Those are some very serious allegations. Has it always been like this for UPSC? IISC , ISRO , RRCAT , BARC, TIFR they don't select via UPSC. also, just because these people are smart(they have to be, in order to beat the competition) does not mean they can't be leftist, especially when the system is loaded that way. if nothing else, consider this. on an average a succesful candidate takes 2-3 attempts to clear the exam. throughout those three years he/she would devour the hindu every single day, make notes from it and commit its opinions and 'facts' to memory.
can you not imagine what 3 years of that can do to your worldview, especially when you are in your early 20's and don't know any better ?

It looks like Pappu is in real trouble over the citizenship issue due to a complaint from an independent candidate in Amethi. EC has deferred evaluation of his nomination till next week.

I know some things about UK citizenship because of personal experience with having a UK born parent and associated unexpected complexities. Generally speaking:
* if you're born before 1983 and father is UK born, you're British
* If born before 1983 and mother is UK born, you can register as British
* If born after 1982, you're British if either parent is UK born
Note that the above is true even if you are born in India. None of this applies to RaGa since he has no UK born family (unless he was in fact born in UK and not in India - in which case he's UK citizen by birthright). What's more likely is that he's naturalized. This is straightforward in UK - 5 years on general visa gets you Indefinite Leave to Remain (ILR) - what they call permanent residence, which can then be transformed to naturalized citizenship after 1 year. The timelines may be compressed with Home Secretary. RaGa was a UK resident from mid 90s to mid 2000s. Vijay Mallya has ILR, I've read.
Separately, there's claim to Italian citizenship, which is:

I have been saying this for years. A quick reminder for those who wish to know how the Cantab system works is that the MPhil for Land Economic, Dev Studies are usually granted to sportsmen mainly rowers and rugger buggers to burnish their academic status and credentials. In addition they are granted to the offspring of middle eastern potentates whom the UK government wishes to court. AFAIK, commonwealth citizens are eligible to vote in UK under some conditions(not sure what those are). one of my friends voted while doing his post-doc there. He was certainly an Indian citizen at the time.rgosain wrote: ....

Sad to say that the matter is still pending without any action and the concerned people were busily burnishing their rusty and corroded halos in the high hopes of snagging the gaddi in the raj bhawan but their hopes were very rudely dashed.

UPSC recruits only for central govt & UT. likewise state PSC's conduct exams for state govt recruitment.

The Brits realized that keeping this door open to rich or powerful "escapees" from their 30+ erstwhile colonies would be beneficial to them. It is a major reason why a large number of Indian crooks and fugitives with enough money will head for the UK where they enjoy unparalleled civic rights and amenities.
And this is also why I have been saying for years that India should leave the "commonwealth" immediately AND (in the event that UK does not recognize Indian withdrawal) debar Indian citizens from seeking "commonwealth citizen" benefits such as voting, running for parliament, etc. Doing this will have a huge effect: the UK will no longer be an attractive destination for crooks/frauds/other doubtful characters to escape from India.

That’s right , commonwealth citizens resident in UK can vote there . However, the fact is that this is UK law and not Indian law . In its strictest interpretation , the act of voting in a UK election by an Indian National can be interpreted as an act of relinquishment of Indian citizenship since you’re participating in an act of selecting another government .
This dichotomy also exists in citizenship matters . Let’s say you’re born in UK because your Indian parents where professionally involved there running the UK side of an Indian business . You return to India , grow up here and only ever have an Indian passport .

The Nehruvian influence was known, but IIRC retiremment age is 60 for IAS. The people who are well established in the IAS should be their mid to late 40s. The issue is not when people were born , the issue is with mindset behind seeking a government job. How many say they want to serve or give versus how many are attracted towards it because once you are in you are all set for life . That mindset remained unchallenged until the private sector bloomed post late 90s . Back in the day if you had to swallow your pride and take a job you had to because there was no other option however that is not the case today , for proud and able there are options on the table today more importantly there is better awareness .

Like JNU many levers of power did not/has not changed much even with change in govt twice. The old guards vigorously defend their turf. Academia/media/services have not changed much. I hear that the babus in Delhi hate the Modi govt with all their might. One reason why lateral recruitment has started is to break their monopoly. All these IPS/IAS associations pontificating on Karkare are C-system relics. The only exception is in the armed forces for the simple reason that the profession needs some degree of love and sacrifice for the nation. The babus don't need that.

The difference between wanting to serve vs. job security is always there. That said, world views within India have changed, IMO somewhat better with more recent generations.
Anyway all of this is off topic and I won’t say anymore to derail this thread. I have relatives appearing for UPSC exams and I know their world view is more like mine. Perhaps having this view will keep them from being selected.

The UPSC and associated issues need better publicity . After GE2014 there were demands here as to why GoI cannot getthigns done better / faster . Well, winning a GE even by a majority only gets you control of the lower house of legislature and the executive . It does not give control of the upper house , and more importantly , doesn’t give control of the administrative ‘steel frame’ of the country . The control of the latter is an entirely separate endeavor to be accomplished over a longer timeframe .
