Can Pakistan emulate South Korea? - Sabur Sulehria

The spectacular rise of South Korea from an underdeveloped country to an industrially-developed one is a benchmark that many in the field of development and politics look up to. Pakistan has also aspired to achieve a similar benchmark.

In the 1990s, Nawaz Sharif had planned to make Pakistan an Asian tiger like South Korea. But this has remained a distant dream. Recently, Imran Khan also expressed the intention to turn Pakistan’s economy and restructure it along the lines of South Korea. Can Pakistan achieve the economic miracle – commonly referred as ‘Miracle on the Han River’ – which brought South Korea among the semi-periphery countries of the world?

The case of South Korea is quite interesting because there is a common myth in Pakistan that development in the country has something to do with the five-year plan that it borrowed from Pakistan in the late 1950s. However, there is no evidence that proves this assertion. Zafar Haider Jappa has eloquently refuted it in an article published in a newspaper.

Regardless of these myths, Pakistan or any other country in the periphery stand a remote chance of emulating the South Korean model. This is because the specific historical conditions available to perform the ‘Korean miracle’ will be unavailable in the case of most countries in the Global South. By exploring three theories of South Korea’s development, this article will show how empty the political slogans about making Pakistan an Asian tiger really are.

There are three fundamental elements that helped achieve the ‘South Korean miracle’. These include the colonial legacy, the influence of US imperialism, and Japan’s role that eventually translated into the Korean strategy of export-led industrialisation (ELI), which was grafted onto import-substitution industrialisation policies.

The influence of the colonial legacy played a critical role in ensuring economic growth in South Korea. This explanation has been mostly put forward by Atul Kohli, an author and scholar. According to Kohli, “Japanese colonial influence on Korea, 1905-45, was decisive in shaping a political economy that later evolved into the high-growth South Korean path to development”.

Kohli argues that colonial Japan introduced changes in the state structure. These included the creation of a centralised state that is committed to change and the depersonalisation of authority in a bid to differentiate between public and personal interests. The latter change reintegrated personal interests on a new basis whereby public goals supersede personal goals and the downward penetration of society via the bureaucracy.

The second element that fuelled development in South Korea is the role played by the US in the form of substantial financial and technical grants to South Korea in the context of the cold war. However, South Korea wasn’t a passive beneficiary of imperialist largesse. The South Korean state also introduced and implemented specific policies that helped expand and strengthen the country’s industrial base.

This explanation has been advanced by Eric Toussaint, a Belgian economist who highlighted the enabling factors that contributed towards development in South Korea. Toussaint has identified the following factors: a considerable amount of intervention from the state; radical land reforms at an early stage after South Korea gained independence; an industrialisation model based on import-substitution, which was gradually harmonised with an ELI model, state control of the banking sector; the enforcement of authoritarian planning; strict control over currency exchange and capital flows; state-enforced prices for a wide range of products; and the availability of highly-skilled educated manpower to private enterprise.

In other words, South Korea was allowed to introduce policies that hardly any other country had introduced in the post-WWII period. Many countries in the periphery witnessed military coups when radical and reformist leaderships attempted to introduce land reforms and nationalisation measures, and restricted the market’s apocryphal hidden hand. But most importantly, financial and technological support from the US to help the country outdo ‘communist’ North Korea was a decisive factor. South Korea was fortunate that it did not possess oil or any other valuable natural resources. This presumably helped avoid a Middle East-style catastrophe.

The third and, arguably, the most vital element that contributed towards the ‘South Korean miracle’ was the successful attempt to graft an ELI strategy onto import-substitution industrialisation policies. This is an explanation offered by American academic Vivek Chibber. After 1960, this change in South Korea’s economic strategy generated a different set of incentives for the Korean national bourgeoisie. While firms produced for an insulated domestic market under the import-substitution model, producers were thrown into the vortex of international competition through strategies that prioritised ELI.

Chibber (2005) argues that the shift was made possible in South Korea by highly fortuitous circumstances. Japanese firms were entering South Korea at the time to set up partnerships with South Korean producers over an export strategy. They brought with them extensive sales and marketing networks, and plentiful lines of credit – precisely what firms in India, Turkey and Latin America lacked. As a result, Korean capitalists had a critical entry barrier removed as they were shepherded into lucrative markets with a network of clients who were ready and waiting for them.

It is evident that the active involvement of two global economic giants – Japan and the US – coupled with the authoritarian government in South Korea made the mare go. A highly authoritarian regime helped ensure colossal labour exploitation. Not only were wages scandalously low but independent trade union activities were also ruthlessly suppressed. Furthermore, the availability of an educated, skilled and disciplined workforce proved to be a force multiplier.

This trajectory of development clearly shows a sharp contrast between Pakistan and South Korea. Pakistan doesn’t possess the luxury of having global giants like Japan and the US standing at its back, willing to pour in money as well as transfer technology. At the same time, Pakistan doesn’t enjoy the liberty of having free access to major markets like the US and the EU. Pakistan, however, was not the only country that failed to develop worthwhile heavy industries as South Korea did during the 1960s.

Similarly, an illiterate and unskilled workforce in Pakistan is no match to highly disciplined and skilled manpower that was available to South Korea. Pakistan’s import-based and inward-looking economy is heavily dependent on foreign loans. Therefore, it cannot pursue independent policies against the wishes of the IMF and the World Bank.

Now, the people of Pakistan have pinned their hopes on Imran Khan who is all set to form a new government in Pakistan after the PTI’s victory in the July 25 elections. It won’t be fair to immediately expect something akin to the ‘South Korean miracle’ from Imran Khan. All the new government needs to do is remedy the ailing economy and give some hope to the people of Pakistan.

First, a ‘South Korean miracle’ is neither possible in light of the aforementioned explanations nor desirable given the authoritarian, anti-working class nature of this model. Second, going back to the IMF and the World Bank won’t help. For any meaningful change to take place, a radical and new development strategy is required whereby the primary focus is on state-led development rather than the failed neoliberal recipes that are being offered. Furthermore, without a break with the prevalent global system – a process that Samir Amin refers to as “delinking” – development will remain elusive.

Here is the Article referred to in my previous Post of 15 Aug 2018 23:06:

South Korea’s transformation - Zafar Haider Jappa- February 20, 2017

Every society has some myths to discuss. Pakistan’s reportedly lent economic planning model of 1950/60s from South Korea is a story sans substance. Empirical and exploratory researches categorise it as wishful thinking. A South Korean delegation’s visit was not all an exercise in mimicry. This piece endeavours to analyse all aspects associated with this self-congratulatory achievement. Numerous textbooks, newspaper articles and fiery speeches of politicians suggest one unanimous achievement, exporting of the development model to South Korea and basking in its reflected glory. Factually, this never happened as asserted by some professionals in Pakistan.

Pakistan launched its long-term development plans prior to South Korea in 1955-1960 and then 1960-1965. It is also a fact that a delegation of South Korea visited Pakistan supposedly prior to 1960. Today, no archive is available with Pakistan’s Ministry of Planning and Reforms to indicate what had happened. However, guess work is galore. Dr Mahboob-ul Haq, ex iconic figure of Pakistan’s economic history, is said to have handed over a full-fledged development template to South Korea.Dr Haq, in his books on development planning (1963; 1983), has never mentioned any such incidence. He has rather massively assailed Pakistan’s first two development plans with scorching criticism. To him, both plans failed in achieving targets in per capita income, investment, domestic savings, agriculture and mining sectors.

Toussaint (2014) has recorded several factors of the Korean transformation. Among the prominent ones are; the state’s high degree of involvement, US’s substantial support in the form of grants, radical land reforms, conversion of import substitution to exports substitution, state control of the banking sector and the enforcement of authoritarian planning. The Economic Planning Board, headed by the deputy prime minister, was assigned substantial financial, legal, fiscal and administrative powers.

The South Korean government implemented four successive five-year development plans beginning in 1962; the economy grew at an unprecedented 8.9% average annual rate during this period. The government, on a trial and error basis, rolled out its first plan on February 15, 1962, with the following themes: (i) to expand agriculture productivity and increase rural household income, (ii) to secure energy sources, (iii) to improve balance of payments via export promotion, and (iv) to increase employment. The Economic Planning Board (EPB) formulated the plans. Quite contrary to Pakistan’s wishy-washy Planning Commission, EPB gained immense superiority over other ministries, not only in the formulation of plans, but also in enacting specific legislation, increasing the budget and winning foreign capital, mobilising and operating domestic capital and even managing inflation of the country.

Historically, the Korean economy grew step by step and according to a planned curve. The country prospered by enhancing the productivity of of the agriculture sector by simultaneously working on small industries. It continued to develop transportation, communication and energy infrastructure and the financial system to encourage the modernisation of domestic savings. Later, the Korean economy entered into a phase of diversification. A wide range of industries was established such as automobile, shipbuilding, semiconductor, chemical, machinery and electronics industries. If Korea had faithfully followed the advice of international organisations and developed countries, it would not exist as we know it today. Most probably, it would have be at the tail end of Asia’s poor countries economically.

Mr Javed Masood (2010) debunks the popular myth of Pakistan’s model to be emulated by South Korea and dates back 1981. The newly posted consul general of South Korea to Pakistan pleased audience in Lahore during a reception by the chamber of commerce by stating that Koreans owe their success to Pakistan and referred to the Korean delegation that visited in early 1960s to study Pakistan’s planning process. Mr Masood says Mr Jay Hee Oh did it only to establish full diplomatic relations on the lines of North Korea’s with Pakistan. Mr Jay mellowed General Zia’s government, achieved his target in 1984 and was appointed vice minister of foreign affairs on his return from Pakistan. Factually, Korea had 70% literacy rate in 1960s with educated labour force. Tugral Yamin (2015) quotes Mr Megna Desai who narrates his conservation with Dr Mahboob Ul Haq. Dr Haq had shared with Mr Desai that the Koreans, despite the famous visit, declined to follow Pakistan’s model owing to its leaning towards self-reliance.
Korea was seeking policies on export led economic development that they did. By that both Pakistan and India were focusing on import substitution industrialisation. The Embassy of South Korea in Islamabad has denied any relevance of Pakistan’s model with South Korea’s and terms it “largely a myth”. Dr Ha-Joon and Dr Akbar S Zaidi have also testified the same argument. Even the Planning Commission of Pakistan has no record to substantiate any connectivity between the two models, ministry’s website does not highlight this argument among its achievements. Pakistan’s chief economist Dr Nadeem Javaid sees the matter this way: “I think the Korean experience shows us that a development strategy is a complex set of well-knitted policies rather than a simple matter of an outward-looking or an inward-looking trade regime. The Korean case reveals that the fastest way to build an advanced industrial base in a developing country is to earn foreign exchange through diversified exports to import advanced technologies and the machines that embody them. Contrary to this, Pakistan’s policy makers perused import-substitution through rent-creation model with the objective to achieve self-sufficiency – eventually, which proved fatal”. Mr Sakib Sherani endorses same exposition in his (Growth vs development, 2017) article.

Less than sixty years ago, Korea was a wasteland. Now it is not only the world’s 11th largest economy, but also a vibrant democracy and an emerging culture power. Korea’s change of path from poverty to philanthropy is strewn with dazzling stories of economic transformation and effervescence. Certainly South Korea has reaped the fruits of its own models, not of ours! Have we reaped the planned fruits of our own short-medium term plans and of perspective planning? In a Word : NO!

Major General Asif Ghafoor, Director General of Inter Services Public Relation (ISPR), is among the 17 military officers who were awarded with Hilal-i-Imtiaz (Military) for his services.
Social media users ( like Jahil Ham-Eid who is a "big time admirer" and a "close buddy" of Ghafoor - both members of the 5th Generation Warfare Club, including Patron Gen Pajwa !) largely felicitated the spokesperson of the Pakistan Army on achieving the medal.

Khawar Maneka congratulates Imran Khan on election victory

Samaa Web Desk
Khawar Fareed Maneka, the former husband of the PTI chairman’s third wife, has felicitated him for his party’s victory in July 25 elections.
“From my entire family, I extend my best wishes to Imran Khan and pray for his success. May he fulfill all his pledges,” Maneka said while speaking to SAMAA.He also offered good wishes for his former wife, Bushra Maneka, whom Imran Khan married last year.
Does not seem, at least IMO, the normal reaction of a husband, whose wife has just deserted him for greener pastures , unless he is of the cuckold variety, or still in awe of the predictive abilities of the Peerni !

The FATF "Watch Dog Team" Is Not Satisfied With Sialkoti Statistics And Lahori Logic That Is Included In The Proposed Action Plan .

FATF team not satisfied with Pakistan government performance over proposed action plan: Sources

Aug 15, 2018
*ISLAMABAD* - Pakistan is reportedly facing difficulties in convincing the FATF team over the action plan.
The Ministry of Finance, Federal Investigation Agency (FIA), National Counter Terrorism Authority (NACTA) and State Bank of Pakistan (SBP) do not have an international legal expert related to money laundering. “To deal with the experts of Asia Pacific Group on Money Laundering, we need similar experts. Unfortunately the country has not hired anyone so far to satisfy the visiting team of FATF ,” the sources informed *Pakistan Today*.
The Pakis do not have "home grown" talent to deal with this ! The Pakis cannot afford the hiring of a "foreign expert" for lack of funds . So once again they are caught between a rock and a hard place . Of course, for Echendee purposes, ( the Dushman factor !) they dare not "borrow" an India based expert
“Though SBP is trying to satisfy the team as per the measures taken against money laundering, the NACTA, FIA and others are reportedly facing difficulties in satisfying the visiting foreign experts. Instead of legal consultants, the Minister of Finance is dealing with the FATF team,” said the sources adding that unfortunately, the team of Asia Pacific Group is visiting Pakistan at a time when the country is undergoing a democratic transition of governments and the caretaker setup is not interested in facing such responsibilities.
So, although, they were probably told months in advance of the visit, they are now complaining that this is NOT the right time as they are "celebrating" "democracy".
An insider claimed that the visiting team has termed various replies of different institutions unsatisfactory terming them similar to what were given to it in 2014-15.
Pulling the wool over the FATF eyes. ? Lahori logic and Sialkoti statistics being "refurbished" as something original ?
According to sources, the visiting team is scheduled to visit Karachi on Thursday. After completing its visit, it will be submitting the report to FATF . A similar team, according to sources, may visit Pakistan in March 2019 and FATF will decide about Pakistan’s inclusion in blacklist by June 2019. The delegations would stay in Pakistan till August 17 as the ongoing review would be accomplished on August 16, and then they would return back next day.
Just wondering loud , if some "Indian RAA agents" are included in the FATF team, just like Rajiv Shah Head Of US Aid was once sent to Isloo during Obama times !. No names have mentioned of the Team, so this dent on their Echendee cannot be ruled out
When contacted, a spokesperson of the Ministry of Finance said that an independent body – the Financial Monitoring Unit (FMU) was presently dealing with the visiting team of Asia Pacific Group. Though the FMU is an independent body, however, the ministry is supervising its affairs. The visiting team was yet to meet caretaker Finance Minister Dr Shamshad Akhtar, he said.
. So, it seems to be "goodbye" to the Grey List and "Welcome" to the FATF Black List ( NOKO and Iran as company !) . Also, IMO, Imran should put "on hold" his plans for NAYA PAKISTANI , which also includes the sweet sherbet of The Islamic Welfare State

Pak envoy upset at mass visa refusal of students by UK
:((
Pakistan’s new high commissioner to the United Kingdom Sahebzada Ahmed Khan has said that he will take up the issue of Pakistani students who aspire to get education in the UK but face extreme difficulties to obtain visas from British High Commission.
the envoy said that he is aware that thousands of Pakistani students fail to get visas to UK each year despite fulfilling all requirements
The number of Pakistani students trying to get UK visas for higher education has sharply dropped in the last few years and only a handful students are ...able to come to UK universities. :((
Pakistani students are amongst the biggest victims of UK govt’s new visa regulations
Nearly 1.5 million Britons are of Pakistani origin, they are the real asset of Pakistan in this country :rotfl:
Pakistan is a modern, progressive and democratic country and this message will be pushed forward with full dedication.
It’s a fact that Pakistan is a pluralistic and progressive country envisioned by the Quaid-i-Azam Muhammad Ali Jinnah.
There are many people who cannot travel to Pakistan high commission or consulates, some are bed ridden and some just don’t have time. 8)
The investors’ confidence in Pakistan is increasing with improvement in the security situation. Currently there are around 200 UK companies working in Pakistan, we would like to take this number to more than 500 UK companies in the next few years.
Sahebzada Ahmed Khan said that the law and order situation and the CPEC have played a big role in making Pakistan the favoured future destination of investors.
Pakistan is head(ed) in the right direction.
There will be peace in the neighbourhood and prosperity will increase in the country in coming years.
Everyone today knows that Pakistani is a business destination.
I have been to the length and breadth of Pakistan in the last two years and law and order situation has improved tremendously.

When You Are PM- In- Waiting And (S) Elected By The Deep State, The Rules Can Be Bent For You

Imran Khan was given preferential treatment: PPP’s Abdul Qadir Patel
ISLAMABAD: Pakistan Peoples Party’s (PPP) MNA elect Abdul Qadir Patel has said that Prime Minister nominee Imran Khan was given preferential treatment during the speaker and deputy speaker elections.
Imran Khan didn’t have his National Assembly card with him when he went to cast his vote and requested Speaker Ayaz Sadiq that he be allowed to vote without the identification.
PPP’s Patel insists that he wasn’t carrying his card either but he was made to get it remade in order to be allowed to vote.
When you are a favourite munna of the Deep State, rules do not matter . ! Patel, should be aware of that !!!
He said that all MNAs should be treated equally. Ayaz Sadiq, however, retorted that if Patel had approached him to be allowed to vote like Khan, he would have been allowed to vote as well.
Immy has a tardy attendance record from his previous "experience" in the Paki NA. So, it makes sense , IMO . But, there is no mai-ka-laal who dare stop a Deep State appointed PM in waiting. Unless he wants the " Premiere Institution Of Pakistan " make life miserable for him

Good News For Pakis . Bad News For All-Non Pakis . Pakistaniyat Has Arrived In Australia !!!

Australia Now Has Its Own Lahore, Karachi and Quetta

Aug 15, 2018
Australia is one of the top tourist destinations in the world and because of that it has a plethora of diverse nationalities living there. Pakistanis are also among those who have immigrated to Australia in huge numbers. Australians interact with diverse and multi-cultures on daily basis but the people of Riverstone took their liking towards Pakistan to a whole new level.
Australia has named some its streets in Riverstone area, New South Wales after popular Pakistani cities; Lahore, Karachi, Multan and Quetta. Riverstone has an estimated population of 6,191 people and is one of the oldest towns in Australia. People of Riverstone originally settled there as part of a government stock farm.

Not sure, if this "window dressing" to improve the image of Pakiland will work ! In Marketing 101, they teach you that , if the "product" ( Pakistan !) is shoddy and bad, no amount of advertising/ publicity is going to help you . . This is the case, at least IMO.

PS: There seems to be a concerted effort by "good Pakis" ( oxymoron word !) all over the world to soften / counter the "bad publicity" accorded to them. This is one method that may or may not work ! . Just a few months ago, the Winnipeg ( Canada) City Council gave the "go-ahead" to name a Park there after DJinnah. ( Winnipeg has a statue of Gandhi, so this was an obvious attempt at an = = )

According to the initial report, flight PK 750 Paris –Islamabad of August 3rd 2018, at Paris Airport, was delayed by 30 minutes and missed its takeoff time. Third party reports do state that the flight was indeed delayed by 2 hours and 39 minutes. ( onlee 2 hrs and 39 mnts  )
The aircraft doors were closed, and the flight was ready to take off. To make the aircraft ready for takeoff, all ground equipment including ground air-condition was detached from the airplane. Only tug master was attached to perform a pushback.
Clearance from Air Traffic Control was not given and hence the aircraft engines could not be started as it was still parked at the jetty. Also, the doors could not be opened as it would have been a severe safety violation. – PIA
Probably the Paris Aviation Authorities are also "fed" up with these unprofessionals (most of the pilots are ex PAF !)
In preliminary investigations, cabin staff told that the infant was taken care off and was shifted to another portion of the aircraft. The aircraft flew back to Islamabad with satisfied passengers, states PIA.On the order of CEO, show cause notices have been given to the Captain in Command, Ground Handler at Paris Airport and the airline’s Chief Operating Officer.
These so called " show cause notices" are probably BS. Most likely the receivers of the show cause notices have high up sifarish to get them off the hook !
“PIA always considers passengers safety and comfort as its foremost priority and many times PIA has even diverted its flight to other destinations to provide medical attention to passengers whenever needed,” the spokesperson said. :((
The spokesperson claims that the Zero Tolerance Policy is being adopted in PIA and there shall be no compromise on customer convenience and flight safety. Strict disciplinary action will be taken against those found guilty of causing inconvenience to the passengers of said flight, :((

Mohammadden Terrorism Fomenting Islamic Republic of Pakistan bags a distinction on the Economist Intelligence Units Global Liveability Index 2018.

Karachi, the commercial capital of Mohammadden Terrorism Fomenting Islamic Republic of Pakistan makes it to the “The ten least liveable cities” with a rank of 137 out of 140. The three cities more unliveable than Karachi on the EIU list are Lagos (138), Dhaka. {139) and Damascus (140), all of which are located in countries that are members of the OIC aka Organisation of Islamic Co-Operation (formerly the Organization of the Islamic Conference). Indeed in the “The ten least liveable cities” list only 2 cities are from not Momin majority Kaafir Dhimmi countries, namely Harare (135) and Port Moresby (136).

Not surprising given that Karachi has only 15 working public toilets (Samaa TV) and the worlds largest slum in Orangi Town (Express Tribune Orangi):

Karachi ranked world‘s fourth ‘unlivable’ city:

Naya Pakhanistan Gaya Toiletistan!

Twitter threatened with shutdown in Pakistan
Micro-blogging website Twitter, a platform that has in recent years become integral to political parties, stands in danger of being banned because of the government’s inability to force the tech giant to bend to its notions of what is suitable for public consumption or falls within the constitutional realm of legitimate free speech.
On Wednesday, the Pakistan Telecommunication Authority (PTA) informed the Senate Standing Committee on Cabinet Secretariat that while Facebook, YouTube and other social media platforms complied with requests from the government to block objectionable content, Twitter did not oblige.
Twitter ignores all the remaining requests
Mr Ahmed informed the committee about last week’s Islamabad High Court (IHC) directive to the regulatory body to serve Twitter with a final notice, asking the website to respond to requests from Pakistan or face the risk of being blocked in the country.
The regulatory authority will implement court orders if Twitter does not respond to the final notice
The official told the committee that Twitter was not as popular in Pakistan as Facebook, and so they had little to lose if Twitter was blocked. :rotfl:
“The court is determined to teach Twitter a lesson — they will lose business,” he added.
He informed the committee that Facebook had been extremely cooperative with Pakistan
In fact, Facebook has appointed a focal person to address the concerns from Pakistan. The focal person is a Pakistani national who understands the traditions, customs and concerns of our society.
In the past, similar attempts have been made to block the spread of social media: Facebook was banned in the country twice in 2008 and then again in 2010. In September 2012, following government directions, the PTA blocked access to YouTube throughout the country and it remained inaccessible for over two years.

Some Pakistanis are beginning to see the matrix. The deprogramming is by stealth promoted by access to information and the fact that India has risen to its knees. The latter fact can not be reconciled with the previously agreed fictions of their foundational theology.

Pakistan’s debt, liabilities swell 83% to Rs30 Trillion - Shahbaz Rana

ISLAMABAD: Pakistan’s debt and liabilities rose sharply to nearly Rs30 trillion or 87% of total size of the economy at the end of previous fiscal year, largely due to the last government’s expansionary fiscal policies and its failure to reform tax administration.

Statistics released by the State Bank of Pakistan (SBP) on Wednesday showed that in the last five years, the country’s total debt and liabilities increased Rs13.5 trillion or 82.8% to stand at Rs29.9 trillion. Five years ago, Pakistan’s total debt and liabilities were Rs16.4 trillion.

Of the Rs29.9 trillion, gross public debt, which is the direct responsibility of the government, stood at Rs25 trillion. It was equal to 72.5% of gross domestic product (GDP) far higher than the statutory limit of 60%, showed the statistics. The gross public debt grew Rs10.6 trillion or 74.5% in the past five years.

The main reason for the increase in the gross public debt was the PML-N government’s failure to contain expenditures and enhance tax-to-GDP ratio to a level that could have sustained the burden of additional expenditures.

It completely ignored reforms in the Federal Board of Revenue (FBR), struck compromises with influential lobbies and slowed down action against big tax evaders.

Total debt and liabilities also include the public sector enterprises’ (PSEs) debt, non-governmental external debt and inter-company external debt from direct investors abroad.

In the last fiscal year, Pakistan’s total debt and liabilities increased Rs4.8 trillion, showing growth of 18.9%, according to the SBP debt bulletin. Excluding liabilities, the country’s total debt swelled to Rs28.4 trillion, an increase of Rs12.9 trillion or 82.6% over the debt stock five years ago.

Government’s domestic debt surged to Rs16.4 trillion with an addition of Rs6.9 trillion in the past five years. There was a mushroom growth of 242% in PSEs’ debt in five years due to PML-N’s failure to reform government-owned entities. The PSEs’ debt, which was only Rs312 billion in 2013, increased dangerously to Rs1.1 trillion at the end of the last government’s term.

Most of the Rs1.1-trillion debt, which has not yet been covered in the budget, will eventually be financed by the taxpayers.

The country’s total external debt increased to a record Rs11 trillion by the end of fiscal year 2017-18, a net addition of Rs5.2 trillion in the past five years. The government’s external debt increased from Rs4.4 trillion to Rs7.8 trillion, according to the SBP.

The non-government external debt, which was Rs649 billion in 2013, increased to Rs1.9 trillion, showing a rise of Rs1.3 trillion. One of the main reasons for the increase in the non-government debt was the former finance minister Ishaq Dar’s decision to exclude certain categories of foreign debt from the definition of public debt.

The debt taken by Pakistan from the International Monetary Fund (IMF) also increased from Rs435 billion in 2013 to Rs741 billion at the end of last fiscal year.

The inter-company external debt increased from Rs308 billion to Rs473.4 billion in five years.

Due to the PML-N government’s policies of parking its direct obligations outside budget books, the liabilities, which are indirectly the responsibility of the finance ministry, also saw an increase of 85.4% in five years. From Rs778 billion in 2013, the total liabilities increased to Rs1.44 trillion by the end of previous fiscal year.

Domestic liabilities increased from Rs470 billion to Rs819 billion. External liabilities also doubled from Rs308 billion to Rs622 billion in five years. In 2013, the total liabilities were equal to 3.5% of GDP, which have now grown to 4.2% of GDP.

Owing to a massive increase in the debt stock, the country’s interest payments have also significantly increased, despite an overall low interest rate environment.

Interest payments on debt, which stood at Rs996 billion five years ago, increased to Rs1.6 trillion at the end of last fiscal year. The government paid Rs1.33 trillion in interest payments on domestic debt and Rs172.4 billion on external debt, which is quite a high figure.

The depreciation of the currency has also significantly increased the cost of external debt servicing.

Guidance : Pakistan's Debt and Liabilities Profile : Rs. 29,861.2 Billion as on 30-06-2018

This article touches upon some of the financial aspects as it describes that how West Pakistan was draining East Pakistan dry, much like the Brits looted India.

https://dailytimes.com.pk/182578/24-yea ... angladesh/

Some excerpts
[T]he total government expenditure between 1950 and 1970 in Pakistan was $30.95 billion, out of which West Pakistan extracted the lion’s share of $21.49 billion. Meaning over 69 percent, while East Pakistan, despite having 55 percent of the country’s total population, was only given a measly $9.45 billion, which was just 30.45 per cent of the total.
‘In foreign trade East Pakistan exports constituted 59 percent of the total but imports only 30 percent of the total imports… During the same period West Pakistan earned 41 percent of the total foreign exchange and was allowed 70 percent of the foreign exchange earnings’.
While the surplus generated by East Pakistan was invested in the infrastructure and industry of West Pakistan, it was a secured market for West Pakistani goods. Between 1964 and 1969, West Pakistan exported goods worth Rs 5.29 billion to East Pakistan, while it imported goods worth Rs 3.17 billion.
Of the total foreign assistance, almost 80 percent was consumed by West Pakistan.
It was because of the loss of this colony that Pakistan had to devalue its currency by 135 percent in 1972 and its textile and consumer industry had a great fall.
East Pakistan was bled to shore up the West Pakis, while being forced to live in squalour and penury themselves.

A New Industry Spawns Up In Immy New Pakistan : Follow The Fashion Antics Of The Khan !

Imran to ditch traditional sherwani for oath-taking ceremony

The Express Tribune
Aug 15, 2018
ISLAMABAD: As part of his austerity measures, the prime minister in waiting – Pakistan Tehreek-e-Insaf (PTI) chief Imran Khan – is likely to stick to his white dress code and wear an old sherwani even at the red-letter day of his political life on August 18.
After the general election of July 25, an order was placed for Khan’s sherwani which was later revised to stitching a waistcoat for him for his oath-taking ceremony. However, this order was also cancelled because the premier in waiting wanted to adopt austerity.
The mercurial Kaptaan has done an 180* since his London heydays . He has "come late" to Malsi !!!
According to sources close to Khan, the PTI chief while following tradition of the founder of Pakistan Quaid-e-Azam will surely wear a sherwani but he will break the tradition of getting stitched a new one from a specified tailor while taking oath as the premier.
The standard bearer of Paki-ism is still DJinnah. The "guy" , who rarely stepped into a masjid, drank scotch, wore 3 piece suits and 2 toned shoes, and was very fond of dogs ( all these things a big no-no in Islam !)
‘Jalil Tailor and Drapers’ has been making ceremonial clothing for Pakistani political elite for more than four decades. Earlier located in Rawalpindi, the celebrated tailors have now an outlet in Blue Area of the Islamabad which is hardly two kilometres away from the Parliament House.
Nothing but the best for The Kaptaan. He should have set an example, and got his sherwani stitched by the Mohalla Darzi of Bani Gala !
“General Zia ( toxic Zia !) used to get his sherwani tailored from our shop every year till his demise in a plane crash in 1988. Even after that period privileged class used to hire our services for ceremonial dresses especially sherwani and waistcoat,” said Anjum Jalil who owns the shop along with his father Jalil.
This tailor shop stitched ceremonial dresses for figures like former presidents – Ghulam Ishaq Khan and General Musharraf. Former PM Nawaz Sharif after winning general election in 2013 also reportedly got his sherwani stitched from this shop which he wore at his oath-taking ceremony.
However, after victory of the PTI in the last month’s election the tradition of tailoring sherwani for the premier seems to be changing. “We were first asked to stitch a sherwani for the PTI’s chief. However, later on the order for sherwani was replaced with that of a waistcoat but this too was cancelled as the premier in waiting wants austerity to prevail at all levels starting from him as a person,” Jalil said.
His shop is getting "free publicity" from all this , so it helps !! Bet some high end Elite Isloos will now make a bee-line for his shop ASAP
Talking about his trade, he said stitching any sort of dress may take from a day to 10 days or even more. “Making a dress on order and getting the job done depends on what you want and when you want it to be delivered. Depending on nature of the order, it may take from a single day to even 10 days,” he said.Anjum Jalil is master of cutting and he learnt this art from his father. Generally when an order is placed for tailoring ceremonial dress for a political leader both the father-son duo does the job itself instead of relying on their employees.
This is one good way of "building goodwill" ( AKA chamcha-giri) - you may never know, when Imran Sahib's help might be needed, if and when the NAB or The Tax Dept makes a raid on Jalil's shop

PS: Now being a "public person" Immy will undergo constant scrutiny 24/7 by the "lively and gossip" Paki media . He should be careful to keep his private antics , very private to avoid becoming the subject of a second book ( first book is by Reham Khan and all the details are there !)

X Posted from the Islamism thread.

From the Islamic Emirate of England, held Scotland, Wales and English Administered Ireland yet again news that a bunch of Mohammaddens, this time including a Muslima Fehreen Rafiq and four separate Mohammads, are charged for being involved in paedophilia in Huddersfield.

The names of those charged have a very Pakistani tinge about them such as Mohammad Dogar which if IIRC is evocatively Pakistani Punjabi aka Pakjabi in BRF terminology, so Joh Hafizabad Mein Gaandu Woh Huddersfield mein bhi Gaandu Hai:
Police have charged 30 men and one woman people with historic child sex exploitation offences against girls aged 12-18.

The full list of charges features numerous offences including rape and trafficking with intent to engage in sexual exploitation.

India-backed Afghan dam to put Pakistan under pressure
I am not looking for an argument but just stating my opinion as a discussion point. Life is too short and I am getting on in age.

Why do all that for the afghans when there is no direct benefit to India's economy and Indians? Please don't say that it hurts the pakis.

Call me contrarian (not Ishmael) but this "over the top" adoration of the afghans will soon came back and bite India on its ass. It has in the distant and recent pasts. Besides, the pakis now have a "pashtoon" as their PM. Top that!

Lesson of life: Afghans are no one's allies, not even their own. They are survivors, flotsam of history that somehow seem to cling on to life in every nook and cranny. I was quoted this by an afghan back in '80s.

One only has to glance at India's history and dive into all those raids and attacks that came from India's west. Our ancients used to call this region, "out of our realm of influence" and "land of other tribes". Mahabharat has an appropriate description of these people. That's from 5000 years ago! Untrustworthy people! To be used once and thrown away.

Besides, if today the afghans reach out to the Indians for help based on "imagined cultural links", its only because they despise the pakis even more who they accuse of not acting "brotherly". That equation can change in a jiffy. Ammah's brotherhood, common ethnicities and family ties and all trump everything else.

This next example is slightly out of topic but appropriate here. Recently eyeran allowed all those billboards celebrating good riddance to pakhanistan day with a map that showed J&K as a part of that toiletistan. How short is their memory? After all that India has done for the persians. Gone against world opinion to help our "brotherly" eyeran. That eyrainian act should be seen as a stab in the back by the policy makers in South Block who advocated trade with eyeran and while risking everything despite the west asking otherwise.

I welcome your thoughts.
