Revenue falls Rs56b short of target in Q1 - Shahbaz Rana
ISLAMABAD: The Federal Board of Revenue (FBR) has missed its first quarter target by a wide margin and could collect only Rs836 billion in taxes, underscoring the need for a complete but urgent revamp of the tax machinery.
However, the reality was that the FBR received less than 350,000 returns, as against 1.4 million received in the preceding year.

Justice Denied to Ahmadis
I urge the government to get their act together and seriously think about eliminating religious hatred, and repeal the blasphemy and anti-Ahmadi laws
Imran Ahsan Mirza

The Justice Munir Inquiry Commission Report published in 1954, exposed the fundamental elements at play which were at the very centre of religious violence against Ahmadis in 1953. It appears that nothing has changed since then, except that the society collectively has further moved towards religious extremism. There are far less fair-minded voices in power out there who can recognise injustices against the Ahmadis of Pakistan. The Munir Report exposed the shallowness of religious clerics who had no political vision for the newly formed nation, despite seeking enforcement from the Shariah, they propagated a very narrow minded and divisive ideology of hate promoting an anarchist mob rule. Those ideologies continued to remain at play in the following decades plaguing Pakistan’s progress. The curse is still upon us without an end in sight. Justice Munir and Justice Kayani conducted a thorough and unbiased assessment of the situation faced by a minority community.
Therefore, I urge the government to get their act together and seriously think about eliminating religious hatred, and repeal the blasphemy and anti-Ahmadi laws under which numerous people including Asia Bibi a Christian woman and Shakoor Bhai an Ahmadi octogenarian have been imprisoned for far too long. Their only sin was to practice their religion according to their own conscience.
Pakistan Foreign Minister talked about so-called atrocities from all over the world . Did he say something about Ahmedis, Christians and Hindus in his own country !

Only One Paki University Makes it to Top 500 in Latest Rankings
The United Kingdom has retained its position being home to two world’s top universities, according to the Times Higher Education World University Rankings.
Oxford University kept its slot as the world’s best institution for the third year in a row, while Cambridge maintained its second best position for the second consecutive year. As far as Pakistani universities are concerned, only one university made it to the top 500 in this list.
Imran is a "graduate" of Oxford
Pakistan just made in in the " top 500" . Will it "hang on" to this position next year, the way things are going there (Plagiarism, sloppy selection procedures, unqualified teachers, copying in exams etc etc )
India has got at least 45 universities in that list. No = =

PM Imran should initiate regularisation of Bani Gala properties: CJP

Chief Justice of Pakistan (CJP) Mian Saqib Nisar on Monday said that Prime Minister Imran Khan must set an example for others by regularising his Bani Gala property in accordance with the law.

Prime Minister Khan should be the first person to pay the fine so others who also own properties at Bani Gala can follow his footsteps, the country’s top judge remarked while hearing Bani Gala encroachments case at the Supreme Court in Islamabad, Express News report.

During the proceedings, the additional attorney general apprised the court about illegal constructions at Korang nullah. According to a report by the Survey of Pakistan on Korang nullah, people have built illegal building at the nullah’s land.

SC halts demolition of illegal buildings in Bani Gala

“Who’s responsible for ending encroachments?,” the chief justice remarked, adding that Imran khan had asked the apex court to take notice of the issue when he had not become the prime minister. “After taking the notice, we came to realise that the area was full of encroachments,” Justice Nisar said.

He said the court has already made it clear that all illegal buildings on nullah’s land would be demolished, whereas the decision regarding the Bani Gala properties must be taken by the government.

The chief justice urged the prime minister to set his own house in order first.

PM Khan’s counsel Babar Awan informed the court that the premier has already convened three meetings over the Bani Gala properties. Justice Nisar directed the PM’s counsel to apprise the court about the government’s decision in this regard by Friday, so the court can issue the final verdict this week.

The hearing was later adjourned till Friday.

is it your premise that Hindu's being targeted by bollywood is a mere coincidence??

The major financing is bhai controlled and they dictate what and which movies are to be made. Where do these "bhais" live and who controls them?? Why is the ISI increasingly being shown as some sort of a benign and santa claus type of organization in Indian movies now??

We are in the midst of a full scale propaganda assault and the target is the gullible younger generation and we are not even able to see it.??

the lootyens controlled presstitutes plant fake news, the commie pasand presstitutes target the Hindus openly and bollywood puts the cherry on the top.

Each "minority" group has its own tight control over the media and a very large part of these brains is offshore as is the financing. Just look at who is reporting the news on the ground. Except for a few of the older local reporters, a majority of the new ones are sourced almost exclusively from these two groups. So sourcing, content management and delivery are increasingly being controlled so as to project exactly what they want to.

Hand on heart, is kailash satyarthi nobel peace prize material?? Just why and how did this clown snag a nobel?? That's how much control and clout they have and they have made a very definite point to the Indian politicians by selecting an absolute non entity for the nobel and thus have demonstrated to Indian politicians that if the conditions are made right for us, you too can get a nobel.

Earlier they limited themselves to hinting and whispering to at least two of our ex prime ministers that a nobel was in their grasp, if only certain conditions were fulfilled. This time they have clearly shown that they can easily deliver as promised.

First, check out who owns the so called "Indian" media houses and newspapers and then draw conclusions.

This NEVER was a problem between two groups of Indians, as you put it.

It is a very real threat to our national interests.

Take a look below because the threats mentioned therein are just as real and as poisonous to our interests. See who all are involved and how slyly they operate. Most of them are funded from abroad.

Foreign Funds And Indian Civil Society – How Foreign Money Shapes National Discourse

The video talks about bhaiwood's portrayal of Hindus both og the groups internal to India. Even you have identified bhaiwood and lootyen media as the culprit in the present instance.

If the issue has to be resolved "with" bakistan by all means make it a part of the dialog between the two and post all material on issue on Bakistan related thread.

If OTOH, it has to be sorted out internally within India, it has no business being on the menu and hence has no place in this thread.

If we extend that logic, SC seems to have been captured by western interests. So now do we add "reforming SC of India" on the menu at talks with America and Europe from where most of their ideas originate or do we fix the matter by setting our system right?
The lootyens media is paki pasand.

The aman ki tamasha forms a great part of this sleight of hand and that is a solid and acknowledged paki connection. Track thoo runs off this offshoot. Both processes have ISI connections.

The pakis have lootyen's connections through pre independence roots that helps them soften and to a certain extent direct the narrative.

The Fai connections ( or an evolved version of the fai connection) is omnipresent in our media circles and that connection provides easy access to daru, 5 star seminars and luxury travel on the house. Fai was a proven ISI project.

As far as cashmere and other paki pasand activities are concerned, this video provides a glimpse into one aspect of how our perceptions and opinions are being subtly manipulated and carefully conditioned so as to present a dismal view of the Indian state as well as the majority community.

They have a clear end game in mind. Political parties are very afraid of being seen as too close to the pakis and the pakis are now flipping the perception around and portraying the Indian state and the Hindus as bad so when the actual cashmere demand is made the public reaction to such an act will be one of acceptance.

My last on this topic.

Yes, the Saudis are just waiting to bend over for the Pukies...

The time to demand Saudi Arabia to treat Pakistani workers properly is now
There are approximately over two million Pakistanis working in Saudi Arabia.
In his inaugural address, the prime minister said, “They need to be told they are not alone and helpless, we are with them.” He was speaking of the estimated 11,000 Pakistanis imprisoned abroad.
The highest number of Pakistanis imprisoned abroad is in Saudi Arabia at 3,309, which also executes the most Pakistanis: 74 since 2014 and 15 so far this year, mainly for drugs.
Given the contributions of these hard working Pakistanis :rotfl: , Islamabad should treat their cases with the highest level of sensitivity as they are at the mercy of local courts without access to impartial lawyers, adequate translators or consular assistance from Pakistani diplomatic missions.
Prisoners said that Pakistani officials rarely visit Saudi prisons, unlike representatives of other countries. Those who contacted embassy officials said that the only assistance provided was with deportation procedures. Only one defendant said he met with a Pakistani official during his trial. Senator Sehar Kamran, who has spent time in the Kingdom, has said that welfare attachés are not interested in supporting the community and act like ‘viceroys.’
:(( Well they can now expect visits since Im-the-Dim and CJP Nisar have given donation targets.
However, Riyadh has displayed apathy towards Pakistani citizens. Last year, the Saudi government imposed a tax on foreigners which impacted poor migrants. Thousands returned due to financial insecurity. The Kingdom also stands in violation of the Vienna Convention on Consular Relations, which it ratified in 1988. They are obligated to inform Pakistani officials when they arrest a Pakistani citizen, but have repeatedly failed to do so.Families are not allowed to visit their imprisoned relatives or retrieve bodies after executions. Recently, a wave of unexpected hangings has occurred in the Kingdom. Prisoners have been told that their sentences have been changed to death sentences and are executed.

Why Vienna Conventions hain? What do Ummah conventions state!

Pakistan cuts Chinese 'Silk Road' rail project by $2 billion due to debt concerns - Reuters
Islamabad has cut the size of the biggest Chinese "Silk Road" project in Pakistan by $2 billion, railway minister 'terrorist' Sheikh Rasheed said on Monday, citing government concerns about the country's debt levels.

The mega project to revamp the colonial-era line stretching 1,872 km (1,163 miles) from Karachi to the northwestern city of Peshawar was initially priced at $8.2 billion, but wrangling over costs has led to delays.

The changes are part of Islamabad's efforts to rethink key Belt and Road Initiative (BRI) projects + in Pakistan, where Beijing has pledged about $60 billion in financing but the new government of populist Prime Minister Imran Khan appears to be more cautious about the Chinese investment.

"Pakistan is a poor country that cannot afford huge burden of the loans," 'terrorist' Rasheed told a news conference in the city of Lahore.

"Therefore, we have reduced the loan from China under CPEC for rail projects from $8.2 billion to $6.2 billion," he added, referring to the China-Pakistan Economic Corridor (CPEC).

Rasheed said the government remains committed to the Karachi-Peshawar Main Line-1 (ML-1) project but added that he wishes to further reduce the cost to $4.2 billion from $6.2 billion.

Islamabad has balked at the financing terms and has pushed for deeply concessional loans for ML-1. It also invited third countries to join or for the Chinese to be investors in the project through the build-operate-transfer (BOT) model that would rely less on debt.

The United States has criticised BRI projects, warning that the loans could turn into debt traps for poor countries unable to pay them money back. Beijing denies the claims, saying the loans are a win-win situation for both countries.

"CPEC is like the back bone for Pakistan, but our eyes and ears are open," 'terrorist' Rasheed said.

Islamabad airport's manager sacked after stray dogs spotted wandering premises
The airport manager of the Islamabad International Airport (IAA) has been dismissed after stray dogs were seen wandering the facility's premises on video, the Civil Aviation Authority (CAA) said.
a pack of at least five stray dogs roaming outside the airport's lounge in the basement
the dogs can be heard barking at passengers
this was not a one-off incident
strays dogs have been spotted on the airport's premises regularly
That stray dogs have been able to come as close as the arrival lounge of the airport
"The DG CAA... has issued orders to dismiss airport manager of Islamabad airport on an immediate basis"
The official classified the incident as a safety breach on their [ASF] part that so many dogs were able to enter the facility's premises.
That's right. A couple or so would be fine. Besides, how can they tell the difference between these "stray dogs" and the "stray mobs" that hang around outside the departure/arrival lounges?

Pakistan minister snapped with Hafiz Saeed, picture goes viral

Image
A minister in the newly elected Pakistan government was snapped with 26/11 attacks mastermind Hafiz Saeed at an event in Islamabad on Sunday, PTI reported. This comes after India called Pakistan a nation which “glorifies killers” and allows them to “roam free” with impunity on its soil at last week’s United Nations General Assembly (UNGA).
Noor-Ul-Haq Qadri, the Minister for Religious Affairs and Interfaith Harmony under the Imran Khan-led government, addressed the All Parties Conference (APC) organised by the Difa-e-Pakistan Council on Sunday. He shared the stage with Saeed, a UN-designated terrorist, who also campaigned for a political outfit in this year’s general assembly polls.
The picture hollows the assurances given by Pakistan’s Foreign Minister Shah Mehmood Qureshi at the UNGA that his country has “turned the tide against terrorism”.

That is not a Paki channel, it is a Canadian subcontinental channel called Tag TV that is very anti-Paki establishment and has the likes of Tarek Fateh coming on to talk regularly. The others like Tahir Gora and others are sane and balanced, to the extent that the Paki embassy threatened them recently. They are not a typical Paki channel in any shape or form, and in fact give a lot of voice to oppressed segments like Balochis, Mojahirs, Sindhis and Baltistani activists, not to mention people from POK who don't like the Islamist hellhole that Pakistan is. They are mostly low-budget ordinary folks with a day job, which explains some of the production values, but saner and better than all the Paki media put together, so perhaps don't deserve ridicule.

Here Is A True Account Of The "Substantive Meeting" Between POTUS And FM Qureshi Of Pakiland

How Pakistan turned ‘handshake’ with Trump into ‘informal meeting’
Hindustan Times
Sept 27, 2018
US President Donald Trump only shook hands with Pakistan foreign minister Shah Mehmood Qureshi during a luncheon in New York on Tuesday, the Trump administration said, but Qureshi described it as an “informal meeting” where they agreed to “re-build” damaged bilateral ties.
“It was a handshake at a luncheon with other world leaders,” a US national security council spokesperson said in response to a question about the reported meeting and the conversation that Qureshi said took place with the American president. The official did not comment on the details reported by the minister. But “there was no meeting”, a US source averred.
Nor did Qureshi post anything on his Tweeter Account or nor the Paki Foreign Ministry "boasted" about this meet . It was done by the Paki media as an = = to POTUS's remarks about India and Modi-ji !
That was not how foreign minister Qureshi described his interaction with the president. “I met with President Trump at the reception where I had the opportunity to discuss Pak-US relations with him. I requested him to rebuild the cordial relations that we have enjoyed in the past,” the foreign minister told Pakistan Television.Qureshi was referring to a luncheon hosted by the UN secretary general.
Qureshi is in DC these days to placate the US . And do "damage control" on behalf of Imran's Goberment !
“President Trump agrees with the view and says that the United States intends to re-build the relations,” Qureshi said, according to the Associated Press of Pakistan. The so-called interaction, which was described as an “informal meeting” was reported widely in Pakistani media.
“This was a mischaracterization of a handshake as a meeting, even if it was called an informal meeting,” said a former Washington-based diplomat who spoke on background to explain nuances of meetings and interactions between officials to two different countries. “It’s against diplomatic norms to do this.”Qureshi’s interaction was similar perhaps to the quick exchange of words and greetings that Indian external affairs minister Sushma Swaraj had with President Trump at the conclusion of a UN conference on the world’s drug problems on Monday. After being introduced to the President, Swaraj passed on greetings to him from Prime Minister Narendra Modi, to which the Trump replied, “I love India; give my regards to my friend PM Modi.”
“Indians did not describe the exchange as a meeting or an informal meeting,” another diplomat said, to contrast the two situations.
Pakis are # 1 in bragging !
Pakistan has approached the Trump administration with a curious mix of trepidation and bluster. They got off to an awkward start when the then Nawaz Sharif government released a transcript of a call placed by the prime minister to President-elect Trump to congratulate him on his election. Trump had been generically effusive in his praise of the prime minister — “great guy”. The Trump transition team countered that with a more routine readout, starkly bereft of all colour. The Imran Khan government got on to a somewhat similar start, when it disputed a readout released by the US state department of a congratulatory call from Secretary Pompeo to Prime Minister Khan. Islamabad contended terrorism did not come up in the call and demanded a clarification, which the US rejected.“There is a sense of desperation in Pakistan about ties with the Trump administration,” said the former diplomat. Understandable perhaps given the tough posture adopted by President Trump including the suspension of $2 billion in security-related aid to Pakistan.
Pakis are pissed off that aid is blocked to them. Pakis are pissed off that USA is "tilting" towards India

Pakistan cuts Chinese 'Silk Road' rail project by $2 billion due to debt concerns

LAHORE: Islamabad has cut the size of thebiggest Chinese "Silk Road" project in Pakistanby $2 billion, railway minister Sheikh Rasheed said on Monday, citing government concerns about the country's debt levels.

The mega project to revamp the colonial-era line stretching 1,872 km (1,163 miles) from Karachi to the north-western city of Peshawar was initially priced at $8.2 billion, but wrangling over costs has led to delays.

The changes are part of Islamabad's efforts to rethink key Belt and Road Initiative (BRI) projects in Pakistan, where Beijing has pledged about $60 billion in financing but the new government of populist Prime Minister Imran Khan appears to be more cautious about the Chinese investment.

"Pakistan is a poor country that cannot afford huge burden of the loans," Rasheed told a news conference in the city of Lahore.

"CPEC is like the back bone for Pakistan, but our eyes and ears are open," Rasheed said. The ML-1 is the spine of the country's dilapidated rail network, as well as the biggest source of revenue. Pakistan's rail system has struggled to break even for decades as passenger numbers plunge, train lines close and the vital freight business nosedives.

Pakistan open to Afridi talks with US, foreign minister says - Hollie McKay By Hollie McKay, | Fox News]

The Pakistani doctor, Shakil Afridi, who was instrumental in the capture of Osama bin Laden remains in jail under what his lawyer says are trumped up charges. Here’s an update on his harrowing ordeal.

From the outset, the situation has gone from bad to worse for Dr. Shakil Afridi, the “hero” CIA asset who helped the U.S. capture Usama bin Laden in Pakistan by running a fake vaccination program to collect DNA but since then has languished behind bars.

However, Pakistan’s newly-appointed foreign minister, Shah Mehmood Qureshi – who represented his country at the United Nations General Assembly in New York last week – told Fox News that the issue is not over.

“Openings are always there,” Qureshi said in an exclusive interview with Fox News. “He is viewed in a particular light in Pakistan, he is viewed as a traitor in Pakistan. But he is viewed as a friend in the U.S. So we have to bridge this gap.”

Afridi’s future, Qureshi attested, lies not with politics but with the courts.

“We have a legal process. Afridi went through that legal process, he was given a fair chance to plead his case. He was sentenced, he was convicted and is serving a sentence,” the foreign minister continued. “We expect you to respect our legal process, as we respect yours.”

Critics – including the highest levels of the United States government – disagree that Afridi was afforded a just trial, staunchly contending that he has been “unjustly imprisoned” and his due process under the tribal system continues to be called into question. The system allows closed hearings and does not require the defender to be present. Despite the public perception that he has committed treason by working with the U.S., his 23-year sentence is on the pretext of having ties with a militant group LEI, which his lawyer asserts are bogus.

Others in the Pakistani-American community contend that Afridi’s release would have a dramatic impact on improving the deeply strained bilateral ties.

“Pakistan and U.S. relations are at an all-time low, one big reason is Dr. Afridi. The question I am asked over and over from officials is when will Pakistan release Dr. Afridi,” noted Adnan Khan, chairman of the California-based policy group Council of Pakistan. “For building relations, Pakistan could release Dr. Afridi and let the United States give him political asylum as he cannot live in Pakistan. That would be a danger to his life.”

PAKISTANI DOCTOR JAILED FOR HELPING FIND BIN LADEN FACES MORE TROUBLE, MOVED TO HIGHER-SECURITY PRISON

PAKISTAN WORKS TO CLEAN UP KARACHI, ONCE WORLD'S 'MOST DANGEROUS CITY'

Nonetheless, following a visit to Islamabad by Secretary of State Mike Pompeo in September to meet with the new Imran Khan-led administration, Afridi’s lawyer Qamar Nadeem Afridi told reporters that they have “reset an environment” with a newfound hope he may be released.

Just prior to Pompeo’s visit, the Trump team – who have repeatedly called for Afridi to be let go – cut a further $300 million to Islamabad through the Coalition Support Fund citing Pakistan’s “lack of decisive actions in support of the South Asia strategy.” This comes following the U.S. State Department’s announcement in January that it was suspending more than $250 million in security assistance to Pakistan.

Qureshi acknowledged that while relations have “soured” significantly between his country and the United States since Trump took office and publicly ramped up pressure on them to do more to obliterate terrorist sanctuaries, his stance is that Pakistan is being unjustly blamed for the destabilization of neighboring Afghanistan.

“When you are in a difficult situation you look for scapegoats, for areas and people and institutions that have not delivered to your expectations,” he said. “Pakistan is there to help and facilitate, we recognize that a stable and peaceful Afghanistan is in our interest.”

Qureshi insisted that the Pakistani government is in full control of the country, including the rugged and remote tribal regions, and that terror hideouts have been eliminated. He also pointed out that they will “play a role” and use “whatever influence they have” to bring the Taliban to the negotiating table for peace talks, but declined to comment on whether monetary cuts were having an impact on Pakistan’s military or involvement in the protracted war against terror.

“I am not here to talk dollars and cents, I am not here seeking aid,” Qureshi added. “I am here to fix a relationship that went sour – a relationship that has mutually-benefited both sides. We have been allies for a long time, it is time to rebuild that powerful relationship."

Core inflation jumps to four-year high at 8%

ISLAMABAD: Core inflation jumped 8% in September 2018 – the highest level in the past four years, which was slightly lower than the key interest rate, indicating inflationary pressures that were affecting prices of almost every household item.

Core inflation – which excludes volatile food and energy prices – went up from 7.7% in August to 8% in September, reported the Pakistan Bureau of Statistics (PBS) on Monday.

However, the headline inflation, measured by the Consumer Price Index (CPI), eased to 5.1% in September. The key reason behind the slowdown was a 12.4% reduction in prices of perishable food items, showed the PBS inflation data.

The 8% core inflation was the highest in the past four years. Last time, the core inflation stood above that level was in September 2014 when the reading was 8.1%.

“A surge in core inflation was expected that was why the central bank increased key interest rate to 8.5% in its latest monetary policy announcement,” said Dr Ashfaque Hasan Khan, a member of the Economic Advisory Council.

The narrowing gap between the key interest rate and the core inflation may lead to another round of interest rate hikes in the current fiscal year, according to some independent economists.

Core inflation hits highest level in almost 4 years

The central bank also revised upwards its inflation projection from 6.5% to 7.5% due to a higher-than-anticipated rise in international crude oil prices, an upward revision in domestic gas prices, a further increase in regulatory duties on imports and the continuing second round impact of previous exchange rate depreciations.

The government has announced up to 143% increase in gas prices while a decision on increase in power tariffs is expected to be taken by the Economic Coordination Committee on Tuesday.

An internal plan of the central bank and the finance ministry showed that the government wanted to increase interest rate to 9.5% and let the currency weaken to Rs136 to a dollar. The rupee has once again come under pressure in the open market after Pakistan started staff-level engagement with the International Monetary Fund.

PBS data showed that on a year-on-year basis, the kerosene oil price was 37.53% higher and petrol price was 24.8% higher in September 2018 over the same month last year. For October, the government has kept petroleum product prices unchanged and has reduced general sales tax.

Inflation touches 45-month high at 5.8%

Owing to the higher prices of petrol and high-speed diesel, transport service charges also went up 15.4% in September.

The cost of educational services increased 15.1% and that of motor vehicles 11.4% due to depreciation of the rupee against the US dollar. Newspaper charges increased 10.4% and construction wages rose 9.2% compared with a year ago.

In the food group, meat prices rose over 10.5% and spices rates also surged over one-tenth. The cost of dry fruits, rice, tea and other food items jumped in the range of 6% to 10%.

The reduction in overall inflation rate to 5.1% was due to a dip in the cost of vegetables, mainly onion, pulses, potato, tomato and eggs.

Inflation is inching up, particularly from March 2018 onwards. So far, the average inflation in first quarter (Jul-Sept 2018) stood at 5.6% as compared to 3.4% in the corresponding period of previous fiscal year.

The impact of regulatory duties imposed on hundreds of goods through a mini-budget will be felt in coming weeks.

Saar, you have just described the average Pakistani. Why would the minister be any different?

He was being praised on a Paki channel for appearing on Fox News because “Trump watches only Fox News”, but this is only going to backfire on him.

Chinis Feeling The CPEC Heat

‘China open to changes in BRI projects’
Reuters
The News International
ISLAMABAD: China's Ambassador to Pakistan Yao Jing has said that Beijing was open to changes proposed by the new government and will definitely follow their agenda to work out a roadmap for the BRI projects based on mutual consultation. He is again doing "sweet talk" but "tough as nails" on the inside .!
"It constitutes a process of discussion with each other about this kind of model, about this kind of roadmap for the future," Yao said. Beijing would only proceed with projects that Pakistan wanted, he added. "This is Pakistan's economy, this is their society," Yao said.
China's Foreign Ministry said, in a statement in response to questions faxed by Reuters, that both sides were committed to pressing forward with BRI projects, "to ensure those projects that are already built operate as normal, and those which are being built proceed smoothly".
Financed by Chini loans, which the borrower ( Pakistan) will eventually be unable to pay !
Pakistani officials say they remain committed to Chinese investment but want to push harder on price and affordability, while re-orientating the China-Pakistan Economic Corridor (CPEC) -- for which Beijing has pledged about $60 billion in infrastructure funds -- to focus on projects that deliver social development ( The promised Malsic Farewell State !) in line with Khan's election platform.
But to Islamabad's frustration, Beijing is only willing to review projects that have not yet begun, three senior government officials have said. After lengthy delays, a $8.2 billion revamp of a colonial-era rail line snaking from the Arabian Sea to the foothills of the Hindu Kush has become a test of Pakistan's ability to rethink signature Chinese ‘Silk Road’ projects due to debt concerns.
The new railway line to Peshawar or Nowshera may pose few technical problems, but the sector from there to Khunjerab Pass, may be "almost impossible" due to technical and environmental concerns !
The rail mega project linking Karachi to Peshawar is China's biggest Belt and Road Initiative (BRI) project in Pakistan, but Islamabad has balked at the cost and financing terms. Islamabad's efforts to recalibrate CPEC are made trickier by its dependence on Chinese loans to prop up its vulnerable economy.
The Pakis depend on "free lunch" ( US Aid) but the Chinis do not operate in this fashion !
Resistance has stiffened under the new government of populist Prime Minister Imran Khan, who has voiced alarm about rising debt levels and says the country must wean itself off foreign loans.
And the Saudis will be "brought in" as "investors" not as "lenders" and made to invest in an oil refinery and a gold mine . Whether the Saudis will "deliver" on this , remains to be seen
"We are seeing how to develop a model so the government of Pakistan wouldn't have all the risk," Khusro Bakhtyar, minister in Pakistan's planning ministry, told reporters recently. The cooling of enthusiasm for China's investments mirrors the unease of incoming governments in Sri Lanka, Malaysia and Maldives, where new administrations have come to power wary of Chinese deals struck by their predecessors.
The Pakis are in a shithole economically speaking and they know it . Imran's dream of Naya Pakistan will just remain a dream !
"We have reservations, but no other country is investing in Pakistan. What can we do?" one Pakistani minister said. The ML-1 rail line is the spine of country's dilapidated rail network, which has in recent years been edging towards collapse as passenger numbers plunge, train lines close and the vital freight business nosedives.
Caught between the proverbial hard place and a rock
Khan's government has vowed to make the 1,872-km line a priority CPEC project, saying it will help the poor travel across the vast South Asian nation. But Islamabad is exploring funding options for CPEC projects that depart from the traditional BRI lending model -- whereby host nations take on Chinese debt to finance construction of infrastructure -- and has invited Saudi Arabia and other countries to invest.
Pakis took the initiative on their own to "invite" the Saudis into the CPEC. Not sure how the Chinis feel about this, considering their close relation to the Iranis
One option for ML-1, according to Pakistani officials, is the build-operate-transfer (BOT) model, which would see investors or companies ( Saudis ? ) finance and build the project and recoup their investment from cashflows generated mainly by the rail freight business, before returning it to Pakistan in a few decades time.
Will the Chinis agree to this model ? Will Chini companies be given the contracts ? Will the Chinis come as "investors" instead of "lenders" . Chinification of Paki society ? CPEC marriages ? These are some of the concerns !
Yao, the Chinese envoy, said Beijing was open to BOT and would "encourage" its companies to invest. Rail mega-projects under China's BRI umbrella have run into problems elsewhere in Asia. A line linking Thailand and Laos has been beset by delays over financing, while Malaysia's new Prime Minister Mahathir Muhammad outright cancelled the Chinese-funded $20 billion East Coast Rail Link (ECRL).
Imran is a "great admirer" of the 90 year old Muhammad
Beijing is happy to offer loans, but reticent to invest in the Pakistan venture as such projects are seldom profitable, according to Andrew Small, author of a book on China-Pakistan relations. "The problem is that the Chinese don't think they can make money on this project and are not keen on BOT," said Small.
The Chinis have lots and lots of "spare cash" ( due to their trade surpluses with various nations ) which they want to "invest" not as owners but as lenders ! Even Britain, two years ago, had to resort to Chinese loans- billions of dollars - to finance their future nuclear plants.
During President Xi Jinping's visit to Pakistan in 2015, the ML-1 line was placed among a list of "early harvest" CPEC projects ( "game changer" and "early harvest" are the "favourite" terms used for CPEC  ) that would be prioritised, along with power plants urgently needed to end crippling electricity shortages. But while many other projects from that list have now been completed the rail scheme has been stuck.
Pakistani officials say they became wary of how early BRI contracts were awarded to Chinese firms, and are pushing for a public tender for ML-1. Partly to help with price discovery, Pakistan asked the Asian Development Bank (ADB) to finance a chunk of the rail project through tendering.
The ADB began discussions on a $1.5-2 billion loan, but China insisted the project was "too strategic", and Islamabad kicked out the ADB under pressure from Beijing in early 2017, according to Pakistani and ADB officials. "If it's such a strategic project then it should be a viable project for them to finance on very concessional terms or invest in?" said one senior Pakistani official familiar with the project, referring to the BOT model.
As one forum member recently noted, the Pakis plunged into CPEC without thinking of the consequences . Mainly on the "assumption" that CPEC will also "save" Pakistan from India . And China will become its protector !
China's foreign ministry said Beijing was engaged in "friendly consultations" with Pakistan on the rail project. Chinese companies participated in BRI projects in an open and transparent way, "pooling benefits and sharing risks", it said.
Buzz words IMO !
Analysts say Pakistan will struggle to attract non-Chinese investors into the project, which may force it to choose between piling on Chinese debt or walking away from the project.
Will the fauj allow the cooling of the ties with the Chinese
In 2017, Pakistan turned down Chinese funding for a $14 billion mega-dam project in the Himalayas due to cost concerns and worries Beijing could end up owning a vital national asset if Pakistan could not repay loans, as occurred with a Sri Lankan port.Khan's government chafes at several Chinese intercity mass transport projects in Punjab, the voter heartland of the previous government, which now need hundreds of millions of dollars in subsidies every year. They also fume about the risk of accumulating off-books sovereign debt through power contracts, where annual profits of above 20 percent, in dollar terms, were guaranteed by the previous administration.
With the ML-1 line, there are also those who harbour doubts closer to home, including the previous government´s finance minister, Miftah Ismail, who said his ministry had always had concerns about its viability. "When people say it's a project of national importance, that usually means it makes no sense financially," he said.
Interesting times ahead !

Maulana "Sandwich" Hard To Get !

Maulana Sami ul Haq excuses himself from arbitrating between Afghan govt, Taliban

ARY News
Oct 1, 2018
ISLAMABAD: Maulana Sami ul Haq on Monday excused himself from playing the role of a mediator between the Afghanistan government and Afghan Taliban, ARY News reported.
A high-level delegation of the Afghan government ( official , unofficial  ) called on the chief of the eponymous faction of the Jamiat Ulema-e-Islam (JUI) at Akora Khattak seeking assistance in paving way and arranging peace talks with the Afghan Taliban.
“We regard you as our leader and will acknowledge your any decision in this regard. Kindly, guide us for establishment of peace in Afghanistan,” the Afghan delegation requested him. They said Maulana Sami was their mentor just like the Afghan Taliban. The JUI-S leader said it was an issue of global politics and the world powers did not want it to be resolved.
“I cannot burden (my) weak shoulders with such a big responsibility, however, I pray for freedom of Afghanistan and rule of Islam,” he said. Earlier in January last year, Afghan President Ashraf Ghani sought help from Maulana Sami-ul-Haq to arrange talks with the Afghan Taliban.
The Afghan president commended the services of Sami-ul-Haq and the Dar-ul-Uloom Haqqania institute. He said that Maulana Sami-ul-Haq was not just a revered figure for the Afghan Taliban but the entire Afghan nation, and he himself viewed Haq as a mentor.
If Ghani, really say this , then he himself is no better than Sami !
Maulana Sami-ul-Haq appreciated his remarks and said that it was their mutual responsibility to ensure peace in Afghanistan and Pakistan. However, it was the foremost responsibility of the Afghan government to play a role for peace and security in their country, he had said. :((
