Great speech by DavoalJi, and I have the same lament on lack of national cohesion and resolve. Not quite the topic of this thread per se, but I scanning a bit of DDM, I notice that a lot of elites talk emotionally of 9/11, but scant regard for the terror TSP has inflicted on India. Yet another indication of the lack of national resolve as DovalJi points out.

Russia seems cosying up to China and somewhat to Pak. Joint drills with both those countries soon. How big/serious is the formation of this alliance?
Russia getting closer to China mainly because of its issues with US/West. Still cold war mindset? Can India broker peace between Russia and US/West?
I think in the past Pak did similar between US and China and benefited from it. Can India do similar?

The west has a certain mindset about the roosis, they won't change at the behest of either ouiropeans or India.
Ouirope has a symbiotic relationship with roos, they've lived, cohabited, intermarried for centuries.
Yet now after more so after WW2 this enmity has become entrenched

15K Pakistanis guarding 7K Chinese working on China-Pakistan Economic Corridor

NEW DELHI: There are two Pakistani security personnel for every Chinese national working on the China-Pakistan Economic Corridor (CPEC), indicating the high threat perception to the project despite China's billing as Pakistan's "all weather ally".

A series of attacks targetting the project has seen Pakistan deploy as many as 14,503 security personnel to secure some 7,036 Chinese nationals working on CPEC+ with most in Punjab which is home to several jihadi tanzeems.

A written reply in Pakistan's National Assembly said 6,364 personnel were protecting 7,036 Chinese professionals in Punjab, 3134 in Balochistan, 2654 in Sindh, 1912 in Khyber Pakhtunkhwa and 439 in the Islamabad area.
The information was provided in response to a question raised by Pakistan People's Party member Shahida Rehman.

The threat to the corridor comes from Balochi nationalists who have targeted the project and also from Taliban factions who have abducted Chinese personnel working in Pakistan in the past. Though the 2,000-km CPEC is viewed in Pakistan as a "game changer" that will boost economic infrastructure by connecting Kashgar in China to the Gwadar port in Balochistan, the project has attracted hostile attention.

The corridor's strategic implications are not less important as the project envisages reconstruction of the Karakoram highway that passes through Gilgit-Baltistan, offering China passage through Pakistan-occupied Kashmir.

The Gwadar port is also important to Pakistan as it is not too far away from the Chabahar port in Iran which is being developed by India.

The project offers India an opportunity to reach Afghanistan through a port-road link. The distribution of CPEC projects also reflects the threat perception to various segments of the corridor. Of 330 CPEC projects, just about eight are in Balochistan where separatists are opposing the corridor.

Pakistani authorities claim attacks have been curtailed after stepped up security deployment with a special security division comprising nine composite infantry battalions and six civil armed force wings dedicated to the task.

India sees the corridor as a challenge to its security as it passes through areas of Jammu and Kashmir occupied by Pakistan and the Chinese role in developing the region ignores Indian claims on the area post-independence.

Delhi: Contrary to reports that Dawood Ibrahim's funds, routed through various countries, was being swindled by someone from their own gang, it has now emerged that Government of India was working behind the curtain to cripple the underworld don.
As per a report in India Today, government has been tracking the business of D-company in several countries.
The media house quoted intelligence agencies as saying that Dawood was not cheated of Rs 40 crore but the government got several of his transactions in UAE, Canada, UK and Australia seized over the past two years.
India has managed to make governments of many countries agree to keep a track on Dawood's business activities and transactions, as per the agencies.
Indian agencies are said to have been successful in getting five to six hawala transactions and one of it was frozen by a bank in UAE.
This was suspected to be hawala money and was said to be routed through India-Dubai-Canada-Dubai-India.
The bank, when asked about the credentials of the end person, did not provide any and thus the transaction money was shifted to some sundry accounts in parts. Dawood gang thought that someone from within was routing such transactions......

Shoreham’s example

AN extraordinary event took place in the US in the mid-1980s and the 1990s. A nuclear power plant, already constructed near the town of Shoreham in Suffolk County, New York, loaded with fuel and ready to start producing electricity, was shut down and dismantled without generating even a single unit of electricity. The local population had insisted an acceptable evacuation plan be prepared in collaboration with local and state government departments. Since the utility — the Long Island Lighting Company (LILCO) — failed to provide a satisfactory plan, the reactor was decommissioned and dismantled.

In 1979, while the reactor was still under construction, the US had its first serious nuclear reactor accident at the Three Mile Island power plant in Pennsylvania. The partial meltdown of the fuel core released radioactivity into the environment and people nearby were asked to leave the area. There was mass panic as over 140,000 people tried to escape.

For the first time, the American public realised that reactor accidents could pose grave risks to their health and property. This strengthened opposition to the Shoreham reactor from local residents and activists from elsewhere in the country. On June 3, 1979, about 15,000 protesters showed up at the reactor site in Long Island’s largest-ever demonstration. Harsh police action and hundreds of arrests resulted.

In response to the Three Mile Island accident, the US Nuclear Regulatory Commission (NRC) added an important safety condition: nuclear power plant owners must prepare a plan to evacuate nearby populations with local and state authorities’ help. LILCO prepared a plan, but it was deemed credible neither by the county legislature nor the New York governor. The Suffolk legislature in 1983 voted out the evacuation plan 15 to one, saying the county could not be evacuated safely.

With no evacuation plan, will Karachiites let the reactors be built?

The Shoreham plant was completed in 1984. While it waited for clearance from the NRC, the 1986 Chernobyl reactor accident happened, adding to public fear. Public opposition to the reactor rose to 75pc.

Finally in 1989, the New York governor announced, closure and dismantlement of the reactor. By then the cost had spiralled to $5.5 billion. Decommissioning took three years at a cost of $186 million. Such was the level of importance given to preparing a workable plan for evacuation.

Suffolk County residents were so determined to avoid the fallout from a nuclear reactor accident in their backyard they even agreed to pay for its construction and dismantling costs through enhanced electricity bills for the next 30 years. The Fukushima nuclear accident in 2011 proved them wise — the people of Fukushima Prefecture were saved only due to rapid, systematic evacuation to safe distances.

This story has relevance for Karachi, whose population will face risks to health and life from a possible accident at any or all of the four large nuclear power reactors under construction on the Hawkes Bay coast.

Suppose a severe accident, however improbable, does take place, resulting in a cloud of radioactivity from the site. The wind normally blows from the reactor site towards Karachi city with an average speed of 15 km per hour. It would take the radioactive cloud about an hour to reach the city’s nearest edge and another two hours to its farthest end, depositing radioactivity on the ground as it passes. Hopefully, the city authorities would know of the approaching disaster, and immediately issue a warning asking people to leave the city to avoid exposure to radioactivity, and people would listen and act quickly.

Now imagine many of the 20m Karachiites trying to leave at the same time. There are only four main roads out of Karachi: the National Highway N5, the Super Highway M9, The RCD Highway N25, and Karachi Northern Bypass M10. No one would take N25 and M10 which would take them closer to the accident site or into the wilderness. That leaves only two roads, N5 and M9. Imagine millions of people trying to flee Karachi through only two major roads.

Contravening international laws and standards, the Pakistan Atomic Energy Commission has failed to make evacuation plans for those residing within a distance of 30 km from the plant; the Pakistan Nuclear Regulatory Authority failed to insist on it when approving construction. No evacuation plan means when people are asked to leave, there will be chaos — traffic logjams, riots, etc. Nearly all will get stuck and be exposed to radioactivity.

The issue of mass evacuation in case of a major nuclear disaster cannot afford nonchalance. No plan exists but it’s not too late. Construction of the reactors should be halted until a viable emergency mass evacuation plan is prepared together with the city administration — and tested for workability. People should not be left in the hands of fate.

Can Karachiites take a leaf from the Shoreham experience?

Strange as it may seem, I join Nawaz Sharif in dedicating Eid sacrifice to Kashmiri’s, namely those fellow Indian citizens of ours suffering under the illegal occupation of the Islamic Republic of Pakistan’s Punjabi dominated Military. I also dedicate Eid sacrifices to Balochi’s, Pathan’s, Sindhi’s and Mohajir’s suffering under the yoke of the Islamic Republic of Pakistan’s Punjab dominated Military occupation.

For good measure this Eid, I also raise my glass in toast with Cashew Feni accompanied by Bacon wrapped dates with goat cheese, for those suffering oppression meted out by Islamic Republic of Pakistan’s Punjabi Military:

In my mind it's a toss up. I would like to see a huge explosion under the dais when Hafiz Saeed is making a speech. Dawood's political/business friends in India need to have their goolies crushed.

Hmm please this is not even an afridi innings of 6-7 runs. Nothing like the half century and century of a year or two back. Shias seem to be at the receiving end from Syria to Pakistan.

China, Pakistan must be ready for setbacks to economic corridor: Chinese daily

BEIJING: The China-Pakistan Economic Corridor (CPEC) is unlikely to be "plain sailing" for both countries and they should brace themselves for "potential setbacks", a Chinese daily said on Tuesday.

An op-ed in the state backed Global Times said the rising cost of protecting Chinese workers on the $46 billion project in Pakistan was "becoming (a) big problem in efficiently pushing forward the projects".

The state-run daily also suggested that China should shift its focus from the region to Southeast Asia as "it would be unwise to put all its eggs in one basket".

The write-up came in the wake of Indian media reports saying some 15,000 Pakistani soldiers were guarding about 7,000 Chinese working on the CPEC in the face of growing number of attacks on the project.

"The CPEC has long been seen as symbolic of Sino-Pakistan economic cooperation. It is unlikely that China will change its supportive attitude on the CPEC in the short term, but the increasing cost of security is becoming a big problem in efficiently pushing forward the projects," the Times said.

The proposed CPEC, which will connect China's largest province Xinjiang with Pakistan's Gwadar port in Balochistan, is key to Beijing's ambitious One Road One Belt project.

The CPEC passes through Gilgit-Baltistan, Pakistani Kashmir -- claimed by India -- and Balochistan, home to a long-running insurgency.

"It is unlikely to be plain sailing for China and Pakistan in their attempts to push forward the CPEC due to challenges such as a complex regional environment, and people in the two countries should be prepared for potential setbacks," the daily said.

It warned that Beijing and Islamabad should be ready to cope "ethnic conflicts and confrontations that may arise in restive Balochistan.

"This does not mean that China should give up on the idea of the CPEC because of the present challenges. However, China may not want to put too much focus on the region.

"At the very least, it would be unwise to put all its eggs in one basket."

The daily, run by the ruling Communist Party, suggested that Beijing should think beyond Pakistan in terms of economic cooperation -- its all-weather ally in South Asia.

"Beijing should consider giving more attention to its economic cooperation with Southeast Asian countries.

"The CPEC has long been seen as a flagship project in China's Belt and Road initiative, but the initiative's strategic focus may need to shift gradually toward Southeast Asia, where there is a wide infrastructure funding gap but a relatively stable regional environment that will enable China to efficiently push forward ventures under the Belt and Road initiative.

"China may need to start taking more gradual and steady steps in the CPEC, but at the same time the country should be more aggressive in seeking cooperation with various Southeast Asian countries, Vietnam included.

"Vietnamese Prime Minister Nguyen Xuan Phuc is currently on a six-day visit to China. Hopefully, the two countries will be able to put aside disputes that arose over the South China Sea and focus on promoting economic development.
"In past years, economic ties between China and Vietnam have maintained good moment," it added.

Pakistan not bothered by Afghanistan's threat about blocking trade route
NEW DELHI: Islamabad appears least bothered by Afghanistan's recent threat to block Pakistan's trade access to the Central Asian States, if it didn't allow Afghanistan to trade with India via the Wagah border , according to Dawn, a Pakistani newspaper.

A top Pakistan government official told the newspaper categorically that there was no way Pakistan would accede to Afghan President Ashraf Ghani's demand

Army officers rough up Motorway personnel over reckless driving ticket

AKs, Armor, helmets, battle boots, The back up team seems kitted out sufficiently to achieve the mission of beating up a traffic cop..

Not sure how the kammandus could be over speeding in the first place.. given that..

Ahem,
The people of KP don't consider themselves to be Pakistani. They talk about KP like it is a separate nation onlee. There are multiple references that talk of "Our ilaka" (Our area) as distinct from Pakistan.
The Paki laws are said to not apply here, they have their own code and tribal jurisprudence or so.

It is a Non-state within a fake state (Pakistan)

Mentally I am attuned to looking at shiny glass and concrete and praising it as modern while I see old and decrepit buildings as turd world. Shiny and modern glass and concrete is Pakistan. The other is Dhaka.

But the images are IMO a good illustration of what money is spent on in Shitistan and in Bdesh. The real problem is that it is easy to say that BDesh has no money - but one really needs to look at human condition parameters like maternal and child mortality to make a fair judgement

India raises Pakistan’s human rights abuses in Balochistan at UN human rights body

NEW DELHI: India on Wednesday launched a scathing counterattack against Pakistan by raising human rights violations it perpetrates in Balochistan at the United Nations Human Rights Council (UNHRC). India also took aim at human rights violations by Pakistan's politico-military establishment across the country, including Pakistan-occupied Kashmir (PoK). Pakistan's response however steered clear of even mentioning either Balochistan or PoK, reported news agency ANI.
India's decision to raise the Balochistan issue in international forums had been announced by Prime Minister Narendra Modi in his Independence Day speech from the ramparts of the Red Fort. It may be seen as a counteroffensive for the repeated comments and interference by Islamabad in the Kashmir unrest.
Not just Balochistan, India also roundly attacked Pakistan, saying it should set its own house in order first. "It will be in the fitness of things if Pakistan focuses its energies on improving the human rights situation within Pakistan and Pakistan-occupied Kashmir," said Ajit Kumar India's Ambassador and Permanent Representative to the UN, said in a statement at the 33rd Session of the UNHRC at Geneva..
The statement gains significance in light of the persistent protests in Pakistan-occupied Kashmir against allegedly rigged elections that gave victory to the country's ruling parties.

"Pakistan is characterized by authoritarianism, absence of democratic norms and widespread human rights violations across the country, including Balochistan," India's statement added.
The scathing attack comes in the backdrop of a concerted effort by Pakistan's military-political establishment to raise the Kashmir issue at various international forums, and use the unrest in Kashmir to raise the demand for a plebiscite in Kashmir.

However, Pakistan is on shaky ground here. It is yet to meet the very first requirement outlined in the United Nations Security Council resolution of 1948 on Kashmir, that asks Pakistan to withdraw all its troops and every Pakistani citizen from Kashmir before India can be asked to do so.
Pakistan had chosen not to do this in 1948, fearing the plebiscite would go in India's favour given the fact that it had effectively invaded Jammu and Kashmir using tribal militias and regular troops. However, it has raised the plebiscite bogey now in the hopes of benefitting from the unrest in Kashmir, that broke out after the killing of Burhan Wani, a terrorist from a Pakistan-backed terror outfit.

In a separate appeal, the petitioner challenges the expansion of embassy as what he calls the “(construction) of a mini city… and secret underground bunkers” and further raises his concerns over close proximity of these underground bunkers, seven-story high buildings etc to sensitive installations, such as Kahuta.US Embassy has acquired a total of 56 acres land in Islamabad of which 18 acres was integrated later on a ridiculously meager price of one billion rupees (18 times less than the nearby land sold by CDA to another party) The Americans demanded for importing more armored vehicles, whereas the premises has sufficient allocated space for parking dozens of armed/unarmed armored vehicles. Beside other protection, the building is constructed blast proof and nuclear protected. Reports revealed that stationing of hundreds of US Marines along with a thousand of other staff inside the premises is part of the plan. The largest US embassy is in Iraq which is of 106 acres whereas this is the 2nd largest of US embassy in the whole world.. ( Paki are 1/2 of Arab father)
Moreover the US government purchased 20 acres of land from the Karachi Port Trust in 2005 for its consulate in Karachi and its momentous occurred in May 2008. Following two years of construction work office moved to the greater spot situated at New TPX Area, Mai Kolachi Road. In addition concerns were also raised as to why US consulate was established in Peshawar near the tribal belt?
One must wonder what could be the motive behind engendering such a gigantic embassy in Islamabad. Without a doubt one can say that it can't be built to oblige American vacationer or cookout exercises. Let’s be honest, the US embassy is not here for the conciliatory relations alone as have been repeatedly told instead there is a whole other world to it which pretty much any customary individual on street could talk about. The US embassy in third world countries has several roles other than the diplomatic purport. It not only uses their official agents for spying but also uses NGOs for this purport. In addition America stations it troops/officials under the pretext of providing security to their diplomats which are then used for their covert operations and colliding with the local mercenaries. However, in the last decade or so it has been more intrigued in stationing and using Private military contractor (PMC) for this purpose. Iraq, the largest American embassy, was used for all these purposes and in this respect the name of Blackwater (i.e private military contractor) surfaced around 2006 when it was used after the Invasion of Iraq. The US effectively chips away at these techniques to either over-throw the Govt. who are not complying with their policies or engender an environment conducive for the Govt. to implement US-policies and so forth.
Let us dig down the case of Pakistan which comes under the second category. In Pakistan news surfaced in 2009, that some of FBI agents and private military contractor under the pretext of US diplomats have been working here since 2006.Jeremy Scahill a well known journalist reveals that:
“In 2006, the United States and Pakistan struck a deal that authorized JSOC to enter Pakistan to hunt Osama bin Laden with the understanding that Pakistan would deny it had given permission.”The same report reveals that at a covert forward operating base run by the US Joint Special Operations Command (JSOC) in the Pakistani port city of Karachi, members of an elite division of Blackwater (later known as Xe Services) are at the center of a secret program in which they plan targeted assassinations of suspected Taliban and Al Qaeda operatives.In another incident the US embassy official (Ghafoor) was caught taking pictures, spying and monitoring Zafar Chowk gate of Naval Headquarters in Islamabad just days before the suicide bomber attacked the Naval HQ on 02-Dec-2009. The official was said to have a fake nameplate of the motorbike. Unfortunately, the case was not booked against 1923 official Secrets Act for spying instead to ease of the public pressure the case was only booked for fake documents/name plates.In another separate incident the espionage issue really struck hard on Pakistani media and public when Raymond Davis employee of Blackwater was arrested on charges of killing two civilians. Interestingly reports revealed that: “Davis was instrumental in recruiting young people from Punjab for the Taliban to fuel the bloody insurgency”.The things recovered from him were 9mm Gloc Pistol, five 9mm magazines, a digital camera (which had photographs of Pakistan`s defence installations...) etc. Surprisingly some 27 contact numbers of TTP and Lashker-e-Jhangvi personnel were also retrieved from his mobile phone data, the links of which were used for igniting sectarianism or other anti-state incidents. Before more details could be revealed, Pakistani authorities under the US-duress withdrew all charges and sent Raymond back to US.
.Moreover some 50,000 plus visas were issued to Americans during 2008 to 2011 out of which 13,000 were categorized as US diplomats and senior officials. It also came as no surprise when John McCain (A US senator) in Aug`11 demanded the withdrawal of NOC requirement for US diplomats.
Surprisingly many of these events which were accidently revealed were actually the tip of iceberg of the activities being carried out by US in disrupting Pakistan either directly through its agents/contractors or through contacts with local militias like TTP.Webster Tarpley (Author and investigative journalist in Washington DC) in an interview to RT TV inculpates US agents and Blackwater of directly involved in bomb attacks & escalating the terrorism within Pakistan.

New Delhi: Afghanistan President Mohammad Ashraf Ghani on Wednesday said that the conflict in north-western parts of Pakistan and Balochistan is equivalent to a "war" and unlike the violence in his country, the media is "not covering" this and use of force by Pakistan army.
Interacting with participants, including strategic experts, and media persons at the Institute for Defence Studies and Analyses here, Ghani said that south Asia is reeling under "two wars" -- one in Afghanistan which "is not a civil war" and the other in Pakistan.
However, he said, "the war in Pakistan" is not being covered adequately by the media.
"Around 2,700 (Pakistani) forces moved to the north-western province and also Balochistan; this violence needs to be covered (by media) as people need to talk about it to address it," Ghani said while answering questions.
However, to a specific question on whether he would support the "independence movement" in Balochistan, he said his country and his government do not interfere in the internal affairs of any country.
"We respect international norms," Ghani said even as he maintained that if people in these regions are not happy, there is a constitutional framework within Pakistan and that should be able to address the issue.
However, in a veiled attack on Pakistan's use of force, he said: "Forces do not keep people together, rights and connectivity do."....

Pakistan train crash: Deaths and injuries reported
Collision kills at least six people and injures more than 150, highlighting problems plaguing country's railway network.
A Karachi-bound express train has collided with a stationary freight train in Pakistan's central Punjab region, killing at least six people and injuring more than 150, according to Geo TV.
The accident occurred about 25km from the city of Multan at about 2:30am local time on Thursday when the Awam Express passenger train crashed into a goods train which had stopped after running over a man crossing the railway track.
TV footage showed rescue officials working around crumpled and overturned carriages in the darkness.
"At least four people have been killed and scores others wounded," said Nadir Chattha, local district administration official.
He said several trapped passengers had to be pulled from the wreckage.
A three-day public holiday for the festival of Eid al-Adha ended on Wednesday, with many returning from their family homes to the cities where they work.
Delayed response
There was a delay in the emergency response to the accident due to Eid holidays in the mainly Muslim nation of 190 million people, officials said.
Saima Bashir, a railway official, blamed the accident on the passenger train driver, saying he failed to heed a red signal that went up after the goods train had stopped.....

A week old article from Afghanistan’s Khaama Press stating that work has long last started on the Afghanistan end of the railway link to Iran. The Khawaf, Iran to Herat, Afghanistan railway is a 130Km link, of which 70Km is inside Iran and 60Km inside Afghanistan.

Great to see ongoing projects that create transit alternatives that bypass the Islamic Republic of Pakistan thereby providing Afghanistan ability to weather any threat of Pakistan cutting transit links:
