This is an uncomfortable politician hedging her bets.
This is called speaking in a forked tongue - aka double meaning dialogue.

She has an islamized vote bank, who she has to depend on - no other option.
She is not a very polished speaker, and the dialogue was put in awkwardly.

She is being kept honest by the BJP and the Center, otherwise the tendency is to pander to the vote bank - all J&K netas have become used to that.

A demographic change has been brought in by the terrorists from Pakistan, and they are keeping it in this state with a constant level of violence.
This has to be reversed. Kudos to the Army, CRPF and J&K police for killing pigs at regular intervals.

Hindus and sikhs have to go back and live in J&K valley, otherwise, J&K netas will never reform. This pandering to the islamized view point will continue, and each neta will try to be one step ahead of the rest, to the detriment of the environment in the state.

The ordinary Kashmiri musalmaan must be freed from the grip of opportunists like Mehbooba and the Abdullas and the education system in the state must be controlled by secular minded individuals.
1. Repeal 370, art 35A.
2. Make Kashmir a union territory like 'NEFA' was until the mid 80s.
3. With education and home under control, move the Pandits back in new cities.
4. Deport to Pakistan separatist elements. Let Pak raise a hue and cry about a hundred thousand refugees, it wont help.
5. Raise a new generation of loyal Indian citizens.

Either commit to integrating the Kashmir valley fully or be prepared for it to be a festering wound.

Unlike the 2015 funeral of another Pakistan-based LeT commander, Abu Qasim, not much support was seen for Dujana. A handful of men from Kulgam arrived late on Tuesday evening to claim his body, which was rejected by police.

His body needs to disappear before anyone else can come to claim it. As do the bodies of any terrorists killed in the valley henceforth.

I think someone (US?) used to cover dead bodies with pig urine and excrement and then bury them. We can just create them as per the Hindu religious practice. No body to be raised by Allan and not hoories. There is an incentive at all.

Its already happening since most of recent kills are being burnt to death in the places they are trapped in

Also noticed that most of the recent dead guys are hallaled by single head shots(when not burnt down). Either training is going up for ordinary jawans or sharpshooters are being called into most encounters

The National Investigation Agency is examining scores of videos in which Devinder Singh Behl is raising pro ‘azadi’ slogans. Behl who is a close aide of Kashmir separatist, Syed Ali Shah Geelani also heads the Jammu and Kashmir Social Peace Forum. He is also a member of the Hurriyat’s legal cell.

In several videos he is heard raising the freedom slogan and urges people not to let the martyrdom of terrorists go in vain. The NIA says that these videos apart from a plethora of documents are under scrutiny. His 6 visits to Pakistan are also under the scanner. NIA officials say that his visits to Pakistan are under scrutiny. He has been in touch with members of the Pakistan High Commission and may have passed on classified information, the NIA also suspects.



He is a Sikh lawyer. Turds like him also stoke khalistani sentiments

Abu Dujana killing, bickering militant groups, uncertainty in Pakistan spell political opportunity in Kashmir

With the killing of Lashkar-e-Taiba (LeT) divisional commander Abu Dujana in south Kashmir's Pulwama district on Tuesday, the Jammu and Kashmir terror infrastructure will further dwindle as over 100 militants, from different outfits, have already been neutralised in the state till July this year. LeT will find a replacement soon, possibly Abu Ismail — the 'mastermind' of the attack on Amarnath pilgrims. The Pakistani outfit may consider attacking a high-profile target to vitiate the atmosphere on ground to avenge Dujana's killing and to boost the morale of its operatives in the Valley.

Second of all, al Qaeda's propaganda channel the Global Islamic Media Front announced on 24 July that Zakir Musa, a former Hizbul Mujahideen commander, will head the outfit's new cell 'Ansar Ghawzat-ul-Hind' in Kashmir. The announcement came after Musa released a series of audio messages conflating the "Kashmiri struggle" with the "Islamic cause" that has nothing to do with "nationalism". Furthermore, he threatened to behead separatist leaders, especially those "who describe Kashmir as a mere political issue" and not a religious war for an Islamic state.

His statements highlighted an apparent shift (or cracks) within the local militant outfits, which was confirmed after the al Qaeda's latest announcement. LeT alleged that India was trying to label the local militancy as "terrorism" by implying the entry of al Qaeda and Islamic State into Kashmir. Similarly, Pakistan based United Jihad Council (UJC) chief, Syed Salahuddin released a video in which he discredited the internationalisation of the "Kashmiri freedom struggle" and indirectly labelled Dujana as an Indian agent.

Likely the first time in last at least 20 years of the conflict has terrorists finding themselves exposed and vulnerable to this extent. Their last tactics of using mass gathering of stone pelters only worked for a while. Not to repeat what has already been said, what is happening in Pakistan, Imran Khan calling names to occupied Kashmir's Farooq, Hurriyet pinned down by NIA and Pigs being culled altogether presents a good opportunity to reestablish a leadership the Government could engage to talk similar to Lal Denga. But we need also be cautious the mistakes we made by letting things slip after Jag Mohan's tenure is not repeated. We know exactly what is going on and what has been going on and the events present us an opportunity not to be missed.

NEW DELHI: In a region already crowded with terrorist outfits ranging from Lashkar-e-Taiba to Jaish-e-Muhammed and Hizbul Mujahideen, the al-Qaida seems to have finally gained a foothold in the Valley going by the encounter killing of Abu Dujana and Arif Lelhari. Both had switched from the Lashkar-e-Taiba to the multinational Sunni Islamist militant organisation founded by Osama bin Laden in 1988.
LeT commander Abu Dujana had joined the al-Qaida's Kashmir cell Ansar Ghazwat-ul-Hind led by Zakir Musa, a fact that was revealed in the contents of the last phone call Dujana and his associate Lelhari made to the latter's brother during the gun-battle that led to their killing on August 1.
Late on Friday, Ansar Ghazwat-ul-Hind chief Zakir Musa released a video hailing Dujana and Lelhari, declaring them as the first martyrs of the al-Qaida. The video was shared by Musa's followers in secret jihad-related Telegram and WhatsApp groups.
In a 3.16 minute audio clip of the call they had made before succumbing to injuries ?they suffered during the August 1 encounter with security forces, ?Lelhari, while heaving sighs and swallowing his breath several times, requested his family and followers not to cover his corpse in a Pakistani flag.
"Please wrap me only in Tawheed flag (used by the al-Qaida) at my funeral. Please respect my blood, my sacrifice. Pray for me. Pray for our success. You will succeed, too," Lelhari made a breathless plea in Kashmiri.
'Dujana and Lelhari played an important role'
He also begged his family and friends not to send away Dujana "bhai", implying that his funeral, too, should happen in Kashmir and not in his native village in Gilgit Baltistan in Pakistan Occupied Kashmir (POK).
After making the appeal, Lelhari handed over the phone to Dujana, who is heard speaking in Urdu and whispers with a dry throat through the recording. Dujana bragged that he had been "chosen and rewarded by Allah for martyrdom", and asked his followers "not to worry" about his death. "I am very happy about the sacrifice," he is heard saying.

Places that are fertile ground for insurgency we will almost always see multiple organizations operating. Places that are tough we will always see one or two organizations operate. Separatism in Kashmir today is going multiple direction, the ones that are failing are seeking new ways. We will see indigenous, Pak sponsored, Pak sponsored pan islamic, and even non pak terror groups. If we continue to eliminate them they will eventually become one, if we let them loose they will eliminate each other - Neither in its extreme helps us and the trick would be to find that sweet spot that we eliminate them and they eliminate each other as well.

There is no military solution in J&K, separatist finances should have been targeted much earlier
The most ineffective way of fighting your adversary in a hybrid conflict, like the one in Jammu & Kashmir, is to fight it only through the military route. This mostly ensures that you restore temporary order, but mayhem will soon return and often in your own presence.
The scope of hybrid conflict extends to multiple domains. Violence at different levels and different locations keeps the conflict relevant and visible while an adversary delves into other domains silently and effectively. Among these domains are promotion of radical ideology, creation of intense alienation, keeping the organs of government on tenterhooks and incapable of governing, intimidation of government agencies, media and private citizens, gun running and narcotics to sustain finances, and lastly and perhaps most importantly maintaining financial conduits for the unimpeded flow of money into the conflict system.
The invisible elements of hybrid conflict are far more dangerous than the seemingly more potent but largely visible elements such as cannon fodder terrorists. A common question which even some intellectuals ask me is – “why despite killing so many terrorists and losing so many soldiers, is little headway being made in J&K?” This is because, while keeping the army and police engaged in the fight against terrorists and stone throwers, there have been a range of activities taking place under the sponsorship and patronage of a host of other people.

On 24 July, a Supreme Court (SC) bench, headed by the Chief Justice of India (CJI) himself, declined to entertain a petition by an organisation – Roots of Kashmir. This petition sought an investigation into the mass murder of Kashmiri Pandits in the Kashmir Valley during 1989-1990. The court in its order stated that the instances of the crimes referred to were of 27 years ago and any evidence regarding them would be unlikely to surface at this point in time. The bench asked, “How can there be a probe into a matter that happened 27 years ago?”

This verdict was given despite the counsel for Roots of Kashmir stating that the tragedy affected 40,000 families and 700 lives were lost in that act of ethnic cleansing. To the CJI’s question regarding why they had to wait 27 years to file this petition, the counsel replied that the community (Kashmiri Pandits) had banked on legitimate expectations but successive governments only gave lip service to their cause.

To say that the verdict was stunning would be an understatement. The response from the common man varied from “Is this Supreme Court of India or Pakistan?”, “is it the forte of the SC or the investigation agencies to decide that any evidence on the matter cannot emerge after 27 years”, to “what is the limit in terms of years that the SC would permit to be investigated – 25, 10, five years and by what justification?”

But on a more serious note, does the SC realise this was about one of the biggest cases of ethnic cleansing in India after the 1947 Partition killings? So, the foremost question that the CJI and his judges must ask themselves is that notwithstanding the lackadaisical attitude of successive governments at the centre, coupled with obfuscation and prevarications of governments of the Jammu and Kashmir state, why did the SC continue to twiddle its thumbs on such a major tragedy? It is on record that the SC has taken suo motu notice and given directions even on small issues like making seatbelts compulsory on Delhi roads. So why has the SC remained mum all these years – was it under political pressure, terror threat, or for any other reason? Also, whether its recent ruling – that the army file an FIR for every encounter death – was mere judicial overreach into defence and security, or something else, would too remain a mystery.

President Ram Nath Kovind, as a Rajya Sabha member from Uttar Pradesh, had stated during a Parliament debate on 3 March 2006, that "if the appointing authority" of judges, that is the president, could be censured, so could the judiciary. He had said, "If any citizen of this country can criticise the president of India for his wrong-doing, I don't think it could be valid ... if the judiciary is exempted." He spoke at length during the debate on the contempt of courts (Amendment) Bill, 2006, moved by then law minister Hansraj Bhardwaj. Interestingly, he also mentioned that the then CJI had referred to corruption in the judiciary, adding, “even the chief justice of India had said that some percentage of the judiciary was corrupt. Of course, he can't be hauled up for contempt of court because he happens to be from the same community (of the judiciary)."

Events in the past clearly indicate that all judges are no holy cows. In 2010, former law minister Shanti Bhushan had moved the SC accusing eight former CJIs of being “definitely” corrupt and daring the court to send him to jail for committing contempt of court. He mentioned two former CJIs personally telling him that while they were in office, their immediate predecessor and immediate successor were corrupt judges. Names of these four CJIs too were included in the application. Significantly, the application read, "unless the level of corruption in the judiciary is exposed and brought in the public domain, the institutions of governance cannot be activated to take effective measures to eliminate the evil”.

Nothing was heard about this case thereafter, which is no surprise. In 2015, Markandey Katju, former SC judge, addressing lawyers at the Punjab and Haryana high Court had stated that 50 per cent of the higher judiciary consisting of SC and high court judges was corrupt. The Bar Council of India informed the SC in January 2017 that its ongoing drive had already cut the number of genuine lawyers to 55-60 per cent of those roaming court corridors across the country. So how many of such fakes (fake degree and no degree included) became judges would remain a mystery.

No official government figures are available on the exodus of Kashmiri Pandits from the Kashmir Valley. According to a number of authors, including Sumanta Bose (in his book The Challenge in Kashmir: democracy, self-determination and just peace published in 1997), approximately 100,000 of the total Kashmiri Pandit population of 140,000 left the Valley during the 1990s. Other authors have suggested a higher figure for the exodus, ranging from the entire population of over 150,000, to 190,000 of a total Pandit population of 200,000, to a number as high as 800,000. But even if the figure stands at 40,000 with 700 killed, should the SC palm off this national shame in such perfunctory manner? What is the relevance of 27 years when other cases as old as 1956 are pending; since 1956 in Rajasthan High Court, since 1958 in Jharkhand High Court and since 1961 in Orissa High Court? Besides, for criminal cases, the Allahabad and the Jammu and Kashmir high courts have cases pending since 1976 – as recently stated by Minister of State for Law and Justice P P Chaudhary in the Lok Sabha.

How did the SC arrive at the conclusion that no evidence can be gathered after so much time has elapsed? Is the SC aware in the first instance that as per news reports, 215 FIRs had been filed relating to murder of over 700 Kashmiri Pundits but till date not a single criminal has been punished by our courts – also quoted in a petition by citizens to the President of India. Are these FIRs and deliberate inaction on them evidence enough to order detailed investigation? Is the average age lowered to 25 years that the witnesses are dead and gone? All of these witnesses as well as the state machinery are logically alive and kicking, so why not let the investigation agencies carry out their task? Has the honourable court even bothered to listen to the complicity of the political rulers of J&K in the matter?

It is well known that when the genocide and ethnic cleansing was taking place, the then chief minister of J&K was holidaying in London and did not even bother to get back. Even today he is giving calls for azadi and siding with stone-pelters. The complicity of the politicians of J&K in shielding the corrupt and anti-national separatists is well known anyway. Is the SC comfortable with this state or are there other compelling factors to such verdict?

On balance, the SC would do well to review their verdict and order probe into ethnic cleansing of Kashmiri Pandits in the Valley. The government must intervene if the SC refuses to budge. The Kashmiri Pandits have been rendered stateless by design using force. They must be permitted to vote in J&K elections as non-residents. And finally, it is about time that abolition of Article 370 be put to the vote. Just four to five districts of J&K should not be allowed to take the country to ransom.

Not sure if it is true but Isn't Article 370 preventing India's Supreme Court verdict in Kashmir? Certain aspects of Article 370 has to be abolished and some other action needs to be taken:
1. Supreme Court ruling to be applicable in the State.
2. Women Marriage Laws - Clause to allow Pakistani groom to have "Kashmiri citizenship" but a groom from rest of India does not has to be removed.
3. Kashmiri women marriage should not impact her rights to land.
4. Leh + Kargil area be bifurcated into a separate state

At least at that time, I think the fear of GoI was a genocide charge would bring attention of the issue to the UN and allow foreign powers to intervene in the Kashmir issue. It will also confirm the 2NT nature of the conflict. It would also target the muslims in the rest of the country and further impeded the integrity of the nation. The then leadership chose to hang its head in shame, rather than confront the issue. The then GoI had washed their hands from the issue and so some are trying their luck with the courts. The Modi govt should put the focus back on article 370. They should make this a prominent election issue not just a foot note, the nation will back them.

Farooq Abdullah Warns of 'Greater Revolt' in J&K if Article 35A is Axed

Srinagar: National Conference leader Farooq Abdullah on Monday warned of an "uprising" if Article 35A of the Constitution, which empowers the Jammu and Kashmir Assembly to define the state's permanent residents and their privileges, was abrogated.

"When it will come to that decision (abrogation of Article 35 A), you will see this mass (of people) rising. Do not forget that when Amarnath Yatra (land row) thing happened, people rose overnight. So, 35 A will be far greater revolt and I wonder whether they (government) will be able to hold that," the Lok Sabha MP told reporters at his residence after a meeting of opposition leaders.

Abdullah said the opposition parties were united on the issue and would make people aware of the fallout if the Article is done away with.

"The need was to sit together and discuss the issue of Article 35-A because it affects the whole state — Jammu, Kashmir and Ladakh. So, it is very important that the people understand why we are against the abrogation of Article 35-A, because it (government) wants to do away with our basic thing," Abdullah said.

"All parties — whether in Jammu or Kashmir or Ladakh — will try to make people understand that what effect it (abrogation of the ) will
have on the state,” he said.

[Even I wonder how much worse situation in JK can turn? We are dealing with stone pelting morons on daily basis/ we are hunting jihadi rats daily.. For how long we are going to tolerate these blackmailers who try to scare us using headless crowd as shield ..We must burn all these articles for once.. Situation will be normalizes in 6 months.. Gains will be significantly higher than pain :evil: :evil: ]

Weekly bus service resumes on Srinagar-Muzaffarabad road

SRINAGAR: The Karavan-e-Aman :evil: weekly bus service across the Line of Control on the Srinagar-Muzaffarabad road resumed today, a week after it was suspended.

My suspicion is that we also use this to pass off money/info to our agents/double agents. Else, this govt will not be fool to resume this Chaman ki bhasha

The martyr was survived by his father Kishan Singh and mother Tanzin Angmo and two sisters. The pradhan of Chimret gram panchayat in Lahaul Spiti said after the news reached home, the family was inconsolable. He last visited home in June this year.

Residents of Lahaul Spiti said the son of the soil had made the biggest sacrifice for the sake of nation and they were proud of him.

Hundreds of people in Manali area paid their tribute to Tanzin Chhultim. His body could not be airlifted from Pathankot to Karpat village of Lahaul and spiti due to bad weather. His body is being transported by road in an army vehicle. After reports that body would reach manali by late evening, hundreds of people gathered on both sides of road holding candles in hand to pay the homage to braveheart.
