How Pakistan fell into China’s debt trap.
The figures by the State Bank of Pakistan show that China's bi-lateral debt to Pakistan stood at 7.2 billion USD by June 2017 and this increased by over 3 billion USD in four years. Moreover the currency swaps in Pakistan stood at 1.5 billion USD, which in turn took the figures to 8.7 billion USD.

The Industrial and Commerce Bank of China, Pakistan branch secured a loan of 2.7 billion USD from its parent firm and later swapped it with the Pakistan rupee and this took the debt up to 12.1 billion USD.

A report in the http://www.cadtm.org says that in addition to this, Pakistan's debt liabilities to direct investors from China stood at around 3.5 billion USD and the biggest investment in the last few years is from China mobile adding to the total amount of 17.1 billion USD. Pakistan's debt liabilities have risen from 83 billion USD to 88.9 billion USD until December 2017 and the amount has grown further after that.

The report while citing experts says that Pakistan will have to pay back 100 billion USD by 2024 of the total investment of 18.5 billion USD, which China had invested on account of banks loans in 19 early harvest projects most of them relating to the energy sector under CPEC. The interest on these loans will be around 7 per cent per annum payable in 25 to 40 years and this would mean Pakistan would be paying China around 8 billion USD per year starting 2018 for the next 43 years, the report further notes.

Pakistan tells 18 international NGOs to leave : ActionAid

Pakistan has ordered 18 international aid groups to shut down operations and leave the country, a spokeswoman for ActionAid said on Thursday, the latest move against foreign aid groups in the country.

ActionAid, which focuses on education, poverty alleviation and human rights and is headquartered in Johannesburg, said it had received an expulsion notice from Pakistan's Ministry of Interior, but a statement from the group did not say whether the ministry gave any reason for its decision.

The ActionAid statement called the move "an attack on civil society and human rights organisations".

A UK-based spokeswoman for ActionAid told Reuters that 17 other foreign-funded aid groups had received similar notifications but would not give their names.

Pakistan's interior ministry did not respond to messages asking about the expulsion orders, and the information ministry said it would check on the matter.

The new round of expulsion orders comes amidst complaints by journalists and editors of increasing constraints on press freedom, continuing what rights campaigners have termed an attack on free expression and activism in the Pakistan.

Pakistan has been clamping down on foreign-funded aid groups for several years, with one shutdown notice last year accusing a group of "pursuing (an) anti-state agenda".

In December, the previous government of the then-ruling Pakistan Muslim League-Nawaz (PMLN) issued expulsion notices to 27 international aid groups, mostly those working on human rights issues.

That list also included ActionAid, which appealed the notice, and it was unclear how many of the new expulsion list were also on the previous list of 27.

"The immediate victims will be the thousands of ordinary Pakistani families who ActionAid has been supporting to claim their rights and build a better life," ActionAid said in a statement.

"Pakistan's decision to shut down ActionAid and other International NGOs is a worrying escalation of recent attacks on civil society, academics and journalists," it said

The Pompous "Doctor" Of The Paki F.O. Is Again "Upset" With India

No headway possible on Kartarpur border issue sans talks: Pakistan to ‘stubborn’ India
Oct 4, 2018
ISLAMABAD – Pakistan on Thursday gave a clear message to India that no matter including the Kartarpur border issues would be discussed with New Delhi if talks are not held between the neighbouring countries.
This kind of a statement just shows how desperate they want to talk to India !
In a weekly press briefing, the FO Spokesperson Dr Muhammad Faisal said Pakistan wants peaceful ties with neighbours keeping in view the vision of the founder of Pakistan. He added that Islamabad made continuous efforts to bring Delhi to table talk. :((
Earlier in August, the Indian government resumed talks with Pakistan on Wednesday to open the Kartarpur border crossing as Indian High Commissioner Ajay Bisaria toured the area. However, the situation altogether changed when India withdrew from high-level talks after the commitment.
Nothing about influx of Paki trained non state actors across LOC
Talking about the Kashmir issue, he said that India was using chemical weapons in the occupied territory, adding that Pakistan strongly condemns the Indian atrocities. “We want to settle the Kashmir issue as per the desires of the Kashmiris”. :((
Moreover, Dr Faisal said that Pakistan will present the case against Indian spy Kulbhushan Jadhav, who has been sentenced to death by a military court, in The International Court of Justice (ICJ) with full force and facts.
Moving from one subject to the other without blinking !
Commenting on Foreign Minister Shah Mahmood Qureshi’s recent visit to the US, the foreign office spokesperson said that Secretary of State Mike Pompeo hailed Islamabad’s efforts for establishing peace in Afghanistan. Hope is eternal

Saad Rafique exposes link between ‘land grabber’ Mansha Bomb and Imran Khan with eye-popping pictures

Oct 4, 2018
LAHORE – A controversy was sparked on social media after Pakistan Muslim Leaugue-Nawaz leader Khawaja Saad Rafique shared some pictures on Facebook showing links between an alleged land grabber and sitting Prime Minister Imran Khan.
Bomb can be seen in the pictures, which have not been rejected or verified by any PTI member, meeting Imran Khan at an event while Shah Mahmood Qureshi, foreign minister, is also present.
In another picture, the alleged land grabber is meeting Abdul Aleem Khan, a stalwart of the PTI and sitting provincial minister.

Imran Khan joins UN chief’s Circle of Leadership on preventing sexual abuse
Oct 4, 2018
The News International
UNITED NATIONS: Prime Minister Imran Khan has joined the UN Secretary-General's "Circle of Leadership" on the prevention and response to sexual exploitation and abuse in United Nations peace operations, a UN press release said Thursday. The Pakistani leader is the 70th incumbent or former heads of state and government to do so.
The Circle of Leadership represents a visible and formidable symbol of Members'' commitment to end impunity to strengthen measures to prevent sexual exploitation and abuse, to respond rapidly and decisively to credible reports of such acts, and to meet the needs of victims quickly and appropriately, the press release said.
It also provides the global high-level political support necessary for success. The Circle was formally established by Secretary-General Antonio Guterres at the High-level Meeting on the Prevention of Sexual Exploitation and Abuse in September 2017. On September 27, world leaders reaffirmed their continued personal commitment to support efforts by the United Nations to combat sexual exploitation and abuse across the organization.
What a sham/ shame that this world famous playboy has been included in the "respected" list ! Did anyone at the UN Headquarters in NYC made an effort to read Reham Khan book to get at least the other side of the story . Or at least tried to get as much information on Imran Khan from the Paki press or the international press . The number of women who have come forward and accused the Kaptaan for sexual harassment including sexting ( AyeshaGulalai for eg ). The list of his victims is very long indeed !

Pakistan needs to raise $20b to avoid payment crisis

However, in case Pakistan decides to obtain an IMF loan to bridge its yawning external financing gap, the double-digit interest rate and further depreciation of the rupee could become a priority, the sources said.

Dr Ashfaque Hasan Khan, a member of the Economic Advisory Council, said on Tuesday that the Ministry of Finance had made up its mind to seek the IMF programme. Since January this year, Pakistan has already increased interest rate by 275 basis points to 8.5%, which is the highest increase by any Asian country.

Similarly, Pakistan has also let its currency weaken by 11.2% since January. India is the only country whose currency has lost over 12% during this period, which is more than Pakistan’s depreciation. India’s 12% is equal to IR 8. Terroristan’s – from T.R.105 to T.R. 125 is equal to 19%.

Sources said the central bank was of the view that the depreciation in the current fiscal year should not be more than 22%. But due to extremely low foreign currency reserves of $9 billion, a widening budget deficit and higher current account deficit, the IMF’s assessment was that the rupee should weaken around 30%, they added. The SPB Forex Reserves as on 28-09-2018 are US$ 08.4084 Billion LESS US$ 5.8000 Billion Loan from Commercial Banks i.e. only US$ 2.6084 Billion

Another key difference of opinion was the extent of budget deficit, which the IMF was projecting at 5.5% of GDP – almost half a percentage point higher than the revised target set by the government.

Sources said in case Pakistan obtained another IMF programme, the government may have to introduce another mini-budget.

The IMF was of the view that due to the higher budget deficit, the central bank would be required to further tighten the monetary policy. It observed that a 25-basis-point increase in interest rate would not have a major impact on Pakistan’s economy.

But the Ministry of Finance took the stance that a balanced monetary and fiscal tightening would be required to grow at a rate of over 5%, stated the sources.

Moreover, the IMF’s assessment was that Pakistan’s growth rate would slow down to around 4.8% in the current fiscal year due to the tight monetary and fiscal adjustments. As against Pakistan’s assessment that inflation would soar to 6.5%, the IMF was projecting 7.5% inflation.

IMF request for CPEC contract details declined

Core inflation, measured by excluding food and energy commodities, jumped to a four-year high of 8% in September, according to the Pakistan Bureau of Statistics.

Kashi wrote:"When we asked the US, to play facilitating role...Why do we ask? Simply because we are not engaging bilaterally. And that bilateral disengagement is…a distraction. We want to focus, we want to move on the western side of the border, which we are not being able to because we have to watch our back from eastern side (of the border with India). That is not a healthy situation to be in," Qureshi said in response to a question at the US Institute of Peace, a US Congress-funded top American think-tank.

Usual Paki lying on display. US has refused to reconsider giving military/financial aid , has refused to help Pakistan to restart dialogue with India, has refused to sympathetically consider request for liberal IMF aid.

Foreign exchange: SBP reserves drop to critical level of $8.4b - Our Correspondent

KARACHI: The foreign exchange reserves held by the central bank continued to spiral downwards for the sixth successive week as they plummeted 6.95% on a weekly basis, according to data released on Thursday.

The continued drop in the reserves raises concerns about Pakistan’s ability to meet its financing requirements as the reserves have fallen even below the $8.5-billion level.

Talks with the International Monetary Fund had been going on to discuss terms for a possible bailout. The Fund has suggested to Islamabad to raise interest rates to double digits and let the currency weaken by at least 15% more in the current fiscal year.

On September 28, the foreign currency reserves held by the State Bank of Pakistan (SBP) were recorded at $8,408.5 million, down $627.7 million compared with $9,036.2 million in the previous week.

The decrease was attributed to payments on account of external debt servicing.

Overall, liquid foreign reserves held by the country, including net reserves held by banks other than the SBP, stood at $14,893.2 million. Net reserves held by banks amounted to $6,484.7 million.

Currency weakens to Rs128 due to uncertainty over IMF bailout

A month ago, China agreed to immediately give a loan of $2 billion to Pakistan, a move meant to arrest the slide in foreign currency reserves and provide much-needed breathing space for the new government.

Of the agreed amount, $1 billion had already been transferred to the central bank account. According to officials in the Ministry of Finance, the loan will be categorised as official bilateral inflow.

Earlier, the reserves dipped to $9.06 billion, forcing the central bank to let the rupee depreciate massively on four separate occasions since December 2017 and sparking concern about the country’s ability to finance a hefty import bill as well as meet debt obligations in coming months.

In April, the SBP’s reserves increased $593 million due to official inflows.

A few months ago, the foreign currency reserves surged due to official inflows including $622 million from the Asian Development Bank (ADB) and $106 million from the World Bank.

The SBP also received $350 million under the Coalition Support Fund (CSF) earlier.

In January, the SBP made a $500-million loan repayment to the State Administration of Foreign Exchange (SAFE), China.

IMF suggests higher interest rate, rupee depreciation

The Express Tribune
Oct 4, 2018
ISLAMABAD:
As disagreement persists on the measures required to put the economy back on a strong footing, the International Monetary Fund (IMF) has suggested to Islamabad to raise interest rate to double digits and let the currency weaken by at least 15% more in the current fiscal year.
During ongoing parleys, the IMF termed recent fiscal and monetary adjustments by Pakistan inadequate, said highly placed sources in the finance ministry. Headed by its Washington-based mission chief Harald Finger, the staff-level talks are expected to be concluded on Thursday.Another key concern for the IMF was that the government appeared complacent and was not moving swiftly to address macroeconomic imbalances, threatening the country’s economic viability.

The Finance Minister himself said that Pakiland is undergoing heart surgery. And now, the IMF (Doctor from DC) has suggested that Pakistan take the bitter medicine of higher interest rate and rupee depreciation , if it wants to get healthy again . Pakistan , like a small child refuses to take the medicine
During the last leg of the staff-level talks, the IMF assessed that the budget deficit may widen to over 5.5% of gross domestic product (GDP) or Rs2.1 trillion, even after the additional revenue measures introduced through a mini-budget, according to sources.
The additional revenue projections look good on paper. Are they realistic and implementable ( tax collection ) in entirely a different ball game !
The major difference of opinion between Pakistan and the IMF was on the extent of currency depreciation, increase in interest rate and fiscal impact of recent budgetary measures, sources said. The IMF desired that Pakistan should increase interest rate to around 11%, terming the current 8.5% rate insufficient to restrict inflation and narrow down the current account deficit, they said.
. The average Abdul is being squeezed already ( higher petrol, higher gas prices ) . Why not reduce defense expenditure by 10% and give everyone a relief
Another key point of disagreement was the exchange rate parity. The central bank was of the view that the exchange rate of Rs137 to a dollar by the end of current fiscal year in June 2019 would be sufficient to address the challenges, an assessment that the IMF did not agree with, sources said and added the fund wanted the rupee to be traded above Rs145 to a dollar.
Export will be able to export more footballs and towels by doing this !
However, in case Pakistan decides to obtain an IMF loan to bridge its yawning external financing gap, the double-digit interest rate and further depreciation of the rupee could become a priority, the sources said.
The Saudis have only "promised" oil on deferred payment basis . Nothing else !
Since January this year, Pakistan has already increased interest rate by 275 basis points to 8.5%, which is the highest increase by any Asian country.
Or alternatively reduce ISI and military budget which will also help the pressure on the Paki rupee
Similarly, Pakistan has also let its currency weaken by 11.2% since January. India is the only country whose currency has lost over 12% during this period, which is more than Pakistan’s depreciation.
So, Pakistan currency depreciation is less than India's . Win for Pakistan , loss for India
The IMF was of the view that due to the higher budget deficit, the central bank would be required to further tighten the monetary policy. It observed that a 25-basis-point increase in interest rate would not have a major impact on Pakistan’s economy.
It is up to Pakistan to take the medicine or not take the medicine ! Reduced expenditure on nihari, biryani, and halwa ( defence expenditures ) will also help in improving Pakistan's health

FO slams 'surgical strike' statement by Indian army chief - News Desk

The Foreign Office (FO) on Thursday slammed the overtly threatening statements by India’s army chief calling for “surgical strikes” on Pakistani soil.

Indian army chief Bipin Rawat, handpicked by Narendra Modi’s right-wing government, had earlier said that the “time was ripe” for a “surgical strikes on terror launch pads across the Line of Control (LoC)”.

In 2016, India claimed it conducted a surgical strike on Pakistani soil, the claim was refuted by the Pakistan Army and an Indian soldier was captured.

FO Spokesperson Mohammad Faisal, during the weekly briefing, said the chief of a professional army should refrain from making such controversial claims.

Modi govt calls off Pakistan-India foreign ministers’ UNGA meet

When asked about the opening of the Katarpur corridor for Sikh pilgrims, the FO spokesperson lamented India’s reluctance to dialogue.

Reiterating Pakistan’s stance to resolve outstanding issues through dialogue, Faisal said no decision can be made regarding the corridor if India does not agree for talks.

The FO spokesperson added that Pakistan held meetings with members of the South Asian Association for Regional Cooperation (SAARC) on the sidelines of the United Nations General Assembly (UNGA) – who were willing to come to Islamabad for the meeting. But, he added, India was creating hurdles in regards to Pakistan hosting the conference.

Indian army chief says time ripe for ‘another surgical strike’

Pak-US ties

Briefing media on the current state of ties between Islamabad and Washington, Faisal said the relationship’s trajectory was positive. He added that Foreign Minister Shah Mehmood Qureshi had put forth Pakistan’s stance in interaction with delegates at the UNGA.

“FM Qureshi categorically stated that Pakistan would not compromise on its national interest.” :rotfl:

Faisal said Pakistan was pursuing a policy of peace and believed dialogue was the only way forward to resolve disputes.

Paki Paper DAWN Says That There Was No Breakthrough In US- Pakistan Talks

Talks with the US
DAWN Editorial
Oct 4, 2018
FOR the second time in less than a month, Foreign Minister Shah Mehmood Qureshi and his US counterpart, Secretary of State Mike Pompeo, have met to try and achieve a so-called reset in Pakistan-US ties.
It is not clear what progress was made during Mr Qureshi’s meetings in Washington D.C. — the foreign minister also met US National Security Adviser John Bolton — but the absence of a joint statement after the foreign minister-level talks suggests that there was no breakthrough.
Last month, following Secretary Pompeo’s hours-long stay in Pakistan, a so-called 2+2 meeting in New Delhi immediately after produced a harsh joint US-India statement against Pakistan. Yet, the frequency of high-level meetings between the US and Pakistan is in itself an acknowledgement that the interests of the two countries, in this region and bilaterally, can only be furthered through dialogue and cooperation.
Paki Ech & Dee was at least salvaged to the extent that US did not make any "negative" statement against Pakiland !
With the US continuing to insist that the bilateral relationship with Pakistan be seen primarily through the prism of Afghanistan, it is inevitable that much will depend on a second review of US policy in Afghanistan that President Donald Trump appears to want.
In recent years, Pakistan has consistently offered to do what it can to nudge along an Afghan dialogue and peace process. The US should seek to cooperate with rather than browbeat Pakistan.
Pakistan is playing a double game . And the US knows it now !

CJP Jacks Up The Price For "Crooked" Malik Riaz

CJP asks Malik Riaz to pay Rs1tr or build a dam
PT
Oct 4, 2018
ISLAMABAD: Chief Justice of Pakistan (CJP) Justice Saqib Nisar Thursday asked Bahria Town Chairman Malik Riaz to pay at least one trillion rupees to discuss a land swapping case against him on merit, further suggesting that the property tycoon can also opt for building a dam instead. A five-member bench of the SC was hearing review petitions filed by Bahria Town and its investors against the top court’s judgement in a land allotment case which declared a massive land swap between Bahria Town Karachi and the Malir Development Authority (MDA) illegal.
The Chinis are squeezing Paki bxxls ! The CJP in turn is squeezing Malik's bxxls . Wonder , who will "cry" first Pakistan or Malik Riaz
While hearing the case, Justice Asif Saeed Khosa observed that MDA’s ‘prime real estate’ was taken in exchange for barren and invaluable land alongside the Balochistan border.Justice Nisar concurred that Bahria Town acquired the land from the Sindh government through deceit saying “gold was given in exchange for silver”.
And Malik Riaz in turn gave "some gold" to his Fauji patrons
On a point raised by an investor that their investments were being affected, Justice Nisar said, “So you are saying that we should forgive them [Bahria Town] no matter how much they have plundered?”
Amazed by the energy and zeal for Pakiland displayed by this CJP. What is he getting out of it !
Deliberating on the stance, Justice Khosa wondered if the court should make an exception for illegal work just because the development done on it was excellent.
Khosa playing devil's advocate. Has he been "purchased" by Malik Riaz
When inquired if the MDA incurred any losses in the controversial exchange, the authority’s counsel replied in negative saying that the MDA did not suffer any losses.Irked at the response, Justice Nisar remarked, “Malir says it did not suffer any losses, the Sindh govt says it did not suffer any losses.”
Sharp cookie , this CJP
“That they are all in it together,” he observed. The top judge remarked that MDA’s managing director should be sent to jail. Riaz, meanwhile, argued that land swaps have been practised in Sindh since 1982 and almost 70 such land swaps have taken place. He explained that Bahria Town had paid Rs 4 billion for four villages swapped with the MDA besides paying Rs 360 million for water bills.
Riaz is the real estate "expert" here. Not the CJP, who just has a suspicious mind that Malik Riaz is corrupt
Later, Bahria Town counsel Ali Zafar told the court that his client was in possession of 1,800 canals of MDA land, and was willing to pay an additional Rs 5 billion to settle the matter. The chief justice remarked that Pakistan needed Rs 1.5 trillion to build dams, and asked Riaz if he could build one for the country. ( asking Riaz to build a dam  ) He also told the property tycoon that if he could not come up at least one trillion rupees, the case would be discussed on its merits alone.
IMO, the CJP is "obsessed" with Dam Building . Is he getting some sort of commission out of this ?
Riaz contended that he would not pay Rs 10 for something that is worth a rupee, asking the court to reconsider as he had already deposited Rs 7 billion in the court.“I request the court to have mercy,” he added. Riaz also argued against involving the National Accountability Bureau (NAB), claiming that hundreds of thousands of people will get unemployed if the project fell apart.Zahid Bukhari, the counsel for Bahria Town investors, echoed Riaz’s sentiments, saying, “If Bahria sinks, Pakistan sinks.”
Why not Malik arrange an "accident" for the CJP, through his various underground connections . The "problem" will be solved once and for all . Many non Pakjabis will thank him . Nisar is known not to like Sindhis, Baluchis, Mojahirs and Pathans !
Irked at the response, the chief justice advised the counsel to think before speaking. “The judiciary is here to protect Pakistan,” he stated.Bukhari clarified that he was talking only in economic terms. Disrespect to the CJP will not be tolerated by this (kangaroo ) court  The court session was subsequently adjourned for 30 minutes.
Tempers to cool down !
When the hearing resumed, Justice Nisar said, “The Sindh chief minister had no right to authorise the swap of MDA land.”“When the country’s prime minister does not have the right to allot even a shack to anyone, how did a chief minister exercise this right? This is why we say whatever is happening in Sindh is not right.”
The chief justice also wondered why Riaz was afraid of NAB proceedings. “If others can face their cases in NAB, why can’t Malik Riaz do the same?” he asked. The case was later adjourned till next Thursday.
Off to Isloo to report to Immy !

Aha. I have answered my own question below:

ICC's Dispute Resolution Forum hearing: Order reserved after Shashank Manohar deposes on final day
Former BCCI president and current ICC chairman Shashank Manohar's "strong" deposition marked the end of the three-day Dispute Resolution Forum hearing into PCB's compensation claims against India," a Board official said on Wednesday.
It is learnt that the three-member committee has kept its orders reserved as there have only been oral submissions from both parties. "Now there will be written submissions and after that the panel will write the order," a senior BCCI official told PTI on the condition of anonymity.
"We are very happy how the cross examinations went. Today Manohar's deposition was very strong. He deposed as India's witness not as ICC chairman. Even all the other witnesses also put up a strong case," the official said.
Former external affairs minister Salman Khurshid was Tuesday cross-examined, during which he justified India's refusal to play bilateral cricket with Pakistan. Khurshid, who was the external affairs minister during the UPA-II government which finished its term in 2014, was presented by the BCCI as one of its prime defence witnesses on the second day of the hearing that began on Monday.
"Manohar is very well versed how the e-mail signed by Sanjay Patel is not binding. He is well aware about contractual obligations in bipartite agreements," the official said.

Former Indian Foreign Minister Explains Decision Not to Play Against Pakistan to ICC Committee
Former external affairs minister Salman Khurshid on Tuesday justified India's refusal to play bilateral cricket with Pakistan during the ICC's Disputes Resolution Committee hearing into a compensation claim against the BCCI, a Board official said.
"Khurshid's presence definitely took the PCB by surprise. They were not expecting a former MEA to come in for cross-examination. Also a legal expert. He gave UPA II's stand on why India didn't tour Pakistan post the Mumbai terror attacks in 2008," the BCCI official told PTI, quoting from Khurshid's statement in the court, on condition of anonymity.
"During the cross-examination Khurshid told the ICC's Dispute Resolution Forum that the erstwhile UPA government acted on various world intelligence agencies' reports on threat perception of playing cricket in Pakistan. He explained why it was impossible to send Indian cricket team to Pakistan after terror attacks," he said.
"Khurshid also clearly said that time and again the Indian government had made it clear that unless cross-border terrorism stopped, it would be difficult to resume bilateral cricketing ties."
"We are confident that we will win the case. PCB's bone of contention is a one-page email which doesn't count as MoU. It was an email sent by Patel as a part of quid pro quo deal with PCB. They didn't support our revenue model and the deal to play six bilaterals fell through."

Now here are some statistics the pakis will be proud of (in a way).

Every 8th person executed in the world is Pakistani: report
Pakistan accounts for 13% of all global executions despite a shrinking death row population.
Pakistan is one of the most prolific users of the death penalty
Every fourth person on death row in the world is a Pakistani
The Supreme Court of Pakistan has overturned 85 percent of death sentences
Pakistan continues to sentence and execute people for crimes that do not cause death.
Despite a 35 percent reduction, Pakistan accounts for 26 percent of the world's death row population
Pakistan's death row population now stands at 4,688
Punjab accounts for 81% of the 496 executions since 2014
Civil disputes dominate murder cases
There's a strong correlation between economic inequality, political violence and murder rates

IMF only viable option, PM Imran Khan told - Shahbaz Rana

ISLAMABAD: An International Monetary Fund (IMF) bailout package remains the only viable option for Pakistan to arrest deterioration in macroeconomic situation and restore shattering confidence of markets, Pakistan’s negotiating team informed Prime Minister Imran Khan on Thursday.

Khan was chairing a meeting on the IMF programme, which was attended by Finance Minister Asad Umar, the State Bank of Pakistan (SBP) Governor Tariq Bajwa and Adviser to PM Dr Ishrat Husain.

The briefing took place on the day when the SBP announced that official foreign currency reserves have dropped to nearly four years low of just $8.4 billion. Last time, on November 21, 2014, the country’s reserves had slid to $8.5 billion.

Pakistan needs to raise $20b to avoid payment crisis

A Pakistani team that held negotiations with the IMF from September 27 to October 4, briefed the PM about the outcomes of the talks, said sources in the Finance Ministry. The PM was said to be told that in order to restore confidence of the market the IMF was the only option. 1t remains to be seen if the IMF will makes its LOAN subject to the Condition that the IMF LOANS not to be used to "Repay CPEC-OBOR-other Chinese or Saudi Arabian Debts

The premier was also told that no major and continued financial relief was in sight from the friendly countries. On its part, the IMF has also reached to a conclusion that fund was the last viable option for Pakistan, as the Pakistani authorities could not share a concrete plan that could ensure smooth flow of dollars to meet international debt obligations, said sources in an international financial institution.

Pakistan is in search of at least additional $11 billion in next nine months to repay its old debts and finance the imports. The IMF team was led by its Washington-based mission chief Harald Finger. The Pakistani side was represented by officials from the SBP and the Ministry of Finance.

The PM did not immediately take a decision on putting a formal bailout request to the IMF. Sources said the PM is still hopeful that Saudi Arabia and China will temporary bailout Pakistan but claimed that recent developments in connection with the China-Pakistan Economic Corridor (CPEC) have made both Beijing and Riyadh uncomfortable.

Imran Khan will share his mind on the IMF package in the next few days, a senior government functionary told The Express Tribune on condition of anonymity.

IMF conditions

One of the reasons for pending a decision is the IMF’s harsh condition that Pakistan should adopt a free float exchange rate regime rather than the existing managed exchange rate. Under the managed exchange rate regime, the SBP is still pumping its already sacred foreign exchange reserves in market.

The sources said this is also one of the reasons behind $627million reduction in the reserves in just one week that ended on Sep 28, reducing the gross official reserves to just $8.4 billion. They said the IMF projected a fair value of rupee above Rs145 to a dollar as against the current rate of Rs125 to a dollar.

The sources said the second tough condition of the IMF is to increase the interest rates at least minimum 2.5% to 4%. At present, the key interest rate is 8.5%, which the IMF wants to see in the range of 11% to 12.5% to contain inflation and narrow down current account deficit.

During the concluding session, Asad Umar told the IMF that Pakistan will have to see whether the government can raise 4% interest rates. The minister also said the government would also have to review whether it can implement a free float exchange rate regime. Neither the finance minister nor the spokesman of the Ministry of Finance responded to the requests for comments.

IMF request for CPEC contract details declined

The sources said Asad Umar told the IMF team that Pakistan wanted to follow a structural reforms programme that could ensure sustained economic growth.

The IMF’s other conditions are enactment of the Public Finance Management law and a clear roadmap for implementation of Financial Acton Task Force (FATF) plan. The IMF also wants that Pakistan should lower the flow of the circular debt from over Rs625 billion to around Rs350 billion.

The IMF’s assessment is that if Pakistan did not immediately pick its option to handle the crisis, the balance of payments position would further worsen. The sources said in case Pakistan did not opt for an IMF package, some of the projected loans from the World Bank and the Asian Development Bank would not materialize. This would expand the financing gap beyond $12 billion.

The IMF has termed recent fiscal and monetary adjustments by Pakistan inadequate. The IMF assessed that the budget deficit may widen to over 5.5% of the gross domestic product (GDP) or Rs2.1 trillion, even after the additional revenue measures introduced through a mini-budget.

Pakiland Breaks Another Dubious Record !

Reserves see sharpest fall in years, drop by $627m
Dawn
Oct 5, 2018
KARACHI: State Bank of Pakistan’s (SBP) reserves suffered one of their sharpest drops hitting its lowest level in four years following a decline of $627.7 million to $8.4 billion during the week ending Sept 28 due to external debt servicing, according to data released by SBP on Thursday.
Chinis and Arbis getting interest payments, on their bond holdings on time, at the expense of the Paki public
The central bank’s reserves have seen a steep decline of $1.07bn during the first quarter of 2018-19. The SBP made similar high-volume payments during November and June 2017 worth $919m and $1.25bn, including a principal payment of $780m against Pakistan sovereign bond.
So, it is not only interest, but principal payments also have to be coughed up
Economists and senior bankers have urged the government to take immediate action and make an announcement on already-delayed strategy to deal with the depleting foreign exchange reserves.
The Saudis are taking their own "sweet time" in deciding whether to bail out the first atomi takat . Is MBS at the Monte Carlo gaming tables and not in Riyadh
Despite slight improvement in remittances and earnings from increase in exports during the first two months of current fiscal year, the ballooning trade deficit hampered the government’s ability to deal with the current account woes.
There is only so many- Made in Pakistan - footballs and towels that you can export !
Chief Executive Officer at HBL Asset Management Farid Khan said that it is “a pretty alarming drop and what’s worrying is we don’t seem to have a strategy to tackle the situation.” The government has unveiled some measures for a fiscal adjustment, but thus far there is no concrete indication of how the drop in reserves is to be tackled. The government argues this remains a work in progress, and the finance minister has said in public remarks that he will have a concrete policy direction after October 10, approximately.
Meanwhile the "house is burning" and the fire bombers (IMF, Saudia, Cheen ) have not made up their mind to come or to let the house burn down for good
Finance Minister Asad Umar said that the government is currently working on all options including an agreement with International Monetary Fund in addition to bilateral borrowings from China and Saudi Arabia. However, visits by Chinese and Saudi delegations have not yielded anything concrete thus far, whether a large loan package or deferred-payment deals on oil.
A urgent text to MBS and Salman should be sent ASAP . The Ummah factor should be mentioned plus evoke "possible dangers to the Bum" if relief does not arrive soon.
The delay by the government in announcing its policy direction to tackle with the worsening external crisis has perturbed the financial sector which is criticising the government’s inaction to deal with the situation.
Is this Naya Pakistan by any chance

Naya Pakistan Govt Comes Hard On The Qatari Royals Who Had Supported Ganja Sharif !

Confiscation of Qatari vehicles embarrasses govt
The Express Tribune
Oct 5, 2018
LAHORE: The Customs Intelligence confiscated vehicles of Qatari rulers that were exempted from duty, putting the government to embarrassment.According to sources, the initial investigations by the Federal Board of Revenue showed that the vehicles were brought in Pakistan in accordance with the rules and regulations. The vehicles were not sold to anyone and there were no instructions that they could be parked only in any specific location. In a report by DG Customs Intelligence Shaukat Ali, sources said that he authored a specific paragraph against members of the Qatari royal family to gain sympathies of the PTI government.
The DG mentions the Qatari ruler Hammad bin Jasem as the person who has been mentioned in the “Panama case”.
So, there was a quid pro quo with the Qatari Royal . You promise the so-called "affidavit" to Nawaz, and we will allow import of these luxury vehicles without payment of custom duties !
According to federal government sources, the DG is expected to be removed from his office. Sources in the federal government and FBR told the Express News that there has been no violation of SRO found in the investigations so far about the vehicles brought in the name of Qatari prince Hammad bin Jasem.
According to FBR sources, the government has issued two orders about the customs duty-free vehicles. There is an SRO number 9902 for the import of dutyfree vehicles available to diplomats appointed in Pakistan while for royal families of Qatar, Saudi Arabia, UAE and Bahrain there is another number which is 9905. Customs use both the SROs under the NOC of the foreign office department.
So, for the Arab Ummahs, the mai baaps of Pakiland there is a separate rule !
DG Shaukat Ali authored a paragraph in the report which was against the norms of the department because it is being considered political discussion. He wrote, “These vehicles are imported in the name of Qatari Prince Hammad ben Jassem and it may be recalled that this is the same infamous Qatari prince who has been mentioned in the Panama case.” According to FBR sources, the investigations so far have revealed that the vehicles were imported under SRO 9902 and 9905 and the Customs had allowed importing these vehicles with the permission of foreign ministry.

Finally, some good news (probably, hopefully) from pakhanistan.

PCB officials hopeful of favourable verdict in compensation case against BCCI
Pakistan Cricket Board (PCB) officials are hopeful for a decision in their favour in the compensation case against India after hearings were completed on Wednesday in Dubai by a panel of the ICC, headed by Michael Beloff.
Well informed sources from Dubai told Dawn that BCCI’s defence appeared quite weak on both the major points raised during the hearing.
“However, the BCCI says the agreement was not a binding and it was “understood” to be conditional on government approval which was not forthcoming but that is not a strong enough argument,” the sources said.
Both the PCB and the BCCI hired the services of British lawyers to defend the case, which may be the first one of its kind in cricket history.
Hope lies eternal in the land of the pure. Hence the oft used term "inshallah". Leave it up to god.
