Pakistan agrees to IMF’s condition on power tariff

ISLAMABAD: Pakistan has agreed to a condition from the International Monetary Fund (IMF) to raise electricity tariff.

Geo quoted a source as saying that Pakistan and IMF have come to agreement on two of the four points for a bailout package.

Pakistan, however, turned down the IMF’s demand regarding revenue gathering targets.

Pakistan put forth its stance saying that the current year the tax collection target will not be raised from Rs4400 billion. Sources said that the IMF had asked Pakistan to raise the target to Rs4700 billion.

Pakistan has also turned down the demand to raise the interest rate up to 13 per cent on bank loans, saying that it could be detrimental to its economy.

'Pakistan last country that should lecture on minorities': Kaif hits out at Imran Khan

NEW DELHI: In a befitting response to Pakistan Prime Minister Imran Khan's "minorities" jibe at India, former Indian cricketer Mohammed Kaif on Tuesday said that Pakistan is the last country that should be "lecturing" any nation on how to treat minorities.

“There were around 20 per cent minorities at the time of partition in Pakistan, less than 2 per cent remain now. On the other hand, the minority population has grown significantly in India since Independence. Pakistan is the last country that should be lecturing any country on how to treat minorities,” Kaif tweeted earlier today.

Hours after Kaif's tweet, the Pakistan premier raked up the issue again, saying that his government will ensure equal rights for all communities, unlike "what is happening in India".

Khan asserted that Pakistan, as envisioned by founder Muhammad Ali Jinnah, stands for the rights of minorities.

"Quaid (Jinnah) envisaged Pakistan as a democratic, just and compassionate nation. Most importantly he wanted our minorities to be equal citizens. It should be remembered that his early political career," he tweeted on the occasion of Jinnah's birth anniversary.

The Pakistan Prime Minister, who had invited criticism from India for his remarks on rights of minorities under the Modi government, said that his country will ensure that minorities in Pakistan are treated equally, unlike India.

"His (Jinnah's) struggle for a separate nation for Muslims only started when he realised that Muslims would not be treated as equal citizens by the Hindu majority. Naya Pak is Quaid's Pak & we will ensure that our minorities are treated as equal citizens, unlike what is happening in India," he added.

Last week, Khan had evoked stern reactions from India for saying that he will "show" the Modi government how to treat minorities.

"We will show the Modi government how to treat minorities. Even in India, people are saying that minorities are not being treated as equal citizens," he had said.

Following his comment, leaders from across political parties lashed out at Khan, saying that the Pakistan PM should first mend the affairs of his own country before sermonizing India.

All India Majlis-e-Ittehadul Muslimeen (AIMIM) president Asaduddin Owaisi had asked Khan to borrow some leaves of wisdom from India, specifically about “inclusive politics and minority rights.”

Taking to Twitter, Owaisi stated, “According to the Pakistani Constitution, only a Muslim is qualified to be President. India has seen multiple Presidents from oppressed communities. It is high time Khan Sahab learns something from us about inclusive politics and minority rights.”

Addressing a press conference, BJP national spokesperson Sambit Patra also slammed Khan, saying that he can "surely teach Congress a lot. After all, the party considers the nation angelic". "Pakistan is 'terroristan'. It gave shelter to (Osama Bin) Laden. It need not teach us anything," he said. B-RF Terminology on its way to Universal Use!

Pakistan to pay China $40b on $26.5b CPEC investments in 20 years - Shahbaz Rana
ISLAMABAD: Pakistan will pay $40 billion to China in 20 years in shape of repayments of debt and dividends on a $26.5 billion investment under flagship China-Pakistan Economic Corridor (CPEC), documents of the Ministry of Planning and Development reveal.
Out of $39.83 billion – to be precise – the debt repayments of energy and infrastructure projects amount to $28.43 billion. The rest of $11.4 billion will be paid in shape of dividends to the investors, showed the official estimates.

Pakistan loses another legal battle; slapped with $21m penalty - Hasnaat Malik

ISLAMABAD: Pakistan has lost another legal battle at the international forum as the London Court of International Arbitration (LCIA) awarded a penalty of $21 million (Rs2.92 billion) to the country in the infamous Broadsheet LLC case.

Talking to The Express Tribune, a senior government official confirmed that contrary to the claim of billions of rupees, the LCIA has awarded a penalty of $21 million to Pakistan. $ 21 Million X T. RS. 140 = T. RS. 2.940 BILLION

“Now, we will challenge the verdict as we are confident that the award of $20 million penalty will be quashed by the higher forum,” he further stated. It is learnt that consultation has been going on with different international legal firms to get their opinion on the fine. As usual THE I. L. F. will advise "Dear Terroristanis You Have a Case!

The Broadsheet LLC, based in the Isle of Man, was hired by the National Accountability Bureau during Musharraf’s regime to trace out hidden assets of Pakistanis in foreign countries. NAB signed an agreement with the Broadsheet but terminated it in 2003.

According to the Global Arbitration Review (GAR), the firm’s claim against Pakistan was worth at least $600 million, but a senior official told The Express Tribune that the claim was $340 million.

In July, the international arbitration body based in United Kingdom heard for four days a claim by the Broadsheet LLC against Pakistan and its anti-corruption body- NAB- at the London office of Allen & Overy, said the law firm representing NAB.

Former English Court of Appeal judge Sir Anthony Evans QC heard the case as sole arbitrator in a London-seated proceeding under the rules of the Chartered Institute of Arbitrators.

The Broadsheet’s dispute with NAB has a convoluted and colourful history. The company was established by Colorado businessman Jerry James and entered liquidation proceedings in the Isle of Man in 2005, before being dissolved and then revived.

Meanwhile, James established a Colorado company with the same name and negotiated an agreement with NAB in 2008 that purported to settle the dispute for $2.25 million, which NAB officials paid. He died in 2011, reportedly by jumping from the fifth-floor balcony of a Paris hotel.

In August 2016, the international tribunal judge Sir Anthony Evans upheld the Broadsheet’s arguments that the 2008 settlement was not binding on it, as James had no authority to act on the company’s behalf at the time.

The same international tribunal held that Pakistan is liable to pay damages as NAB wrongfully repudiated an asset recovery agreement with the Broadsheet and committed a tort of civil conspiracy by entering into a sham settlement with a former Broadsheet executive.

The tribunal ruled that the Broadsheet was entitled to damages in an amount to be determined. The Broadsheet was represented by Stuart Newberger of Crowell & Moring in Washington, DC.

Later, the quantum stage was started wherein the Broadsheet relied on information gathered by a joint investigation team (JIT) established by the Supreme Court of Pakistan to examine evidence concerning the Sharif family’s holdings.

The Broadsheet submitted a forensic report by expert firm, Stroz Friedberg, analysing those parts of the JIT report that were public, while Pakistan had submitted a counter-report prepared by the FTI Consulting.

The claimant also petitioned the Supreme Court to unseal volume 10 of the JIT report that could potentially serve as a basis for further damages claims. The apex court scheduled a hearing on that plea on July 30.

The PTI-led government was already facing major legal battles in world legal forums, paying billions of dollars in damages in several controversial matters, especially in Broadsheet, Karkey and Reko Diq cases.

Law ministry proposes ‘spot check’ by judges

Currently, Pakistan is facing more than three dozen cases of different nature at international courts. Even some independent power producers (IPPs) also filed cases with international arbitrators, seeking clearance of their pending dues, which amount to more than a trillion rupees.

However, legal experts are wondering that though Prime Minister Imran Khan is constituting task forces on different issues he has yet to pay attention to evolve a strategy to deal with the cases which are being contested at different international forums wherein proceedings have already been initiated against Pakistan to recover billions of rupees as claimed by several companies in different matters.

On August 22, 2017, the International Centre for Settlement of Investment Disputes (ICSID) awarded $846 million in damages to Karkey Karadeniz Elektrik Uretim AS, a Turkish power company.

According to the ICSID award, Pakistan will not only pay damages amounting to more than $800 million, but is also bound to pay $5.6 million (Rs590 million) per month as interest to Karkey.

In the Reko Diq case, the verdict is likely to be announced next year. The quantum stage has ended. Pakistan is likely to face billions of rupees award in this case as well. All the delaying tactics by the Terroristani Government will surely ENHANCE THE AWARD from BILLIONS TO TRILLIONS!

Pakistan’s Fitch Rating downgrade : What it means and what it doesn’t
Credit rating agency Fitch Ratings has recently downgraded Pakistan’s long-term foreign currency issuer default rating by one notch, from B to B-.
In its commentary on the downgrade, Fitch referred to Pakistan’s shrinking forex reserves and high debt burden among other factors.
The rating downgrade has pushed Pakistan to the lower end of the highly speculative grade.

Tough times likely for Pakistan as global watchdog expands monitoring of terror funding to state sponsors

The global watchdog on terrorism financing, financial action task force (FATF), is expanding its monitoring jurisdiction from terror groups to states who support terrorism, a development that will increase scrutiny of Pakistan that has already attracted the body’s criticism. :mrgreen:

A public statement by the FATF after its recent October plenary said for the first time that it would monitor states that fund terrorism, a move with
implications for Pakistan that was put on the organisation’s “Grey List” in June for failing to act credibly against terror financing.

In October, a public statement by FATF observed, “the funding of terrorism or the resourcing of a terrorist entity by any State remains incompatible
with the FATF standards. The FATF will remain diligent in identifying new risks associated with the financing of ISIL, Al Qaeda and their affiliates and will continue to take robust measures to ensure that these terrorist financing risks are mitigated.”

In 2018 too, FATF broadened its monitoring of terror financing with regard to Islamic State (ISIL) to include Al Qaeda and its affiliates, which would include terror groups that expressly target India such as Lashkar-e-Taiba and Jaish-e-Mohammed as they are listed under the UN Security Council’s resolution 1267.

In October, Pakistan submitted a 27-point action plan to be implemented in 15 months. After Pakistan was placed on the Grey List, Pakistan made a high-level commitment to work with FATF “to address its strategic counter-terrorist financing-related deficiencies.” Though Pakistan technically has over a year, any progress it makes — or doesn’t — will be discussed in the Asia Pacific group meetings in January and the plenary in February.(Danda getting ready to be ghumaoed on paki back sides)

From engineering student to welders : The men who were part of ISIS-inspired group busted by NIA - PTI

NEW DELHI: The National Investigation Agency on Wednesday arrested 10 suspected members of a newly formed ISIS-inspired terror outfit that was allegedly planning to carry out a series of suicide attacks in Delhi and north India targeting important political personalities, vital installations and crowded places.

The group comprises youths in the 20-35 age group who hail from middle income group families.

The members were radicalised by a UP-based Mufti, who is also the alleged mastermind and founder of 'Harkat-ul-Harb-e-Islam', which can be loosely translated as 'war for the cause of Islam', the NIS has alleged.

These are the ten men who plotted to carry out attacks in the country:

1. Mufti Mohammed Suhail alias Hazrath (29): The alleged founder of the group is a native of Amroha in West Uttar Pradesh where he works as a Mufti in a madrasa at Hakim Mahtab Uddin Hashmi Road. Presently residing in Jafrabad in northeast Delhi, he allegedly founded the group three-four months back and indoctrinated its members using online resources linked to the ISIS. A video has been seized by the agency where Suhail can be heard telling how to assemble bomb using a circuit.

It is alleged that he had tasked other team members to procure arms, explosives and other accessories to prepare remote-controlled bombs and pipe-bombs.

2. Anas Yunus (24): A resident of Jafrabad. He is a student of civil engineering at a private university in Noida. He procured electrical items, alarm clocks and batteries, etc to be used in assembling bombs in furtherance of their terror conspiracy.

3. Rashid Zafar Raq alias Zafar (23): Also a resident of Jafrabad. He is involved in garments business and was part of the group.

4. Saeed alias Sayeed (28): A resident of Saidapur Imma, Amroha, Sayeed runs a welding shop where some pistols and rocket launcher were fabricated.

5. Saeed's brother Raees Ahmad: A resident of Saidapur Imma, Amroha, UP. He owns a welding shop at Islam Nagar, near Idgah, Amroha, Uttar Pradesh. The brothers had allegedly procured 25 kilogram of explosive material and gun powder for preparing IEDs and pipe bombs and were instrumental in fabricating a rocket launcher to carry out terrorist attacks.

6. Zubair Malik (20): A resident of Jafrabad. He is a third-year BA student in Delhi.

7. Zubair's brother Zaid (22): A resident of Jafrabad. Both the brothers were part of the terror conspiracy and were instrumental in procuring batteries, connectors, SIM cards (135 recovered during searches) on fake documents and mobilising funds for buying bomb-making material. Both allegedly stole family gold to arrange the money.

8. Saqib Iftekar (26): A resident of Hapur, Uttar Pradesh. He works as an Imam in Jama Masjid, Baksar, Uttar Pradesh and helped Mohammed Suhail in procuring weapons. The agency has recovered 12 pistols, 150 rounds of live ammunition, knives and swords during searches.

9. Mohammed Irshad (in late 20s): A resident of Mohalla Qazi Zada, Amroha. An auto-rickshaw driver who was helping Mohammed Suhail in arranging a hideout for keeping the material for making IEDs and bombs. The agency has recovered 25 kg of explosive material, such as potassium nitrate, ammonium nitrate, sulphur, sugar material paste, 112 alarm clocks, mobile phone circuits, batteries, 51 pipes, remote control toys, wireless digital doorbell, steel containers, electric wires.

10. Mohammed Azam (35): A resident of Chauhan Bajar, Delhi. He runs a medical shop in Seelampur, Shahdara, Delhi and helped Mohammed Suhail arrange weapons.

Sajid Javid suggests there could be 'cultural reasons' for Pakistani grooming gangs - Joe Watts

Sajid Javid has suggested there could be “cultural reasons” that men from a Pakistani background become involved in grooming gangs.

The home secretary said it was “self-evident” that there are a high proportion of men of Pakistani heritage involved in recent cases and that it would be wrong to dismiss the possibility just to be sensitive.

It comes after he was criticised for tweeting in October about “sick Asian paedophiles” in a Huddersfield gang, who were found guilty of the rape and sexual abuse of girls as young as 11.

He made the comments on BBC Radio 4’s Today programme which was on Boxing Day guest edited by Pakistani-born writer Kamila Shamsie, who predicted the rise of a working class Asian home secretary in her most recent novel.

Mr Javid said: “I’m very much aware of the need for politicians to be careful with language as well as what they do.

“When it comes to gang-based child exploitation it is self-evident to anyone who cares to look that if you look at all the recent high-profile cases there is a high proportion of men that are of Pakistani heritage.”

He added: “There could be – and I’m not saying there are – some cultural reasons from the community that those men came from, that could lead to this type of behaviour. For me to rule something out just because it would be considered sensitive would be wrong.”

Sajid Javid said that he particularly took the Rochdale grooming scandal personally, because it involved his home town as well as men who were from a Pakistani background like him.

Mr Javid said: “I still go [to Rochdale] now and again because I have family there that I care deeply about.

“When I heard about – and there has been more than one case – grooming gangs where almost every individual involved is of Pakistani heritage ... I can’t help noting the fact that Rochdale is a town that means something to me and I am also of Pakistani heritage.”

He added: “I think it would be true of anyone that if they heard about something – in this case bad – connected to a town that was something special to them, naturally that would be a thought in their mind.”

After a group of 20 men in Huddersfield were found guilty of rape and the sexual abuse of girls, Mr Javid Tweeted: “These sick Asian paedophiles are finally facing justice. For too long, they were ignored. Not on my watch. There will be no no-go areas.” Why hide behind the "Asian Term? Why not accept the Truth by stating sick Pakistani paedophiles.

Mr Javid also defended government action to strip offenders of their British citizenship. Asked if he was concerned about the possible lack of control over paedophiles if they returned to Pakistan, Mr Javid insisted that his responsibility was to citizens in the UK.

In August, the Court of Appeal upheld a decision to strip three members of a Rochdale grooming gang of their British citizenship.

Abdul Aziz, Adil Khan and Qari Abdul Rauf were among nine men jailed in May 2012 after being found guilty of grooming and sexually exploiting a number of young girls.

British-Pakistani author Ms Shamsie wrote her novel Home Fire, which last year won the Women’s Prize for Fiction, but she started her writing career in 1998, with her novel In the City by the Sea.

Home Fire featured a character called Karamat Lone, who like Mr Javid, is Britain’s home secretary and child of working-class Pakistani Muslim migrants, who made his fortune in the corporate world before becoming a Tory MP.

The home secretary had faced backlash for a tweet earlier this year referring to “sick Asian paedophiles”.

He said he wanted officials researching the causes of gang-based exploitation to leave “no stone unturned”.

Asked by the British-Pakistani novelist Kamila Shamsie, who was guest-editing the programme, whether he was concerned that his comments may have fuelled hate crimes, he said he was “very much aware of the need for politicians to be careful with their language”.

Grooming gangs have recently been convicted in Huddersfield, Oxford, and Rotherham.

“There could be – I’m not saying that there are – there could be some cultural reasons from the communities that these men came from that could lead to this kind of behaviour,” Javid said.

The home secretary has called for research into the “characteristics and contexts” of gangs abusing children, arguing that ignoring issues such as ethnicity is more likely to fuel the far-right.

“When I’m asking my officials to go away and do research to look into the causes of gang-based child exploitation, then I want them to leave no stone unturned and to look at everything,” he added.

NAB to pay Rs8.3 bn after losing case in UK

LONDON: The National Accountability Bureau (NAB) is set to foot the bill of more than $45 million (approx Rs6.238 billion) after losing a major case at the London Court of International Arbitration (LCIA) to the asset recovery firm Broadsheet LLC -- the firm hired by the NAB during Pervez Musharraf’s era to trace assets in UK and US of more than 200 Pakistanis (called ‘targets’ in the contract) including generals, politicians, businessmen with Benazir Bhutto, Asif Ali Zardari and Nawaz Sharif as the chief targets.

Although, Broadsheet failed to produce any evidence of any kind of wrongdoing by Nawaz Sharif’s son Hasan and Hussain Nawaz, but it is now set to make a new claim against the NAB for $25 million fine imposed on him by the accountability court in Al-Azizia reference verdict. The total cost to the NAB will be over US$60 million when all costs, damages and fines taken into consideration.

The News has seen papers, which show that the total amount payable by the NAB stands at around $60 million (approx. Rs8.317 billion) on various counts, and any attempt by the NAB to wriggle its way out could only increase fines, costs and interests.

It all started in 2000 -- a year after Pervez Musharraf took over in a military coup and established NAB to investigate corruption allegations against public officials including the Sharifs. Musharraf’s government entered into an agreement with the Isle of Man-registered Broadsheet LLC in early 2000 with the task to help track down assets of Nawaz Sharif and more than 200 other politicians, generals and officials at its own expense -- in return for 20 percent of any sums recovered from the designated targets.

The News has seen the papers which show that the NAB has been held responsible for contractual damages and breach of contract from the day it signed the contract to trace assets of ‘target’ Pakistanis.

The total award to Broadsheet against the NAB is $21,589,460 against the following targets: Schon Group: $48,760 interest from 1 Jan 2013; Lakhani: $25,000, 1 July 2005; Kasmi: $85,600, 1 July 2005; Lt Gen Zahid Ali Akbar: $381,600, 1 Jan 2016; Sherpao: $210,000, 1 Jan 2018; Ansari: $180,000 (1 Jan 2005), $158,500 (1 Feb 2007) and $1,089,460; Sharif Avenfield ($1,500,000) and Sharif (other assets) $19,000,000.

The arbitration order says that “the parties are requested to calculate the amount of interest from the above dates to the date of this award (17 December 2018) and although dates of all the ‘targets’ for interest rate application has been given but no dates have been given against the work carried out against sons of Nawaz Sharif. It’s understood that Broadsheet started work against Sharifs as the first targets immediately after signing the contract in 2003.

A source told this correspondent that separate to the above costs, Broadsheet would claim $10 million from the NAB in litigation and case costs after decision in its favour. In addition, Broadsheet will seek 7 percent interest rate and the total amount in interest rate will be around $6 million. The source told that Broadsheet will seek around $6 million further from the NAB after Nawaz Sharif’s conviction and fine imposition claiming that the assets recovery firm was the first to initiate work on his alleged assets and provided paperwork to the NAB.

The source revealed that the NAB’s defence law firm Allen & Overy LLP has been paid, so far, £11 million (approx. Rs1.92 billion) and £2.5 million (approx. Rs437 million). These costs could go up if the NAB continues to seek services of this firm or any other. Another hearing is set to take place in London after a month from now in which the schedule of payments will be decided.

Broadsheet LLC, based in the Isle of Man, was hired by the NAB during Musharraf’s regime to trace hidden assets of Pakistanis in foreign countries and a contract was signed for the jurisdictions of America and Britain. Broadsheet alleges that the NAB terminated it in 2003. It launched a claim of around $600 million against the NAB but the NAB said that it’s for $340 million.

Litigation against the NAB and Broadsheet LLC has been going on for many years but the last hearings of four days took place in the end of July this year where former English Court of Appeal judge Sir Anthony Evans QC heard the case as sole arbitrator in a London-seated proceeding under the rules of the Chartered Institute of Arbitrators.

Colorado businessman Jerry James formed Broadsheet LLC as an offshore company. He filed for liquidation proceedings in the Isle of Man in 2005, before being dissolved and then revived. He then established a Colorado company with the same name and negotiated an agreement with NAB in 2008 to settle the dispute for $2.25 million. The NAB made two payments after that: £2.25 million was paid to another law firm and £1.5 million was pad to Jerry James and in the later deal the then High Commissioner Abdul Basit was a witness. The NAB paid US$ 1.5 million to Jerry James despite the knowledge that Broadsheet had gone into liquidation and Jerry James did not represent the appointed liquidator.

Broadsheet argued that the NAB broke terms of the contract and entered into agreements with the ‘targets’ without notifying it and therefore depriving it of the share as agreed. In August 2016, the international tribunal judge Sir Anthony Evans upheld Broadsheet’s arguments that the 2008 settlement was not binding on it and it was established that James had no authority to act on the company’s behalf at the time. It was also ruled that Pakistan is liable to pay damages as NAB wrongfully repudiated an asset recovery agreement with the Broadsheet and breached contract. It said that the payment agreement between the NAB and Jerry James was a sham. It was declared that Broadsheet was entitled to damages but the full extent will be determined later.

The matter reached before the Supreme Court of Pakistan after Broadsheet LLC requested to the apex court for the release of a copy of Volume-X of the joint investigation team (JIT) report on the Panama Papers. Both Attorney General for Pakistan (AGP) Anwar Mansoor Khan and Prosecutor General NAB Asghar Haider opposed the contention of Broadsheet regarding obtaining Volume-X of the JIT report.

Latif Khosa, the counsel for Broadsheet LLC, argued if the Volume-X of the JIT report is not provided then it would have a negative impact on the arbitration pending before Sir Anthony Evans, sole Arbitrator of International Arbitration in the United Kingdom.

Justice Azmat Saeed said that a three-member bench on 10-07-2017 while hearing the PanamaLeaks case had passed the order that Volume-X of the JIT report would remain confidential.

PM’s aide says free trade accords with China to be revised - Mubarak Zeb Khan

ISLAMABAD: The Pakistan Tehreek-i-Insaf government on Wednesday reiterated its plan to revise the existing free trade agreements (FTAs) with China, on the plea that these had proved counterproductive for the country’s industrial sector.

Adviser to the Prime Minister on Commerce Abdul Razak Dawood announced this while speaking to the business community at the Islamabad Chamber of Commerce and Industries (ICCI). He was seeking feedback from the business community of the federal capital for his forthcoming policies on industrial and trade.

As part of revising the existing FTAs, Mr Dawood said the PTI government would sign the revised free trade agreement with China by June 2019. Both countries have already held more than 10 rounds of talks, but Beijing is not willing to extend concessions to Pakistan which it provides to other partner countries.

In the first weeks of November this year, Prime Minister Imran Khan visited China. Soon after the visit, the adviser on commerce announced that Pakistan would get market access worth $1 billion in exports to China during the current fiscal year.

But this claim now seems to have hit an impasse as the adviser said that an official delegation would soon leave for China to negotiate the market access proposal with the Chinese commerce ministry officials. The proposed visit of Pakistani officials shows that any package from Beijing will be a part of the second phase of the China-Pakistan FTA.

The volume of trade between the two countries has seen a significant jump during the last decade. The bilateral trade, which was $4bn in 2006-7, reached an all-time high of $17.4bn last year. The increase in trade came following the China-Pakistan FTA signed on Nov 24, 2006 and implemented from July 1, 2007.

Talking to reporters after the meeting with ICCI officials, Mr Dawood said Pakistan was the net losers of these FTAs, especially with Indonesia, Malaysia and China, adding that the ill-advised free trade agreements led to closure of industrial units in the country. As a result, he said, the overall export proceeds from the country also fell to $20bn from $25bn in the last five years.

After China, the adviser said, Pakistan would also renegotiate the FTA with Malaysia to reduce trade deficit between the two countries.

Imports from Malaysia are more than $1bn while exports stand at $150m.

Mr Dawood also announced that the PTI government would not negotiate any new free trade agreement with any other country. He said the government would soon announce broad contour of the proposed industrial policy, adding that he would brief the prime minister on the policy in the first week of January.

The focus of the policy will be on promoting investment in the export sectors. The adviser said that new sectors like engineering, chemicals, information technology and agriculture would be encouraged through incentives to enhance the country’s export proceeds.

Under the proposed tariff policy, he said, duty on raw materials would be reduced. The policy would be finalised by the next budget, he said, adding that duty structure would be rationalised on several products in the budget.

Mr Dawood said the proposed policies would encourage industrialisation in the country.

The bodies were lying at the spot until the report’s filing while the police were trying to send the dead bodies for postmortem. A First Information Report (FIR) was not registered until late evening.

At least three coal miners died while two others were rescued when a mine collapsed in Balochistan's Dukki district on Thursday morning, District Police Officer (DPO) Sardar Hashim told DawnNewsTV. The police official said five miners were working thousands of feet deep inside a mine, when it suddenly collapsed.

A large number of coal miners reached the site of the incident and launched rescue efforts on their own to ensure the safe recovery of the trapped miners. However, only two miners could be rescued alive from the collapsed mine. Bodies of the three deceased miners have also been recovered.

"There are almost no safety arrangements for life security of miners," said Bakht Nawab, an official of the coal miners association in Balochistan. The regulations framed under the Mines Act, 1923, stipulate a fairly extensive safety and labour welfare regime that must be enacted and observed at all mines. Under this Act, the key position empowered to carry out and verify the implementation of the Act is that of the chief inspector and the inspectors appointed, pursuant to the 18th Amendment, by the provincial governments. "Rules are mere in papers rather than in practice," said Sultan Muhammad Khan, the central leader of Pakistan Central Mines Labour Federation (PMCLF).

According to the PMCLF, casualties from accidents among labourers working in coal mines range from 100 to 200 every year. Coal mining has historically been fraught with hazards, which are similar to those associated with the aftermath of natural disasters: suffocation, gas poisoning, roof collapse, rock burst, gas explosions and a plethora of lung diseases, including incurable diseases like coalworker's pneumoconiosis, also known as black lung disease. In the past eight years, more than 318 labourers working in coal mines have been killed in the course of their employment in Balochistan.

Just in the first eight months of this year, at least 50 miners have died in Balochistan and in August alone, 17 coal miners lost their lives in two separate incidents. In one of these incidents, labourers were digging 300 feet deep in a coal mine owned by a local company in Bolan district, where they reportedly suffocated to death on account of lack of oxygen. The other incident occurred due to an explosion in a coal mine in the Sanjdi area of Balochistan, claiming the lives of 15 labourers.

According to government sources, there are at least 20,000 labourers employed across Balochistan in 2,500 mines.

HAVELIAN (Dunya News) – Police found body of a three-year-old minor girl on Wednesday who was murdered after rape in village Kayala in the jurisdiction of Havelian Police Station. According to details, three-year-old Faryal went missing on Tuesday afternoon from outside her house. Her parents filed a report in the Havelian Police Station after which police launched a search operation under the supervision of DSP Cadet Ijaz.

Police found the body of the minor girl from the jungle near village Kayala and shifted the body to Havelian Hospital. DPO Abbottabad Abbas Majeed Marwat and DSP Sonia Shamroz also reached the hospital after the incident. The post mortem at the hospital revealed that Faryal was killed after rape. Police have registered a case and launched a search operation to arrest the culprit.

KARACHI: A policeman was killed and another was wounded in firing near Old Golimar area of the port city late Wednesday.

According to police, the firing incident occurred in Old Golimar area when both the cops were on their way back to home on a motorbike after being relieved of duty. Unknown assailants stopped them at Rexer Bridge and opened fire on them. The injured personnel were shifted to hospital, where one of them succumbed to his wounds while the other remains under treatment. Police officials found five casings of 9mm bullets from the site of the incident. They said they were investigating the matter.

KARACHI: A worker of the Mohajir Qaumi Movement was shot dead Thursday night outside his residence in Lines Area, authorities confirmed, in what comes as yet another incident of target killing.

According to police, the worker, identified as Hammad, was also an employee of the Karachi Development Authority (KDA). He was sitting outside his house when unidentified assailants opened fire and killed him. At least nine shells from a 9mm pistol were recovered from the crime scene, police said.

Govt to provide forex for CPEC debt repayment - Shahbaz Rana

ISLAMABAD: The government of Pakistan is legally bound to ensure the provision of foreign currency for debt repayment to Chinese financial institutions by investors of power plants set up under the China-Pakistan Economic Corridor (CPEC) and for the repatriation of profits by them, says a bilateral agreement.

Unlike other independent power plants that are operating under the IPP policy, the power plants being set up under the CPEC umbrella have been ensured preferential treatment.

The government of Pakistan and the government of China in November 2014 signed the agreement on CPEC Energy Projects Cooperation that gives legal cover to the rights of investors and their financiers.

A working by the Ministry of Planning showed that Pakistan would have to return $40 billion to China in the next 20 years on account of repayment of debt and dividends of the projects established under CPEC.

An amount of $7.5 billion will be repaid by the government of Pakistan against $5.9 billion in principal loans taken for infrastructure projects. Out of the remaining over $32 billion, nearly $20 billion will be paid to Chinese financial institutions on account of debt repayment by investors and $11.3 billion will be paid in dividends to the investors of power plants.

In response to an article appeared in The Express Tribune on Wednesday, the Ministry of Planning stated “the energy projects are being executed purely under the Independent Power Producers (IPPs) mode and finances are mainly taken by private companies against their own balance sheets”.

It added that the dividends of the energy projects were also based on profit and loss and were subject to an individual company’s financing policies, therefore, CPEC was not imposing any burden with respect to loan repayment and energy sector outflows.

The planning ministry did not contest the figures quoted in the story on account of capital outflow due to repayment of the debt taken for setting up the power plants and dividend payments.

The 2014 treaty binds the government of Pakistan to provide foreign currency to these investors.

Article 6 of the treaty says “Pakistani party agrees to provide each year during project’s operation period through the SBP, for all of the company’s transactions related to the project that require foreign currency, in case such foreign currency is not available through authorised banks in Pakistan. Pakistani party commits initiating a mechanism for expeditious conversion of revenue of power plants.”

This suggests that the repayment of these loans and dividends will also be the headache of Pakistan government, at least to the extent of provision of dollars amid low foreign currency reserves of the country.

Planning ministry’s spokesman on CPEC Hassan Daud Butt did not respond to the question whether it was not the responsibility of the government under the 2014 treaty to ensure availability of $32 billion in foreign currency for repatriation to China in the next 20 years.

The planning ministry working showed that in the current fiscal year 2018-19, the Sahiwal power plant would give $137.53 million in debt repayment and another $97.9 million in dividend payment.

Commercial loans for setting up power plants have been arranged at an interest rate of London Interbank Offered Rate (Libor) plus 4.5%. However, it is the return on equity, which in some cases, is as high as 34.2%, which will cause the outflow of $11.3 billion.

Private sector loans have been secured for a term of 10 to 12 years and a grace period of three to four years, according to the planning ministry’s presentation.

Infrastructure projects are financed through concessionary bilateral loans from China for a period of 20 years and a grace period of five to seven years.

But the last government was of the view that high return on equity had to be given to make these projects attractive, as people were not ready to invest in coal-based projects.

The Chinese investors of the energy projects also enjoy other preferential treatments. Article 3 of the agreement promises tax exemption of interest income accruing from the commercial loans by the Chinese commercial banks. This means that Pakistan has foregone tax on $4.42 billion profit that Chinese financial institutions would earn on $15.42 billion loans for the energy projects.

Butt did not respond to the question whether such exemptions have also been given to the IPPs that are operating outside the ambit of CPEC.

Article 5 of the same agreement says that a revolving account shall be opened within 30 days of commercial operations of every power project, into which the money no less than 22% of the monthly payments for the respective power projects shall be deposited. This arraignment has been done to protect the Chinese investment from adverse impact of the circular debt.

Butt did not respond to whether this facility was also offered to IPPs working outside the ambit of the CPEC.

Pakistan set to issue 'Panda bond' in Chinese currency - Shahbaz Rana
ISLAMABAD: The federal cabinet on Thursday approved the issuance of Pakistan’s first renminbi-denominated bonds to raise loans from Chinese capital markets, as the country gradually moves towards giving the Chinese currency a status at par with that enjoyed by the US dollar.
The cabinet approved the issuance of the maiden renminbi-denominated ‘Panda Bonds’ during its meeting presided over by Prime Minister Imran Khan. The Finance Ministry did not seek the cabinet’s nod for the size of the bond at this stage, although it expects to raise $500 million to $1 billion in different tranches. At least one tranche is expected during the current fiscal year.
Finance Minister Asad Umar told the federal cabinet that the interest rate may range above 5.5% but the final price can only be determined at the time of launching the bond.

I remember Musharraf boasting a decade back that SUPARCO engineers, technicians & scientists were better than ISRO's, didn't he? Pakistan has a chance to prove it now

Pakis have already announced that a madrasa educated mullah will be sent to Space in 2022 (on chinese vehicle). In their quest for eqal equal they have also announced High Speed railway between Karach and Peshawar inspite of the chinese openly asking if there are enough paksitanis who will be able to afford the ticket rates. :rotfl:

We should announce more grand goals and plans and see the pakis tying themselves into a race that they cannot win and put themselves in financial jeopardy and hardship in trying to achieve equal equal with India.

The Pakistani establishment knows full well they have no hope of competing against India. These bombastic statements pander to a cultural Muslim Panjabi preference for a peculiar type of autistic belief. Pakistan will beat India when it has better generals/politicians/benefactors/rains/satellites/cricketers. It is a straw that the drowning clutch. Without the fig leaf the present is too painful to contemplate, the junta gives them a morsel and they awam turn it into a feast to satiate their hunger.
