LAHORE - Tehrik-i-Lubbaik Pakistan, a nascent religio-political party that raised many an eyebrow by bagging 2.19 million votes against 2.54 million polled collectively by the five-party Muttahida Majlis-i-Amal, says Imran Khan has no right to form government at the centre as the July 25 elections were massively rigged, and also because the PTI chairman has no past services to his credit that earned him the right to rule the country. A person who has been playing cricket throughout his life knows nothing about governance and people cannot pin hopes on him, TLP Amir Maulana Khadim Hussain Rizvi said in an interview here on Sunday.
But, but ..... Is he not a Deep State asset ? The "premier institution" should go into damage control mode ASAP :twisted:
n his opinion it would have been better if a national government, comprising people of integrity, had been set up for a year at the end of the term of the caretakers and an effective accountability process should have been launched to cleanse the society of corruption.According to him, the TLP won two seats of the Sindh Assembly, although it was expecting 25/30 NA seats and proportionately provincial seats in the first election that it contested after being registered with the Election Commission of Pakistan about a year ago.Maulana Rizvi said rigging was a collective sin committed by the nation after which it should collectively fear Allah’s wrath.
So, even HE admits that rigging took place !
When pointed out that religious parties were supposed to unite the nation, but in fact they were dividing it, Maulana Rizvi said if the MMA had stood by the TLP in the election the results would have stunned the world. People would have lent the religious parties unbelievable support if they had stood by the TLP on the issue of Khatam-i-Nabuwwat, Namoos-i-Risalt and Mumtaz Qadri. Questioned how could the religious parties unite again in the prevailing situation, and who should take what first step for the purpose, Maulana Rizvi said Nizam-i-Mustafa could become the basis of unity.
He said he would not offer any advice to Imran Khan as to what he should or shouldn’t do. He should honour all commitments made to the nation.

But, didn't peerniji reach out to TLP and help arrange a "match" between I'm the Dim and rizvi? I believe that was one of her claims to fame. So, why this turn around, stab in the back move by TLP? After all, they are both after the same thing - finality!

One visit to Raiwind was enough and was followed by Pathankot. A visit to Isloo, a year before GE and very likely to be followed by another terror/fidayeen attack is best avoided. Especially since nothing will come out of it anyway.

Good reasoning. Damage to Modi during the election year maybe be fatal to his re election prospects.

However, another attack by the pakis will boost the BJP, so the pakis will play it carefully.

The pakis, as well as the hans, want the familiar puppets back and heading the Indian govt so that their agenda can be pushed via the ISI aman ki tamasha tomfoolery as well as the CPEC/OBOR tentacles driving deep into the very heart of India.

Need to tweet this ASAP.

Former PM Nawaz Sharif being moved back to jail

ISLAMABAD: Former prime minister Nawaz Sharif is being transferred back to Adiala jail in Rawalpindi from Pakistan Institute of Medical Sciences (PIMS) amid tight security.The former premier was brought to the hospital in Islamabad on Sunday after his health deteriorated inside the prison.
According to sources privy to the sudden development, Nawaz Sharif is being taken back to jail at his own insistence. A convoy of 11 security vehicles is escorting the convicted prime minister to jail. :roll:
Sharif has been serving 11-year jail term after being convicted in the Avenfield apartments case along with his daughter Maryam Nawaz who was handed eight-year imprisonment.

So finally Pakistan gets its own Modi – Imran Khan, a populist leader, determined and egoist, a product of constructed myths. Although the election results are still contested and all independent sources, from the Human Rights Commission of Pakistan (HRCP) to the team of European Union election observers, have said that the 2018 elections were comparatively less fair, Pakistan has taken its step towards a new leadership. Interestingly, the Election Commission of Pakistan continues to struggle with finalising the result due to massive errors in counting and possibly deliberately erroneous counting that has denied even a simple majority for the former cricketer and forced him to look for allies.
By no stretch of the imagination, can Immy be compared to Modi-ji . PM Modi had a "proven track record", and he got a massive mandate . And in office , he is not beholden to anyone ! Sadly, this is not going to be the case with Imran Khan. The election pitch was worked on to favour him ! Secondly , the Paki people feel that the election was "stolen from them" :twisted:
However, in the minds of millions of people, they have finally been vindicated. The era of corrupt leadership has come to an end. Their hero, who will turn the country around and change the fate of the people and who was stopped for at least a decade, has now arrived. The popular narrative supports Imran Khan. The fact of the matter is that in the minds of millions of Pakistani youth who grew up after 9/11, the search for a new leader that can turn Pakistan around has finally ended.
Let us see, if he "delivers" .
In Pakistan, Imran Khan has an advantage over his competitors – which is that the military establishment, judiciary and other institutions are willing to work with him as long as he remembers to stay within certain limits.
At a macro-level, and given Pakistan’s negative current account balance, balance of trade and other economic indicators, Khan may have little room to play and no options other than to stick to the old formula of dependency relations with China. There is no one else out there to help him pick the threads and start building a Naya Pakistan. Re-setting regional relations will also be a challenge because the PTI will be bogged down in parliament in the face of a strong opposition, leaving little time for any outflanking of the military on the diplomatic front.Perhaps the problem with Pakistan, like other nations, is the mediocrity of our age – one that seems bereft of both revolutionary ideas and leaders. It is only a matter of time before the intoxication brought on by old wine bottled as new starts to wear off.

D'jinnah also demanded the Indian muslim league to be the sole representative of all Hindustani musalmaans. He also wanted guaranteed muslim-only "parliamentary" seats. This could only mean a wholesale population transfer within India to accommodate muslim majority constituencies.

After loading the dice and playing "chicken" with INCongress who called his bluff, he blinked and got his "moth-eaten" bakwasitan. Then he wondered "what the F... have I done". By the way, then he wanted to keep his mansion in Bombay (just in case).

Classic case of megalomania coupled with narcissism.

The United States on Tuesday froze the assets of three Pakistanis for their alleged links to Lashkar-e-Taiba.
The State Department added Abdul Rehman al-Dakhil to its list of “specially designated global terrorists,” saying he was a senior commander of the group.
The U.S. Treasury targeted Hameed ul Hassan and Abdul Jabbar, who it said were responsible for funneling money to Lashkar-e-Taiba and paying salaries to its members.
The designation means all property belonging to the men subject to U.S. jurisdiction are blocked and Americans are prohibited from engaging in transactions with them.

After refusal of all major multilateral lenders :(( including the World Bank (WB), Asian Development Bank (ADB) and Asian Infrastructure Investment Bank (AIIB), the dams committee is all set to recommend for relying on commercial foreign loans, launching of bonds and slapping dams surcharges on consumers :(( :(( through electricity bills for generating funds for construction cost of Diamer-Basha dam.
The cost of Diamer Basha dam has already escalated to Rs.1594 billion. (that's "paki" Rs.)
We are considering out of box solutions
there was need to slash down the Public Sector Development Program (PSDP) from hundreds of projects to only 50 to 100 projects. (what about the promise of making naya-bakistan an ijlamic welfare state within the state, hain)

KARACHI: Procedure to elect the Leader of the House in the National Assembly, who automatically becomes prime minister, is simple if a party has a clear majority but somewhat tricky in case it doesn’t have the magical number of 172 votes.
Even though the PTI leadership has gone into full swing to lure as many independent members and those from smaller parties as possible in an attempt to acquire the required number of votes for getting Imran Khan elected as the next prime minister, it may still be short of a clear majority in the 342-member house that includes those elected on reserved seats.
But this does not mean he cannot become the next prime minister. In case Mr Khan manages to get 172 or more votes in the first round, it will be mandatory for the president to call him to take the oath as the country’s next prime minister. However, if he doesn’t get the required number then, according to Article 91(4) of the Constitution, there will be a second round of voting. The second round will be between the top two candidates regardless of whether there were two or more candidates in the first round of polling.
In this round, however, the winner will not need a minimum of 172 votes. The contestant who gets the majority of votes in the House will be elected leader of the lower house, and will become the prime minister. And in a rare case, if there is a tie between the contestants, another round of voting will take place as per the Constitution and the one who gets a majority of votes will be elected as the next PM.Another legal interpretation is that since elections were postponed on two seats, the full house will comprise 340 members. If this interpretation is accepted by the speaker, the winner in the first round will require 171 votes to get elected as leader of the house.

The Deep State will make sure, by hook or by crook , that Imran Khan will become PM. No, ifs and buts about it :mrgreen:

PTI’s 168 number may not give Imran smooth sailing

The PTI claims to be set for the formation of Imran Khan’s government at the Centre with 168 votes which, if happened, will be a unique case in the history of Pakistan and could be challenged in the Supreme Court. (Dimmy needs 172 for a simple majority)
PTI’s Fawad Chaudhry on Monday, while claiming to have attained majority, excluded those seats from “total membership” where either election were not held or had been vacated by any member
The PTI leader had pointed out that in two NA seats, elections were not held, 10 MNAs-elect had two or more seats of the National Assembly, while one was to be retained, and hence the 342-member National Assembly would be left with 328-30 members. On the basis of his interpretation of total membership which he counted 328 to 330, he claimed that the PTI has now the required “majority” of 168 members in the NA.******!!
What the PTI suggests is unique and had never happened in the history of Pakistan.


Give this man the ministry of finance. Or make him head of paki state bank. He has the gift!

ISLAMABAD: A day after US Secretary of State Mike Pompeo warned against any International Monetary Fund (IMF) bailout that helps China, Pakistan has vowed that ‘third parties’ cannot weaken its resolve as it undertakes its biggest infrastructure and energy development plan with the help of Beijing.

The $60 billion China-Pakistan Economic Corridor (CPEC), one of Beijing’s undertakings in its aggressive Belt and Road Initiative (BRI), has seen China extend billions of dollars in loans and investments to Pakistan that fights to save itself from a balance of payments crisis by devaluing its currency and imposing regulatory duty on imports. However, the measures are proving to be insufficient for the South Asian economy as reserves have fallen to $10 billion, and an IMF bailout seems imminent.

With the new government set to approach the Washington-based lender for the second time in five years, Pompeo said the US looked forward to engagement with Pakistan’s expected new prime minister, Imran Khan, but said there was “no rationale” for a bailout that pays off Chinese loans to Pakistan.

“Make no mistake. We will be watching what the IMF does,” Pompeo said in an interview with CNBC television. “There’s no rationale for IMF tax dollars, and associated with that American dollars that are part of the IMF funding, for those to go to bail out Chinese bondholders or China itself,” Pompeo said.

In response, Pakistan’s Ministry of Finance decried the statement, saying that third parties cannot weaken the country’s resolve in making CPEC a success.

“Third parties cannot weaken our collective resolve to make CPEC a success story,” stated the Ministry of Finance while responding to a question on the implications of Pompeo’s statement.

The IMF also distanced itself from Pompeo’s statement and said that it remained committed to helping Pakistan.

“The IMF remains committed to helping Pakistan and its people,” said Teresa Daban Sanchez, the IMF resident representative to Pakistan, while responding to Pompeo’s statement. The IMF is a multilateral international financial institution guided by a strong consensus-based decision-making process in its executive board, she added.

She also said that the IMF is closely engaged with Pakistan through Post-Program Monitoring (PPM) and regular Article IV consultations.

However, Sanchez said that the IMF has not received a request for financial support from Pakistan.

Pompeo’s statement comes amid reports that Pakistan may soon have to knock the door of the IMF to seek a bailout to cope with its growing external sector challenges. Asad Umar, the man tipped to be Pakistan’s next finance minister, also did not rule out the option of availing the IMF programme. However, he said that no decision has been made yet.

“We will be evaluating all our options and at this stage, we have not even decided to go to the IMF,” Umar told The Express Tribune on Tuesday.

The Ministry of Finance also shunned the move to link CPEC with the IMF package.

“It is totally wrong to link the IMF programme with CPEC,” said a spokesman of the finance ministry, while reaffirming Pakistan’s full commitment “to undertake and complete CPEC projects in their totality”. It reiterated that CPEC was important for the future of Pakistan’s development, and the government would continue to ensure that all projects are completed according to the agreed terms and within the stipulated timelines.

In 2014, Pakistan became China’s partner in the BRI and signed $46 billion worth of deals under the CPEC framework. Over the course of time, the size increased to $60 billion, much to the frustration of the US that has repeatedly expressed its reservations on Beijing’s aggressive expansion plan.

Officials in the Trump administration, including US Treasury Secretary Steven Mnuchin, have criticised China’s infrastructure lending to developing countries, arguing that this has saddled them with unsustainable debt.

The US has the highest quota of 16.52% in the IMF and has great sway over its management. After the US, Japan has the second largest quota of 6.15%, followed by China, 6.09%.

Washington’s frustration with CPEC could further push Pakistan into Beijing’ camp, as Islamabad’s external financing needs grow. During the past two years, China has given over $12 billion in loans to Pakistan to meet CPEC financing needs, and provide support to declining foreign currency reserves.

In the fiscal year 2017-18, China gave $4.5 billion in project and commercial loans in addition to providing $1.5 billion as a trade finance facility. In the preceding year 2016-17, China had given $3.9 billion in loans to Pakistan.

This month, Pakistan has received a $2 billion commitment from China out of which over $1 billion have already been disbursed, helping Islamabad meet its immediate foreign currency requirements.

Chinese foreign ministry spokesman Geng Shuang in a regular press briefing also said that he believed IMF has its own standards and operating rules in cooperating with relevant countries.

The IMF has long been facing criticism from its member countries that the outcomes of the Fund programmes depend more on the mood in Washington than the economic performance of a member country.

To a question about seeking the IMF bailout package, the Ministry of Finance said that the present caretaker government did not have the mandate to decide such a matter, especially at a juncture when the democratically-elected government was about to assume responsibilities.

In the past, the IMF has also expressed concerns about the implications of CPEC investments on Pakistan’s external position. “The continued scaling up of CPEC investments could accelerate the buildup of related external payment obligations,” according to the PPM report of the IMF released in March this year.

Similarly, in its last review of the $6.2 billion programme, the IMF wrote that repayment obligations to CPEC-related government borrowing, including amortisation and interest payments, were expected to rise after 2021 due to the concessional terms of most loans. Combined, these CPEC-related outflows could reach about 0.4% of GDP per year over the longer run, according to the 12th review report of the IMF programme.

CII proposes to penalise three Talaqs in a go

ISLAMABAD: The Council of Islamic Ideology’s (CII) legal wing has proposed amending existing family law to penalise husbands who end conjugal relationships through ‘triple talaq’.

Talking to The Express Tribune on Tuesday, CII Chairman Dr Qibla Ayaz said that earlier this year, the council had recommended making the practice of ‘triple talaq’ — saying “I divorce you” three times in one go — a punishable offence to discourage impulsive divorces by husbands.

“This move came after the Indian Supreme Court last year in August imposed a ban on a practice that allowed Muslim men to give instant Talaq to their wives. The issue also became a hot topic in Pakistan and was debated at various forms,” he added.

He said after this recommendation the CII received a number of complaints from women across the country about the issue of triple Talaq in one go. Numerous civil society members also appreciated the CII and demanded that the advisory body recommends a proper penalty for this offence.

“The CII legal wing is weighing options to recommend imposition of financial penalty and imprisonment for men who commit this act. The CII is also looking forward to taking ulema and khatibs onboard to make this topic a public discourse,” he added.

Dr Ayaz said the council is actually waiting for the newly elected government to take charge. After that CII intends to form a caucus of the friends of the CII for supporting its recommendations. He said a meeting of council members is pending since last one month as it was due in July.

“Now the meeting will be held by the end of August. In this meeting the issue will on the top of the agenda and members will give their valuable suggestions and recommendations in light of the Quran and Sunnah,” he said.

A consultant obstetrician and gynaecologist has been struck off for trying to hide her attempts to obtain sildenafil citrate (Vigra) ("a" missing! ) using a prescription pad from a hospital where she had never worked. Ghazna Siddiqui, ( how much more Paki can you get with a name like that !) who qualified at the University of London in 1996, held locum posts across the UK, the most recent in Scarborough in 2014.
She had practised with distinction in the UK and advised on government policy in Pakistan, the tribunal heard. In February 2014 Siddiqui accompanied a 55 year old man, who was visiting the UK from Pakistan, to a pharmacy in London. She brought an NHS prescription for 50 mg of ****, which she had written on a prescription pad from Maidstone Hospital’s women and children’s unit. After she was told that the pharmacy did not have the right strength, she wrote a private prescription for 100 mg, which was dispensed. The man agreed to pick up the drugs prescribed in the first prescription the next day. The pharmacist who came in the next day to fill the original prescription was surprised to find a prescription for **** from a women and children’s unit. He called Siddiqui to ask if she worked there and she falsely told him she did. When he found out that she did not, he reported her to the General Medical Council, which started an investigation. During the investigation, the tribunal found that Siddiqui repeatedly gave evasive answers to hide her relationship with the man, known as Patient A. ( So, she was planning to be "serviced" by this 55 Year old "lecher" ! Shocking !) And this person is being tipped to be Pakistan's Health Minister under Imran Khan ! (Did she prescribe "certain things" to Imran as well :roll: )
The tribunal made no findings about the exact nature their association but decided that the term “close personal relationship” had a broader meaning than a familiar or romantic relationship, and included a relationship where the doctor’s professional judgment and detachment are at risk of being overborne. It was only when she was cross examined at the tribunal that Siddiqui revealed that she had known Patient A before she treated him as a doctor. She had been a senior technical adviser to a ministry in Pakistan of which he was federal secretary, and had been general secretary to a steering committee which he chaired. Patient A had twice seen a specialist in the UK for portal hypertension and associated liver problems in the company of a woman. Siddiqui denied that she had been at the consultations and Patient A claimed that the woman was his wife from Pakistan. The tribunal concluded, however, that the woman had been Siddiqui. She knew or ought to have known, the tribunal found, that she was prescribing a potent vasoactive agent late at night and without recourse to specialist advice. “The tribunal found you to be an unreliable witness,” tribunal chair Andrew Lewis told Siddiqui. Relating several inaccuracies in her testimony he added: “In your dealings with the GMC your approach fell short of the openness and frankness expected of a doctor dealing with her regulator.” In a reflective statement, Siddiqui accepted that her actions could be “perceived as misleading or dishonest.” She went on: “I wish to attend the maintaining professional ethics course which will further help me to develop insight. I wish to remedy my errors, and misleading and dishonest behaviour.” But this statement, said Lewis, was “certainly not sufficient to reassure the tribunal that it can rely upon assurances from a doctor who has claimed in correspondence and on her CV qualifications to which she is not entitled and given evidence which the tribunal has rejected as untrue.” He added, “Without a convincing explanation and evidence of insight there is nothing to reassure the tribunal that Dr Siddiqui would not repeat this behaviour. Nor is there sufficient material to satisfy the tribunal that she could be allowed to practise in the near future without the reputation of the profession being disproportionately damaged. “Many authorities make it clear that where, as in this case, there has been persistent dishonesty, erasure is a likely sanction.” The erasure will come into force after 28 days unless Siddiqui appeals. Whether true or not, that is not the question here ! Just the fact that the Kaptaan is "collecting" such unsavoury characters in his Party should be a cause of concern to everyone ! Can one imagine this Ayesha attending an international medical conference in Bartania, as Pakistan's Health Minister with her fellow peers and being gossiped about on her personal life , behind her back. What credibility would she have !!!

ISLAMABAD: The Supreme Court on Tuesday asked the defence ministry to furnish a comprehensive report disclosing dual nationality of the officers of the armed forces and also mentioning any bar on personnel of the armed forced to retain foreign nationality.
Why is this "disclosure" coming out now. It is an "open secret" in the corridors of Isloo that many military officers are purchasing insurance in the form of dual passports in case something drastic happens here ( something like the Khomeni revolution in Iran !)
A three-judge Supreme Court bench headed by Chief Justice Mian Saqib Nisar that had taken up suo motu notice of the dual nationality of civil servants and judges also recalled that under the prevalent laws, dual nationality was not an offence. At the same time the court observed that certain offices should not be occupied by individuals having foreign nationality. If parliamentarians could be disqualified for having dual nationality then the same rule should also apply to the officers working in sensitive departments, the chief justice observed.
So, the "pesty" CJP ( Saquib ) is involved here as well . One of these days, he is going to get a call from the "Premier Institution" of Pakiland to lay off or else ... :mrgreen: )
Chairman of the National Database and Registration Authority (Nadra) Usman Yousuf Mobeen told the court that according to the data provided by the federal and the provincial governments 1,116 officers out of a total of 228,769 government officials were dual nationals whereas the spouses of 1,249 government servants enjoyed dual nationality.
The figures are probably much much higher than these. These are the ones who have "openly" come out with the declaration. They are probably, hundreds if not thousands , who are hiding the fact of their dual nationality status .( Major Gen Ameer Faisal Alvi , late brother of Nadira Naipaul, and close "buddy" of Mush was a holder of a Bartania passport as well !)
Senior counsel Shahid Hamid appearing as an amicus curiae presented a set of proposals also highlighting that a few years ago the information ministry had issued a notification suggesting that no foreigners could work in government departments like the communication, water and power, petroleum and defence. :roll: Those kind of (tall ) edicts are not worth the paper that they are written on. They are meant to be broken ! :mrgreen:

MICHELLE CARUSO-CABRERA: One of the countries that's really gorged on One Belt, One Road is Pakistan. So much so they've taken on all kinds of debt. They might actually have to go to the IMF, the International Monetary Fund, for a bailout because they've taken on so much Chinese debt. The IMF is funded by U.S. taxpayer dollars. Many other countries as well, but if they go to the IMF for a bailout, there's a chance that U.S. taxpayer dollars are going to go towards Chinese directed companies as-- as part of that bailout. Are you concerned about that? Are you monitoring that?

MIKE POMPEO: So two thoughts. First, there's new leadership in Pakistan and we welcome engagement with them in a way that we think will benefit each of our two countries. Second-- make no mistake-- we will be watching what the IMF does. There's no rationale for IMF tax dollars-- and associated with that, American dollars that are part of the IMF funding-- for those to go to bail out Chinese bondholders or-- or China itself.

For a dysfunctional nation where only 50% of the electorate voted (or was allowed to vote) and out of which 9% have radical-extremist views, that is one scary scenario. Think about it - 5 million terrorists who are not afraid to express their extreme preferences in a bankrupt quasi-democratic set up. This is Weimar Republic (with nukes) all over again. We all know how that ended.

The irony is that other extreme religious parties are protesting!!

SJC issues show-cause notice to Justice Shaukat A. Siddiqui over Rawalpindi Bar speech

ISLAMABAD: The Supreme Judicial Council (SJC) has issued show-cause notice to Justice Shaukat Aziz Siddiqui of the Islamabad High Court (IHC)for his speech delivered last month at Rawalpindi District Bar Association. According to Geo News, the senior judge of the IHC has been asked to submit reply on August 28.
( He needs to get a "good lawyer" ASAP !)
The judge had levelled serious allegations against some state institutions ( namely ISI and some peers of his !) during his speech.
Justice Shaukat Aziz Siddiqui is also facing a reference on misconduct for for alleged renovation of his official residence beyond entitlement.
He was not doing anything different than the other "my laards" , Saquib included. So, why is he being singled out . A million rupees question :mrgreen:
Earlier this week, the SJC commenced open court hearing of the reference against the judge.
It was the first open court hearing against a sitting judge in the history of Pakistan. Someone has to set a record !

Mian Iftikhar again receives threat of terrorist attack

Senior politician and ANP general secretary Mian Iftikhar Hussain has once again received a ‘suicide attack’ threat and he says this time it is ‘serious’.
He has received the warning about attempt on his life at a time when he himself and his party leaders and workers have announced to take to streets to protest alleged rigging in the elections and demand fair re-elections.
“I am concerned as this time there was no mention of my name in any recent Nacta briefings, just like late Haroon Bilour, yet I have received this serious threat alert from all the civil and military authorities concerned. This is what worries me
It has been further learnt that a suicide bomber probably a woman/child has been arranged for the said purpose,” says the threat alert.
I think this time I am being presented as an easy target

Chinese firm keen on acquiring Fauji Foods

The Chinese state-owned Inner Mongolia Yili Industrial Group Ltd — the dairy manufacturing industry — has shown interest to acquire up to 51 per cent of voting shares and control of Fauji Foods Ltd (FFL).
According to the acquisition plans, the Chinese company intends to purchase up to 269.5m shares (51pc) through agreement and shares up to 67.5m (12.8pc) via a public offer.

It clearly demonstrates that Washington is highly uncomfortable with the China Pakistan Economic Corridor (CPEC)
Pakistan is in dire need of dollar inflows to bridge its external financing gap as Dr Hafiz Pasha, former finance minister, has projected that Pakistan’s total requirement is $28 billion for the current fiscal year.
China has provided over $6.5 billion on different accounts to Pakistan in the last fiscal year and has agreed to provide $2 billion more but it could be only breathing space for the country.
Pakistan could meet around 40 percent financing requirement with the help of China but it will have to manage the remaining 60 percent from other avenues.
