Joseph Hall and the truth about diplomatic immunity

Diplomatic protection may be absolute but diplomats cannot disregard local laws
Pakistan is probably one of the countries where Vienna Conventions on Diplomatic and Consular Relations are most often discussed and quite often the discourse is misinformed.
The issue once again became the center of public debate when an Islamabad-based US diplomat Colonel Joseph Emanuel Hall, working as defense and air attaché at the US Embassy, violated a traffic signal and hit a motorbike at an intersection in the federal capital resulting in the death of the rider Atiq Baig, 22, and injuries to Raheel, who was accompanying rider
The diplomat was taken to a local police station, but later released after he claimed diplomatic immunity. The diplomat did enjoy immunity so we were mercifully spared the debate over whether or not he was entitled to it, but even then we had a range of stories from the diplomat’s attempt to flee the country being foiled by Islamabad Police, to a move for putting him on Exit Control List, and more lately an assertion that his immunity does not prevent a trial.
Much of this is happening not because people do not understand the concept of immunity provided by Vienna Convention on Diplomatic Relations (VCDR), which is applicable in this particular case – those in other countries may not either be having a better understanding of one of the oldest concepts of international law that dates back to ancient Greek and Roman governments – but it is due to its poor interpretation by officials and over-enthusiastic journalists, who are too keen to get a new angle into the story.
Dawn newspaper quoted a senior police official as saying, “A case was registered for the crime and there is therefore no doubt that a trial will be conducted. The diplomat has immunity regarding arrest and detention, but not against trial.”
That is in any case a very narrow view of VCDR. The immunities are listed in Articles 29 to 35 of VCDR and one of those Articles states that, “A diplomatic agent shall enjoy immunity from the criminal jurisdiction of the receiving State.” Criminal jurisdiction means the power of courts to hear a case brought by a state accusing a defendant of the commission of a crime. This immunity is absolute, except for the qualifications mentioned in Article 31 of VCDR.
Therefore, it would be wrong to suggest that the trial is set to start. It creates wrong expectations among the people. Pakistan has to respect the immunities enjoyed by the diplomats under the international law and ignoring them may complicate our external relations. Moreover, as the entire system of foreign relations is based on the principle of reciprocity any move violating the immunity may cause problems for our diplomats posted in other countries, if they were to fall in a similar situation
Pakistan has a case here. To quote the Interior Minister Ahsan Iqbal, “visibly traffic law was violated resulting in death of a Pakistani citizen.” Foreign Office must not shy away from seeking waiver of immunity and that is the way forward in the case.
In case the US Embassy refuses to waive the immunity, Pakistan would then be rightful in expelling the diplomat to express its displeasure.

The problem is that being "not India", Pakis can not follow the excellent example of India. When Rajmata could not become PM, she got MMS to bat for her. Miyan Saab needs some one to do a similar job for him in Pakistan, when he can not legally be the PM. It is not too late for him to take back MMS, restore his Pak citizenship and make him the PM of Pakland. He will make a great Pak PM.

ISLAMABAD: Army Chief Gen Qamar Javed Bajwa said on Saturday a “hybrid war” had been imposed on Pakistan to internally weaken it, but noted that the enemies ( who are the "enemies" here :roll: ) were failing to divide the country on the basis of ethnicity and other identities.
“Our enemies know that they cannot beat us fair and square and have thus subjected us to a cruel, evil and protracted hybrid war. They are trying to weaken our resolve by weakening us from within.” Gen Bajwa said in his speech at the passing-out parade of cadets at the Pakistan Military Academy in Kakul while referring to the strategies of the ‘enemies’ employing political and other means of interventions. ( Paranoid Bajwa is referring to CIA, RAA, NDS ,Mossad also the Irani SAVAMA !)
This was the second time in a week that the army chief has indirectly referred to a new movement launched in the name of rights of Pakhtun people. He has also said that "engineered protests" - as per Bajwa Doctrine - will not be allowed !!. On the other hand, the PTM's Manzoor Pashteen, ( compared to Khan Abdul Ghaffar Khan ) has said again and again that he wants to solve the problems of the Pashtuns in a peaceful manner, within the concept of Pakistan !
Speaking at events in Peshawar and Rawalpindi on Thursday, he had cautioned against the “engineered protests” and emphasised that “no anti-state agenda would be allowed under the garb of those protests”. He believes that these protests have been instigated to undo the gains made by the armed forces in the fight against terrorism. Hard core Bajwa - showing the Paki fist in a velvet glove against the "poor Pashtuns" :mrgreen:
A selection of video testimonials of the graduates, released by the Inter-Services Public Relations, included cadets from the Federally Adm­inistered Tribal Areas (Fata) who mentioned contributions of the Army in restoring peace and normality to their areas. The line of messaging in the testimonials was aimed at challenging the narrative of the Pashtun Tahafuz Movement that is built around deprivation of and discrimination against Pakhtun people, besides denial of their basic rights. A handful of FATA cadets ( who will eventually be deployed against their own people ) vs the 40,000 to 80,000 Pashtuns who marched in protest for their rights- but were ignored by the Paki Media - just the other day . No comparison here :mrgreen:
Among the cadets, who got commissioned in service at the ceremony, were 67 cadets from Balochistan and 31 from Fata. The army chief vowed to defeat the nefarious designs of “inimical forces”.
“We also refuse to be pulled asunder on issues of sect, ethnicity, caste or creed. The diversity of Pakistan is our strength. The very resilience of Pakistan comes, not just from our military capacity, but from the synergetic mix of a people who have come together, willingly towards a single purpose,” he said. :((
He credited the successes against terrorism to “the willing sacrifices and matchless courage of our people in general and Pashtun tribesmen of KP and Fata in particular”. Gen Bajwa noted that the armed forces were determinedly focused on the “primary objective” of “eradication and elimination of terrorism” ( one person's terrorist is another person's freedom fighter :mrgreen: ) and said that the action was indiscriminate against terrorists of all hues and shades.
“As a result of past and ongoing operations, Pakistan has eliminated almost all organised terrorist presence and infrastructure from its soil. We are now going after the residual and scattered traces of this menace under the banner of Operation Radd-ul-Fasaad,” Gen Bajwa said while giving the current status of counter-terrorism operations. ( Note here : Hafiz, Masood, Rizvi and the Haqqanis have obtained an "exemption certifacate " as they are called Strategic Assets , instead of "terrorists" :mrgreen: )
About Kashmir, he reaffirmed Pakistan’s political and moral support to the basic right of self-determination for the people of Jammu and Kashmir and said the route to peaceful resolution of Pak-India disputes — including the core issue of Kashmir — ran through comprehensive and meaningful dialogue. :((
“While such dialogue is no favour to any party, it remains the inevitable precursor to peace across the region. Pakistan remains committed to such a dialogue, but only on the basis of sovereign equality, dignity and honour,” he added The famous "dee-En- Ech" not the Echendee this time :mrgreen:

Here's hoping Miyan Saab success in appointing MMS as Terroristan's PM. The only problem I feel is that according to the Terroristanis MMS's School Report in his Village of Gah - prior to partition - stated that MMS's Mathematics was weak!

Ahmed says a young girl was among the wounded and that two others were in critical condition at a hospital. Police said a search was ongoing in the area to find the attackers. No group claimed responsibility for the attack.Baluchistan has for years been the scene of a low level insurgency by Baluch separatist groups. Islamic militants also operate there. No one has claimed responsibility . But "radical Islami outfits", allied to the Deep State Of Pakistan are usually the main suspects :evil:

First, Geo News, the news channel of Pakistan’s largest television network, went dark in early March across Pakistan’s cantonment areas. On March 30, all Geo channels, including sports and entertainment channels, were blocked by cable operators. Everyone knew who was behind the ban. Yet, nobody wanted to talk about it. After failing to get any reprieve from the government or the regulator, the top management of the Geo group last week met a few military officials. In the meeting, total submission of the network was demanded, and offered, according to people aware of the discussions.
Some of Geo’s anchors had tweeted hinting at what was happening. Journalist Talat Hussain claimed that cable operators were forced to block the channels. “The government is powerless. We face most blatant censorship in recent times,” he said. A couple of cable operators requesting anonymity said they received calls from unknown telephone numbers to shut down Geo. Some of them complied with the request and some refused. The next day, those who refused were ordered to come to a safe house and were told in categorical terms that they had to block Geo. “We had no other way but to comply with the order as we were threatened with dire consequences,” one cable operator said.
The government appears to be helpless. “It is a shame and we will take notice. Only PEMRA (Pakistan Electronic Media Regulatory Authority) has the legal sanction to do so,” said Interior Minister Ahsan Iqbal. He said that the Information Ministry did not have any role in the ban, but it has also failed to get the channels back on air. The PEMRA issued a statement clarifying that it has not issued any direction to cable operators to take down Geo. Earlier this month, the regulator also warned the operators that they should reopen the blocked channels in 24 hours to avoid regulatory action. The deadline passed and channels are yet to be restored. The current "caretaker" govt is "toothless". The future "caretaker" govt will also take its orders from Deep State :mrgreen:
M. Ziauddin, a former editor, said it’s clear that either the military or some rogue elements within the military were behind the ban. “It is bringing bad name to the institution. Internationally, it is bringing bad name to the country. The New York Times and other international publications are highlighting this issue,” he said. The Deep Govt, "smells a conspiracy" whenever foreign media report on the objective conditions in Pakiland !
In the meeting with military officials, the Geo management was told that the blockade will go slowly if the network “behaves” well. Some journalists in the group critical of the military and the judiciary will have to keep mum. The entertainment channels will be opened first and after strict monitoring, the news and sports channels will reappear. Geo and other media outlets depend on Govt Advertising as a source of revenue , so this kind of "blackmail" usually works
Meanwhile, the PEMRA had a meeting on Friday to discuss the matter, which Information Minister Maryam Aurangzeb also attended. The regulator has decided that the cable operators who refused to comply with its order should appear before the Council of Complaints on April 18. Other media houses have become very cautious. A rally by Pashtun Tahafuz Movement (PTM) in Peshawar last Sunday was blacked out by the media. The rally had thousands of Pashtun youth belonging to the Federally Administered Tribal Areas (FATA), which has remained under strict military control since Pakistan joined the U.S.-led war on Taliban and al-Qaeda in 2001. The PTM demanded information on the missing people allegedly picked by the military on suspicion of terrorism. It also demanded removal of landmines from FATA. The military would not like to see their protests getting media publicity. And they didn’t get it. Muzzling of the social media is the next logical step. Once the Chini Internet Monitoring System comes into operation under the auspices of CPEC , censorship will be easy !

Water politics: a disastrous recipe for Pakistan

ISLAMABAD: Per-capita availability of water has declined to 1,000 cubic metres, which places Pakistan in the category of water-scarce countries. Despite the lower per-capita availability, Pakistan continues to waste water at an alarming pace.

Water conveyance efficiency of Pakistan is 55% and irrigation efficiency is 41%. Almost 45 MAF of water is lost during canal and watercourse flow. Pakistan also wastes large quantities of water due to lack of water storage facilities. The country has storage capacity for merely 30 days against the minimum requirement of 120 days.

Significance of storage also has special relevance for Pakistan as the country receives 84% water during the summer season. Precipitation also varies considerably across the country ranging from 100 mm (Balochistan) to 1,500 mm (Northern Areas). Variability is too applicable in terms of seasons, about 60% precipitations occur during July-September.

Non-availability of storage facilities paves the way for the wastage of water in summer and scarcity during rest of the year. The situation will be further aggravated in the future due to climate change and increasing population.

A report by the United Nations Development Programme said that water demand would increase by 14% in 2025 due to increase in population (2017 million). However, estimates need to be revised as population is increasing at a higher rate as compared to government estimates. Last year’s population census shows that Pakistan has a population of 221 million. So we have already crossed the mark of 217 million with the government unable to invest in the sector.

Water is direly needed in every sphere of life including agriculture, livestock, industry, environment and domestic. Agriculture is a major consumer of water with 93% followed by the domestic and industrial sectors.

Water is also a cheap and renewable source of energy. Hydropower can contribute in multiple ways to the national economy. It will help to make our industry competitive in the international market. Our GHG emissions would be lower, which will project Pakistan as an environment and climate-friendly country. Many countries are investing in production of hydropower on a larger scale. Norway produces about 96% of its electricity from hydropower installations. LET US HAILTerroristan's steady march towards becoming the SECOND LAND OF SAND, but of course without Oil and other resources of the ORIGINAL LAND OF SAND!

Despite the multifaceted challenges, the sector is still a victim of political point-scoring and interests. Provinces are fighting over the distribution of water and building of storage facilities. The Kalabagh Dam is the worst victim of this political game and point-scoring. The dam had to be built in early 1980s or 1990s according to the World Bank report way back in 1960s. But it is still on the list of disputed items and provinces are unable to resolve the issue. Khyber-Pakhtunkhwa’s (K-P) political parties have developed an elaborate list of objections on various grounds but the most prominent is logging of the city. However, these objections need to be verified by sold, independent and scientific research and evidences.

Sindh has its own objections due to a trust-deficit. Sindh feared that being a low riparian country it might have to suffer water shortage due to dam building. There are also frequent complaints about the non-availability of water which are used to create bad blood about Punjab. The reality is that we are not storing water for the lean period, as 84% is available during summer months (about 128 MAF). Another major element of debate is distrust about Punjab. For resolving issues Punjab must come forward to clear all doubts of smaller provinces. It is necessary to build storage capacity on a priority basis.

Currently Pakistan has storage facility of only 11 MAF and uses almost 45 MAF during summers from the available water for crops, animals, industry and household purposes. This means that the rest of the amount of water is being discharged in the sea. Average annual flow down the Kotri has been calculated at about 31 MAF. It is worth mentioning here that required amount of flow down the Kotri is 8.6 MAF, which means that 23 MAF is wasted every year. So there is a problem of mismanagement. Balochistan is mostly missed in the debate on water sharing and distribution. Balochistan criticises Sindh for low availability of water, as Balochistan is low riparian to Sindh. Balochistan has vast potential for agriculture and generation of livelihoods for hundreds of thousands of people.

Unfortunately, it could not exploit its potential due to lack of availability of water for a number of reasons. First, Balochistan lies in semi-arid to hyper-arid areas where precipitation rate is very low. Second it does not get its required amount from the available resources due to lack of water storage facilities across the country. Third, there is political bargaining among the provinces to get major chunk of available water. It has turned Balochistan into a non-productive region.

Climate change will aggravate the situation. In the short-term there would be floods due to rapid glacier melting and erratic rainfall patterns. In the long-run, the country will have to face shortage of water, which will further worsen the prevailing situation. Recently UNDP categorised Pakistan as one the countries most affected by climate change.

Pakistan has to realise that we have reached a point where we need to take practical measures to tackle the crisis.

KARACHI: The Pakistan Tehreek-i-Insaf has accepted a challenge given by the Pakistan Peoples Party that PTI chairman Imran Khan contest election from Karachi. Addressing a press conference at his party’s office here on Sunday, PTI’s deputy secretary general Imran Ismail asked PPP chairman Bilawal Bhutto-Zardari and co-chairman Asif Ali Zardari to contest election against Imran Khan from any constituency in Karachi.He said that as per the party’s decision the PTI chairman would certainly file his nomination papers from a Karachi constituency in the next general elections and would record a historic win. Whole of Krachi, IMO, is PPP's turf !
The PTI leader claimed that Imran Khan was the only leader in Pakistan whose main focus was on betterment of the country. Mr Khan could steer the country out of corruption and darkness, he added. The "PTI Leader", according to his various on record interviews that he has given, does not have ONE clue of how to "fix Pakistan". This was before "pre - Peerni marriage". Maybe, things have changed since then. Being "one of the most admired man of the world" ( for what :roll: ) does not qualify one for PM ship :mrgreen:

China has been nice to Pakistan, on the surface that is. That could certainly benefit Pakistan, helping the country make a big step forward, from an emerging to a mature economy, creating a lot of jobs in the process.But it could hurt Pakistan, too. Like adding to Pakistan’s corruption, which keeps pushing the costs of the project higher by the day, making Pakistan more indebted to China, which has been financing the project. As long as China "protects" Pakiland from India, that is what matters. And the Jernails know it ! In fact, China has become the guarantor of Paki Sover- virginity :mrgreen:

Pakistan recorded a Current Account deficit of 3867 USD Million in the fourth quarter of 2017, according to Tradingeconomics.com. The country’s Current Account averaged -587.18 USD Million from 1976 until 2017, reaching an all-time high of 1418 USD Million in the Q3 of 2002 and a record low of -4419 USD Million in the Q2 of 2017.
Pakistan accumulated a government debt equivalent to 67.20% of the country's Gross Domestic Product in 2017. The country’s government debt to GDP averaged 69.30% from 1994 until 2017, reaching an all-time high of 87.90% in 2001 and a record low of 56.40% in 2007.
External Debt in Pakistan jumped to 88891 USD Million in the fourth quarter of 2017 from 85052 USD Million in the third quarter of 2017. The country’s external debt averaged 53029.34 USD Million from 2002 until 2017, reaching an all-time high of 88891 USD Million in the fourth quarter of 2017 and a record low of 33172 USD Million in the third quarter of 2004.

ISLAMABAD – Chief Justice of Pakistan Justice Saqib Nisar formed a search committee to appoint the chairperson for Pakistan Electronic Media Regulatory Authority (PEMRA), stressing the need for independence of the media watchdog.
..that the court wanted to end the government’s control over PEMRA, ( on the orders of the Deep State !) observing that the institution should be an independent one.
He continued that the committee will further form a three-member panel to select chairman PEMRA, however, the chief justice observed that the procedure would take a lot of time.Upon this, the AAG assured that the task will be completed within three weeks, following which the court formed a search committee but replaced State Information Minister Marriyum Aurangzeb with the information secretary Ahmed Nawaz Sukhera, observing that the minister must be busy giving statements.The chief justice remarked that the said minister will have difficulty taking time out for the committee. The CJP is making all the rules, ( on orders of Deep State !) which in a "normal democracy" is not the function of the Judiciary , but of the executive !

This hyper active CJP it seems is on a "witch hunt " to fix Pakistan ills in a "few months", where all others have failed to fix it for the last 71 years . LAHORE – There is a huge potential of Pakistani meat export in the UAE markets and exporters need to comply with the international standardisation in order to sustain their business capabilities with their counterpart companies exporting to the United Arab Emirates (UAE). Mian Riaz Ahmad, the Director General Trade Development Authority of Pakistan (TDAP), stated this while addressing a seminar held under the auspices of the TDAP.
Not sure if Bhooka Nanga Pakistan is still importing livestock from India- across the Wagah border - to satiate the stomach of its gosht ie meat loving populace. Surely their "export potential" would suffer a big dent if somehow the border trade in this meat product comes to a halt . Food for thought :mrgreen:

PS: There is some "old information" that states that Pakiland imports live goat and live sheep from India- most probably for slaughter !

But the recipients of this "charity" have had a hard time collecting these pledges from fraudsters like Zardari and Malik . ‘Fired for political views’, Ammar Ali Jan to take PU to court
LAHORE: Prominent academic and youth activist Ammar Ali Jan on Friday announced in a Facebook post that he had been told by the Director of Punjab University’s(PU) Sociology department to “’disengage’ from teaching or coming to campus. In other words, I HAVE BEEN FIRED FROM PU!”
Ammar stated that he was teaching at the PU since June 2017 as Assistant Professor and had been repeatedly “accused of giving ‘unnecessary encouragement’ to students due to which they are becoming ‘needlessly vocal’”.
“Finally, I was told by certain quarters that I should stay away from Manzoor Pashteen and the PTM, otherwise I will face ‘dire consequences’”, he wrote in his Facebook post. How can he not identify himself with a fellow Pashtun. Don't Pakjabis stick together :mrgreen:

It is pertinent to mention here that Ammar was not paid any salaries at all during the 9 months of his services at the varsity. He claimed that he had been told in a telephonic conversation by the VC that the latter was powerless in this case but offered Ammar a financial settlement for his services.
Interestingly, Ammar Ali Jan continued teaching for four months under the new VC as well. Even the letter released today for the press is dated January 4, 2018. It wasn’t brought under Ammar’s knowledge for over four months that a letter had been issued from the Registrar’s office withdrawing his appointment offer. However, the PRO categorically denied the claims that the reason behind ‘the withdrawal of the appointment offer’ was professor’s political views. He said that Punjab University’s present culture was of complete freedom to the faculty and no one was discriminated against due to their political views.“We have a huge faculty and there are right-wing teachers as well as the ones leaning to the left, all having different opinions on almost all the issues. PU administration does not interfere in teachers’ private lives or political leanings”.
He added that Ammar was a foreign qualified academic and the varsity held him in high regard. “If Ammar applies again, he will surely be considered for the job”, the spokesperson continued. But Dr Ammar has different plans. He says he will be taking legal action against the university and will use all platforms including the social media to shame the administration over their ‘baseless claims’. Hope something favorable comes out of this sordid affair :cry:

Bajwa Doctrine In Action !

I am Pashteen – Gul Bukhari’s article which wasn’t published in The Nation today
Editor’s note: The following article by Gul Bukhari could not published by The Nation today for discussing Pashtun Tahafuz Movement. However, we at Naya Daur believe that the article does not criticise any state institution but is an attempt to address the misconceptions about PTM and therefore must reach the audience.
General Bajwa’s comments on PTM
t is astonishing that the country’s military leadership has alluded to the Pashtun Tahafuz Movement as ‘engineered’, with foreign connections. On Thursday the army chief said that ‘engineered protests’ will not be allowed to reverse the gains of counter-terrorism operations and cautioned the nation against forgetting sacrifices of the ‘real heros’, regretting that ‘no sooner had peace returned to FATA than a movement was started’. For the second time in a week on Saturday, the army chief again alluded to the movement as a ‘hybrid war’ being waged on Pakistan to internally weaken the country, but also noted that ‘the enemies were failing to divide the country on the basis of ethnicity and other identities.’ Both times he neither named the PTM nor its leaders.
What is PTM actually demanding?
Setting aside the noise and obfuscation surrounding the movement, first one need only look at the demands of the movement, asking for the restoration of the same fundamental rights that most citizens of other provinces enjoy. Manzoor, and the other leaders, ask to produce in courts of law persons made forcibly missing; they ask for a life of dignity – to not be humiliated for hours at military check-posts while commuting; they ask for their area to be cleared of landmines that are still killing and maiming them; they ask not to be collectively punished for crimes by unknown persons; and they ask for the killer of Naqeebullah Mehsood to be brought to justice. To bring to life the nature of their demands, the leaders of the movement are telling stories of human tragedy in every other household of FATA, stories that earlier remained hidden from view because of a lack of access to the media in FATA.
Support from Afghanistan?
How such demands can be engineered by foreign forces is beyond comprehension. Turned on its head, such statements would imply that the enemies of Pakistan want its citizens to have a life of peace and dignity, but the state does not. It makes no sense whatsoever. Do we Pakistanis not sympathise with and support the Kashmiris in India? Does that make the uprising in Indian held Kashmir engineered by Pakistan? No it does not.
However, if the statement is in reaction to the sympathy the movement has found among Afghan Pashtuns and in others around the world, then the reaction should itself be analysed with common sense. Firstly, the people of FATA have tribes and families living across the Durand Line and would find natural sympathy and empathy by a people who have lived with similar horrors of war for decades. The support and sympathy are natural, not born out of enmity for the Pakistani state. I would urge the establishment to also consider this: do we Pakistanis not sympathise with and support the Kashmiris in India? Does that make the uprising in Indian held Kashmir engineered by Pakistan? No it does not. Do we not lend moral support to the Palestinians, or to the Rohingya in Burma? Are those not natural and human reactions of horror and sympathy? They make not the intefadahs engineered by Pakistan!
We love our country as much as you do
Expressions of support for the PTM have come from across Pakistan. To name but a few, is Imran Khan, a Pashtun, also playing in foreign hands in asking for justice for the people of FATA? Is Bilawal Bhutto Zardari, a Sindhi son of the soil, also an enemy of the sate of Pakistan? Am I, a Punjabi, a part of the ‘hybrid war’ being waged on Pakistan? Or are Babar Sattar and Raza Rumi, also Punjabis, all ‘anti-state’ elements? Are senators Afrasiab Khattak, Syed Ali Raza Abidi, Mushahid Husain Saiyid waging war on the country? No, Sir, we all love our country and our people. We want peace, education, dignity, and security for all our countrymen and women. If wanting this for Pakistanis is treason, then we are traitors.
I would also urge the establishment to consider how members of the Tehreek Labbiak Ya Rasool Allah are ‘our people’ to be engaged with, and at the cost of paralyzing the government of Pakistan, while PTM’s peaceful protestors merely asking for fundamental rights are foreign agents not be allowed to protest?
PTM not dividing but uniting Pakistan
To address the concern that the PTM is dividing the country on ethnic lines, I would assert that to the contrary, the movement is uniting ethnicities because of human empathy which rises above differences of ethnicity, cast or creed. The voices of support belong not just to the Pashtun, but also to the Punjabi, Mohajir, Sindhi and Baloch. Another reason the sympathy and support cuts across ethnicities is that the demand for fundamental rights also resonates with the rest. At one level or another, every ethnicity and most Pakistanis have felt the blow of violation of their fundamental rights.
Dismal state of freedom of speech in the country
Take the right of free speech. Almost everyone who has dissented has seen their right being violated either by being muted, blacked out, by threat or by death. Journalists are beaten and killed in this country for doing their duty, no matter their ethnicity. Take the right to information. As we speak the largest news group is blacked out in most parts of the country, without explanation or cause. Take the right to security. Punjabi bloggers were forcibly disappeared and tortured before being released mysteriously. Take the right to education. Universities are made to cancel events meant for their students to listen, to think and to debate.
Then take it as good news Manzur Pashteen and his movement is uniting the people of Pakistan like never before. And the reasons are both sympathy and empathy.
The criticism on army
If what rankles is slogans of ‘ye jo dehshat gardi hai, iss ke peechay wardi hai’, then what is needed is wisdom and courage to not only understand what is meant by it, but also to acknowledge the people’s anger at the tragedies they have suffered at the hands of state policies. It should not be hard to do so, given that Pakistan army’s own generals, generals Musharraf and Hameed Gul to name two, have stated that the military amassed religious militants in FATA as a tool of foreign policy.
Who does not know this? For decades the people of FATA have paid with their lives for the militants and then the subsequent war imposed on them. People across the rest of Pakistan have also paid with their lives, but not in as great numbers.
Those soldiers were ours too
The ‘real heroes’ are indeed heroes. Not a single man or woman of any ethnicity can forget their sacrifices. We are all deeply grateful to them. But the heroes and victims are not either, or. The fact that our military soldiers and officers lost their lives in fighting the same militants the institution once planted on our soil, does not negate the suffering of the people. Both are true and real, both need to be acknowledged for healing to take place. We weep as much for our fallen soldiers and officers as we do for the civilian casualties of self-harming policies of the state.
In fighting the militancy, human rights abuses were also committed. Those too need to be acknowledged and ceased for healing to take place. The demand for ceasing of those violations is all there is to the PTM, which many of us now see not just as the Pashtun Tahafuz Movement, but as the Pakistan Tahafuz Movement. The state should engage with the movement, instead of accusing it without evidence. By and large, the citizenry is now cynical of such accusations because of the jaded use of such tactics for seventy years.
Doubt that Bajwa and his "crore commanders" are going to be persuaded by the points noted above. Mujib ur Rehman the Bengali leader also asked for "respect" for the Bengali population. And the Paki Establishment with the connivance of megalomaniac ZAB , demonized him and labelled him an Agent of India ! The same thing is going to happen to Manzoor Pashteen, if saner heads do not prevail :mrgreen:

Election Commission of Pakistan will use watermarked ballot papers for the first time in Pakistan’s history in the upcoming general elections. The paper for printing of ballots will be purchased from France and ECP has reportedly put the order already. Is the Election Commission of Pakistan, itself staffed by honest members :D
France will deliver the paper in June after which the printing process shall commence. ECP is looking for means to curb election rigging that has surrounded almost every election held to date. Is the Election Commission of Pakistan, itself staffed by honest members :D
The overall purchasing and printing costs will exceed Rs 1.5 billion, reports claim. According to the same reports, the printing costs will amount to Rs 610 million and ECP has released an advance payment for the purchase as well.

Hope the French Vendor, considering the "special reputation" of Pakistan , demands 100% advance payment

The purchasing cost alone will be around Rs 1 billion, sources in the election commission told. Rs 150 million will be given to the printing press corporation and another Rs 110 million will be released for the postal printing.The decision to introduce watermarked ballot papers was made in an ECP meeting last month. Apart from that, the commission also decided to purchase electoral machinery, vehicles, and storage facilities at the division level.
The committee further discussed the construction of federal election academy and other ECP offices in the meeting as well. History shows that nothing less than the presence of neutral foreign observers, observing the actual balloting, supervising the ballot count , will ensure that the voting is free and fair. Due to the "Echendee factor", such conditions are unlikely to happen :mrgreen:
