Al-Qaida man on mission to ‘recruit Rohingya youth’ held in Delhi - Rajshekhar Jha, ToI
In the biggest breakthrough made by Indian intelligence this year, the special cell of Delhi Police has arrested 28-year-old Samiun Rahman, a British national who police said was al Qaida's key recruiter in India.

Rahman, who has family roots in Bangladesh, was allegedly setting up base in Delhi, Mizoram and Manipur to radicalise and recruit Rohingya refugees to wage war against India as well as to fight the Myanmar army.

He was described as a battle-hardened mujahideen who had fought for the Qaida's al-Nusra front in Aleppo, Syria, before being sent to Bangladesh as a recruiter.
Rahman was arrested from Vikas Marg in east Delhi while trying to establish contact with a recruit, police said.

Rahman was earlier arrested in Bangladesh on charges of terror financing and was released in April 2017. He was thereafter contacted by Nusra commander Mohammad Jowlani who directed him to go to India and recruit Rohingya refugees, police said.

They said Rahman was in touch with top Qaida and al-Nusra commanders for instructions through secure messaging app called 'protective text'. He told interrogators that he had tapped around 12 Rohingya refugees living in Kashmir, northeast, Delhi, Bihar and Hazaribagh (Jharkhand).

"He was setting up a base in Delhi and two northeastern states and preparing the recruits to carry out strikes in India and fight the Myanmar army. He was being assisted by al-Qaida cadre in Delhi, Hazaribagh and other places in India, who are being identified," said deputy commissioner (special cell) Pramod Kushwah.

Police found Rahman was carrying a voter ID card in the name of Shumon Haq, a resident of Kishanganj, Bihar. "We have recovered US $2,000, a laptop, a 9mm pistol and magazines apart from Indian and Bangladeshi SIM cards. Rahman has also been to Morocco, the Islamic Republic of Mauritania, Turkey and for terror activities. He has been taken on remand for interrogation," Kushwaha told TOI.

Officials said the special cell had got wind of Rahman's activities two months ago and was tracking him since then. The tip-off was on one "Raju bhai" from al-Qaida who was recruiting people and trying to set up a base in Delhi to carry out terror strikes in India.

A special team comprising ACP Govind Sharma and three inspectors Kailash Bisht, Ravinder Tyagi and Pramod Chauhan was formed and surveillance mounted on the suspect on social media networks.

Last month, cops found that Rahman had crossed over from Bangladesh and rented a house in Kishanganj, Bihar. A team was sent there and a watch kept over his activities. A few weeks ago, cops found that the suspect had come to Delhi/NCR.

On Sunday, the team zeroed in on the suspect at Vikas Marg (near ITO), while he was waiting to a contact,
and arrested him. "A case under sections of Unlawful Activities (Prevention) Act, 2008 and Arms Act has been registered against him and investigations have begun to unearth the entire 'al-Qaida' module developed by him," Kushwaha added.

During interrogation, the accused tried to mislead the cops by claiming to be Shumon Haq. However, he broke down during sustained interrogation and revealed his real identity. His antecedents were then confirmed with the Bangladesh police.

During interrogation, he revealed that he crossed into to India in July this year. His task was to raise funds and incite youths to fight for the cause of Rohingya Muslims and facilitate their entry into Myanmar from northeastern states.

He had stayed at various madrassas in Kishanganj and Hazaribagh and Delhi/NCR to tap vulnerable youths. He has confessed that he was in contact with his outfit members via secured apps as well as social networking sites such as Facebook, Whatsapp and Telegram. He was also cultivating youths on these networks.

Zakir Musa: Won't rest till India is 'liberated' - Bharti Jain, ToI
A fresh statement issued through the official media of Ansar Ghazwat-ul-Hind, the Kashmir-based Al Qaida affiliate led by former Hizbul Mujahideen leader Zakir Musa, has warned that it will not rest until it "liberates occupied Hindustan".

The release, while citing the 8th century example of Muhammad bin Qasim who allegedly killed the then Hindu king of Sindh and established the rule of Shariah there, appealed to all Muslims to sacrifice their comforts and join the battle to re-establish the Islamic Caliphate.

"Al-Sindh' is the region in the Indian Sub-continent (in present day Pakistan) which was once ruled with Islamic Sharia by Muhammad bin Qasim who was the Army General of Umayyad caliphate. Al-Sindh is the first part of land in the sub-continent to implement Shariah. The caravan started from Al-Sindh 1400 years (ago). It will not stop until it liberates occupied Hindustan & joins the Army of Eesa(AS) in Shaam," said the statement put out on Ghazwat ul Hind's official Telegram channel Al Hurr on Thursday night.


Incidentally, intelligence sources said that while the statement was indeed issued via Al Hurr media, the official media network of Ghazwat ul Hind, its source could not be verified.

The media statement, while recounting the alleged history behind Muhammad bin Qasim's conquest of Sindh, claimed he was sent to Sindh by the governor of Umayyad caliphate to avenge an alleged attack by its Hindu king Raja Dahir on a ship ferrying Muslim pilgrims from Sri Lanka to Makkah in 710 CE. "...on the way via the Arabic Sea, the Navy of the Hindu king (Rāja Dāhir) of his Sindh kingdom attacked this pilgrim ship and made Muslim women as his concubines (sex slaves). An Arabic...Muslim woman smuggled a letter out to the Governor (Hajjāj bin Yusuf) of the caliphate for help. Infuriated by this news, he sent the caliphate army to attack and kill the Sindh Hindu king. As Muhammad bin Qasim was the Army General for the caliphate, (he) was sent by his paternal uncle (the Governor himself)," it said.

Claiming that Qasim invaded the land in 711 CE, the statement said the Hindu king was killed and Muslims taken prisoner by him were freed. "Qasim...took the king's two daughters as his slave and another sent as a gift for the Governor," it claimed adding that unlike "the glorious histories of Islamic Caliphates, the Muslim rulers (in the present era) have become the boot-lickers of the tyrants."

Telling Muslims that jannat (heaven) was not to be earned from "cozy beds and comfort cushions", Ghazwat statement asked them to enter the battlefield and make just their intentions to establish a Caliphate/Sharia.
The reference to Sindh, Muhammad bin Qassim, Ghazwat-ul-Hind etc are all clear indicators of the Pakistani hand behind AQIS. Zakir Musa is yet another creation of the ISI just like the AQIS.

Bomb blast accused attacked, seven held - The Hindu

More Tamilnadu members of the Al Qaeda arrested. All from Madurai.

So, what is the background to the story?

It was in the last quarter of 2016 that a series of low-intensity bomb blasts occurred in Kollam, Nellore, Mysuru, Chittoor and Malappuram in the three southersn states of Kerala, Andhra Pradesh and Karnataka. The NIA investigated and traced it to the Base Movement (there were enough clues left behind at the blast sites) and arrested five from Madurai, including the founder Dawood Suleiman, a software engineer. All these were ex Al Umma terrorists and had formed the Base Movement (translation of Al Qaeda) in c. 2015. Later several other arrests were also made.

The present case is that one of the arrested and released on bail recently was attacked. Apparently, some other members of the Base Movement, not yet implicated or arrested, felt that this guy betrayed their organization to the police.
Madurai City police on Saturday nabbed seven men in Chennai in connection with the attack of N. Abubacker, who was arrested by the National Investigation Agency in April for his alleged involvement in a bomb blast case and let out on bail a week back.

Police sources said that Abubacker of Madurai had gone to a retail business outlet run by his brother near Vilakkuthoon on Wednesday night when a gang of about 10 persons attacked him.

He was taken to a hospital to treat the minor injuries he had sustained. Vilakuthoon police registered a case and were in search of the accused when they received information that all of them were hiding in Chennai. With the cooperation of Chennai City police, a team of Madurai City police nabbed seven persons.

A senior official here said that the accused were being brought to Madurai and were likely to be produced before a judicial magistrate on Sunday.

According to the police, Abubacker was arrested by the NIA for his alleged involvement in a series of minor bomb blasts in court complexes in South India, particularly the one in Malappuram in Kerala in November 2016.

The accused secured now by Madurai City police for the attack on Abubacker included Mohamed Harun, Toufeeq Ali, Abubacker Siddique, Farook Abdullah and Mohammed Ali, who also had many criminal cases against them. Some of them were allegedly affiliated to Al Umma activist Imam Ali, who was killed in a police encounter in 2002.

Though the motive for attacking Abubacker was yet to be established, police sources said that it could be due to the confessions made by him to the NIA regarding the activities of certain extremist organisations in the region.

Terror suspect chargesheeted - The Hindu
The Delhi police on Monday chargesheeted suspected al-Qaeda terrorist Zishan Ali in a case of allegedly making provocative speeches to recruit youths here and establish a base for the terror outfit. Ali was deported to India from Saudi Arabia last August.

Taking the investigation report on record, Additional Sessions Judge Sidharth Sharma posted the case to February 2 for consideration on taking cognisance.

The police arrested Ali after searching for him over a year after three alleged al-Qaeda operatives were arrested in 2015.

According to the police, Zishan, a resident of Jamshedpur in Jharkhand, operated from Saudi Arabia. He is believed to be married to the sister of Dr. Sabeel Ahmed, a cousin of the 2007 Glasgow international airport attack mastermind Kafeel Ahmed.

I have a strong suspicion that the malsi population in south (bangalore/chennai/allah's country) etc is being groomed as sleeper cells or terrorists
to be used future conflicts.

AQIS terrorists work as advisers and trainers of Taliban: UN report - PTI
Al-Qaida in Indian Sub-continent (AQIS) recruit personnel from remote areas of India and Bangladesh, and nearly 180 operatives of the group work as advisers and trainers of the Taliban in southern and eastern Afghanistan, a UN monitoring committee report has said.

According to the 21st report of the ISIL (Daesh) and al-Qaida/Taliban Monitoring Team, which was established by the UN Security Council, al-Qaida continues to cooperate with the Taliban in return for sanctuary and operating space.

Al-Qaida leader Ayman Al-Zawahiri is still assumed to be in the Afghanistan-Pakistan border region
, said the report dated January 26, which was made public last week.

The report said that fighters of AQIS operate as advisers and trainers of the Taliban, with 150 to 180 operatives present in southern and eastern Afghanistan. They recruit personnel from remote areas of India and Bangladesh, it said.

And despite concerns expressed by some countries, the report said it was not clear that significant numbers of al-Qaida elements ultimately travelled to Syria to join the fight.

According to the report, one country expressed concern about the vulnerability of the Maldives to returnees, since the number of Maldivian fighters per capita is one of the highest in the world.


Notably the travel of new foreign terrorist fighters from Central and South Asia to the conflict zones has virtually ceased, initially because of measures taken by countries, but later by the lack of appetite or capacity on the part of the ISIL core to receive new foreign terrorist fighters, the report said.

The report said that fighters loyal to the Taliban combined with members of various al-Qaida affiliated groups could number as many as 60,000 fighters, an increase from 2016.

Currently, there are more than 20 groups active in the war-torn country. The Taliban remains the largest, with about 40,000 to 45,000 fighters.

The others are ISIL in Afghanistan and a range of al-Qaida affiliated entities, including TTP, Lashkar-e-Tayyiba (LeT), Lashkar i Jhangvi (LJ), Lashkar-e-Islam (LeI), Jundullah, the Eastern Turkistan Islamic Movement (ETIM), and Islamic Movement of Uzbekistan or IMU.

The number of foreign fighters currently operating in Afghanistan is estimated to be between 10,000 and 15,000.

However, despite having been further degraded by Afghan and international military operations, ISIL continues to resist and mount attacks, especially in Kabul. In some areas, it is in violent competition with the Taliban; in others there appears to be some mutual accommodation, it said.

Noting that the number and geographic dispersal of ISIL-affiliated elements in Afghanistan has increased, the report said some countries have expressed concern that the presence of ethnic Uzbek and Tajik fighters in northern Afghanistan could potentially lead over time to an ISIL threat to the Central Asian States.

Overall, in the country, ISIL commands between 1,000 and 4,000 fighters, which include former members of the Tehrik-e Taliban Pakistan (TTP) and IMU, fighters from outside the immediate region, as well as Afghan Taliban defectors.

A significant number of the fighters formerly belonged to TTP. ISIL in Nangarhar continues to lose personnel owing to sustained military pressure but is able to replenish its ranks fairly quickly.

The UN monitoring committee said ISIL in Afghanistan obtains funds by extorting the population and agricultural production in Nangarhar. The group has made some money from timber and kidnapping for ransom.


ISIL in Afghanistan has received some financial support from the ISIL core, but has been encouraged to become more self-sufficient and recognizes that funding from the ISIL core may not continue, the report said.

It is therefore, under pressure to find new ways of raising money, especially if it is to maintain its competitive advantage of paying fighters higher wages than other groups in the region, it added.

3 Bangladeshis held, terror link suspected - Shoumojit Banerjee, The Hindu
Pune: Three Bangladeshi nationals were arrested by the city unit of the Maharashtra Anti Terrorism Squad (ATS) on Saturday on suspicion of being part of an Al Qaeda inspired Islamic extremist organisation.

The trio, identified as Mohammad Habibur Rahman Habib (31), Mohammad Ripan Hossain and Hanan Anwar Hussain Khan (both aged 25), had been residing in the city with forged identity papers and were believed to have links with the outlawed Ansarullah Bangla Team (ABT), also known as Ansar Bangla, said ATS sources. They were produced in court and remanded in police custody till March 29.
In Bangladesh, the Ansarullah Bangla Team (ABT) is a franchisee of AQIS. ABT has been mainly involved in silencing the voices of liberal, or secular or atheist or LGBT activists. They are responsible for the release of a hit-list with names of 84 such people. They are also responsible for the killing of several bloggers.

Iran denies Saudi allegations of harbouring Osama bin Laden's son - Reuters
Tehran denied on Tuesday allegations made by Saudi Crown Prince Mohammed bin Salman that Iran was harbouring Osama bin Laden's son and supporting him as the new leader of al Qaeda.

Decades-old animosity between Sunni Muslim kingdom of Saudi Arabia and revolutionary Shi'ite Iran has deepened in recent years as the two sides wage proxy wars in the Middle East and beyond, including in Iraq, Syria and Yemen.

Iran's murky and fluid relationship with al Qaeda has contributed to tensions with Riyadh, which previously accused Tehran of backing al Qaeda and sheltering its members.

Prince Mohammed told CBS in an interview that Iran was protecting al Qaeda operatives, including some of bin Laden's relatives.

"This includes the son of Osama bin Laden, the new leader of al Qaeda. He lives in Iran and works out of Iran. He is supported by Iran," he said. Iran's Foreign Ministry spokesman Bahram Qasemi called crown prince's comments a "big lie".

Hamza bin Laden was one of several bin Ladens who ended up in Iran after the September 11 attacks on New York in 2001. Documents recovered from his father's compound in Pakistan after he was killed in a U.S. raid in 2011 said Hamza was, at least for a period, held under house arrest Iran. His current whereabouts are not known.


Since Osama bin Laden's death, al Qaeda has been led by his former deputy, Ayman al-Zawahiri. Nonetheless Hamza has issued a number of messages on behalf of the network in recent years, threatening further violence against the West.

The group has been sidelined significantly by its rival and foe, the militant organisation Islamic State.

Iran's Qasemi said that after the U.S. invasion of Afghanistan began in 2001, some al Qaeda fighters had crossed into Iran illegally, but that they had been arrested and extradited to their countries of origin. These included bin Laden family members with Saudi citizenship.

"Bin Laden's daughter was extradited to the Saudi embassy in Tehran," Qasemi was quoted as saying by Tasnim news agency.

"Upon consultation with Saudi Arabia, other members of Bin Laden family were deported through the same border they had illegally entered Iran," he added.


Shi'ite Muslim Iran and strict Sunni militant group al Qaeda are natural enemies on either side of the Muslim world's great sectarian divide. Yet intelligence veterans say that Iran, in pursuing its own ends, has in the past taken advantage of al Qaeda fighters' need to shelter or pass through its territory. In Sunday's interview Prince Mohammed also accused Iran of having recruited some of the Saudis who took part in the 9/11 attacks on New York, with the aim of creating a "schism between the Middle East and the West, between Saudi Arabia and the United States of America."

Al-Qaeda warns Saudi Arabia Crown Prince - AFP
Al-Qaeda in the Arabian Peninsula (AQAP) has warned Saudi Arabia’s reformist Crown Prince Mohammed bin Salman over his “sinful projects”, in a bulletin released on Friday.

Prince Mohammed has spearheaded a string of policy changes in ultraconservative Saudi Arabia, including reinstating cinemas and allowing women to drive.

“The new era of Bin Salman replaced mosques with movie theatres,” the Yemen-based jihadist group said in its Madad news bulletin, picked up by the SITE Intelligence Group.

He “substituted books that belonged to the imams... with absurdities of the atheists and secularists from the east and the west and opened the door wide for corruption and moral degradation,” it said.

The Sunni jihadist group AQAP has flourished amid a complex war in Yemen, where Saudi Arabia heads a military alliance battling Shiite Huthi rebels.

Slams WWE event

In its statement, AQAP slammed April’s WWE Royal Rumble event in Jeddah, near the Islam’s most holy sites in Mecca.

“[Foreign] disbelieving wrestlers exposed their privates and on most of them was the sign of the cross, in front of a mixed gathering of young Muslim men and women,” it said.

“The corruptors did not stop at that, for every night musical concerts are being announced, as well as movies and circus shows,” {AoA, exposing private parts, music, mixing od men & women, display of Cross, movies & circus . . . a very long list of blasphemous actions in a land where a King was once assassinated for allowing television! Ma'sha Alla'h}

Centre bans offshoots of al-Qaeda, Islamic State under anti-terror law - PTI
The Central government has banned new offshoots of the al-Qaeda and the Islamic State (IS) under the anti-terror Unlawful Activities (Prevention) Act (UAPA), according to an official order.

Both Al-Qaeda in Indian Subcontinent (AQIS) and the Islamic State of Iraq and the Sham-Khorasan (ISIS-K) (an Afghanistan-based affiliate of IS), have been declared unlawful by the Union Home Ministry as they were found to be radicalising Indian youths for “global jihad” and encouraging terror acts on Indian interests, it said.

The ISIS-K is also known as Islamic State in Khorasan Province (ISKP)/ISIS Wilayat Khorasan, the order said.

The AQIS is a terrorist organisation that has committed acts of terrorism in the neighbouring countries and had been promoting and encouraging terror acts on Indian interests in the Indian subcontinent, the order said. It has been attempting radicalisation and recruitment of youths from India, the order said.

The ISKP/ISIS Wilayat Khorasan was also promoting and encouraging terrorism in the Indian subcontinent, according to the order. It had been committing terrorist acts to consolidate its position by recruiting youths for ‘global jihad’ and to achieve the objective of establishing its own ‘caliphate’ by overthrowing democratically elected governments, the order said.

The UAPA has strict penal provisions to deal with banned organisations and their members.

‘Al Qaeda’ men stoked trouble in Srinagar - Vijaita Singh, The Hindu
A group of “outsiders” were part of a mob that hit a CRPF vehicle with stones and bicycles and climbed over it near the Jamia Masjid in Srinagar on June 1. One person was run over by the vehicle, which was negotiating its way through stone-throwing protesters, outside the mosque.

An official in the security establishment said the group was also involved in clashes with security forces on May 25. Over 50 persons were injured in the clashes, the first violent incident after the suspension of operations (SoO) was announced for the month of Ramzan.

“After the violent clashes on May 25, the police asked a Hurriyat leader to salvage the situation and sought cooperation in identifying the suspects. The Hurriyat leader told the police that the men who attacked the forces were ‘outsiders’ and not from the Jamia Masjid area,” said the official.

Not allowed entry

Following this, on June 1, the “outsiders” were not allowed to enter the Jamia Masjid. So they targeted the CRPF vehicle that was passing by. They had masked their faces and disappeared after the incident. Investigations revealed that this group had instigated clashes on the instructions of Ansar Ghazwat ul Hind (AGuH) chief Zakir Musa. A former Hizbul Mujahideen commander, Musa floated AGuH, affiliated to the Al Qaeda in Indian Subcontinent (AQIS) after he broke away from the Hizbul. He released a video clip in 2016, threatening to chop off the heads of Hurriyat leaders and advocated establishing the Shariah (Islamic) law in Kashmir.

“He has immense following among the youth. Whenever there is a protest in the Kashmir Valley, slogans are chanted in his name and that of Burhan Wani. Highly radicalised, he wants Islamic rule in the Valley. Both separatists and the police have accused each other that Musa works for them,” said the official.

On January 3, Minister of State for Home Hansraj Gangaram Ahir told the Rajya Sabha in a written reply that AGuH had posted adverse materials on social media. “There are reports now that Zakir Musa has support of fewer than 10 militants,” Mr. Ahir said.

The AGuH has in the past one year claimed at least two attacks on security personnel that were also claimed by a group claiming allegiance to the Islamic State.

On March 13, Mohammad Taufeeq, 26, a Telangana resident was killed along with two other suspected terrorists in Anantnag in an encounter with security forces. A day later, the AGuH released the first issue of Al-Nasr, a propaganda pamphlet, describing them as “martyrs.”

Al Qaraar media, affiliated to the Islamic State, also claimed that the killed men belonged to its outfit.

A brief background in light of the above report.

On 26 June 2017, the AQIS released a document, “Code of conduct for Mujahideen in the subcontinent” that details the objectives, targets, and do's and don'ts for members. "All personnel of the military are our targets, whether they be in the war zone or in barracks at their bases. By 2017, the terrorist uprising once again in Kashmir had reached another peak. This started in c. 2015 after the BJP had come to power in the centre and the PDP-BJP combine had assumed power in the State. In Kashmir, the Hanafi/Berelvi school is giving way to Salafi/Wahhabi/Deobandi brand of Islam widely practised by Al Qaeda adherents. The Hizb-ul-Mujahideen pledged its support to AQIS openly and clerics began to support killed Hizb terrorists in their Friday sermons. The killing of Burhan Wani, a Hizb/AQIS commander, in c. 2016 and his successor Sabzar Ahmed Bhat in c. 2017 were exploited by Pakistan which tried to take the uprising to higher levels, proving once again who was really behind AQIS. The Pakistan Prime Minister Nawaz Sharif and the COAS, Gen Qamar Javed Bajwa have repeatedly paid tributes to Burhan Wani, saying that his death "infused a new spirit in the struggle for freedom". {So much for the dubious role that Nawaz wants to assume of criticizing the PA for its support for terrorism. All Pakistanis are either terrorists or supporters of terrorism. Nawaz Sharif, especially so} This once again proved that the AQIS is an ISI creation. Zakir Musa who succeeded Sabzar Bhat openly announced the formation Taliban-e-Kashmir and vowed to behead those in the Hurriyat who would stand in the way of J&K becoming an Islamic state.

In J&K, AQIS is the terrorist outfit while Hurriyat is a political outfit and Ittehad-e-Millat (IeM) is a religious outfit to sort out differences among sects and present one common broad-based religious face. In late June 2017, an Indian intelligence official said, AQIS was “the top threat to India at present. Formed by Qaida chief Ayman al Zawahiri and Asim Umar {Maulana Asim Umar from Sambhal in UP is the Emir for AQIS} in September 2014, the outfit is backed by Pakistan's secret service ISI and has sleeper cells in various parts of the country”.

In late July, 2017, Al Qaeda formally announced its Kashmir-based unit called ‘Ansar Ghazwat-ul-Hind’ (AGuH), led by the former Hizb-ul Mujahedeen commander, and one of Burhan Wani's successors, Zakir Musa. Now, Ghazwa-e-Hind is popularized by the ISI and adopted by the LeT & JeM. Thus, the linkages between ‘Ansar Ghazwat-ul-Hind’ and the ISI, LeT & JeM are obvious. The "statement of establishment" was disseminated today on social media by the Global Islamic Media Front, the online propaganda distribution arm of Al-Qaeda. "After the martyrdom of heroic Mujahid Burhan Wani the Jihad in Kashmir has entered a stage of awakening, as the Muslim Nation of Kashmir has committed to carry the flag of Jihad to repel the aggression of tyrant Indian invaders, and through Jihad, and with the aid of Allah only, we will liberate our homeland Kashmir," it said. "For this goal, a new movement of Jihad has been founded by the companions of martyr Burhan Wani under the leadership of Mujahid Zakir Musa," the statement said.

On August 12, 2017, Zakir Musa was trapped in a residential area by the Indian security forces, but stone pelters intervened and ensured his escape. Ten days later, Musa released a statement, though Al Hurr the propaganda arm of Ansar Ghazwat-ul Hind, vowing to take jihad to “the last corner of the country”. “Our jihad is not for nationhood or nationalism, nor is it for the implementation of UN resolutions or plebiscite...We perform jihad only for the supremacy of Allah and to make Allah's 'deen' (religion) sovereign”, he said.

Al-Qaida 'ideologically inclined' to carry out attacks in India: UN report - PTI
Al-Qaida in the Indian Subcontinent (AQIS), the terror group's newest affiliate, is "ideologically inclined" to carry out attacks inside India but its capability is believed to be low and is relatively isolated owing to increased security measures in the region, according to a UN report.

The 22nd report of the Analytical Support and Sanctions Monitoring Team was submitted to the UN Security Council al-Qaida Sanctions Committee here [United Nations].

The report said that AQIS is "relatively isolated owing to increased security measures within the wider region, but the group continues to seek security gaps for opportunistic attacks.

The group is "ideologically inclined to carry out attacks inside India but its capability is believed to be low, it said, adding that according to Member States, the strength of AQIS in Afghanistan is estimated at several hundred people, located in Laghman, Paktika, Kandahar, Ghazni and Zabul provinces.

Noting that al-Qaida still maintains a presence in South Asia, the report said the terror group adapts to the local environment, trying to embed itself into local struggles and communities and is closely allied with the Taliban.

According to one Member State, although the Islamic State in Iraq and the Levant (ISIL), also known as ISIS, poses an immediate threat, al-Qaida is the intellectually stronger group and remains a longer-term threat.

The report added that some members of the al-Qaida core, including Aiman al-Zawahiri and son of slain al-Qaida terrorist Osama bin Laden, Hamza bin Laden are reported to be in the Afghanistan-Pakistan border areas.

Other members of the al-Qaida core may leave for more secure areas, it said.

This is a bogus report which does not understand the driving factors of Al Qaida nor ISIS. Both are Arab based terrorist organizations. ISIS wants to establish Caliphate. The center for such Caliphate is West Asia not India.

Having said that Islamic terrorism on India is Pakistani Army enterprise.
Sad UN is analytic deficient.

This book which should be an enthralling read,beggars a v.important Q.If MI-6 had such an important agent in the heart of Al Q,then they surely would've known of the location of its head. When the Taliban regime in Afghanistan collapsed in November 2001, journalists who had been waiting in parts of the country outside the Islamist regime’s authority or in neighbouring Pakistan rushed to bombed-out and deserted training camps where al-Qaida had built the strike force that had carried out the 9/11 attacks.

I was in the eastern city of Jalalabad as opposition forces still skirmished with al-Qaida remnants on the evening of the city’s fall. After a night in the one functioning hotel, I drove a few miles down the rutted road to Kabul. On several reporting trips into Afghanistan under the Taliban I had heard of a training camp near a reservoir called Darunta, a mile off the main road. It wasn’t hard to reach: a complex of mud huts and barracks down a short road.

It is rarer still that the identity of that agent becomes known. Nine Lives works on many levels: as a human story of faith, violence, trauma and eventually a form of redemption, a deep dive into the inner workings of one of the most infamous terrorist organisations of all time and as a short history of the threat that we still face. Dean recounts his early life in Saudi Arabia, and how he is drawn into a religious study group that appears innocent but goes on to produce a large number of high-level militants. By 1994, still a teenager, he is in Bosnia, fighting with committed Muslims alongside Croats. He is involved in battles and atrocities. These mark him permanently but reinforce his commitment to the struggle to defend the Ummah, the global community of Muslims, against the supposed aggression of the west and its local allies within the Islamic world. He travels to Afghanistan, and to Darunta, where he becomes involved in the attempted manufacture of chemical and biological weapons. He also joins al-Qaida, and is interviewed by Osama bin Laden himself.

Bin Laden is far from the only top-level militant Dean meets. every major figure active in Islamic militancy in this period – from preachers in the UK through to Khalid Sheikh Mohammed, who planned the 9/11 strikes, and Abu Musab al-Zarqawi, who went on to found and lead al-Qaida in Iraq – feature in the narrative. These are amazing “up-close and personal” portraits of leading figures whose thinking and actions are essential for understanding how Islamic militancy evolved as it did. Particularly significant is the importance of eschatological prophesies to jihadists. For a long time, often well-educated al-Qaida higher command have been thought to have despised such apocalyptic thinking. In fact, Dean points out, the belief that they could hurry the coming of the end times was central to their worldview and strategy.

Yet Dean’s involvement in the manufacture of gas bombs – tested on hundreds of rabbits – worries him. Should such weapons be used on civilians? Is jihad justified at all? Eventually his commitment to the cause wavers. He ends up detained in Bahrain, then passed to Britain’s MI6, who run him as an agent for several years, sending him back to Afghanistan and Darunta. It is an astonishing revelation to learn that the UK had an agent close to the top of al-Qaida, and working in such a sensitive place.

Dean’s accounts of this double life – both before and after 9/11 – offer a fascinating glimpse into the reality of spying. A lot of this is mundane, involving innumerable debriefings in bland hotel bedrooms, but much is gripping. Plots are uncovered. Secret communications are sent. But above all it is the human story that captivates. Dean ends up spying on his own family, and is only reluctantly forced to give up his espionage after White House sources blow his cover in leaks to a journalist.

One thing jars: it’s unlikely that Dean can actually remember the exact dialogue during conversations that occurred almost 20 years before he wrote his account, or that an MI6 officer doodled on a pad during a particular interview in 2003, or how someone answered the phone in 2008. But without such details, even if imagined, any account would be dry indeed.

There is a tragic end to Nine Lives. Dean’s own nephew, his favourite young relative, was not blessed with the author’s remarkable ability to get out of trouble and was killed fighting with Islamists in Syria. At some risk, Dean visits the 18-year-old’s hastily dug grave. He says a short prayer, turns away and does not look back.

A top intelligence official on Thursday dismissed as ‘alarmist’ a U.S.-based think tank’s report that contends that the Al Qaeda in the Indian Subcontinent (AQIS) was exploiting the growing incidents of violence against Muslims in India and attacks in the name of “cow vigilantism” to recruit cadres.

Asserting that the study by The Soufan Center, a New York-based think tank, was misleading, the official who spoke on the condition of anonymity said: “researchers appear to have extrapolated isolated instances, imaginatively.”


The report titled ‘AQIS — The Nucleus of Jihad in South Asia’ asserts that the rise in inter-religious clashes in India due to a changing political discourse had resulted in further divisions between Hindus and Muslims. Increasing incidents of violent attacks on Muslims in India, who are accused of eating beef, was being exploited by groups like AQIS to “incite Indian Muslims to join what is being called a fight for their honour,” according to the study’s authors.

“India is a pluralist country with 180 million Muslims,” the intelligence official said. “Indian Islam is based on rich Sufistic traditions of pluralism, inclusivism and composite nationalism. The wave of Al Qaeda in the 1990s and 2000s did not impact the Indian Muslim. The wave of Islamic State had minimal impact, with only about 108 individuals succumbing to its lure. In the past few decades, global Islamist uprisings and terrorism have not impacted the Indian Muslim, as they were based on Jihadism, born out of exclusionism,” the official added, dismissing the report’s premise on the increasing vulnerability of the Indian Muslim to recruitment by the AQIS.

The Soufan Center also said in its report that there was strong evidence of ties between the AQIS and the LeT. According to the report, AQIS operative Abdul Rehman, who was arrested from Orissa in 2015, travelled to Pakistan in 2014 as a LeT recruit. “ISI facilitated his entry into Karachi via Dubai, but once inside Pakistan, Rahman met with several high-ranking AQIS leaders, including its chief, Asim Umar. Through his LeT contacts, Rehman later joined AQIS. The indictment documents of Abdul Rahman reveal that numerous LeT leaders visited AQIS headquarters in South Waziristan including Sajid Majid, ISI operative who masterminded the 26/11 Mumbai attacks,” it said.

The think tank said the situation in Kashmir had also taken an “unprecedented turn.” “For the first time since the onset of conflict in Kashmir, the region is responding to the appeal of groups like al-Qaeda.”

Asian-origin gang funded al-Qaeda through tax fraud - PTI
A British-Asian gang of fraudsters may have been involved in misusing billions of pounds of British taxpayers’ money to fund terrorist networks in Pakistan and Afghanistan, claims a U.K. media investigation based on police and intelligence files.

The gang is alleged to have sent 1% of its gains from its elaborate tax fraud to al-Qaeda in Pakistan and Afghanistan, where it funded madrasa s, training camps and other terrorist activities, according to the leaked files seen by The Sunday Times .

An estimated £80 million is believed to have been funnelled out by the fraudsters as part of an elaborate VAT and benefits fraud against the U.K.’s revenue department over the past two decades, with further gains made through mortgage and credit card fraud.

Secret intelligence held by MI5 states that some of the money reached the Pakistani compound that housed the Al-Qaeda mastermind Osama bin Laden.

Al-Qaeda anoints new chief for India wing - Peerzada Ashiq, The Hindu
Global terror outfit Al-Qaeda has announced a new chief for its India wing, the Ansar Ghazwat-ul-Hind (AGH), two weeks after its top ‘commander’ Zakir Musa was killed in an encounter in Pulwama’s Tral.

Hameed Lelhari alias Haroon Abbas will replace Musa and Ghazi Ibrahim Khalid will be his deputy
, Abu Ubaidah Hafizahullah, a spokesman of the group made these claims in an 11-minute video released on the outfit’s official media handle al-Hurr on the occasion of Eid.

AGH chief Musa was killed in an operation on May 23 in Pulwama’s Tral. He had replaced slain militant ‘commander’ Burhan Wani in 2016, but quit the Hizb ul Mujahideen. His name first appeared in an Arabic publication close to al-Qaeda in May 2017.

The police suggested that the new chief Lelhari, 30, comes from a poor background, unlike Musa, and is a resident of Pulwama’s Lelhar area. Police records suggest Lelhari, after dropping out of school, took up small-time jobs as a labourer, cook and mason “to meet ends”.

However, his name did not figure in the list of top ten wanted militants complied by the Union Home Ministry recently.
Hours after the declaration on the new AGH chief, Al-Qaeda in the Indian Subcontinent (AQIS) spokesman Usama Mahmood, in another audio clipping, praised Musa in a bid to show global militants’ sympathy for him. This audio clipping was released by the outfit’s as-Sahab media group.

‘Saddened, mourning’


“Every militant in Afghanistan is saddened and mourning the killing of Musa... may Kashmir have many more Zakir Musas. Also, Muslims in Kashmir and other Muslims should take ahead the mission of Zakir Musa, Burhan Wani and Afzal Guru,” the spokesman said in the message released online.

Al-Qaeda social media platforms have also released a video on militant Faisal Ishfaq Bhatt, erstwhile resident of Srinagar and apparently in Afghanistan currently. “ Jihad in Kashmir is no different than jihad in Afghanistan.

The Al-Qaeda in the Indian Subcontinent is counselling Afghan Taliban and also many jihadi s in Kashmir. Mujahideen and leaders of the AQIS are eager to meet their brethren in Kashmir. They will launch attacks on Army and Police,” the speaker, identified as Bhatt, says.

Terror group al-Qaida's chief, Ayman al-Zawahiri, has told "Mujahideen in Kashmir" to inflict "unrelenting blows" on the Indian Army and government in Jammu and Kashmir, in a message released by the outfit's media wing, as per the Foundation for Defence of Democracies' (FDD) Long War Journal.

He also brought to light Pakistan's involvement in fuelling cross-border terrorism in Kashmir in the message titled "Don't Forget Kashmir," released by As Shabab.

Thomas Joscelyn, in his article for the journal, wrote that al-Qaida has been grooming an upstart group to wage jihad against the Indian forces in Kashmir.

"(I am)of the view that the Mujahideen in Kashmir- at this stage at least- should single-mindedly focus on inflicting unrelenting blows on the Indian Army and government, so as to bleed the Indian economy and make India suffer sustained losses in manpower and equipment," Zawahiri said.

While Zawahiri did not explicitly mention deceased terrorist Zakir Musa, a picture of the dead Ansar Ghazwat-ul-Hind's (AGH) founder flashed on the screen as the terror outfit's chief spoke on Kashmir.

Joscelyn speculated that Zawahiri and al-Qaida's Kashmir cell, AGH, are coordinating their messages as he drew similarities between the terror outfit chief's message and a speech given by Musa's successor, Abdul Hameed Lelhari, recently.

While both Musa and Lelhari admitted to Pakistan's role in training Kashmiri jihadists, they cautioned that the " Pakistanis are not trustworthy." Zawahiri called both the Pakistani Army and government as "toadies of America" in his message.

He claimed that Pakistan prevented the "Arab Mujahideen" from "heading to Kashmir after expelling the Russians from Afghanistan,"- which was countered by the author by quoting the 9/11 Commission. {AQ Chief is deliberately trying to mislead. This statement is on the prompting of the ISI}

Joscelyn stated that the United States had learned of the presence of Pakistan's military intelligence service at one of al-Qaida's camps in Afghanistan, which was struck in retaliation for the August 1998 US embassy bombings. The Pakistanis were training Kashmiri jihadists at the camp, according to the author. {That's the camp hit by Tomahawk which were targetting OBL}

The writer also highlighted the "double-game" played by Pakistan after the gruesome 9/11 terror attacks in the US. While Pakistan did conduct counter-terrorism operations against al-Qaida following the 2001 attacks, it also harboured the Taliban's senior leadership, including members of the al-Qaida-allied Haqqani Network.

"All the Pakistani Army and government are interested in is exploiting the mujahideen for specific political objectives, only to dump or persecute them later," Zawahiri claimed, highlighting Pakistan's role while casting them in a negative light.

Pakistan's "conflict with India is essentially a secular rivalry over borders managed by the American intelligence," the terror outfit's chief further alleged.

In his message, Zawahiri also claimed that the "fight in Kashmir" is not a separate conflict but instead is part of the worldwide Muslim community's jihad against a vast array of forces. He further called on "unnamed" scholars to spread this point.

"You (the scholars) must clearly state that supporting the jihad in Kashmir, the Philippines, Chechnya, Central Asia, Iraq, Syria, the Arabian Peninsula, Somalia, the Islamic Maghreb and Turkistan is an individual obligation on all Muslims, until sufficient strength is achieved to expel the disbelieving occupier from Muslim lands," he said.

Zawahiri also told his terrorists not to target "mosques, markets, and gathering places of Muslims" in Kashmir during his message.

Even though the al-Qaida has attacked several locations which have claimed the lives of innocent Muslim civilians, amongst others, the terror outfit's chief claimed that "absence of sharia guidelines," could turn the mujahideen into "murderers."

He also claimed that the terror outfit's "Jihad against America in Afghanistan" is an "individual obligation" of all Muslims.
