New Delhi: The abrogation of Article 370, which gave special status to Jammu and Kashmir, has cleared the decks for Prime Minister Narendra Modi to take steps to stop the flow of excess river water into Pakistan.
The government has initiated a feasibility study to devise ways to do so without violating the Indus Waters Treaty's contours.
While Pakistan has criticised India for not adhering to the treaty, Jal Shakti (Irrigation) Minister Gajendra Singh Shekhawat told IANS on Wednesday India had "full right" over its waters. "What we do with our water is our internal matter. Mujhe Pakistan se koi approval nahi chahiye (I don't need any approval from Pakistan)," he said.
"The techno-feasibility study is underway. Once ready, I will take it to the cabinet for approval. There should not be any problem as we have maintained that the treaty is not distorted," the Minister said. But how long the study would take was difficult to say, he added. Shekhawat said multiple tributaries flowed into the primary rivers. "They come under India's control. We can take a decision on this water without any outside interference," he said. "We are not talking about water that belongs to Pakistan," he said.

When UNICEF Goodwill Ambassadors "speak in their personal capacity, they retain the right to speak about issues that interest or concern them," Stephane Dujarric, the spokesperson for Secretary-General Antonio Guterres, said at his daily briefing on Thursday in answer to a question about Chopra.
"Their personal views or actions do not necessarily reflect those of UNICEF," he added.
But, he said: "When they speak on behalf of the UNICEF, we expect them to adhere to UNICEF's evidence-based impartial positions."
About their role, he said: "The UNICEF Goodwill Ambassadors are prominent individuals who have agreed to generously volunteer their time and their public profile to promote children's rights."
Chopra has been hit by a barrage of criticism and trolled ever since she tweeted on February 26, a simple statement, "Jai Hind #IndianArmedForces," followed by emojis of the Indian flag and namaste.
Online petitions calling for her ouster from the ambassadorship were launched soon after have gathered thousands of signatures.
Pakistan has intensified criticism of her after India rescinded the special status of Kashmir.
Pakistan's Human Rights Minister Shireen Mazari wrote this week to UNICEF Executive Director Henrietta Fore demanding Chopra's removal as a Goodwill Ambassador accusing her of "jingoism and support" for the Indian armed forces.
Mazari alleged that Chopra showed "support for war, including a nuclear war," even though the actress and 2000 Miss World has not said anything (As usual Paki is caught lying)beyond the tweet made in the aftermath of the carbomb attack by Pakistan-based Jaish-e-Mohammed that killed more than 40 Central Reserve Police personnel and the Indian Air.

Inaction on terror funding could see Pakistan in black list.
Pakistan faces an uphill battle at the Asia-Pacific Group (APG) for inaction on terrorism finance and money laundering and its poor compliance may keep it on an extended grey list or, as some members said, tip it over into the black list that will bring stiffer restrictions.
Pakistan failed on 10 of the 11 parameters it was assessed on. APG is the regional affiliate of the Financial Action Task Force (FATF) and its decisions have a large bearing on the organisation’s decisions on Pakistan.
At the annual general meeting in Canberra, APG is currently assessing Pakistan’s Mutual Evaluation Report on strengthening anti-money laundering and countering financing terrorism safeguards. APG’s decision will be made public on Friday.
Reza Baqir, governor of Pakistan’s State Bank, is leading a 10-member team to defend Pakistan’s actions. Thus far, Pakistan’s performance on regulation and supervision of its financial sectors has been assessed as poor.
An official statement by the Pakistan finance ministry, however, says “The report does not cover areas in which government of Pakistan has made substantial progress since October 2018”.
A thumbs down at Canberra is not good news for Pakistan as it again puts the spotlight on its inability and even sponsorship of terrorism at a time when it is waging a desperate diplomatic battle against the defanging of J&K’s special status.
At the APG meetings, things don’t look good for Pakistan. It has said it has improved systems and actions on 50 parameters, but the claims have not not yet stood up to scrutiny. Pakistan has also got failing grades in 32 of 40 compliance parameters.
Pakistan has till September to take action on 27 items before the FATF plenary in October. According to reports, Pakistan submitted its compliance report on FATF to the APG as well, which is being assessed. But Pakistan’s non-compliance may make it difficult for APG and FATF to pull Islamabad out of hot water. Despite having “all weather” ally China as the chair of FATF, Pakistan faces a bleak future on terror funding.
China will certainly try to prevent Pakistan’s blacklisting in FATF as will Turkey and Saudi Arabia. US is more likely to use the grey list as leverage to get Pakistan to behave more responsibly — both in respect to the Afghan peace process and on terror against India.

Heard on a WA group that this blacklisting is only by the Asia Pacific group of the FATF and thus not equivalent to a full blacklisting by the FATF itself. Can any knowledgable maulana clarify?

I don't know how the FATF works but Asia Pacific group FATF's recco will be difficult to ignore by the full group BUT the gap does exist.

FATF was established by G7 in 1989 in response to the threats posed by money-laundering. FATF-style Regional Bodies (FSRBs) have since been set up in Asia-Pacific (APG) and Eurasia (EAG) which coordinate with the FATF. The FSRBs are associate members in the FATF which permits them to attend FATF meetings and intervene on policy and other matters. India became a member of the APG in March 1998 and a member of the FATF in June 2010. India is also a member of EAG.

I doubt that the regional verdict will be overridden especially if it is backed by data driven process. Someone will have to deploy a lot of political capital, call in a lot of past favors and create a lot of future obligations.
Will China do all the above for Bakistan and more importantly will others ignore the data and the process to buy that? Time will tell but I will bet that the regional finding will prevail.

Actually US, Canada, Australia, Japan, Korea, Malaysia, New Zealand, Singapore, Thailand, Hong Kong are all members of APG. So basically that is 3/4th of world economy right there.

India, however, argued that the information will only be provided pertaining to "extraordinary discharges and flood flows".
The national daily, the Times of India reported that since the signing of an agreement with Pakistan, India renewed the agreement as a goodwill gesture. But this year amid tension between two countries after India abrogated the abrogation of Jammu & Kashmir's special status and the bifurcation of the state into two Union Territories, India has decided against renewing the agreement.
PK Saxena, Indian Commissioner for Indus Waters, "This agreement was not renewed in the current year by us." He further said that the Indus water treaty signed between two countries in 1960 for water sharing will continue to be in place. "India as a responsible nation is committed to the provisions of the IWT," he added. Interestingly, India and Pakistan signed an agreement in 1989 to share hydrological data during flood season between July 1 and October 10. He said, "This was the arrangement beyond the IWT provisions as a gesture of goodwill from India. This arrangement was being renewed every year since 1989 with modifications as and when required."

Dawn has an article quoting Pa^i finance ministry denying 'Indian media reports'. I think they are hiding behind a technicality whereby they have not been officially blacklisted yet.
Indian media on their part are reporting based on leaks and the APG press release does not state anything about blacklisting or give any details on the Pa^i specific discussions. Their counter to it is that APG etc press releases do not usually have these kinds of statements.
To put in differently, it looks like Pa^is have gangrene in their leg. Indian media says Pakis have lost a leg (some are jumping the gun a tad and saying that their leg got amputated). Pa^is are saying, 'Indians are lying' see, we very much have our leg. Indian media are certainly putting a spin on the news, but it looks like Pa^is have a real problem.

Over 520 senior delegates from 46 jurisdictions and 13 international organisations came together in Canberra, Australia during the week of 18 – 23 August 2019 to convene the APG’s 22nd annual meeting and annual technical assistance forum. The event was chaired by Deputy Commissioner Leanne Close of the Australian Federal Police and Mr Abu Hena Mohd. Razee Hassan, Head of the Bangladesh Financial Intelligence Unit.
During the week, APG members adopted six significant mutual evaluation reports. The reports - for China, Chinese Taipei, Hong Kong, China, Pakistan, the Philippines and Solomon Islands - were analysed and discussed in detail over two full days and will now be subject to post-plenary quality and consistency review prior to publication. Final publication on the APG website is expected in early October 2019. The APG also adopted a number of follow-up reports for APG members and for joint APG/FATF members and also agreed on revised evaluation procedures for the coming year reflecting recent changes to global procedures.
APG members adopted a CFT Operational Plan as part of a global strategy to address the concerns related to terrorist financing. As part of this plan, the plenary agreed to undertake a typologies and implementation project examining the financing and facilitation of foreign fighters and returnees.
Also discussed and adopted were the following important typologies reports:
APG/EAG report on Terrorism Financing & Proceeds of Crime (including Organised Crime). The report identifies techniques and trends associated with the use of proceeds of crime including from organised crime for financing terrorism. The report is expected to be published in November 2018.
The 2019 APG Yearly Typologies Report includes approximately 135 cases received from 19 member jurisdictions and APG observers.
Members agreed on a new joint project with the Alliance for Financial Stability with Information Technology – to develop a workshop to be held in early 2020 on the application of FATF Guidance on Digital KYC to the Asia Pacific region following its adoption/publication by the FATF in February 2020.
The APG’s Annual Forum on Technical Assistance and Training held in tandem with the annual meeting included 30 meetings over five days, comprised of 26 individual sessions between members and donors of AML/CFT technical assistance. Three sub-regional meetings were also convened. These discussions led to important information-sharing and coordination mechanisms among the APG’s members, observers, donors and providers.

KSE-100 is down 1.68%; it's downward decline started right at the time of the media reports on FATF; then it seemed to recover after lunch before plunging further. Yet, it did explore deeper depths earlier this week.

FATF meeting is in October. This decision by APG has an implication on FATF decision. Pakistan still has the support of China, turkey etc in FATF and therefore can avoid a blacklist. However APG declaring Pakistans effort as inadequate means that Pakistan will find it hard to get off the greylist.
Pakistan being placed on enhanced expedited follow up list seems to be credible. Pakistan ministry of finance itself has issued that statement. Technically speaking there is no "blacklist". There is only "Enhanced expedited follow up list" which is the lowest rating by APG. so Pakis are "technically correct" in claiming they are not blacklisted.
For FATF again there is no "blacklist" there is only "Non cooperative countries list".

Just like Nazis/Hitler, the only language Modi/RSS understand is FORCE. If nothing else works SOON, Pak must look into the prospects of a limited war along the LOC with confidence that Ind will never risk an all out war keeping in mind the nuclear capability of both countries.

Even if the FATF committee wants to black list they cannot as Paksitan is assured of votes by 3 countries China, Malaysia and Turkey to avoid the listing.Per the rules at least 3 votes are required to avoid going into the black list. What it will find difficult is to get 9 votes in its favor to get off the grey list.
