial remands against the (local) Shias ;part of image "remaking" to portray Pakiland as a honest broker in the inter-Ummah tussle :rotfl: And to keep the Saudi Dollars flowing !

Did APP Help Bust An ISI Covert Propaganda Ring?

The “media report” APP is broadcasting comes from a website called “ZoneAsia-PK”. If you haven’t heard of it, don’t feel bad. Nobody else had either. Which is why I thought it was very strange that it was being quoted by APP. I was curious about who this person was, so I decided to do a little checking. As it happens sometimes, one thing led to another, and I found myself looking at some very interesting information.

The same email address “ur.ass.is.mine@gmail.com” was also used to register the website “Tacstrat.com” to a different name at an address in Quetta.
Interestingly, Tacstrat.com is also connected to the email address of Managing Director Spearhead Research Faraz Karamat.
Spearhead Research is a “think tank” located in Lahore Cantonment that promotes a hyper-nationalist, pro-military narrative. They have called Prime Minister Nawaz Sharif “a man of his abysmal intelligence” and former President Asif Zardari as “corruption-incarnate” while singing the praises of the military as Pakistan’s saviour. Spearhead Research also re-posts pieces from other groups including conspiracy theory blogs like “Veterans Today” website which was a project of Gen. Hamid Gul.
All of this begs the question why did a professional media group like APP choose to report a highly suspicious blog post? And why publish an attack against Husain Haqqani now? Especially one that is almost a year old? It’s all very strange.
Now that APP has reported it, though, the piece is being re-published by other media groups like Business Recorder where it is likely that unsuspecting readers will just accept the information placed before them without questioning where it came from. At a time when newspapers include giant blank spaces where news reports have been censored, it’s hard to know what is really going on.
Part of the Pak Army grand strategy to re-impose press censorship in this day and age of social media-bound to fail :mrgreen:
Ironically, APP’s report has probably done more good than bad for Husain Haqqani by keeping him in the news. It’s also probably done more bad than good for APP, since many are now wondering how this report was allowed to happen. Whoever ordered this report, though, it will probably remain something of a mystery. One thing is less of a mystery, though, and that is what looks very much like a covert propaganda ring being run out of Lahore Cantonment.

Days before Prime Minister Narendra Modi made a surprise stopover in Lahore in December, intelligence agencies had told him that the Pakistan Army had conveyed to Prime Minister Nawaz Sharif that they would not take action against “Kashmir-focussed groups.”
The Research and Analysis Wing (R&AW) is learnt to have made a presentation on the issue for Mr. Modi at the DGPs’ conference in the Rann of Kutch, Gujarat, on December 19. In the presentation, the R&AW said the Pakistan Army was against taking action on terror groups active in Jammu and Kashmir such as the Lashkar-e-Taiba, Hizbul Mujahideen and Jaish-e-Mohammad. By then, the talks between the National Security Advisers had taken place in Bangkok.
Mr. Modi was alerted to the influence of the “deep state” and was also told that the newly created Al Qaeda in Indian Subcontinent was being prepped by Pakistan’s ISI to carry out terror strikes in India. This information assumes significance as the 2001 Parliament attack case convict Afzal Guru, who was hanged in 2013, has emerged as a common link between the Pathankot attack and the foiled attack on the Indian Consulate in Mazar-I-Sharif, Afghanistan.

The Pathankot attackers left behind a handwritten note in English in the vehicle of the former Gurdaspur Superintendent of Police, Salwinder Singh. It said the ‘A.G.S’ squad of the Jaish-e-Mohammad planned attacks from Tangdhar (in the Kashmir valley) to Samba, Kathua and Rajbagh (in Jammu) and Delhi to avenge the death of Afzal Guru.
A fidayeen squad (suicide bombers), which tried to storm the Indian Consulate, left two messages written in blood on the walls of the building they had occupied. The messages said their mission was to avenge Guru’s hanging.
So, the common link, appears to be the Deep State (ISI), otherwise, why Afghan "fidayeen squad" have any interest in "far away Kashmir" :roll:
A senior government official said infiltration of six Pathankot attackers could not have been possible without the help of a government entity in Pakistan.
It is doubtful that the "Good" Sharif will be able to take any action; he is PM in name only !

The Yanquis have a policy,"3 strikes and you're out",which sends you straight into a penal colony. However,in the case of Paki terror,the duplicitous US has a policy of "strike after strike after strike after.....to the power of infinity"but Pak is never ruled out! To add injury to insult,India is forced by the US to humiliatingly parley with Pak for a "Piss in our time",where we must sign a subcontinental version of the infamous Treaty of Versailles.The problem of the rogue state of Pak lies not in Islamabad but Washington.The sooner the Indian establishment realises this and removes its blinkers,our foreign policy will return to an India first one,not a subservient one as of now where the interests of America are factored in as an essential ingredient and diplomatic fellatio follows!

If the Yanquis reward Pak yet again with arms for this latest terror attack,India must suspend all arms purchases from the US until Paki terror ceases.

T. That is a reality that the militant groups are in denial of. So for peaceful means to prevail over militancy, it is important that all political forces come together to marginalise those seeking to change reality through violence. The Pathankot attack could have been a disaster, but the fallout has been manageable so far precisely because the political leadership in the region has not given in to fear. The Indian government could have tried to deflect serious domestic criticism of its response to the attack by trying to shift the blame on Pakistan. It has not. Similarly, Pakistan could have bristled at the clearly unsubstantiated allegations that were bandied about in India in the early stages of the attack; instead, at the highest levels, cooperation has been pledged.The Hurriyat’s condemnation could be seen as a response to the claim by the United Jihad Council that some of its members carried out the Pathankot attack. In the complex world of intra-Kashmir politics, the fortunes of both the Hurriyat and the militant groups have waxed and waned over the years. For a while, it appeared that the APHC may be in terminal decline: divided by internal rivalries and lacking charismatic leaders who could energise and mobilise the Kashmiri people. But for all its internal problems, the APHC’s insistence that dialogue, especially between India and Pakistan, is the only way to find a solution to Kashmir has helped it retain its relevance, and even influence. With dialogue taking centre stage once again — something the Pathankot attack presumably intended to change — the Hurriyat is rightly trying to enhance the space for all pro-dialogue forces. The days of militancy in Kashmir must end — and soon.

The APHC itself has been treated by the government of Prime Minister Narendra Modi as an enemy, even though Mr Modi’s partner in Srinagar, the now-deceased Mufti Mohammad Sayeed, was in favour of giving the APHC more space. When pro-dialogue forces are treated as the enemy, it is usually militant forces that benefit.

But Afzal Guru was hanged by UPA govt. over 2 years ago. If this was the reason, there was plenty of time to use that card. In the 2 years that have passed since then, there have been a fair few terror attacks including the latest one in Pathankot. It hardly makes sense to use Afzal Guru as a pretext for this one.

This is so farcical that it tells me that Pakis have been stopped trying to pretend that this is a non-state act. They are relaxed in their knowledge that they can make up any cock and bull story and no one will call them out on it. In fact they probably believe and rightly so there will be plenty of #presstitutes and sympathisers in India and elsewhere who'll happily run with it despite the absurdness of it, as we saw.

What next? The attack was dedicated to M. Akhlaq? Since his son is in the IAF, who failed to save his father, the terrorits chose to attack an IAF base?

The Gujarat High Court today asked Godhra train incident convict Irfan Pada’s Pakistani wife Maria to apply for Indian citizenship by January 14 and allowed her to stay in India till February 16.

Justice R M Chhaya passed the direction on Maria’s application seeking relief after her long-term visa expired and her application for extension was rejected.

The judge asked her to file an application for Indian citizenship by January 14. If no such application is filed, then the authorities can deport her to Pakistan, the court said.

The Union government must decide her application by February 15, the court said.

Pada and 30 others have been convicted in the 2002 Godhra train burning incident and sentenced to life.

He got bail in November 2014 to marry Maria, who had come to India from Pakistan on a long-term visa. The couple has a one-month-old daughter.


The state government rejected her application for visa extension and asked her to leave the country by January 8.

Maria, in her petition in the high court, argued that the state government does not have the power to reject her application based on the adverse opinion of police. PTI

They are all discredited now.
Absolutely. Besides, the 'Afzal Guru' & 'Highway Brigade' etc are just a facade by the ISI. The UJC, as we have already discussed, has no means of carrying out this strike. This is an ISI operation completely under the control of Gen. Raheel Sharif.

Iran has demonstrated that it acts based on their interests rather than kuffar calculus which pakis like to employ.

Iran worked with India Russia in propping up the Northern Alliance in Afg and is currently working with Russia against ISIS.

They know fully well that the Pakis will always lick Saudi abbus musharraf.

It makes sense for Iran to further strengthen their already good relationship with India.

WASHINGTON: Individual expressions of support and commiseration over the terrorist attacks on Indian assets in Pathankot and Mazar-e-Sharif has been tricking in from a raft of US lawmakers, but don't hold your breath for the Obama administration to alter the long standing US policy of coddling Pakistan's terrorism-steeped military establishment that has harmed both US and Indian interests in the region.

House Speaker Paul Ryan, House Majority Leader Kevin McCarthy, House Democratic Whip Steny Hoyer and many senior US lawmakers tweeted and issued statements with the pro-forma expressions of support for India's sufferance. But Washington, which laid out the red carpet to Pakistan's military strongman Gen. Raheel Sharif last November, is showing no signs that it would hold the country to account for its continued backing of terrorism.

If anything, cocky Pakistani generals are already rubbing their hands in anticipation of the next lot of military toys, according to reports in the Pakistani media, including eight of their favored F-16 fighter jets.

Some lawmakers have called for a reevaluation of military aid to Pakistan if its hand is proven in the Pathankot attack, but given that the country has gotten away with so much on the terrorism front, including sheltering a host of terrorist principals from Osama bin Laden to Mullah Omar, the threat is seen as little more than bluster.

"Pakistan has provided safe haven to terrorists for years from shielding Osama bin Laden to backing covert terrorist operations around the world," fumed Texas lawmaker Ted Poe, who also chairs the House Foreign Affairs Subcommittee on Non Proliferation. "We should not send money to nations who provide assistance to terrorists."

But although this has been known for years, Washington - and Poe's colleagues - has funneled billions of dollars of US taxpayer money to bankroll Pakistan's military strongmen.

Senate grandees John McCain, and before they joined the executive wing John Kerry and Joe Biden, have repeatedly facilitated US military and civilian aid to Islamabad even as Pakistani perfidy has continued to kill American soldiers in Afghanistan and civilians across the world, let alone in India. Despite multiple instances of terrorism by Pakistanis and Pakistani-origin extremists across the world and within the US itself - from London to San Bernardino -- Washington's policy is designed to coddle this garrison state.

Arguments made for continued backing of what is widely seen as a terrorist state in all but formal designaton include, it is "too big to fail" and that it has nuclear weapons which could fall into "wrong hands." Pakistan is only too happy to play into these fears invoking scenarios of every more toxic extremists overrunning the country and its assets in order to extract more money from America.

"The government of Pakistan has spoken very powerfully on this (the Pathankot attack) and it's our expectation that they'll treat this exactly the way they've said they would. We have been clear with the highest levels of the government of Pakistan that it must continue to target all militant groups," the state department's John Kirby said earlier this week.

Pretty much the same things have been said since the Mumbai attack on 11/26 where six Americans were among those killed. Washington's response has been to give Pakistan more money and arms.

Pakistan extends help to India to completely eliminate terrorism

ISLAMABAD: Prime Minister Nawaz Sharif on Friday chaired a high-level meeting and discussed Pathankot incident.

The meeting attended by Chief of Army Staff General Raheel Sharif, DG ISI Lt-Gen Rizwan Akhtar, Interior Minister Chaudhry Nisar Ali Khan, Advisor to PM on Foreign Affairs Sartaj Aziz, National Security Advisor Lt-Gen (retd) Nasser Janjua, Finance Minister Ishaq Dar, Foreign Secretary and DG Military Operations, discussed Pathankot incident and reiterated Pakistan’s commitment to cooperate with India to completely eliminate terrorism afflicting the region.

In line with Pakistan’s commitment to effectively counter and eradicate terrorism, the meeting reviewed progress made on the information provided by the government of India on the incident. It was decided to remain in touch with the government of India in this regard.

The meeting expressed the confidence that building on the goodwill generated by the recent high-level contacts, the two countries would remain committed to a sustained, meaningful and comprehensive dialogue process.

The meeting affirmed Pakistan’s strong condemnation of terrorism in all its forms and manifestations.

It was noted with satisfaction that Pakistan’s counter terrorism campaign had made significant gains and that entire leadership and institutions were working in complete harmony to counter terrorism and extremism.

The people of Pakistan have evolved a political consensus for action against all terrorists and their organizations without any distinction and have resolved that no terrorist would be allowed to use Pakistan’s soil for committing terrorism anywhere in the world.

Pakistan-China Davis Cup tie moved to Sri Lanka over security concerns

KARACHI: Pakistan will host its Asia Oceania Group I Davis Cup tennis tie in Sri Lanka after opponents China refused to visit the violence-hit country over security fears, officials said Friday.

The Pakistan Tennis Federation (PTF) said they had hoped that the country’s strong economic links with China would help convince officials to bring the competition to Lahore.

Prize distribution: No dearth of talent in Pakistan, says Aisamul Haq

“It’s disappointing to note that International Tennis Federation has rejected our appeal of playing the tie in Pakistan and we are now forced to host it in Sri Lanka,” PTF secretary Khalid Rehmani told AFP.

The tie will be played from March 4-6.

The PTF had invoked the foreign ministry’s aid in the bid to hold the match at home but to no avail, said Rehmani.

Pakistan have not hosted a home tie since 2005.

Rallying support: Tennis star named goodwill ambassador

Pakistan are back in Group I for the tournament for the first time since 2006, while China clung onto their place with a relegation play-off win over Thailand in September last year.

This will be the sixth head-to-head meeting between the two teams, with China winning their last one 5-0 back in 2006. The winner will face seeded Uzbekistan for a chance to reach the World Group play-offs.

Some realize it late and some don't even do so !
S.S.ji- This is my gut feeling on the US-Pak Relationship :

Pakistan, (as said before many times) is like a "Randi" :mrgreen:, available to the highest bidder.
In the short term, the US needs Pakistan more because of the Afghan situation (it wants its troops out safely, and without Paki cooperation,it will be very expensive!)
In the long term, US will always mollycoddle the Pakis for the fear of (Paki) family jewels (AKA nuclear bomb) falling into jehadi hands or a repeat of the AQ Khan nuclear bazar scenario.
Other factors which are also important is the previous Paki help, in the sixties, to open the "China door" for them, as also "reward" Pakistan for help in defeating the S.U. in Afghanistan. As long as Pakistan is a basket case, the US will always prop up this failing entity. And the US can always "use" Pakistan to stop India's rise

Going by Paki lands history and previous perfidy all this is nothing but bakchodi for the moment.

Positive military action by Pak fauj against the yahoos or a joint Indo Pak strike is the only way to demonstrate their resolve and commitment towards the peace process.

House arrest of Hafiz Saeed just wont cut it with India anymore.

I recall Suahma Swaraj making a comment during heart of Asia conference that India will extend its hand of friendship at a pace acceptable to Pakistan.

Its only a wait and watch of a few weeks to figure out what the good and bad sharifs are up to.

Nice article which captures the state of Indo-Pak problem well except for your rationalizing the reason for recent detente in relations. I am not sure that the gamble Modi is playing relates to gas pipelines. Pakistan is an islamic idealogical state. It has to be in a state of enemity with India. Otherwise its ideology of islam being the only glue will wither resulting in the country breaking up into multiple nations. There is just no way Pakistan can have normal relations with India and relegate contentious issues to the back burner. This is the kool-aid fed by West that is consumed and propagated by our secular dimwits that economic relations between India and Pakistan will resolve our problems.

With respect to Pakistan, there is no option for India other than to go for the kill. We will solve the Paki problem only when Pakistan in its current form ceases to exist. I for one do not believe Modiji is naive. What caused Modi to initiate the recent dialogue with Pakistan (which as you rightly terms is a gamble) is something that we are not yet able to understand. No reason given yet stands up to scrutiny.

Take the below note as a constructive criticism of your article from a well wisher.
I enjoyed one of your previous articles where you very rightly pointed out (before any of our MSM fellows) the reason for Modi's visits to various countries was to establish nuclear energy security as all those countries were key players in NSG. That magic was missing in this article. You did not make a compelling case for why the pipeline will be critical enough for Modi to place it above the deep rooted ideological differences that drive Pakistan. That said, your articles do inspire me that to make informed commentary on strategic matters, one does not need to be a full time analyst or an IFS type babu. Keep writing away!
Thank you for the good words. I agree that going for the kill is the only option if we have to solve Pakistan problem. My belief is the world is showing a carrot and India is part of this "show carrot" and hence I called it is extremely risky venture. Probably a third part is needed to write the real option.

Pakistan's 'commitment' is like the slogan 'Pakistan is a victim of terrorism'. Both are equally perfidious. The 'commitment' is only to eliminate 'bad Taliban' as much as the 'victimhood' was due to the same 'bad Taliban' that Pakistan itself nurtured to unleash on others. Unluckily for them, they turned upon their very masters.

'Remain in touch with GoI' means that Pakistan would continue to demand more evidence as it did in 26/11 but taking care to put on a show of being more serious, more cooperative and less confrontational this time around.

Of course Pakistan would demand no cancellation or delay. Even if they don't start on Jan 15, they would demand as soon as they pretend to catch somebody. The trouble for us is going to be in determining when Pakistan has done enough to resume talks. The minimal and cosmetic Pakistani efforts would make our peaceniks, left (il)liberals, intellectuals, artistes, thinkers, eminent personalities, industrialists and the US to demand resumption. Even if Pakistan makes no efforts and the talks fail to happen as a result, these same quarters will cite the diminishing returns of the 'no talks' policy (as though talks always lead to appreciating returns) to change the GoI policy. Ultimately, the Government has to completely ignore this group and do what it has set out to do, namely 'fixing' the Pakistani problem. The issue is no longer J&K, border dispute, water, Hyderabad, Junagadh etc. The issue is PAKISTAN.

one of the major role of a pakistani prime minister is to have 'discussions with India'. If a pakistani prime minister is discredited to have discussions with India. If he is considered discredited in Indian eyes, then he is dispensible to the army. Which Nawaz Sharif will be if he does not act against terrorism in Pathankot, Mazar, Herat 2 etc. So it is Nawaz who is in a tough spot, along with Zardari who has been in a tough spot since Sindh operation began.
