Let us hope that this is not an exercise of Mohammadden Islamic style taqiyyah by Sajid Javid with the rest of the UK’s Government going along Dhimmi-like to protect political correctness gone mad:

So do not be surprised that no conclusive “evidence” will be found to show that “that there are cultural factors that may be driving this type of offending”.

“Keeping our children safe will be my mission as home secretary. I have already been clear that I will ask difficult questions about the gangs who sexually abuse our children. “We know that in these recent high-profile cases, where people have been convicted, that those people are disproportionately from a Pakistani background. I have instructed my officials to explore the particular context and characteristics of these types of gangs and if the evidence suggests that there are cultural factors that may be driving this type of offending, then I will take action.”

DERA GHAZI KHAN – A six-year-old was allegedly raped by a policeman in Dera Ghazi Khan, local media reported on Tuesday. The accused, who is a moharrir by designation, took the minor girl to the City Police Station where he committed the heinous crime, the victim’s mother claimed.A case has been registered against the police official named Khaleel, who has also been posted to an unknown location.The minor victim was shifted to the Teaching Hospital for a physical examination and further investigations are underway.

Times of India has *reported link the new development.* The No Objection Certificates (NOC) for the applications will be granted by the interior ministry.
The Indian government had repeatedly raised the issue of membership at the Islamabad Club with Pakistan. The club remains a favourite for foreign diplomats in the country’s capital city. Pakistan had also blocked its own diplomats from being members of the Delhi Golf Club and Delhi Gymkhana.
If and when it is implemented, India will be expected to reciprocate ( under the Diplomatic Principle of Reciprocity !)
Foreign Minister Shah Mahmood Qureshi and his counterpart Sushma Swaraj may have a meeting on the sidelines of the United Nations General Assembly (UNGA) later this month.

Addressing a ceremony program organized by Bazm-e-Riaz in collaboration with the Embassy of Pakistan to celebrate the 71st independence day of Pakistan in Saudi Arabia, the ex-army chief also attached hopes with the newly-elected government of Pakistan Tehreek-e-Insaf (PTI) for the progress of the country.
The Commander-in-chief of Islamic Military Alliance, who was a special guest in the program, said, “We have to work together as one nation for its progress”. He said that democracy was flourishing in the country.“We hope that the new upcoming government will do a progressive work for Pakistan and its peoples,” he added.
Seems that Raheel took leave from the Yemen front ( where he is "supervising" the destruction of Yemeni women and children via Saudi Air Strikes !) to come to Riyadh to pay homage to The New Khan Of Pakiland .
“Our progress is ongoing. I believe the economic situation becomes better in those countries where peace and stability are better. Every overseas Pakistani is the ambassador of the country so each one of you needs to show higher values to highlight Pakistan in other countries of the world,” Saudi Gazette quoted Sharif, as saying.
Of course, Saudi Gazette, is not going to report that Raheel will or has "cautioned" Immy not to become too close to Iran, less the Saudis retaliate and shut the dollar tap, or worse become cosy with dushman India .

Jalaluddin Haqqani death: Founder of most-feared Afghan militant network is dead, Taliban says - Adam Withnall

Haqqani network considered most formidable of the Taliban's fighting forces

The founder of Afghanistan’s powerful Haqqani network, one of Afghanistan’s most feared militant groups, has died at the age of 72, the Taliban has announced.

Jalaluddin Haqqani was once an ally of the US in its fight to defeat the Soviet Union in Afghanistan, but went on to become a close friend of Osama bin Laden and in 2012 the US declared the Haqqani network a terrorist organisation.

Haqqani died in Afghanistan on Monday after years of ill health, a Taliban spokesperson told the Associated Press. He had been paralysed with Parkinson’s disease for the past 10 years and long ago handed over operational control of the Haqqani network to his son, Sirajuddin.

Considered the most formidable of the Taliban's fighting forces, the Haqqani network has been linked to some of the more audacious attacks in Afghanistan.

And with Sirajuddin Haqqani in operational charge, it was not immediately clear what direct impact the elder Haqqani's death would have on the insurgent movement.

"If his excellency Haqqani Sahib has departed us physically, his ideology and methodology continue to endure," a Taliban statement said.

The Haqqani network’s unusual history began when Jalaluddin Haqqani, educated at a deeply conservative madrassa in Pakistan, agitated against Afghanistan's monarch, King Zahir Shah, in the 1970s.

During the 1980s, when Washington backed an uprising against the communist government in Kabul and its Russian allies, it was Haqqani's military prowess that brought him attention from both the US and Pakistan. He received money and weapons from the US and his was among a number of Islamist groups that defeated an invading army from Moscow.

Haqqani’s network joined forces with the Taliban when they overran Kabul in September 1996, expelling a mix of feuding mujahideen groups whose battles had left the capital in ruins.

In August 1998, American cruise missiles targeted Haqqani's base in a failed attempt to kill bin Laden. Several Pakistani militants affiliated with the Harakat-ul-Mujahedeen group were killed in that attack.

In November 2001, when the Taliban were routed from Kabul, Haqqani was ordered by Mullah Omar to lead its Arab fighters to safety.

Haqqani developed close ties with Pakistan's intelligence service, known by the acronym ISI, as well as Pakistani militant groups, many of whom were being groomed by the ISI to fight India in the disputed Kashmir region.

US and Afghan officials have said the network, based in Pakistan's North Waziristan region, operated with the support of ISI. It’s a charge that has been rejected by Pakistan, which instead points to Haqqani’s early links to the US.

Concerned about Pakistan’s international isolation and faltering economy, the country’s powerful military has quietly reached out to its archrival India about resuming peace talks, but the response was tepid, according to Western diplomats and a senior Pakistani official.

The outreach, initiated by the army’s top commander, Gen. Qamar Javed Bajwa, began months before Pakistan’s national elections. Pakistan offered to resume on-and-off talks with India over their border dispute in the Kashmir region, which stalled in 2015 as violence flared up there.

A key objective for Pakistan in reaching out to India is to open barriers to trade between the countries, which would give Pakistan more access to regional markets. Any eventual peace talks over Kashmir are likely to involve an increase in bilateral trade as a confidence-building measure.

Increasingly, Pakistan’s military sees the country’s battered economy as a security threat, because it aggravates the insurgencies that plague the country. Pakistan is expected to ask the International Monetary Fund for $9 billion in the coming weeks, after receiving several billions of dollars in loans from China earlier this year to pay its bills.

‘2+2 dialogue': India, US to discuss sale of drones, exchange of satellitedata

WASHINGTON/NEW DELHI: The United States and India will seek to finalise a number of defence agreements during high-level talks this week that aim to draw their two militaries closer and counterbalance China’s influence in the region.

US defence secretary Jim Mattis and secretary of state Mike Pompeo will hold talks with foreign minister and defence minister for the two-plus-two discussions.

Already cancelled twice this year, it is the highest level of dialogue between the two countries and was agreed upon by US President and Prime Minister last year.

Officials and experts believe that the meeting is not only symbolically important, but will give the world’s two largest democracies a chance to make concrete progress while ironing out significant differences, including over India’s ties with Russia and Iran.

“The 2+2 presents a historic opportunity to develop our growing partnership and to explore ways of enhancing our security cooperation,” the top US military officer, Marine General Joseph Dunford, told reporters travelling with him to the talks.

The talks will be held on Thursday.

Randall Schriver, the Pentagon’s top Asia official, predicted last week that the discussions would produce “a set of actual concrete outcomes.”

The United States and India have increased defence ties over the past decade, in part because of mutual concerns over an increasingly assertive China.

India has been alarmed at China’s expanding security and economic links in South Asia. The nuclear-armed Asian giants were locked in a 10-week military stand-off last year in a remote, high-altitude stretch of a boundary in the Himalayas.

Earlier this year, the US military renamed its Pacific Command as the US Indo-Pacific Command, a move underscoring the growing importance of India to the Pentagon.

Among the topics for discussion, the United States is hoping to finalise an agreement on a communications framework that would allow for securely sharing information.

The Communications Compatibility and Security Agreement (COMCASA) has long been a demand of the United States and would open the door for Washington to sell sensitive defence equipment to India, like the armed version of Guardian drones.

India has historically been opposed to the agreement because it sees it as being too intrusive. Earlier this year however, an Indian defence source told Reuters that New Delhi had shed its opposition to the agreement.

“That would be a big deal, if that announcement comes out of this ... in terms of advancing the interoperability, that would really be a kind of big next step,” said Alyssa Ayres, a former US state department official and now a senior fellow at the Council on Foreign Relations.

The two sides are also negotiating another agreement, a Basic Exchange and Cooperation Agreement (BECA), which would enable them to share advanced satellite data for navigation and missile targeting, Indian military sources said.

The United States is keen to tap into India’s large defence market. It has emerged as India’s No. 2 weapons supplier, closing $15 billion worth of deals over the last decade.

A senior US defence official, speaking on the condition of anonymity, said the two countries were looking at carrying out a major joint exercise - involving troops on land, at sea and in the air. Further details were not immediately available.

The two countries hold elaborate navy-to-navy manoeuvres, air exercises and even drills involving special forces, but war games involving all three represent a scaling up of defence cooperation.

Waivers from sanctions

Despite the optimism, US officials acknowledge that the two countries will also discuss significant disagreements.

“India wonders about the coherence of US strategy and worries the US is pursuing policies inimical to key Indian interests like its continued dependence on Russian military hardware and Iranian oil,” said Sameer Lalwani, co-director of the South Asia programme at the Stimson Center think tank in Washington.

The United States is concerned about India’s planned purchase of Russian S-400 surface-to-air missile systems.

The United States has imposed sweeping sanctions on Russia, under which any country engaged with its defence and intelligence sectors could face secondary US sanctions. However, a new defence bill gives the president the authority to grant waivers in case of national security interests.

Schriver, from the Pentagon, said there was no guarantee India would get a waiver if it bought the Russian system but was open to speaking with India about providing alternative systems.

India has nearly concluded commercial negotiations with Russia for the missile systems and intends to proceed with it as part of its defences against China, a defence ministry official said.

For months, the two sides have been aiming to reach an agreement on the deal before Russian President Vladimir Putin’s visit to India, planned for early October for annual summit talks.

The United States is also pushing countries to halt oil imports from Iran after Trump withdrew from a 2015 deal between Iran and six world powers.

India, Iran’s top oil buyer after China, has so far not decided on the size of any cut to Iranian imports and continues to seek a waiver from the United States.

US sanctions on Iran’s energy sector are set to be re-imposed after a 180-day “wind-down period” ending on November 4.

“I think we need to sit and have that very open, candid, sober dialogue and see where we come out the other side,” Schriver said

Rizwan Memon’s brother alleged that the Pakistani embassy in Saudi Arabia was not cooperating with them to bring back the bodies.
CJP Saquib or HR Minister Jalebi should take "due note" and do the needful !

A cursory look at India’s policies towards Afghanistan during the Cold War and its objectives now show an extraordinary continuity in strategy and tactics. Briefly, from the end of the Raj in the late 1940s to the breakup of the Soviet Union in 1989, New Delhi was hand in glove with Moscow to orchestrate Kabul’s ‘Pakhtoonistan’ bogey, encourage Afghanistan’s ‘irredentist’ claims on Pakistan territory and foment ethnic tendencies in its north-western province to threaten the territorial solidarity of an American ally. Those were pre-terrorism days, and Kabul had no complaints of the ‘safe haven’ kind we hear from it today. Yet New Delhi, egged on by Moscow, relentlessly pursued policies which sought to use Afghanistan as a tool to destabilise Pakistan and keep the two countries involved in a state of perpetual confrontation
To test the altruism of New Delhi’s peaceful intentions today, let Secretary Pompeo ask Indian Prime Minister Narendra Modi to send a couple of battalions to Afghanistan to fight shoulder to shoulder with their American comrades to help defeat the Taliban. Mr Modi will baulk at this for two reasons. Firstly, he knows Afghanistan is a bottomless grave for foreign invaders. Secondly, why should Mr Modi lose even a single Indian life when America is doing New Delhi’s job quite satisfactorily? Why should Mr Modi spend a single rupee and have Hodson’s Horse suffer casualties when America is quite charitable with the lives of its own young men and is ready to spend trillions to keep Afghanistan on the roil to India’s delight?
India’s sole interest in Afghanistan is to ensure a country trapped in the quicksand of war, with pliable governments repeating anti-Pakistan rhetoric and exporting political instability and millions of refugees to its eastern neighbour, besides providing safe havens to terrorists who kill 132 Pakistani children.
Pakistan wants to fence the Durand Line , which every Afghan Govt ( including the Taliban) has recognized as an artificial divide. Pakistan wants Afghanistan to be dependent on her , which Afghanistan is resisting . Afghanistan is blaming Pakistan- with evidence - for Taliban sponsored attacks inside Afghanistan , which Pakistan still blank face denies !
Then there is the myth that America wants to “build” India as a countervailing power against China. India, of course, will grab the offer, take the maximum advantage of American naivety and squeeze invaluable economic, high-tech and diplomatic benefits, but it will never commit suicide by taking on China for Washington’s benefit.
Indian Diplomacy wins ! China recently stated that it has a neutral stance in the dispute between India and Pakistan :mrgreen:
India’s geopolitical interests lie to its west, for — to please China — it has written off Aksai-Chin, which it knows Beijing doesn’t consider negotiable, since it has built a strategic highway linking Xinjiang to Tibet. It is Pakistan and Pakistan alone that matters to India, and Afghanistan is a precious tool in its diplomatic and non-diplomatic war on Islama­bad. Peace is the one commodity New Delhi is not going to buy south of the Hindu Kush. It seeks a place in peace talks to perpetuate the status quo in Afghanistan.
There is no doubt that Pompeo is going to "economically and politically" squeeze Pakiland - on the direct orders of POTUS , when he meet The Khan this week in Isloo !

During the hearing, Sindh chief secretary said the reports on the contents of the bottles seemed 'suspicious'. It seems like that the report has been tempered, he further added. "We have the CCTV footage of the hospital and Memon's room which had been declared sub-jail and will submit a report after looking into the matter", he stated."I saw no bottle of honey in the former Sindh information minister's room and he never denied that there was alcohol in the bottles, he just said these were not his," CJP said.In Sindh, it is like a trend that all the politicians fell ill and get shifted from jail to the hospital, Justice Saqib Nisar remarked.
When everything is said and done, at least IMO, it boils down , to Saquib Nisar's contempt for the Sindhis of Pakiland. This is not the first time that he has alluded to the Sindhis in a negative way . !
The CJP said, there has been a hue and cry over my surprise visit to Sharjeel Memon's hospital room just go and look at that room it is like a presidential suite.Justice Nisar on Saturday made a surprise visit to rooms of political prisoners in three hospitals in Karachi, including Memon's hospital room and found liquor bottles and drugs from his room.The bottles were sent for testing and on Monday, test report by Chief Chemical Examiner, Dr Zahid Ansari, revealed that the bottles did not contain alcohol.According to the report, one of the bottles contained honey and the other olive oil. :lol:

India asks US to not forget 'strategic relations' amid sanction threat - Sachin Parashar

Ahead of the maiden 2+2 dialogue, India on Tuesday called upon the US to keep in mind the significance of Indo-US strategic relations + before nursing any thought of imposing sanctions on the Indian government for its decision to purchase S-400 anti-aircraft missile defence system from Russia.

While underlining the importance of the dialogue, which will see secretary of state and secretary of defence engaging with foreign minister and defence minister Thursday, the government also said there was no question of acting under any compulsion from the US on the issue of energy imports from Iran.

"We hope US will not forget the strategic relations it enjoys (with India and other countries). US has to take a call and exercise that waiver (from sanctions) based on considerations of its relationship with each country," official sources here said as they described the 2+2 talks as one of the most important diplomatic events in India this year.

The much delayed dialogue is finally taking place at a time India is grappling with the threat of US sanctions for its oil imports from Iran and the finalisation of $ 6 billion S-400 missile defence system deal with Russia. Both issues are likely to figure prominently in the talks.

India has decided to go ahead with the S-400 purchase + despite pressure from the US to shun the deal. In the run up to the September 6 talks, it has also made 3 important points before the Trump administration on its oil imports from Iran which sources here described as a "major relationship in the region" for India.

First, India meets almost 83 per cent of its energy requirements from external sources. Twenty-five per cent of this comes in the form of crude from Iran. Second, India has asked US to suggest alternative sources of crude available including the pricing involved.

"Third, we have also made the point that some of our refineries are dependent on certain kind of crude oil. However, there is no question of taking any decision on the issue of oil imports under compulsion from either the US or Iran," said a source.

Official sources said that while India did not want to see Iran as a nuclear-weapon state, it respected Iran's rights to peaceful uses of nuclear energy. India's position is in line with the 2015 UNSC resolution 2231 which calls for full and timely implementation of Joint Comprehensive Plan of Action (JCPOA) concluded the same year by China, France, Germany, Russia, UK, US, EU and Iran.

On whether or not Communications, Compatibility and Security Agreement (COMCASA) will be signed after the talks on Thursday, sources said both sides will take stock of the "enabling instrument". In case the agreement, which will help India obtain encrypted and secure communication technology from the US, isn't signed during the visit, the 2 countries can still be expected to announce support for the agreement "in principle". COMCASA will also allow India access to advanced US military technology including armed predator drones.

The government also sought to play down the Quad mechanism with Japan, US and Australia
ahead of the talks saying that it should not be seen as some "great strategic game plan" which these countries together had. In terms of India's overall security, said a source, Indo-Pacific was not a mechanism but a concept, an idea that "encapsulates India's future" As far as India was concerned, said the source, Indian Ocean was open and inclusive.

Counter-terrorism will also be an important area of focus in the talks with India looking at US for an early designation of terror entities. Sources, however, avoided answering a specific query about whether or not India was pressing the US for a fresh resolution at the UN to ban Pakistan based terror group Jaish-e-Mohammed chief Masood Azhar

A Pakistani-Canadian national, Khalid Malik, expressed willingness to gift Prime Minister Imran Khan a helicopter after he came under fire from all quarters for using official aircraft from PM Office to his Banigala–a distance of mere 15 kilometres.Malik decided to make this offer to the premier because of the “undesirable criticism” against the PM that “embarrassed him and other overseas Pakistanis”. “After having seen the undesirable criticism against Imran Khan for using a helicopter, I hereby announce a gift of a helicopter including fuel grant for Imran Khan’s use provided that the media and all political parties stop cribbing about his air travels,” said Malik in a message being circulated on WhatsApp.
Imran has been the "butt of quite a few jokes" when he decided to skip motorcade/ car (weekend) travel between Isloo and Bani Gala and opted for a heli ride instead . His Information Minister "defended " the helicopter option by saying that it costs "only Rs 55 per kilometer " !!! Not sure if this is a "cheap publicity stunt " by the Ex Pat supporter of The Kaptaan. If the Canadian Paki was "serious", he would have put this in writing, and would not announce this publicly . Doubt that he has the "financial strength" to purchase an "expensive toy" for His Captain . Again, there is the unsaid question of the quid pro quo . There is no free lunch !

First jolt to Imran Khan as top aide quits after corruption case filed

ISLAMABAD: Adviser to Prime Minister on parliamentary affairs resigned on Tuesday after the anti-graft agency registered a corruption case against him, in the first jolt to the Imran Khan-led government.

Awan, while stepping down, said the rule of law of must start from himself. He said he has forwarded his resignation to the prime minister.

"Just reached PM House to tender my resignation from Ministry of Parliamentary Affairs. Rule of Law begins with me. Thank you, Insafians for standing by me always. I will never let you down," Awan wrote in a tweet.

The resignation of the close aide of Khan came hours after the National Accountability Bureau (NAB) filed a corruption case against Awan regarding a delay in Nandipur Project in the Accountability Courts in Islamabad.

Geo News reported on Sunday that Awan was questioned by the anti-graft body for three hours over allegedly delaying the Nandipur Project.

Quting sources, the report said that a team of the NAB's Rawalpindi chapter, led by Deputy Director Asma Chaudhry, questioned the 60-year-old Senator from Punjab province for keeping the project's file "away" for months, leading to a loss worth billions of rupees to the national exchequer.

The delay was caused during the tenure of Pakistan Peoples Party-led government in the centre from 2008 to 2013, with Awan then serving as minister for law and justice, Geo News reported.

The former federal minister for water and power Raja Pervaiz, along with other officers of the ministry, also faces a corruption case for delay in the same project, the report said.

The corruption cases were filed after a commission, constituted on the direction of the Supreme Court, held officers of the Ministry of Law and Justice responsible for the delay, it said.

Khan, who was sworn-in as prime minister last month, has vowed to root out corruption and cut down government expenditure to overcome the serious financial difficulties faced by Pakistan.

While hearing a suo motu case regarding the removal of billboards in Lahore, Chief Justice of Pakistan (CJP) Mian Saqib Nisar asked since when the army had been involved in property deals, and questioned how the army was building housing societies.“If the army wants to make housing societies, they should make them for their own people. But they make plots and start selling them to average people,” he said during the hearing. The CJP said that “billions of rupees” are earned from the allotment and transfer of land, asking where the Defence Housing Authority’s (DHA) “billions of rupees” go.
Am more than convinced now that either the CJP ( Nisar) is either on an ego trip or suffering from Attention Deficit Disorder ( ADD ) . One day, it is the Gondal case, next day doing an surprise raid on a Karachi Hospital , funding raising for dam building . And the list goes on and on. Suo Moto this and Suo Moto that ! If the Judge wants to hang on to this "lucrative job", she should keep his mouth shut , on "sensitive topics" like The Fauj and The Kaptaan's family squabbles IMHO !

Mike Pompeo set to press Pakistan to rein in all terror groups: Reports

ISLAMABAD: US secretary of state is expected to press Pakistan to target all terror groups on its soil and play a positive role in war-torn Afghanistan when he meets the country's new leadership here tomorrow in a bid to reset the strained bilateral ties, according to media reports.

Pompeo is arriving in Islamabad along with General Joseph Dunford, Chairman of the Joint Chiefs of Staff, days after the Trump administration cancelled US $ 300 million in military aid to Pakistan as it was not doing enough against terrorist groups inside its borders, the latest controversy to hit Islamabad's troubled relationship with Washington.

Pompeo will be in Islamabad ahead of the maiden 2+2 Dialogue between India and the US in New Delhi on September 6. Pompeo's talks here will be the Trump administration's first high-level dialogue with Pakistan since the new government of Prime Minister assumed office after the July 25 elections.

In their talks with Pakistani officials, the US delegation will "make very clear what we have to do, all of our nations, in meeting our common foe, the terrorists," defence secretary James Mattis said last week in Washington.

"And make that a primary part of the discussion," he was quoted as saying by Dawn newspaper.

The Trump administration has made it clear to Pakistan that it will have to back the US strategy in Afghanistan if it wants good relations with Washington, the paper said in another report yesterday.

The strategy - as defined by both the State Department and the Pentagon last week - is to use a combination of military and diplomatic pressures to force the Taliban to work with Kabul for restoring peace in Afghanistan, it said.

The US believes that a working relationship between the Taliban and Kabul can lead to an honourable withdrawal of American troops from Afghanistan, the report said.

Washington sent its first clear message to Pakistan last week when Pompeo telephoned Prime Minister Khan and sought "decisive action against all terrorists operating in Pakistan".

Initially, Pakistan disputed the US version of this conversation, but later withdrew its objection, the report said on Monday.

Then on Saturday, the Pentagon announced that it was seeking to reallocate the US $ 300 million in aid to Pakistan due to Islamabad's lack of "decisive actions" in support of America's Afghan strategy.

Though Pakistan Foreign Minister Shah Mehmood Qureshi downplayed suggestions the funding row has led to mutual tensions, he dismissed as "incorrect" the reports the US has cancelled USD 300 million in military aid to the country, saying Washington owed the money to Islamabad for expenses incurred on fighting terrorism.

"It is not a cut in any [US] aid, it is not assistance. This is our own money which we have used for improving regional security situation and they had to reimburse it to us," Qureshi asserted.

Pentagon spokesman Lieutenant Colonel Kone Faulkner on Saturday said the plan to reallocate US $ 300 million will be submitted to Congress for approval and it will bring the total amount withheld from Pakistan under the Coalition Support Funds to US $ 800 million since early this year.
The cancellation of the Coalition Support Funds was a move to put pressure on Islamabad to prevent Taliban insurgents from using Pakistani soil for plotting attacks inside Afghanistan, the Voice of America (VoA) quoted observers as saying.

In January, US President suspended all military assistance to Pakistan accusing it of rewarding past assistance with "nothing but lies and deceit."

Senator Mushahid Hussain, who heads the foreign affairs committee of the Senate, told the VoA that the stoppage of US $ 300 million will undermine Pompeo's visit.

"On the eve of the most important visit to Pakistan by an official American [delegation] since the new government took office, Pakistan-American relations are hanging by a thread," Hussain was quoted as saying.
