A Very Good Article About Pakistan By Shusant Sareen

Why India still doesn't have a Pakistan policy
Shusant Sareen
Posted In Full
Like any addict who gets drawn back to snorting, smoking or injecting toxic stuff, India too suffers withdrawal symptoms if it remains disengaged from Pakistan for long. Sometimes this disengagement is just a couple of months, other times a couple of years, but never permanent because like any incorrigible addict, India doesn’t have either the staying power or even the will to get rid of this addiction.
It is difficult to believe that despite 70 years of unremitting and implacable hostility from Pakistan, there are still politicians and bureaucrats in India who are utterly clueless about Pakistan’s intentions and its deviousness.
But just as every addict knows that re-imbibing the toxic stuff is not good for him, Indian politicians and bureaucrats are aware that Pakistan is a neighbour from hell and yet get sucked into the vortex of a desultory and debilitating dialogue process, again and again.
Big problem

A fundamental problem dogging India’s Pakistan policy is that it has no such policy. What India has is a seasonal approach: season changes, what goes for policy also changes. No one should, therefore, be surprised if the current dispensation might be once again preparing to yield to the temptation of dialoguing the Pakistanis.
The way the choreography normally works is as follows: a few Indian journalists travel across the border on a conducted tour; while in Pakistan they are given access to some senior Pakistani officials who speaking with a forked tongue call for peace and dialogue (even as they keep supporting and spawning jihadists across the border); their remarks will be blown out of proportion, and either deliberately or out of sheer ignorance, these remarks will be reciprocated by the Indian side; soon the ball will be set rolling and an announcement will be made of some visit or another, which will then be used to announce a resumption of talks or at least a high-level meeting after which some roadmap will be unveiled; some sort of talks will commence; then there will be the inevitable terror attack; at that point, either India continues the talks or goes back into a sulk; and then repeat the entire sequence after a few months.
Straws in the wind suggest that India might once again be inching towards re-engaging Pakistan. Replying to a question on a recent statement by the Pakistan army chief wanting talks with India, defence minister Nirmala Sitharaman declared: “Any comment on wanting peace will definitely be taken seriously.”
That such trite remarks are routinely made by top Pakistani officials and mean nothing seemed to have escaped the defence minister.
Then there are the recent comments by the Indian high commissioner in Islamabad who has told visiting Indian journalists about “small steps forward, particularly on the humanitarian side, to build an atmosphere of trust between the countries”. Once again, this is something that has happened so many times in the past without it leading to anything except for yet another round of talks which meander and then disappear like a desert stream.
Of course, the problem with diplomats, especially the ones dealing with Pakistan, is that they don’t feel they are doing their job unless they engage the enemy. They forget that diplomacy isn’t only about dialoguing but also not dialoguing.
Finally, we have an old spymaster who has come up with a hare-brained suggestion of calling the Pakistan army chief to India, give him a red-carpet welcome and “see what happens”.
The ridiculousness of the idea can be gauged by the fact that he draws inspiration from a possible meeting between the US president and the North Korean dictator. Well, that meeting may still not happen. But even if it does, only the most delusional person can think that it will solve the problems between North Korea and the US and its allies.
Vacuous suggestion

Again, no surprises over such a vacuous suggestion from the former spymaster. Way back in 2001, after the Ramzan ceasefire collapsed, the then NDA government was at a loss on what to do next. Some bright spark suddenly came up with the suggestion to invite Pakistani dictator Pervez Musharraf.
The Agra summit followed and turned out to be a disaster simply because serious issues of inter-state diplomacy cannot and should not be trivialised and dealt with in a cavalier manner without adequate planning and preparation and in complete disregard of the ground realities and situation. And guess what? The spymaster was part of the ruling dispensation back in 2001!
New buzzwords

It isn’t just these three examples that hint at some kind of thaw with Pakistan. Increasingly the new buzzwords that are being thrown about are “grand bargain”, “grand reconciliation”, and of course “out of the box” and “we need to think big”. None of the geniuses assaulting the common sense of ordinary Indians by dropping these nice sounding words care to explain what they mean by these stock phrases.
What, for instance, are the contours of the "grand bargain" they are talking about? Does "thinking big" include abandoning Kashmir to the forces of jihadism? What will the "grand reconciliation" involve? These phrases sound sexy and make the people uttering them look intelligent, even visionary. But these are nothing but empty words uttered by utterly vacuous people.
Indians are a unique specimen in the world that even when the other side screams and shouts that they are our enemy, we continue to insist we are the same people, even long-lost brothers, and we are ready to extend our hand in friendship!
Instead of basing policy on the stated intentions and actions of the adversary, we prefer to be beguiled by their lies and deception. We assume that the fringe group of Pakistani liberals represents the thinking of the people and establishment of Pakistan, even though there is no empirical basis to reach this conclusion.
Since we keep going round and round in circles, we keep making the same mistakes with Pakistan. We might now be getting ready to repeat the same old script again.

Your Action Plan Does Not Go Far Enough . ! Come Up With A Revise Plan By June 8 Or Else . ! FATF Tells The Pakis

FATF asks Pakistan to come up with new action plan by June 8
Zahid Gishkori
May 26, 2018
ISLAMABAD: The Financial Action Task Force (FATF), a global terror-financing watchdog, has alerted Pakistan to take concrete steps against groups allegedly linked to Hafiz Saeed to avert possible tough sanctions in June this year.
Pakistan submitted its action plan with the FATF’s Asia Pacific group in a meeting held in Bangkok earlier this week but global body expressed its dissatisfaction, raising objections to take concrete steps against LET, JuD and FIF proscribed by the UN Security Council, revealed one of senior officials who attended this important meeting.
The Bangkok meet asked Pakistan to put a new comprehensive action plan within two weeks, alerting that the country might end up on the blacklist of the countries’ failing to prevent terror financing, he added.
Saazish ( Aka Conspiracy ) by India and America
“Yes, FATF seeks new comprehensive action plan from Pakistan,” confirmed Finance Minister Miftah Ismail. “This plan would be submitted with global terror financing watchdog between June 8 and 11,” he told this correspondent on Friday. They want us to go hard on the LeT, JuD and FIF and other proscribed organisations, the finance minister said that the watchdog wanted comprehensive measures to curb terror financing of such militant groups, he said. “Pakistan’s new action plan would be discussed in Paris meet on June 23,” Finance Minister Miftah Ismail added.
The government submitted its action plan on April 25 in response to FATF’s warning to put Pakistan on countries’ grey-list in February this year, informed officials said. “If the country’s new action plan on fighting terrorism financing does not deliver in June 23 Paris meet, Pakistan may be put on FATF’s black-list which would unnerve the country’s economy,” added one of senior officials who was engaged in preparing Pakistan’s response at Ministry of Foreign Affairs. A high-powered delegation was sent to Bangkok for briefing the forum about the steps taken by Islamabad against money laundering and terror financing. “We presented our point of view before all the stakeholders as a last-ditch effort to avoid falling into the grey list by next month — but we were asked to come up with new comprehensive plan, official revealed that “we informed stakeholders that the Finance Bill 2018 and some other piece of laws helped the country to curb money laundering under mutual assistance agreement with OECD and other bilateral countries.”
Your plan not good enough ! Go back to the drawing board, once again, and come up with Comprehensive Plan. Make sure, that The Plan Is Not Manufactured In Sialkot
In its response, Pakistani informed officials said that counterterrorism authorities have launched massive crackdown on three entities linked to Hafiz Muhammad Saeed by freezing their property worth around a million dollars and taking several other serious measures to block their funding.
But Hafiz is still making Friday khutbah prayers from the pulpit
“[Authorities] confiscated assets (properties) worth Rs96 million of JuD and FIF. The key leaders of the JuD and FIF were declared proscribed pursuant to section 11-EE of Anti-Terrorism Act 1997,” added the official who said authorities updated earlier response in details which was submitted before FATF Paris meet in February this year
Not enough says the FATF !
The “JuD and FIF Markaz were taken over by the state by freezing 121 bank accounts under the UNSC Resolution-1267, having deposits of around $100 million. This includes 69 bank accounts containing Rs10.97 million of JuD, LeT and FIF of concerns (19 accounts) and associated individuals (50 accounts),” official revealed that Pakistan has ensured the implementation of UNSC’s resolutions putting LeT, JuD, FIF, ISIS, al-Qaeda and other groups on the terror watch-list. BS says the FATF !
The individuals linked with LeT, JuD and FIF and declared proscribed offenders under the terror laws include Hafiz Muhammad Saeed, Abdullah Ubaid, Malik Zafar Iqbal Shahbaz, Abdul Rehman Abid, and Qazi Kashif Husain, according to the documents accessed by Geo News. Pakistan also established Counter Financing of Terrorism Units (CFTUs) to focus on the financial aspect of the investigation as a core task in money laundering, terrorist financing, assets tracing and other necessary skills. Pakistan's authorities also initiated strict action to prevent collection of hides by such entities, by registering 438 cases against individuals throughout the country in the past six months. Among them 65 cases were registered against individuals associated with the JuD and FIF. Over 18 kiosks, camps, donation boxes and booths of FIF were dismantled and destroyed, read the documents. Pakistan also has frozen accounts of proscribed individuals listed to the 4th Schedule of the ATA, 1997 in accordance with section 11-O of this law. Under this action, 5,094 bank accounts having Rs157.235 million have been frozen, revealed the documents.
We are not sure that this is enough . Go back to the drawing board and come up with a comprehensive plan says the FATF
The Pakistan Telecommunication Authority (PTA) also developed an e-portal system to launch complaints against the misuse of internet for the purposes of terrorism and the financing of terrorism. Initially, 41 URLs associated with LeT, JuD, FIF have been blocked inside Pakistan thus preventing the entities of concern from raising funds online, the documents revealed. The official documents further revealed that PTA blocked 14 URLs of JuD and FIF to restrict their online fund raising activities. Islamabad also requested France and USA to block these websites at source in their jurisdictions; however, action from their end is still awaited, added the documents. Some 52 secured web pages i.e. web content hosted on “https” protocols (e.g. YouTube, Facebook, and Twitter etc.) were identified by PTA which cannot be blocked at individual URL level rather the whole website has to be shut down. These are window dressing measures says that FATF . Not Enough . We need a new comprehensive plan by June 8, or we will put you on the dreaded BLACK LIST , where you will have Iran ( a fellow Ummah Country and a client of AQ Khan ! ) and North Korea ( the ones that you supplied nuclear technology to !) for company

Nawaz’s narrative: It’s not about India, it’s only about Pakistan
Sushant Sareen

Former Pakistan Prime Minister Nawaz Sharif seems to have decided that he isn't going to go down without a fight, even if it means taking on the all-powerful, military-dominated “establishment”.With the “deep state” catching Nawaz and his party in a vice-like grip, he needs to break the tightening stranglehold to prevent asphyxiation even before the general elections begin. His only hope of staying alive politically is to ensure that his party, Pakistan Muslim League (N), gets enough votes in the forthcoming polls to emerge as at least the single-largest party. Even as he is being hounded in the anti-corruption courts, and the anti-corruption watchdog – National Accountability Bureau – is resurrecting long-buried graft allegations, and the military is working overtime to break up his party by engineering defections of “electables”, Nawaz is barn-storming the country to counter the negative narrative being manufactured against him by his detractors.Rather than answer the allegations against him, Nawaz is working hard to sell the narrative that he was ousted unfairly and unjustly as a result of the conspiracy hatched by the “deep state” or the “state within the state within the state”.His recent interview to Dawn newspaper, which has created a huge uproar in Pakistan and literally lit a fire in the pants (or more appropriately, shalwars) of the “establishment” and its underlings, is part of this narrative building. In a remarkable coincidence of interests converging, albeit for completely different reasons, both India and the Pakistani establishment focused on only one part of the interview, which was about the 26/11 terror attacks in Mumbai.Nawaz said: “Militant organisations are active. Call them non-state actors, should we allow them to cross the border and kill 150 people in Mumbai? Explain it to me. Why can’t we complete the trial?”While Indians jumped up with joy and claimed that a three-time Prime Minister had not just admitted to Pakistan's role in the terror attacks but also questioned the way the trial of the accused was being deliberately sabotaged, the Pakistani “establishment” flew in fury and accused Nawaz of treason and treachery for pointing the finger at the Pakistani state. But there were other parts in the interview that were conveniently ignored because at least for the Pakistani “deep state”, they were even more damning than what Nawaz said about 26/11.According to him, “You can’t run a country if you have two or three parallel governments. This has to stop. There can only be one government: the constitutional one… We have isolated ourselves. Despite giving sacrifices, our narrative is not being accepted. Afghanistan’s narrative is being accepted, but ours is not. We must look into it… These games have gone on too long. Something has to change”.The newspaper interview continues: “It is a very popular slogan,” he said of ‘mujhe kyun nikala?’ [why was I ousted] and, added with evident satisfaction, “There is a lot of appreciation, a lot of recognition for it.”
Clearly, the interview was a continuation of the political message that Nawaz is delivering to his voters, a message that he has been consistently drilling among his supporters since his political guillotine by the judiciary. India was at best an unintended beneficiary of the political fight between the “zameeni maqlook” (people) who back Nawaz and the “khalai maqlook” (literally aliens, a term now used by him as a thinly disguised code word for the “deep state”). It would be a big mistake for anyone in India to even imagine that Nawaz said what he did because his onscience was being pricked by the denial of justice in the 26/11 case. Had that been the case, then as Prime Minister for over four years, Nawaz should have pushed for conclusion of the trial. But he didn’t lift one small finger to bring the planners and perpetrators to justice. He could have sent the cases to the military courts, but didn’t. If anything, he allowed his brother to start funding the Lashkar-e-Taiba/Jamaat-ud-Dawa from state funds. And it would be nothing short of delusional for anyone in India to think that he is so smitten by India, that he will put his politics at stake for India’s sake. The simple fact of the matter is that while Nawaz is no Indo-phobe like most of his countrymen and indeed much of his support base, he is also no Indophile. While he might not have railed against India like his other compatriots, he also hasn’t done anything at all to actually improve relations with India. On the contrary, since he came into power, he has been hyperactive in agitating the Kashmir issue at every available forum in the world. Nawaz only used 26/11 as a metaphor for the larger point he has been making, which is that the interference by the military in the affairs of state and running of the government has ruined Pakistan’s image internationally and isolated it in the international community to a point that no one is ready to buy whatever snake oil Pakistan is selling. According to Nawaz, even when Pakistan thinks it has a genuine case, there are no buyers – this was the point that was also made in the infamous Dawn Leaks case in October 2016, after which the civil-military relations never really recovered and the military used the Panama Leaks to fix Nawaz through the judiciary. Nawaz is corrupt to the core . And so is the whole Paki Establishment - both civilian and military !.Alongside, he is also pointing to how the verdict of the people is sabotaged by the “deep state” through the judiciary and other institutions and organs of the state – Nawaz’s ouster being a prime example. The slogan that is now driving the Nawaz election campaign is “vote ko izzat do” [respect the vote]. By speaking against the “parallel governments” that are running (or if you will, ruining) the country, Nawaz is talking about the “state within a state” that undermines constitutional government and prevents democracy from striking roots.Of course, by taking the military establishment head-on, Nawaz is taking a huge gamble, one in which the dice is heavily loaded against him – no party has ever won consecutive elections in Pakistan, no party has ever won in the face of extreme hostility of the “establishment”, no party has ever won in a political setting where the field is heavily tilted in favour of its political adversaries, and no leader who has been ousted has ever been allowed to come back to power immediately after his/her ouster. But he has been left with no choice. Although members of his own party are balking at Nawaz’s outspokenness and want to make peace with the “establishment”, he himself remains unrepentant and defiant. Most analysts believe he is behaving like a political suicide bomber who will only destroy himself and his party. But Nawaz thinks otherwise. He is convinced that his defiance of the “deep state” is his ticket out of the political oblivion into which he is being pushed.. Till date, no Paki political leader has defied the Deep State and has survived . Both Bhuttos- daughter and father were eliminated. And Nawaz is no exception ! . What Nawaz is trying to do is something remarkable in Pakistan's politics. He is trying to combine his traditional conservative support base – if the crowds he is attracting are anything to go by, his core constituency hasn’t deserted him yet – with the sizeable anti-establishment vote which earlier used to go to the PPP, Pakistan People’s Party. Unlike the PPP which has absolutely no ideological moorings left, Nawaz hasn’t quite given up his right-wing, conservative politics, only shifted a little more to the centre. This has helped him retain – at least so it seems – a substantial chunk of the right-wing vote. His victim narrative has also won him sympathy. Add to this his anti-establishment posturing which still has some traction.Incidentally, if Nawaz pulls this off, he will end the great paradox of Pakistani politics which was that Nawaz who was the child of the establishment has always confronted it, while the PPP which was seen as an anti-establishment party has never ever gone against the establishment. In fact, the PPP has been the most obedient and compliant political party when it came to following the wishes and diktats of the “establishment”. Nawaz on the other hand always took on the establishment on the issue of who will call the shots. In his first term, he was dismissed because he refused to take “dictation” from the quintessential establishment man, President Ghulam Ishaq Khan. After his ouster, he exposed a plan hatched by then army chief Aslam Beg and ISI chief Asad Durrani to sell narcotics to fund jihadist adventures around the world. His second term ended after he took on then army chief Pervez Musharraf. And in his third term, he burnt his bridges with the army when he insisted that he will try Musharraf for treason, and later disagreed on a range of issues with the military. The “deep state” tried various things to destabilise him, including putting its new pet, Imran Khan, on the job to hold a dharna to force Nawaz out. Of course, Nawaz’s calculations could collapse if the voting takes place purely on the criteria of winnability. In Punjab in particular, people tend to vote for the party/candidate who has the best chance of winning, and by all accounts the political environment that is being created doesn’t leave anything to imagination that the “deep state” will pull out all stops to prevent Nawaz’s party from winning the elections. Add to this the desertions from his party, and it looks like a pretty uphill battle for the ruling party in the next elections. As far as India is concerned, the Nawaz Sharif interview should serve as a reminder (assuming one was needed) of the powerlessness of the civilian leadership on which so many Indians place so much confidence. To attach any hopes to the next government, whether elected or selected, becoming a partner in peace is not just naïvety of the worst kind but plain insanity and a refusal to learn anything from history or experience. In other words, regardless of the outcome of elections in Pakistan, it will not change the dynamics of India-Pakistan relations, nor will it make any difference to the control of the “establishment” on the civilian leadership. Even in the unlikely event that Nawaz’s party wins big, it will give priority to its survival than to becoming a partner in peace with India. About Imran Khan, the less said the better because he will be worse than a puppet if he wins. In any case, as long as the Prime Minister of Pakistan enjoys the powers of the municipal commissioner of Islamabad, it will be quite pointless engaging with the elected civilian government.

From the opening pages of the book:
To my late parents, Shamsher and Raj, who spent many joyous hours playing
bridge with two successive High Commissioners of Pakistan in India: Syed Fida
Hussain, my father’s former ICS colleague, and Abdul Sattar.
—A.S. Dulat
The rot goes deep and is very old

To contrast, Durrani's dedication from the same page:
To all the faceless agents who take great risks in the service of their country.
—Asad Durrani
One guy is approaching this from the perspective of his agency and his country, while the other @$@#$@ references nostalgia about hours spent hobnobbing with Paki scum.

Shekhar Gupta has a similar mentality as that of AS Daulat and MSA i.e believing that some make-believe professional courtesy between 'colleagues' (that too clearly one-sided and never reciprocated) takes precedence over national interests and patriotism. He wrote a long-winded lament recently about the lack of relationship (like the one in his days) with Pakistani journalists by Indian journalists, and with nostalgic longing for the days he spent as a reporter in Pakistan where he developed a soft corner for and great respect for the likes of Maleeha Lodhi and Mushahid Hussain (who, BTW are two of the most obnoxious and vocal anti-India folks you can find anywhere in the world). :-o

I have no doubt that many loyal and patriotic Army/Diplomat/RAW and other Indian Govt representatives sometimes have to mingle with and wine and dine Paki counterparts, simply because channels of communication need to be kept open as part of their duties, rather like the DGMO talking to Paki counterpart. But these folks understand what they are doing and why, and do it while holding their metaphorical noses, unlike the disgusting and emotional fawning over Pakis by the Lutyens clique of resident non-Indians.

Paki stupidity has always come to our rescue - for proof see Shekhar Gupta's story few posts above on what scuttled the Siachen negotiations, and the unfolding drama about GHQ summoning Durrani in an attempt to maintain H&D and patch over the holes in their fake narrative (this is the sort of thing that other nations in the same situation, like Brits for example would have milked to their advantage instead). Likewise with the MMS deal to effectively hand over Kashmir on a platter. Their hatred for India and their many delusions have the strange effect that their burning desire to take stuff from India through war scuttles any attempt to simply take the same things for free when periodically offered to them by stupid Indians

Also, the NDA didn't do that much better in their first term, this Daulat guy along with Sudheendra Kulkarni etc were part of the establishment at that time. Even Advani and Jaswant had newfound love for Pakistan/Jinnah and what not later in their careers, not to mention Yashwant Sinha (who seems to be a late bloomer  ).

Mujra emerged as a dance form to entertain the Mughal royalty in pre-colonial India. Mujra girls (arch. courtesans, nach-girls) held wealth, power and epitomized Farsi and Urdu literature, poetry and social code of conduct. Their cultural function made them an important asset of the Mughal ruling elite whom the British were trying to overthrow and displace. Starting from early 1800s the British colonial power started attempts to set forth their century long oppressive, exploitative and racist empire in the subcontinent. Pakis still dream of the "all powerful Mughal empire" and since the last 71 years have been "trying" to replicate the glories of the Moghals in the "Islamic Republic" From mid-late 19th century the British waged campaigns to reduce mujra girls’ influence in ruling power. Dispossession of their land, property and wealth, discrediting their patrons (the ruling elite) as immoral and using many of these women as prostitutes for British soldiers were some of the old-fashioned colonial tropes that stripped mujra girls off of their cultural function and exposed them to sexually transmitted diseases.
A social purity movement targeting non-cis, non-hetero, queer and religious identities in the sub-continent followed. Anti-courtesan laws in the valence of controlling STDs, anti-homosexuality law Section 377 and the infamous blasphemy laws were a part of the same wave of systematic social conservatism brought by the British colonial power to the sub-continent. These laws in various forms are still embedded in constitutions of ex-colonies, Pakistan and India included.
May be OT here, but that is a very interesting line of reasoning that may well be worth pursuing FWIW. I do not dismiss that off hand.

I think main issue with dulat is that he was basically a civilian with ips background, totally unsuited to international statecraft, police level intelligence deals with only local intrigues, drugs, gun running and vip protection unlike international espionage and counter espionage regimes which needed a career spy to handle the situation.

In India and even now, the IAS and IPS lobby (ext of IAS) has extracted benefits for its cadre through stranglehold on admin and grabbed all top civilian heads of dept as IAS/IPS only domain. That is how a relatively newby in international affairs like dulat was made RAW chief superceeding career IB & RAW field officers who may actually know what this field of work is all about. Dulat was chief from 1999-2000 and was involved in IC814 negotiation and if I am correct also in charge during kargil.

IPS comes directly under home ministry of Govt of India, who sits on their transfers, promotions, posting, CR etc thus *strengthening civilian control over institutions of state* and that is the chief attaction behind such appointments. Someone from military intelligence becoming chief of R&AW will send shivers across indian bureaucratic circles. Better chance is for someone from IB direct recruitment cadre or r&aw field officer cadre to be promoted to top post because basically this is their domain.

IAS (and by ext IPS) typically claims to be domain expert in any field which they do not have any direct relation to by making some imaginary/specious link in his service resume, applies for post, becomes chief of an institution, destroys either whole or part of it and merrily goes on to his next posting. They are protected from any consequence or punishment for their actions because entire cadre stands behind every single one like a clan.

Sbajwa...if RAW chief cant be from IAS/IPS but NSA can be ?? is Doval also incompetent? there is nothing like RAW chief should be / ought to be from Armed forces. Depends totally on the individual. IPS / IAS / IRS officers go to foreign countries on deputation as part of RAW. There are equally incompetent folks in the Def Services for ur kind information. Are all chiefs of RAW type agencies in other countries from Def Services??

The pain of India's retaliation against the pakis is beginning to tell.

Since bilaterals are at a pause, they are desperately resorting to unilaterals to force India's hand and as far as prisoners are concerned, they must be having a very particular interest in some specific paki prisoner in some Indian jail.

PAK SEEKS REPATRIATION OF PRISONER IN INDIA

Pak seeks repatriation of prisoner in India

Pakistan today said it expected India to release 54 Pakistanis who had completed their prison terms in several Indian jails.

The Foreign Office (FO) here said Pakistan expects the friendly gestures it had extended towards India to be reciprocated.
{just like India responded to other friendly paki gestures like their unprovoked firing across the borders??}

During a press briefing here, FO spokesperson Muhammad Faisal said that Islamabad was pursuing the release of 54 Pakistani prisoners who he claimed were currently in Indian jails despite completing their sentences.

He said Pakistan was also waiting for India to respond to humanitarian proposals with regard to the exchange of prisoners above 60 and below 18 years of age.

"Pakistan has made positive gestures on the humanitarian track vis-a-vis India, as reflected in the release of civilian prisoners, fishermen, and the facilitation of visits of pilgrims to religious shrines. We expect our friendly gestures to be reciprocated," Faisal said.

He also raised the issue of the Kishanganga Dam in Jammu and Kashmir saying that a Pakistani delegation had met World Bank officials to discuss the issues under the Indus Waters Treaty.

He said Pakistan regretted Indian attempts to make the Indus Waters Treaty dysfunctional and that the inauguration of the Kishanganga Dam by India is a "flagrant disregard" of the commitments to the World Bank and an "utter violation" of the treaty.

BRFites : Please compare this "ACT" to the "SITUATION" in Xinjiang! I HOPE that the Chinese - LIKE THE DALAI LAMA - DECLARED THAT HINDUISM IS THE ELDER BROTHER OF BUDDHISM!

Communist China to sponsor Durga Puja this year

KOLKATA: This Durga Puja, get ready for a slice of authentic China in Salt Lake.

In an attempt to establish a close cultural and commercial connect with Bengal, Communist China will sponsor the oldest community Durga Puja in the township, turning the popular BJ Block Puja into a mini Chinatown with funds provided by the Chinese consulate, which is also located in Salt Lake.

The Chinese consulate has for the past few years been trying to get more involved in the cultural scenario of Kolkata
. Even when the Doklam standoff had stiffened relationship between the two countries, the consulate was seen participating in community pujas,
announcing and giving away prizes in different categories in association with the Kolkata Police. Now, it has decided to go a step further. A PUJA IS NOT A CULTURAL EVENT BUT A RELIGIOUS EVENT!

It will not only fully sponsor the BJ Block Puja, but will also send a team of artists and artisans to China to train in designs inspired by Chinese architecture. The team will fly to Kunming in Yunnan Province, where they will meet master craftsmen from China, according to plans that are still being firmed up. This is because the entire theme — right from the pandal to the deity and decorations inside and on the exterior — will represent Chinese art forms. The pandal is most likely to resemble a pagoda. Kunming also has a number of ornate gateways, which the local artists would be expected to replicate.

Visitors will also get to taste of Chinese flute music, dragon dance and acrobatics for which artists will be flown in from China. These shows will be held in the ground adjacent to the pandal.

“Durga Puja of Kolkata is an experience and it transcends religious thresholds, bringing everyone together. Naturally we at the Chinese consulate have also become quite involved in the festivities,” said consul general, Ma Zhanwu. No Sir not at all! It is purely a RELIGIOUS EVENT!

Chinese consul general Ma Zhanwu said, “Last year, we gave away safety awards to the organisers who were able to showcase immaculate safety preparedness inside their pandals. While last year we sent these organisers for a trip to China, this year we are likely to bring a slice of China to a Durga Puja pandal for everyone to enjoy.”

BJ Block Puja secretary Umashankar Ghosh Dastidar could not be happier. Every year, the Puja committee ties up with an Indian state to showcase its culture, making it a must-stop for pandal-hoppers. “Hope this grand theme that we are drawing up with the consulate works out well. In the coming weeks, we will hold several rounds of talks with the consulate to firm up the plans,” Ghosh Dastidar said. The organisers feel that budget could overshoot last year’s budget of Rs 40 lakh because of the special theme.

Ex Chief Minister From Imran Khan's PTI Party Accused Of Corruption By An Ex Colleague

‘Technical burglar’ : Expelled cabinet member accuses CM of embezzling Rs36b
The Express Tribune
PESHAWAR: A former member of the provincial cabinet has accused the chief minister of being involved in corrupt practices and for embezzling Rs36 billion in a year.
By any standards, that is a lot of "moolah" !
“This technical burglar [Khyber-Pakhtunkhwa (K-P) Chief Minister Parvez Khattak] embezzled Rs36billion in a single year,” alleged Pakistan Peoples Party (PPP) provincial leader and former Pakistan Tehreek-e-Insaf (PTI) cabinet member Ziaullah Afridi while addressing a news conference at the Peshawar press club on Wednesday.
So, there is a very "thin line" between the "actual frauding" and "technical burglary". Hope Afridi has "solid evidence" supporting the charge
Apart from embezzling funds, Afridi claimed that Khattak had covered his tracks by concealing the documents which could indict the chief minister. However, Afridi said that the auditor general had made public Khattak’s embezzlements.
CM Khattack's wife was recently in the news . She was denied to board a flight to UK on her BRITISH PASSPORT! Wonder, if this has any connection to this "embezzlement business" of her husband
“Why is the chairman of the National Accountability Bureau (NAB) reluctant to arrested Khattak?” Afridi asked, adding, “I have all the evidence against Khattak who has been involved in corrupt practices.” “The chief minister has 35-years of experience [as a politician] and did technical corruption,” he said, adding that a total of Rs134 billion from different departments had been embezzled.
So, the "corrupt" CM, ( if his ex colleague is to be believed !) de frauded Rs 36 Billion in just one year , while the "total loot"- over the period of 35 years - was Rs 134 Billion. So, over 35 years, the Paki "corruption police" were sleeping on their jobs
PTI had terminated Afridi’s basic party membership in July 2015, after the party accused him of corruption and launched a probe against him. Afridi was subsequently arrested for misappropriation of billions of rupees through illegal mining.Later, the provincial Ehtisab Commission — set up by the PTI — had registered two other cases against Afridi for illegal mining in Charsadda and Abbottabad.
Makes a bit of sense now ! It is a case of "he said, he said". Now that Afridi has jumped ship to PPP, he is being "used" by his new party to throw "mud" at Khattack . Typical Paki politics
The cases accused Afridi of being involved in illegal mining in Nowshera and for making unlawful appointments and transfers in the mines and minerals department during his tenure. :((
On August 28, 2017, Afridi announced that he was joining the PPP. He made the announcement at Zardari House in Islamabad following a meeting with PPP Co-Chairman Asif Ali Zardari.
Expect to see more of this "horse trading" and switching of parties as election time nears in Pakiland !!!

Malaysia renegotiating terms of major Belt-and-Road rail project: PM Mahathir

Malaysia is haggling over the terms of a $14 billion rail deal with its Chinese partners and can reduce its ballooning national debts by $50 billion by doing away with megaprojects, its prime minister said in an interview published on Saturday.

Mahathir Mohamad, the 92-year-old who triumphed over scandal-plagued Najib Razak in elections earlier this month, has made it a priority to cut the national debt and pledged to review major projects agreed by the previous government.

Work on the 55 billion ringgit ($13.82 billion) East Coast Rail Link - the largest such project in the country and a major part of Beijing's Belt and Road infrastructure push - started last year.

The project was planned to stretch 688 kilometres (430 miles) connecting the South China Sea at the Thai border in the east with the strategic shipping routes of the Straits of Malacca in the west.

"We are renegotiating the terms," Mahathir told the financial newspaper The Edge. "The terms are very damaging to our economy."

The project is being built by China Communications Construction Co Ltd, and is being mainly financed by a loan from China Exim Bank.

Mahathir also questioned the need for the project in the first place.

"He (Najib) knew very well that the ECRL, for example, is not something we could afford. It is not going to serve any purpose, it is not going to give us any returns," said Mahathir.

Addressing the need to reduce the national debt and liabilities - which the government puts at around one trillion ringgit ($251.32 billion) or 80 percent of its GDP - Mahathir said "at one go we can reduce it by 200 billion ringgit ($50.26 billion) by doing away with all these huge projects".

Mahathir said Malaysia is also going to look into how it can reduce the cost of any potential exit from a deal with Singapore for a high-speed rail (HSR) to link its capital Kuala Lumpur with the city-state, said Mahathir.

The project, valued by analysts at about $17 billion, is currently out for tender and is scheduled to be completed by 2026.

"The terms of the agreement (for the HSR) are such that if we decide to drop the project, it will cost us a lot of money," said Mahathir.

"So we are going to find out how we can reduce the amount of money we have to pay for breaking the agreement."

Also the Baki foreign minister Kasuri met Isareli officials in secret in Istanbul in 2007.

And this is the country which has "vowed" to destroy Israel and boast of "can do in 12 minutes"

Tribals Threaten Agitation Against FATA- KP Merger :D

Halt to Fata-KP merger threatened
May 27, 2018
LANDI KOTAL: The Fata Grand Alliance on Saturday rejected the passage of the Constitution (Thirty-First Amendment) Bill, 2018, by parliament and threatened to launch a campaign to halt the merger of the Federally Administered Tribal Areas with Khyber Pakhtunkhwa.
FGA leaders Malik Khan Mar Jan, Malik Salahuddin Kukikhel and Malik Abdur Razzaq Zakhakhel told reporters at the Jamrud Press Club that the people of Fata won’t accept the fresh constitutional amendment for being ‘forced and unjustifiable’.They said the federal government had laid the foundation of a great disaster in Fata by bulldozing the so-called reforms bill in parliament.
Just like the "secretive" CPEC Agreement, this landmark bill was also ramroded through the Paki National Assembly, against the wishes of the people living there !
The FGA leaders warned that the struggle of the alliance and Pakhtun Tahafuz Movement for the rights of Pakhtuns would become dangerous if the federal government didn’t withdraw the reforms bill. The Tribal Grand Alliance, The PTM Movement, and Maulana Fazl ( AKA Diesel ) are all united against this and yet it has been passed in this "holy" month of Ramazan
They said Prime Minister Shahid Khaqan Abbasi didn’t keep the promise of addressing concerns of tribesmen about the Fata-KP merger plan. The FGA leaders said Pakistan Army chief General Qamar Javed Bajwa had also assured the people of Khyber Agency last month that the future of Fata would be decided in accordance with the aspirations of the local residents, especially elders, but that assurance turned out to be false. They said they demanded the immediate rehabilitation and reconstruction of Fata ravaged by militancy and military operations during the last 15 years.
Expect more "terrorist" acts from the Pashtuns , - after the Ramazan Break ! - specially in Peshawar City, close to the Khyber FATA Tribal Agency !
The FGA leaders said they would begin a protest campaign after Ramazan and would move the superior courts for the repeal of the Constitution (Thirty-First Amendment) Bill.In Kohat, the dealers of illegal weapons in Darra Adamkhel have voiced concerns about the future of their business and feared lay-offs after Fata’s merger with Khyber Pakhtunkhwa.
The pseudo Pathan Imran Khan is one "leader" who is in support of this Bill. His ruling party in KP stands to gain much from this unpopular decision
Hundreds of artisans are associated with the weapon and ammunition manufacturing in Darra Adamkhel. An arms dealer told Dawn that he like others had moved all costly weapons to secret places fearing their seizure by the government after Fata-KP merger.
He said the government wanted to tax Darra Adamkhel arms makers and restrict sale of arms.Another weapon seller said the security forces had distributed forms among arms traders and manufacturers for registration and production of the details of weapon quota.
Expect some "fireworks" from the Pashtuns in keeping with their Pashtunwali Code Of Ethics

Pakistan seeks fresh loans from China
ISLAMABAD: Pakistan expects to obtain fresh Chinese loans worth $1-2 billion to help it avert a balance of payments crisis, government sources said, in another sign of Islamabad’s growing reliance on Beijing for financial support.
Lending to Pakistan by China and its banks is on track to hit $5bn in the fiscal year ending in June, according to recent disclosures by officials and the finance ministry data reviewed by Reuters.
The ramp up in China’s lending comes as the United States is cutting aid to Pakistan following a fracture in relations between the on-off allies. In February, Washington led efforts that saw Pakistan placed on a global terror financing watch list, drawing anger in Islamabad amid fears it will hurt the economy.

Am Not Sure If This Paki Qualifies For The Guinness

51-year old MBBS student who failed exam 24 times told by Court to stop trying
ISLAMABAD (Web desk) – The Supreme Court of Pakistan on Thursday reversed orders of the Lahore High court, which granted a 51-year-old medical student permission to reappear in the MBBS exams (Bachelor of Medicine, Bachelor of Surgery) for a 25th time, after failing all his previous attempts.
Hearing the appeal, Justice Saqib Nisar remarked that a student may be given 5 extra years to complete their degree according to Medical College and PMDC (Pakistan Medical and Dental Council) rules.
This workoholic CJP is "always" for the Aam Abduls , like this abdul called Tariq Javed !
However, taking note of the rules, the court barred the student from further attempts since he had failed the same subject more than ten times.Tariq Javed, 51, who was enrolled in King Edward medical College in 1985, failed to pass his MBBS exam despite 24 attempts over the past 31 years.
Why not "encourage" him to study "hard" this time and pass the exam . This way, at least IMO, he can be sure that , if he applies , he can find a mention in the Guinness Book Of Records  ( some sort of "tailor made " category - highest exam attempts etc etc - that will give him some "satisfaction" )

This Kind Of Thing Is Very Unlikely To Happen In Pakistan !!!

Jailed Separatist Leader's Daughter Tops CBSE Class 12 Exams In Jammu And Kashmir
Srinagar: The daughter of separatist leader Shabir Shah has topped the CBSE Class 12 exams in Jammu and Kashmir, scoring 97.8 per cent marks.
Suma Shabir Shah, a student Delhi Public School in Srinagar's Athwajan, scored 489 out of 500 marks. Sama's father is lodged in Delhi's Tihar Jail. He was arrested by the National Investigation Agency or NIA last year in July in a decade-old case of terror funding. The Enforcement Directorate had also filed a charge sheet against Shabir Shah that had accused him of being in touch with Pakistan-based terrorist Hafiz Saeed.
IMO, this, once again proves India's democratic credentials ! Any anyone ever imagine a similar situation in Pakiland like for instance the daughter of a Balochi or a Pashtun separatist leader, allowed to score top marks ! First the whole family would be hauled in jail , their patriotic credentials challenged !!!
Jammu and Kashmir Chief Minister Mehbooba Mufti congratulated Suma for her performance. "Congratulations to Sama Shabir Shah for securing 97.8% marks in the class 12th class examination. Her hard work & determination has helped her overcome all odds & she is truly an inspiration for the youth of our state," Ms Mufti tweeted.

Something "Brewing" Between Pakistan And Afghanistan

Atmar To Meet Bajwa Over Security In Pakistan
Mohammad Hanif Atmar, the National Security Adviser (NSA) to President Ashraf Ghani, will leave for Pakistan on Sunday with a delegation of officials to discuss security issues with Pakistani officials. The Presidential Palace on Saturday evening said in a statement that Atmar and his accompanying delegation will meet with Pakistan's chief of army staff general Qamar Javed Bajwa in Islamabad on Sunday. The Afghan delegation was invited by Pakistan Prime Minister Shahid Khaqan Abbasi to visit Pakistan and discuss with the Pakistani officials the security problems in Afghanistan, Pakistan and the region, the statement read.
Not sure what is Pakistan's ultimate game in all of this is ? probably drive some sort of a wedge between the Pashtuns and the Tajiks so as to threaten the unity of NUG ?

Karma In Action . What Goes Around Comes Around !!!

VIDEO: Son of Pakistan Air vice marshal paralysed after being shot by Navy guard in Islamabad
ISLAMABAD – A Navy guard opened fire at the car of the son of a high ranking Pakistan Air Force (PAF) officer after he driver failed to stop for identity verification at the Zafar Gate of Naval Complex entry in sector E-8 of the federal capital.
Muhammad Ibrahim, the son of Air Vice Marshal Muhammad Athar Shams, was critically injured on Friday morning. The class-VIII student in Bahria Town School and College was also accompanied by his younger brother, a student of grade III in the same institution.
Hope that the guard, who was just doing his duty does not lose his job, because of this action ! Seems that the whole of Pakistan in general , and Isloo in particular appear to be in some sort of a panic mode !
The sentry, identified as Hameed, fired two rounds on the vehicle but the driver managed to escape from the scene. Later, the vehicle was found parked outside the PAF hospital. The bullet fired by the PN guard hit the Ibrahim in the spine. He was immediately rushed to the E9 Pakistan Air Force (PAF) hospital where the bullet was successfully removed from his spine. The 14-year-old is reported to be paralysed waist down after undergoing medical treatment.
Pakistanis have "elected" to live in a security state, instead of a democratic state like India . And this what happens in a security state .
he car, carrying the registration number UE 482, entered the Naval Complex from Bahria gate, which could only be used by PN officers.PAF officials also arrived on the scene of the incident to initiate an investigation into the incident with the help of footage retrieved from closed-circuit television (CCTV) cameras installed around the gate.
The Naval Complex authorities later issued a warning, saying that though no life was lost in the incident, it was important for all visitors hailing from different backgrounds to always stop at the security checkpoints, provide proper identification and move ahead after receiving clearance from the guards. damage control mode !

Paki "Open University" Allowed To Feed Itself At The CPEC "Slush Fund"

AIOU to provide educational support to CPEC
ISLAMABAD – Allama Iqbal Open University (AIOU) is working on a comprehensive plan to provide educational support to China-Pakistan Economic Corridor (CPEC), this was stated here on Sunday.“The plan is line with the government’s efforts developing educational corridor, as a part of CPEC,” said Vice Chancellor Prof Dr Shahid Siddiqui, while reviewing the on-going projects for setting up Chinese Language Centers in Pakistan in collaboration with the Chinese Universities.
The Paki "University" was probably given some sort of a mandate to open Chini Language Centers , but because of lack of due diligence someone "forgot" that no funds were there to implement the "so-called mandate". Therefore, as a last resort, "CPEC Funds" were appropriated and given to them to complete the task. At least IMO !!!
The AIOU’s collaborative partnership was going with five Chinese universities, including the Open University of China, Sichuan University, Beijing Shanghai Open University, Beijing Institute of Graphic Communication, Yunnan Normal University and Yunnan Open University, Kunming.
Good chance for AIOU Faculty Members to visit China at sarkari expense
A considerable progress has been made to set up language and Culture Center at Gwadar in collaboration with Beijing Institute of Graphic Communication. The facility will also be available to the local community. :((
he University has also planned to establish Chinese Language Centers along the route of CPEC, where its regional offices are situated.Initially these centers will be set up in Islamabad, Lahore, Multan and later on in Rahim Yar Khan, Faisalabad, Peshawar, Gilgit, and DG Khan.
"Junior" faculty members- who bring no sifarish - get to travel within Pakiland. "Senior" Faculty members , who are related to "higher ups " in the Paki Establishment will be selected for the China trips .
The University is also working on two very important projects in line with Government’s vision 2025 i.e. one project with Yunnan Normal University on renewable energy and second will be with Tsinghua University, Beijing to conduct a project of water treatment (Arsenic removal). This project will be an opportunity for sharing China arsenic removal experience in Pakistan. So lets joins hands in contributing to build safer and healthy communities in Pakistan. As per the agreement of the two sides, Urdu learning Centre will also be set up in Beijing. The two sides will also start joint academic programs particularly in the field of printing technology and teachers’ training.-Agencies
With every passing day, comes fresh news of Chinese inroads into the Paki economic, political and social fabric ( thankfully not "religious fabric" yet  ). A satellite being launched here with Chini assistance, a electricity plant being opened there with Chini labor and material , a Chini bank branch being opened here and the Paki Stock Exchange gobbled up by Chinese investors there . The day is not that far off when the Chinese will take "direct control" of Pakistan !!!

Depends totally on the individual. IPS / IAS / IRS officers go to foreign countries on deputation as part of RAW. There are equally incompetent folks in the Def Services for ur kind information. Are all chiefs of RAW type agencies in other countries from Def Services??
No sir Doval sir did exceptional field work in Punjab, Balistan, North east and many other places and was hand picked by NAMO due to his work

Chini Company Cashes In On Ramazan Craze

Huawei slashes smartphone prices in Pakistan during Ramazan
LAHORE – The people of Pakistan have shown tremendous support for Huawei, and the company is saying Shukran( Shukran not Shukria ! Allah Hafiz not Khuda Hafiz ! Homage must be paid to the Land Of The Sand  ) during the holy month of Ramadan ( not Ramazan !) by offering discounts on some of its most famous smartphones like the Huawei Y5 2017, Huawei Y7 Prime 2017, Huawei P Smart, Huawei Mate 10, and Huawei Mate 10 Pro.
“Ramadan is all about counting your blessings and sharing it with others. For Huawei, the blessings have been the way our fans in Pakistan have welcomed us and embraced our innovative products. Their love for the brand is fast turning Pakistan into Huawei CBG’s top-tier market. And to show our gratitude, we are offering big discounts on some of our most sought-after smartphones,” said Blueking Wang, Manager, Huawei Consumer Business Group.
Consumers can visit the nearest sales centres to purchase the discounted smartphones.
Since entering the market seven years ago, Huawei has remained committed to providing consumers with the best-in-class technology, devices, and quality products, so they stay connected with their loved ones.In recent times, the smartphone brand has brought its A.I. technology to not only its flagship devices but entry-level devices as well, so more people can enjoy top features without spending big.
As every insider in the Tech Industry knows that the Chinese are "notorious" for either stealing western technology or sometimes doing "reverse engineering" and then flooding the market with cheap imitations of the original without paying any ( licence, patent ) fees to the principal party. This company -Huawei- is no exception . The Canadian Govt is considering investigating this company for shady business practices in Canada, which includes stealing Canadian mobile phone technology !!!
