Also, I read here posted by someone, that IS-K doesn't exist and it is just an ISI figment of imagination. That's 100% incorrect. The IS-K exists and it is *NOT* an ISI-creation.. Well, if we want to dump everything on ISI, then that's OK.
SSridhar, thanks. I did not mean to imply that because AQIS had made such a statement, it should be believed. I am simply surprised they would say such a thing at all. Whom did they think they would fool?

Two things:

1) Has GOI confirmed the elimination of Zakir Musa? I know there was a big operation in Tral late December 2018 that took out senior leadership of AGH, but I did not know Musa was one of them. I cannot find any confirmation of his death on the internet. The statement you quoted was made by him in April 2018 https://economictimes.indiatimes.com/ne ... s?from=mdr

2) If IS-K trained the SL bombers, and IS-K is not an ISI creation, can we conclude that SL attacks were not part of some China/Pak machination, but serving some other agenda altogether? Or is it that IS-K was not an ISI creation but is now either influenced by or freelancing for the ISI?

Not surprising. They didn't want to do anything before elections because they thought the resulting polarization could help Modi return as PM. Now that it looks as if Modi will return anyway, they're going ahead with the plan.

They didn't have any particularly good intel capabilities given how the LTTE bombed them with impunity. What they did have was ruthlessness to finish off the LTTE when they had a chance.

2015 article that has some interesting info about the origins of IS-Khorasan. SSridhar of course had shared even more detailed info with us at the time, but it is a useful refresher.

Essentially IS-K was formed by various TTP and Taliban elements that were disgruntled with mainstream Taliban leadership or vengeful against TSPA/ISI following Zarb-e-Azb, Radd-ul-Fasad etc. They were attracted by the successes of ISIS in Syria/Iraq at winning battles and occupying territory as against their own relative stalemate vs. US & Afghan govt.

The article mentions that Jundullah was one of the first Paki tanzeems to pledge allegiance to ISIS. It was Jundullah that attacked Iran on the very same day as the Pulwama attack. The SL bombings appear to be the second major attack staged by IS-K cadres outside the Af-Pak theatre.

More such will appear the world over as foreign recruits return to their home countries from the remnants of the Khilafat. Close to 200 went from India, all from the South. I don't know how many are back now. The good news is that Ajit Doval is obviously on the job, and keeping a close watch, if he was able to provide intel ahead of the SL attacks to GoSL.

Make no mistake: The Sri Lanka attacks hold major implications for Indian security, in part because the main group behind the bombings, the National Thowheed Jamath (NTJ), is an ideological offspring of the rapidly growing, Saudi-funded Tamil Nadu Thowheed Jamath (TNTJ). The TNTJ, wedded to fanatical Wahhabism, rails against idolaters. It helped establish the Sri Lanka Thowheed Jamath, from which the bomber outfit NTJ emerged as a splinter.

Three people were arrested with C-4 explosives in Wellawatte this evening, the Navy said.

The Navy said that the suspects were in a three-wheeler at the time of the arrest.

They had in their possession one kilogram of C-4 explosives.

At the onset of yesterday’s briefing, Brigadier Kodituwakku declared that the April 21 multiple attacks had been carried out by those who had quit the National Thowheed Jamat (NTJ) and JMI over what the military official called policy differences.

Brig. Kodituwakku asserted that the two groups comprised Sunni Muslims. Last Sunday’s operation should be examined against the backdrop of ISIS (Islamic State of Iraq and Syria) also known as IS (Islamic State) declaring Sri Lanka as part of its territory.

The military official said that they got to know about Sri Lankans involvement with the ISIS in the wake of US air strike on a Syrian target killing Mohammed M.S. Nilan in early July 2015. Subsequently, the DMI received information of Nilan’s family reaching Syria in January 2015, Brig. Kodituwakku said, briefly discussing the origins of the two groups-NTJ and JMI set up in 2011 and 2015, respectively.

Brig. Kodituwakku explained how the JMI had managed to attract educated and relatively well off youth using various means, including social media. Ishan Ahmed was named as the main Sri Lankan link with him being described as an official attached to ISIS Education Ministry. Brig. Kodituwakku explained how Ishan Ahmed had recruited various persons as he expanded his terror network.

According to Brig Kodituwakku, those who deserted NTJ and JMI had formed a separate group under Zahran Hashim, who led the Easter Sunday attacks. Responding to a media query, the official said that the group carried out two suicide attacks against Colombo Shangri-la. Zahran triggered one blast. Responding to another query also from AFP, Kodituwakku explained measures taken by relevant authorities to firmly establish Zahran’s identity. The Brig said that as an additional measure they had called for a DNA test.

The media was also told how Zahran had sought refuge in India to avoid arrest here. The top DMI official said that ISIS had been in touch with Zahran and was responsible for influencing him. The media was told there was absolutely no dispute over the ISIS role in the Easter Sunday massacre.

The DMI Chief didn’t indicate whether they were aware of Zahran’s return from India.

At the conclusion of his briefing, Brig. Kodituwakku attributed the Easter Sunday bombings to four specific reasons (1) battlefield setbacks suffered by ISIS (2) ISIS influencing Zahran’s outfit (3) massacre of Muslim worshipers in New Zealand this year and (4) domestic reasons.

Although the media sought a clarification as to what these specific domestic reasons were they didn’t receive a response.

Travel advisory would have meant coming out publicly with information that was supposed to have been confidential. It would also have been an advisory for the terrorists and their sponsors that India knows what was about to happen and who will be doing it.
Fair enough, it is a tough call. No country would want to expose its capabilities. But by the same token, a public advisory might have put pressure on the Sri Lankans to actually do something about it.

Several bodies have been recovered after a major battle took place in Kalmunai last night.

The Police said that 15 bodies were recovered from a house where an explosion took place at the time.

The Police suspect a suicide bomber had triggered the explosion.

Among the bodies recovered are of three women and six children.

The Police said that two gunmen were also killed in the clash while a civilian caught in the crossfire also died.

Police spokesman Ruwan Gunasekera said that the Special Task Force (STF) came under attack during a search operation in the area last night.

He said that initially there was an explosion and then shots were fired towards the STF commandos.

Gunasekera said that the STF retaliated and the military was called in to assist in the operation.

Military spokesman, Brigadier Sumith Atapattu said that troops were deployed to Sainthamaruthu to face a group of suspected terrorists.

He said it was believed there were between 3-6 terrorists in the area at the time.

A Police curfew was also imposed in Kalmunai, Chavalakade and Samanthurai when the operations were underway. (Colombo Gazette)

The US Department of State has ordered the departure of all school-age family members of U.S. government employees in Kindergarten through 12th grade based in Sri Lanka.

The Department also authorized the voluntary departure of non-emergency U.S. government employees and family members.

The US Satte Department said that terrorist groups continue plotting possible attacks in Sri Lanka.



“Terrorists may attack with little or no warning, targeting tourist locations, transportation hubs, markets, shopping malls, government facilities, hotels, clubs, restaurants, places of worship, parks, major sporting and cultural events, educational institutions, airports, hospitals, and other public areas,” the State Department said.

The U.S. government says it has limited ability to provide emergency services to U.S. citizens in Sri Lanka due to the security environment. (Colombo Gazette)

every consulate would be on limited hours and flown in more security details and ammo in diplomatic channel.
i hope our consulate which would be #1 followed by usa @ #2 has now gone into full auto mode.
no point keeping our staffers there for now and expose to risk. shut down the consulate and evac the staff. they are not pawns in some game
this will put pressure on goSL to really clean the mess

Ramana sir, kindly explain what was "logically deranged" about my post, and why you think using an abusive term and threatening a warning in the same post is not overstepping your authority as a moderator. Yes, just like how you felt my post was "logically deranged", I am within my rights to consider your unnecessary characterization as abusive. I am reproducing my post below for reference - I don't see what was "logically deranged" about it. As one can see, I was merely disagreeing with sum-ji and stating my reasons for the said disagreement, as well as suggesting some changes going forward.

Not really, to the bolded part. We did lose some people who were there on holiday, didn't we? Yes, it is a different country, and we perhaps did what we could, but phenomenal? I don't think so. MEA doesn't take our citizens outside seriously*, and vice-versa. So any travel advisories issued also generally have no effect. I know of no desi traveller who checks for govt advisories before setting off on a foreign trip. Time this starts to change.

To start with, make it a point to issue advisories more proactively, we hardly ever do - this perhaps requires better intel-MEA coordination. If a citizen is visiting a country with an active advisory, we should require that people share a working contact number (mobile, relative, hotel, etc.) before leaving (make better use of that emigration check). Send SMS alerts where possible, along with a list of dos and donts, etc. I believe the US does something of the sort for its citizens when travelling abroad.

* GoI cannot protect its citizens completely when abroad, but they need to be a bit more visible trying to do their best. Citizens would also start taking them seriously over time. In fairness, this has changed a little off late, but there is still a long way to go.
Needless to say, I am standing by my post and am not going to delete it. The fact that GoI has still not released any advisory has only reinforced my stance. If that is going to earn me my first warning/ban in 4 years and 3000+ posts, so be it. But I'd also like to point out what you yourself said today on the elections thread:

This was the west's white hot rage and revenge against the GoSL not sparing the ltte first family.

The SL forces shot the entire prabhakaran family, including the wife, son and daughter along the man himself and this happened in the face of abject pleading, offers of huge bribes and "just name your price" offers and deals by western govts pushed desperately by éminences grises cloistered in rome.

The western backers simply thought that the SLs were easy to push around, based on reports of over confident and idiotic negotiators from some scandinavian countries who played a very dubious and duplicitous role in the entire SL conflict by running with the hares and hunting with the hounds.

These very same guys were starting to spread their wings again and this time in India, until the FCRA caught them unawares with a savage jab to the testimonials.

The shootout between troops and suspected Daesh militants erupted on Friday (April 26) evening in Sainthamaruthu in Ampara

The bodies of 15 people, including six children, were discovered at the site of a fierce overnight gun battle on the east coast of Sri Lanka, a military spokesman said on Saturday (April 27), six days after suicide bombers killed more than 250 people.

The shootout between troops and suspected Daesh militants erupted on Friday (April 26) evening in Sainthamaruthu in Ampara, to the south of the town of Batticaloa, site of one of the Easter Sunday blasts at three churches and four luxury hotels.

A police spokesman said that three suspected suicide bombers were among the 15 dead after the shootout.

Military spokesman Sumith Atapattu said in a statement that as troops headed towards the safe house three explosions were triggered and gunfire began.

"Troops retaliated and raided the safe house where a large cache of explosives had been stored," he said in a statement.

He said the militants were suspected members of the National Towheed Jama'at (NTJ), which has been blamed for last Sunday's attacks.

The government has said nine homegrown, well-educated suicide bombers carried out the Easter Sunday attacks, eight of whom had been identified. One was a woman.

Police said on Friday they were trying to track down 140 people they believe have links with Daesh, which claimed responsibility for the suicide bombings.

Police have detained at least 76 people, including foreigners from Syria and Egypt, in their investigations so far.

The Deash provided no evidence to back its claim that it was behind the attacks. If true, it would be one of the worst attacks carried out by the group outside Iraq and Syria.

The extremist group released a video on Tuesday showing eight men, all but one with their faces covered, standing under a Daesh flag and declaring their loyalty to its leader, Abu Bakr Al-Baghdadi.

Sri Lanka's intel failure result of political rivalry between PM, president; ‘lack of communication’ between leaders aided Easter Sunday blasts

Colombo: Government dysfunction and an intelligence failure that preceded the Easter Sunday bombings in Sri Lanka are traced to simmering divisions between the president and prime minister after a weeks-long political crisis that crippled the country last year.

The government has admitted to a "lapse of intelligence" after officials failed to act upon near-specific information received from foreign agencies. Suicide bombers exploded themselves last Sunday in three churches and three luxury hotels, killing 253 people and wounding 400 more.

Authorities said eight Muslim militants blew themselves up at their targets while the wife of one of the attackers blasted herself on being rounded up by police.

The carnage has brought forth arguments that worshippers and holidaymakers fell victim to the rivalry and a lack of communication between the country's two leaders — President Maithripala Sirisena and Prime Minister Ranil Wickremesinghe.

The Cabinet led by Wickremesinghe says neither he nor his ministers were informed of the intelligence received by the defense authorities.

Sirisena is the head of state, defense minister, minister in charge of the police and head of the armed forces. He also chairs the National Security Council, which includes the heads of security agencies and departments. Traditionally the prime minister also plays an important role on the council.

According to Health Minister Rajitha Senaratne, Sirisena has not included Wickremesinghe in national security affairs since a dispute between them came into the open in October last year.

This is an unusual departure from the protocol, he said. Senaratne said that Sirisena was overseas when the attacks took place and even after that, the National Security Council refused to meet with Wickremesinghe as he tried to give them instructions.

Sirisena has also said that he was not informed of the intelligence received and vowed to overhaul the leadership of the defense forces. The top bureaucrat at the Defense Ministry, Hemasiri Fernando, has resigned at Sirisena's insistence.

"It is a major factor," said Jehan Perera, the head of local activist group National Peace Council, referring to the alleged lack of coordination between the leaders contributing to the failure to prevent the attacks.

"The primary responsibility has to be taken by the president, he did not give the information and he did not act," Perera said. "He had the Ministry of Defense, took the police from the prime minister, chaired the National Security Council meetings and did nothing," Perera said.

Kusal Perera, a journalist and political commentator, says security and intelligence officials should have acted on the information whether or not they received orders from politicians.

"If they (Wickremesinghe and his party) were not invited to the National Security Council, why did not they say in Parliament that they were not responsible for the security of the country any longer," said Perera, who is not related to Jehan Perera. "Saying that now is taking political advantage, not taking responsibility," he said.

Sirisena and Wickremesinghe belong to different political parties but came together for Sirisena's presidential campaign in 2015. Their relationships broke down and their differences exploded last year when Sirisena suddenly sacked Wickremesinghe as prime minister and appointed in his place former strongman Mahinda Rajapaksa, whom he defeated in the presidential election.

The crisis crippled the country for more than seven weeks to the point of not being able to pass this year's national budget on time. A court decision compelled Sirisena to reappoint Wickremesinghe, but the two leaders have been rivals within the same government.

Rajapaksa, who is the minority leader in Parliament, blames the government for weakening intelligence and dropping its guard, which he had maintained to defeat the separatist Tamil Tiger rebels 10 years ago to end the 26-year-old civil war.

He also criticised the government for the detention of intelligence officers accused of extrajudicial killings and abductions during the closing days of the war, which he said crippled the security apparatus before the bombings. According to conservative UN estimates, some 1,00,000 people were killed in Sri Lanka's conflict.

Sirisena summoned an all-party conference Thursday to which Wickremesinghe was also invited. At the conference, Sirisena stressed "setting aside all the political beliefs and difference (so that) everybody should collectively commit towards building a peaceful environment within the country," a statement from his office said.

"It is not a secret that the disagreements between me and the government aggravated over the past two years," Sirisena told the country's media executives Friday.

"One of the reasons for that is weakening of military intelligence and arresting military officials unnecessarily and my speaking up against it within and outside the government."


Jehan Perera said that the security threat could prove politically advantageous to Rajapaksa and his family, with a presidential election scheduled at the end of this year. Gotabhaya Rajapaksa, a younger brother of Mahinda, was the powerful defense secretary during his brother's reign and has expressed his interest to join the contest.

"People are saying we want a stronger leader and they are talking about Gotabhaya. It (the blasts) has worked to their benefit," Perera said.

President Sirisena is blaming the Sri Lankan PM and is threatening action against him on grounds of being incompetent and not acting on actionable intelligence.. Net Net, this is a chinese game plan to have a Pro-china PM in power.

The Navy arrested a suspect with water-gel explosives and detonators in Trincomalee.

The Navy said that the suspect had been arrested in Erakkandi during a search operation.

He had in his possession 51 water-gel explosives and 215 detonators.

The Deputy Mayor of Negombo Mohamed Ansar was arrested today with a sword and other items in his possession.

The Police said that the Deputy Mayor had a dagger and 37 mobile phone batteries in his possession apart from the sword.i

colombo gazette.

The driver of terror leader Shahran Hashim Mohammad, has been arrested, the Police said.

He was arrested in Kattankudy and handed over to the Criminal Investigations Department (CID).

A vehicle used to transport the suicide bombers was also seized.

The Police have also seized a kit similar to that worn by Shahran Hashim, also known as Mohomad Zaharan, in a video where he extends support to the Islamic State (IS)
