At least four police personnel were martyred and 12 others, including some policemen, wounded in a blast near a mosque in the Satellite Town area of the provincial capital on Monday night.

The blast took place shortly after a police van arrived at the site to provide security to the people offering taraveeh prayers at the mosque, officials said.

This was the second major terrorist attack in Balochistan within the last three days, as previously a luxury hotel in Gwadar came under attack.

“The police vehicle carrying personnel for mosque security was targeted in the blast in which our four personnel of Rapid Response Group (RRG) lost their lives, while the condition of another was stated to be serious,” said Quetta DIG Razzaq Cheema while speaking to Dawn.

The officer said an improvised explosive device planted in a motorcycle went off close to the police van. Sources said unidentified people parked the explosive-laden motorbike near the mosque in Satellite Town area and detonated it by remote control when the police van arrived there.

US chartered plane to carry 65 deported Pakistanis tomorrow

WASHINGTON: Two weeks after the Trump administration imposed visa sanctions on Pakistan, a special chartered plane will be bringing some 65 citizens deported by the United States.

All these individuals were detained and prosecuted for immigration violations, criminal conduct and other serious charges. The United States has arranged a special chartered plane to send these detainees back to Islamabad on Wednesday (tomorrow).

The decision to get these individuals back came on the heels of a warning issued late last month that the imposed visa sanction policy might also withhold visas of Pakistani senior officials and not just of ordinary travelers.

Pakistan was the latest to join the list of ten countries that are facing such sanctions under a law according to which countries refusing to take back deportees and visa over-stayers could be denied America visas.

Under Section 243 (d) of the Immigration and Nationality Act, the secretary of state is required to discontinue granting immigration or non-immigrant visas to a nation upon receiving notice from the Homeland Security Secretary that the country has denied or is unreasonably delaying accepting a citizen, subject, national or resident of that country.

The State Department had not clarified the extent of these sanctions, though it said that it was a bilateral issue of ongoing discussion between the two countries. A senior Pakistani official at the embassy here confirmed to The News that the discussion to resolve the matter was ongoing, but claimed that the reports of sanctions regime were misleading.

"Visa matters are dealt with on the basis of reciprocity," the official said, adding that both countries remain engaged in talks to refine visa related policies. He said the situation was being monitored and had improved as a result of which Pakistan had revised its visa policy and included the United States in its list of countries whose businessmen can avail themselves of long-term visas and even on-arrival visa facilities.

The embassy official also said there were no such sanctions imposed, but the matter was about some individuals and after which both sides had clarified their positions and since have been in discussions to resolve the issue.

Bailing out for a Terrorist State - Ajit Kumar Singh, South Asia Terrorism Portal (SATP)
Announcing the 22nd International Monetary Fund (IMF) ‘bail-out’ for Pakistan in last 60 years, the IMF in a release on May 12, 2019, stated that “the Pakistani authorities and the IMF team have reached a staff level agreement on economic policies that could be supported by a 39-month Extended Fund Facility (EFF) for about US$6 billion”. The release, however, went on to add that “this agreement is subject to IMF management approval and to approval by the Executive Board, subject to the timely implementation of prior actions and confirmation of international partners’ financial commitments”. Among other “commitments”, Pakistan is expected to continue “anti-money laundering and combating the financing of terrorism efforts.” Given past history, the approval is all but certain, even without Pakistan fulfilling these commitments. Crucially, the commitment related to terrorism is unlikely to be fulfilled.

Pakistan became a member of IMF on July 11, 1950, and received the first IMF ‘bail-out’ in 1958. According to IMF data, another 20 ‘bail-outs’ have been provided in 1965, 1968, 1972, 1973, 1974, 1977, 1980, 1981, 1988, 1993, 1994, 1995, 1997, 2000, 2001, 2008, and 2013. A total of Special Drawing Rights (SDR) 19.38 billion [1 SDR=1.38 USD] was agreed to, of which SDR 13.79 billion was withdrawn.

Apart from the IMF ‘bail-outs’, Pakistan has also received generous financial aid packages from other prominent international economic agencies, including the World Bank and Asian Development Bank. World Bank data indicates that, between 1970 and 2017 (the latest available data), the bank provided loans amounting to USD 15.3 billion to Pakistan. Abdul Hafeez Shaikh, Pakistan's Minister for Finance, Revenue, Economic Affairs & Statistics, confirmed on May 12, 2019, “So Pakistan will get $6 billion from the IMF, and in addition we will get $2 to $3 billion from the World Bank and Asian Development Bank in the next three years.”

Nor has economic support from individual countries like the United States stopped. A total of USD 837 million was given in aid by the US to Pakistan in 2017.

Before securing each tranche of such support over the past decades, Pakistan has given assurances regarding its ‘fight against terrorism’, but has essentially remained a ‘minimal satisfier’, going through some formal motions of compliance, while leaving the capacities and capabilities of terrorist formations operating from its soil, under state protection, into the neighbourhood. For instance, in order to secure the latest ‘bail-out’ as well as to escape the possibility of economic sanctions that could result from a Financial Action Task Force (FATF) blacklisting over non-implementation of its recommendations, Pakistan adopted some cosmetic measures. On March 5, 2019, the Government banned Jamaat-ul-Da'awa (JuD), led by Hafeez Saeed, the mastermind of the 26/11 Mumbai (India) terror attacks which resulted in the death of 166 persons. Its front organization, the Falah-e-Insaniat Foundation (FIF) was also banned on the same day. Later, on April 18, 2019, the Government banned the Pak Turk International CAG Education Foundation (PTICEF). Pakistan's Supreme Court on December 28, 2018, had declared the PTICEF a terrorist organization and directed the Government to ban the Turkish charity, linked with US-based Muslim cleric and educator Fethullah Gulen. Again on May 10, 2019, the Government proscribed nine organistaions affiliated with the JuD and the FIF. According to the National Counter Terrorism Authority (NACTA) Website, as on May 10, 2019, 71 organisations were proscribed.

Ironically, given the past record, it can be safely argued that all these steps are a mere eyewash. Indeed, exposing the utter superficiality of these measures, on April 18, 2019, Prime Minister Imran Khan appointed Brigadier (Retd.) Ijaz Ahmad Shah as the Federal Minister of Interior. Shah allegedly has long standing links with terrorist formations {He was ISI's handler for Omar Saeed Sheikh. It was he who protected Omar for several days after the Daniel bPearl incident} . Bilawal Bhutto, the chairman of the Pakistan Peoples Party (PPP), after Shah’s appointment, queried, "Are you trying to send a message to the world that we have terrorists and the abettors of terrorists in our Cabinet?" Bilawal Bhutto’s mother, former Prime Minister Benazir Bhutto, in a letter written to the then President Pervez Musharraf months before her assassination, on December 27, 2007, had named Shah among four suspects who should be investigated if she was killed. Author and analyst Ayesha Siddiqa, referring to Shah’s appointment, observed, "The biggest controversy is his links with the Afghan jihad and figures like Omar Saeed Sheikh." Omar Saeed Shaikh had masterminded the abduction and killing of Wall Street Journal correspondent Daniel Pearl in 2002.

There is no visible change in Islamabad’s policy of using terror as a ‘strategic asset’ over the past decades. Pakistan has repeatedly been on the cusp of being declared a terrorist state since 1998. Yet, the generous financial aid packages and support from individual countries continue to pour in, enabling Rawalpindi to channel substantial support to its terrorist proxies. Pakistan’s deception is based on the simple argument that, denied international economic assistance, the country would implode and rogue elements would take control, threatening world peace. Unwilling to confront the challenge of dealing with Pakistan’s enduring duplicity, the international community has been a willing dupe, feigning ignorance of Pakistan’s continuing deceit, and keeping a criminal state on perpetual life support through a succession of financial ‘bail-outs’ and relief packages. Such blind indulgence can only encourage Pakistan to continue with its manufacture of terrorism in the South Asian neighbourhood, and beyond.

Pakistan airspace to remain shut for Indian flights till May 30 - PTI

It was obvious that Pakistan was using the closure as a punishment tool. India will have to get used to this antic. We must ruthlessly increase Pakistan's costs everywhere, across the board.
“The top officials of Defence and Aviation Ministries held a meeting on Wednesday to reconsider opening its airspace for Indian flights. They decided that Pakistan’s airspace will remain banned for the Indian flights till May 30,” a senior government official told PTI after the meeting.

He said the Civil Aviation Authority has also notified the decision to the airmen. The authority issued a notification (Notam) after the meeting to pilots, advising them of circumstances relating to the state of flying.

The official said the government will now consider lifting of the ban on Pakistan’s airspace for Indian flights on May 30.

Pakistan’s Science and Technology Minister Fawad Chaudhry early this week said that the status quo will remain till the conclusion of elections in India.

Status quo will remain till the elections are over in India. I don’t see any improvement in relations between Pakistan and India till the elections are over and a new government is installed. The ban on airspace by each other I think will also continue till Indian polls,” Mr. Chaudhry told PTI.

Owing to the flight ban on its airspace by India, Pakistan has suspended its operation for Bangkok, Kuala Lumpur which is causing a loss of millions of rupees per day. Pakistan International Airlines (PIA) used to operate four flights to Kuala Lumpur, two to Bangkok and two to New Delhi. {per week or month?}

A senior PIA official told PTI that the national flag carrier’s loss is running into billions of rupees because of suspension of the flights especially to Bangkok and Kuala Lumpur. {That's all they were operating to. As per the usual Lahori logic, Pakistan is willing to go blind completely if only it can give one li'l black eye to its arch mortal enemy.}
“We are not only facing the huge financial loss but also losing our passengers to other airlines,” he said, adding that this matter should now be resolved. “If land and rail routes are operational between Pakistan and India, what’s wrong with the air route,” the official questioned.

PIA suffers not only for Six Flights. It is the loss of Business to other Air Lines by PIA. India looses more but then PIA is loosing Business to all the other Air Lines and the AAM ABDUL & BURQA BILKIS are "Experiencing the Superior Facilities" on the other Air Lines!

So the PIA possibly might never be able to get these Terroristanis back when the situation normalizes.

An interesting account of the Shia disappearances and their re-emergence(s)

the arrested men received financial help from a neighbouring country. “The arrested terrorists would hide in a neighboring Islamic country after killing people in Karachi on sectarian grounds,” Shaikh said. “They are highly qualified and are trained in a foreign country from where they would also get financial help.”
Liwa Zainebiyoun (People of Zainab Brigade) is a pro-Iran group that was formed to protect the shrine of Sayyidah Zainab (May Allah be pleased with her) in Syria in what is believed to be 2014 or 2015. “Around 800 to 2,500 Pakistani fighters are in the group,” according to Phillip Smyth, a Soref fellow at the Washington Institute for Near East Policy. “The Islamic Revolutionary Guard Corps recruits Pakistani Shias to fight using Shia religious networks.”

He told Samaa Digital that the recruitment is often done through local clerics and other leaders. “Then individuals travel to Iran (often to Tehran or Qom), ostensibly for pilgrimage or for religious education and are then sent to training camps.” Liwa Zainebiyoun has been deployed throughout Syria, particularly in the north and east of the country, he added.
Loyalty to Iran is a factor for some Shia clerics in Pakistan, argues Lt Gen (retired) Amjad Shoaib, a defense analyst. “Many of them were educated in Qom and they still get Wazifa from Iran,” he told Samaa Digital. “When we sign any agreement with Saudi Arabia, people here object that Iran would be offended,” the former army official said, pointing to the delicate balances of geopolitics.

It certainly doesn’t help that the Shias have faced countless attacks in Pakistan, he said. “The Hazaras were targeted because they could be recognized [easily].” Iran believes that the Shia community in Pakistan is oppressed and they train their people, he added. Iran has faced terrorism in the past and has suspected Pakistan was behind it.

“They recruited Pakistani Shias when Daesh came to Syria,” he said. “Many people from Parachinar were recruited, trained and sent to Syria.”

Whats up with the Raids on the Chinese owned houses and arrest of Chinese men for fake marriages? Looks like ISPR is not trying to censor the media on this. This is surprising as it hurst the "Sweeter than the honey" relationship between China and Pakistan. Social media has Pakis seething with rage on low level Chinese openly trading paki H&D in pakistan and supplying it to China...

That and the attack in Gwadar hotel...are pakis sending some signal to Chinese..may be US is dangling the carrot again and CPEC returns are not as expected so Pakis are trying to go back to the old customer again...part of the IMF deal?

While this is certainly true and it does provide Bakistan a breather, it does NOT save it. Bakistan will continue its long-term descent and eventual break despite this package.

No economy can sustain long on dole and especially when the dole needed for each new round keeps on snowballing bigger and bigger.

I just glanced at a initial report and my sense was that ...
1. $3 Billlion of the $6 Billion will return to IMF i.e IMF is rolling over its own past dues to the tune of $3 Billion. Bakistan will get only $3 Billion of fresh money.
2. $3 Billion will be dispersed over the next 3 years and will be linked to milestone(s)/deliverable(s) on economic policy. I am not sure if the release will be contingent on specific state action but it seems structured like that.
3. IMF has supposed asked Bakistan to get its other loans from China/Saudi/UAE to also be rolled over as a condition for release of money.

a. The last point to ensure that IMF loan is not used to pay off other loans coming due in the same period.
b. The last point is will also "bail IN" bakistans other creditors. IMF is trying to ensure that it is not the only one holding the bag for Bakistan.
c. The 2nd condition will ensure that Dimran is toast ... Naya bakistan and all that.
d. Of course, US is using IMF to get bring Bakistan in line with its goals. That goes without saying.

No matter what happens, Bakis cannot escape it destiny indefinitely. This will just slow the descent and prevent an abrupt collapse but the path is set.

Pakistan's external debt woes are primarily on govt to govt debt. I reckon that is mainly owed to Saudi Arabia, China and UAE. That is about $72 billion. What it owes IMF is only $6 billion (Dec 31, 2018 SBP data). It seems odd that nearly 50% is due for repayment. Granted that IMF loans are short duration. Even so so much is due in the near term. This suggests to me that repayment obligations are escalating. Once the CPEC loan instalments are due for repayment and Saudi/ UAE are no longer able to bankroll Pakistan all hell will break lose. Should Saudi start impounding gulf remittances then Pakistan has no money for essential imports.

where is the $72B figure coming from and can we see a breakdown?

Pakistan keep rolling its existing debt over and keep taking new debt to manage their budget deficits. With that (and dwindling economy) interest payments have reached a point where Pakis have to take new debt just to pay interest payments.

There is no easy recovery for Pakistan. Even if they start managing their budget deficits (and decrease the need to take on more debt), and increase their repayment capabilities, it would take next 10-20 years for them to recover to a point where they can re-start.

I have a feeling that CPEC debts wont be paid.

1. Govt to pay Rs3.6 trillion on defence, debt servicing - February 7, 2019

Against the stated defence budget of Rs1.1 trillion, the finance ministry told the NFC that by the end of fiscal year 2019, Rs1.676 trillion would be spent on defence that is equal to 31.5% of the federal budget.This is the second biggest charge on the budget after debt servicing.

The Rs1.676-trillion defence expenditures are inclusive of pensions, strategic nature expenses and special military packages, according to the finance ministry’s presentation.

Similarly, against Rs1.842-trillion budgeted cost of debt servicing, the finance ministry told the provinces that the debt servicing would consume minimum Rs1.95 trillion, or 36.6%, of the total budget. The central bank’s decision to increase interest rates also put additional burden of roughly Rs500 billion on the finance ministry due to high cost of borrowing.

Sir, why would they object? It benefits them as a big chunk of government money goes to them. More money with government means their share will continue...

Doubts raised over Pakistan's battle against terror financing - IANS
The Asia-Pacific Group (APG), a regional affiliate of the Financial Action Task Force (FATF), has raised questions on Pakistan's seriousness in its campaign against terror financing and money laundering, the media reported on Friday.

A 10-member delegation led by Finance Secretary Mohammad Younas Dagha represented Pakistan at the two-day APG meeting in Guangzhou, China, where it briefed the group about the country's actions against currency smuggling, outlawed groups and tightening of financial and corporate sector systems, reports Dawn news.

At the meeting, some participants raised very tough questions about Pakistan's seriousness to act against proscribed organisations and the effectiveness of internal controls.

In response, the Pakistani side reported the arrests of key operatives of some proscribed outfits, putting more such organisations and their affiliates on the list of banned outfits, blocking their accounts and financial flows and taking control of their assets.

The delegation reported that Pakistan had either complied with or was very close to accomplishing the milestones under the FATF action plan well before the September deadline.

The APG will submit to the FATF -- an inter-governmental body which combats money laundering and terror financing -- its analysis of the compliance report submitted by Pakistan.


Last week, the Pakistan government placed nine more entities on the list of proscribed organisations, taking the tally to 71.

In March, law enforcement agencies launched a major crackdown on Jaish-e-Mohammad (JeM) led by Masood Azhar after he was declared a global terrorist by the UN Security Council.

That same month, Islamabad announced the freezing of accounts and seizure of assets linked to organisations banned by the UN Security Council.

Within weeks, the government said it had taken control of 182 seminaries and detained over 100 people as part of its push against proscribed groups.

61 Pakistanis deported by United States and Greece arrive in Islamabad
RAWALPINDI: As many as 52 Pakistani immigrants — majority of whom were “overstaying” — deported by the US authorities arrived at Islamabad International Airport by a special flight amid tight security on Wednesday.
Meanwhile, nine Pakistani illegal immigrants deported by the Greece authorities were taken into custody after their arrival at Islamabad International Airport by a separate flight and shifted to FIA’s Anti-Human Trafficking Cell. The FIA official said the deportees were kept at the cell’s jail for further legal proceeding as they had gone to Europe through land route and were later caught by the Greek authorities. He said that since the nine deportees belonged to Gujrat district, they would be shifted to FIA Gujranwala for further legal proceeding.

ISLAMABAD: India on Sunday voted in the last phase of six-week long parliamentary elections. While official results would be announced on May 23, Pakistan has already started preparation to look for options seeking re-engagement with India.

Irrespective of the outcome whether Narendra Modi is able to win the next five-year term or Congress-led coalition spring a surprise, the government of Prime Minister Imran Khan is actively considering appointing a National Security Adviser (NSA).

The likely appointment of NSA is meant for reviving the backchannel diplomacy with India to sort out some of the pressing issues between the two nuclear-armed neighbours, according to official sources privy to the development.

Since assuming the top office in August last year, Imran Khan repeatedly reached out to India for the resumption of peace talks on all outstanding issues. The Modi administration, however, spurned those offers. Any hope for reengagement dealt a fatal blow when India sent fighter jets into Pakistan following the Pulwama attack in February.

India requests Pakistan to halt artillery fire along LoC

The two countries were on the brink of a war when Pakistan retaliated with airstrikes on the Indian side. While the two countries pulled back from the brink after hectic efforts of influential countries, Pakistan decided not to make any further overtures till the elections in India are over.

Now, the almost two-month long election exercise is over, the government is considering options on how to resume talks with India.

One of the options includes the appointment of NSA to revive the backchannel with India. In the past, the two countries often used backchannel through NSAs to prepare ground for any talks.

In 2015, Pakistani NSA Lt General (retd) Naseer Khan Janjua and his Indian counterpart Ajit Doval were instrumental in breaking the ice. The two held meetings in Bangkok leading to the agreement between the two foreign ministers for the resumption of composite dialogue.

The leadership of the two countries used their respective NSAs to communicate on important issues.

Pakistan-India bus service gets five-year extension

A senior official, while speaking on condition of anonymity, said the government was likely to appoint a retired military official as an NSA. He said certain names were under consideration but no final decision was taken yet.

When asked about the prospects of resumption of talks given the current hostilities, the official said Pakistan was optimistic. The reason for this optimism stems from the fact that new government, whether it’s formed by BJP or Congress, is unlikely to follow the pre-election rhetoric.

Talking to foreign journalists last month, Prime Minister Imran had said that there might be a better chance of peace talks with India if Modi returned to power.

“If the next Indian government is led by the opposition Congress party, it might be too scared to seek a settlement with Pakistan over Indian-occupied Kashmir (IoK), fearing a backlash from the right,” the prime minister told a small group of foreign journalists in an interview.

“Perhaps if the BJP – a right wing party — wins, some kind of settlement on Kashmir could be reached.”

His statement stirred a heated debate both in Pakistan as well as in India, where Modi’s opponents mocked him as Pakistan’s ally.

In Pakistan, opposition parties criticised PM Imran for making an ‘undiplomatic statement’ and also supporting Modi despite his hostile policies.

Been looking for visuals from Pakistani Panjab. The presenter is much too cultured to be emphatic, but Pakistani Panjab looks like it may be 40 years behind Indian Panjab.
