The Verdict - Let’s talk about Pakistan’s spiralling circular debt - Haider Ali Shah
Power-sector circular debt has become a subject of hot discussion as the media bandies the government’s efforts in securing emergency finance from external sources. Although various explanations of the cause and potential solutions to this crisis have been published in academic circles, very little of this has been understood by the population of Pakistan. Unsurprisingly, none of the discourse has translated into action at the policy level.
Circular debt : At its core, circular debt is the state’s outstanding financial obligations to Independent Power Producers (IPPs) for supplied power, and to vendors for fuel consumed by state-owned power plants.
The problem : For decades, the determination of end-user power tariffs has lagged several years behind market conditions, resulting in insufficient power revenues to cover the cost of production and distribution. These accrued losses can generally be attributed to poor governance and oversight at a national level, trickling down to poor performance by state-owned distribution companies, particularly in their infrastructure management and bill collection responsibilities.

The government has always had one simple short-term solution: borrow funds to cover the deficit in revenues.
Recent updates : As the circular debt bill tops Rs1.3 trillion, credit sources available to the government are running out, while pressure on the rupee is rapidly depleting the state’s foreign currency reserves. Pakistan is at risk of bankruptcy, and there is no precedent on how a default would be handled by its creditors.
Ongoing challenges : Although the government is pursuing low-interest bailout loans from friendly countries as urgent short-term relief, very little is being done to counter the systemic inefficiencies in the power sector which have caused this crisis in the first place.
In summary, the root issues are:

1. Pakistan owns over 10,000 megawatts of generating assets, the majority of which run on imported oil. The efficiency rates of these power plants are well below global standards, and the plants are rapidly deteriorating in condition every year.

2. Transmission and distribution losses average 20% across the country, peaking at 39% in certain districts. The power infrastructure is old, unreachable to 50% of the country’s population, and is deteriorating in condition with time.

3. Forty percent of the country’s power generation comes from imported oil. This dependency has contributed to immense pressure on the tumbling rupee, and will continue to do so until the country’s power mix is weaned off oil.

4. With time, the creditworthiness of state institutions is deteriorating drastically, with very little new finance available to the state. This credit crunch has meant a crippling lack of investment in the upkeep of a rapidly deteriorating power network.

5. Tariff supplements introduced by previous governments to accelerate power sector revenue have proven to be unpopular, damaging to economic activity, and have ultimately been ineffective in curbing the growth of public sector debt.

Over 40% of the Pakistani population has no electricity connection, but they have nuclear bombs.Total demand for electricity in Pakistan is perhaps 15,000 MW, similar to Egypt which has less than half the population. India has a current demand of about 350,000 MW and will install an additional 100,000 MT capacity in the next few years.

Is there any equivalence at all?

No Indo-Pak dialogue but diplomatic engagement still on - Sachin Parashar

NEW DELHI: There may not be any substantive dialogue between India and Pakistan at the moment but both governments are working to ensure there isn't a complete breakdown of diplomatic engagement between them. This past week saw Indian high commissioner to Pakistan Ajay Bisaria calling on Pakistan foreign secretary and Bisaria’s counterpart here Sohail Mahmood having a rare meeting with Indian Tehmin Janjua foreign secretary Vijay Gokhale.

Both meetings, according to multiple sources, focused on strengthening engagement over humanitarian issues, including the need to expedite release of prisoners by both sides, apart from touching upon issues related to the proposed opening of the Kartarpur corridor later this year.

While maintaining that there is no question of any formal dialogue with Islamabad, India has sought to focus, as suggested by foreign minister Sushma Swaraj in October 2017, on resolving humanitarian issues related to elderly, women and mentally unsound prisoners in each other’s custody and their early release and repatriation.

The government has proposed to revive the mechanism of Joint Judicial Committee and also requested that a team of Indian medical experts be allowed to visit the mentally unsound prisoners to facilitate their nationality verification and repatriation.

According to official sources, the government sought to know from Pakistan why it has not been providing consular access to Indian prisoners since July 1, 2018. According to Indian estimates, there are 49 Indian civilian prisoners and 482 fishermen lodged in Pakistan jails. The nationality of 370 of these fishermen, according to Indian authorities, has been verified.

Diplomatic sources said such high-level meetings could also help take the sting away from cases of harassment of diplomats which are being reported now almost on a weekly basis. The meetings happened in the middle of a diplomatic tiff which saw Pakistan accusing India of violating the Vienna Convention on Diplomatic Relations by detaining a Pakistan high commission official. India recalled how its own diplomats in Islamabad were having to put up with aggressive surveillance and attempts to hack their emails and social media accounts.

While officials here confirmed that the 2 meetings took place this week and around the same time, they were quick to add that for any formal dialogue between the 2 countries Pakistan needed to take tangible action against terror groups targeting India.

UNSG Antonio Guterres was quoted as having said on Friday that he hoped India and Pakistan would engage in a “meaningful dialogue” to resolve their issues and that he had been offering his “good offices in relation to the dialogue between the two countries that, until now, had no conditions of success.” Indian officials recalled though that PM Narendra Modi himself, in his letter to his Pakistan counterpart Imran Khan, had called for ``meaningful’’ talks. ``This though is not possible in the present circumstances,’’ said an official.

^I have a suggestion. To break ice and prior to talks, Indo-Pak diplomats can watch movie Uri together. In a grand cineplex in Delhi. Of course, Baki diplomats need to be searched fully for making sure they have not stolen anything.

In the beginning the Paki is gawping and literally overawed to be sitting with the Abu Dhabi dood, being fed by his hand etc etc.

But then comes the reality, at 11:31, the Pakistani can't even sit on the carpet. He is forced to kneel in the sand for namaz.

PTA sets up cyber vigilance department to curb unlawful online content
Pakistan Telecommunication Authority (PTA) has established a Cyber Vigilance Division (CVD) to handle complaints against unlawful online content under Prevention of Electronic Crimes Act (PECA).
All content hosted on unsecured websites is being currently handled through telecom operators and PTA itself.
Popular social media websites like Facebook, YouTube and Twitter are a few examples of secured websites which are hosted outside of the physical boundaries of Pakistan.
As per PTA's latest report, the authority has developed close liaison with all such platforms to honour requests made for removal of content that does not pass the standards of CVD.
PTA has been entrusted upon with the responsibility of blocking or removing of any content which is declared unlawful under relevant provisions of the law.
Under Section 37 of the PECA, 2016 content which is “against the glory of Islam, against the integrity, security and defence of Pakistan, public order, contempt of court, against decency & morality and incitement of any offices" will be blocked or removed.
The complaints received by the PTA against unlawful online resources including anti-state, anti-judiciary content, blasphemy. In this regard, the PTA has already blocked 824,878 URLs so far.
Is BRF blocked in pakhanistan? BRF meets most of the above criteria, especially "the integrity, security and defence of Pakistan" clause.

The new wooden road, street or area name signboards with the sparkling gold lettering on street corners, intersections and outside some landmark buildings cannot be missed.
These are the idea of new Karachi Commissioner Iftikhar Shallwani, who wants to put up the signboards all over the city.
Mr Shallwani, who has spent six years as a trade diplomat in Buenos Aires, Argentina, ....loves classical music of Mozart, Beethoven, Bach, and Argentine tango, is trying to bring Karachi to the level of an international tourist city. :roll:

Swabi councillors want Christians to be appointed as ‘sweepers’ in hospitals instead of Muslims
The Swabi district council in Khyber Pakhtunkhwa wants the sweepers hired in the district’s hospitals to be Christian only.
The members of the district council have unanimously adopted a resolution in this regard demanding that all Muslim posted as sweepers be transferred to other posts, such as those of a guard or peon.
The resolution was presented by Pakistan Tehreek-e-Insaf’s Akmal Khan.
No one opposed the resolution.

Adina Beg Khan and Meer Mannu aka muin-ul-mulk were responsible for arrest of Sikh Women, Children and old folks. They were each give sawa mann wheat to be drinded daily. Their children were murdered before their eyes and were forced to have garland of the body parts of their children.

Nawab Kapoor Singh ji Singhpuria also called bandi chhor (freeing enslaved women, in just one raid he freed 2200 women being taken to the bazaars of Baghdad) actually decided to kill meer mannu inside a mosque in lahore. His group dressed up as muslim dervesh hid inside the mosque. Mir mannu never showed up so all them arose at the same at the start of the namaaz and declared Waheguru ji ka Khalsa Waheguru ji ki fateh.

ADINA BEG KHAN (d. 1758), governor of the Punjab for a few months in AD 1758, was, according to Ahwal-i-Dina Beg Khan, an unpublished Persian manuscript, the son of Channu, of the Arain agriculturalist caste, mostly settled in Doaba region of the Punjab. He was born at the village of Sharakpur, near Lahore, now in Sheikhupura district of Pakistan. Adina Beg was brought up in Mughal homes, for the most part in Jalalabad, Khanpur and Bajvara in the Jalandhar Doab. Starting his career as a soldier, he rose to be collector of revenue of the village of Kang in the Lohian area, near Sultanpur Lodhi. He obtained half a dozen villages in Kang area on lease and within an year the entire Kang region. After some time Nawab Zakariya Khan, the governor of Lahore, appointed him chief (hakam) of Sultanpur Lodhi. When after Nadir Shah`s invasion (1739) Sikhs started gaining power, Zakariya Khan made Adina Beg Khan nazim (administrator) of the Jalandhar Doab to suppress them. Shrewd as he was, he tried to strengthen his own position by encouraging Sikhs instead of repressing them. Under pressure from Zakariya Khan, he however had to expel them from his dominion. For nonpayment of government dues he was taken into custody under the orders of the governor of Lahore and subjected to torture. On being set free after an year, he was appointed deputy nazim under Shah Nawaz Khan. After Zakariya Khan`s death on l July 1745, his sons, Yahiya Khan and Shah Nawaz Khan contested succession. Adina Beg maintained good relations with both. Shah Nawaz Khan having captured Lahore appointed Adina Beg chief of Jalandhar Doab. Meanwhile, Nadir Shah died on 19 June 1747 and Ahmad Shah Durrani became ruler of Kabul and Qandahar. Shah Nawaz following Adina Beg`s advice invited the Durrani king to march towards the Punjab, warning at the same time the government at Delhi about the Durrani`s invasion. As Ahmad Shah advanced into the country. Shah Nawaz fled towards Delhi. Mu`in ul-Mulk (Mir Mannu), son of Qamar udDin, the chief wazir of the Delhi king, succeeded in checking the invader at Manupur, near Sirhind. Adina Beg joined hands with Mu`in ul-Mulk and was wounded in the battle. Mu`in ul-Mulk became governor of Lahore, with Kaura Mall as his diwan and Adina Beg as Faujdar of the Jalandhar Doab as before. Sikhs again started plundering the country. Ahmad Shah Durrani launched upon his third incursion into the Punjab (December 1751), this time forcing Mu`in ul-Mulk to surrender. Mu`in remained governor, now on the Durrani`s behalf. He and Adina Beg directed their energies towards quelling the Sikhs. On the festival of Hola Mohalla in March 1753, Adina Beg fell upon Sikh pilgrims at Anandpur killing a large number of them. The Sikhs retaliated by plundering villages in the Jalandhar and Bari Doabs. Adina Beg was as quick in coming to terms as he was in opening hostilities. He assigned some of the revenue of his territory to the Sikhs and admitted several of them, including Jassa Singh Ramgarhia, into his army. Mu`in ul-Mulk died on 3 November 1753, and during the time of his widow, Murad Begam (Mughlani Begam), Adina Beg assumed independent authority in the Doab, extending his influence up to Sirhind (March 1755). The Emperor of Delhi bestowed on him the title of Zafar Jarig Khan. The ruler of Kangra accepted his over lordship. In May 1756, he was appointed governor of Lahore and Multan by the Mughal government of Delhi on payment of an annual tribute of thirty lakh of rupees. Ahmad Shah Durrani came to Mughlani Begam`s help and Adina Beg took refuge in the Sivalik hills. The Afghans reappointed him faujdar of the Jalandhar Doab. The Sikhs and Adina Beg`s troops joined hands and defeated the Afghans at Mahalpur, in Hoshiarpur district. He also persuaded Sikhs to help the Marathas against the Afghans. The Marathas led by Raghunath Rao and accompanied by the forces of the Sikhs and those of Adina Beg entered Lahore in April 1758. Adina Beg got the subahdan of the Punjab at 75 lakh of rupees a year to be paid to the Marathas. The Punjab had now three masters: the Mughals, the Afghans and the Marathas, but in reality only two Adina Beg and the Sikhs. Adina Beg brooked no rivals, and resumed his campaign against the Sikhs, increasing his armed strength and hiring a thousand woodcutters to clear up the forests in which the Sikhs were wont to seek shelter in times of stress. He laid siege to the Sikh fort of Ram Rauni at Amritsar. Before the Sikhs rallied to confront him, Adina Beg succumbed to an attack of colic at Batala on 10 September 1758. End the dam fund
WITH the Supreme Court under a new chief justice, one hopes that the utility of the so-called dam fund will be reassessed.
When the initiative was first launched in July last year, there was a sense that it fell outside the normal boundaries of jurisprudence, and there were questions regarding whether the then chief justice of the apex court should oversee a donation campaign to raise funds for a mega dam.
it appeared a harmless enough endeavour
the salaries of government servants and army personnel were subjected to deductions for the dam fund
The attorney general told the court that the media, at the goading of Pemra, had given Rs13bn worth of free airtime to the fund — for which the total contribution has come to around Rs9bn.
The public also witnessed the former chief justice appear in televised marathons asking for money
there were also strong suggestions that any criticism of the dam or the fund could be construed as treason.
The list of all that has happened — including the effort put into cajoling and coercing the people to give money — in the name of the dam fund is astonishing.
Efforts were also made to reach out to expat Pakistanis.
But at the end of the day, the amount collected has been dismal: there are only Rs9bn in the dam coffers, less than 1pc of the project cost
This is hardly surprising, considering the initiative, rather than being based on a sound plan, was driven more by emotions.
Crowd-sourcing has not worked

Police team ‘taken hostage by gamblers’ in Bahawalnagar
BAHAWALNAGAR: A police team raiding a “gambling den” at Mandi Sadiq Gunj on Sunday was allegedly taken hostage by gamblers and their accomplices and later rescued by another police contingent.
a number of people were allegedly busy placing bets on the cricket match between Pakistan and South Africa.
The police apprehended the alleged gamblers and seized mobile phones, laptops and the cash being used for gambling.
However, on the call of the suspects, a large number of their accomplices reached the spot, attacked the police party and freed the gamblers.
The suspects also held four police officials hostage for hours and subjected them to torture.
The sources said that during the rescue operation, the suspects manged to escape.
The police lodged a case against 37 identified gamblers, including two women and 60 unidentified suspects.

The president stated this while addressing the students who appeared in the entry test for the Presidential Programme for Artificial Intelligence and Computing
Alvi said the Information and Computer Technology could enable them to do business while remaining at home and also provide them the opportunity to take part in the development of Pakistan. “You could earn up to $ 30 billion through the use of software,” he said.
He said Canada alone needed 200,000 such people who have the capability to use the concept of Artificial Intelligence.
Taking it to the next level of hyperbole,

master plan delay upsets Chinese - Mohammad Zafar

QUETTA : Chinese companies have expressed their displeasure over delays in the approval of the Gwadar master plan of Smart city by the federal government despite passage of time, and warned that any extra cost due to delays in implementation will be borne by the Pakistan government.

The ‘Gwadar Smart Port City Master Plan’ was prepared by two Chinese companies, China Communication Construction Company Limited and Fourth Harbor Engineering Investigation, at a cost of Rs521 million.

The companies started work on the project in 2017. It was completed in December 2018 and sent to the federal government for approval.

‘China has no concerns over Saudi oil refinery in Gwadar’ Nobody will build a "Profitable" Refinery in Teroristan as they will be unable to compete with the Reliance Refinery in JAMNAGAR which gives RELIANCE a Margin of US$ EIGHT PER BARREL.The Saudi Refinery envisaged in India is for supplying Products to the Indian Market. Terroristan does not have a Market for refining Forty to Fifty Thousand Annually for the Domestic Market!

However, according to sources, the government has not yet taken any step so far for the approval of the plan, which is pending with the steering committee of the Planning and Development department for further decision.

The governing body of the Gwadar Development Authority (GDA) had already given approval of the plan for implementation.

“Chinese companies have expressed their reservation and displeasure over the delay in approving the plan by steering committee of the planning and development department. They have warned that in case of increase in the cost of the plan, the government of Pakistan will be bound to pay the extra cost,” a senior official privy to the developments said on condition of anonymity.

According to the official, any further delay in approval of the plan implementation would also have an adverse impact on several development projects of GDA.

You are right with your observation. It is only an "accounting" term which steates that baki foreign reserves have more IOUs that the actual reserves can bear, going forward. Akin to the accounting term - "negative" cash flow.

The window dressing part involves saudis and other arabic empires "lending" FX to bolster the baki reserves.

End the dam(n) fund - Editorial

WITH the Supreme Court under a new chief justice, one hopes that the utility of the so-called dam fund will be reassessed.

When the initiative was first launched in July last year, there was a sense that it fell outside the normal boundaries of jurisprudence, and there were questions regarding whether the then chief justice of the apex court should oversee a donation campaign to raise funds for a mega dam.

Still, it appeared a harmless enough endeavour; after all, donations were being solicited and people were not being forced to contribute.

But then, the salaries of government servants and army personnel were subjected to deductions for the dam fund, contributions that could be described as involuntary. In some instances, the donations were also criticised for being linked to the outcome of legal proceedings.

Apart from this, we saw a massive media campaign advertise donations in language that invoked the future of our children as well as salvation in the hereafter — depending on whether contributing towards the dam figured on our list of priorities.

The attorney general told the court that the media, at the goading of Pemra, had given Rs13bn worth of free airtime to the fund — for which the total contribution has come to around Rs9bn.

The public also witnessed the former chief justice appear in televised marathons asking for money, with the prime minister putting his weight behind the effort — meanwhile, there were also strong suggestions that any criticism of the dam or the fund could be construed as treason.

In fact, many of the questions asked by the public went unanswered. For instance, which authority would be responsible for monitoring the people’s donations?

The list of all that has happened — including the effort put into cajoling and coercing the people to give money — in the name of the dam fund is astonishing.

Only days before his retirement, the former chief justice gave a TV interview in which he said that the poor, the pensioners, and the infirm had also contributed to the fund. “Sick people cut back on their medicines to be able to contribute,” he said, in an apparent salute to the valour of those who gave their money. Efforts were also made to reach out to expat Pakistanis.

But at the end of the day, the amount collected has been dismal: there are only Rs9bn in the dam coffers, less than 1pc of the project costthe amount is too large to leave lying around, and yet it is nowhere near substantial to even help the project along.

This is hardly surprising, considering the initiative, rather than being based on a sound plan, was driven more by emotions.

Crowd-sourcing has not worked, and the whole affair has reached absurd proportions. The new chief justice should now bring it all to a dignified end.

26 killed in fire after bus-truck collision near Hub - Ismail Sasoli

At least 26 people were killed in a collision between a passenger coach and a truck carrying fuel in Hub tehsil of Balochistan's Lasbela district on Monday, officials said.

The bus with more than 40 people on board was travelling to Panjgur from Karachi when it collided with the truck coming from the opposite direction.

A huge fire broke out following the collision, reportedly because the truck was carrying Iranian diesel. Huge flames engulfed the coach and the truck and trapped those inside the two vehicles.

As rescue workers pulled out the bodies from the bus and the truck, the death toll rose to 26, SSP Lasbela Agha Ramzan Ali said.

At least 16 people were injured, five of them critically, and were shifted to a local hospital.

Efforts to shift the injured to Karachi — made because of a lack of facilities at the local facility — were delayed due to an absence of ambulances. The injured were finally on their way to Karachi once Edhi ambulances reached the accident site.

Edhi rescue workers are making efforts to pull out the remaining passengers from the bus. Rescue workers are also in the process of extinguishing the blaze engulfing the vehicles.

^^^^ - Looks like Pakistan is directly importing refined petroleum products (diesel) and not crude from Iran. This is good news actually as Pakistan ends up paying all the value added cost of getting diesel instead of crude.

iran herself imports a lot of fuel from outside, in fact, a lot of fuel is exported from the reliance refinery to iran.

Is bakistan legally allowed to import petroleum or petroleum products from Eyeran? Or is it using the smugglers' route to "import" petroleum and break the sanctions?

India imports Iranian crude, refines it and sells it to Iran who sell it to Pakistan, I think this is good formula, it is better to shut down refineries in Karachi and Attock which are polluting.

I usually do not get involved in issues based on semantics (life is too short!) but, having said that, I am not sure what posts specifically you are referring to in your post above. Can you identify which posts that should not be in this thread, and why?

Let me state that I am guilty of thread dilution as well, and putting such type of posts even as replies/add ons to existing posts is not an excuse.

Giving my own posts as examples, i should not have put the posts about the FIFA - Pakistan Football Federation and the post about the Pakistan Airways goat sacrifice in this thread. I will try and move/delete those posts now.

Today, our world has become a global village as technology has manipulated the highest advancement and modernisation in the name of science and computerisation. All the people of the world are enjoying and are being entertained by the fruits of technology and its innovations. One billion people in the world are living on less than $1 a day. A total of 2.7 billion people in the world are living on less than $2 a day. Eleven million children die every year and 114 million children are not able to access basic education. Also 584 million women are illiterate. Every year, six million children die due to malnutrition. Every day, 800 million people stay hungry in which 300 are children. Some 2.6 billion people of the world’s population are deprived of basic sanitation and one billion people are suffering due to unsafe drinking water. The areas of inequality such as unequal status of women and minority groups of less developed countries represent this aspect of poverty. As a result, rich people continue to prosper while poor people lag behind. In the global scenario, in the last 30 years, economic growth has occurred but along with the portion of poor people. In 1960, the income of 20 percent of the richest countries is 30 times more than that of 20 percent of the poorest countries. It was 60 times greater in 1990. Only 20 percent of the world income is received by world’s poorest countries. Thus in the last three decades, the difference between the rich and poor has increased. Income distribution between rich and poor is unequal. Pakistan is a wheel of social problems faced by common people in every aspect of their lives.

Poverty in Pakistan is day by day growing because of social problems which are tolerated by the citizens like illiteracy, over population, crime, economic disorder, environmental degradation etc.

Poverty creates shocking consequences which enhances the other problems along with worse outcomes. Poverty is a challenging issue for any state or country as it possesses the roots for other issues which are also dangerous problems for the country. Poverty should be addressed nationally as well as on regional level by taking serious measures.

Poverty is a rapidly increasing problem of our society which has created economic disorder and environmental degradation in the country. It’s hazardous be it in any form — relative, absolute, objective or subjective.

Their livelihood depends on rural economy. They have lack of basic necessities such as primary healthcare, education, safe drinking water and social services. The income gap between haves and have-nots is increasing. Some provinces have more inequality, gender bias and lack of geographic and spatial capital. The purchasing power parity is a common measure of poverty. Poverty lines are drawn on the basis of goods that satisfy a person for his basic needs. The units of these goods are converted into this purchasing power parity. Furthermore, a head count ratio is calculated to represent the percentage of poor people of the total population. Poor people have no sufficient economic opportunities, are deprived from representation and have no access of information owing to corruption that lies at the crest. Corruption decreases the trust of poor people for public officials, increases the cost of public services, hinders economic growth, increases inequality, violates human rights and supersedes the rule of law. Corruption hurts the social, economic and political future of a country. In a country where bribery, favouritism and manipulation prevails, the fabric of a developed society also weakens.

Corruption is looming almost in all segments of Pakistan and poor people are losing their money and confidence due to this dreadful practice. Development is being impeded where lack of accountability, corruption, human rights violation, defiance of rule of law and military influence lives.

Poor governance is a key cause of poverty in Pakistan. Political instability and corruption which result from bad governance have declined businesses, decreased economic growth and reduced access to basic needs. As a result, investment and development have also weakened.

As the world advances, we still suffer from basic problems like being dependent on aid.

The real Pakistan is a terrorist, India hating, minorities killing hell hole. Of course she misses the etioloy of Pakistani hate. That is, what causes Pakistani angst? Many societies are poor, many have non representative governments. Their people do not display the self destructiveness of pakistanis, who would proverbially cut off their nose to spite the face.

Significantly, the perversity in Pakistani society accelerated about 30 years ago having commenced with the 1971 calamity of east Pakistan . That was when it became apparent that India was determined to put its economy first, maintain democratic transfer of power, that it could control serious threats to the state ( Panjab), maintain its global independence ( NPT). The dichotomy has become more obvious by the year. Even to the illiterate population of Pakistan. The so thought ‘resident Pakistanis’ who used to disparage India are now in fear of being expected to fulfil their part of the two nation theory. They are careful to not even mention Pakistan when in the west. Thus Pakistan has lost its legitimacy for Indian Muslims. Kashmiri muslims can be anticipated to disavow Pakistan as the divergence between India and Pakistan accelerates.

So it is indeed all India’s fault. The more interesting matter is of what comes next for Pakistan? Educationally and economically it is 2 generations behind India. It will likely never be at par. Pakistan has already achieved the worst infant mortality rate in the world in 2018, the green passport is reviled and they can’t even win at cricket. The constituent units may well find the time has come to go their own ways. It is simply too embarrassing to be a Pakistani. Sindh may seek an association with India and Baluchistan may prefer security guarantees.

Pakistan Turns to Gulf Countries to Keep Economy Afloat - Saeed Shah - W S J

With ‘open for business’ strategy, Imran Khan draws billions and delays IMF reckoning

ISLAMABAD—Prime Minister Imran Khan has opened a new chapter in Pakistan’s long history of using its strategic position to win foreign support—this time turning to Arab Gulf nations to help keep the economy afloat.

Saudi Arabia and its ally the United Arab Emirates have offered Pakistan over $30 billion in loans and investments, with Saudi Crown Prince Mohammed bin Salman expected to visiting February to sign off on the kingdom’s deals, according to Pakistani and Saudi officials.

The package will allow Mr. Khan, who came to power in July promising millions of jobs and the creation of a welfare state, to delay the politically painful prospect of borrowing from the International Monetary Fund.

The new government sees the Saudi investment plan as a sign that Mr. Khan’s pledge to “open Pakistan for business” is working.

“This is our first major breakthrough,” said Haroon Sharif, Pakistan’s investment minister. “Saudi Arabia is taking a long-term strategic economic position here.”

The plan includes a $10 billion Saudi investment to build an oil refinery and petrochemicals complex—a move that appears to come at the expense of Saudi rival Iran, a neighbor of Pakistan that had hoped to become a major energy supplier.

Also in the mix is Qatar, which is looking to build on its liquefied natural gas sales to Pakistan and also make investments. Saudi Arabia and the U.A.E. have sought to isolate Qatar—but Mr. Khan accepted an invitation to visit the Gulf nation, meeting the ruler in Doha on Tuesday, a trip that could rile Riyadh and potentially fuel the bidding for Pakistani’s favors. Islamabad says it wants that LNG supply on better terms.

Pakistan had long relied on its alliance with the U.S. to help keep its economy afloat; when that relationship soured in recent years, Mr. Khan’s predecessor turned to China, signing on to a massive infrastructure plan that critics say was too expensive, with projects picked for political reasons.

Mr. Khan’s government says it wants China to set up factories in Pakistan rather than build more infrastructure.

Now, Mr. Khan is turning to Gulf nations as key benefactors. He was one of the few high profile international leaders to attend an investment summit called by the Saudi crown prince in October, when others shunned the event over the killing of Saudi journalist Jamal Khashoggi.

Pakistan has close ties to Saudi Arabia and the U.A.E., but hasn’t previously received financial support on the scale now being promised. A $20 billion investment package from Saudi Arabia would roughly match what China has already spent in Pakistan in its current infrastructure drive, though China’s program amounts to up to $62 billion altogether. Separately, the U.A.E. is also working on a multi-billion refinery investment plan, according to U.A.E. and Pakistani officials.

In addition, Saudi Arabia and the U.A.E. are set to provide immediate loans to Pakistan of up to $12 billion, Pakistani officials say. Islamabad says there are no hidden geopolitical costs to the Saudi splurge. Pakistan has helped bring these two Gulf nations, which are also close U.S. partners, into the peace process under way for Afghanistan. In recent years, Pakistan increased its soldiers stationed in Saudi Arabia, for training local forces and bolstering defenses.

The new loan pledges give Pakistan some breathing room as it battles a balance of payments crisis. Mr. Khan’s government inherited fast-depleting foreign exchange reserves and ballooning trade deficit, with experts predicting it needed a rapid IMF loan, which would require economic and financial reforms.

Talks with the IMF, running since October, are working toward a program with conditions that the government could accept, Finance Minister Asad Umar told The Wall Street Journal.

“We would like to be in an IMF program once we reach a program which we think is in the interests of the Pakistan economy,” Mr. Umar said.

An IMF team had been expected to return to Pakistan for final negotiations so that a program could be passed by the Fund’s board in mid-January. With the Gulf funds, the IMF loan required is now expected to be much smaller.

Economists say that an IMF program would typically require an enforced slowdown in growth to restrain imports, increased taxes, higher prices for electricity and gas, and further depreciation in the currency.

Pakistan’s foreign exchange reserves stand at just $6.9 billion, according to the central bank, which covers only two months of imports. That is after $2 billion so far received from Saudi Arabia.

Mr. Khan has said that he wants to be a bridge for divisions in the Muslim world. The first visitor to his government when ittook office last year was Iran’s foreign minister. The prime minister has since twice visited both Saudi Arabia and the U.A.E., while Emirati crown prince, Sheikh Mohammed bin Zayed, visited Pakistan this month.

In addition, China is expected to provide $2 billion to $3 billion in loans, analysts said. China’s infrastructure program in Pakistan centers on developing the new Pakistani port of Gwadar, at the mouth the Strait of Hormuz, a key oil shipping channel for the Middle East.

The Saudi complex would be built at Gwadar, just 70 miles from the Iranian border—potentially stoking tensions with Tehran, which accusesRiyadh of sponsoring jihadist groups inside Iran, a charge Saudi Arabia denies. Putting a refinery at Gwadar would be a significant boost for the port, which is effectively in competition with a new Iranian port being built nearby, in Chabahar.

The Saudi plans would also make Pakistan less dependent on Chinese investment. Greater domestic refining capacity also would help cut imports of fuel, a major cause of the country’s trade deficit.

Visiting Gwadar this month, the Saudi oil minister, Khalid al-Falih, told local news outlets the port would provide access not only to Pakistan but also Central Asia. That would mesh with pipeline proposal discussed in the past by Pakistani and Chinese officials that would take oil from Gwadar through Pakistan to western China and central Asia.

Mr. al-Falih said that Saudi Arabia is also in “quite advanced” talks with Pakistan over mining, fertilizer production, power generation and renewable energy projects. That includes a wish to buy two newly built power plants in Pakistan, likely to fetch up to $5 billion, Pakistani officials said.

“This is also about connecting to strategic allies, and helping each other implement. And not looking at things as a zero-sum game, but trying to help the other side in order to advance your own strategy,” Mr. al-Falih told a local television outlet.

Sure the Saudis will invest in an economy where they can't even buy all the little electricity that is generated; more like Haraan Hoon Shariff.
