Attack on workers at key Pakistan port for Chinese project; 26 hurt - Reuters
Unidentified men threw a grenade into a labourers' hostel in the Pakistani port of Gwadar wounding 26 of them, police said on Friday, in an attack likely to raise concern about security for the Pakistani section of China's "Belt and Road" initiative.

There was no claim of responsibility for the attack, one of three on Thursday in the gas-rich southwestern province of Baluchistan, a key section of the plan for energy and transport links connecting western China with the Middle East and Europe.

"They labourers were having dinner at the hostel when motorcyclists attacked them with a grenade," police official Imam Bakhsh told Reuters.

Separatist rebels in Baluchistan, fighting against what they see as the unfair exploitation of the province's resources, have for years attacked energy and infrastructure projects, including the Gwadar deep-sea port on the Arabian Sea.

Islamist militants also operate in Baluchistan, which shares borders with both Afghanistan and Iran.

Security officials have said that militants trying to disrupt construction of the Chinese economic corridor through Pakistan have killed more than 50 Pakistani workers since 2014.

Pakistan has assured China that it can provide security for the $57 billion worth of projects that it plans.

The response should be entirely DISPROPORTIONATE, and not twice. Its punitive nature=deterrence.

For reference see how peaceful Israel's borders are relative to the neighbours they have. The Arabs not less brave than the pukis, its just that there is a disproportionate cost to ANY cross border adventure thus the peace that has been imposed upon them at the barrel of an israeli gun.

2. Govt takes $450m loan to prop up sliding forex reserves

ISLAMABAD: Pakistan has obtained a $450-million short-term foreign commercial loan from a Credit Suisse-led consortium of banks aimed at arresting the slide in official foreign currency reserves that have depleted $4.4 billion in just one year.

The consortium consists of Credit Suisse AG, United Bank Limited and Allied Bank Limited, sources in the Ministry of Finance said on Thursday. They did not disclose the interest rate that the government would pay on the short-term facility.

It is the third loan agreement that Pakistan has signed with Credit Suisse in the past five months, indicating its growing dependence on an unusual source of foreign financing. Earlier, the finance ministry signed two agreements for a loan of $650 million with Credit Suisse on June 7 and May 18.

With the fresh loan, total commercial loans that Pakistan obtained in just three months increased to $703 million, said the sources. These agreements have been signed at a time when independent economists and even the army chief have expressed concern over the “sky-high debt”.

Due to growing vulnerabilities of Pakistan’s economy, the military has now linked security matters with the country’s economy.

On the back of fresh foreign injection, the official foreign currency reserves of the State Bank of Pakistan (SBP) increased to $14.158 billion as of October 13. The SBP reported on Thursday that there was a net increase of $370 million in the foreign currency reserves. This appeared to be the result of borrowing from Credit Suisse.

The government has taken these loans after failing to attract sufficient non-debt creating inflows, like enhanced exports and foreign direct investments, for meeting its external financing requirements.

The foreign commercial borrowing has temporarily halted the downward slide in the foreign currency reserves, which dropped $4.4 billion in the past one year due to fast drying up of foreign currency inflows through regular channels and a major dip in exports and remittances.

The sources said due to growing dependence on foreign commercial loans, Pakistan’s external debt servicing has increased significantly in the past three years when the PML-N government started extensively taking short-term loans from commercial banks.

They said Pakistan would require at least $5.8 billion for foreign debt servicing in the current fiscal year 2017-18. This includes $4.5 billion in principal repayments and $1.3 billion in interest cost. The country is returning these loans by taking more loans.

Early this month, the federal cabinet regularised nearly $2 billion in foreign commercial loans that the government had obtained during the second half (January-June) of the last fiscal year without prior approval of the cabinet.

These borrowings were part of a record-breaking $4.4 billion in short-term foreign commercial borrowing by the PML-N government during fiscal year 2016-17 (FY17) that ended on June 30, 2017. Of this, $2.3 billion came from Chinese financial institutions alone.

Overall, the government of former prime minister Nawaz Sharif had obtained a whopping $35 billion in new loans during his four-year tenure to repay maturing debt and keep official foreign currency reserves at a level which could give a sense of economic stability to investors.

About $17 billion or nearly half of the total loans obtained from July 2013 to June 2017 were utilised to repay the previous debt. The government added net $18 billion to the country’s total external debt and liabilities – the highest amount added by any government during its tenure.

Since 2008-09, Pakistan has added $43 billion in external debt, which was more than half of the external debt and liabilities that have been added since independence, according to Dr Ashfaque Hasan Khan, former director general of debt, Ministry of Finance.

He said the balance of payments position was in a precarious condition and the current account deficit will likely touch $18 billion by the end of current fiscal year.

The ICJ, Amnesty International and Human Rights Watch are urging Pakistan to take immediate steps towards meeting “the highest standards in the promotion and protection of human rights,” following the country’s election to the Human Rights Council.Today, the UN General Assembly selected 15 states to serve as members of the UN Human Rights Council from January 2018 to December 2020.From the Asia-Pacific region, Nepal, Qatar, Afghanistan and Pakistan were selected out of five candidates. To secure the UN Human Rights Council membership, Pakistan pledged its commitment to the promotion and protection of human rights.
Anything will be said to get elected. Forum will likely be used for Anti- India propaganda !
However, the pledge failed to address directly many of the most serious human rights issues facing Pakistan, including enforced disappearances, the use of the death penalty, blasphemy laws, the country’s use of military courts, women’s rights including the right to education, and threats to the work of human rights defenders, lawyers and journalists. There is no room for interference in Pakistan's so-called internal affairs :mrgreen:
According to UN General Assembly Resolution 60/251, “members elected to the Council shall uphold the highest standards in the promotion and protection of human rights.” The Resolution also provides that, “when electing members of the Council, Member States shall take into account the contribution of candidates to the promotion and protection of human rights and their voluntary pledges and commitments made thereto.”
Pakistan’s abuses have been highlighted by various national and international human rights organizations, UN treaty-monitoring bodies, and special procedures of the UN Human Rights Council.

ISLAMABAD: In a bid to avoid earning a bad name for the country, Interior Minister Ahsan Iqbal has directed the Federal Investigation Agency (FIA) to initiate crackdown against Pakistani beggars involved in begging in foreign countries, especially the Kingdom of Saudi Arabia.

Apart from this directive, the interior minister issued a host of other orders at a meeting held to review the performance of FIA at the agency’s headquarters on Thursday. Director General of FIA, Bashir Memon, briefed the interior minister over the performance.

Some people of Pakistan reportedly take people to Mecca and Madina on the pretext of providing them with jobs. Upon arrival there, they tell the job-seekers to beg. Having no other alternative, as they have no roof over their heads and no money to put one over them, they fall in line. Apart from these destitute people, others go to such places especially to beg for money.

The Pakistan Army team secured a gold medal in the Exercise Cambrian Patrol competition held in UK in this month, the Inter-Services Public Relations (ISPR) said on Friday. This is the second successive medal Pakistan has won in the yearly exercise, while procuring four medals in total.

The Cambrian Patrol is an exercise and not a competition. It is conducted for the benefit of units and there is no final order of merit. The exercise is designed to be within the capability of any well-led and well-trained patrol from any Arm or Service. The exercise is the same for Regular and Reserve Forces and also draws participants from foreign countries.

LAHORE - National Assembly Speaker Sardar Ayaz Sadiq has said the Islamabad police cannot arrest Imran Khan without first taking permission from him.This was stated by him while responding to queries from media persons during his visit to constituency NA-122 yesterday. The NAB had also sought permission from him before taking Capt (r) Muhammad Safdar into custody on his return from London, he affirmed. Seems to me, that he is the puppet .And the puppet master is the Deep State :mrgreen:
It may be mentioned that Election Commission of Pakistan has issued non-bailable arrest warrants for PTI Chairman Imran Khan for his production on October 26.

The CIA head said on Thursday that the US-Canadian couple kidnapped by the militants in Afghanistan were held inside Pakistan for five years before being freed last week.
Pakistan’s military and government indicated that US citizen Caitlan Coleman, her Canadian husband Joshua Boyle and their children were rescued shortly after entering Pakistan from Afghanistan.
US officials, speaking on condition of anonymity, said they believed the hostages were probably held by the Haqqani militant group in or near its headquarters in northwestern Pakistan the entire time.

The figures are given on the Web Site are to First Decimal Point in MILLIONS, in converting to Billions it is the fourth Decimal Point and is similarly done by the Reserve Bank of India.

Irrespective of the "Decimal Point" the Terroristani Economy is in heap big trouble and I foresee Terroristani Flag changing color i.e. from Green to Red!

Zeenat Shahzadi, the journalist who went missing in Lahore in 2015, has been recovered by security forces, officials said on Friday.

She had filed an application with the Supreme Court’s Human Rights Cell on behalf of Fauzia Ansari, Hamid's mother.According to one version, Hamid was pursuing a Pakistani woman whom he had befriended on the Internet.The application was accepted and forwarded to the Commission of Inquiry on Enforced Disappearances.A few months later, news surfaced in a section of the media, saying that Hamid had been sentenced to three years’ imprisonment on charges of espionage. According to some rights campaigners, Hamid has served his sentence and ought to be set free now.Human rights activist Hina Jillani, in a 2016 interview with BBC Urdu, alleged that Shahzadi had once told her family that she had been "forcibly taken away by security agencies", detained for four hours and questioned about Hamid.

Lt-Gen Rizwan was sent to head the ISI right after his promotion and after the turbulence of his predecessor, Lt-Gen Zaheer-ul-Islam, his stay at the top was relatively calm. It was quite obvious that Gen Bajwa will carry out the traditional reshuffle in general staff but Lt-Gen Rizwan was probably upset at not having been given a corps and being downgraded as president of the NDU. Although the army attaches considerable value to instructional commands—Gen Raheel commanded the PMA, so did Lt-Gen Nazir Butt, Corps Commander Peshawar and Nadeem Raza, Corps Commander Rawalpindi—to command a corps is a dream for officers that went sour in the case of Lt-Gen Rizwan. Being close to Gen Raheel may have also played a part in his decision to seek premature retirement as he may be taken on the rolls of the Islamic Military Alliance, a joint force sponsored by Saudi Arabia.

Manipulated stocks

WHEN Prime Minister Shahid Khaqan Abbasi met a delegation of stock market brokers on Oct 14, little could he have known that the meeting itself would be used by some elements to allegedly stoke sentiments and swindle retail investors.

At the meeting, the delegation of brokers and officials from the Pakistan Stock Exchange made a strong suggestion that the government should organise a bailout for the troubled bourse that has seen sustained and steep declines since May. The same community of brokers is hard-pressed to explain these declines, arguing at one point that political uncertainty is the driving force, and at another that the market was oversold in the run-up to its inclusion in the MSCI Emerging Markets index in May.

No official word was received from the prime minister about what happened during the meeting, which took place at Governor House in Karachi, but shortly after it ended, it appeared that a few brokers began to put word out that the prime minister had agreed to a Rs20bn bailout on the lines of what was done back in 2008. Going further, they added that the bailout may be announced in the next 15 to 20 days.

This is a patently absurd statement, but once it saw its way into print, the brokers were able to use it to dupe retail investors into believing that a bailout was on its way, and that this would be a good time to start buying.

On the next trading day after the appearance of the ‘15- to 20 days’ claim, the KSE 100 index shot up by 945, with buying seen from all category of investors, including individuals. Individual investors can be convinced easily to start buying based on unconfirmed news of this sort, and once they build a little buying momentum early in the trading day, the rise in the index can infect other category of investors as well.

Once a sucker rally of this sort gets going, the brokers in question can liquidate some of their own problematic positions. Of course, the situation prevailing in the stock market today bears no comparison to 2008, and as such all talk of a bailout should be summarily dismissed by the prime minister. But going a step further, perhaps the SECP should look into which brokers gave what advice to their individual clients on Oct 15 and 16, and whether or not the news was used to artificially inflate sentiments to create a short dumping opportunity.

Current account deficit swelled 117pc in July-Sept
KARACHI: The current account deficit for July-September jumped 117.3 per cent year-on-year, reflecting the country’s rapidly growing trade imbalance.
The State Bank of Pakistan (SBP) reported on Friday the current account deficit in the first quarter of 2017-18 rose to $3.55 billion compared to $1.63bn a year ago. This indicates the mounting pressure on the economy because of ever-increasing foreign payments.

Narendra Modi wants peace with Pak but not at cost of security: US official

WASHINGTON: Prime Minister Narendra Modi cannot "pursue peace" with Pakistan in a way that "cuts his own security", a top Trump administration official has said, asserting that it is in the interest of Islamabad to build confidence with New Delhi to restart commercial ties.

Ahead of secretary of state Rex Tillerson's maiden visit to India and Pakistan next week, the official, with an insight into the administration's policy over South Asia, was responding to questions on what India could do to bring peace and stability in the region, in particular with Pakistan.

"It's clear to everyone that Prime Minister Modi wants peace in the region, but he can't pursue peace (with Pakistan) in a way that cuts against his own security. So that (having peace talks with Pakistan) is up to his judgment," the official, requesting anonymity, told PTI yesterday.

"We want India and Pakistan to talk. We think that is so important for them to talk and to build confidence and to get on a path to regional security and stability which we know would bring both countries to unprecedented levels of prosperity," he said.

Noting that South Asia and the bridge in central Asia is one of the least economically integrated areas of the world, he said that there is tremendous potential to be unleashed.

"And what we hope is that the dialogue, continued dialogue, continued efforts to generate a higher degree of understanding to convince those in Pakistan, including the Pakistani army, that it is really in their interest to build confidence to open commerce and to achieve the kind of peace that would lead to prosperity," the official said.

After a series of setbacks India received from Pakistan, including the one after the Pathankot terror attack, the Indian government has decided not to talk with Pakistan unless it stops supporting terrorists against it, he said.

"I think India has to make its own judgement on that. And India will be the best judge. Certainly, President Trump has great respect for Prime Minister Modi and his wisdom, and leadership ability," the official added.

MS NAUERT: Wow. Okay, I don’t think I’d go that far. The Secretary gave a speech yesterday in which he talked about so many of the common interests that we share with the Indian people and also the Indian Government. As you know, we had a terrific meeting, the President did, with Prime Minister Modi earlier in the year, and they talked about how they’re committed to our partnership. There’s a lot of work that we can do together with India, whether it’s military exercises, as you’ve seen earlier this year that we conducted with India and a few other countries as well, to intelligence and counterterrorism, to infrastructure work that they are participating in in Afghanistan, which we are very grateful to. There are a lot of economic ties. We have a lot of Indian Americans here in the United States and we have so many Indian students who are studying here in the United States.

QUESTION: But (inaudible) frequent exchange of fires between India and Pakistan. So when it happens next time, does it mean that the U.S. have to take sides or things like that?

MS NAUERT: I think that we are always very cautious about addressing those issues, not wanting to contribute to any additional tensions.

PeregrineJi, my take is that its another wishy washy statement by US preparing the ground for some nudge, nudge, push, push for talks with TSP when Tillerson does his "South Asia" yatra. I mean why can't they just issue a simple statement that its terror stupid.

I think this will be a bad visit for ModiJi. Tillesron will do some equal equal and Pappu & co will pounce on that, and irony is the same Pappu gang will do more that equal equal when it comes to TSP, but that won't stop them and their media friends to fry ModiJi. Lets wait and watch.

Judge shocked to see handcuffed 5th grader
SAHIWAL: The City police of Pakpattan registered a case against a fifth grader and produced him before a court in handcuffs on Friday. Additional District and Sessions Judge (AD&SJ) Syed Faizul Hasan was shocked to see handcuffed eight-and-a-half-year old Ali Hasnain when the police produced him in his court. The minor was booked on a first information report (FIR) for selling petrol at a shop illegally.
The judge admonished the police officers concerned for arresting the child and bringing him to the court in handcuffs. He ordered them to immediately remove his handcuffs. He summoned Pakpattan assistant commissioner, Naib Tehsildar Chaudhry Munawar and a personnel of a secret agency on whose report the police had arrested Ali Hasnain from the Railway Road. Deep State involved in this. Dont they have anything better to do !!!
Ali Hasnain’s father told the media that the case was registered against his son on the report of an employee of a secret agency. He said the naib tehsildar had conducted the raid along with City Police and arrested Ali. Arrested person's rights "gets thrown out of the window" as soon as the "Secret Agency's name is invoked in Pakiland. Look , what happened to Ganja Nawaz :mrgreen:
The judge released the child on interim bail.Police sources say District Police Officer Ismail Kharrak has taken notice of the incident and ordered DSP Khalid Baloch to hold an inquiry into the matter. Any chance that the "youngster" might have been recruited by RAA and hence the involvement of the aforementioned "Secret Agency" :twisted:

How can an 8 year old be in 5th grade? He’d have to be an exceptional student, in which case why was he sellin bootlegged Petrol?

Formation of the Dolphin force for defence of CPEC projects: CM Punjab
While addressing the passing out ceremony of the Dolphin force, the CM stated that the idea of the force originated from Turkey.
The CM Punjab continued onwards to say that the government has spent billions of rupees on the constitution of the Dolphin force and everybody has their expectations set upon it.
The idea of the forces was perceived back in 2013, where it was decided that 700 policeman would be equipped to battle against street crime.
