Another "Ummah Brother" Being Lured Into Purchasing The J-17 Fighter Jet

Will Malaysia Buy Pakistan’s JF-17 Fighter Jet?
Pakistan and Malaysia are purportedly engaged in preliminary talks over the possible procurement of an unknown number of Pakistan Aeronautical Complex/Chengdu Aerospace Corporation (PAC/CAC) JF-17 “Thunder” multirole fighter jets, a PAC official told IHS Jane’s at the Defense Services Asia (DSA) 2018 exhibition in Kuala Lumpur on April 16. As far as this "product" is concerned it is a 100% Chini- maal . The "Diplomat" is in error by referring it as "Pakistan's JF - 17 Fighter Jet" . Pakiland's contribution, (if any) is probably confined to an assemble plus paint job at its ( Kamra? ) Aeronautical Complex near Isloo. Pakistan is in a habit of claiming credit, where credit is obviously not due . A country that has failed to make ( after 71 years !) a 100% locally made bicycle, motor cycle, safety pin, scissors, car and other basic consumer items, should not be allowed to claim credit for this super-sonic fighter jet . And the Chinis, who by their very nature , are not "comfortable" in marketing this product , are using the "Ummah advantage" of the Pakis - with the Malaysians to make a successful sale . IMO, the same tactic was used to pitch the product ( successful or not successful ) to other Ummah nations such as Saudia, UAE and Nigeria :mrgreen:
“We are aware of the potential requirements in Malaysia for cost-effective fighter aircraft,” the PAC official said. “There have been no serious talks but through government-to-government channels there have been what we can describe as primary level talks about the JF-17 program.” Sometimes the "soft sale approach" is the better option. :D
Malaysia purportedly expressed interested in the JF-17 in 2015. However, reports that the Royal Malaysian Air Force (RMAF) was considering purchasing the aircraft were quickly publicly denied by the Malaysian defense ministry at the time. So, if one reads between the lines, it means that the Malays are not fully convinced about the claims of the product and may also be considering other options . :mrgreen:
The RMAF initially intended to procure 18 new fighter jets to replace aging Mig-29 combat aircraft and supplement its fleet of twin-engine F/A-18D and Su-30MKM fighter jets. However, the acquisition program was shelved due to budgetary constraints in 2017. Instead, the RMAF has reportedly been considering cheaper lightweight multirole fighters with a number of countries already positioning themselves for a future competitive bidding process. Next to Sweden’s JAS-39C/D Gripen, China’s J-10, and Russia’s Mig-35, the JF-17 would likely be the cheapest option for the RMAF.
“Powered by a Russian designed but Chinese license-built Klimov RD-93 (a RD-33 derivative) turbofan engine, [the JF-17] can reportedly reach a top speed of up to Mach 1.6 and has an operational range of up to 1,200 kilometers without refueling,” I explained in previously. The fighter jet, featuring seven hardpoints, can be armed with a variety of weapons including air-to-air, air-to-surface, and anti-ship missiles.What perhaps could make the JF-17 particularly attractive to the RMAF is that its engine is also in use in the Mig-29 and for which the service already has repair and maintenance facilities in place. This would further reduce overall operational cost of the new aircraft for the cash-strapped Malaysian military. This is just the beginning . May or may not pan out !

The regulatory authority has also asked Channel 5 to run an apology during prime time transmission on April 19, 2018. Shows the Power Of PEMRA in Pakiland !
According to a statement issued by Pemra, the authority had issued a show cause notice to Channel 5 on April 13 asking it to submit a reply and appear before it within three days time.
After hearing the channel’s explanation, the regulatory authority on Tuesday slapped a three-month ban on the programme and further informed the channel administration that in case of any further violation their licence will be cancelled.

Falijee, In 1992, Pakistan was about to face US nuclear sanctions due to the revelation of their nuke threats to India in the years before.

Then the US ambassador proposed to the Pakis to send UN peacekeepers in Somalia to gain good favor of US to stave of the sanctions.

The Pakis being Pakis agreed and once in Somalia did overreach by going after Aideed forces.

They got trapped in Mogadishu and the US sent their troops to rescue them.
And that led to Black Hawk down.

The then US SOD had to resign for not sending tanks to support the US troops there as part of peace keeping.

Who knew you need tanks to rescue Pakis in a peacekeeping mission?

So, Ramana-ji , one set of Pakis - "The Peacekeepers" were " in bed with Massa" fighting the Somali Rebels. While the other Paki - ISI sent man ie Azhar of Jaish , was on a mission to fight Massa . As said many times here ( Pakis ) Covering "both sides of the fence" ( Cheen and Massa for eg ) or as with Mush - assuring Massa of support - and in bed with Taliban - "speaking with both sides of the mouth" as one would say. :mrgreen:

A new civil rights movement in Pakistan is galvanizing a rapidly growing following among the country’s ethnic Pashtun minority by doing the nearly unthinkable: openly accusing the powerful and popular Pakistani military establishment of being “oppressors” who kill or whisk away Pashtuns by the thousands.

Counting hundreds of thousands of supporters in just its third month, the Pashtun movement has wielded the pictures and names of dead family members — along with the chant “What kind of freedom is this?” — as an indictment of unchecked military authority. From its start, the movement has been haunted by the question of how long the security forces would tolerate it before cracking down.

That time may be coming, many fear.

Despite its largest rally yet, a demonstration of tens of thousands in the northern city of Peshawar on April 8, the movement has labored under an only rarely interrupted media blackout. Interviews with editors and reporters at several outlets detailed pressure to avoid covering the Pashtun movement as an unmistakable sign that both the demonstrators and the press are facing a new level of threat from the military.

The country’s army chief, Gen. Qamar Javed Bajwa, ominously suggested at a public event last week that “engineered protests” threatened to reverse counterterrorism efforts by the military in recent years.

That military campaign, centered on operations against the Pakistani Taliban and some other militants in the country’s northwestern region — where most of the country’s Pashtuns live — has been credited with a drastic drop in terrorist attacks. It has greatly bolstered the military’s popularity, and tipped the balance of authority over the country’s institutions toward the army.

It has also led to the feeling that many of the country’s Pashtun population centers have been under functional occupation by the security forces. Using an alternative system of military counterterrorism courts along with an extensive network of covert jails, security and intelligence officers wield life-or-death power — often instantly — over the Pakistani region known as the Federally Administered Tribal Areas, a leftover from the British colonial system.

The new Pashtun rights movement — which is known by the initials P.T.M., from words that translate as Pashtun Protection Movement — is the product of years of outrage over the security forces’ power. It caught spark after the killing of a small group of Pashtun men, including an aspiring model named Naqeebullah Mehsud who was originally from the tribal areas, by police officers in Karachi in January. The officers have been accused of staging a fake shootout to cover up an extrajudicial killing spree.

Under the leadership of a young activist, Manzoor Pashteen, 26, the P.T.M. has evoked deep emotion from Pashtuns in Pakistan and Afghanistan, as well as overseas.

Mr. Pashteen and his allies say that Pashtuns, who make up about 15 percent of Pakistan’s population of some 204 million, have endured countless human rights violations, from disappearances to forced evictions. At rallies, women clutch pictures of sons they say were hauled off by security officials, never to be seen again.

Mr. Pashteen says that from the start, the movement has faced hostility from the military and its agencies, and is increasingly the subject of propaganda and social media campaigns engineered by supporters of the security forces.

“We’ve spent these two months enduring accusation after accusation, that we’re foreign agents and working on behalf of some other group,” he said Monday in an interview. “All we can do is try to take the moral high ground. We know our first mistake will be our last.”

Another leader of the movement, Mohsin Dawar, was equally stark about the risks of open protest against the military: “Speaking about the army like this in Pakistan is suicide.”

At the protest in Peshawar on April 8, Mr. Pashteen condemned the military and its agents as “oppressors” and called for the end of curfews and army checkpoints in the tribal areas.

Though the demonstration drew tens of thousands of Pashtun marchers from all over the country, its coverage on local television news media was next to absent, and only a smattering of Pakistani newspapers covered the event.

Pakistan’s military establishment enjoys huge popularity, and has been increasingly flexing its power over civilian institutions.

Then, three columns about the movement that were published by The News International, one of Pakistan’s biggest English-language news outlets, disappeared Sunday from its website not long after being posted.

Interviews with newspaper editors and writers — many of whom spoke on condition of anonymity out of fear of the military’s reaction — portrayed an atmosphere in which reporting on the Pashtun movement was widely being seen as a red line for the country’s security establishment.

The journalists described the main factors in keeping the movement out of the news as a combination of direct warnings from military officials or their go-betweens and self-censorship in order to avoid being shut down.

In recent weeks, the country’s biggest news channel, Geo TV, has been run off the air by cable operators who are broadly seen here as under threat from a military establishment that has increasingly been flexing its authority over civilian institutions.

“A lot of this is self-censorship, but you can’t ask individual journalists to be crusaders for free expression,” said Saroop Ijaz, a representative for the advocacy group Human Rights Watch in Pakistan. “Now that the state has demonstrated its power against Geo, you have a chilling effect. They’ve set a precedent for blatant censorship.”

Khan Zaman Kakar, an anthropologist and P.T.M. activist, was among those whose columns were abruptly removed from The News International. “My column went to print in the Sunday paper, then disappeared from the site around midday,” he said. “Then I received a call from my editor saying it wasn’t a technical issue.”

Mr. Kakar said he could read between the lines and wasn’t surprised that his column was censored: “I knew when I submitted it that it touches an issue the state does not want.”

Many journalists described coming under immense pressure to keep the Pashtun movement out of the headlines.

“What’s happening now is far more detailed and micromanaged as compared with the past,” said Talat Hussein, a senior broadcast journalist and talk-show host. “It makes the current crackdown deadly and disturbing,” he added, because there are no avenues for recourse.

Mr. Dawar, one of the movement’s lead activists, said the censorship was sad, but not surprising. “We were actually surprised that the columns ran in the first place,” he said. “Most publications are reluctant to cover any issues against the military.”

He said social media had allowed the movement to gain supporters, as well as sympathetic international audiences. “Electronic media, print media — we don’t need them. The entire world is seeing it, and seeing it live,” Mr. Dawar said.

The movement’s founders are counting on the idea that the world is watching as they continue to defy the military.

“We have no option but to continue,” Mr. Pashteen said. “We are on the last possible option.”

Living in vanishing glory doesn't help Indian Muslims. In spite of impediments, they have to try to join mainstream Indian society

Since coming to power in 2014, the Bharatiya Janata Party (BJP) led by Prime Minister Modi, has extended its electoral gains across India. The BJP now rules 21 of India’s 29 states. The government receives high marks for its handling of the economy, foreign policy, technology, and infrastructure. Under Modi and the BJP, India’s rise as a global economic power offering an attractive consumer market, trade and investment opportunities continues. Barring a few negative blips on the human rights radar, India seems on course to fulfil its wish for a permanent seat on the UN Security Council.

Since independence, India has made steady progress towards building a more dynamic, decentralised and democratic society after its emergence from colonial rule and past statist policies. Unlike Pakistan, which has left its fate to Allah and the Army, India has made a concerted effort to stay on a democratic course. The much applauded 1991 economic reforms, initiated by the then Congress-led government, changed the Indian economy from a controlled state-driven model to a more open system. This transformation resulted in stable macroeconomic indicators and high growth for India.

Arguably, all democracies like India are never-ending works in progress, depending on the pace of political and economic openness. In response to popular demand, India has invested its economic gains more every year on education and health. As a result, literacy rates have improved significantly since the 1990’s. Consequently, India can now offer investors a healthier and better-educated workforce than ever before. Also, maternal and infant mortality rates have fallen with life expectancies increasing. However, challenges like poverty reduction and inequitable growth remain. Similar to other developing countries, India has to put in a large slice of its growing Gross Domestic Product (GDP) to eradicate poverty and address income inequality.

Clearly, Hindutva groups act against India’s time honoured traditions of tolerance, democracy, and secularism. Given its diversity, India is in the rare position to show the world that all groups and religions have equal claims on the Indian state and culture

The twin pillars of economic prosperity and Hindu nationalism drive Modi’s appeal among voters. Based on recent polls, Modi’s hasn’t disappointed; his popularity remains high. As a strong and decisive leader, he enjoys near godlike status among his supporters. Modi’s incorruptibility, austere lifestyle, self-discipline and self-sufficiency are a welcome contrast to parasitic leaders in many developing countries. Overall, the BJP and even opposition supporters express satisfaction with the direction of the economy, and the country. Overall, the majority of Indians like the way things are going in the country. The positive assessment of India’s direction has nearly doubled since 2014.Once a pariah in the west due to his alleged culpability in the deadly anti-Muslim riots in his home state of Gujarat in 2002, Modi now enjoys a red carpet welcome in major world capitals.

Still, there are frequent accusations from critics that the Modi and BJP upswing is turning into an exclusive Hindu juggernaut. The violent actions of fringe Hindu nationalist groups against vulnerable minorities, particularly Muslims, leaves Modi and the BJP open to criticism. Detractors label Modi, a nationalist bigot and an architect of hate, and accuse the BJP of playing the majoritarian Hindu card. Clearly, Hindutva groups act against India’s time honoured traditions of tolerance, democracy, and secularism. Given its diversity, India is in the rare position to show the world that all groups and religions have equal claims on the Indian state and culture. Progress on this admirable objective would further strengthen Indian democracy, serving as an example for neighbouring countries.

However, the Muslim minority can’t blame the Hindu majority for all its ills. The educational, economic and social backwardness of the Muslim community is rooted in myopic leadership and flawed priorities. Muslims constitute around 14% of the Indian population of 1.3 billion yet have negligible representation in the country’s political and economic spheres. Muslims have also fared poorly on most economic and social indicators, including per capita income, monthly per capita consumption expenditure, and access to health, education and basic services. Living in vanished glories doesn’t help Indian Muslims. In spite of impediments, they have to try to join the mainstream of Indian society. Availing educational opportunities, seeking economic advancement and increasing political participation are the only wise choices for Muslims. Reliance on state quotas and handouts isn’t the way forward. If denied their fundamental rights, they can depend on the safeguards available in the Indian constitution.

In general, the Indian electorate’s trust in Modi seems to be paying off. He is undertaking difficult reforms and providing firm leadership that the country requires. Going forward, the Modi government has ambitious plans to improve national connectivity through integrated initiatives involving new ports, expressways, railways, waterways and civil aviation. Moreover, the government expects farmers to benefit from a new crop insurance scheme and a range of marketing reforms intended to increase farm incomes. The government’s introduction of the goods and services tax (GST) and also its crackdown on black money could have long-term benefits for the economy and society. Taken as a whole, the impact of these government plans and others could sway voters and determine the outcome of the 2019 general elections.

Pakistan’s debt-to-GDP ratio to hit 15-year high

ISLAMABAD: Pakistan’s public debt in terms of total size of the economy is estimated to jump to a 15-year high of 70.1% by the end of PML-N government’s tenure, exposing the country to many risks and giving less room for human development spending.

The Ministry of Finance finally acknowledged before the federal cabinet on Tuesday that the public debt-to-gross domestic product (GDP) ratio was estimated to peak at 70.1% by the end of fiscal year 2017-18 in June.

The high ratio violates the Fiscal Responsibility and Debt Limitation (FRDL) Act of 2005.

Finance Secretary Arif Ahmad Khan gave a briefing on broader contours of the economy and the budget including the debt situation. In absolute terms, the public debt, which is a direct obligation of the finance ministry, will be Rs24 trillion by the end of June 2018.

The 70.1% debt-to-GDP ratio was 10.1 percentage points higher than the limit set by parliament and 20 percentage points higher than sustainable levels for developing countries like Pakistan.

This is the result of an expansionary fiscal policy, narrow tax base, failure to enhance exports and attract adequate foreign direct investment. Even Prime Minister Shahid Khaqan Abbasi had to say in the cabinet meeting that loans were not an alternative to sustained revenue and income streams.

However, borrowing has remained the most preferred choice for the PML-N during its five-year tenure that is ending in around one and a half month.

The 70.1% ratio was 8.7 percentage points or roughly Rs2.9-trillion higher than the level that former finance minister Ishaq Dar had vowed to achieve by June 2018. While presenting his last budget, Dar had committed to lowering the debt ratio to 61.4% by June 2018.

The 70.1% ratio had been the highest since fiscal year 2003-04 when it stood at 69.7%. Since then, the ratio had been on the wane, but it started increasing again in 2008-09. When the PML-N government came to power in 2013, the debt-to-GDP ratio was 64%, according to a central bank report.

In response to the worsening debt situation, a comprehensive debt burden reduction and management strategy was designed in 2001 with a view to bringing it within sustainable limits. This strategy, together with favourable macroeconomic developments, became effective in reducing the debt burden to below 60% of GDP during the tenure of General Pervez Musharraf.

Pakistan also got a major respite in 2002 when the Paris Club rescheduled the country’s external debt of $12.5 billion in return for becoming a frontline state in the war on terrorism.

Dar had twice amended the FRDL Act of 2005 to change goalposts after the debt kept on piling.

During the cabinet meeting, Special Assistant to Prime Minister on Revenue Haroon Akhtar Khan said deterioration of the debt situation had spoiled the government’s good story about the economy, cabinet sources told The Express Tribune.

Owing to the growing debt burden, in the next fiscal year the federal government will spend Rs1.607 trillion or 30.7% of its budget on debt servicing, which will provide little room for development spending.

Under the amended FRDL Act, the public debt-to-GDP ratio had to be brought down to 60% by the end of fiscal year 2017-18. The 70.1% ratio violated the law.


There were three key reasons for the high ratio which included about 10% depreciation of the rupee against the US dollar, higher-than-projected budget deficit and increasing cost of debt servicing, according to sources in the finance ministry. BALDERDASH & PIFFLE PAFFLE. IT IS THE DEFENCE SPENDING which in my opinion is at least US$ 25 Billion as Terroristan has nearly HALF THE DEFENCE CAPACITY AND MANPOWER AS INDIA!

Parliament had approved a budget deficit target of Rs1.479 trillion or 4.1% of GDP for the current fiscal year. But the finance ministry told the cabinet on Tuesday that the deficit would increase to Rs1.9 trillion or 5.5% of GDP.

Debt servicing cost will also go up to Rs1.436 trillion during the outgoing fiscal year against the budgeted Rs1.363 trillion.

For the next fiscal year, the cabinet has approved a lower debt-to-GDP ratio of 67.6%.

Government’s borrowing from the State Bank of Pakistan (SBP) for deficit financing has again crossed Rs1 trillion for the second consecutive year.

“The SBP has become complacent in distorting the debt market,” wrote former finance secretary Dr Waqar Masood Khan in a newspaper. He lashed out at the central bank for providing loans for budget financing.

“Nowhere do we hear SBP’s protests or warnings to the government for such unbridled access to financing,” he said, adding, “the whole situation is in violation of Section 9C of the State Bank Act 1956, which was previously considered by the SBP as life and death issues for its sovereignty and integrity of the financing system.”

The head of the commission on missing persons, Justice (r) Javed Iqbal, ( not sure if this "guy" is the grandson of Allama Iqbal :roll: ) significantly downplayed the role of the country’s military and intelligence agencies in “enforced disappearances” of Pashtun and Baloch people while briefing the National Assembly’s Standing Committee on Human Rights on Monday. Iqbal’s attempt to absolve Pakistan’s military-intelligence apparatus of its responsibility for missing persons was made against the backdrop of a growing anti-war movement in the country led by Pashtun youth.
During the briefing, Iqbal also accused foreign intelligence agencies of kidnapping people to defame Pakistan’s armed forces, but no evidence was provided to back up his assertion. In addition, he claimed that most of the cases of missing persons received by the commission have been resolved and that the majority of the people recovered or accounted for were found to be “pro-military.” Again, no evidence was given in defense of these claims. Iqbal also failed to acknowledge the security apparatus’ role in the kidnapping and detaining of journalists, activists and political dissidents. For all intent and purposes, this retired "my laard", is doing the "dirty work" of the Deep State , just like his "co-worker", the Suo Moto fame Saquib Nisar. Since Justice Iqbal took over as President in 2011, the Commission of Enquiry on Enforced Disappearances has failed to publish a single report. The commission received 868 new cases last year, more than either of the previous 2 years. According to Amina Masood Janjua, an artist and human rights activist whose husband was disappeared in 2005, Iqbal has consistently discouraged the families of missing persons from seeking justice and has even implied that enforced disappearances are an effective means to deal with terrorism. He has obviously been "purchased in toto" by the Deep State !
Justice Iqbal’s mendacious defense of the army and intelligence agencies should come as no surprise in a country where the judiciary has a long history of supporting the military establishment and its anti-democratic maneuvers. In contrast, Pakistan’s judges tend to be much more confrontational when it comes to elected officials. True to form, in his comments on Monday, Iqbal blasted parliamentarians for failing to adequately address the missing persons issue while completely denying the role of the military-intelligence apparatus in human rights violations against oppressed ethnic groups. Another example of theBajwa PAJWA Doctrine at play here !
The unresolved issue of missing persons has been the main catalyst for an anti-war movement that has been gathering steam in the country since January. The movement began after the kidnapping and extrajudicial murder of Naqeebullah Mehsud, a Pashtun shopkeeper and aspiring model in Karachi who was not in any way associated with militant groups. Naqeebullah was murdered by the Sindh Police in an operation led by Rao Anwar, who was the Senior Superintendent of the Police at the time. After the authorities failed to apprehend Anwar, members of the Mehsud tribe began a long march from Dera Ismail Khan in the province of Khyber Pakhtunkhwa to the capital city of Islamabad. Recognizing that they share the same grievances, other tribes soon joined the march. The protesters were enthusiastically received upon their arrival in Islamabad, where a sit-in commenced which lasted for 10 days and was attended by thousands of supporters. And they are still awaiting the "promised justice" inspite of the "one on one meeting" Naqibullah's father had with General Pajwa in Waziristan !
Rao Anwar has since been apprehended, but young Pashtuns across the country are continuing their struggle. Their movement, which eventually adopted the name Pashtun Tahafuz (Protection) Movement (PTM), is led by Manzoor Pashteen, a 26-year-old member of the Mehsud tribe. The demands of the PTM are entirely legitimate. These include the recovery of 32,000 missing persons believed to have been kidnapped by the army; an end to state repression of Pashtuns, particularly in the tribal areas; the removal of army checkpoints where ordinary people are routinely humiliated; an end to discriminatory identification cards; and the clearing of landmines in tribal areas that have killed and injured scores of innocent people, including children. Pashteen's and PTM grievances have now "gone global". He has "lashed out" at the Paki Establishment in his recent interview with Massa's prestigious New York Tmes Newspaper (See Earlier Post !)
With the movement gaining momentum, some politicians have feigned support for the movement, including Bilawal Bhutto, Chairman of the Pakistan People’s Party (PPP). hroughout Pakistan’s history, the ruling elite has displayed a tendency to overreact to movements of oppressed ethnic groups, favoring repression over accommodation. This tendency has become more pronounced since Bengalis achieved independence from Pakistan, with assistance from New Delhi, following a months-long war in 1971. The state of Bangladesh was established after Bengalis endured decades of oppression and exploitation. The Pakistani military, in alliance with Islamic extremists, massacred hundreds of thousands of Bengali civilians before it was forced to surrender. An "East Pakistan" like uprising is not impossible here if a solution cannot be found within the "framework of Pakistan" !
As was the case with Bengalis, Pakistan’s military and civilian elites are attempting to portray the nascent movement of Pashtuns as a foreign plot. Under these circumstances, the recent support for the PTM expressed by Afghanistan’s puppet government could lend credence to this dubious narrative. The movement has also received enthusiastic coverage in the western media, much to the chagrin of Pakistan’s ruling establishment. The PTM would do well to distance itself from forces seeking to influence the movement in order to serve their own geo-political agendas. The PTM would also benefit from highlighting Washington’s role in destabilizing the region, to the detriment of Pashtuns on both sides of the Afghanistan-Pakistan border. Such an approach would dispel any notion that this powerful grassroots movement is “engineered.” The Paki Deep State and its supporters like "Jahil Zaid", see a RAA, NDS, or a CIA/Mossad Agent under any Paki Bed :mrgreen:

Defence, debt to eat up half of proposed Rs5.237 trillion budget for 2018-19

ISLAMABAD: The federal cabinet has approved an expansionary fiscal policy that offers little for development but gives away more than half of the estimated budget of Rs5.237 trillion for new fiscal year to meet the growing needs of defence as well as debt servicing.

The cabinet on Tuesday approved Rs1.1 trillion for regular defence budget and another Rs100 billion for Armed Forces Development Programme (AFDP) – a sum of Rs1.2 trillion that is equal to 23% of the proposed total budget of Rs5.237 trillion.

Another amount of Rs1.607 trillion or 30.7% of the proposed budget has been earmarked for debt serving. The original debt servicing cost in the outgoing fiscal year was Rs1.364 trillion which has now jacked by Rs243 billion or 17.8% for the next year.

“The defence and debt serving would consume 53.7% or Rs2.8 trillion out of Rs5.237 trillion,” a cabinet minister told The Express Tribune. The Rs5.237 trillion overall size of the budget is 10% or Rs484 billion higher than the previous year’s original budget approved by parliament in June last year.

In a special meeting, the cabinet approved the Budget Strategy Paper for fiscal year 2018-19, authorising a record budget deficit of Rs2.029 trillion that will be equal to 5.3% of the GDP. The government will borrow Rs2.029 trillion from domestic and external sources to bridge the budget deficit gap.

“The sustained income and revenue streams will benefit the country instead of obtaining loans,” said Prime Minister Shahid Khaqan Abbasi while chairing the meeting.

The record borrowings have remained a hallmark of the Pakistan Muslim League-Nawaz (PML-N) government during the past five years. The cabinet approved Rs4.435 trillion tax collection target for the Federal Board of Revenue (FBR).

The PM decided to increase the federal development budget to Rs800 billion against the finance ministry’s proposal of Rs750 billion for the next year.

The Rs800 billion is only 15.2% of the proposed budget which the government will unveil on April 27. But it is still Rs201 billion less than the outgoing fiscal year’s original development budget.

The government has opted for an expansionary fiscal policy ahead of the next general elections. But for the first time in five years, the outgoing government has tried to present relatively realistic budget figures, moving away from the policy of understating the expenditures at the time of the budget.

“For achieving a sustainable high economic growth rate, a little expansionary fiscal policy is required for next fiscal year,” said Adviser to PM on Finance Dr Miftah Ismail while talking to The Express Tribune. He said the economy should not be slowed down just because of fiscal tightening.

Defence

As against the original defence budget of Rs920 billion for the outgoing fiscal year, the cabinet on Tuesday approved Rs1.1 trillion for defence – an increase of almost 20%. However, it has revised upward the outgoing fiscal year’s defence budget to Rs998 billion after adjusting the impact of salary increase.

At Rs998 billion, the government has given 10.2% increase to the military which, according to Ismail, is an ordinary increase and in line with the increase in running the civilian government expenditures.

An additional Rs100 billion has been proposed for the Armed Forces Development Programme. On Monday, Ismail had said the defence budget would get a regular increase and there would be no extraordinary increase in the defence budget.

Civil expenditures

For running the civilian government, the federal cabinet approved Rs445 billion for the next fiscal year, which is up by Rs68 billion or 18% over the original budget for the outgoing fiscal year. However, the government has also revised upward the outgoing fiscal year’s budget for running the civilian government to Rs426 billion. At the revised budget, the increase is only Rs19 billion or 4.5%.

Pensions

For the first time, the finance ministry has upfront allocated Rs36 billion for covering the cost of increase in pay and pension. Sources said the government would give minimum 10% increase in salaries, 10% increase in pension to new retirees and 20% increase in pensions to old retirees.

Another main expense is on account of pension including military’s, as the cabinet approved Rs342 billion or 6.5% of the proposed budget under this head.

In the outgoing fiscal year, former finance minister Ishaq Dar had set aside Rs248 billion for pensions which the finance ministry has now revised upward to Rs320 billion.

Subsides, grants

For subsidies, the government has proposed Rs179 billion in the next budget which is up from Rs144 billion revised budget for the outgoing year. For grants and other expenditures, Rs624 billion has been proposed for the next year as against Rs550 billion original budget for the outgoing fiscal year. The net lending has been reduced from Rs123 billion to Rs78 billion for the next budget.

ISLAMABAD: Islamabad High Court remarked that that 90 percent of Islamabad Police is involved in crimes. ( IMO, The Hon My Laard, is erring on the conservative side. The true figure could well be "95-100% involved in crime " ) Justice Shoukat Aziz Siddiqui heard the case regarding increase in number of crimes in the federal capital. Inspector General of capital police and SSP Islamabad appeared in the hearing. The judge remarked that drugs are recovered from the police officers.“A police officer looks like spectators if he wears a chain and wears boski suit,” he remarked.Siddiqui commented the policemen also harass female police officers. “Such police officers should have been shot dead if the law permits,” he added. :roll: He should "push for such laws". The precedents are all there - in Saudia and Iran, also ruled under Sharia :D
The judge went on to say that policemen are also involved in supplying liquor. ( if the police, for example, are supplying "foreign sharab" to to their clients (eg judiciary fraternity ) , Siddiqui can do nothing about it ! :mrgreen: ) The inspector general :roll: ( what does he "inspect" . All such British era titles should be deemed UnIslamic . Consult the Saudi Religious Police ASAP for proper Arabic Terminology :!: ) assured the court that he will make efforts to rid police force of such elements. “I will not get disheartened if I am sacked from duty from the service,” he continued. The hearing of the case was adjourned for 15 days.
PS: Siddiqui is well known in Paki legal circles as THE JUDGE, who has decided to go on a witch hunt against the "poor Ahmedis" and has made life for the Ahmedis of Pakiland, a living hell :mrgreen:

This is yellow journalism at its worst. Did anyone bother to actually open and see the link. The university hasn't 'banned' Urdu. The vice-chancellor has merely asked for the sign-boards in the university to be written in English and Sindhi. While this can be criticized as something good or bad on its own. It most certainly can't be called "banning" Urdu at the university.Shame on the channel, the poster, and everyone who jumped on the bandwagon for misleading everyone.
