Pakistan’s debt, servicing cost to go up- Hussain Zaidi

ISLAMABAD: Pakistan’s economic, particularly balance of payments-related, problems are being exacerbated by two recent international developments: the hike in interest rates in the United States and upward movement of international crude oil prices.

The US, world’s largest economy, experienced a protracted turbulence caused by the 2007-09 housing and financial crisis. To ward off the economy’s descent into depression, like the one that shook the country in 1929, interest rates were slashed.

However, as the economy is looking up, growing 4.5% in the second quarter of current year, and the unemployment rate has come down to 3.9%, the lowest in the last one decade, the US Federal Reserve (Fed) raised interest rates by 25 basis points in March from 1.50% to 1.75% and then from 1.75% to 2% in June 2018.

Two other interest rate hikes are likely at the end of September and later in December this year.

There is a direct relationship between interest rates and the value of domestic currency. All else being equal, hike in interest rates leads to currency appreciation as investors see higher returns on their investments in dollar-denominated assets.

Since the US is the lynchpin of global economic, financial and exchange rate systems, the changes in US interest rates affect other countries as well.

Since most of the international transactions of Pakistan are denominated in dollars, the economy is particularly vulnerable to the effects of movement in the American currency.

The US interest rate increase is driving up the value of Pakistan’s external debt as well as the cost of debt servicing. At the end of December 2017, Pakistan’s external public debt was $70.51 billion, which went up to $75.35 billion at the end of June 2018. In FY18, $5.62 billion was spent on foreign debt servicing.

Owing to dollar appreciation, Pakistan’s debt as well as debt servicing cost will go up in the current fiscal year even if no fresh loan is taken. The increase in debt may encourage capital flight as investors fear a backlash from the government.

Pakistan to pay $9.3b in external debt servicing

As a rule, capital seeks a higher yield and lower risk. Investors put their funds into developing countries’ markets, where risk is generally higher than in developed economies, if they offer a higher rate of return. Low interest rates in the US had made it easier for developing countries to attract foreign investment.

However, in the wake of interest rate surge in the US, developing countries like Pakistan will have to offer higher interest rates plus risk premium to attract foreign capital.

The new government is considering raising funds from the international bond market. The dollar appreciation will necessitate a higher rate of return on bonds.

In response to the upward movement of interest rates in the US as well as some other economies, the State Bank of Pakistan (SBP) increased the policy rate by 50 basis points to 6.50% in May 2018 and further to 7.50% in July 2018.

It is likely that the policy rate will be raised further in the upcoming monetary policy statement. The increase in interest rates is not without implications.

For one thing, it adds to the debt burden. For another, a contractionary monetary policy puts brakes on economic growth.

Commodity prices

Since most of the international trade transactions use the US dollar, the dollar appreciation will raise commodity prices. As Pakistan is essentially a commodity exporter, the unit value of exports will increase.

The downside, however, is that price increase will reduce the demand for non-oil commodities, such as cotton and rice, on which Pakistan’s export performance is so heavily dependent.

On the other hand, the increase in oil prices will inflate our import bill, since petroleum products are the major import goods. As a result, Pakistan, which ran a trade deficit of $37.67 billion in 2017-18, may see its trade imbalance worsen.

Pakistan’s debt, liabilities swell 83% to Rs30tr

The flip side of the dollar appreciation is depreciation of the rupee. Since December 2017, the rupee has depreciated more than 17 percentage points.

While the increasing trade and current account deficits and shrinking foreign exchange reserves have been the major cause of the depreciation, the dollar appreciation has also contributed to driving down the rupee.

The impact of depreciation on trade balance depends on various factors, such as price elasticity of demand for exports and imports, the supply side situation and the cost of doing business.

Depreciation drives up the general price level. FY18 closed with 3.9% average Consumer Price Index (CPI) and 3.5% Wholesale Price Index (WPI) inflation rates.

However, since May 2018, the CPI rate has been on the rise, registering 5.8% year-on-year growth for August 2018. Likewise, the WPI has been on the increase since April 2018, registering 11% year-on-year growth for August 2018.

The US monetary policy tightening is accompanied by, and has also contributed to, upward movement of international oil prices. Years 2015, 2016 and 2017 saw average per barrel crude oil prices of $49.50, $40.68, and $52.51, respectively. However, 2018 has seen a surge in prices.

At the end of June, July and August 2018, the average per barrel crude oil price was $71.98, $72.67 and $71.08 respectively.

The low oil prices enabled Pakistan to increase the purchase of capital equipment essential for development. They were also instrumental in keeping the general price level from rising head and shoulder.

The higher oil prices will stoke inflation, slow down growth and put pressure on balance of payments and foreign exchange reserves. The silver lining is that increased oil prices will push up economic growth in Gulf countries, which are a major source of remittances for Pakistan.

Pakistan denies opening Afghan trade route for India - Our Correspondent

ISLAMABAD: Foreign Minister Shah Mahmood Qureshi on Sunday refuted the news that Pakistan has expressed its readiness to talk on restoration of India-Afghanistan trade route using Pakistan’s land.

“Pakistan has not agreed to consider Afghanistan-India trade through our land,” the Foreign Office said while quoting Minister Shah Mehmood Qureshi.

The rejection came after US Ambassador to Afghanistan John Bass has said that Pakistan is considering resumption of India-Afghanistan trade via its territory.

Pakistan had already approached Afghanistan earlier this year and indicated its willingness to resume trade between Afghanistan and India through its land, Bass told The Economic Times in an interview on Saturday.

Afghan peace in ‘Pakistan’s long-term interest’: US diplomat

The revelation is significant given the fact that Pakistan has not allowed Indian goods to be transported through its territory into Afghanistan.

Bass also stated that the US did not believe that the conflict in Afghanistan would end with a military victory.

“No one in the US government is saying at this point that we expect this conflict to end with a military victory. We believe that this conflict will end with a political settlement,” he said.

The US diplomat went on to add that a political settlement in Afghanistan “is in Pakistan’s long-term interest”.

Bass claimed the Pakistani government had approached Afghanistan after assessing two developments.

“We have seen an increase in exports from Afghanistan to India [through air cargo]. It is obviously one part of the export strategy but it is an important part… and I think part of the reason why, in addition to the economic relationship between Afghanistan and Uzbekistan, a couple of months ago for the first time the Pakistani government expressed a willingness to start talking with its Afghan counterparts for parameters to enabling trade between India and Afghanistan through Pakistan,” he said.

The US ambassador also stated that Indian firms had been investing heavily in Afghanistan’s growth. Increased trade, connectivity through Central and South Asia through Afghanistan were all missed opportunities as a result of the prevalence of status quo, he added.

Bass also discussed the impact of US sanctions on Iran and the impact it would have on Chabahar port which was a subject of discussion when US Secretary of State Mike Pompeo and Defence Secretary James Mattis visited India last week.

Both Pompeo and Mattis were conveyed the importance of Chabahar as a means to expand bilateral trade and help improve Afghanistan’s connectivity with South Asia, he said.

“My government is still thinking through how Chabahar factors in the reimposition of the toughest sanctions that we believe need to be put in place to hold the Iranian government accountable for its action,” added the US diplomat.

‘Kalabagh Dam is a death warrant for Sindh’ - Our Correspondent

HYDERABAD: Qaumi Awami Tehreek President Ayaz Latif Palijo said on Sunday that building the Kalabagh Dam is tantamount to a death warrant for Sindh which cannot be accepted under any compulsion.

“We won’t let Pakistan’s Parliament, court or any other authority destroy Sindh [by building the dam on Indus River],” vowed Palijo, who is also the general secretary of the Grand Democratic Alliance (GDA).

He recalled that the people of Sindh bravely confronted General Ayub Khan’s One Unit system, General Ziaul Haq’s martial law and subsequent attempts to construct Kalabagh and deny provincial autonomy. Palijo, who is also a constitutional lawyer, said the law gives freedom of expression to the citizens and they can express their opinion on issues concerning their lives.

“Sindhis, Balochis and Pashtuns will never accept Kalabagh,” he reiterated, while giving references of the separate resolutions passed by Sindh, Balochistan and Khyber-Pakhtunkhwa assemblies against the dam.

He contended that only the politicians in the country should discuss political matters and public servants should desist from this practice. He said that after the talk on Diamer-Bhasha dam, the talk of building Kalabagh Dam has also started. “But we want justice for Sindh’s share of water which has been stolen during the last 100 years.”

Palijo said Sindh and its people were dealing with the miseries of drought because of water scarcity but the authorities wanted to construct dams to store more water from the Indus River.

The GDA leader demanded that Taunsa and Chashma-Jhelum canals should be immediately closed.

SC to take up contentious Kalabagh dam case on June 9

In a separate statement, Jeay Sindh Mahaz leader Abdul Khaliq Junejo said punitive measures cannot force the people of Sindh to allow the construction of the Kalabagh Dam. Awami Tehreek President Dr Rasool Bux Khaskheli said the three smaller provinces have unequivocally rejected the dam and any move to build it would jeopardise the country’s stability.

British-Pakistani property tycoon Aneel Musarrat on Wednesday said he was aiming to bring 10,000 new property developers into the Pakistani real estate market to take control away from a few people who decide everything about housing to “benefit themselves”.

Talking to a local media outfit, Musarrat, who is also a close friend and financier of Prime Minister Imran Khan, said that he would extend advice to PM Khan with regard to the Pakistani government’s plan to build five million houses without accepting a cabinet position. :((
There had been speculation that Musarrat and another UK-based businessman, Sahibzada Jahangir, may be given cabinet positions after their pictures with the PM went viral on social media.Earlier on Monday, Musarrat reportedly attended a meeting chaired by the PM on the formulation of a roadmap to achieve the target of constructing five million houses across the country.
How is this different from Ganja and Zardari era, when contracts were given to on the basis of "buddy system" !
“This year I plan to deliver 9,000 homes in the UK and the sale value of these houses will be over £2 billion. I am using my company’s housing development experts to advise Pakistani government,” he also said.
“The objective is to alleviate poverty and help Pakistan to recover economically. It’s an inward economy, with small capital required to buy homes,” he further explained.
“At least 10,000 new developers ( I suspect Sialkot statistics here !!!) will enter the market to build 5 million homes,” Musarrat also said.
“I have proposed that if our plan is implemented, then six million jobs will be created for five million homes. Mortgages will be available to the customers that will enable the lower-middle and middle classes to afford new homes on easy payments through one window operation,” he also added.
Another "pie in the sky scheme" without knowing the ground situation in Pakiland . In a country where tax evasion is the norm, and "check is in the mail" stories are so common :mrgreen:
“Buyers will be able to get mortgages like they do in Europe. Banks will provide loans but I have informed Imran Khan that the banking laws will have to change for this purpose and he agrees with the idea. This will bring radical improvements in the economy,” the businessman explained.Musarrat also said that he would build hospitals for maternal care.“I will be funding these hospitals through my charitable foundation based in the UK,” he said.Musarrat is viewed as a close aide of PM Khan and has helped him and his sister Aleema Khan raise funds for Shaukat Khanum via fundraising events for almost 12 years.
I cannot see a "businessman" doing all this hard work for nothing . There has to be a catch somewhere !
He had started his career as a small-time property dealer and eventually moving into construction and renting commercial properties.On the other hand, Jahangir is Fauzia Kasuri’s elder brother and enjoys close proximity with the PM. He is also the premier’s adviser on overseas Pakistanis.

In 2007, a hurriedly arranged ceremony took place at Gwadar, an Arabian Sea port financed by Beijing and built by Chinese state firms. But the keys to the port were not handed over to the Chinese state port operator by the Pakistani government, as s anticipated. Instead, they were handed over to the local representative of PSA Corp, the Singapore port authority. There were few Singaporeans at the event; the deal was sealed with their local partner Aqeel Karim Dhedhi, a self-made billionaire widely viewed in Pakistan as the blunt edge of powerful business interests centred in Karachi.
This newspaper's point of view is slanted towards the Chinese, so this opening paragraph is understandable !
In one fell swoop, the Karachi business lobby prevented China from breaking the city’s iron grip over Pakistan’s international trades. Working in concert with United States-backed military dictator General Pervez Musharraf, Pakistan’s president at the time, the lobby also did a massive favour to the US and European governments, on whose export markets and preferential tariff regimes it had depended since the 1960s.
Karachi has always been the business capital of Pakistan . Pakjabis are looked upon as interlopers by the local business community .
Eleven years on, as a new Pakistani government led by World Cup-winning cricket captain Imran Khan settles in, West-dependent interests are leading the pushback against the China Pakistan Economic Corridor (CPEC), the US$62 billion showcase project of President Xi Jinping’s “Belt and Road Initiative”. They have secured key cabinet slots. Abdul Razak Dawood, a scion of Pakistan’s biggest business house, Dawood Hercules, has been inducted as Prime Minister Khan’s special adviser on the economy, investment, trade and textiles. He works closely with Finance Minister Asad Umar, a key Khan aide and the previous chief executive of Engro Corp, a business owned by the Dawood dynasty.
Abdul Razak Dawood belongs to the Memon, Kutchi, Sindhi, Bohri , Parsi business fraternity which dominates Karachi's economy .
The usually media-shy Dawood granted his first official interview to the Financial Times as Wang Yi, China’s foreign policy tsar, flew into Islamabad last weekend to engage the Khan administration in talks about the future of the CPEC.
“The previous government did a bad job negotiating with China on CPEC – they didn’t do their homework correctly and didn’t negotiate correctly so they gave away a lot,” Dawood said in the interview, published as the Chinese team left for home. “Chinese companies received tax breaks, many breaks and have an undue advantage in Pakistan; this is one of the things we’re looking at because it’s not fair that Pakistan companies should be disadvantaged.”
Many Paki businessman have expressed the fear that local manufacturing will suffer as the Chinese companies come into Pakistan to do business !
While subsequently rebutted by the ministry of commerce as having been taken out of context, Dawood’s comments echoed what he had said in January to Dawn, Pakistan’s leading English-language newspaper, ( owned by the Haroon (kutchi ) family ) in his capacity as chairman of Design Engineering Services and Construction (Descon), a billion-dollar company with a 40-year track record of building major energy and infrastructure projects.
The interview drew a rare public response from the Chinese embassy in Islamabad. Although it accepted the government’s version of events and criticised the Financial Times, the Chinese ambassador to Islamabad visited the true arbiter of political power in Pakistan, army chief of staff General Qamar Javed Bajwa, the day after the report was published. Instead of the usual good-humoured chat between “iron brothers”, official photographs showed a dead-serious ambassador Yao Jing talking, and Bajwa listening attentively.
It shows who is the master and who is the servant in the supposedly equal partnership :mrgreen:
The accompanying official statement issued by the Pakistani military said Bajwa “reiterated that CPEC is the economic future of Pakistan and its security shall never be compromised”. But it was obvious the Chinese diplomat had raised some tough questions about the contradictions between what was discussed by Wang and his Pakistani counterparts, and what Dawood was telling the media.
Bajwa cannot afford to offend the Chinese. But then, he cannot taken to be seen to openly side with the Chinese against the local business community !
“This stark FT interview with Abdul Razak Dawood on CPEC – just as Wang Yi wraps up his Pakistan visit – gives further grounds for thinking that the initiative will now be on go-slow mode,” tweeted Andrew Small, author of The China-Pakistan Axis.
“According to the news in the last few days, they have been extending it, expediting it, slowing it down, prioritising new elements, prioritising existing elements, renegotiating it, and definitely not renegotiating it.”
And do not forget the reports in the local press that the CPEC Agreements were rammed through the previous Paki Parliament without transparency , without revealing the hidden clauses etc etc :mrgreen:
Mohiuddin Aazim, an independent economic analyst based in Karachi, said Dawood’s statement and its subsequent retraction should be viewed in the context of the talks held during a brief stopover in Islamabad by US Secretary of State Mike Pompeo, the day before Wang arrived. Pompeo recently warned that the US would ensure tightened conditions in the event of a widely anticipated Pakistani application for an International Monetary Fund balance of payments bailout, so American taxpayers’ money did not end up paying off Islamabad’s CPEC debts.
As it stands right now, the Pakis are "courting" the Saudis as well as the Chinis for extra monies to avoid going to the IMF with a begging bowl !
“CPEC has attained greater importance in the backdrop of Pompeo’s visit. Before Foreign Minister Shah Mahmood Qureshi visits Washington, Khan’s government wants to signal to the US that CPEC is as transparent as it should be. It also wants to signal to Beijing that CPEC implementation will be carried out keeping the interest of local companies in mind,” Aazim said. “The presence of American and other Western corporate interests in Pakistan, and the need to accommodate Chinese business interests here, means the government will continue to face internal pressure about ‘right posturing’ on CPEC from time to time.”
Imran cannot afford to be seen as not supporting local business interests !
Dawood is a major source of such pressure. He is a prominent member of the richest of Pakistan’s “22 families”, which asserted their business dominance in the 1960s, encouraged by military dictator Ayub Khan who needed them to transform the US’ cold war largesse into a political success story. As the local partners of the world’s biggest multinational corporations, these family-owned business houses also enjoyed extraordinary sops from subsequent American-supported dictators – General Mohammed Zia-ul-Haq in the 1980s and Musharraf in the 2000s. Dawood and his fellow tycoons also occupied cabinet positions during their rule.
Dawood is not the only Karachi based business family that is likely to suffer . There are others also, including the Haroon family who owns DAWN newspaper !
The support of the Karachi business lobby has been an important factor in Khan’s rise to power.This lobby has not been happy since democracy was restored to Pakistan in February 2008 because the politicians who took turns in power, President Asif Ali Zardari and Prime Minister Nawaz Sharif, were serious business competitors who sensed great opportunities arising in China.
Dus percenti represents the Sindhi/ Baluchi business interest, while Ganja takes care of Pakjab !
By paying an extraordinary 29 visits to China during his five years in office and handing control of the Gwadar port to the China Overseas Port Holding Company in February 2013, Zardari laid the foundation for CPEC to connect Xinjiang to the Arabian Sea. His rival, Sharif, followed through after being elected three months later. By the following year, Islamabad was awaiting the arrival of Chinese President Xi Jinping to sign the agreement for the showcase programme of his “Belt and Road Initiative”.
The Karachi based "old families" felt left out in all of this !
hey were made to wait a year by Khan, who emerged after two decades in the political wilderness to lead a five-month siege of the government district in Islamabad by a few thousand activists, who were emboldened by the military’s refusal to intercede on the Sharif administration’s behalf. The siege marked the beginning of a challenge, backed by the powerful military and politicised judiciary, to the entrenched political dynasties led by Sharif, Zardari and their regional allies.
Whereas Zardari was happy to partner his fellow Karachi-based businessmen, Sharif represented their major rivals in his native Punjab, Pakistan’s most populous and relatively well-off province. He had no intention of doing business with rivals like Dawood, who was appointed commerce minister by Musharraf after he deposed Sharif in an October 1999 coup d’etat.
Zardari , himself based in Karachi has more in common with the locals than Lawhori Ganja , who does not even speak the local lingo !
Sharif ensured that Punjab and its business lobby, rather than Karachi, benefited most from the CPEC’s US$18 billion worth of early harvest phase energy and infrastructure projects. Chinese state firms were granted tax exemptions and generous guaranteed rates of return on the projects they undertook with export credits from Beijing’s banks.
China’s economies of scale effectively excluded competition from Karachi-based companies. Dawood’s Descon had bid for the engineering, procurement and construction contracts of five CPEC power projects, but were undercut by Chinese firms. “We didn’t get even a single job because we were expensive. They [Chinese companies] were cheaper because they got certain tax benefits that were not on offer for us,” Dawood told Dawn. “It is not a level playing field.”
Instead, Sharif’s administration ensured that Punjab-based businesses made a fortune by working as sub-contractors for Chinese project developers and providing them with cement and other building materials. Mian Muhammad Mansha and other Sharif-allied tycoons based in Lahore and Faisalabad formed new ventures with Chinese partners in the automotive, cement, power generation and textile sectors.
Chinese firms also encroached on the home turf of Karachi’s business lobby. The China Financial Futures, Shanghai and Shenzhen stock exchanges in December 2016 took a controlling stake in the Pakistan Stock Exchange, previously dominated by a coterie of stockbrokers including Dhedhi, the erstwhile partner of PSA at Gwadar.
Around the same time, Shanghai Electric launched a US$1.77 billion bid for ownership of K-Electric, the monopoly utility in Karachi, which sources a significant proportion of its power from the Hub Power Company, an independent producer co-owned by the Dawoods.
But the tide was soon to turn. Sharif was dismissed from office last July by the Supreme Court on convoluted legal grounds. Although his Pakistan Muslim League-Nawaz party remained in power until the completion of its tenure last May, Sharif’s hand-picked finance minister Ishaq Dar, a Lahore businessman, was replaced under pressure from the courts and the military. His successor was Miftah Ismail, a Karachi-based confectionery manufacturer brought in to placate the major business interests based in the city, and China’s business development plans began to suffer major delays.
Beijing’s priority for the next phase of CPEC, which runs until 2030, is the development of special economic zones, where Chinese industrial ventures would enjoy tax holidays, potentially at the cost of established businesses co-owned by Karachi’s businessmen and their multinational partners. The project remains in limbo as Khan’s administration weighs its options, although it is likely to get the go-ahead because he wants to create millions of jobs for his youthful followers.
One more problem for the Kaptaan to worry about !
The K-Electric deal had languished while the government weighed up unspecified national-security interests. The cabinet finally granted its approval in April, but by then the project’s Dubai-based owners, Abraaj Group, were in serious trouble with regulators in the United Arab Emirates, and Shanghai Electric withdrew its bid. Analysts, however, said China should not be overly concerned at the Khan administration’s change of direction and its calls for greater transparency in CPEC projects.
The CPEC Agreement is one sided in favour of the Chinis !
“The importance of CPEC and, consequently, the importance of the Chinese take on Pakistan’s economic issues would continue to grow in effect and acceptance in Islamabad,” said Aazim, the economic analyst. At the same time, concerns regarding over-reliance on China may also be voiced more forcefully by those seeking some balancing act on the part of Khan’s government.” ■

He has announced that Pakistan-born refugees of Afghan and Bangladeshi origins will be provided nationality by the government.On his first official visit to Karachi after being elected, PM Khan said that the government will issue national identity cards and passports to those Afghan and Bangladeshi refugees who were born in Pakistan.
The PM said that these refugees had been living for more than 40 years and were not granted identity cards and passports. PM Khan continued saying that around the world people were granted nationality. “If you are born in America, you will be given nationality.” He said it was cruelty to these people in not giving them citizenship. He remarked that even the children of the refugees who were born in Pakistan were not given citizenship. “These people are human and they have been deprived of citizenship.”

WASHINGTON - US National Security Adviser John Bolton has raised concerns over the nuclear safety of Pakistani nuclear weapons.
He was addressing the Federalist Society in Washington DC the other day on the topic of the International Criminal Court’s request for permission to investigate some US defense and intelligence personnel for “alleged war crimes”.During the question and answer session that followed his speech, a Pakistani journalist asked a question unrelated to the ICC. Instead, he asked about Imran Khan’s election and the suspension of military assistance to Pakistan.
Bolton referred to Secretary of State Mike Pompeo’s recent visit to Islamabad and said, “He wanted to convey the message that we hoped and expected that Pakistan would cooperate fully in the war against terrorism which they had committed to do. It was before my time but the Trump administration did not take the decision to cancel a substantial part of the military aid package to Pakistan lightly.
It was done knowing that Pakistan is a nuclear state and the risk that the government could fall into the hands of terrorists who would get control of those nuclear weapons was particularly serious.But it is a serious problem on the sub-continent and I hope it’s one that the new government of Pakistan addresses because this terrorist threat is a threat, I think, to the majority of the people in Pakistan not to the terrorists and not to the some of their supporters in the military and elsewhere.
It’s a matter of extra-ordinary importance to the United States and one that we hope that the new government addresses”.

Petroleum Division finds something fishy in Qatar LNG deal : Sarwar – Khalid Mustafa

ISLAMABAD: The Petroleum Division lawyers reviewing the liquefied natural gas (LNG) supply deal signed with Qatar by the previous government in February 2016 have pinpointed a confidentiality clause which prevents the disclosure of some of its terms for three years after the completion of its 15-year term, Petroleum Minister Ghulam Sarwar Khan told The News.

This finding could be key to the success of his efforts to find grounds to re-negotiate the deal, he said. “This shows that there is something so wrong in it that it had to be kept secret for 18 years,” Sarwar said. "This shocking disclosure has forced us to look into the deal from every angle."

The Federal Investigation Agency (FIA)and National Accountability Bureau (NAB) are currently examining the LNG deal with the help of experts. If flaws in the agreement are uncovered, then they would be provide grounds for its re-negotiation with the Qatari authorities, he said.

The government would also conduct a comparative analysis between Qatar's LNG supply deals with Pakistan, India and Japan. The minister said the NAB is also probing the award of a contract to Engro Corp for the construction of Pakistan's first LNG receiving terminal at Port Qasim, allegedly in violation of Public Procurement Regulatory Authority rules.

He also hinted at a probe into the affairs of the second LNG terminal, operated by the Pakistan Gas Port Consortium.

However, a top manager at the Petroleum Division has a contrary tale to tell The News. Despite what the minister said, the official said he had personally studied the Qatar LNG agreement carefully and found it contained nothing harmful to the interests of Pakistan. Speaking on condition of anonymity, the official said he had shared his findings with Senator Mohsin Aziz, Chairman of the Senate committee on Petroleum Division, which has already sent the LNG agreement to the FIA and NAB to be probed. He said that Pakistan could re-negotiate the price of LNG once 10 years of the agreement have transpired. Before that, it is not possible for the government to seek a review of the LNG price.

Former prime minister Shahid Khaqan Abbasi, who piloted the Qatar LNG deal while serving as the minister for petroleum and natural resources, told The News that there is nothing against the interests of the country in the agreement. Rather, it was the most competitively priced deal struck at the time with Qatar by any importer. Abbasi said neither the NAB or the FIA contacted him as part of their probe into the 15-year LNG import contract or the award of the receiving terminal concession to Engro. He said he would cooperate in any kind of investigation.

Abbasi said there is no harm in the newly installed Pakistani government contacting their Qatari counterparts to seek a review of the pricing formula of the 15-year contract. If the Qatari authorities respond to complaints about pricing by offering to scrap the deal, they would be able to find alternative customers because of strong demand in the international energy market, he said. Under the take-or-pay terms of the 15-year long LNG sales and purchase agreement with Qatar, Pakistan State Oil (PSO) is bound to purchase 3.75 million tons a year, worth some $2 billion. The price of the LNG has been worked out at 13.37 percent of the average price of benchmark Brent crude oil over the preceding three months.

In his talks with the Pakis , Javid has to ensure that he does not represent Paki interests, instead of British Taxpayers who are "paying his salary" . Same goes for all other British MPs of Paki origin , male and female , who come to pay homage to The Great Khan at Bani Gala and Isloo :mrgreen:

Why is the PTI behaving like a child who has just stolen his father’s car-keys and is trying to make sense of the gear stick and pedals? Hasn’t the party governed a complex province for five years – and not too badly, though the real change falls short of claims by a million miles. Isn’t its cabinet overwhelmingly manned by the seasoned Musharraf Eleven who had ‘reconstructed’ the nation in their earlier incarnation before they lost their lucrative employments for a decade? Why can’t they put the Lego pieces together again, according to the fertile imagination ( induced by recreational drugs :roll: ) of their new boss and give us Naya Pakistan?
It is hard to replicate Naya Pakhtunkhwa at the centre and in Punjab because the PTI governed that province in unique circumstances that can’t be created again. When the PTI took over, KP was the epicentre of terrorism. During the PTI’s tenure in the province, the military fought decisive battles, snatched back safe havens from terrorists and restored order.
If you believe the "state narrative". OTOH, domestic refugees were created and the locals have still not returned home !
Even more importantly, the government in KP was in the hands of a former government contractor, who knew the ins and outs of the system and who had the courage to overrule his boss when needed.
While his government was slightly above average, the PTI’s Photoshop army :lol: turned it into an epic revolution. In public imagination, KP constructed 300 dams, produced cheap electricity in abundance and turned Peshawar into an envy of European cities.
...the PTI refused to thank Parvaiz Khattak, the hero of tabdeeli, for delivering them governments in Peshawar and Islamabad. Even mentioning such a thing would be blasphemy against the messiah who is the deliverer of change.
In cricket parlance, the Captain is "responsible" for victory !
Now the reins of the government have gone directly into the hands of the Mahathir Bin Mohammad of Pakistan. While the Malaysian Mahathir had a wide experience of governance when he took over as prime minister in 1981, the experience of our Mahathir is limited to collecting donations and making motivational speeches.
Imran is a "great admirer" of the 91 year old PM !
Like the leader himself, his colleagues believe that their leader belongs to the league of Ayub Khan, Lee Kuan Yew and Mahathir Mohamad – honest leaders ( Ayub Khan as a honest leader is a joke !) who singlehandedly changed the destinies of their nations
Imagine a government that has to deal with 38 billion dollars of trade deficit worrying about junk cars that are worth a few million dollars and four buffaloes that are worth a few thousand dollars. In the absence of policy guidance, the loose cannons in his team are firing at random, (CJP Nisar :roll: ) trying to amuse the audience through their own private spectacles.
The government is behaving like a retailer who has been handed the finance department of a multinational company. It remains obsessed with small change, failing to understanding that such behaviour could bankrupt the corporation. We haven’t heard about the state-owned enterprises making losses to the tune of Rs750 billion a year. We do not know what has happened to the withholding company – Pakistan’s answer to Khazanah Nasional Berhad of Malaysia – that was to be created to turn around these companies. We have no clue about the FBR reforms and the government’s plan to double tax receipts in the next five years.
India’s tax-to-GDP ratio is 22 percent, ours 11 percent. If we raise our tax-to-GDP ratio to the same level, we can collect Rs4000 billion extra in taxes every year at the current level of GDP. It is time for the Lee Kuan Yew of the Islamic Republic to understand the difference between charity and state revenue and between a hospital and the state of Pakistan. :lol:
While civil servants wait for decisive direction, Imran Khan is delivering them motivational speeches. The state remains in a state of disarray, something that Imran Khan the prime minister has received from Imran Khan the opposition leader.
Imran had a very tardy record as far as attendance in National Assembly was concerned . He had more important things on his mind, including courting the Peerni !
The PTI government has heaped more fear, and added new confusion and chaos to the existing situation. This situation will not be corrected by motivational speeches, particularly when the situation on the ground belies and mocks these speeches. The leper has been laid before the messiah and the messiah, it appears, does not know what to do with the wretched soul.
Quite an indictment of the Kaptaan. Should have waited for the honeymoon period to be over !

The plan for a possible ‘new regional order’ has been revealed. Who gets what in the rapidly changing geopolitical realities of South Asia was hammered out in President Donald Trump’s Afghanistan and South Asia strategy last year. The policy had offered opportunities to India: “strategic partnership with India”, “India’s contributions to stability in Afghanistan” etc. It also warned of consequences for Pakistan: “safe haven for terrorist organisations”, “we can no longer be silent” etc.
To put the plan into motion, the US high officials visited the region earlier this month. As expected, Secretary of State Mike Pompeo along with the chairman Joint Chiefs of Staff Joseph Dunford had only a five hours lay-over in Islamabad but an overwhelming twenty-five hours stay in New Delhi. If nothing else, it was an indication of how America wills to forge its relationship with the region.
During all their meetings with the new Pakistani leadership, the American delegation emphasised the important role Pakistan could play in bringing about a negotiated peace in Afghanistan, and conveyed the need for Pakistan to take “sustained and decisive measures” against terrorists and militants threatening regional peace and stability, as per a statement issued by the State Department afterwards.
The ‘experienced’ foreign minister, Shah Mahmood Qureshi, tried to twist, turn and spin the narrative, claiming that no demands were made of Pakistan to, as they say, “do more”. This naive reaction was as close to the last one when Secretary Pompeo had phoned Imran Khan and raised the importance of “Pakistan taking decisive action against all terrorists operating in Pakistan and its vital role in promoting the Afghan peace process”.
Burying the head in the sand is not going to solve the problem !
Contrary to the FM’s claim, Secretary Pompeo, speaking to his press pool at the PAF Nur Base, declared that, “we made clear to them that — and they agreed — it’s time for us to begin to deliver on our joint commitments. So we’ve had lots of times where we’ve talked and made agreements, but we haven’t been able to actually execute those. And so there is broad agreement between myself and Foreign Minister Qureshi, as well as with the prime minister, that we need to begin to do things that will begin to actually, on the ground, deliver outcomes so that we can begin to build confidence and trust between the two countries. That was the focus of the gathering.”
Pompeo also hinted that the security assistance to Pakistan, which was suspended as a punitive measure, could be restored if the government starts to deliver on its promises. Interestingly, the delegation also included Ambassador Zalmay Khalilzad as the new special advisor on Afghan reconciliation. Khalilzad has been critical of Pakistan. He blames Afghanistan’s deteriorating security on Pakistan’s establishment; and accuses them of harbouring and aiding insurgents.
Khalilzad is a Pashtun, so his views are more relevant !
While Pakistan was asked by the delegation to earn its keep; and as a result avail the opportunity to ‘reset the relationship’ between the two countries across a broad spectrum — economic, business, and commercial — its new government reacted in bewilderment. India, on the other hand, was more receptive to the prospects of a new partnership with the US.
Indian Minister of External Affairs Sushma Swaraj and Minister of Defence Nirmala Sitharaman welcomed their American counterparts for the inaugural US India Ministerial 2+2 Dialogue. Recognising their two countries as strategic partners and major and independent stakeholders in world affairs, the ministers committed to work together on regional and global issues, including bilateral, trilateral and quadrilateral formats, according to the joint statement sent out.
As India gets "closer" to USA, Pakistan will seek comfort from China !
They also expanded the bilateral counter-terrorism cooperation, announcing their intent to increase information-sharing efforts on known or suspected terrorists and to implement UN Security Council Resolution on returning foreign terrorist fighters. They committed to enhance their ongoing cooperation in multilateral fora such as the United Nations (UN) and Financial Action Task Force (FATF), said the joint statement issued before the crucial meeting.
It’s the same FATF that has placed Pakistan on the “grey” monitoring list allegedly for terrorism financing.
Pakistan has taken some "window dressing" measures but obviously not enough !
US and Indian officials mutually denounced any use of terrorist proxies in the region, and “in this context, they called on Pakistan to ensure that the territory under its control is not used to launch terrorist attacks on other countries. On the eve of the 10-year anniversary of the 26/11 Mumbai attack, they called on Pakistan to bring to justice expeditiously the perpetrators of the Mumabi, Pathankot, Uri, and other cross-border terrorist attacks,” the ministers said while welcoming the launch of a cooperation and action against terrorist groups, including al-Qaeda, ISIS, Lashkar-e Taiba, Jaish-e Muhammad, Hizbul Mujahideen, the Haqqani Network, Tehreek-e Taliban Pakistan, D-company, and their affiliates.
Clearly, it goes against the ambitions of Pakistan to diminish Indian influence in Afghanistan. When President Obama tried to bring India into the fold a few years ago, India had rejected the idea and systematically brought US aim down to the term Af-Pak. This time, Indians seem more willing to play their part in Afghanistan, whereas in return the Trump administration could possibly bow down to India’s amplified demands to further pressurise Pakistan or even threaten to declare it as state sponsor of terrorism.
Declaring Pakistan as a state sponsor of terrorism would amount to a declaration of war against Pakiland . The US should ensure that its supply lines to Afghanistan are not affected !
So, besides relying heavily on China, what could be Pakistan’s strategy to catch up with the new strategic rationales and geopolitical calculations on ground is yet to be seen. As of now, any sort of bilateral relationship between Pakistan and the US has been increasingly fading, especially in the past few months. Whatever does exist is a US willing to work with Pakistan only on conditions it put forward years ago.Pakistan, for that matter, has to think smart and act faster.
The way to "get" Pakistan is to squeeze it economically :mrgreen:

NAB moves SC to stop IHC from hearing Sharif family petition for suspension of Avenfield verdict

The National Accountability Bureau (NAB) on Saturday knocked on the Supreme Court's door in an effort to keep the Islamabad High Court (IHC) from ruling on an application from the Nawaz family seeking the suspension of the Avenfield verdict.
Nawaz Sharif, his daughter Maryam Nawaz and son-in-law retired Captain Mohammad Safdar had moved the IHC to suspend the verdict in the Avenfields properties reference after they were convicted by Accountability Court Judge Mohammad Bashir on July 6, 2018.
According to a petition submitted in court by NAB Chairman Javed Iqbal, the high court did not send NAB a notice before accepting the Sharif family's petition for hearing. Incompetence, negligence, or IHC does not believe that Ganja is guilty !
Furthermore, the NAB chief said in his petition that ruling on the suspension application is not in the high court's jurisdiction and thus the IHC should be stopped from hearing the petition at all.

Pak Punjab government projects Pashtuns as terrorists - Omer Farooq Khan

ISLAMABAD: Several Pakistani TV stations aired a Punjab provincial government video advertisement which portrayed the popular anti-military and Pashtun nationalist leader as a terrorist. Though the Imran Khan-led Pakistan Tehreek-e-Insaf (PTI) government claimed that it has taken it off air, the 30-second ad continued to run on television sets urging to report terror-related activities of Pashteen, a 26-year old leader of the Pashtun Tahaffuz Movement (PTM) (Pashtun protection Movement)

In the ad, the Punjab government juxtaposed Pashteen with warnings to report against "hate speech", display of arms, illegal use of loud speakers, "sectarianism" and any other suspicious activity during the holy month of Muharram on an emergency 15 number. The ad drew ire of Pashtun nationalists and rights activists terming it a deliberate act of racial
profiling.

"Shocked to see this ad from Punjab government. Is a Pashtun in Punjab to be considered a terrorist even if he is a victim of terrorism & preaching non-violence? This is racial profiling. PTI should resist being used like this. If it's a compulsion, then come up with something plausible," tweeted Mohsin Dawar, a member of National Assembly from North Waziristan.

Information and Broadcasting Minister Fawad Chaudhry responded to Dawar's tweet. "This advertisement was immediately taken off as soon it was brought to our attention, it was aired hardly a few times before channels were directed not to air such advertisement," Chaudhry tweeted, urging people not to circulate the ad on social media. Following Chaudhry's tweet,several channels continued to broadcast it repeatedly.

"Dear Fawad Chaudhry, it is very worrying that despite your announcement, the ad is still being aired. If you are not in control, then please tell us, who is? Who do we ask to take down this insult to all Pashtuns, which is also harming the sanctity of public messages in Pakistan?" Dawar tweeted on Monday.

Manzoor Pashteen, the PTM chief, however, blamed Pakistan's secret agencies for portraying Pashtuns as terrorists. "The intelligence agencies are responsible for sectarian violence in the country. Instead of taking action against the culprits, they are targeting the PTM, an organization of innocent Pashtuns," Pashteen said.

The PTM rose to prominence earlier this year after the extra-judicial killing of Naqeebullah Mehsud, a young Pashtun model from Waziristan, in a fake police encounter in Karachi. Ignored completely by the local media and mainstream political parties for their strong views against the security establishment, the PTM had staged massive protests and rallies in different parts of the country against enforced disappearances, extrajudicial arrests and killings, as well as the mistreatment of the Pashtun community by security forces. "Yeh jo dehshatgardi hai, Iss ke peechay wardi hai" (the uniform is to be blamed for terrorism) is the movement's main slogan.

Govt raises gas prices by up to 143% - Shahbaz Rana

ISLAMABAD: The government on Monday increased natural gas prices by up to 143% to recover Rs94 billion from consumers, in effect slashing consumer subsidies that were a fiscal drag on the government’s budget.

The increase may make gas utility companies financially viable but will stoke inflation due to increase in the price of commodities.

The decision will hurt as many as 9.4 million domestic users – 3.6 million of them falling in the lowest income slab and another 2.63 million in the second lowest income group. Due to the increase in gas prices for the power sector, the electricity will become expensive by 12%.

The Economic Coordination Committee (ECC) of the cabinet allowed raise in the gas prices for domestic consumers in the range of 10% for the lowest slab consumers to 143% for the highest slab domestic consumers.

It also approved increasing gas prices for commercial and industrial consumers from 30% to 57% that will increase the prices of fertiliser, manufacturing units, electricity generation, cement and Compressed Natural Gas (CNG). But it has protected five export-oriented sectors from the increase.

The decision will take effect from the date of ratification of the ECC decision by the federal cabinet. Up to 143% increase in gas prices is expected to follow around 35% increase in electricity prices in the coming weeks.

High gas prices hurt nobody except the very poor

The Oil and Gas Regulatory Authority (Ogra) had proposed to increase the gas prices by up to 186% to meet the revenue shortfall being faced by the Sui Northern Gas Company Limited (SNGPL) and the Sui Southern Gas Company Limited (SSGCL).

As a result of the ECC’s decision, the combined revenue shortfall of the two gas utilities will reduce from Rs152 billion to Rs58 billion, according to the Petroleum Division secretary.

This suggests that the gas consumers will pay an additional Rs94 billion in the ongoing fiscal year to gas utilities.

Pakistan’s gas reserves are depleting fast and a recent projection by the Petroleum Institute of Pakistan suggests that by 2030 the supply of gas will decrease from roughly 4 billion cubic feet (bcf) to only 2.4 bcf.

In contrast to this, the supply of LNG, which is twice the price of locally-produced gas, will increase from 1 bcf to 3.6 bcf to meet the shortfall.

Pakistan has one of the lowest prices of piped gas, which also led to its wastage. At present half of the piped gas is being used by the domestic consumers on the Sui Northern Gas Pipelines Limited (SNGPL) pipeline and 24% by the Sui Southern Gas Company (SSGC) consumers.

For FY2018-19, Ogra has determined Rs275 billion revenue requirements for SNGPL and Rs211 billion for SSGC. This includes Rs29.4 billion previous year’s shortfall of SNGPL.

Domestic sector

The ECC increased gas slabs from three to seven with an aim to pass on maximum burden on the upper middle and rich class of the country.

Against an earlier lowest slab of 100 mmcfd consumers, the government has decided to create two slabs. For up to 110 mmfcd slab, that covers 38% or 3.6 million of the total consumers, the government increased the gas prices by 10% to Rs121 per mmbtu. This will increase their monthly bill from Rs252 to Rs275.

For the second category of up to 100mmcfd consumers, there is 15% increase that will push their monthly bill from minimum Rs480 to Rs551. About 28% of total consumers or 2.63 million households fall in this category.

For the third category comprising up to 200 mmcfd consumers, the government has increased the gas prices by 20%. This category of consumers’ monthly bill will shoot up from Rs1,851 to minimum Rs2,216. About 19% of the total consumers or 1.74 million households fall under the slab.

The government has created a fourth slab of up to 300mmcfd consumers for 436,248 households and increased their prices by 25%. Their monthly bill will jump from Rs2,764 to minimum Rs3,449 – showing an additional burden of Rs685.

For the fifth category of up to 400mmcfd consumers – 6% of the total consumers or 524,391 households – the government has increased the gas prices by 30%. Their monthly bill will increase from the minimum Rs9,990 to Rs12,980 at least – an additional burden of Rs2,990, according to the Petroleum Division secretary.

For the sixth slab comprising consumers using 500mmcfd gas – which are 2% of the total consumers or 226,129 households – the government has increased the gas prices by 143%.

Their monthly bill jump from Rs12,482 to at least Rs30,339 per month. For the last category of consumers using more than 500 mmcfd, the government has increased the prices by 143%.

The monthly bill of this class will increase from Rs14,973 to minimum Rs36,402, showing an increase of Rs21,429. About 237,078 households fall in this category.

Federal cabinet defers hike in gas prices

Commercial and industrial sectors

The government has increased the gas prices for commercial consumers by 40%, including for special commercial connection like tandors (earthen oven). It increased the gas prices for old fertiliser plants by 50%, and for new units up to 40%. The decision will push the price of a 50 kilogram urea bag by Rs128.

For general industries and captive power plants, the government has increased the gas prices by 40%, increasing it from Rs600 per mmbtu to Rs780. However, registered manufacturers or exporters of textile, carpets, leather, sports and surgical goods will be exempted from the increase.

The government increased the gas prices for the power sector by 57% that will push the power generation cost up by 12%.

The gas sale price for the cement sector also increased from Rs750 to Rs975 per mmbtu, reflecting an increase of 30%. The CNG sector gas prices were also increased by 40% to Rs980 per mmbtu.

Bulk meter consumers will be charged at a flat rate of Rs780 per mmcfd.

ISLAMABAD (Reuters) -- Pakistan's army chief, General Qamar Javed Bajwa, began a three-day visit to China on September 16, Pakistan's military announced, days after a Pakistani minister stirred unease about Chinese Silk Road projects in the South Asian nation.
Bajwa is the most senior Pakistani figure to visit staunch ally China since the new government of Prime Minister Imran Khan took office in August, and his trip comes a week after China's top diplomat visited Islamabad.
Pakistan has deepened ties with China in recent years as relations with the United States have frayed.
Bajwa may be hoping in Beijing to smooth out any Chinese alarm at comments last week by Pakistan's commerce minister, Abdul Razak Dawood, ( he is Advisor not Minister. He represents Karachi business interests !) who suggested suspending for a year projects related to the China-Pakistan Economic Corridor (CPEC), the Pakistani leg of China's Belt and Road Initiative that includes recreating the old Silk Road trading route.
Bajwa, the chief of army staff (COAS), regularly holds meetings with world leaders due to the Pakistan armed forces' outsize influence in the nuclear-armed nation, where the military controls security and dictates major foreign policy decisions.
He is Army Chief, PM and Foreign Minister all rolled into one !
"During the visit COAS will interact with various Chinese leaders including his counterpart," military spokesman Major General Asif Ghafoor tweeted on September 16.Beijing has pledged to invest about $60 billion in Pakistan for infrastructure for the Belt and Road project.
Dawood, in an interview with the Financial Times, also suggested the CPEC contracts had been unfairly negotiated by the previous government and were too favorable for the Chinese. Later he said the comments were taken out of context but did not dispute their veracity.The critical comments were published soon after China's top diplomat, State Councillor and Foreign Minister Wang Yi, visited Pakistan and the two sides reaffirmed the mutual benefits of the Beijing-funded projects.
IMO, the visit is more of a "begging mission" . Monies from Cheen and Saudia will fill the liquidity and cash crunch presently faced by the Pakis . All sorts of huge short and long term loans are coming due this year . Additional monies from China and Saudia ( Ten Billion $ ) will help Pakiland avoid going to the IMF ( which will want to make sure loan proceeds will not be used to pay off Chini loans re CPEC )

ISLAMABAD: Pakistan and Britain on Monday reached an agreement to work towards curbing money-laundering and repatriating assets stashed away by Pakistanis in the UK.
The announcement with regard to the accord titled ‘Justice and Accountability’ was made during a joint press conference addressed by British Home Secretary Sajid Javed and Minister for Law and Justice Farogh Naseem here in Islamabad.As per the accord, the two countries will make efforts afresh to tackle money-laundering and help Islamabad bring back the assets stashed away by Pakistanis in the UK.
As they say, the devil may be in the details . Hope that he has not "tilted in favour of the Pakis " at the expense of British Taxpayers, violation of the rights of British citizens of Paki origin . The Accord may be more in the line of a "comfort letter" assuring cooperation in tracing illegal monies .
Javed said the eradication of corruption was the top priority of both the countries. “Both the countries have agreed to work again towards repatriation of assets as well as accused persons and work in this regard will begin after an approval from respective cabinets,” he added.
And what about terrorism and other crimes (honor killing ) committed on British soil and the person responsible running away to Pakistan !
“I have come to open a new chapter in ties with Pakistan,” he said and added that Pakistan is the UK’s closest and durable friend. The UK is also Pakistan’s biggest export market in Europe, he said.
The British home secretary maintained that his country wants to work with Islamabad to eradicate terrorism, acknowledging that Pakistan has suffered the most from extremism. He said that the British and Pakistani governments will also work towards exchanging prisoners in future.

Javed said that he held a meeting with Prime Minister Imran Khan in Islamabad during which they discussed measures to curb money-laundering. Earlier on September 14, the British government rejected a petition to extradite former finance minister Ishaq Dar citing the reason that it has no formal extradition treaty with Pakistan.
The statement said that the UK has no formal extradition treaty with Pakistan. Section 194 of the Extradition Act 2003 does allow special extradition arrangements in exceptional circumstances. However, under current law, an extradition process is initiated at the request of the government of the country in which the individual has been convicted of the crime.
It would, therefore, be the Pakistani government’s responsibility to initiate such proceedings.

Rabi season to face 45pc water shortage

ISLAMABAD - The provinces are likely to face up to 45 percent water shortage in the upcoming Rabi season; it is learnt reliably here Sunday.
Irsa technical committee is scheduled to meet on 25th of this month to review the water situation and finalise its recommendation regarding water availability for the upcoming Rabi season, starting from October 1st, official source told The Nation. "If we were able to reserved up to 8 MAF water in the reservoirs till the end of the current month then it is most likely that the water shortage for the Rabi will be around 45 percent" said the source. The current water in the reservoir is 8.49 MAF.

China poised to become Pakistan’s new strategic benefactor

The United States’ top diplomat, Secretary of State Mike Pompeo, visited Pakistan this month, along with the chairman the US Joint Chiefs of Staff, General Joseph Dunford. This was the first high-level visit by US officials to the country after the new government in Pakistan assumed office. However, this visit failed to restore normalcy in bilateral relations.
Pakistan-US relations started deteriorating after President Donald Trump assumed office. In a New Year’s tweet, Trump blamed Pakistan for reciprocating $33 billion in US aid with deceit and lies. He threatened to cut down the aid to Pakistan and has made good his claim. Just a few days before Pompeo’s visit, the US announced it would cut $300 million in military aid to Pakistan.
The Pakis need to know that the Chinese operate under different set of rules . It will be hard to "double deal" the Chinis , as they are doing it with the Americans :mrgreen:
Moreover, the new Pakistani government led by Prime Minister Imran Khan was contemplating applying for a financial bailout package from the International Monetary Fund (IMF). However, Pompeo opposes this proposed bailout package on the grounds that Pakistan would use the funds to repay Chinese loans.
Unless the Pakis are playing the Chinese against the Americans ( a dangerous game IMO) the IMF deal right now is probably in cold storage . Pakiland is relying on Cheen ( Bajwa in China ) and Saudia ( Immy in Saudia ) for financial relief .
In this context, Pompeo’s visit was very significant for Pakistan. Political pundits attached great importance to the outcome of his meeting with Khan. Pakistan’s new government, however, wanted to give a strong message to Washington that it would not easily bow down to US pressure. Symbolically, it sent mid-level officials from its Foreign Office to greet Pompeo at the airport. However, the tough message given by Pakistan failed to pressure Pompeo and his team.
USA has still got levers in Pakiland . And the CIA has got its own assets there !
Pompeo arrived in Pakistan on September 5 and spent only two hours in the country. He met with Khan in a high-level meeting where the military leadership of Pakistan was also present. Pompeo later told the press that he wanted to reset Pakistan-US relations after the change of guard in Islamabad.
At the same time, he told Pakistan’s leadership that it needed to take “sustained and decisive measures” against terrorists who threaten regional peace. He defended the US decision to cut $300 million in aid to Pakistan. In short, the outcome of the visit did not change anything for the deteriorating relations between the two countries.
Pakistan - the "whore" - does not like to be called "a whore" in such an open fashion !
On one hand Pakistan failed to gain from Pompeo’s visit but on the other hand, its strategic arch-rival India gained a lot. After concluding his quick trip to Pakistan, Pompeo headed to India. There, he not only praised the Indian democratic system but also signed a military communications agreement.
As a part of this agreement, the US will provide India with the latest communication system, which will enable India to transmit real-time encrypted messages to its naval ships and aircraft. The US included India on its favored-nations list for receiving sophisticated military supplies through this agreement. This agreement will increase the defense capabilities of India against Pakistan and China.
This decision will have negative impacts on the strategic equation for Pakistan against India. The two countries have been at loggerheads ever since they were carved out of British India in 1947. Pakistan considers India to be its primary external security threat and blames it for fostering terrorism in Pakistan. Therefore, when the US signs a major military supply agreement with India, it’s considered to be a strong message of adversity against Pakistan.
IMO, sooner or later, for financial reasons, Pakistan will not be able to match India's defense expenditures to "keep up " . And at that time , Pakistan will be ready for economic collapse and societal upheaval . That time is approaching very soon !
The Pompeo visit has closed the doors on effective strategic cooperation between Pakistan and the US. This will not only further deteriorate the relations between those two countries but will reinforce the assertion in Islamabad that complete strategic reliance on China is inevitable for the national interests of Pakistan.
And if Pakistan "thinks" that by doing this , China is going to be 100% in their corner , and 100% "against" India , they are mistaken. International Relations do not work in that fashion ! They should learn a lesson from the recent Chinese statement ,when Beijing urged India and Pakistan to settle their "disputes" peacefully , without "tilting" 100% in favour of Pakistan !
First, Pakistan is in dire need of bailout loans to keep its economy running. The US government is blocking one of the options for this bailout package in the form of the IMF, whereas China has offered to provide supplementary loans to Pakistan, in addition to the China-Pakistan Economic Corridor (CPEC) project, to help it out of the financial crisis. In fact, China has provided guarantees to Pakistan for financial assistance that will allow the South Asian country to avoid the IMF option.
Second, the US is militarily supporting India, which is considered a threat by Pakistan. Indirectly, the US is increasing the strategic threats to Pakistan, as perceived by the Pakistani government. In contrast, China is not only actively opposing India in diplomatic forums for the sake of Pakistan but also militarily supporting Pakistan in the form of facilitating production of JF-17 Thunder aircraft for the Pakistan Air Force.
Third, the US government has suspended military aid at a time when Pakistan is facing problems at its western border. Pakistan has started an ambitious project to fence its entire border with Afghanistan, which is 2,430 kilometers in length. Cutting off military aid will affect the capability of Pakistan to continue fencing its porous border with Afghanistan. Given the plight of its economy, Pakistan will be left with no choice but to seek China’s help to compensate for the shortage of resources due to the reduction of US military aid to Pakistan.
Thus the failure of a major breakthrough in the meeting with Pompeo has cast aside the US as a major strategic partner for Pakistan. China is all set to take its place as the principal strategic and financial benefactor of Pakistan. This will massively increase the Chinese influence on the government of Pakistan.
Consequently, it will further reduce the influence of the US in Pakistan, which will not bode well for the latter, because the majority of global institutions are still under the influence of the US.
Pakistan - like the whore it is - since its very inception has been playing one country against the other ( USA and USSR ) ( USA and China ) ( China and India ) to counter India . Pakistan needs to realize that nations operate in their own national interests first, specially now in this multi -polar world . The way forward is to set your own house in order first . And accept- gracefully - that it is no match to India. :mrgreen:

The idea behind these symbolic gimmicks is to further demonize Ganja Sharif and create a negative image of the Nawaz Govt , and ultimately if things cannot be righted by the Kaptaan, ( as promised by him ) and just "raise your hands" in failure !
Other early ideas - to cut some 500 staff from Prime Minister House and establish a six-day work week for civil servants - were shelved as unworkable.

ISLAMABAD – Prime Minister Imran Khan is likely to land in the United Arab Emirates on Wednesday to watch a match of the Asia Cup 2018 between Pakistan and India.Local media reports come as the prime minister along with his team, comprising Foreign Minister Shah Mahmood Qureshi, Finance Minister Umar Asad and others left for Saudi Arabia earlier today
During his visit, the prime minister will meet Saudi King Salman bin Abdulaziz and ambitious Crown Prince Mohamed bin Salman besides performing Umrah ( a must for "showing piousness" !) and paying a visit to the Roza-e-Rasool :roll: (PBUH).
Imran Khan will also be visiting the UAE on Wednesday after completing his visit to Saudi Arabia, the reports added.Pakistan and India will also face off in the ODI at Dubai Cricket Stadium tomorrow at 4pm and it is likely that the premier will go to watch the mega event.

Daily Pakistan holds the distinction of being the first one to report the Saudi investments in the multi-billion dollars CPEC and the oil refinery.
The petro-state has already expressed its willingness to grant loans worth $4b through banks under its influence.

Axiata subsidiary edotco Group Sdn Bhd said in a statement on Monday that it will not proceed with the purchase of Deodar, a unit of Pakistan Mobile Communications Ltd (PMCL) that owns the towers.
The deal, announced in August last year, would have made edotco the second-largest multi-country tower operator globally and the eighth-largest independent tower firm.
edotco, which is 62.4 percent-owned by Axiata, said some sale conditions had not been met, including regulatory approval for the resulting change of control in Deodar.Sources familiar with the matter said the cancellation came as a surprise because the deal had already won some regulatory approvals. Clearance from Pakistan’s central bank had also been expected.
The sources also said edotco’s plan to raise at least $500 million in an initial public offering at the end of this year or early 2019 is set to be scaled down and could be delayed.
The Pakistan central bank did not immediately respond to a request for comment. :mrgreen:
Since it was formed in 2012, edotco has grown rapidly and attracted new shareholders. It currently operates and manages a regional portfolio of more than 28,000 towers in Malaysia, Myanmar, Bangladesh, Cambodia, Sri Lanka and Pakistan.“We continue to develop our pipeline of opportunities into Pakistan as well as into other markets in South and Southeast Asia and are confident we will be able to meet our goals for business growth,” edotco chief executive Suresh Sidhu :roll: said in the statement.

Too premature to save - Editorial

Pakistan has a sovereign right to decide whether it will grant special concessions or privileges to any neighbouring country and if so to what extent and also when. Against this background it is extremely distressing that the US envoy to Pakistan chose to announce rather prematurely and most controversially that Islamabad had expressed its willingness to resume dialogue on opening the India-Afghanistan trade route using Pakistan’s land. Since the issue has long been a sticking point in the transit trade agreement, the claim earned a strong rebuttal and deservedly so.

There is little reason for Islamabad to announce what would be a paradigm shift or reordering of priorities in regional trade. It is also wishful thinking on the part of the United States and its emerging ally India. Hypothetically, even if the Pakistan Tehreek-e-Insaf had contemplated such a move it would not be out of place to gain leverage by extracting special favours and concessions from India, Afghanistan and the US administration, which is pushing for Afghanistan-India trade through Pakistan. Until a grand incentive is coming its way, Pakistan can rebuff trade concessions to India. There are some rock-solid reasons for not doing so. Given the monumental role played by Pakistan in Afghanistan: first as the single-largest host of Afghan refugees since 1979 and second the country’s pioneering efforts in reconstruction initiatives. Third, Pakistan has long advocated and supported an Afghan owned and devised solution to the Afghan conflict. Over the years this prescription has emerged as the only viable peace settlement that could be implemented.

It would be downright foolish to allow India overland trade access to Afghanistan. Such a move would undercut Pakistan’s own profits from trade with Afghanistan and inflate India’s growing presence there. Granting overland trade access to India poses serious risks to Pakistan as well. Both hostile powers and non-state actors could find an opportunity to mount deadly terror offensives against the country. Already bruised by domestic terrorism, we cannot afford to take any chances.
