Disagree fully. It's a huge draw. Tourism helps GDP. Amritsar, otherwise known for spiritual Harmandir Sahib and somber Jalianwala Bagh, suddenly becomes a full-spectrum tourist destination for young and old with an energetic and positivity filled ceremony to round out the day for busloads of tourists from every corner of India.

And then we have a stark juxtaposition of contrasts - on the Indian side we have dancing, flag waving women and men in colourful trendy & traditional outfits, and the Paki side they have drab sherwani clad dour beards with a bewildered look. It helps that the sun sets in the West, bathing the Indian stands in its orange rays and casting a dark shadow on the Pakis.

This is psyops in our favour we shouldn't give up.
When you start from Delhi there are several monuments till Amritsar to be visited and many are being built (Started by Akali government) that subtly build up your vacation as you go towards Amritsar ending at the border ceremony.

Multiple press reports and posts on Facebook are describing a developing disaster scenario on Nanga Parbat for Polish climber Tomek Mackiewicz. He and his French climbing partner Elisabeth Revol were on their summit bid in a tiny weather window when Mackiewicz developed frostbite and snowblindness. There has also been a mention of injury, but that is unclear.
The commercial company, Askari Aviation flying a Pakistani military helicopter, refused to launch the mission without $100,000 rescue costs guaranteed. This is standard procedure in Pakistan. Mackiewicz doesn’t have insurance but Revol does. The government of Poland stepped into secure payment but two crowdfunding efforts, crowdfunding 1 / crowdfunding 2 have already raised over € 80,000 within hours.

My blood boils reading the Paki control of our Mountains, imagine we had just taken Zolji la and Kargil in November 1948 when it became clear Pakis were losing the Kashmir war, suddenly our leadership agrees for ceasefire. It is clear our leadership at that time was pliable to arguments from Major western powers who rewarded people who did the mutiny of the Gilghit scouts.

Civic issues, including lack of water and improper sanitation system, have mounted concerns of the Chinese authorities that have stressed the need for adequate steps to keep pace with the fast-tracked development of the port city, according to officials familiar with the issue.

A distant freedom
Freedom is something of an illusion in Pakistan. A reality confirmed by the Freedom House Annual Report which charts the fluctuations in democracy globally. Pakistan scores 43 - Partly Free - out of a possible 100 for 2017, the same as 2016.
Freedoms are hard won in a country like Pakistan where the default position is ‘authoritarian’ and defenders of freedoms get short shrift. This drift is going to continue as there is no countervailing narrative on the horizon and the state will continue to edge towards being less free by the year. We are not alone in that more is the pity and we expect no early improvement.

Capital suggestion: Why do nations fail?

Why is South Korea rich (per capita $25,000) and Pakistan poor (per capita $1,100)? In 1960, per capita incomes in South Korea and Pakistan were $900 and $300 respectively. Why has the per capita income in South Korea gone up by 28 times over the past 57 years? Why has the per capita income in Pakistan only gone up by 3.6 times over the same period? Is it culture, weather or geography? Well! Well!! Well!!! SO Terroristan's LATEST PER CAPITA INCOME IS ONLY US$ 1,080

In 2012, Daron Acemoglu, a Turkish-American economist, and James Robinson, a British political scientist, published a 546-page book titled ‘Why Nations Fail: The Origins of Power, Prosperity and Poverty’. Why is South Korea rich and Pakistan poor? The book has the answer. Is it culture, weather or geography? The book has the answer.

Why do nations fail? Is it because of geography, climate, culture or religion? The book concludes that nations rise and fall not because of their geography, not because of their climate, not because of their culture, and not because of their religion.

Why do nations fail? It is not about 5.9 million tonnes of copper ore at Reko Diq. It is not about 41.5 million ounces of gold. It is not about ‘huge’ reserves of iron ore in Chiniot. It is not about 175 billion tonnes of coal at the Thar coalfield. It is not about the ‘game-changing’ $16 billion LNG agreement with Qatar. It is not about the 412 million tonnes of ore at the Saindak Copper-Gold Project. This reminds me of Col. Cargill in "Catch 22"!

Why do nations fail? The reasons are man-made not God-given. Daron Acemoglu and James Robinson recommend focusing on three leadership characteristics: greed, selfishness and knowledge of history. Pakistan’s future economic prosperity depends on these three leadership characteristics. Why do nations fail? Are our leaders greedy? Are our leaders selfish? How well do our leaders know history?

Pakistan’s economic prosperity, according to Acemoglu and Robinson, depends on, “How many people have a say in political decision-making.” Pakistan’s economic prosperity, according to Acemoglu and Robinson, depends on whether, “A small group of people control political institutions and are unwilling to change.” Pakistan’s economic prosperity, according to Acemoglu and Robinson, depends on whether our institutions are ‘extractionary’ or ‘inclusive’.

Dynastic politics is about families wherein, “Several members of a family are involved in politics, particularly electoral politics. Members are related by blood or marriage, often several generations or multiple siblings are involved in politics.” Dynastic politics and poverty coexist. Dynastic politics and illiteracy coexist.

The 2017 census in Pakistan has enumerated 30.2 million families. And how many families have a say in political decision-making? Answer: 1,174 families. We have had ten general elections over the past 45 years. Yes, there are dynasties in democracies – Bangladesh, Indonesia, Philippines, India, Sri Lanka and Pakistan. Empirical models have determined the share of dynastic politics in various countries: US six percent; Argentina 10 percent; India 28 percent; Mexico 40 percent and the Philippines 70 percent. According to the Institute of Development and Economic Alternatives, “On average, approximately two-thirds of the elected [Pakistani] legislators belong to approximately 400 families.”

Why do nations fail? The reasons are man-made not God-given: exclusionary politics and extractionary institutions.

Pakistan army 'has greatly increased its clout' under new chief Gen. Qamar Javed Bajwa

ISLAMABAD: The new chief of Pakistan's army had a tough act to follow when he took the baton of command in November 2016. His predecessor had been a widely popular figure, credited with dramatically curbing both attacks by militants against civilians and political corruption and extortion. There was apprehension that the army's next leader could never match these successes and might struggle to exert control.

But since assuming what is considered the most powerful position in the country, Gen. Qamar Javed Bajwa has left no doubt about who is in charge. A little more than a year after he took command, there is already talk in the country of the "Bajwa Doctrine," with Pakistan's approach to foreign and domestic policies reflecting the army chief's vision.

Bajwa has served during a time of great political upheaval, even by the tumultuous standards of Pakistan. He was chosen as army chief by the prime minister at the time, Nawaz Sharif, with a critical factor in his selection being the general's strong support for friendlier ties between the military and civilians.

But Sharif was ousted by the Supreme Court over corruption charges, in a controversial decision in July.

Then, this month, the Trump administration announced it would suspend nearly all security aid to Pakistan, an across-the-board freeze that is the most tangible sign yet of Washington's frustration with what it sees as the country's refusal to crack down on terrorist networks operating there.

The decision, which could affect as much as $1.3 billion in annual aid, came three days after President Donald Trump complained on Twitter that Pakistan had "given us nothing but lies & deceit" and accused it of providing "safe haven to the terrorists we hunt in Afghanistan."


Statements from the Pakistan army's media wing have described Bajwa as being outspoken in conversations with US generals and government officials. In a call this month with Gen. Joseph L. Votel,head of the US Central Command, for example, Bajwa talked of a "sense of betrayal" within the country over Trump's tweet, the army said.

The relationship between Pakistan and the United States has been one of "allies with an up and down history," said Maj. Gen. Asif Ghafoor, spokesman of the Pakistani military.

Since the announcement from the Trump administration, Bajwa has stressed that Pakistan will not seek the resumption of US security aid and that the country is not dependent on it. Since last year, he has been reaching out to countries like China, Iran, Qatar, Russia and Saudi Arabia — building contacts that could help him cement his grip on power and reduce Pakistan's reliance on the United States.

In the view of the Pakistan military, both Bajwa and his predecessor, Gen. Raheel Sharif, can point to victories against militants who have attacked the country's civilian population, which has increased the army's popularity.

Raheel Sharif during his tenure "cleared leftover strongholds of terrorists in northwestern Pakistan," Ghafoor, the military spokesman, said. "General Bajwa is taking it forward to enduring peace and stability not only in Pakistan, but the region as well."

Bajwa is also pursuing fencing along the 1,685-mile length of the Pakistan-Afghanistan border to help curb cross-border movements by militants. And he has pushed for the repatriation of Afghan refugees to keep militants from hiding in the country by mingling with refugees in settlement camps.

And Pakistan, Ghafoor said, "remains committed to continue contributing all efforts to bring peace in Afghanistan and understands US concerns."

On the domestic front, critics say Bajwa is essentially following the same institutional policies that have made the military an overarching influence in the country.

"For the last 1 1/2 years, civilian-military ties have hit their lowest ebb," said Zahid Hussain, a widely read political columnist and analyst. "The army is now much more assertive. It has greatly increased its clout."

Since being removed from the prime minister's office, Nawaz Sharif has gone on a political offensive. He has drawn enormous crowds at public rallies and, in sometimes veiled and sometimes not-so-veiled references, has accused the judiciary and the military of hatching a conspiracy to remove him from office.

The military has denied accusations that it is behind Sharif's removal, but allegations of the military's intelligence agencies meddling in politics continue to surface.

Recently, Shahid Khaqan Abbasi, a Sharif loyalist who succeeded him as prime minister, hinted at the role of intelligence agencies in forcing the resignation of an ally of Sharif from the post of chief minister of Baluchistan province in the country's southwest.

There is speculation within the governing party, the Pakistan Muslim League-Nawaz, that the military will not allow a level playing field in the next general elections, which are five months away. There are also worries that the vote may be delayed.

Ghafoor, the military spokesman, played down the fears of a disruption of the coming vote. "Democracy is the way forward," he said. "Elections should take place on time."

Hussain, the political columnist, echoed that sentiment, saying fears of a coup or delay in elections were exaggerated. "I don't see any derailment of the democratic process," he said.

One of the country's leading opposition politicians, and a bitter foe of Sharif, raved about the job the new army chief has done.

"I have more praise for General Bajwa than General Raheel Sharif," the opposition politician, Imran Khan, said at his political office in the suburbs of Islamabad. "Never has an army chief so openly supported democracy." I'm the Dim is a Puppet of the Terroristani Army.

Khan, a contender to be Pakistan's next prime minister, said Bajwa had doubled down on his predecessor's efforts to curtail militant violence and political corruption.

As an example, Khan pointed out that there had been suspicion among the business community of Karachi, the country's commercial hub, that actions started by the former army chief against criminal political gangs and extortionists in the city might come to a halt. "But there has been no letup," Khan said.

The relationship between Nawaz Sharif and Bajwa fractured in the spring over leaks to the news media of a meeting at which Pakistan's civilian leaders confronted the military over its alleged reluctance to fight Islamic militant groups in the country.

And with Sharif continuing to speak out since leaving office, the military appears in no mood to repair the rift with the still highly influential politician. "Nawaz Sharif still has a lot of say," said Hussain, the columnist. "And the anger against him within the army is greater than before."

The army chief is said to have a better working relationship with Abbasi, Sharif's successor.

"There has been much more institutional contact between Prime Minister Abbasi and General Bajwa," Hussain said. "Unlike under Nawaz, when there was a complete breakdown in institutional decision-making."

"But this is not to suggest that there is no friction," Hussain added. "The army is in a much stronger position now."

Ready for talks with India to resolve CPEC differences: China

BEIJING: China today said it is ready to hold talks with India to resolve their differences on the contentious $50 billion China-Pakistan Economic Corridor (CPEC) that passes through PoK.

Asked about Indian Ambassador to China Gautam Bambawale's interview to state-run Global Times in which he had said that differences on the CPEC should not be swept under the carpet, Chinese foreign ministry spokeswoman Hua Chunying said China is willing to hold talks with India in this regard.

"I noted the relevant report. Regarding the CPEC, China has repeatedly reiterated our position. As to the differences between China and India, China stands ready to communicate and hold talks with India to seek a proper solution so that these differences will not affect our general national interests. This best serves the interests of the two countries," she said.

As to any differences arising between the two countries, they can be resolved with sincerity and mutual respect, she said, adding that the parties can seek proper solution for management of the differences.

"We should not ask one party alone to solve this problem. We are willing to work with India to work with dialogue and communication for a better solution," she said.

"CPEC is merely an economic cooperation project. It has not targeted any third party. We hope the Indian side can put this in perspective and we stand ready to strengthen cooperation with the Indian side," she said. Without India CPEC will be a FAILURE! In addtion China will be able to CONTROL INDIA! INDIA MUST NEVER JOIN CPEC!!

India has objected to the $50 billion CPEC as it passes through Pakistan-occupied Kashmir.

The CPEC is a network of infrastructure projects that are currently under construction throughout Pakistan that will connect China's Xinjiang province with Gwadar port in Pakistan's Balochistan province.

Pakistan Army supplied military equipment to LeT in Kashmir: Afghan envoy to the US - ToI
Pakistan Army has been supplying military equipment to Lashkar-e-Toiba in Kashmir and Taliban in Afghanistan, claimed Afghanistan envoy to the US Majeed Qarar, today.

The allegation was made following an attack on the Afghan Military Academy in Kabul by a group of suicide bombers earlier today. At least five soldiers were killed in the attack and 10 wounded.

"The night vision goggles found with Taliban attackers in Maiwand's ANA base were military grade goggles (not sold to the public) procured by Pakistan Army from a British company and supplied to Lashkar-e-Tayyeba in Kashmir and Taliban in Afghanistan. Lashkar-e-Tayyeba is an international terrorist organisation", Qarar tweeted.

Qarar's claims about the Pakistan army supplying Kashmir-focussed LeT bolster India's contention that terror in the state is being fomented by the Pakistani establishment.

While the US acknowledges that Pakistan harbours terrorists and gives them safe haven, its focus has for long been on Afghan-oriented terrorists and not the LeT, which is run by 26/11 Mumbai terror mastermind Hafiz Saeed. The US did designate Saeed and the LeT a terrorist and a terror group, respectively, after the 2008 Mumbai attack, but it didn't press Pakistan much on the issue.

UAE takes Pakistan to WTO over anti-dumping duty
GENEVA: The United Arab Emirates has launched a trade complaint at the World Trade Organisation to challenge Pakistan’s duties on biaxially oriented polypropylene (BOPP) film, used in food packaging, a WTO filing showed on Monday.
The UAE said the anti-dumping duties, imposed on UAE, China, Oman and Saudi Arabia, from April 2015 and extended in December 2016, broke WTO rules. Pakistan has 60 days to settle the dispute, after which the UAE could ask the WTO to adjudicate.

Three Indian actions at the start of 2018 would contribute as a great source of insecurity in the regional and global strategic environment. First, India successfully launched 31 satellites, including the country’s 100th satellite of Cartosat series, on a single mission. Second, their army chief voiced readiness to cross the border to carry out any operation in Pakistan despite the nuclear deterrence. And third, India test-fired the Agni-V missile which covers China, Russia and even believed it could reach several European capitals. These developments are interlinked and have a causal relationship. The Indian military modernisation, especially in space and missile affairs, has encouraged the country’s leadership to enunciate hawkish and offensive comments against Pakistan.

India is militarising the outer space and this progress will disturb the fragile strategic equation of South Asia. :(( :(( The militarisation of space involves utilisation of peaceful space technology for exploiting weapons on the ground and on the earth’s atmosphere with more accuracy. There is a dual nature of the peaceful application of space technology and a satellite guidance system meant for peaceful use can be incorporated into a missile programme for military purposes. Initially, India has always depended on the dual-use capability of satellite technologies for military and strategic purposes.

India successfully launched the first military satellite GSAT-7 in August 2013 with the ability to carry out wide network-centric operations and maritime domain awareness. Whereas in 2016, the Indian Space Research Organisation (ISRO) launched the seventh and final satellite to complete its own Regional Navigation Satellite System (IRNSS) which will be called Navigation with Indian Constellation (Navic). Several Indian sources confirmed that the main objective of the system is military use and the chief beneficiary of this system will be the Indian military.

The navigation system will offer an encrypted service for the Indian military and agencies. Along with Navic, India is already working on the fourth generation GSAT dedicated military communication satellites. It will connect all three domains that are sea-based assets (warships, nuclear submarines and aircraft carriers), land-based assets (troops formation, conventional war tech, ballistic and cruise missiles) and air force assets (combat aircraft). The Indian progression in space is reinforcing a belief within New Delhi’s policy pundits to exploit sub-conventional military options under the nuclear umbrella such as the Cold Start doctrine.

India intensified the war from space by launching record-breaking 104 satellites from a single rocket (PSLV-C37). This technological feat was a demonstration of potential Multiple Independently Targetable Reentry Vehicle (MIRV) capability :(( :(( because PSLV rocket can be used as a missile to carry nuclear warheads to target locations. There are reports that India is planning to induct an ICBM missile (Agni-VI) into its armed forces with the capability of carrying MIRV, which can hit the targets up to 6,000 km.

Interestingly, the payload of Agni-VI is almost the same as satellite payload carried by the ISRO’s much larger and heavier Global Satellite Launch Vehicle (GSLV). This fact evidently demonstrates that the very foundation of Indian missile is the space launch vehicle technology delivered to it by countries like the US, Russia, France and Germany at different times under the rubric of peaceful scientific development. :(( :((
Bakistan should be compensated with same technology to maintain strategic balance

In the last decade, India has ramped up the pace of space modernisation and the driving force is the Indo-US nuclear deal of 2005. In 2005, when the US and India were involved in constructing closer ties in space exploration and satellite navigation, there were reliable reports that Indian scientists were attempting to develop an ICBM. The deal started to create new avenues for India with regard to technology transfer. The emerging space-related cooperation between the US and India has started to help in improving the efficiency of latter’s missile capabilities. Moreover, India’s inclusion into the Missile Technology Control Regime (MTCR) last year has enabled technological development with significant military implications. :((

The status acquired by India in MTCR has already generated noticeable benefits for India, especially in the context of producing BrahMos cruise missile. Under the shed of MTCR, now it is easy for India to import “high-end, dual-use technology” from other MTCR members, a benefit Pakistan and China do not have. :(( :(( The membership of MTCR has scaled down the level of scrutiny on the Indian space programme because the guidelines of MTCR are not designed to impede national space programmes or international cooperation.

The militarisation of space by India is already posing security challenges for its nuclear-armed neighbours while strengthening the Indian battlefield strategy, robust system for location identification and navigational support. :(( :(( The Indian defence ministry has already hinted that space warfare is a priority area till 2025 under the “technology perspective and capability roadmap”. The offensive military posture coupled with international cooperation in modernising India’s space programme will have a negative impact on the regional strategic stability.

Will Neelum-Jhelum project get operational by March 23?

ISLAMABAD: In a major setback the much-touted Rs500.343 billion Neelum-Jhelum hydropower project with capacity to generate 969MW may not be able to come on stream even in the third week of March as the retaining wall of its rock filled dam has got shifted from its original position.

The faulty design has led to the shifting of the retaining wall of the dam, a top source told The News while referring to viewpoint of the contractor of the project about this ugly happening. Confirmed by three top officials of Wapda and Neelum-Jhelum Hydropower Company, the project is going to be delayed by June-July and it will not be possible to have electricity from the project in March.

And more importantly, the C-I tunnel will take 3-4 months more to get ready as concrete lining of the tunnel is still under construction and the communication system between the three sites C-1, C-2 and C-3 is yet to be established; so far mobile phones are being used to maintain the connectivity between the officials working on the three sites.

However, Wapda Chairman Gen Muzzammil Hussain (retd) emphatically denied any damage to the retaining wall of the dam saying that some vested interests want the delay of the project, but it will come on stream in March, this year with first turbine generating electricity. To a question on delay in C-1 tunnel, he brushed aside the impression saying: “We have entered the phase of fine tuning of everything in the project”.

When contacted, the CEO of the NJHPC Brig Zarin (R) said when retaining wall of the dam was loaded to design height 1017 meter, a slight movement was observed 18mm in top slab by end November 2017. Mitigation measures were taken and 90 percent work on it was completed. He said it is usual in dams when loaded and was in no way affecting our schedule. He stressed claiming that the first turbine of 242 MW will start generating electricity on March 23.

About the C-1 tunnel, he said when we removed ventilation system some 48 km long, we faced ventilation problem at C-1 tunnel which was foreseen, so we took timely remedial measures. As far as concrete lining is concerned, he said yes the concrete lining is under way and to this effect 9 meter concreting is left at C-1 which is last pour and it will take another two days to get finished.

The pressurisation of waterway system from tail end is in progress since January 5 as planned. However, after concrete lining, the uphill task of cleaning the tunnel will get started. About the communication system between the three sites, he admitted that the state-of-the-art system based on latest fibre optic is being laid down and to this effect the contractor has started its work and hopefully the system will be installed by May. However, the unit control panels have also been established for communication purposes.

After the new management has taken over the project, it managed to get the extension of one year by January 31, 2018 to complete the project. The new management first expelled William Bobbs—the consultant and then fired the second consultant Mr Peter. The experts are saying that their expulsion has exposed the new management to delaying of the project.

Collection of unjustified signature bonuses: LPG becomes 20 times costlier than natural gas

ISLAMABAD: The LPG once used to be known as poor’s fuel is now available 20 times more costly than the natural gas price and to this effect the signature bonus collected by LPG producers has also emerged as main cause in the mammoth hike of product’s price.

This has been stated in the official letter of Noor LPG Company Limited written on January 23, 2018 to Ogra unfolding that there is no mention of signature bonus or premium in the LPG policy approved by Council of Common Interests (CCI) but public sector LPG producers are making illegal mammoth money in the name of unjustified signature bonuses.

The letter of Noor LPG Company also reveals that the notified, Base-Stock price fully covers the cost of the LPG producers as well as its profit margins. “The signature bonus is unearned and unjustified income of the producer over and above the legitimate price allowed to them.”

However, Pakistan’s largest public sector producers of LPG are hell bent upon collecting the billions of rupees under the head of signature bonus and to this effect they appear to have begun a tug of war with the Lahore High Court in a bid to collect billions of rupees as ‘signature bonus’ before it is determined whether the bonus can be lawfully collected under the CCI-approved LPG Policy of 2016. The Lahore High Court (LHC) had ordered OGDCL and PPL to refrain from finalising auctions of LPG in two orders passed at the admission stage of proceedings initiated against OGDCL on 29th November, 2017 and against PPL on 11th January, 2018.

According to documents obtained by this correspondent, both producers exceeded their mandate under the earlier court orders thus compelling Justice Shahid Jamil Khan to stop all auctions of LPG on January 25, 2018.

Interestingly, while the LHC hears the cases to decide if producers are legally entitled to receipt of signature bonus, the two producers have gone on to collectively require deposit of signature bonuses totaling 2.433 billion in the two bids that were carried out in violation of the restraint orders of the LHC. Sources in OGDCL confirmed that they had asked for payment of signature bonuses after they were ordered not to finalise the auctions. These auctions pertain to five-year supply agreements and are thus likely to defeat ceiling on producer prices, not for a short term but over five years even if the courts declare charge of signature bonus unlawful. OGDCL and PPL have also advertised auction of their respective production at Nashpa field in the KP, in addition to the two auctions concerning production at Adhi and KPD where bids have already been received.

At the present rate, signature bonus expected to be received in violation of the CCI approved policy will be in excess of five billion rupees. “None of the respondents could satisfy the court whether in absence of notification of price fixation, auction in question could be undertaken,” noted order of Justice Shahid Jamil Khan on January 25, 2018.

“Till next date, the orders for grant of temporary relief are amended. Status quo shall be maintained regarding auction of LPG till the next date of hearing and the auctions which have been completed shall not be executed,” Justice Shahid Jamil Khan ordered.

Interestingly, industry experts say, the producers continue to use the signature bonus term incorrectly to charge for their LPG a price that far exceeds the maximum they are legally entitled to receive. Experts say that signature bonus is a mechanism used for grant of concessions, rather than sale of oil or gas as being used by public sector producers to avoid and defeat the regulatory regime prohibiting sale at a price exceeding maximum price.

The litigation between some LPG marketing companies and the two public sector giants revolves around the changed regulatory regime under the LPG production and distribution policy approved by CCI, the highest policy making body that brings together representatives of the federation and the four provinces.

The litigating marketing companies have invoked the constitutional jurisdiction of the high court to seek orders declaring the past practice of producers charging tens of millions in signature bonuses as a pre-requisite for sale of LPG. On the other hand, producers defend the practice by stating that signature bonus was permitted under the previous policy, where no cap was placed on LPG producer price, and was adjudges as such by the LHC in a judgment rendered by Justice Ayesha Malik.

The record of the litigation has brought to light some interesting aspects of the LPG industry, including the fact of CCI having prohibited sale of LPG by producers at a price higher than that notified by the Petroleum Division of the Ministry and Oil & Gas Regulatory Authority (Ogra) as far back as February 2016. The said decision was never implemented in the nearly two years since on the pretext that Ogra had not notified prices of LPG. As a direct consequence of such delay in the enforcement of the policy, producers have benefited by close to 5 billion rupees in the period since CCI decision to place a ceiling on LPG prices charged by the producers.

Irfan Khokhar, Chairman of LPG Distribution Association also gave his mind to the issue of signature bonus saying it is not only unjustified but has also been part of the price owing to which the LPG price for end consumers has increased. He did not stop here rather said that signature bonus is not less than a ‘Jagga Tax’ but it is a tool being used by LPG producers to illegally fleece the consumers.

Khokhar went on to say that the local LPG production cost stands at Rs63 per kg, but the import cost hovers in the range of Rs95-100 kg, but the local LPG is being charged from the poor consumers at the rate of imported price.

CJP summons all CJs to discuss CPEC

ISLAMABAD: The Chief Justice of Pakistan, Mian Saqib Nisar, on Tuesday summoned a meeting of chief justices of all the high courts so as to develop a mechanism in dealing with legal disputes with regard to the China-Pakistan Economic Corridor (CPEC). He said that he was inviting all the chief justices for addressing CPEC related litigation for a meeting on Saturday in Islamabad. I am sure that ALL the CPEC - OBOR Projects have the Clause "Arbitration Beijing. Chinese Law to Apply!"

Meanwhile, the Supreme Court of Pakistan on Tuesday imposed a fine on the Punjab government for failing to submit a report regarding the scale of water utilisation from a pond in the Katas Raj temple through sub-soil wells by nearby cement factories in a suo motu case.

A three-member bench of the apex court, headed by Chief Justice Mian Saqib Nisar and comprising Justice Umar Ata Bandial and Justice Ijaz Ul Ahsan, imposed Rs100,000 fine on the provincial government for not complying with its directive given on December 13, 2017 regarding the report.

The court had taken up the case based on reports that the Katas Raj temple complex pond was drying up because the cement factories nearby were drawing a huge amount of water through a number of sub-soil wells.

During the course of proceedings, the chief justice remarked that the pond and the temple at Katas Raj needed to be restored. He remarked that the court wanted to resolve the matter as the water in the pond was decreasing due to use by the cement factories, which should make other arrangements.


The chief justice observed that the cement factories could continue to use the pond water for a certain time period, but they should make alternative arrangements as the SC would order closure of the tubewells. He ordered the factories to give the court a time-line for making alternate arrangements.

Without mentioning Pakistan, Trump says ‘US aid for friends only’ in first SOTU address

WASHINGTON: Without naming Pakistan in his first State of the Union address Tuesday, US President Donald Trump said that in future foreign-assistance will only go to America's friends.

The president made no mention of Pakistan in his speech but discussed Afghanistan imbroglio in detail saying ‘our military is no longer undermined by artificial timelines, and we no longer tell our enemies our plans’.

Just hours before the Trump’s address, Pakistan disclosed that ‘27 individuals suspected of belonging to TTA (Tehreek-e-Taliban Afghanistan) & HN (Haqqani Network) have been handed over to Afghanistan in November 2017’.

Without giving further details, the FO spokesman Dr Mohammad Faisal stated that Pakistan continues to push any suspected TTA & HN elements to prevent them from using our soil for any terrorist activity in Afghanistan.

The ties between the two allies hit rock bottom earlier this month when Trump accused Islamabad of ‘lies and deciet’ despite ‘receiving billion of dollars in aid’.

In his SOTU address to Congress and the nation, he also announced to keep the Guantanamo Bay prison open. He said: ‘I just signed an order directing Secretary Mattis to reexamine our military detention policy, and to keep open the detention facilities at Guantanamo Bay.’ Our warriors in Afghanistan also have new rules of engagement, he added.

- Challenge from Russia and China -

Trump used his biggest stage to warn of the nuclear threat from North Korea, as fears grow again in Washington that conflict may be looming.

In recent weeks, US officials have laid the groundwork for a pivot to strategies for a world of renewed great power competition with the likes of Russia and China.

Trump described Moscow and Beijing as challenging "our interests, our economy, and our values." But he saved his harshest words for Iran and North Korea.

"North Korea´s reckless pursuit of nuclear missiles could very soon threaten our homeland," he warned, implying he has a narrow window to respond to Pyongyang´s ambition.

"We are waging a campaign of maximum pressure to prevent that from ever happening."

Singling out Iran and North Korea -- which along with Iraq formed his predecessor George W. Bush´s "Axis of Evil" -- seemed calculated to raise the specter of new conflicts.

It came as a respected Korea expert, tipped to become Trump´s ambassador to Seoul, revealed he had dropped out of the running and criticized the idea of a pre-emptive strike.

Secretary of State Rex Tillerson and Defense Secretary Jim Mattis have been pushing a diplomatic strategy to convince North Korean leader Kim Jong-Un to come to the table and negotiate away his nuclear arms.

But other senior figures have reportedly endorsed the idea of a "bloody nose" strike to damage Kim´s nuclear sector and show the US means business, hopefully without provoking a wider war.

Victor Cha, a senior adviser at the Center for Strategic and International studies and until Tuesday a candidate for US ambassador to Seoul, rejected this in the Washington Post.

"A strike (even a large one) would only delay North Korea´s missile-building and nuclear programs, which are buried in deep, unknown places impenetrable to bunker-busting bombs," he wrote.

- Complacency and concessions -

"A strike also would not stem the threat of proliferation but rather exacerbate it," he added, warning that Kim might try to sell nuclear weapons to "bad actors" for money or revenge.

Cha also pointed out that millions of South Koreans and tens of thousands of American expats and troops would be at immediate risk of a North Korean counterstrike.

"The president would be putting at risk an American population the size of a medium-size US city... on the assumption that a crazy and undeterrable dictator will be rationally cowed by a demonstration of US kinetic power," Cha wrote.

According to the Post, Cha´s refusal to entertain the idea of a pre-emptive strike cost him his ambassadorship, and Trump´s speech suggested he was in no mood for compromise.

"Past experience has taught us that complacency and concessions only invite aggression and provocation," he declared.

"We need only look at the depraved character of the North Korean regime to understand the nature of the nuclear threat it could pose to America and to our allies."

Trump also upped the ante in his stand-off with Iran, vowing US support for street protests against Tehran´s clerical regime.

And again he compared himself favorably to his predecessor Barack Obama, suggesting that it had been a mistake not to back the failed 2009 Green Revolution in Iran.

"When the people of Iran rose up against the crimes of their corrupt dictatorship, I did not stay silent," he declared.

"America stands with the people of Iran in their courageous struggle for freedom," he promised, to applause from assembled lawmakers.

The president also highlighted gains made against Daesh in Iraq and Syria, while warning that "there is much more work to be done" in the war against the jihadists.

India should join BRI, says Chinese expert

SINGAPORE: India should leave its bilateral disputes with China aside and join the Beijing-backed Belt and Road Initiative (BRI), a Chinese scholar has said.

"We will keep the door open on India's participation in the BRI. China has repeatedly extended invitations to India to be part of the BRI," said Associate Professor Huang Yunsong, Associate Dean, Sichuan University School of International Studies.

"But India is not interested in BRI at this stage," he told PTI after addressing a BRI symposium in Singapore on Monday.

He pointed out the number of disputes between China and India, but stressed these should not be used against the BRI.

Touted as Chinese President Xi Jinping's ambitious project, the One Belt One Road initiative focuses on improving connectivity and cooperation among Asian countries, Africa, China and Europe.

The BRI also included the China-Pakistan Economic Corridor (CPEC) which India opposed as it goes through Pakistan-occupied Kashmir.

"There are a lot of issues between India-China since 1947, such as the China Pakistan relationship," he said. Among others issues, there were growing trade imbalance between the two countries, Dokalam border situation, Tibet and Dalai Lama, he pointed out.

"China has an agreement with Pakistan that it will not back any side in their (disputed) claims on Kashmir. It is between Pakistan and India," stressed Huang who is well versed on China-South Asia issues.

But he also noted the positive points, for India and China having agreed to work on border disputes at its own pace while taking a more cooperative approach in pursuing economic activities between the two countries.

He called on India to offer more favourable terms for Chinese investments as a way forward to manage the trade deficit.Thereby China will end up owning and controlling Indian Industry!

According to figures, India's trade deficit with China was $51.08 billion in 2016-17.India should start curtailing Chinese Origin Imports and reduce its Trade Deficit with China.

Huang also called for removal of tax-based restriction on exports of Indian iron ore and cotton to China.

"India should remove restrictions on Iron ore and cotton for export to China. China may allow pharmaceutical imports," said Huang, who is also the Coordinator, Centre for South Asian Studies at Sichuan University of China. In return China will Arm and Supply Terroristan so that Terroristan can continue its Terrorist Activities in India.

ISLAMABAD: In a rare admission, the government has confessed before the National Assembly that Pakistan’s external debt bearing capacity has deteriorated further last year, as except one all external debt sustainability indicators have weakened.

A video showing a senior lawmaker apparently groping a minor girl sparked widespread anger on social media on Wednesday evening after it was circulated by at least one Facebook page, with many viewers tying it to recent cases of child abuse which have shaken the nation.

The lawmaker in question has been identified by Dawn.com as PML-N Senator Nisar Muhammad, who hails from Khyber Pakhtunkhwa and is a member of Senate Standing Committee on Human Rights.
