US and India launch ambitious tech and defence initiatives
US national security adviser Jake Sullivan and his Indian counterpart Ajit Doval met in Washington on Tuesday as the two countries unveiled co-operation in a number of areas, including quantum computing, artificial intelligence, 5G wireless networks and semiconductors. They also created a mechanism to facilitate joint weapons production.

The Biden administration is turning to India for help as the U.S. works to shift critical technology supply chains away from China and other countries that it says use that technology to destabilize global security.
Administration officials hosted meetings this week with a delegation of Indian officials and U.S. industry executives, seeking to facilitate technology development and investment in India as part of a broader U.S. push to cultivate alternatives to China.
U.S. officials hope those export restrictions create opportunities in India and elsewhere. While India isn’t among the world’s top producers of semiconductors, New Delhi has sought to assert itself as a greater semiconductor player. India is an appealing partner for industries looking to diversify their supply sources. With a population of 1.4 billion people, the country has a massive source of labor and costs are relatively low.
On Tuesday, the administration hosted a task force organized by the Semiconductor Industry Association, which is working in partnership with the Indian Electronics and Semiconductor Association, to develop a “readiness assessment,” aimed at trying to accelerate cooperation and investments. The meetings were attended by top American executives from a range of industries, including defense giant Lockheed Martin and semiconductor producer Micron, administration officials said.
India’s national security adviser, Ajit Doval, led New Delhi’s delegation this week in meetings with Mr. Sullivan and Commerce Secretary Gina Raimondo and other officials.
General Electric
has just submitted a proposal to the U.S. government for a jointly produced jet engine in the defense technology space.
“This is the kind of thing where we’re looking to make fast and ambitious progress,” Mr. Sullivan said.
India has also expressed frustration that two years into the Biden administration, there remains no U.S. ambassador. Earlier this month, the White House submitted to the Senate dozens of presidential selections who failed to win confirmation last year.

I think this is significant..America's NASA & India's ISRO Synthetic Aperture Radar (NISAR) mission planned to launch in 2024 says US State department; It is expected to systematically map Earth, using two different radar frequencies to monitor resources such as water, forests and agriculture.

I posted this in Math dhaga - but it is being noticed quite a bit in American scientific/political communites - (and I feel very happy about it).. This year's padma vibhushan (second highest award after bharat-ratna) was awarded to Prof. S. R. S. Varadhan. Prof. Varadhan ( Professor at Courant Institute at NYU) is an Abel laureate and is a giant among American (and Indian) mathematicians...Good to see him recognized. (It is rare to see foreign citizen being so honored - Rare padma- vishushan being awarded to a US citizen.)

The question to ask is what will be the repercussions when (not if) the US rescinds all co-operation in this arena, will the indian side of the equation left holding their family jewels,with a crippled local manufacturing of a crucial military platform, or will such a lack of cooperation not make a difference for India. Getting to the latter stage is the only option for India, to state the obvious. Surely it is not lost on anyone in GoI that the US/EU are hostile countries just looking for leverage on India long term.

The two sides discussed opportunities for greater cooperation in critical and emerging technologies, co-development and coproduction, and ways to deepen connectivity across our innovation ecosystems. They noted the value of establishing “innovation bridges” in key sectors, including through expos, hackathons, and pitch sessions. They also identified the fields of biotechnology, advanced materials, and rare earth processing technology as areas for future cooperation.

The United States and India underlined their commitment to working to resolve issues related to regulatory barriers and business and talent mobility in both countries through a standing mechanism under iCET. To expand and deepen our technology partnership, the United States and India are launching new bilateral initiatives and welcoming new cooperation between our governments, industry and academia in the following domains:

Strengthening our Innovation Ecosystems

Signing a new Implementation Arrangement for a Research Agency Partnership between the National Science Foundation and Indian science agencies to expand international collaboration in a range of areas — including artificial intelligence, quantum technologies, and advanced wireless — to build a robust innovation ecosystem between our countries.
Establishing a joint Indo-U.S. Quantum Coordination Mechanism with participation from industry, academia, and government to facilitate research and industry collaboration.
Drawing from global efforts to develop common standards and benchmarks for trustworthy AI through coordinating on the development of consensus, multi-stakeholder standards, ensuring that these standards and benchmarks are aligned with democratic values.
Promoting collaboration on High Performance Computing (HPC), including by working with Congress to lower barriers to U.S. exports to India of HPC technology and source code.
Defense Innovation and Technology Cooperation

Developing a new bilateral Defense Industrial Cooperation Roadmap to accelerate technological cooperation between both countries for the joint development and production, with an initial focus on exploring projects related to jet engines, munition related technologies, and other systems.
Noting the United States has received an application from General Electric to jointly produce jet engines that could power jet aircraft operated and produced indigenously by India. The United States commits to an expeditious review of this application.
Enhancing long-term research and development cooperation, with a focus on identifying maritime security and intelligence surveillance reconnaissance (ISR) operational use cases.
Launching a new “Innovation Bridge” that will connect U.S. and Indian defense startups.
Resilient Semiconductor Supply Chains

Enhancing bilateral collaboration on resilient semiconductor supply chains; supporting the development of a semiconductor design, manufacturing, and fabrication ecosystem in India; and leveraging complementary strengths, both countries intend to promote the development of a skilled workforce that will support global semiconductor supply chains and encourage the development of joint ventures and technology partnerships on mature technology nodes and packaging in India.
Welcoming a task force organized by the U.S. Semiconductor Industry Association (SIA) in partnership with the India Electronics Semiconductor Association (IESA) with participation from the Government of India Semiconductor Mission to develop a “readiness assessment” to identify near-term industry opportunities and facilitate longer-term strategic development of complementary semiconductor ecosystems.
This task force will make recommendations to the Department of Commerce and the India Semiconductor Mission on opportunities and challenges to overcome in order to further strengthen India’s role within the global semiconductor value chain, and will also provide input to the U.S.-India Commercial Dialogue. The task force will also identify and facilitate workforce development, R&D including with respect to advanced packaging, and exchange opportunities to benefit both countries.
Space

Strengthening cooperation on human spaceflight, including establishing exchanges that will include advanced training for an Indian Space Research Organization (ISRO)/Department of Space astronaut at NASA Johnson Space Center.
Identifying innovative approaches for the commercial sectors of the two countries to collaborate, especially with respect to activities related to NASA’s Commercial Lunar Payload Services (CLPS) project. Within the next year, NASA, with ISRO, will convene U.S. CLPS companies and Indian aerospace companies to advance this initiative.
Initiating new STEM talent exchanges by expanding the Professional Engineer and Scientist Exchange Program (PESEP) to include space science, Earth science, and human spaceflight and extending a standing invitation to ISRO to participate in NASA’s biannual International Program Management Course
Strengthening the bilateral commercial space partnership, including through a new U.S. Department of Commerce and Indian Department of Space-led initiative under the U.S.-India Civil Space Joint Working Group. This initiative will foster U.S.-India commercial space engagement and enable growth and partnerships between U.S. and Indian commercial space sectors.
Welcoming the visit this week by the ISRO Chairman to the United States, as well as a visit to India by the NASA Administrator later in 2023.
Expanding the agenda of the U.S.-India Civil Space Joint Working Group to include planetary defense.
Science, Technology, Engineering and Math Talent:

Noting a new joint task force of the Association of American Universities and leading Indian educational institutions, including Indian Institutes of Technology, which will make recommendations for research and university partnerships.
Next Generation Telecommunications:

Launching a public-private dialogue on telecommunications and regulations.
Advancing cooperation on research and development in 5G and 6G, facilitating deployment and adoption of Open RAN in India, and fostering global economies of scale within the sector.
The United States and India look forward to the next iCET meeting in New Delhi later in 2023. The National Security Councils of both countries will coordinate with their respective ministries, departments and agencies to work with their counterparts to advance cooperation, and to engage with stakeholders to deliver on ambitious objectives ahead of the next meeting.

Bloomberg reports 100% screwdriver-giri of GE engines in India is what's on the table -- "transfer of technology" is not on the table.
One area of interest for India would be domestically producing GE jet engines, which it uses in its combat aircraft.

US officials are evaluating a proposal from GE to approve joint production of jet engines for Indian warplanes, Sullivan said Tuesday. He wouldn’t speculate on how soon an announcement might come, while adding that the countries are aiming for “fast and ambitious progress.”
"joint production" sounds like the "Return of the son of (insert alphabet soup here)" where the fine print would prohibit use of the jointly-produced stuff without US approval (since the stated intent is to replace Russia as a defence supplier/partner), but hope springs eternal for the DDM going by Indian headlines.

US/NATO/EU behavior in the Ukraine conflict demonstrates: 1) lack of flexibility in strategic thinking 2) total hubris that ignores the changed world and their own assumptions 3) a scorched-earth bloody-mindedness that has no intention of creating negotiating space (which is because of item 4) 4) same old predatory neo-colonial behavior of destroying countries to take over land and resources long-term via pliable proxies that love freedom and democracy, just like how Zambia signed off its entire rare-earth resources to the US. The UK did teach the US some lessons that it learnt from its colon-izer days.

What are the chances that these guys have learnt any lessons at all from their ukraine project? If the intent is to make India as a "counter weight" you would think they would start by appointing an ambassador to India to give all this rhetoric some heft.

The U.S. National Science Foundation and India signed an implementation arrangement that streamlines the selection and funding process of research projects from scientists and engineers from the United States and India. India's Ambassador to the U.S., Taranjit Singh Sandhu, joined NSF officials in the signing ceremony held yesterday at the White House as part of the U.S.-India Initiative on Critical and Emerging Technologies dialogue.

Across the U.S. and India, industry and academia are fueling new discoveries and technological developments. Through international collaboration and the sharing of ideas, resources and best practices between like-minded partners, it has been demonstrated that great things can be accomplished. The opportunities under this arrangement are broad and can nimbly adjust to strategic priorities and researcher interests in computer science and engineering, geosciences, math and physical sciences, engineering, and emerging technologies.

"Through the creation of these opportunities, we are emphasizing to the science and technology communities and the world that our governments are serious about breaking down barriers and facilitating collaboration," said NSF Director Sethuraman Panchanathan. "We look forward to this implementation arrangement, which will open up new vistas for strategic collaborations at speed and scale and leverage the strong scientific and cultural connections between the U.S. and India."

In the past five years, NSF has invested over $146 million in collaborative research activities with scientists, engineers and educators across India. These partnerships have supported new economic opportunities and discoveries that are transforming and leading innovation that will benefit the world.

Last August, NSF announced 35 awards connecting researchers from universities across the U.S. with scientists and engineers at several of India's Technology Innovation Hubs. Through these joint U.S.-India research projects, principal investigators from both nations are bringing their expertise together to accelerate the development of new technologies, tools and systems for mutual societal and economic benefit.

"The signing of the new implementation arrangement is a significant step. It will bring our scientific agencies and institutions closer and open new windows for joint research in strategic and technical areas, which would positively impact the prosperity of our peoples," said Ambassador Sandhu.

Yeah, it would be pretty stupid to assume any alignment in such things until GoI signs up, after they have done basic risk analysis. If we hear nothing more about this, this was all motion without action.

US needs India to swing away from Russia while the Ukraine issue is cooking, which diverges from India's priorities in the time frame. Only speaking in the context defense tech related agreements.

Keep pushing India around in a wheelchair and she will never learn to walk, much less run. This is what the US is trying to do with India now because we have started to stand up and take baby steps.

US will not repeat with India the mistake it did with China by giving it a rather free run of its technologies and research. That's why all these formal discussions and frameworks which they know India will adhere to quite sincerely.

The Telugu expression "bangaru sankellu" which means golden shackles comes to mind.

We need to be very very careful and vigilant about where this is going.

Well, we are already dependent on their engine. So if there is some tech cross-pollination that can help our own engine dev, then that is better than nothing. The centrality of the problem is not tech access (it is only one of the factors), It is about some serious funding that GoI is ready to put on the table for such a tech development. If GoI is serious, then our tech guys are quite competent to draw knowledge and develop what we want. After all, we built a space program and a nuke sub-program from nothing.

Nuke/nuke-sub all these are excellent programs no doubt but we don't know how they rate in comparison with their peers. As of now they are check boxes - we have nukes, we have a nuke sub for delivering them but are they really at the forefront of technology? We don't know and we don't need to know. This technology has been around for ages in the west, USSR and even with China.

Space is somewhat different in that the program is much more transparent; we are extremely cost efficient but we still don't have heavy haul capability. Here we lag the US by like 50 years, and yes there is probably less need for such capability today. Again, kudos to our scientists and engineers for accomplishing on a shoestring budget what they have done.

Another example is supercomputers. Back in the day when we were denied access to supercomputers, our engineers strung together racks of commodity processors and built something which could be used for large scale computations - weather, nuclear simulations etc. But we didn't build a true high performance microprocessor rather worked our way around. Again, great engineering but the capability gap still existed and exists.

Now for jet engines. Here, efficiency counts for a lot. There is a huge technology stack that goes into the blade, and expensive equipment that is if you can get your hands on one. Think ASML lithography machines and technology denial regimes. Do we need to be so efficient? Unlike in the space and nuke programs where efficiency is not paramount, it is mandatory for fighter jet aircraft - efficiency gives you the power at lower weight and can be the deciding factor in a battle where the opponent has better tech.

A lot of aerospace innovation can still be done without cutting edge tech, such as less demanding jet engines, helicopters, turboprob cargo and small passenger aircraft, and of course fighters with imported engines. Ideally we should be able to have a fallback engine, even if it is only 90% as "good", to be used in case of technology denial.

General Atomics, a major American energy and defence corporation, has started three significant projects in India in the field of artificial intelligence, drones and semiconductors, a company official has said, a day after the launch of a landmark India-US initiative on critical and emerging technologies.

With Bharat Forge, General Atomics Aeronautical Systems (GA-ASI) has entered into a partnership in the critical field of aerostructure manufacturing and with 114ai, an Indian artificial intelligence (AI) company, to develop the next generation of technologies in artificial intelligence, according to Vivek Lall, chief executive, of the General Atomics Global Corporation.

Bharat Forge is one of the leading forging companies in India.

It has entered into a partnership with 3rdiTech, an Indian start-up, in the field of semiconductors, Lall said.

Lall was one of the key private sector players who participated in the various events related to the launch of the India-US initiatives in Critical and Emerging Technologies or iCET here this week.

“GA-ASI is eagerly looking forward to working with Bharat Forge in the critical field of aerostructure manufacturing. A Tri-services case for the procurement of 30 MQ9B from the US under the Government-to-Government Foreign Military Sales (FMS) route is under process.

Initially estimated at $3 Billion, the deal will also involve “collaboration with DRDO for transfer of certain niche technology required for indigenous D&D of HALE RPAS in India,” Admiral Hari Kumar disclosed to Businessworld.

“Setting up of a Performance Based Depot Level Maintenance Repair and Overhaul (MRO), Sea Guardian Global Sustainment Support (SGSS)” would be part of the programme, the Chief of the Indian Navy stated.

“These enabling agreements along with the procurement case would make India a Drone Hub as envisioned by Hon’ble PM,” Admiral Hari Kumar added.

Earlier, he had said that a discussion was underway amongst the three services on “whether the (procurement) numbers need to be rationalized”.

When it matures, the MQ9B deal will be one of the defining symbols of India-US military cooperation. It will also mark the first assembly of the iconic combat and surveillance drone outside of the US.

“The MQ-9B is designed to fly over the horizon via SATCOM for up to 40 hours in all types of weather and safely integrate into civil airspace, enabling joint forces and civil authorities to deliver real-time situational awareness anywhere in the world—day or night,” it is stated by General Atomics, the manufacturer, which terms these as “the next generation of RPAS, delivering persistent intelligence, surveillance and reconnaissance (ISR) around the globe”. It can fly at altitudes of up to 50,000 feet.

While ISR is its bread and butter, it is the combat capability, over-the-horizon targeting, anti-surface warfare, anti-submarine warfare, defensive counter-air, airborne early warning and electronic warfare features which give it the edge.

The MQ9B features nine hardpoints with a maximum external payload capacity of 2155 kg. “This enables armed forces and governments to easily integrate sovereign payloads and mission systems for their own uniquely tailored solutions,” General Atomics states.

Admiral Hari Kumar recently acknowledged that the Indian Navy found the experience of taking two MQ9As on lease from the US of “great value”, expressing confidence that these RPAs would “provide great value to all three services”.

Recently, these leased drones completed 10,000 flight hours in support of Indian security missions. This was achieved in two years.

“To put this into perspective, 11 P8I Long Range Maritime Reconnaissance aircraft of the Indian Navy were able to fly 29,000 flight hours in 9 years while 2 MQ9A logged 10,000 flight hours in just 2 years. This is the true measure of a long endurance UAV: Persistent surveillance. Imagine what a fleet of about 10 MQ9Bs could do in exercising constant vigilance,” an observer pointed out. The original proposal envisaged an equal three-way split of the 30 HALE RPAs to be procured amongst the services.
