Foreign exchange: SBP's reserves plunge 3.34% to $9.88b

KARACHI: In a worrying development, the foreign exchange reserves held by the central bank decreased 3.34% on a weekly basis, according to data released on Thursday.

On August 31, the foreign currency reserves held by the State Bank of Pakistan (SBP) were recorded at $9,885.1 million, down $341.6 million compared with $10,226.7 million in the previous week.

The reserves have once again fallen below the $10-billion mark, raising concerns over the country’s ability to meet its financing requirements.

The decrease was attributed to external debt servicing and other official payments.

Overall, liquid foreign reserves held by the country, including net reserves held by banks other than the SBP, stood at $16,369.7 million. Net reserves held by banks amounted to $6,484.6 million.

A month ago, China reportedly agreed to immediately give a loan of $2 billion to Pakistan, a move meant to arrest the slide in foreign currency reserves and provide much-needed breathing space for the new government.

Of the agreed amount, $1 billion had already been transferred to the central bank account. According to officials in the Ministry of Finance, the loan will be categorised as official bilateral inflow.

Earlier, the reserves had dipped to an alarmingly low level of $9.06 billion, forcing the central bank to let the rupee depreciate massively on four separate occasions since December 2017 and sparking concerns about the country’s ability to finance a hefty import bill as well as meet debt obligations in coming months.

In April, the SBP’s reserves had increased $593 million due to official inflows.

A few months ago, the foreign currency reserves surged due to official inflows including $622 million from the Asian Development Bank (ADB) and $106 million from the World Bank. The SBP also received $350 million under the Coalition Support Fund (CSF).

In January, the SBP made a $500-million loan repayment to the State Administration of Foreign Exchange (SAFE), China.

He went on to say that the first welfare state was made by Islam and it was a system of merit... not made for just an elite and there was a focus on education. These were the principles that were set.
So, the "Farewell State of Islam" is still on the books . IMF loan or no IMF loan !
Imran Khan paid rich tribute to the martyrs, saying that “Our Shuhuda are those who have been blessed and have been given the highest stature in our religion after Prophets.”

Muhammad Khan Achakzai served as the 23rd Governor of Balochistan. He is affiliated with the Pakhtunkhwa Milli Awami Party and hails from the prominent Achakzai political family of Balochistan.
He is the son of Abdul Samad Achakzai and the elder brother of politicians Mahmood Khan Achakzai and Hamid Khan Achakzai.
Achakzai was appointed as Governor of Balochistan on 11 June 2013.
Makes sense IMO. He is a Pashtun Nationalist . Cannot serve under a fauji (s) elected PM !

LONDON: Underworld don Dawood Ibrahim's key aide, Jabir Moti, appeared in a London court today for his bail hearing on money laundering charges during which the judge turned down his counsel's request to ban the media from the hearing.
During today's hearing, Moti's counsel ( Moti's lawyer is Tony Cadman . Same lawyer who pursued case against Altaf Bhai and Ganja Sharif . Probably retained by Paki Embassy !) requested the judge to ban the media from the court over safety concerns due to "reports appearing in the Indian media".
Judge Coleman, hearing the case at Westminster Magistrates' Court in London, turned down his request.
"We have open justice in this country," the judge said, adding that she may consider allowing Moti to not to have his UK address aired in open court. So, the judge is NOT in India's pocket yet :mrgreen:
Moti, who had been arrested by Scotland Yard's Extradition Unit on Friday on suspicion of conspiracy to commit blackmail, import illegal drugs and money laundering in the US, appeared in the docks wearing jeans and T-shirt.
He was represented in court by his defence attorney Toby Cadman, from the law firm Guernica, who raised some issues with the charges listed in the provisional warrant and those is a "diplomatic note" seeking his extradition to the US.
So, he is wanted in Massaland also !
The court was told that the "criminality is vague" as the warrant and the diplomatic note have some differences and should be deemed invalid."This is just a provisional warrant, which allows for 65 days to present the paperwork to back up the charges," the judge said, allowing for the hearing to go ahead.
The hearing, which was to begin this morning, was adjourned for post-lunch as the judge decided that any "inconsistencies" between the provisional warrant and the diplomatic note can be dealt with over the 65-day period available for extradition matters. Moti, referred to as Jabir Motiwala in the Metropolitan Police warrant, is believed to be the right-hand man of Dawood, managing his investments in the UK, the UAE and around the world.
The Pakistani national, reportedly in the UK on a 10-year visa, has been described as the financial manager of Dawood, the key accused in the Mumbai serial bomb blasts in 1993. His extradition to the US is being sought in relation to an allegation of "conspiracy to commit blackmail, import class A drugs and money laundering", the Met Police said after his arrest from a hotel in the Paddington area on August 17.Dawood remains on the UK government's recently-updated financial sanctions list.
Cadman is of course, "appointed" by Paki Deep State. It remains to be seen how far they will go to stop his extradition to India or to Massaland !
The UK Treasury department's 'Consolidated List of Financial Sanctions Targets in the UK', updated on August 16, records Dawood Ibrahim Kaskar as the only "Indian" on its annually updated asset freeze list.

Going back to the history of Islam, PM Khan said that we need to look at the way Prophet Muhammad (PBUH) brought together different tribes to form a nation :shock: . “We need to look back and see what Prophet (PBUH) did in order to bring those people together to form a nation so strong that they ruled the world for centuries." :shock:

Ancient India Vs. Ancient Pakhanistan?

If Pakistan shuns the term ‘Ancient India’ in its history books, is it entirely to blame?
A few months ago, I visited a newly-opened museum in Lahore that, along with sections on Partition and the contemporary history of Pakistan, also included an exhibit on its ancient and pre-colonial history. It was titled “Ancient Pakistan
It felt like a modern category had been imposed on the ancient, a trend increasingly on the rise across South Asia. The generally used term “Ancient India” perhaps would have not evoked a similar reaction.
In such a nationalistic framework, there is only one India
In this simplistic framework, contemporary India becomes the modern-day incarnation of the ancient civilisation that is India.
The Republic of India, which emerged after the Partition of British India, embraced its ancient Indian heritage, becoming the visible successor of Ancient India.
A couple of weeks ago Shoaib Daniyal wrote an incisive piece on Scroll.in in which he pointed out that for a brief moment in the history of South Asia, Muhammad Ali Jinnah objected to the use of the name “India” by the new country, arguing that it should be referred to as Hindustan.
The Greeks referred to the land across the Indus as India.
What also did not help was the subsequent attitude of the Pakistani state toward its Indian heritage. Slowly, as relations between the two neighbours began deteriorating, in Pakistan, the term “India” stopped being associated with a larger peninsular identity, but was solely identified with the modern state.
Pakistan began distancing itself from its own history
Pakistan’s history came to be defined in opposition to India’s history. A celebration of Muslim rulers ensued
In global academia, the term “Indian history” encapsulates the history of the entire region.
Ancient India ends up being reduced to relating to the past of Independent India.
While calling Pakistan part of the broader Ancient India is bound to have political repercussions, referring to it as “Ancient Pakistan” also has the potential to mislead.
However, even if Pakistan today decides to change its attitude towards its Indian heritage and chooses to accommodate it in its identity, it would find it difficult to shape the global narrative that it is indeed one of the successors of Ancient India, along with Bangladesh and India.
Why are the pakis complaining? They are the progeny of a defated social system where their ancestors willfully threw their lot with the invaders and their females willingly copulated with the arabs to get a leg up in life. Even their founder distanced his people from their history and asked them to ignore their past. Why the angst? Is it because the arabi forefathers refuse to recognize their genetic seeds?

There was a moment some time ago—however hard it is to imagine now—when Pakistan could have become a center of trade, investment, infrastructure projects, and energy pipelines between South and Central Asia and the Middle East. Pakistan is strategically located and blessed with abundant natural resources. But it has been unable to benefit from these advantages as a result of its frequently disastrous political decisions, which invariably lead to crises. Its security establishment is constantly in conflict with elected civilian governments and is never satisfied with its own immense power. Corruption is rampant at all levels of government, while the country continues to have some of the lowest indices in the world for health, literacy, and nutrition and—as UNICEF recently announced—the worst infant mortality rate in the world.
Pakistan has nuclear weapons but employs jihadist organizations to fight on its behalf in conflicts with foreign countries. It has failed to crack down on terrorist activity at home and encouraged its citizens to adopt views that may make them more receptive to extremist positions. Pakistan has continued to insist, for instance, that India is a constant threat and that only a renewed national commitment to Islam will be able to unite the disparate ethnic groups, tribes, and minorities that coexist within the country. These views are taken to the extreme by Islamic militants, who seek to destroy India altogether and to turn Pakistan into a sharia state governed exclusively by Islamic law.
At a meeting in Paris at the end of February, the thirty-seven-nation Financial Action Task Force (FATF) approved a motion by the US and Britain to have Pakistan placed back on its “gray list” of countries that have taken inadequate steps to combat terrorist financing. (It had been taken off in 2015.) At the end of June, in another meeting, the FATF officially put Pakistan on the list. This will have significant economic costs: it is likely to discourage foreign investment, force Pakistan to repay its loans, slow down trade, and place a hold on the $60 billion that China has been giving it for infrastructure projects.
The FATF warned that unless there were major changes in its activities Pakistan could end up on the “black list” of “Non-Cooperative Countries or Territories,” alongside North Korea and Iran. This would entail heavy international sanctions. Even if it manages to avoid that fate, it will fall short of its aspiration to be a modern parliamentary democracy as long as it continues to pander to Islamic extremists and rely on them to carry out its foreign policy.Three recent books survey the historical development and current state of Pakistan’s relationship with jihadist groups. Encouragingly, two of them are written by authors from Pakistan rather than from Europe or the United…
Ahmed Rashid, well known Paki author, residing in La-Whore is an "expert" on Afghanistan, Taliban and his own country , having also taken part in the guerrilla war struggle in the Balochi mountains - in the seventies - himself . So he knows what he is talking about !

Could have, should have, would have!

Every nation, however dysfunctional it may be, thinks of itself to be strategically positioned to control world trade and growth. Even the tiny nation of Fiji thinks it is strategically located in South Pacific between Australia and China. Hey, it's a globe and every point on it is the center point.

The prime minister has given his approval to ban corporal punishment in schools
including end to the laptop scheme under the youth programme.

The country requires a defense and security budget of roughly Rs 1.7 trillion (US$13.8 billion) annually but the government has run out of money. Pakistan has been facing a major economic crisis and is close to defaulting on payments, while the value of the rupee has been plunging.
Pakistan’s defense outlays have been rising by an average of 25% a year. Over the last eight years, spending has grown by a huge 200%, rising from around Rs 350 billion ($2.8 billion) in 2009-10 to Rs 1.1 trillion ($8.9 billion) in 2018-19.
The defense budget does not include Rs 164 billion ($1.3 billion) allocated for military pensions, which is paid under another budget. The military has also been getting Rs 165 billion ($1.34 billion) under a contingent liability and Rs 98 billion ($800 million) under the Coalition Support Fund (CSF), but the Trump administration suspended that funding because of lack of action against terror groups, which have enjoyed immunity in Pakistan.
Defence spending items are most probably buried elsewhere as well. And then there is the " off book" spending through the sale of contraband, including drugs and arms and the "arrangement" with Gangster Dawood Ebrahim as well !
The total direct and indirect defense allocations make up over 34% of the country’s annual budget. The economy, on the other hand, has not performed well, so virtually nothing has been left for big-ticket purchases by the military.
The former caretaker finance minister, Dr Shamshad Akhtar, suggested in a recent interview that the Pakistan Tehreek-e-Insaf (PTI)-led coalition government needs to cut the predetermined share for various administrative units by 8% so make funds are available for defense and development budgets in the next fiscal year. That would hit four provinces – Balochistan, Khyber Pakhtunkhwa, Punjab and Sindh. The tax and nontax revenue of each state is calculated at the end of a financial year to determine the divisive pool of revenue which is then divided among the federal and provincial governments.
Currently, the federal government gets 42.5 % of the divisible pool while provinces receive 57.5 % under the National Finance Commission (NFC) Award announced in the year 2010.
Dr Shamshad, who served as the governor of the State Bank of Pakistan (SBP) and performed an advisory role in the World Bank and United Nations, said an 8% cut would reduce the share for the provinces in the federal divisible pool by Rs 212 billion ($1.7 billion). So, the four federating units, which get Rs 2.59 trillion ($21 billion), would receive Rs 2.38 trillion ($19.4 billion) instead, to create a surplus of Rs 212 billion ($1.7 billion) for defense and development requirements.
Once the elected government’s term is over in Pakistan, an interim caretaker government steps in for two months to create an environment for free and fair elections. Before Imran Khan’s government came to power, the caretaker government proposed to do away with a ‘special payment’ allocated to Pakistan’s Khyber Pakhtunkhwa province. This allocation, amounting to 1% of the total size of the divisible pool, was proposed to meet part of the costs caused by the ongoing “war on terror”. They also recommended increasing the “cost of revenue collection” from 1 to 2% to compensate for the additional flow of funds to provinces.
The caretaker finance ministry formulated these and other recommendations for the next government to steer the country out of its economic quagmire.
Another key recommendation was shifting funds for higher education and vertical health programs to the federating units from the federal government. A policy paper prepared by Dr Shamshad under the interim government suggested that through the Council of Common Interests (CCI), the federal government could create a mechanism to deduct an estimated provincial surplus of nearly Rs 215 billion ($1.75 billion) from the National Finance Commission Award.
These are basically "bookkeeping gimmicks" to juggle the books, portray a "rosy picture" for the benefit of Foreign Watch Dog Agencies like World Bank, IMF and FATF . And in the process shaft the provinces ( specially smaller ones ) of the share of revenue promised them !
The policy paper, followed by statements by the interim government, caused resentment among the smaller provinces and nationalist forces. They vehemently opposed the move and threatened that the federating units would revolt against such tactics, which may damage the federation.
The proposals floated by the caretakers and a few state ‘organs’ suggested that they wanted to roll back the 18th Amendment, which is a conspiracy against the federation. The provinces derived legitimate rights from these constitutional amendments and if they tried to usurp these rights, the forces hatching conspiracies against 18th Amendment would be responsible for the consequences,” Zahid Khan, spokesperson and senior leader of Awami National Party (ANP), told Asia Times.
Last week, Pakistan’s Senate took a serious view of Dr Shamshad’s policy paper and warned that any revision in provincial shares from the National Finance Commission Award would tantamount to rolling back the landmark 18th Constitutional Amendment. The 18th Amendment Act was incorporated in the Pakistan constitution on April 20, 2010. It reduced the sweeping powers of the president and enhanced provincial autonomy.
The Pakistan People’s Party (PPP) and other opposition senators vociferously contested the proposed cut on the provinces’ share and described it as unconstitutional. PPP Senator Mian Raza Rabbani referred to Section 3-A of Article 160 of the Constitution and claimed that a reduction in the provinces’ share of divisible pool revenue would be a violation of the Constitution.
Senator Saleem H. Mandviwalla, PPP’s deputy chairman in the Senate, said that treasury benches had confirmed in the Senate that the government wasn’t going to implement the caretaker government’s proposal. “It is unlikely that Pakistan Tehreek-e-Insaf will succeed in commanding the required majority in the parliament to effect changes in the mechanism for resource distribution set in the NFC Award,” Mandviwalla claimed. He said a two-thirds majority was required to amend the NFC formula spelling out the share of the federation and all the provinces from national revenue.
Aside from the poor economic situation, the Pakistani army has been busy upgrading its weaponry and defense system. Currently, 14 extra planes from the Pakistan Aeronautical Complex /Chengdu Aerospace Corporation (PAC/CAC) are being added to a fleet of 150 new JF-17 aircraft. Last year, the army received four Russian-made Mi-35M and three US-made Bell AH-1Z Viper twin-engine attack helicopters for an estimated cost of $1.1 billion. Pakistan will also get three new Saab 2000 airborne early warning & control (AEW&C) aircraft by 2020 at a cost of $155 million.
Moreover, the Pakistan army has signed two contracts with Ukraine to overhaul and upgrade 300 T-80UD Main Battle Tanks. The army is also working on an upgraded variant of Al-Khalid tank and plans to build as many as 600 of them in coming years. And by 2023, the Pakistan Navy will start receiving the first batch of eight Chinese-made diesel-electric attack submarines with a total cost of $5 billion, bought via a low-interest long-term loan from Beijing. Meanwhile, the Army has also earmarked $1 billion for missile programs and advanced nuclear weaponry.
Whether any of these defense purchases can be deferred or put on hold – given the country’s dire economic plight – is something the new government may need to explore.
Cut in defence spending is out of the question !!

Atif Mian asked to step down from Economic Advisory Council

ISLAMABAD: The Pakistan Tehreek-i-Insaf (PTI) government has asked ace economist Atif R. Mian to step down from the Prime Minister -led Economic Advisory Council (EAC), PTI Senator Faisal Javed Khan revealed in a tweet early on Friday.

In his tweet, the PTI senator said that Ati Mian Atif Mian was asked to step down from the Advisory Council and he has agreed. A replacement would be announced later.

The appointment of Atif R Mian was part of Khan's efforts to steer the country out of economic crisis but a large number of people have opposed the inclusion of Atif R Mian, a member of a minority community.

PTI government has faced host of controversies since induction of Princeton University economist Atif R Mian into the newly constituted Economic Advisory Council (EAC).

SBP reserves fall $342m
The foreign exchange reserves of the State Bank of Pakistan (SBP) fell by $342 million to $9.885 billion on Aug 31, the data released on Thursday showed.
The reserves of the SBP were $9.789bn in June increasing to $10.211bn in July but have declined during August, according to official release.
$342m were utilised for external debt servicing and other official payments.
The currency market recently reported that the dollars are in short supply indicating that the greenback is being deposited in the commercial banks. This was due to uncertainty arising from the $9bn gap. Also, trade data for July showed that import bill was still increasing faster than exports inflows.
This could also mean that locals are buying Dollars to hedge against the falling rupee, and by importers to increase their margins.

45pc water shortfall to hit Rabi crop
After a bad Kharif cropping season, Pakistan may be braving for up to 45 per cent water shortage in coming Rabi season that would negatively affect agricultural and resultant economic output.
The committee was also informed that the total storage in reservoirs currently stood at about 9.255 million acre feet (MAF), 32.4pc short of its total capacity, which is 13.681 MAF. The reserve last year at this stage was 12.08MAF, almost 24pc lower.
Wheat is the largest crop in Rabi season. Gram, lentil, tobacco, rapeseed, barley and mustard are some of the other Rabi crops.
Pakistan was losing almost 50pc of its total water availability
Pakistan can store water for a maximum of 35-36 days which is way less than the rest of the world.
He said that India’s storage could last for about 320 days.
So, with all this shortage, how will the pakis water those ten billion saplings which are part of dimmy's soo-nami drive, hain?

India 'joins' Nato — well, almost

NEW DELHI: India and the United States signed a landmark military — Communications Compatibility and Security Agreement (COMCASA) — that is one of the four foundation agreements the US signs with its allies.

The agreement was signed during the inaugural 2+2 dialogue defence minister and external affairs minister has with their US counterparts US defence secretary and secretary of state .

India had already signed two agreements: the General Security Of Military Information Agreement in 2002, on safeguarding information shared by the US military and defence firms with India, and the Logistics Exchange Memorandum of Agreement in 2016, which gives both countries access to designated military facilities on either side for refuelling and replenishment.

WHAT IT MEANS: COMCASA ensures interoperability of communication devices and networks.

WHICH MEANS: a. The US could instal its secure communication devices in jets India buys from it in future (earlier jets did not have that).

b. Will allow India to buy high-end spying devices and armed drones (such as Sea Guardian drones).

c. India gets access to secure US military communication link such as Link 16, originally designed for the North Atlantic Treaty Organisation or Nato.

Link 16 is a communications system that allows near real-time exchange of data among various security systems and militaries that use them — it was first installed in AWACS (a US plane-mounted radar system) and at the US, UK and Nato ground-control facilities. Since then others like South Korea have joined. Now, India too.

The irony is that India joins the list at a time Europe's relations with Trump's US are under stress — France's Macron had recently called for a "European Nato" and the idea of developing a nuclear weapon is finding more backers in Germany.

Meanwhile, Pompeo said the country is not seeking to punish India for buying Russian weapons, thus tacitly giving an NOC to the purchase of S-400 missile system. Yet COMCASA incentivises the purchase of US weapons as the Russian system is incompatible with the US communication network.

Pompeo and Mattis are in the national capital for talks aimed at deepening political and security ties between the two world's largest democracies.

Pakistan has capacity to store water for 36 days
ISLAMABAD: Pakistan being a water stressed country has the capacity of storing water for a maximum of 36 days, while the rest of the world can hold water for use for 130 days, the officials of Ministry of Water Resources informed the Senate Special Committee on Water Scarcity here Thursday.
Water Resources Secretary Shumail Ahmed Khawaja while briefing the committee regarding water availability in the country and its storages said that current water available resources is 138 million acre feet (MAF) with a storage capacity of 13.7 MAF which is only 10 percent of available water resources.
