UN chief asks India, Pakistan to resolve issues through talks

UNITED NATIONS: UN chief Antonio Guterres has ruled out any mediation to resolve the Kashmir issue unless all parties agree to it and asked India and Pakistan to address their outstanding issues through dialogue.

The UN Secretary-General's spokesman Stephane Dujarric said that in principle good offices of the UN chief are always available for mediation, but everyone needs to agree on involving the world body.

Asked about escalating tensions between India and Pakistan due to ongoing skirmishes and firing along the border, Dujarric said, "We're obviously aware. We're following this... what's been going on, really for the last 10 days."

Asked why the Secretary-General is not so keen to involve himself in this crisis, Dujarric said, "In principle good offices of Guterres are always available for mediation, but everyone needs to agree on involving the UN."

"As a matter of principle I'm not talking specifically about this issue, but about any issue where there is conflict between parties, the Secretary-General's good offices are always available," he said.

"As in any issue, both parties or more than... you know, if there are multiple parties, everyone needs to agree on involving the UN. That is true of any mediation effort," Dujarric said.

"The Secretary-General would encourage both sides to address any outstanding issues through dialogue," he said.

Srinagar Hospital Shooting Highlights: Pak Terrorist Naveed Jutt Escapes, 2 Policemen Killed
A Pakistani prisoner, who was brought to Shri Maharaja Hari Singh Hospital in Srinagar for a routine medical check-up, managed to escape



Shots were fired inside a prominent hospital in Jammu and Kashmir's capital Srinagar this morning, killing two police constables. A Pakistani prisoner, Naveed Jutt, who was brought to the hospital for a routine medical check-up, managed to escape. The Shri Maharaja Hari Singh Hospital in Srinagar has been closed and the area has been cordoned off. Emergency services are functioning inside the hospital and the police said that while they are focusing on capturing the prisoner, they are also trying to ensure that patients at the hospital are not disturbed. Naveed, who was arrested in 2014, was involved in several terror attacks in Kashmir, including one in which a teacher on election duty was killed. He is also believed to be behind the killing of at least seven policemen, including three near a court house in Pulwama, about 36 km from Jammu and Kashmir capital Srinagar.

The amendment moved in PoAJK-LA few days early was tabled Yesterday in the joint sitting of both the hoses and was adopted unanimously after a debate concluded on the bill.
After a recent wave in the country against Ahmadis, the government on the demand of a religious member Pir Ali Raza Bukhari, had announced to bring the amendment in the constitution.

Truth of Kashmir is fairly untangled:
1. There is a sizeable number even outside Jammu who want to stay with India.
2. There are people who are loyal to the land they live in. They don't care which country it is part of. They support the country for their development.
3. People who think they need to have more control in Kashmir's politics. Including them in political process will remediate their anger.
4. People who are totally in for money.
5. People who are wary of Pakistan and talk about Independence.
6. Pro Pakistani elements.
7. Pakistani elements.
8. Saudi and Pakistani sponsored mercenaries.
9. Supporters of pre 1990 Kashmiri leaders who have been sidelined since, lying low but will negotiate.

The hard core Pakistani type plus those Kashmiris who can not be changed are about 20-30,000 in number across the state with close to 200 armed and about the same who are ready to replace them as this number goes down.

So its a simple Math - around 30000 anti India people with 200+ armed men in Kashmir today are keeping the state hostage and preventing its complete integration with the Indian Republic. Is it that hard of a problem to solve?

Not it’s not as hard as it’s made out.

First and foremost we must be clear that J&K is Roy of India and not more or less than any other state. No question of ‘settlement’. No discussion on that.

Second we must understand tbe centre of gravity of the problem and change it via propaganda and sophisticated messaging. Gen Hasnain explains this sign examples. For example how ISPR uses social media to send tweet saying Indian Defence Attaché in Afghanistan raped a girl. A very strong and sophisticated propaganda campaign must be mounted to change minds. This is probably the most important thing.

Demographic changes have to be brought about. Article 370 has to go. Bringing Kashmir into mainstream means this.

Terrorist have to be taken out.

Much better administration - now practically all admistaruon fails and army has to help out. JKP, govt and administration has to be reformed.

Gen Hasnain says in his video that we are a soft state. If we can change that then things will change quickly. Watch his video. He also says ‘in answer to a question ‘ that if India loses Kashmir I will bang myself. We should not allow weak people to ‘negotiate’ Kashmir away.

Would we not agree where ever Naveed went, likelihood is he is still in Kashmir? And we need to make sure he remains so? I wonder with our multiple security grids in J&K wasn't he safer in jail instead? Unless there is an escape route or proven hiding place or a death wish what is the point of escape?

Natural instinct for escape and the fact that he does have a chance to kill and maim. Hardened terrorists don’t care about safety.

Sunjawan Army camp in Jammu, J&LK has been attacked by Terrorists. : It is believed to be a fidayeen attack by Jaish-e-Mohammed terrorists.
four persons are injured. one is a JCO and his daughter. The news channels mention that this is where 36 Brigade residential quarters and other infrastructure are located.

I am not sure about this. This area adjoins Bhatindi which has a substantial KM population which settled there. The former CM Dr Abdulah built a palatial house there about two decades back. The land used to be forest land then.

The terrorists breached the rear side of the camp

We need a facepalm smiley here. Time and again terrorist attack the army camps through basic perimeter gaps, and score hits. It just takes some funds and basic civil works to close out those loopholes, but despite desperate pleas by retired generals nothing gets done.

Sadly such attacks are constantly hitting Jammu area and its close proximity. We need to convert Jammu into a fortress and make such attacks impossible, easier said than done but it has to be done. Also the strategy to too defensive does not seem working. The more they come, the more we send them 2ft deep below the earth will always have some trickling away. Our strategy needs to change and has to be more aggressive.

I am deeply disturbed by apathetic attitude by this and previous government to protect its Army without required defence. If I were the general, I will pull out my troops till action on their safety is not taken and take government to court. Their lives are thousand times more precious for the nation than those attacking pigs. Sensors are dirt cheap now a days including night vision camera grids. It is frankly laughable that our best brains are working for others and private companies and government due to bureaucratic attitude has time and again let brave hearts down. It must be affecting their morale when state fails to protect their rights, they face pigs from inside the territory and border, general population throughout the country do not sing songs of its heroes and they have to run around to civvies in air-conditioned offices to get their pleas of funds being heard. :evil:

Time the kid gloves come off. If they attack our families is time we went after the families of the senior leadership in P*Stan. Till the cost increases they won't stop.

What about our senior leadership? The gentleman who was defence minster till recently is in the news today (headlines competing with this one) for being worried that "even girls are drinking beer"! Wonder if such worries during his tenure kept him from doing his basic job, despite retd Generals virtually crying from the rooftops on the issue of basic security infrastructure at camps.

Absolutely, by all means retaliate in force. But at least spend some money to fix the loose security in these camps through which they keep attacking us.

This is neglect plain and simple. I still maintain that this govt is better than the last 2 cong ones, but sometimes one has to call a spade a spade.

They should be thrown into Jhelum so that they can reach their Pakistan frozen in 1 piece and also can get a burial land. How rabid one has to be to raise slogans of a enemy nation who mercilessly kills your own kind without any regard for life while sabotaging efforts of those who protects ones own motherland so that one and sleep with peace!! I have no hope for these pugs of Kashmir they are snakes who bits the hands that feeds them. Time and again they have shown these.

My childhood friends in desh who were visiting Kashmir during Wani killing clearly felt they were in Pakistan and there were hardly any Indian supporters there and looked like they were all feeding on state money as hardly found people doing work like rest of the country does.

I like the suggestion that every Indian rupee notes and coin should show full map of India with line that Kashmir is integral part of India and paani mangoge doodh denge Kashmir mangoge to chir denge..and want to see how many backsides gets burnt and salted every time they print one of those notes to fake it..

It maybe obvious, but IMO, TSP has sensed a clear opening and hence the frequency and brazenness of these attacks. Literally challenging ModiJi and DovalJi. Just look at it from TSP's vantage point. What do you think India's response will be? Pappu and his slaves like Col. Ajay Shukla mocking surgical strikes and making an arse of ModiJ's muscular policy. My BP raises as I write this, but thats the sad reality, Congoon piling it on ModiJi along with slavish Indian news anchors and Paki RAPE joining in on the binge on Indian media. And what does TSP hope to achieve by exploiting these fault lines in India? You guessed it, "talks". And do you think pukes like Pappu and Co have any other way to deal with TSP? No, they will barter away J&K through the MMS 4-point formula. And not only that, TSP will be laughing its arse off to the bank having stood down a "Hindu nationalist" muscular govt, and calls on other nationalistic media (which has a huge following in TSP) like republic TV and TimesNow for revenge.

According to news reports, the fidayeen squad crossed over from the Punjab border on 24 January. If true they must have had a lot of assistance with logistics to stay deep within Indian territory for so long and then spring this attack. Punjab border appears to be the weak link in the chain...

Abhishek, absolutely. One doesn't have to have Einstien IQ to realize that TSP could never be so successful without local Indian help. And 'secularism' in India means you can do diddly squat about it.

But coming to the strategic angle, I recall an interview that Karna Thapad did on his now defunct show on India Today TV with a former TSP ambassador to India. This was after Pathankot attack. As usual, the Paki ambassador was sticking to the Pak ISI nationalist line: calling for "talks" and sidestepping any remorse for the Pathankot attack. While that was par for course, there was one nugget that remains in my memory. When Thappad pointed out that ModiJi did not oppose talks citing Lahore visit etc, the terrorist said that ModiJi and DovalJi are trying to change the terms of the engagement. What he meant was that there is no way TSP is going to halt its terror as pre-condition for talks. Remember, "talks" and "terror" can go together was the mantra that Sonia/MMS followed. The TSP amby re-iterated that should be the template. And the reason is obvious. If TSP halts terror or is made to stop terror, then there is nothing left to negotiate when talks do take place. TSP wants talks where they demand Kashmir (MMS-MushRat 4 point formula) in response to holding back terror.

So what we are essentially seeing is TSP hitting ModiJi/DovalJi to come back to the pre-2014 terms of engagement: talks on Kashmir without stoppage of terror, And in this, as I said above, they are aided handsomely by India's Congoon led traitor opposition. And even in the so called talks, it will be TSP, India, and Harried rats (so called "representatives" of Kashmir). This is exactly the Sonia-MMS template which ModiJ/DovalJi were seeking to overturn.

Indian leaders are practicing the ultimate form of democracy and secularism. No questions will be asked on how TSP pigLeTs got in, because asking such a question will be 'communal-ism'. Furthermore, India's maacho response to this will be Indian opposition piling on ModiJi. I mean not to unduly self flagellate, but just think how eunuch India looks to TSPA/ISI. Don't you think they must be laughing? Why should they not continue to hit India like this until they achieve their most immediate objective of rolling back ModiJi-DovalJi doctrine of aggressive defense and resumption of talks? Its a very low cost option. Whether or not it succeeds, we need to see, but this will continue ad nauseum.

Gentlemen there is no need to get your BP high. This is a battle of attrition until India decides to take it one step higher. Till then there will be attacks and counter-attacks. Imagine the 26 year war between Marathas and Mughals which eventually led to collapse of Muslim rule in India. This is multiplied a few times. You cannot prevent attacks 100%. Even the Americans and Israelis failed to do so. The answer is to have an offensive doctrine and to continually raise the cost. The difference between this and previous govts has been continual riposte. I was watching a Paki newsclip and apparently they are claiming more than 800 deaths on their side in 2017. This is apart from the 200 killed in Kashmir.

There is an influx of Rohingyas south of the Pir Panjal in ghetteos.
Also corruption money from the valley is now invested in Jammu Region because of the good law & order situation there.

Imagine this. As citizens of India, Indians can't settle in J&K, but the Rohingyas are settling, being actively settled there by local netas. They will marry locals over a period of time and be permanent residents there. There is great sympathy of the Rohingyas with the likes of the LET, because of interactions back home in Burma / Bangladesh

If India really need to save Kashmir article 370 has to go. Rohingyas and other illegals have to be thrown out.

1) Finance Ministry babus (Chidambaram's chamchas) operate under the benevolent gaze of Arun Jaitley - lining their own purses, while the Army continues to bleed. I will believe this 1000 Cr allocation to strengthen base-defences, when I see the results. Modi sarkar is better at these projects than the UPA scum, but we have had babus scuttle the martyr kids fees & OROP programs. So, I fully expect spanners to be thrown in the works, in the form of fine-print

2) Rohingyas were settled by traitorous UPA while the NDA has done squat about it. They're now twiddling their thumbs while Supreme Court "adjudicates" on this matter. When the Executive arm is pusillanimous, the judiciary has stepped in (in over-eagerness) to fill the vacuum

3) An MP shouts Pakistan Zindabad in J&K assembly

4) J&K Police file FIR against the Army. Mehbooba claims that Nirmala Seetharaman gave the permission. Swamy challenged her to come clean. The Def Minister acts like a Deaf Minister and her silence speaks louder than words. Swamy has now petitioned the President!

5) A BJP MP correctly connects Rohingya Muslims to the terror attack, exposing the "local support angle". But next day, he is forced to retract his statement

6) While terror attack kills our soldiers & an innocent daughter, this cretin Ram Madhav waxes eloquent about how FDI has started coming into J&K

This is the best Hindu leadership we have at the moment! A sad state of affairs. We have a long way to go before become civilizationally strong. The Modi sarkar is a stop-gap arrangement and needs to continue for 1 - 2 more terms till we get a Govt that's much further to the right of the current one.

There was more desperation rather than daredevilry in the Srinagar attack which took place today. Terrorists helped a Pakistani terrorist escape after snatching away a rifle and shooting at the police. Abu Hanzala The terrorist in question is Abu Hanzala, a close aide of Abu Dujana, the commander of the Lashkar-e-Tayiba who was killed in an encounter last year. Dujana was replaced with Abu Islamil, but he bit the bullet as well. Intelligence Bureau officials say that the escape bid was a plan to get the Lashkar-e-Tayiba a commander in Kashmir. Hanzala is an important player in the Lashkar-e-Tayiba.

He was arrested a few years back from South Kashmir in a joint operation by the Rashtriya Rifles and CRPF. Hailing from Pakistan, he is the son of a driver who worked in the Pakistan Army. He studied at the madrasa that were run by the Jamaat-ud-Dawa, the financial arm of the Lashkar-e-Tayiba. He had entered India in 2012 through Keran in North Kashmir.

A resident of Multan, he joined a group of 21 terrorists in Kashmir before moving to the southern part of the state. His first big strike in Kashmir when he killed a police officer at Pulwama in May 2013. He also led a group of terrorists which attacked an Army camp and police patrol parties at Tral, Kulgam and Shopian. He had risen up the ranks in the Lashkar-e-Tayiba and had he not been arrested he would have succeeded Dujana instead of Ismail, the mastermind of the Amarnath Yatra attack. Investigations being conducted into the Srinagar attack suggest that it was a pre-planned one and aimed only at freeing Hanzala.

The Lashkar-e-Tayiba is in desperate need of a leader in Kashmir and with its commanders getting killed back to back, Hanzala was their answer. Hanzala is known to be a lethal terrorist who carries out big attacks. His primary targets have been the Indian Army and the police. He trained at the Borevalla Sahiwala camp in Multan and became a hardened terrorists before being launched into Kashmir. He is known to carry out sensational attacks and the last one he undertook before his arrest was the shooting inside the Pulwama court complex in 2014.

Do we see such act of stone throwing on Forces in any other states & countries?
