Locals organised a donkey market, where the animal of various breed were present across the country.

Govt missed IMF external debt targets by $14 billion
ISLAMABAD: The PML-N government has, over the past three years, borrowed $14 billion more than the projections the International Monetary Fund (IMF) made three years back as authorities have failed to increase exports and attract foreign direct investment (FDI).
By the end of fiscal year 2015-16, the government’s external borrowings stood at $73 billion, $14.2 billion more than the projections IMF made in 2013 before approving the three-year Extended Fund Facility (EFF) for Pakistan, the latest IMF report shows.
Had the government achieved the FDI and export targets, Pakistan’s foreign debt would have been $58.6 billion by June 2016 as opposed to the current $73 billion.
In September 2013, the IMF estimated Pakistan’s exports would peak at $31 billion by June 2016 from that year’s level of $24.5 billion. Exports actually fell to just $20.8 billion by June 2016, according to the Pakistan Bureau of Statistics (PBS).
[Due to the slump in exports, IMF projections of external debt to exports went off by a wide margin. IMF had projected that at the end of its three-year programme, external debt as a percentage of total exports would be 156%, down from 204% in 2013. However, the external debt to exports ratio went up to 265.8% due to decrease in exports and subsequent increase in debt, the IMF report shows. The ratio was far higher than the 2013 level, suggesting the difficulties that the government will now face in retiring debt.

ISLAMABAD: A proposal to elevate the present Army Chief General Raheel Sharif to the rank of field marshal reached Islamabad High Court (IHC) on Saturday.
A lawyer has sought the high court’s help to elevate Gen Raheel to the rank of field marshal in the greater national interest by taking into consideration his “exemplary services and sacrifices rendered for the nation.”

i dont get why anyone has to be so pointlessly disrespectful to tavleen singh...knocked up/donked by paki etc..i mean yes, i disagree with her on many issues but at the end of the day a paki misbehaved with an indian and the lady still had courage to live her life. why be rude and demean her.. there are many indian pakis who are 100x worse and this woman had the courage to stand up to the cosa nostra gang when it was really counted..

NEW DELHI: International isolation "appears to be looming over" Pakistan all thanks to its inaction against terrorism, wrote The Nation today, in what is its second hard-hitting editorial in two weeks, against the government and the security agencies there.
This is particularly significant, because The Nation is a newspaper considered close to the Pakistani government as well as the military establishment. And in the context of Prime Minister Narendra Modi sparing no efforts to continually highlight cross-border terror attacks - yesterday he alluded to Pakistan as the "mothership of terror" - Pakistan's own media stepping in to rap its government's knuckles could well be a sign that civil society there is rattled, following the Uri attack in India and its global condemnation.

IMF warns of looming CPEC bill

GROWING Chinese investments in Pakistan have the potential to lift the economy’s potential output, but the repayment obligations that come with this investment will be serious, warns the IMF in its latest and final review of the just concluded programme.

“During the investment phase, as the ‘early harvest’ projects proceed, Pakistan will experience a surge in FDI and other external funding inflows,” says the Fund in a short evaluation of the impact of CPEC related investments on Pakistan. However, the import requirements of these projects “will likely offset a significant share of these inflows, such that the current account deficit would widen” within manageable levels during these years.

The report estimates that CPEC related imports could reach 11 per cent of total projected imports by 2020, equal to just over $5.7 billion, while inflows under the corridor will touch 2.2pc of projected GDP in that year. Gross external financing needs of the country will jump almost 60pc by then, from a projected $11bn for the current fiscal year, to $17.5bn in 2020.

Pakistan will see $27.8bn in “early harvest” projects under CPEC in the next few years, with the remaining $16bn coming over a longer timeline stretching out to 2030.

“Pakistan will need to manage increasing CPEC-related outflows,” warns the Fund, once the Chinese investors begin repatriating profits, adding that the amounts involved “could add up to a significant level given the magnitude of the FDI”.

Outflows will also come in the form of repayment obligations on the loans taken from Chinese banks for these projects, which are expected to rise after 2021. Both of these, repayments and profit repatriation, “could reach about 0.4 per cent of GDP per year over the longer run”.

The Fund acknowledges that CPEC related growth could cover these payments over the longer term, but warns that this is not guaranteed.

“Reaping the full potential benefits of CPEC will require forceful pro-growth and export-supporting reforms” the report says, citing improved business climate, governance and security as necessary preconditions to enable CPEC investments to generate the resources required to cover their own associated outflows. In addition, “allowing greater downward exchange rate flexibility” will also be necessary.

The matter of rising CPEC related outflows was discussed between the Fund staff and the government during the discussions prior to the review. The government told the Fund that “additional Chinese investment over the longer term, building on CPEC as a platform, could also help cover the projected CPEC related outflows,” according to the report.

For the Fund, CPEC outflows are one of the medium to long term risks facing Pakistan’s economy. It calls for “sound project evaluation and prioritisation mechanisms based on effective cost-benefit analysis and realistic forecasts of macroeconomic and financing conditions” to help mitigate the risk.

It points out “a need to ensure transparency and accountability in project management and monitoring”, pointing specifically at the power purchase agreements being signed with Chinese IPPs, calling on the government to ensure that the cost of power purchase “remains favourable” for the distribution companies and consumers.

For one, both China and Russia, as well as Iran, see Pakistan as a potential ally in their anti-jihadist game. The Islamic State and al-Qaeda, now being slowly choked in Syria and Iraq, are likely to divert a significant portion of the resources to Afghanistan as the war against them proceeds. That means numbers of Uighur and Russian Muslim jihadists could be located close to their homelands’ borders. Beijing and Moscow will then need Islamabad’s cooperation.
Interestingly, both countries have already expanded their covert outreach to the Afghan Taliban, seeing them—rightly or wrongly—as a counterweight to the Islamic State.
Then, Moscow is increasingly skeptical about the US combatting Islamists. Last year, when Putin travelled to New York, he called for “a genuinely broad international coalition” to fight the Islamic State. His efforts to bring one about on Syria, though, have fallen apart—leaving Moscow persuaded that the United States’ war on terror is insincere and opportunistic.
Finally, New Delhi has no chips to cash in because of its dogged refusal to be embroiled in its allies’ wars. Given New Delhi’s indecision on participation in the war against the Islamic State, it is not in any position to ask Russia for a return favour on Pakistan. Nor can New Delhi credibly ask the US to jettison Pakistan when India remains, at best, a marginal provider of security in Afghanistan.

Pak could not be named becos of Chinese objections.See the Chinese blatant support for Paki terror in their latest statement.The time to take off the gloves with China on every front is long past.The "Boycott China" movement must be taen all over India like the "Quit India" movement .

reality dawns very quickly on such people.

Had she continued to be a member of the charmed inner lootyens circle, one seriously doubts whether her literary output would have included the "gems" that she has authored.

she comes from a prominent business family and knows fully well the advantages of staying close to the powers that be.

But I see a more sinister game-plan here. By painting TSP is so important to "major powers", the logical conclusions these todaies will then draw is India must also "engage" TSP.

Note: The same set of events could have easily been covered from a nationalistic PoV. Praveen Swami for example, could have interviewed a Chinese diplomat and asked some hard question and reported his answers protecting TSP, and reported them with a mocking tone to expose Chinese perfidy to Indian audience. Likewise, he could have gone and interviewed a Russian diplomat and posed some hard questions to him. He could have asked all and sundry at the BRICS summit who were opposed to mentioning TSP by name as to what crime did ISIS and other commit that TSP's pigLeTs did not commit. Ditto TV channels India (exactly what Arnab is doing and he is bashed as a "prime time warrior"). But no, we are "largest democracy onlee" and we take pride in p!ssing on our own. And of course the gora audience will say shabash beta.

Very strong signals have already been sent to the hans. The tibetan demonstrations both in dilli and goa was like a stinging slap in the face of the hans and has been seen as such.

in good times, India completely suppresses the tibetan demonstrations everywhere. Gotta watch all these "subtle" hints too.

certain parties and some congis are openly advocating direct discussions with the paki army. This will undermine all that we have gained in our diplomatic and cross border efforts.

it's the paki inspired lot who are advocating this foolishness.

There are two forces at play. Both do not give a damn about TSP terror, but:

1. One group led by elements of Congoons but essentially consist of Lutyens elite for whom BJP itself is anathema. 2. Then there are those who are so viscerally opposed to ModiJi need anything and everything to undermine him. Latest is BRICS statement as ModiJi's failure. This group may not have the same agenda as the one on #1 visa vi TSP, and their main goal is to topple ModiJi and this includes undermining anything he does by nit picking. How can anyone place Chinese perfidy and intransigence at ModiJi's feet is beyond me.

The question is whether Pakistan does have a spatial space for a Silicon Valley. Lahore and Karachi are the main IT hubs in Pakistan, but their spatial look does not give a feel of Silicon Valley.However, Islamabad, the beautiful, does offer the endowments in terms of its excellent weather, topography, public engineering firms and technical educational institutions. Initial impetus for the Silicon Valley in northern California and Bangalore came from defence contracting and public engineering firms. Islamabad’s case cannot be much different.Pakistani IT companies are striving, however, high cost of business and security perception remain major impediments. How can a nascent startup or even mid-level company afford the rental value of real estate in Islamabad? We need domestic technology companies much more than food joints from employment and wealth creation perspectives. Pakistan has to aim vigorously at making its working and living environment more expat-friendly. We need to answer honestly whether we can offer a fun environment as present in Silicon Valleys of the West and East.If not, then our gullible population should be informed that we remain destined to the peripheries of global innovation. It is time to think hard and decide harsh.

Chabahar and Strategic alliances
Troika of India, Iran and Afghanistan signed strategic agreements on Chabahar Port located in Southern Iran. These pacts are for the development of Port as well as to provide transit and transport by laying a railway line connecting Afghanistan to India. Once this project is realised Chabahar Port will connect India to the land-locked Afghanistan, giving Kabul an alternate route to the Indian Ocean.
This tripartite definitely challenges the existing regional set up by upsetting China and Pakistan in their joint venture of Gawadar Port. This strategic development is undoubtedly a geopolitical game changer in regional politics. However, despite all the claims by the Indian and Iranian authorities that Chabahar is no threat or rival to Gawadar Port, still it brings various queries and challenges to the region. One cannot ignore that the development of Chabahar Port will allow India to bypass Pakistan (India will not rely on Pakistan for opening of trade routes reaching Afghanistan and then Central Asian states anymore). Through Chabahar India is also motivated to counter China’s expanding influence in Indian Ocean.
Nevertheless, the port is well-connected to other cities of the country as well with a wide network of roads as well as air links. Through the activation of the port Iran, India and Russia would establish a multi-model transport link connecting Mumbai with Saint Petersburg, providing Europe and the former Soviet Union Republics of Central Asia access to Asia and vice versa. Iran and Afghanistan have signed an agreement to give Indian goods, leading for Central Asia and Afghanistan, preferential treatment and tariff reduction at Chabahar Port.

On the other hand, the very same region is eyeing movements of Pakistan and China as both are working fervently on plan to develop Gawadar to accommodate foreign trade of the Central Asian Republics and the Xingjian, Sichuan provinces and the Tibetan region of China. The construction of a rail and road network between Gawadar and Xingjian also seems imminent given the growing Sino-Pak economic ties. Gawadar port besides opening the large avenues for the people of Mekran engaged in fishing and agriculture will also facilitate easier and time efficient transportation. Gawadar Port has all the capacity to generate massive revenues for Balochistan. It is poised to be a trade hub, once road and rail links are established to other parts of Pakistan as well as Afghanistan and Central Asia.
Gawadar Port will have to face stiff competition from Chabahar. It is still not as operational as Chabahar. The supporting structures at Gawadar Port are still not existent. Even after the lapse of many years, there is no mentionable economic activity at this port. Several projects such as 950-km railway and 900-km motorway to link with railway and highway of the country have so far remained only in files. The 200-km branch road to link coastal road to the Indus Highway at Ratto-Dero is still not developed. There are no internal roads and services of water. The very interesting trio of Chabahar and duo of Gawadar port forces one to look into the strategic doctrine of India.
However, through these pacts, India, Iran-Afghanistan challenges the unbridled, unopposed strategic partnership of China and Pakistan in the region and shall definitely disturb the balance of power. Though, this balancing of power doesn’t seem to be correct allegation as India is now not balancing its power; India is proliferating its power. Undoubtedly, Chabahar will prove not only an economic rival to Gawadar but also will affect the security of the region one way or the other.

ISIS leaders look to Pakistan for refuge
Several serving and retired Pakistan army officers are in West Asia, training the fighters of ISIS and other like-minded organisations.
More than 300 serving officers of the Pakistan army and over 2,000 retired officers have in the past been, or are in, West Asia, “training fighters of ISIS and other like-minded organisations” in their war against the governments of Iraq and Syria, claim analysts working exclusively on tracking that particular complex of terror organisations. They say that “elements (of the Pakistan army) are taking leave and going under assumed identities to Iraq and Syria to conduct such training”. In the past, such activities also took place in Jordan, Turkey and Qatar, but over the past year, Amman, Doha and Ankara have become wary of groups of fighters, who, for long, were using their territories for training and recuperation. Training is given “in the handling of communications equipment, interception of signals and the handling of explosives”. The analysts spoken to claim that “more than money, it is ideological fervour that is motivating such Pakistani volunteers” and that assistance to ISIS is taking place “despite opposition from a few senior officers in the military”, who, however, have so far declined to punish the volunteers (training ISIS, Al Nusra and other such groups) “for fear of sparking a revolt in their ranks, where hundreds of officers and tens of thousands of other ranks are sympathetic to ISIS”. Hence, it has not been a surprise that almost all recent attacks by ISIS-affiliated “lone wolves” have had a Pakistan connection
An example is the recent terror attack in New York and New Jersey during the week after the anniversary of 9/11.
Washington’s longstanding softness towards Pakistan is despite the fact that numerous terror groups are based in Pakistan and have the protection of the Pakistan army. These include Jaish-e-Mohammad, Lashkar-e-Tayyaba, Lashkar-e-Jhangvi, Tehreek-e-Jafferia, Al Qaeda, Siphah-e-Sahaba, Al Badr, Harkat-ul-Ansar, Hizb-ul-Mujahideen, Tehreek-e-Nafaz-e-Shariat-e-Mohammadi and the Jamaat Al Fuqra. National Security Advisor of Pakistan, Sartaz Aziz has himself admitted that terrorists (mainly from Afghanistan) “by 2007-08 had covered most of the tribal areas. They killed the tribal leaders, then they started establishing their communications networks, IED factories, suicide training centres.” According to Aziz, during the past 15 years, Pakistan has lost more than $100 billion as well as the lives of over 10,000 security personnel. However, the fact is that not just the civilian leadership of Pakistan but the military as well, which is unable to act against such activities in an all out manner, because of the fact that since 1979, “mujahids” were openly trained in Pakistan for the Afghanistan and later the India theatre. From 1989 onwards, the cadre which later became known as the Taliban, began to get trained by the ISI in camps in Pakistan, mainly in the North West Frontier Province as well as in Pakistan Occupied Kashmir.
Analysts warn than elements in the Pakistan army, who subscribe to the ideology of ISIS, are “busy locating places in Pakistan that can be used to shelter leadership elements of ISIS”, the way Osama bin Laden was protected by the military in Pakistan since his escape from Afghanistan after 9/11 and his execution by US SEALS in 2011. “Already about 26 leadership elements of ISIS have been identified and steps are under way to get them to Pakistan through the Afghan border”, an analyst revealed, warning that India needs to “prepare for this new threat, as it is certain that the Pakistan military will make operations against India the condition for sheltering elements of the ISIS leadership” in Pakistan.
There is no doubt that apart from "foot soldiers" , there are personnel of the "Deep State" (at the request of the Saudis and the Qataris) who are helping ISIS

I don't know why this talk of "joint sovereignty" of the valley keeps on popping up when back in 2006 itself India had rejected this aspect of Musharraf's 4 point formula.

India was o.k. with boundaries not being redrawn but allow Kashmiris unhindered travel across it, that as far as India was willing to agree to.

More precisely, it would be more like "these people keep their cool" (i.e. "not hot blooded types"). The whole thing would read more like:
"These people keep their cool, they eat vegetables, not meat. They don't rush into things like us, they think over matters carefully before doing the work".
