ISLAMABAD: Twitter suspended the personal account of Pakistan's foreign office spokesperson Mohammad Faisal following complaints by the Indian authorities to the microblogging website, according to media reports on Wednesday.
According to Geo News, Faisal was giving "minute-by-minute updates on the Kulbhushan Jadhav case", which is being heard at the International Court of Justice (ICJ), and was also posting tweets on what he called the "Indian atrocities" in Jammu and Kashmir.
Following his action, India raised the issue to the Twitter management that eventually led to the suspension of his personal Twitter account late Tuesday, it said.
The account was later reactivated on Wednesday after remaining suspended for few hours.

Budget deficit hits six-year high at Rs1.03tr - Shahbaz Rana
ISLAMABAD: The budget deficit hit a six-year high at Rs1.03 trillion, or 2.7% of the total size of national economy, in first half of the current fiscal year due to a double-digit growth in defence and debt spending, and negligible improvement in revenues.
The budget deficit in the first half of FY19, when the Pakistan Tehreek-e-Insaf (PTI) came to power, was worse than the deficits recorded in the July-December period of previous years, when Pakistan Muslim League-Nawaz and the Pakistan Peoples Party were in power.
Debt and defence spending consumed Rs1.36 trillion or 61.2% of the total federal expenditure, according to the Ministry of Finance. The budget deficit widened despite over 27% squeeze on federal development spending by the PTI government in July-December of the current fiscal year, according to a consolidated summary of federal and provincial budgetary operations.
The overall gap between expenditure and income during the July-December period was equal to 2.7% of gross domestic product (GDP). In absolute terms, the budget deficit in the first half widened to Rs1.03 trillion, higher by almost 30% over the corresponding period of previous year. In terms of national output, it was the highest deficit recorded for the first half in the past six fiscal years. Last time, during the July-December period of FY13, the budget deficit had been recorded at 2.6% of GDP. Pakistan had closed the year with a record deficit of 8%.
The deficit ballooned to Rs1.03 trillion despite a reduction of about Rs87 billion in development spending against the ceiling approved by the National Economic Council (NEC). As per NEC limits, the development spending should have been Rs270 billion in the first half, but the actual federal development spending stood at Rs183 billion. It was 27.7% less than the comparative period of the previous fiscal year.
The development spending was also Rs42 billion less than the releases sanctioned by the Ministry of Planning, suggesting that the Ministry of Finance was not honouring it.
The budget deficit widened despite the fact that the four provinces showed a cash surplus of Rs247 billion in the first six months. Excluding provincial savings, the federal budget deficit jumped to Rs1.3 trillion or 3.32% of GDP in the first half.
The trend suggests that the overall annual budget deficit target of 5.1% of GDP or Rs1.95 trillion, which parliament approved in September last year, has become unrealistic. The Rs1.03-trillion budget deficit was equal to 53% of the annual target.
The budget deficit and the current account deficit remain the two biggest challenges for Pakistan’s economy that overshadow the government’s economic performance in other areas. The PTI government has so far been unable to boost FBR’s revenues and contain expenditures.
Overall, total expenditures increased to Rs3.36 trillion during the first half. Current expenditures increased to nearly Rs3 trillion, which were higher by Rs439 billion or 17.2% over the corresponding period of previous year.
The key reason behind the record budget deficit was higher spending on defence and debt. Defence spending in the first half stood at Rs479.6 billion, up Rs86 billion or 22%, compared with the corresponding period of last year. Debt servicing amounted to Rs877 billion, higher by Rs126 billion or 17%.
Domestic debt servicing stood at Rs752 billion, higher by Rs74 billion or 11%. External debt servicing consumed Rs125 billion, higher by more than 51%. The currency devaluation and increase in interest rate by the central bank negatively impacted domestic and foreign debt servicing costs.
In comparison, total revenues including those of the provinces stood at Rs2.32 trillion in the first half, which were down 2.4%. In terms of GDP, the total revenues were equal to only 6.1%, half a percentage point less than the corresponding period of last fiscal year.
The federal government’s tax revenues increased only 3.7% to Rs1.9 trillion in the first half. Other tax collection dipped 17.5% to Rs99 billion.
Non-tax revenues stood at only Rs223.7 billion, also down 26%. The State Bank of Pakistan (SBP) transferred only Rs63.2 billion in profits to the federal government, which was lower by almost 50%.
The federal government transferred Rs1.2 trillion to the four provinces as per their share under the National Finance Commission (NFC) award. Net revenues of the federal government stood at just Rs919 billion, down Rs138 billion or 13%. This is a quite alarming trend, which suggests that the country will slip further deep into the debt trap.

Imports from India continue unabated - Aamir Shafaat Khan
KARACHI: As Pakistan’s exports to India face suspension after Pulwama attack on Feb 14, the trading and import of Indian goods, on the other hand, has so far been moving at normal pace.
Some businessmen, however, want a “tit-for-tat action” from Pakistani government in view of up to 200 per cent duty imposed by India on import of Pakistani goods.
Sources said that exports of cement, gypsum and dry dates from Wagah Border have come to a halt from Sunday as importers on the Indian side refuse to purchase goods following up to 200pc duty imposed by their government. But imports of cotton and PSF yarn, plastic molding compound (PMC) etc continue to arrive from India through Wagah Border.
Pakistan has already banned imports of tomato and potato from India for the last two years in fear of disease.
A random visit to Jodia Bazaar and Marriot Road, the country’s hub of imported commodities, revealed that traders continue to display Indian products like artificial jewellery, cosmetics etc more prominently at their shops claiming that “consumers have not shown any sign to halt Indian goods’ purchase after tensions escalated between the two countries.”
Traders said Indian jewellery is easily available at markets while there has been no suspension in their imports so far after Pulwama attack. Artificial jewellery has been arriving without any interruption from Dubai or directly from India, they claimed. They said that the ongoing war of words between the two governments has not had any impact on prices.
A leading trader and former president of Karachi Chamber of Commerce and Industry, Haroon Agar, who imports cumin seed, copra, coriander seed, peanuts, big cardamom, glucose, chemicals etc from the neighboring country said, “import trade with India has been going normal so far after Pulwama attack.”
“I think that thriving imports from India should be curbed in retaliation of the duty imposed on Pakistani goods,” he said adding that the “our government should take a firm stand by imposing heavy regulatory duty on Indian goods as well. Traders and businessmen would follow our government’s decision in any case.”
President Sindh Industrial Trading Estate Association of Industry Saleem Parekh said that “it is time for Pakistan to react. I mean tit-for-tat by imposing heavy duties on Indian goods.”
“There should also be a check and balance as a sizable volume of Indian goods is finding its way into Pakistan through Dubai,” he said referring to imports of biscuits, food items, jewellery, clothes, cosmetics etc.
Federation of Pakistan Chambers of Commerce and Industry Standing Committee on Plastic and Plastic Products Convener Ehteshamuddin said traders and industrialists are now worried as they are reluctant to open fresh letters of credits for import of PMC from India. Pakistan imports around 100,000-125,000 tonnes on PMC from India every year.
He said the market is abuzz with reports that the government may also decide to raise the duty on import of Indian goods. “Whatever step the government is planning for Indian items’ import, we are with our government,” he added.
Pakistan’s exports to India during the last fiscal year totalled to $484 million against imports of about $1.8 billion.
It has been noted that most of the trade bodies and associations have remained silent and chosen not to react to India’s decision to impose 200pc import duty on Pakistani goods as a number of industries procure their raw material from the eastern neighbour.

'Terrorism a common concern; Riyadh ready to share intelligence with New Delhi': MBS in India
Saudi Crown Prince Mohammad bin Salman in a joint statement issued during his day-long visit to India on Wednesday described terrorism and extremism as a common concern and said that Riyadh is ready to share intelligence with New Delhi to tackle these issues.
Prince Mohammad arrived in Delhi on Tuesday night, a day after wrapping up a historical visit to Islamabad in which he signed $20 billion worth of agreements in the "first phase" of Saudi investment in Pakistan.
His visit to Pakistan came days after the Pulwama attack in occupied Kashmir ─ which India has blamed on Pakistan and the latter has denied ─ and the subject of "cross-border terrorism" was expected to come up during his interactions with top Indian leadership today.
Indian Prime Minister Narendra Modi is under pressure to act in the wake of the Pulwama attack, particularly since he is looking to contest an election in the coming months.
Modi in his joint statement today described the Pulwama attack as "a symbol of the anti-humanitarian threat the world is facing", Times of India reported.
The Associated Press quoted Modi saying ─ without naming Pakistan ─ that "in order to deal effectively with this threat, we agree that there is a need to increase all possible pressure on countries supporting any type of terrorism."
He added: "It is the need of the hour to take appropriate action against the infrastructure of terrorism. It is very important to punish the terrorists and all their supporters."
Modi in his remarks at the media briefing referred to the attack on the Indian soldiers and said that effective steps would be taken to punish the perpetrators and their supporters without elaborating further.
"Saudi Arabia and India share views on increasing cooperation in counter-terrorism and tackling cyber crimes," he said.
Modi also called for a strong action plan for combating extremism so that powers spreading violence and terror cannot mislead the youth, the Associated Press reported.

Ties between India and Saudi Arabia, where millions of Indians are employed as migrant workers, have strengthened since Modi visited Riyadh in 2016 for the signing of a Memorandum of Understanding (MoU) on cooperation with intelligence-gathering on money laundering and terrorism financing.
The two countries' two-way trade totalled $27.5 billion last year. MBS today said that Saudi Arabia had invested $44 billion in India since 2016.
India describes Saudi Arabia as a "key pillar" of its energy security since it provides about 17 per cent of India's crude oil and about a third of its liquefied natural gas.
The relationship may be more key as a deadline nears for India to comply with United States sanctions against Iran, India's largest oil provider.

Pakistan bans Hafiz Saeed-led JuD and its charity wing FIF – PTI
ISLAMABAD: Pakistan on Thursday banned the 2008 Mumbai attack mastermind Hafiz Saeed-led Jamat-udDawa and its charity wing Falah-e-Insaniat Foundation, amid intense global pressure to rein in the militant groups following the Pulwana terror attack that killed 40 CRPF soldiers.
A spokesman of the interior ministry said that the decision to ban these groups was taken during a meeting of the National Security Committee (NSC) chaired by Prime Minister Imran Khan at his office on Thursday.
"It was decided during the meeting to accelerate action against proscribed organisations,"the spokesperson said in a statement.
"It was further decided that Jamat-ud-Dawa and Falah-e-Insaniat Foundation be notified as proscribed organizations by the ministry of interior," he added.
Earlier, the two outfits were kept on the watchlist of the interior ministry.
According to officials, JuD's network includes 300 seminaries and schools, hospitals, a publishing house and ambulance service. The two groups have about 50,000 volunteers and hundreds of other paid workers.
The JuD is believed to be the front organisation for the LeT which is responsible for carrying out the Mumbai attack that killed 166 people. It has been declared as a foreign terrorist organisation by the US in June 2014.
The US Department of the Treasury has designated its chief Hafiz Saeed as a Specially Designated Global Terrorist, and the US, since 2012, has offered a $10 million reward for information that brings Saeed to justice.
Saeed was listed under UN Security Council Resolution 1267 in December 2008. He was released from house arrest in Pakistan in November 2017.
The NSC meeting also reviewed the National Action Plan against terrorism in detail. Services chiefs and key ministers were in attendance.
"We need to move to ensure that militancy and extremism are rooted from the society and the State never becomes hostage to extremists," Khan said as he directed both the interior ministry and the security institutions to immediately accelerate actions on ground.

One thing i would like to raise upfront is, Sauds have played this game on terrorism earlier too. If they dont mention for them it is assumed to be Iran, and for is it is pakistan. Good start to begin with, but then expecting them to name their bum provider directly is expecting a a lot too much.

UNSC condemns Pulwama terror attack - PTI
UNITED NATIONS: In a strong show of international solidarity and support for India, the powerful UN Security Council comprising 15 nations, including China, on Thursday condemned in the "strongest terms" the "heinous and cowardly" terror attack perpetrated by Pakistan based Jaish-e-Mohammed in Pulwama and stressed on the need to hold organisers and financiers of such "reprehensible acts" accountable and bring them to justice.
Significantly, the press statement, issued by the most powerful UN body, names the Pakistan-based terror group headed by Masood Azhar.
The UNSC , which includes China as a veto-wielding permanent member that in the past has blocked India's bids in the Security Council Sanctions committee to designate Azhar as a global terrorist, also called on the global community to "cooperate actively" with the Indian government in holding the organisers and sponsors of such attacks accountable. I think this Chinese action is being taken as it is reaching a Point of Frustration with Islamic Terrorists in Xinjiang!
"The members of the Security Council condemned in the strongest terms the heinous and cowardly suicide bombing in Jammu and Kashmir, which resulted in over 40 Indian paramilitary forces dead and dozens wounded on February 14, 2019, for which Jaish-e-Mohammed has claimed responsibility," the UNSC press statement on the 'Suicide Bombing in Jammu and Kashmir' said.
"The members of the Security Council underlined the need to hold perpetrators, organisers, financiers and sponsors of these reprehensible acts of terrorism accountable and bring them to justice, and urged all States, in accordance with their obligations under international law and relevant Security Council resolutions, to cooperate actively with the Government of India and all other relevant authorities in this regard," it said.
The UNSC members expressed their deepest sympathy and condolences to the families of the victims, as well as to the Indian people and the government, and wished a speedy and full recovery to those who were injured.
"The members of the Security Council reaffirmed that terrorism in all its forms and manifestations constitutes one of the most serious threats to international peace and security," the statement said.
The members also reiterated that any "acts of terrorism are criminal and unjustifiable, regardless of their motivation, wherever, whenever and by whomsoever committed".
The condemnation by the UNSC comes just a day after Pakistan's Permanent Representative to the UN Maleeha Lodhi met top UN leaders, including with Secretary General Antonio Guterres and the Security Council President Anatolio Ndong Mba, briefing them about the escalating tensions in the region in the wake of the Pulwama attack.
In a major boost to India's efforts to get Azhar on the list of global terrorists, France is expected to soon move a proposal at the UN to ban the head of the UN-proscribed group.
The proposal, when moved, will be fourth such bid at the UN in past 10 years.
In 2009 and 2016, India moved the UN's Sanctions Committee to ban Azhar, also the mastermind of attack on the air base in Pathankot in January 2016.
India was joined by the P3 nations — the US, the UK and France — in the 2016 proposal. In 2017 also, these P3 countries moved a similar proposal at the UN. However, China, using its veto power, has always blocked the proposal from being
adopted by the UN.
Guterres too had strongly condemned the terror attack, in which 40 CRPF personnel were killed when a suicide bomber drove his explosives-laden vehicle into a CRPF bus, and called for those behind the attack to be brought to justice.
On Wednesday, Guterres again reiterated his strong condemnation of the Pulwama attack, stressing that it is essential there be accountability under international law and perpetrators of terrorist acts be brought swiftly to justice.
"The Secretary-General has been following with great concern the situation in South Asia. He reiterates his strong condemnation of the terrorist attack against Indian security forces in Pulwama" in JK and the subsequent violence, a statement issued by his spokesperson Stephane Dujarric had said.
He said it is "essential that there be accountability under international law and the perpetrators of terrorist acts be brought swiftly to justice".
At the same time, Guterres "urgently" appealed to the governments of both India and Pakistan to exercise maximum restraint to ensure the situation does not further deteriorate.
"It is the belief of the Secretary-General that all difficult challenges can be resolved peacefully and satisfactorily through meaningful mutual engagement," the statement added.
UN high commissioner for Human Rights Michelle Bachelet had also strongly condemned the suicide bomb attack and called on authorities to bring those responsible to justice.
"The High Commissioner strongly condemns the suicide bomb attack against Indian security forces in Pulwama...and calls on authorities to bring those responsible to justice," Rupert Colville, spokesperson for the Office of the High Commissioner for Human Rights (OHCHR), had said in Geneva on Tuesday

The ad-hoc judge for Pakistan in the International Court of Justice,Tassaduq Hussain Jillani, on Thursday joined the proceedings in the Kulbhushan Jadhav case, days after suffering a cardiac attack.
Jillani made the solemn pledge as the ad-hoc judge, International Court of Justice (ICJ) top judge Abdulqawi Ahmed Yusuf said. He joined the proceedings ahead of the beginning of the hearing on the fourth day during which Pakistan will submit its final arguments.
Pakistan, while presenting its case on Tuesday, asked the ICJ to adjourn the case, citing his illness. It also submitted a request for his replacement.
However on Wednesday, the ICJ said that it has not received any evidence that the adhoc judge for Pakistan was unable or unwilling to continue to exercise his duties.

Pulwama attack: Pakistan to stay on FATF 'grey list' for terror financing
NEW DELHI: Terror financing watchdog FATF has decided to keep Pakistan on the "grey list" till October. This, after India made a strong push to ensure that Islamabad is not taken off the list, in the light of the Pulwama terror attack.
The decision keeps international pressure on Pakistan to clean up its act on terror support and terror financing.
Pakistan has until October 2019 to either comply with the 27 demands made by FATF members or it could be blacklisted.
India has insisted that Pakistan share details of funding of terror organisations.
Earlier this week, France said they were pushing FATF to keep Pakistan on the grey list, given its non-compliance with FATF rules, but also as a move after the Pulwama attack. Pakistani officials tried hard to get off the grey list, insisting they were in compliance.
Pakistan had to demonstrate compliance on five counts by February, but there has been negligible movement by Islamabad. As a last minute gesture, Pakistan reinstated the bans on Falah-i-Insaniyat and Jamaat-ud-Dawa, two front organisations of the Lashkar-e-Taiba. These organisations had been banned by a presidential ordinance by the former Nawaz Sharif government, but the ordinance was allowed to lapse by the Imran Khan government.

However, the US assiduously worked as "pen holder" making various adjustments to get the approval by all other members of the Council, the sources told PTI.
While China was trying to water down the UNSC statement on Pulwama Pakistan , worked against issuance of any statement. Pakistan's Permanent representative at the UN Maleeha Lodhi even met the president of Security Council but her efforts did not bear any fruit, they said.

However, notwithstanding hectic Chinese and Pakistani efforts, the UNSC agreed to issue the first statement in its history regarding an attack on Indian troops in Jammu and Kashmir, the sources said.
India has mounted a diplomatic offensive to isolate Pakistan in the international community for its support to terror groups and cross border terrorism.
Official sources said the UNSC statement contained specific language proposed by India through its partner countries including naming of JeM, and calling for bringing the perpetrators of the crime to justice.

RAWALPINDI: An unidentified armed man attacked a police picket in Rawalpindi on Thursday killing a policeman and injuring four others. The attack caused panic amongst the public nearby leading to a stampede.
Sadiqabad police and witnesses said that Sub-inspector Akram and Constables Sajid, Shehzad Ahmed, Qamar Sadiq, and Zafraan were manning a picket at Sadiqabad Chowk when an unidentified man, holding pistols in either hand, fired at the officers and fled.
As a result, the officers and a passerby, Muhammad Naseem, received bullet wounds. The attack spread fear and panic amongst the people who tried to run for cover, causing a mini-stampede.
Rescue 1122 were called in who shifted the injured to the Benazir Bhutto General Hospital for treatment. The police said that Constable Zafraan, who was shot thrice in his chest and stomach, succumbed to his wounds.

Two people were killed and another injured in a firing incident in Karachi on Friday.
The gun attack took place near UP Morr in the afternoon. The deceased were identified as 35-year-old Naseebullah, son of Sultan, and 40-year-old Noor Ali. They were having lunch inside their hi-roof when unidentified men opened fire on them.
The injured man was identified as 35-year-old Rafiq. An eyewitness said the attackers were riding a motorcycle. “We were having lunch outside a restaurant when the gunmen ambushed us,” the eyewitness said.
Police and personnel of other law enforcement agencies rushed to the spot. They said CCTV footage and other evidence is being collected from the site.

In response to India's decision to stop the flow of its share of water from the Beas, Ravi and Sutlej to Pakistan, Islamabad said that it was not concerned if New Delhi diverted water of the three eastern rivers.
Indian's announcement on Thursday comes in addition to other actions like withdrawal of the most favoured nation (MFN) to Pakistan and slapping of a 200 per cent duty on all imports from Islamabad in the wake of the February 14 Pulwama terror attack that killed 40 CRPF troopers.
The carnage was claimed by the Pakistan based Jaish-e-Mohammed (JeM) terror outfit.
Speaking to Dawn news on Thursday night, Secretary of Pakistan's Ministry of Water Resources Khawaja Shumail said: "We have neither concern nor objection if India diverts water of eastern rivers and supplies it to its people or uses it for other purposes, as the IWT [url=https://economictimes.indiatimes.com/to ... ers-Treaty](Indus Waters Treaty) allows it do so."
Shumail said Pakistan did not see India's decidion as worrisome in context with the IWT.
"But we will definitely express our concerns and raise objections strongly if they use or divert waters of western rivers (Chenab, Indus, Jhelum) on which our right to use prevails," he added.
According to Pakistan's Commissioner for Indus Waters Syed Mehr Ali Shah, as the IWT has already given a right to India in 1960 to use the water of eastern rivers, it is now up to it to do so or not.
"Whether they diverted and used their unutilised share of eastern rivers' waters in 1960, we had no problem. They want to do it now, we have no problem. And if they don't want to use this, we have no issue," Shah told Dawn.
While commenting about the proposed visit of Indian experts (India's commissioner for Indus waters) to Kotri Barrage (Sindh) keeping in view the tension between the two countries after the Pulwama attack, the Commissioner said: "Let's see what happens in this regard. But we hope for the best."
A three-member delegation of Pakistani experts headed by Shah completed its general tour of inspection (from January 28 to February 1) to various hydropower projects - 1,000MW Pakal Dul, 48MW Lower Kalnai, 850MW Ratlay and 900MW Baglihar dam at Chenab Basin in India.
Before the Pulwama attack, India also shared the design data of its three planned run-of-the-river hydropower schemes with Pakistan under the IWT.

China requested extension till Feb 18 when 14 member countries were ready to issue it on February 15 itself," they said, adding China broke "silence" procedure two times suggesting multiple amendments aiming to "derail" the effort.
Even after UNSC condemned the Pulwama strike as "terrorism" China continued to oppose any mention of terrorism in the statement, said a person familiar with the diplomatic parleys on the issue at the UN headquarters.
However, notwithstanding hectic Chinese and Pakistani efforts, the UNSC agreed to issue the first statement in its history regarding an attack on Indian troops in Jammu and Kashmir, the sources said.
India has mounted a diplomatic offensive to isolate Pakistan in the international community for its support to terror groups and cross border terrorism.
Official sources said the UNSC statement contained specific language proposed by India through its partner countries including naming of JeM, and calling for bringing the perpetrators of the crime to justice.
In the statement, the UNSC also reaffirmed that terrorism in all its forms and manifestations constitutes one of the most serious threats to international peace and security and underlined the need to hold perpetrators, organisers, financiers and sponsors of these reprehensible acts of terrorism accountable and bring them to justice.
The UNSC also urged all States, in accordance with their obligations under international law and relevant Security Council resolutions, to cooperate actively with India and all other relevant authorities to bring perpetrators of the Pulwama attack to justice.
It also reiterated that any acts of terrorism are criminal and unjustifiable, regardless of their motivation, wherever, whenever and by whomsoever committed.

The members of the Security Council condemned in the strongest terms the heinous and cowardly suicide bombing in Jammu and Kashmir, which resulted in over 40 Indian paramilitary forces dead and dozens wounded on 14 February 2019, for which Jaish-e-Mohammed has claimed responsibility.
The members of the Security Council expressed their deepest sympathy and condolences to the families of the victims, as well as to the Indian people and the Government of India, and wished a speedy and full recovery to those who were injured.
The members of the Security Council reaffirmed that terrorism in all its forms and manifestations constitutes one of the most serious threats to international peace and security.

Behind the Saudi interest in Pakistan - Dr Pervez Tahir
CheersPakistan has a history of depending on Saudi assistance in times of crisis. The recent deferred oil payment facility and cash injection into foreign exchange reserves was a repeat.
The $21 billion worth of MoUs signed during the visit of the Saudi Crown Prince, Mohammad bin Salman, fall in a different category. Like most economies dependent on the non-renewable oil resource, the long-term Saudi goal has always been to diversify her economy by increasing the share of non-oil sector.
For the most part, the development of the latter has been illusory, reflecting essentially the ebb and flow of oil prices. In the last two decades or so, the shale oil revolution, global rise in energy efficiency and the development of affordable alternative energy sources have underscored the urgency of diversification.
In April 2016, the Crown Prince, who then was Deputy Crown Prince, spearheaded Vision 2030. Like our own visions that were never followed up by how-to programmes, the initial reactions were one of doubt, even dismissiveness.
By June of the same year, the Council of Economic and Development Affairs, of which the Crown Prince continues to be the head, had come out with a National Transformation Programme specifying roles and responsibilities for implementation. Subsequently, a number of Vision Realisation Programmes were launched to achieve results of various initiatives. Finally, there is an updated Delivery Plan 2018-2020.
The Vision envisages Saudi Arabia as the heart of the Arab and Islamic worlds, the investment powerhouse, and the hub connecting three continents. A Public Investment Fund (PIF) has been created as a vision realisation programme.
This fund is the main instrument of diversification through local as well as international investment. The objective is to make it “one of the largest sovereign wealth funds in the world, as well as to build strong economic partnerships to deepen and strengthen the impact and role of Saudi Arabia on the regional and global stages”.
The Crown Prince himself is chair of the PIF. This has led to strategic partnerships programme. The PIF has developed a portfolio of direct investment in global companies. Besides Pakistan, seven countries are being targeted for deeper investment, trade and security cooperation. Key investments include refineries in Pakistan and India by Aramco, which itself is positioning to enter sectors other than oil.
A major initiative is to leverage the Chinese One Belt, One Road initiative and CPEC in Pakistan to achieve the strategic objectives of Saudi Vision 2030. The establishment of a Joint Pak-Saudi Supreme Coordination Council at the highest level to oversee the process of concretising the MoUs is again an analogue of the institutional mechanisms laid out to operationalise the Saudi Vision.
Its first meeting has already been held in Islamabad. The joint statement describes these as “key steps in shaping new trajectory in bilateral relationship”.
In Pakistan, the periods of high economic growth in the past have invariably been associated with a shot in the arm from abroad. First it took the form of grants and concessional assistance, then loans and credits and now foreign investment.
However, the expected inflows of investment are not the result of any meaningful reform or improvement in the ease of doing business index. Rather, these investments are originating from China, Russia and Saudi Arabia, countries where investment decisions are guided by the state. They have decided to invest.
We have not attracted them into investing. Our economic revival will surely be ignited, as and when the agreed investments in energy, minerals and agriculture materialise, but sustaining this growth over a longer period will remain a dream without domestic economic reform.

CheersFrom what has been reported till now, these are just Memorandums of Understanding (MoUs) rather than contracts. MoUs are only an undertaking that the parties agree to take certain steps. How the proposed steps would materialise in the future is another story altogether. Pakistan’s governance halls are littered with these kinds of MOUs signed with other countries, but nothing came of them. To say the least, it will depend upon the demonstrated competency and capability of Pakistani administrative and governance machinery to bring these MoUs to fruition. Pakistan’s past record of meeting such demands, however, is unsatisfactory.

ISLAMABAD, Feb. 22 (Xinhua) -- At least 28 people were killed and over two dozen others injured in the latest wave of extreme weather across Pakistan, local media and officials have said.
According to the reports, the death took place due to torrential rains, thunderstorms and heavy snowfall that started earlier this week in different areas of the country. Chief Minister of the country's southwest Balochistan province Jam Kamal Khan told media Thursday that at least four people were killed in flash floods caused by the torrential rains in the province.
Over 450 families have been affected by weather-related incidents across Balochistan, said the chief minister, adding that an emergency has been declared in Lasbela district where some 200 families were affected by the flash floods which submerged nearby villages. Rescue workers along with four helicopters are busy in rescue and relief operations in the flooding areas, the chief minister said. The chief minister added that the floods have damaged communication infrastructure as heavy rainfall played havoc across the province.
At least 14 people were killed in the landslide, roof collapse and snowfall related incidents in northwest Khyber Pakhtunkhwa province, the reports said. The country's eastern Punjab province also suffered heavy rains where at least nine people, including a family of four, lost their lives when the roofs of their houses caved in after heavy rains. A child died in a rain-related accident in Pakistan-controlled Kashmir region.Several roads were blocked and electricity supply was disrupted in different mountainous regions of the country due to heavy rains and snowfalls.

A: China has been closely following the development of this recent attack. In yesterday's Security Council press statement, a specific organization was mentioned, but it was a general statement rather than a judgment. The Chinese side has noted that the Pakistani government expressed its will to coordinate with India in the investigation and seek to resolve differences through dialogue. Parties concerned should conduct objective and unbiased investigation to find out the truth. China hopes that India and Pakistan can exercise restraint, engage in dialogues and make joint efforts to preserve peace and stability of the region.

Kulbhushan case — how, why and what? - Hassan Yousaf Shah
On March 3, 2016, serving Cdr Kulbhushan Jadhav of the Indian Navy, working for their premier Intelligence agency RAW, clandestinely entered Pakistan from across the Saravan border with Iran and was arrested by the Pakistani authorities in the course of a counter-intelligence operation from Mashkel area in Balochistan. Cdr Kulbhushan admitted unspeakable acts of horror and terror against Pakistan. Based on evidence, a military court passed a death sentence. India went to the International Court of Justice (ICJ) on May 8, 2017 against the military court’s decision to execute Kulbhushan. The buildup between the two countries is around legal arguments, for which Pakistan’s counter memorial dated Nov 17, 2017 is an exceptional document by many standards.
Pakistan’s Field General Court Martial (FGCM), a military court, under section 59 of the Army Act 1952, read with Official Secrets Act section 3, passed the death sentence. The process was as per the Pakistani law, with Cdr Kulbhushan recording his statement in front of a magistrate (as per section 164 of Criminal Procedure Code), a mirror image of the Indian criminal law as well. Kulbhushan was represented by a law officer who was appointed for him. No consular or high commission access was granted to him on the grounds that international treaties, like the Vienna Convention or International Convention on Civil Political Rights (ICCPR), do not cover for a national involved in espionage, or terrorism in another country.
All of these legal points expressed above are important when shown in relevance to how India is pleading its case, and thereby the outcome.
Possible outcomes of the case: The following are assumed outcomes based on the set of documents available from the ICJ. There is possibility that Pakistan may win the case; the ICJ may find the matter beyond its jurisdiction, hence Pakistan may carry out the execution of Kulbhushan. There is another possibility that the ICJ ask India to take the matter directly with Pakistan through negotiation and suspend the execution till then. However if it were so, it would have happened during the first round of arguments when Pakistan argued that the ICJ did not have jurisdiction to entertain such cases as said in Pakistan’s counter memorial (as per ICJ rules) sent in 2017. This did not happen and henceforth, this gives rise to the notion that the ICJ wants more arguments from India and evidence-backed proof from Pakistan and by that the ICJ may hand down something more substantial, and perhaps not as favourable as Pakistan expects. There is, therefore, another possibility that Kulbhushan is asked to be handed back to India, or that there is a retrial in a different set of ‘trial environment’ i.e. non-military court or even in a different country. The court may also allow the Indian High Commission access to Kulbhushan. In a retrial, there is a possibility that Kulbhushan may retract from his confession, thereby weakening the most solid evidence against his conviction.
Reviewing few past cases between Pakistan and India at the ICJ: There have been few rows which India took against Pakistan in the ICJ such as below: Appeal relating to the jurisdiction of the ICAO Council; Trial of Pakistani prisoners of war; and Aerial incident of August 10, 1999.
Based on the past ICJ judgment on Pakistan-India disputes some of the following observations are: Dispute between the two countries should be resolved amongst themselves; the ICJ will not take a ‘hard stand’ and will try to play a role of an arbitrator instead of passing down a hard decision; and the ICJ prefers to take itself out of situations where the tempers boil as high as it does in Pakistan-India disputes.
The ICJ decisions in the above cases also reveal line of arguments and its possible stance on the Kulbhushan issue. The Indian point of view interestingly in the last case “Aerial Incident of August 10, 1999” (Indian air defence destroyed a highly sensitive and expensive Pakistani aircraft) that the ICJ did not have jurisdiction to adjudicate the case which Pakistan initiated, was accepted by the body. Pakistan’s plea was not entertained. Interestingly Pakistan this time around also took this stance that the ICJ did not have jurisdiction (but from another angle), which is something India opposed. However, the ICJ seems to be entertaining Indian’s stance and going ahead within the merits of the case.
Possible reason if it’s an unfavourable outcome: With utmost care, only as a hypothetical case and without rendering prejudice to anyone, what if Pakistan does not get the expected or favourable outcome at the ICJ. Some of the reasons for that happening may be:
Firstly, the ICJ is not a criminal court or appellate court where an appeal can be lodged. Hence, the ICJ may not permit execution or hanging of a person.
Secondly, after examining its multiple judgments and nature of decision which flow out of the ICJ (nearing 60 cases which were reviewed), it seems the ICJ assumes the role of an arbitrator or rather one that resolves disputes. It is not going to declare India a terror-sponsoring state by declaring Kulbhushan a terrorist instructed by a sovereign country to execute activities in Pakistan. The ICJ’s position in such a case would become extremely precarious.
Thirdly, the ICJ may accept India’s argument that the Vienna Convention, especially Article 36 of the convention to which Pakistan is also a signatory, has given certain rights and privileges to war prisoners (including spies) which were not given to Kulbhushan and hence the decision by the military court has some limitations (possible argument from the ICJ accepting the Indian point of view).
Fourthly, the hearing could have been done in open court with evidence to be shared, and displayed for closer examination. This has to be read with the fact that the ICJ may not have approved of the military courts, or its process and along with the fact that Kulbhushan was not given any “Indian access” which included his preferred choice of an Indian lawyer, or other means through which he would have defended his case.
Fifthly, the ICJ may like to tone down the tension between the two countries in a manner similar to its decision in the case “Aerial Incident of August 10, 1999”. The ICJ according to some analysts would not like to make strong decisions.
Hence Pakistan has never been at an advantage in the ICJ, something worth exploring internally as to why?

This did not happen and henceforth, this gives rise to the notion that the ICJ wants more arguments from India and evidence-backed proof from Pakistan and by that the ICJ may hand down something more substantial, and perhaps not as favourable as Pakistan expects. There is, therefore, another possibility that Kulbhushan is asked to be handed back to India, or that there is a retrial in a different set of ‘trial environment’ i.e. non-military court or even in a different country. The court may also allow the Indian High Commission access to Kulbhushan. In a retrial, there is a possibility that Kulbhushan may retract from his confession, thereby weakening the most solid evidence against his conviction.
Reviewing few past cases between Pakistan and India at the ICJ: There have been few rows which India took against Pakistan in the ICJ such as below: Appeal relating to the jurisdiction of the ICAO Council; Trial of Pakistani prisoners of war; and Aerial incident of August 10, 1999.
Based on the past ICJ judgment on Pakistan-India disputes some of the following observations are: Dispute between the two countries should be resolved amongst themselves; the ICJ will not take a ‘hard stand’ and will try to play a role of an arbitrator instead of passing down a hard decision; and the ICJ prefers to take itself out of situations where the tempers boil as high as it does in Pakistan-India disputes.
The ICJ decisions in the above cases also reveal line of arguments and its possible stance on the Kulbhushan issue. The Indian point of view interestingly in the last case “Aerial Incident of August 10, 1999” (Indian air defence destroyed a highly sensitive and expensive Pakistani aircraft) that the ICJ did not have jurisdiction to adjudicate the case which Pakistan initiated, was accepted by the body. Pakistan’s plea was not entertained. Interestingly Pakistan this time around also took this stance that the ICJ did not have jurisdiction (but from another angle), which is something India opposed. However, the ICJ seems to be entertaining Indian’s stance and going ahead within the merits of the case.
Possible reason if it’s an unfavourable outcome: With utmost care, only as a hypothetical case and without rendering prejudice to anyone, what if Pakistan does not get the expected or favourable outcome at the ICJ. Some of the reasons for that happening may be:
Firstly, the ICJ is not a criminal court or appellate court where an appeal can be lodged. Hence, the ICJ may not permit execution or hanging of a person.
Secondly, after examining its multiple judgments and nature of decision which flow out of the ICJ (nearing 60 cases which were reviewed), it seems the ICJ assumes the role of an arbitrator or rather one that resolves disputes. It is not going to declare India a terror-sponsoring state by declaring Kulbhushan a terrorist instructed by a sovereign country to execute activities in Pakistan. The ICJ’s position in such a case would become extremely precarious.
Thirdly, the ICJ may accept India’s argument that the Vienna Convention, especially Article 36 of the convention to which Pakistan is also a signatory, has given certain rights and privileges to war prisoners (including spies) which were not given to Kulbhushan and hence the decision by the military court has some limitations (possible argument from the ICJ accepting the Indian point of view).
Fourthly, the hearing could have been done in open court with evidence to be shared, and displayed for closer examination. This has to be read with the fact that the ICJ may not have approved of the military courts, or its process and along with the fact that Kulbhushan was not given any “Indian access” which included his preferred choice of an Indian lawyer, or other means through which he would have defended his case.
Fifthly, the ICJ may like to tone down the tension between the two countries in a manner similar to its decision in the case “Aerial Incident of August 10, 1999”. The ICJ according to some analysts would not like to make strong decisions.
Hence Pakistan has never been at an advantage in the ICJ, something worth exploring internally as to why?

Kangaroo courts of Pakistan and the dictatorial nature of its Caliphs (Judges).
On July 21, 2018, Justice Shaukat Aziz Siddiqui told the Islamabad bar that the army was dictating terms to the judiciary and that the current activism was nothing but a kind of “indirect” conduct of justice. He told the lawyers: “The ISI had approached Islamabad Chief Justice Muhammad Anwar Khan Kasi and said: We don’t want Nawaz Sharif and his daughter to be allowed to come out of the prison until the July 25 elections. Do not include Shaukat Aziz Siddiqui on the bench hearing Sharifs’ appeals.” Siddiqui stated in public that both the high and supreme courts were taking orders from the army. Needless to say, he was quickly dismissed from service through the Supreme Judicial Council.
The highly-regarded Justice Faez Isa, sitting on a Supreme Court bench with his boss, objected to the overly “activist” nature of the case they were hearing. Chief Justice Nisar lost his cool, walked out of the bench, and announced its “re-composition” by removing Justice Isa from it. Silent while this was happening, the other judge on the bench, Justice Mansoor Ali Shah, declared in writing that the chief justice was wrong in breaking the bench in mid-hearing.

The international community has also gotten behind New Delhi. On Thursday, the United Nations Security Council on virtually identified India as a victim of terrorism emanating from Pakistan and asked member states to cooperate actively with New Delhi to bring the perpetrators of the Pulwama attack to justice.
Although, the statement did not explicitly name Pakistan, it identified the Pakistan-based terror group Jaish-e-Mohammed, which bragged about the attack and whose leader remains free and protected by Pakistani state, while directly asking member states to “to cooperate actively with the Government of India and all other relevant authorities in this regard."
The statement also identified the place of the attack as “Jammu and Kashmir,” India’s official term for a state of the union, rather than other appellations used by Pakistan.
“The members of the Security Council reaffirmed that terrorism in all its forms and manifestations constitutes one of the most serious threats to international peace and security," the statement said, adding that any "acts of terrorism are criminal and unjustifiable, regardless of their motivation, wherever, whenever and by whomsoever committed.”
Pakistan has often rationalized terrorism and acts of violence in Jammu and Kashmir perpetrated by its terrorist groups and accomplices inside India to be fallout of India’s human rights excesses.
Just the previous day, Pakistan’s ambassador to the UN Maleeha Lodhi had met Secretary General Antonio Gutterres and argued that the Pulwama incident “reinforces the need to address the root cause of violence in occupied Jammu and Kashmir and to find a peaceful solution to the longstanding dispute in accordance with several UN Security Council resolutions.”
The most significant UN resolution 47 relating to Kashmir actually directs Pakistan to withdraw from the portion of Jammu and Kashmir that it has occupied - something Pakistani officials are loath to recall – as the first step in a three-step process.

New Delhi: Baloch freedom fighters targeted a Pakistan army convoy, between Gandoi and Matt regions in Dera Bugti district of Balochistan on Saturday, killing six. According to reports, apart from the six brought dead, Pakistani soldiers were seriously injured. The injured were taken to Rahim Yar Khan city in Punjab.
Meanwhile, Baloch Republican Army (BRA) spokesman Sarbaz Baloch called Pakistani media outlets from an unknown location and took responsibility for the bombing. The freedom fighter said that they had targeted the convoy with a massive IED blast which killed six troops. He said a vehicle was completely destroyed in the remote-controlled attack. The Baloch leader also vowed to continue their fight for freedom against Pakistan. He added that such attacks would continue to haunt Pakistani forces until the dream of a free and sovereign Baloch state was realised.
