and finally declined to provide any reliefSurely they are entitled to expect to be protected by the State of Jammu & Kashmir. In the peculiar context of the State of Jammu & Kashmir, the Union of India also owes an obligation to make some provision for the advancement of the cultural, economic and educational rights of these persons. We do hope that the claims of persons like the petitioner and others to exercise greater rights of citizenship will receive due consideration from the Union of India and the State of Jammu & Kashmir.
We are, however, unable to give any relief to the petitioners.

The recent spate of encounters of militant commanders and the crackdown on the separatists in Kashmir are nothing but the Central agencies’ way of manifesting their strong disapproval of the Jammu & Kashmir government’s “secret peace deal”, under which some PDP lawmakers were allegedly opening channels of communication with the separatists and the militants, top sources in the People’s Democratic Party told The Sunday Guardian.
Some ministers allegedly opened “secret channels” with both Hurriyat leaders and militant commanders when the government “durbar” moved from Jammu to summer capital Srinagar in May. Determined to broker peace, a senior minister went to Pulwama to explore the possibility of establishing contact with militant commanders active in South Kashmir.
Reports said that the minister, along with a ruling party MLA from the valley, were able to establish lines of communication with South Kashmir’s militant commanders, but before a deal could fructify, the Central agencies got an inkling of it and decided to go for an “all out” operation to nip the CM’s plan in the bud.
The Army moved more reinforcements to Shopian, Kulgam and Pulwama in order to conduct anti-militancy operations, leading to the killing of those who were allegedly roped in by the PDP for brokering the “deal”.
The first one to get killed was Bashir Ahmad. Ahmad was a resident of Kasabayar Rajpora, and it was at his residence a series of meetings were held, outlining the “deal”.
The security grid, which had received inputs from the Central intelligence agencies, had decided to arrest the PDP MLA, but stopped short of that, arresting his driver instead. The driver is being interrogated to ascertain how deep are the PDP leaders’ connections with the militants.
CM Mehbooba felt dejected by the attitude of the Central agencies. According to PDP insiders, J&K’s DGP S.P. Vaid had even announced the broader contours of the deal when he said that the police would go for the counselling of youths who had joined militancy. Mehbooba Mufti had plans to reach out to the Hurriyat leaders, promising them that the Centre would soon open a dialogue with them. But it fell apart as the Centre made announcements to the contrary, while deciding to book the separatist leaders in different cases and probe all the money channels surrounding them.
CM Mehbooba was further snubbed when the NIA arrested seven separatist leaders, including Syed Ali Shah Geelani’s son-in-law Altaf Funtosh.
According to senior police officers, they were told by CM Mehbooba not to allow the NIA to take the separatist leaders out of J&K. But at the Srinagar airport, the police officers, who were pleading with the NIA to complete the formalities before they flew out with the separatists, were told that they had instructions to arrest them if they obstructed the NIA.
The differences between the PDP and the BJP exhibited itself again when Mehbooba’s request for opening more trade routes with the other side of Kashmir across the LoC drew a curt response from the Centre, which said it was seriously mulling to close the existing Uri-Muzaffarabad and Poonch-Rawalkote trade routes on the recommendations of the NIA. Sources said that deep down the PDP is feeling that its public base in South Kashmir has been eroded by the hard policy of the Centre.

Today, there was a complete shutdown in Kashmir against any attempt to strike down Article 35A of the Constitution which defines Permanent Residents of the state and prevents outsiders from buying and owning property in the state. This is the first time that Kashmir has observed a shutdown to protect a provision of the Constitution of India. On the face of it, this is a huge departure from Kashmir's predominant separatism which doesn't recognise the Indian Constitution. In the last 28 years of the separatist movement, different groups have called for over 2,200 days of shutdown - totaling 6 years- for Azadi and a plebiscite. [How very convenient :evil: ]

The objects of affection or lust may not always be women, with there being a recorded case of a Hizbul Mujahideen militant from Tral being in a relationship with another man. ( Bacha- Baazi is a well known form of "entertainment in Northern And Southern Pakistan !) Another terrorist from Anantnag, Aadil Ahmed Reshi, killed on January 15 this year, was involved with a married woman from Srinagar. The identities of the 'lovers' are being withheld.
The case histories, accessed exclusively by TOI, show as many as 14 terrorists from diverse groups like Lashkar-e-Taiba, Jaish-e-Mohammad and Hizbul Mujahideen to be involved in "womanising". Of these, eight were killed between December 26, 2015, and August 5, 2017, while one was arrested upon surrender.
As many as five are active terrorists. One on the radar is Sayar Wani, a Hizbul Mujahideen militant in Kulgam who allegedly uses the houses of "girlfriends" as hideouts, and forces himself on others at gun-point. He currently has a reportedly steady relationship with a girl from Yaripora. (But that does not prevent him to be "in the market" for other "merchandise" !)
A militant from Tral, Mohammad Ishaq, wanted by the police since December 2015 for threatening sarpanchs and panchs, is believed to be in a same-sex relationship. ( Has he "come out of the closet" yet
Of course, the liaisons come with serious security risks. The movements of terrorists are compromised due to frequent visits to their lovers, not to talk of bitter ex-girl friends turning informers.
Another 'most wanted' terrorist, Bashir Ahmed Wani of Anantnag, who was killed on July 1, was known to be in a relationship with a person from Dialgam. Danish Dar of Sopore used his love interest's house as a hideout, but ran out of luck on August 5, when he was killed.
Junaid Ahmed Mattoo, a Lashkar terrorist who had gunned down two policemen in June 2016, was involved with a woman from Arwani. He was killed in June.

Three Hizbul Mujahideen terrorists, including self-styled chief operations commander Yasin Itoo alias 'Gaznavi', were killed in an encounter that began on Saturday night and also claimed the lives of two armymen in Shopian district of South Kashmir.

Militants fired at them in an apparent attempt to break the cordon, injuring five army men. Two of them -- sepoys Gawai Sumedh Waman and Ilayaraja P, both 25, -- died late in the night.

According to police sources, the firing by militants and the stone-throwing by local residents helped several other militants, including two other Hizb commanders Saddam and Altaf, escape. “The attack from outside was an attempt to help Ghaznavi escape but he could not break the cordon despite moving from one house to another. We have also recovered a Krinkov rifle,” said sources.

This Article is legally sound. Both Article 35A and 370 can be removed by a Presidential order. There is no need to even pass a ordinary Resolution or Act in the Parliament. As soon these Articles are removed J&K will revert to being an Ordinary State and normal legislature can be constituted for it. Otherwise, UOI can formally annex J&K and designate it as a Union Territory.

The Kk 62 , also known as Kvkk 62 (konekivääri 62 "machine gun 62" or kevyt konekivääri 62 "light machine gun 62") is a Finnish 7.62×39mm light machine gun designed in late 1950s with the first prototype ready for testing in 1960. A Delhi court today sent four Kashmiri separatist leaders, including the son-in-law of Hurriyat faction chief Syed Ali Shah Geelani, to 14 days’ judicial custody in the terror funding case. Apart from Geelani’s son-in-law Altaf Ahmed Shah, popularly known as Altaf Fantosh, the others to get 14 days’ judicial remand are Peer Saifullah, Mehrajuddin Kalwal and Nayeem Khan.
Three other separatist leaders — Shahid-ul-Islam, Farooq Ahmed Dar and Mohamad Akbar Khanday — were sent to judicial custody till September 1 on August 4. The court’s order came after the NIA submitted that they were not required for further interrogation. All seven accused were arrested on July 24 on charges that they were allegedly receiving funds from Pakistan to sponsor alleged terror activities and stone attacks on forces in the Kashmir Valley.
Jammu and Kashmir Liberation Front (JKLF) chief Yasin Malik was arrested by police here on Saturday. A spokesman of the JKLF said Malik was arrested from his residence in Maisuma area. Malik along with Hurriyat leaders Syed Ali Geelani and Mirwaiz Umer Farooq has been spearheading the separatist resistance in the Kashmir Valley for over one year.
