Two terrorists killed in Kashmir encounter after refusing to surrender

Two terrorists, allegedly involved in killing of a BJP leader and his relatives last year, were killed in a gunfight with police and security forces in J&K’s Bandipora on Sunday after they refused to surrender and opened fire instead, officials said.
Police said on the Saturday evening, Bandipora police received an input regarding presence of terrorists in the general area of village Watrina area of Bandipora.
“The input so received was further developed technically and through human intel, after which a CASO (cordon and search operation) was launched by police, 14 RR and CRPF in the said area and contact with the hiding terrorists was established in the morning hours.
“During the operation, the holed-up terrorists were given repeated opportunities to surrender, but refused to surrender and instead fired indiscriminately upon the joint search party, which was retaliated leading to an encounter,” a police officer said.
In the ensuing encounter, two terrorists were killed and their bodies were retrieved from the site. They have been identified as Azad Ahmad Shah and Abid Rashid Dar alias Haqani affiliated with proscribed terror outfit LeT.

Gadkari reviews construction work of all-weather Zojila, Z-Morh tunnels on Srinagar-Leh highway.
Union Minister Nitin Gadkari on Tuesday reviewed the construction work of strategically important Zojila and Z-Morh tunnels on the Srinagar-Leh highway.
Speaking to reporters at the Z-Morh tunnel site, Gadkari said his ministry is also building 20 tunnels of a total length of 32 km in Jammu and Kashmir and 11 tunnels of a total length of 20 km in Ladakh. The cost of building these 31 tunnels in Union territories of Jammu & Kashmir and Ladakh will be around Rs 1.4 lakh crore, the road transport and highways minister said.
The Union minister for road transport and highways also said all the projects undertaken by the BJP-led central government should be completed before the 2024 general elections.
He said there will be no compromise on the quality of the construction.
Gadkari also said that in the past two years, the Modi government has been able to do the same amount of work related to road projects in Jammu and Kashmir that earlier took 50 years.
The Z-Morh tunnel between Gagangir and Sonmarg will provide connectivity in all weather conditions between Srinagar in Jammu and Kashmir and Kargil in Ladakh. The Zojila tunnel between Baltal and Minamarg on the Srinagar-Leh section will provide all-year connectivity between Leh and Srinagar.
“I have told them (executing agency) to complete the work on Zojila tunnel by December 2023 so that Prime Minister (Narendra Modi) inaugurates it before January 26 (2024). The deadline of 2023 is also because we have the (Lok Sabha) polls in 2024,” Gadkari told reporters at a press conference at the tunnel site here. Gadkari said all the work should be done before 2024 polls, “otherwise people will take us to task”.
The minister said he was happy with the pace and quality of the work on both the projects and congratulated the executing agencies – APCO for the Z-Morh tunnel and MEIL for the Zojila tunnel.
He said after the completion of the Z-Morh tunnel, the local tourism economy will get a boost. Gadkari noted that tourism is the sector where 49 per cent of capital expenditure happens on the employment generation.
About the Zojila tunnel, he said it will not only be the longest bi-directional tunnel in Asia but also the world’s highest tunnel at the height of 11,575 feet above the ground.
Saying that there was no such word as impossible in his dictionary, Gadkari said he was sure the fresh deadline would be met on the treacherous landscape.
The Union minister said after the completion of both the tunnel projects, the travel on Srinagar-Leh and Manali-Leh highways would be a lot easier. “This will be a heaven. This highway is a lifeline for the people (here) and these tunnels will ease their sufferings. The aim is to increase the economic growth, employment potential and promote handloom and handicrafts,” he said. The travel time on these routes will be substantially reduced after the completion of the projects, he added.
The travel time on Zojila pass is 3.5 hours currently but through the tunnel, the journey can be completed within 15 minutes, he said.
“Not only for the people here, the tunnels will also bring ease for the pilgrims of the annual Amarnath Yatra here,” he said.
He also said the ministry will study whether a second tube can be added to the project and was also seeing how to further ease the journey to the Holy Cave of Amaranth.
Asked whether the speed of construction work of the Z-Morh tunnel increased after Jammu and Kashmir, and Ladakh became Union territories, Gadkari said, “These issues are for you to evaluate (ye sab baaten apke adhyan aur chintan ke liye hai).”
The project cost of the Z-Morh tunnel is Rs 2,300 crore. The 6.5-km-long Z-Morh tunnel project is under the National Highways and Infrastructure Development Corporation Limited (NHIDCL). For the Z-Morh tunnel, there is a five-km approach road and the tunnel is 6.5-km long and is bi-directional. It also has an escape tunnel for emergencies.
Gadkari also said he has directed the officials of National Highways and Infrastructure Development Corporation Limited (NHIDCL) to take a beautification project on the Srinagar-Leh and Srinagar-Jammu highways.
He also announced that he will try to organise a conference of travel companies from across the country especially Maharashtra around the tunnel sites. “It will help bring in tourism to the place,” he said. Gadkari also said the ministry was studying a proposal to construct a rope-way from Sonamarg to Thajwas glacier and seven lakes to increase the tourism potential in the area.
On a question about the construction works on the Srinagar-Jammu national highway which remains cut off due to landslides every now and then, Gadkari said there have been some problems, but those are being taken care of.
“The consultant on that has failed and we are taking action. More funds have been allotted and we have changed the designs, and the work on it will be completed in the next two years,” he added.
He assured that the after two years, the travel time between Srinagar and Jammu will be about three hours.

As per reports, the teachers present were segregated on basis of their religions and presumably Muslim teachers were allowed to go. Seems like granting ceasefire to Napakis has not softened their resolve to inflict a thousand cuts on India. Govt. can play all magnanimous but the hard reality is that Kashmir issue is not a political issue. Killing of minorities is never a political statement. Hope Govt. can swiftly quell the new Khalistani and Islamic terrorism wave masquerading as farmer protest etc.

This act of terrorism where minorities were murdered is a clear statement by local terrorists that they will go after minorities because they are easy targets. The only way to respond to the latest napaki moves with drugs, weapons dropping and their state sponsor actors killing our 5 Indians, is by firing artillery rounds on napaki border post or bombing the training locations. In the end, one napaki is equal to 10 Indians - to send the message we should take down 50 of their guys. And only this will put some sense and Gods fear in them.

Ceasefire was unkil brokered to free Pak to support their Afg exit. All that got botched and Pakis now gloating have restarted sending jihadis, drones and reactivating sleepers in JK while respecting ceasefire.

Sir, keep it simple but show the brute force instead of getting down to their level. Look where they have reached with their shoddy tactics. We shouldn't worry much, cavemen will eat napaki land as they are greener than the green napaki. We need to just make them weak, rest cavemen will take care of them.

Seeing that the terrorists have succeeded in spreading fear, and many non muslims have left Kashmir post these attacks, we need to amke an example quickly. Hit them deep inside Pakistan. Eliminate a bunch of their officers using PGMs, and claim we attacked a terrorist camp onlee. Not our fault that the brown pant ones were also present there. Given the atmosphere post Taliban takeover, Pakistan will not get any significant international sympathy. We have make disproportionate retaliation a policy, nothing less.

A spate of targeted killings in Kashmir has led to the exodus of several Kashmiri Pandits living in transit camps across the Valley despite heightened security around these camps as fear gripped the minority community.
Dozens of families, majority of them Government employees who returned to the Valley after being given jobs under the Prime Minister’s special employment scheme for Kashmiri migrants – have quietly left accommodations yesterday and early today after a series of target killings.
The Kashmiri Pandits living in Sheikhpora in district Budgam – home to the 290 minority Kashmiri Pandit community families, are fearful. Several families left from the transit camp since yesterday. However, police and administration reached the transit camp early in the morning and persuaded the other families to stay back as the security around the camp has been beefed up.
Despite assurances from the administration and police, they are scared. “I’m scared. I have small children, my mother and wife. For them, I have to leave. We are getting calls from our relatives who ask us to leave immediately,” said a Kashmiri Pandit.
In Baramulla outskirts, 145 families mostly Kashmiri Pandit live on the bank of river Jhelum in a transit camp. There are 180 Government employee living here with families. They have been employed in various Government departments for last over a decade.
The camp has been sealed and no one is being allowed to move out. Police and district administration assured the minority families of heightened security and asked them not to panic.
A Kashmir Pandit who refused to divulge his name told Excelsior that he has been living in the camp for last over a decade. “I have never felt scared here even during 2016 when there were protests across Kashmir for several months after Burhan Wani’s killing. Today I am very much scared. In fact everyone here is scared. Government has assured us security but we have to move out, they can’t provide security to every individual”, he said.

^^^ I don't think Kashmiri Pandits have any resolve to stay put in Kashmir, and they are expecting some one else to protect them. In such a case only way to change Kashmir's demography would be to allow others who also have more resolve to fight (Dogras, Sikhs??).

Swinging into action to reach those involved in killing of civilians in Kashmir, the National Investigation Agency (NIA) on Sunday carried out raids at 16 locations across Kashmir valley and took into custody at least 70 more persons.
House of terror outfit The Resistance Front (TRF) commander Sajjad Gul has also been raided.
These raids were reportedly in connection with two cases — ISIS voice of Hind and TRF.

Srinagar: The security forces are on the lookout for a Pakistani terrorist, currently identified by his nickname ‘Chhota Walid’, who is believed to be the mastermind of the attacks targeting minorities over the last one week in Srinagar, Jammu and Kashmir, The Print has learnt.
Sources in the defence and security establishment said the terrorist, who is believed to have had at least two previous stints in Kashmir, infiltrated into Indian territory around 20 days ago.
The sources said while the actual attacks are believed to have been carried out by local terrorists, the mastermind is ‘Chhota Walid’, who has been sent in to fire up terror activities. Sources said several phone intercepts and inputs suggested that there is pressure on the local terrorists from their Pakistani handlers to carry out targeted attacks. “There was reluctance on the part of local terrorists to carry out these orders. ‘Walid’ is believed to have infiltrated through the LoC around 20 days back to ensure that these attacks are carried out,” a source said. According to security agencies, over the last two months, at least “four to five” groups of terrorists have managed to infiltrate in from Pakistan-occupied Kashmir, with each group “traditionally” consisting of four to six terrorists. While the Army has been able to neutralise certain infiltration bids, killing several terrorists and recovering a large cache of arms and ammunition, indications are that some groups managed to get in.
With local leadership gone, Pakistan sending ‘veterans’
Incidentally, ‘Chhota Walid’ is not the only “Kashmir veteran” to have come in, sources said. After the local leadership was wiped out over the last few years, Pakistan is attempting to provide leadership to the local terrorists by sending in older ones who have had previous stints, the sources added. One of the terrorists killed in late September in an operation in Uri sector of the Line of Control was someone who looked in his late 30s, sources said. Another terrorist was caught alive.

I wouldn't blame KPs so sweepingly. KPs are also entangled in the same delusions about islamic jihad ideology as most of India has been and still is. The psychology of persecuted victims is complex, especially if you are a minority. Not speaking against your persecutors comes from a mix of emotions such as fear, guilt, shame, self-blame, abandonment, emotional suppression, helplessness, alienation etc. This is also true for victims of domestic violence, rape, violence in general... Such reactions may not be rational, but human emotions under stress rarely are.
KPs need sympathy and overt, active support from the rest of India, not casual contempt.

As my Israeli friends will say - better to keep the world guessing than let them be prepared.
As an aside, my two KP friends from childhood (and I am over 60) are retired from IA with stellar performance records that will make anyone from SF proud. Sorry, can't give details.
Bottom line is that past (and current?) Indian governments have treated KPs as "pawns and examples". KPs are just as capable of defending themselves as the original Jewish settlers. After all, káśmīra is their (and our) original homeland.

The killing last week of a Kashmiri Pandit, Makhan Lal Bindroo, a well-known chemist in Srinagar, by terrorists, led to public outrage. The incident was criticised cutting across religious and political lines. Within minutes of his killing, a Hindu street hawker from Bihar was also gunned down. The third incident the same day was the shooting of Mohamad Shafi, the president of a local taxi stand. Two days later a principal and a schoolteacher were killed in Sangam area of Srinagar. Both were from the minority community. Terrorists had compelled staff at the school to display identity cards before shooting them. The Resistance Front (TRF), which draws its cadre from the Hizbul Mujahideen and Lashkar-e-Taiba, claimed responsibility for the attacks.
In Kashmir, 25 unarmed and innocent people have been killed in a similar pattern this year including off-duty policemen and security personnel on leave. Of them, ten were in Srinagar and four each in Pulwama and Anantnag, with the rest being spread across the valley. Six of the seven killed last week were from the minority community, adding to concerns and triggering debates on migration.
J&K Police are describing these targeted shootings as ‘hybrid warfare’, a new approach adopted by militants who according to the police are employing overground workers to kill ‘soft targets.’ The militants survey their victims over time prior to committing the act from close range and then vanish. As per a police official, “hybrid militants don’t have any record in official books. Because of this advantage of anonymity, it becomes difficult to identify them.” Even CCTV cameras in the area have not been of much assistance.
This form of killing is gaining ground as known terrorists are identified, located and eliminated at a fast pace. With few successful infiltration attempts, Pakistan-based terrorists are reduced in numbers. With better human intelligence and electronic monitoring their locations are being detected, resulting in successful encounters. With local support waning, Pakistani terrorists are forced into hiding in jungles and hills. Locals who join militant ranks lack training and motivation; hence they have very short life spans once they pick up the gun.
The Pakistani leadership had banked on local support during encounters, where on occasions innocent lives were lost, leading to more youth opting for the gun. This strategy, now discarded, was aimed at convincing the local Kashmiris that security forces cannot succeed against a determined populace seeking merger with Pakistan. They were backed by the hard line Hurriyat, which funded violence and supported a merger with Pakistan. With the Hurriyat sidelined and a changed environment in the valley, the Pakistani leadership understood that challenging security forces would not produce desired results. Further, any incident which crossed the Indian threshold of tolerance would be countered in a similar manner as Balakote.
Thus, Pakistan’s ISI was compelled to devise a new approach. From this was born the concept of creating an environment of fear and insecurity amongst minorities rather than attacking well-armed security forces. It is a modified approach of one adopted in the early 1990s, where minorities were targeted. Apart from giving militancy a local character, this enhances anger against the state for failing to protect minority populace. It would also restrict Indian reactions on Pakistani soil and the ceasefire would continue to hold. In this changed strategy the weapons employed would change from long range AKs to pistols and grenades.
Current attacks in cities are based either on shooting from close range or throwing grenades on security force pickets or in crowded areas. An added aim is that such incidents could enhance communal divide, initially in the valley, subsequently spreading across the nation. For such operations, the modules created would be small with limited interconnectivity. In case one is neutralized, others continue. Highly reliable sources in the security establishment identified the militant as Mehran Yasin Shala, who was reportedly inducted into the terrorists’ ranks in June this year. Mehran, who belongs to Jamalata area of downtown Srinagar, till a few months ago was a local goon operating in the Nawa Kadal area.
He was briefly associated with the Gujjar gang led by Sheikh Mehran Ali, who was killed in a gang war in downtown Srinagar last month. Sources associated with the investigation into the killing of school principal Supinder Kour and her colleague Deepak Chand revealed that Mehran was recruited by Pakistani handler Wahid in June to carry out targeted killings. Mehran, along with an unidentified Pakistani terrorist, had killed the teachers and prominent pharmacist Makhan Lal Bindroo but was not behind the killing of a hawker from Bihar, they said.
Slain chief of The Resistance Force (TRF) Shiekh Abbas, who was killed in an encounter in August, is believed to have played a key role in the induction of Mehran. “It seems the terror groups wanted to pick somebody who did not have a terror-related background so that detection became tough,” explained a source. “That is why Mehran, given his knowledge of the terrain in downtown Srinagar, was recruited for selective killing of civilians,” he added.

They said that Dar, who disappeared from his home in Redwani in Kulgam district in April, had been under the scanner earlier also as he worked with Abbas Sheikh, the self-styled chief of The Resistance Front (TRF), an organisation believed to be a shadow outfit of the banned Lashker-e-Tayiba.
According to officials, Dar and three others -- including Mehran Shalla, a youth in his early 20s and a resident of Nawa Kadal in downtown city, and another young man Adil -- were part of a four-member terror squad that carried out the attacks on civilians in Srinagar.
The officials said the group was involved in the killing of Kashmiri Pandit businessman Makhan Lal Bindroo, who owned a chain of medical shops known for genuine medicines, school principal Supinder Kaur and teacher Deepak Chand, both of whom taught in the same school located at Eidgah.
The officials said security agencies gathered CCTV footage from all the locations and joined the dots to zero in on the squad that was responsible for the killing of civilians, especially the minorities. The officials said Basit has been moving around in the city and is accompanied by Mehran and others.
It is stated that Dar took over the TRF operations after the death of Abbas Sheikh, among the oldest face of terrorism in the valley.
