Ladakh: As Normalcy Returns, Mobile Internet Services Restored In Kargil District Of Newly Formed UT - IANS via Swarajya
Mobile internet services were restored on Friday (27 December) in Kargil district of the newly formed Union Territory of Ladakh.

The services which were suspended after the abrogation of Article 370 on 5 August was briefly restored in October for a fortnight, but then it was shut again.

"We have restored internet today morning. The broadband was never shut in Kargil." Bashirul Haq Chaudhary told IANS.

He said: "The district administration has spoken to all the stakeholders, including the religious leaders to help prevent any misuse of the mobile internet.

"Kargil has always remained peaceful and we hope that everybody will play his part to ensure that it remains like that."

While the broadband has been restored in Jammu, it remains blocked in Kashmir. The mobile internet continues to be shut in both Jammu as well as Kashmir.

The internet blockade has caused a lot of inconvenience to the students and businessmen across the Union Territory of Jammu and Kashmir. The people have been demanding that the services be restored so that their difficulties come to an end.

Ladakh drops Martyrs’ Day & Sheikh Abdullah’s birth anniversary from state holiday list
National Conference founder Sheikh Abdullah's birthday is on 5 December and Martyrs’ Day — when 22 Kashmiri Muslims were killed while protesting against Dogra regime — is on 13 July.

AZAAN JAVAID 26 December, 2019
Srinagar: The civil administration of Ladakh has dropped two official holidays that were observed in the erstwhile state of Jammu and Kashmir from its 2020 calendar, the administration said Thursday.
The excluded holidays are the birth anniversary of National Conference founder Sheikh Abdullah on 5 December and Martyrs’ Day on 13 July, which used to be a state holiday.
Abdullah, also the former prime minister of Jammu and Kashmir, is considered one of the most prominent leaders of the former state and responsible for its accession to the Union of India. Given the title of ‘Sher-i-Kashmir’ by his followers, Abdullah has several government institutions, infrastructure and facilities named after him.
Ladakh’s administration has also dropped the state holiday of 13 July, which is observed as Martyrs’ Day or Shuhada Ka Din by both mainstream Kashmiri politicians as well as separatists. On that day in 1931, 22 Kashmiri Muslims were killed while protesting against the Dogra regime.

Maharaja Gulab Singh of Jammu purchased Kashmir valley from the English after the First Anglo-Sikh War in 1846 under the Treaty of Amritsar.

https://en.wikipedia.org/wiki/Gulab_Singh
Earlier Maharaja Ranjit Singh had conquered Kashmir in 1820 and ended Muslim rule there.

Later General Zorawar Singh conquered Ladakh, Baltistan, and Gilgit. And signed treaty of Chusul

https://en.wikipedia.org/wiki/Zorawar_Singh_Kahluria

So by all accounts, Gilgit and Baltistan are Dogra by right conquest.
In October 1947 Maharaja Hari Singh acceded to India.

Major William Brown, the Maharaja's commander of the Gilgit Scouts, mutinied on 1 November 1947 and declared allegiance to Pakistan.

This was a treacherous and perfidious act towards India by a military officer.

By all accounts, Gilgit Baltistan did not accede to Pakistan but was taken and handed over by the British Raj to Pakistan.

So the return of Gilgit Baltistan is a just cause.

I think Baltistan was administratively part of the Ladakh Wazarat. Jammu and Kashmir comprised Jammu province, Kashmir valley, Ladakh Wazarat and Gilgit Wazarat. The British leased a small part of Gilgit as an agency.

In BRF we learn every day something new.
Few days ago when nation lost a brave son of her Col Navjot Singh Bal, Shaurya Chakra awardee due to cancer, while reading media reports
I came to know that the names of his two sons are "Zorawar and Sarbaaz"

Pardon my ignorance about not knowing General Zorawar Singh before and here meant to cause/ say no disrespect to the great son of mother India (Col Navjot Singh Bal) in his very personal choice of naming his sons, but still I was quite puzzled and trying to think about logic about those two "M" sounding names.

Finally I got 50% answer today.

Thank u Ramana Sir for educating this lesser mortal.

Colonel Bal, is survived by his wife Aarti, who is also his school time friend from Army Public School, Dhaula Kuan, Delhi Cantonment, and his two sons -- Zorawar and Sarbaaz, aged 8 years and 4 years

There was an Indian Army General Zorawar Singh Bakshi who achieved lots of success in the 1965 and 1971 wars.

Why don't you write an op-ed 750 words why India should retake Gilgit Baltistan /

Post it here and can polish it.

Snow caps have long melted in ladakh and winter is far away. China is either terrified by the reorganization of the state by the modi govt or it sees an opportunity.

I'm expect clashes(maybe war) in the coming months.

@detresfa_ on twitter has a nice map that shows the situation

I think this terrain is difficult to man full 12 months and the sides withdraw during winter. I'm speculating. Someone familiar may throw some light.

----

BTW, as per ajai shukla,
PLA troops, which had intruded into the Pangong Lake sector and the Galwan River Valley, continued consolidating their positions, digging defences needed to repel Indian attacks
Apparently, they are digging trenches and building solid concrete walls/houses indicating a permanent new camp

India working on two roads in Ladakh amid border row
India is not allowing the border confrontation with China to hinder strategic road projects in forward areas, including the Ladakh sector, an official familiar with the developments said.
Rahul Singh and Sunetra Choudhury, Hindustan Times, New Delhi, Jun 09, 2020

India is working on two key roads near the China border in eastern Ladakh — the site of a tense weeks-long border stand-off with its northern neighbour — to provide connectivity to an important forward area that the military calls Sub-Sector North (SSN), two senior officers familiar with the developments said on Monday.
While the first is the strategic Darbuk-Shyok-Daulat Beg Oldi (DS-DBO) road that provides connectivity to the country’s northern-most outpost, Daulat Beg Oldi, the second road being built from Sasoma to Saser La could eventually provide an alternative route to DBO near the Karakoram pass, said one of the two officers. The Sasoma-Saser La road axis is south-west of DBO.
Both projects are being executed by the Border Roads Organisation (BRO), which is ferrying 11,815 workers to areas near the China border in Ladakh, Himachal Pradesh and Uttarakhand for building strategic roads, as first reported by Hindustan Times on May 31.
India is not allowing the border confrontation with China to hinder strategic road projects in forward areas, including the Ladakh sector, where soldiers of the two nations are eyeball-to-eyeball at four locations along the Line of Actual Control (LAC), said the second officer cited above.
The current Chinese troop build-up in the Galwan valley threatens the critical 255-km DS-DBO road (also known as the SSN road), and top experts and China watchers have argued that India should build an alternative road to DBO.
The road from Sasoma to Saser La, at a height of almost 17,800 feet, is a tough project that falls under “Hardness Index-III”, the BRO’s top-most classification for hard projects, the second official added. Experts believe that the road can be extended to Brang Sa, Murgo and eventually DBO in the long term. BRO officials weren’t available for a comment.
“There’s a 200% need to have an alternative road to DBO in Sub-Sector North. The DS-DBO road can be interdicted at several choke points by Chinese forces during hostilities. While the road from Sasoma to Saser La can connect with DBO, it will be an engineering challenge due to the terrain. It may require construction of a tunnel too,” said Lieutenant General BS Jaswal (retd), a former Northern Army commander.
HT reported on May 27 that if the DS-DBO project is blocked, the Indian Army will be forced to use aerial supply lines and also build an arduous alternative route linking Sasoma to Murgo to DBO through the glaciated Saser La. Two years ago, the BRO said the Sasoma-Saser La road would be the world’s first motorable glaciated road.

Three Indian soldiers killed in clashes along border with China in the Himalayas
By James Griffiths, Swati Gupta and Ben Westcott, CNN
June 16, 2020

(CNN)Three Indian soldiers were killed during a "violent face-off" with Chinese troops along the countries' de facto border in the Himalayas late Monday, the Indian army said in a statement.
The incident occurred during a "deescalation process" underway in the Galwan Valley in the disputed Aksai Chin-Ladakh area, where a large troop build up has reportedly been taking place for weeks now on both sides of the border, before senior military commanders began talks earlier this month.
According to the Indian army statement, the loss of life on the Indian side includes an officer and two soldiers. The statement did not say whether there were any Chinese casualties. It added that senior military officials from both sides are currently meeting to defuse the situation.
At a regular press conference Tuesday, Chinese Foreign Ministry spokesman Zhao Lijian said that on Monday "Indian troops seriously violated our consensus and twice crossed the border line for illegal activities and provoked and attacked Chinese personnel which lead to serious physical conflict between the two sides."

You expect them to offer 'independently verifiable' data from their side ? Given that at the best of times that's a laughable notion, it's still ok to keep score based on only one side having a free society ?

Posters should be very careful about this kind of thinking.

Our army has several means of assessing the casualties on enemy side - radio chatter intercepts, drone, spy plane and satellite imagery of ambulances, stretches and helicopter evacuations to hospitals, etc. Reports of US intelligence estimating 35 dead + 43 total casualties is consistent with this number. What is not clear though is how many of the Cheeni dead is due to our soldiers vs any mudslides into the river. One should remember that the way to hospital for them is long way off compared to India. So their wounded to dead ratio may be worse for Cheen.

There may be a reason for GoI to not tom tom this especially since Cheen casualties are higher. They may be giving a face saving way for Cheen to withdraw unconditionally, but that is still not revenge enough for cheeni treachery of laying a trap for a CO and party and murdering them in cold blood. Our govt will release the details with satellite info (via media) at the right time.

Kudos to the bravery of our troops! They showed to the Cheen what IA is capable of with all the years of high altitude mountain training and acclimatisation.

Least we can do is have unshakable faith in our army and GoI which has proved themselves with cross border Myanmar strike, Surgical strikes on Pak and in Dolam standoff.

Three divisions now form an arc and are ready to respond
extracts
A division of the Indian Army, kept ready for contingency, has been acclimatised over the past two weeks for war fighting at more than 14,000 feet. Earlier, in the first week of May, the defences in Ladakh were bolstered by moving another division (some 15,000 troops).

Also, the 3rd Division of the Army, tasked for Ladakh under normal circumstances, is already there. Three divisions now form an arc and are ready to respond. This comes in response to the massive buildup by China along the LAC opposite Indian positions in Depsang, Galwan, Hot Springs, north bank of the Pangong Tso, Koyul, Fukche and Demchok.

The Chinese have been relentless in adding to their military capabilities across the LAC, as confirmed by the latest satellite imagery.

The IAF has moved the latest Apache attack 64 helicopters to Ladakh. The bases at Adampur and Pathankot are on alert and are doing patrolling. A navy surveillance plane, Boeing P8I, has been used to capture high-resolution imagery and videos. It can stream videos to war-rooms of the forces in Delhi.

Ladakh standoff is not Kargil'
ARCHANA MASIH, July 22, 2021

'Galwan has turned everything.'
'The casualties on both sides alerted the Chinese to the fact that Indians are not going to take it lying down.'
"The alacrity with which they (China's People's Liberation Army) disengaged in Pangong Tso is not being seen at Hot Springs or Gogra."
"The Chinese are gaining time to build up infrastructure. They will continue to put as much pressure on India as they can," says Lieutenant General Sanjay Kulkarni, (retd), PVSM, AVSM, SC, SM, VSM.
The General commanded a brigade and a division on the Line of Actual Control and was decorated with the Shaurya Chakra for leading his platoon to unfurl the Tricolour in Bilafondla on the Siachen Glacier.
The former chief of staff of the XIV Corps responsible for the border with China, Pakistan and the Siachen Glacier, he retired as director general, Infantry.
Recently, the PLA showed banners against the Dalai Lama's birthday celebration around the Demchok area. What is the Chinese intention behind such actions?
There is very less water sometimes in the Indus river in that area which makes it possible for people to walk across.
Even I have seen banners by the Chinese in Demchok when I was posted there. They used to come in vehicles, show the banners and go away.
This is not alarming, but we should be vigilant.
It should not be seen in the context of intrusion or clashes.
Tibetans from the other side do come across when there is some festival. There has always been some kind of interaction. It is nothing alarming.
The one thing that really upsets and worries the Chinese is the Dalai Lama. His Holiness is a thorn in China's side.
Over the years, the Dalai Lama has gained in stature, and goodwill not only in India but the world over.
There is a positivity around him; he is known as a good human being. People love, respect and hold him in high esteem.
The Dalai Lama does not say that Tibet is not part of China; but holds the view that Tibetans want their own identity.
Meanwhile, China has already done a 'Han-isation' of Tibet. The Han population is being settled and rehabilitated in Tibet.
The Chinese are building roads, schools, hospitals and infrastructure to lure the Tibetans. China feels that Tibet is not fully in their grip as Xinjiang.
In the garb of improving Tibet, they are also improving infrastructure for the PLA. It serves a dual purpose.
Tibet has 3 men per square kms and look at the volume of Chinese investment in Tibet -- a railway line up to Lhasa, international standard highways, etc. These are to tell the Tibetans that China has arrived and is the centre of the universe.
By putting up banners they are showing something that has been engrained into their psyche. The people who showed the banners must have been Hans, most probably, ex-conscripts who have settled and been rehabilitated there.
They are known to get concessions in housing, shopping, health, education etc.

India builds highest motorable road in the world in eastern Ladakh.

Image

The Border Roads Organisation (BRO) has constructed the highest motorable road in the world at 19,300 feet at Umlingla Pass in Eastern Ladakh, creating a global record in high-altitude road construction.

Here's all you need to know:
* The 52-km long tarmac road runs through Umlingla Pass and has broken the previous record of a road in Bolivia connecting to its volcano Uturuncu
at 18,953 ft.

* The road will connect the important towns in Chumar sector of Eastern Ladakh.

* It will improve the lives of the locals by offering an alternative direct route connecting Chisumle and Demchok from Leh.

* The road has been constructed at an altitude higher than the Mt Everest Base Camps as the South Base Camp in Nepal is at an altitude of 17,598 ft.

Image

* It has been constructed much above the altitude of Siachen Glacier which is at 17,700 ft. The Khardung La Pass in Leh is at an altitude of 17,582 ft.

* The road is expected to enhance the socio-economic condition and promote tourism in Ladakh.

* Building the road was no easy feat as the temperature in the area dips to -40 degrees during the winter and the oxygen level at this altitude is almost 50 percent less than at normal places

That is a remarkable achievement to build a road at such a high altitude. The road is almost 6 km above sea level. To put it in perspective with other places

Bengaluru is at almost 1 km
Srinagar is at 1.5 km
Ooty is at 2.2 km.
Mount Everest is at 8.8 km

X-posting from J&K thread:

Today 5th August must be celebrated as J&K Integration Day to mark the repeal of Art 370 & 35A which enabled all the people of J&K, especially women, children, minorities like Valmikis to enjoy same rights as other Kashmiris and on par with rest of India.

Aug 5th must also be celebrated as Ladhak Preservation Day to mark the official recognition of their unique culture and traditions, and the integration of Ladhaki people with rest of India on equal terms and the nation's focus on the development of its potential as per their wishes.

If we are doing none of this and going back into defensive mode of justifying the historic changes of 05Aug2019, we are missing an important aspect of the right narrative building and playing into viewing ourselves through Paki/BIF prism. Also helps contrast India wrt China which insists on diluting and progressively destroying Uiyghur and Tibetan cultures to create a ghastly communist-tibetan hybrid and alter their demographics by force.

GoI, please wake up !

At Khardung LA we see many Bikers post their journey on Vlogs. Even 100CC bikes which are not direct fuel injected (on spark plugs) have made this journey with the biker and some of their travelling load. So at least the heavy bikes with direct fuel injection should be able to go to Umling LA.

NEW DELHI/BEIJING, Oct 11 (Reuters) - Talks between Indian and Chinese military commanders to resolve a protracted standoff on a stretch of disputed Himalayan border have broken down, with both sides blaming each other on Monday for the failure to make progress.
Thousands of Indian and Chinese troops have been locked in a high-altitude face-off in India's Ladakh region since last year, despite the two militaries holding more than a dozen rounds of talks to diffuse the situation.
On Sunday, commanders met for the 13th time, with Indian officials emphasising that the confrontation had been triggered by "unilateral attempts of Chinese side to alter the status quo", India's defence ministry said in a statement.
"During the meeting, the Indian side therefore made constructive suggestions for resolving the remaining areas but the Chinese sie was not agreeable and also could not provide any forward-looking proposals," the ministry said, adding that the meeting did not lead to a resolution.
In February, both sides had agreed to pull back troops from some areas around Pangong Tso, a glacial lake at 14,000 ft (4,270 metres), after prolonged negotiations between military commanders and diplomats of the two sides.

India-China Border Row: Beijing Won’t Budge, Even at the Cost of War
China is arguing that India must accept the current status quo at the border.
Srikanth Kondapalli, 12 Oct 2021

Both India and China accused each other for the failure to move forward during the 13th round of the commanders meeting on 10 October at Moldo in the western sector of the border. India stated that the “unilateral attempts of the Chinese side to alter the status quo and in violation of the bilateral agreements” have created a problem in the border areas and that the Chinese side did not propose any “forward-looking proposals” to resolve the problem.
On the other hand, the Chinese side accused India of making “unreasonable and unrealistic demands” and hoped India “will not misjudge the situation” in the border areas.
In other words, going away from what it agreed to, China is arguing that India must accept the current status quo on the borders after its troops marched into Indian-claimed regions since March last year. It is also sending a signal that it is unwilling to vacate such lands even at the cost of going to war or changing the format of bilateral relations.
Beijing is Coercing India
According to the Chinese version, “reasonable” concessions from India include recognising the repeatedly rejected Zhou Enlai line of 1959 in Aksai Chin, which is several hundred kilometres south and southwest of the highway it constructed in 1954-57, giving up several hundred square kilometres of territory south of Karakoram ranges and Depsang Plains. In other words, China is conveying that it will not budge on the commanders’ meeting of going back to “known positions” prior to March 2020.

Thank god, this is going perfectly.

I was fearful there would be some deal and things will be back to normal.

Hope there is more pressure from PLA and PA, so that our political jokers are kept on their toes. And force our military leadership to better prepare their war fighting capability.

On the other end time to put more restriction on Chinese imports.

India-China trade deficit soars to $47 bn as business ignores Ladakh crisis, ‘Atmanirbhar’ push
Trade deficit between India and China ballooned to almost $47 billion in just the first nine months of 2021. It stood at $44.02 billion in 2020-21.
Pia Krishnankutty, 14 October, 2021

New Delhi: The Modi government’s attempts to reduce India’s dependence on goods manufactured in China and push self-reliance alongside since the military confrontation in Ladakh last year does not seem to be making much headway if India-China trade figures are any indication.
While bilateral trade is on track to hit a record-high of $100 billion, New Delhi’s trade deficit with Beijing ballooned to $46.55 billion in the first nine months of this calendar year — higher than the full-year figure in the last fiscal — and is expected to rise further by the end of 2021, according to latest data from China’s General Administration of Customs (GACC).
The trade deficit between the two countries stood at $44.02 billion in 2020-21, according to data shared by the Indian commerce ministry in August. Last fiscal’s trade deficit had actually dipped from $53.57 billion in 2018-19.
The deficit comes as India and China seem set to hit a record-high trade of $100 billion, having already touched $90.37 billion in the first nine months of 2021 — a 49.3 per cent year-on-year rise, according to the Chinese customs data.

India, China Deadlocked Over Troops Near Key Himalayan Pass
China wants its neighbor to pull back additional troops from the high-altitude border, a request that India has rejected.
Sudhi Ranjan Sen, October 17, 2021

Chinese and Indian military commanders are deadlocked over the best way to pull back troops from a strategic area in the Himalayas, people familiar with the discussions said, raising the prospect for another tense winter along the border.
China insisted last week that India pull back thousands of reserve troops and weaponry it brought to the border last year, including in the high-altitude Depsang Plains, amid the worst violence between the nations in decades, said the people, who asked not to be identified because the discussions were private.
India rejected the request during the 13th round of talks to resolve the border standoff, and saw the demand as a setback after the two sides made steady progress in disengagement, the people said.
The Depsang Plains is split by the Line of Actual Control -- a disputed but de facto boundary between India and China that runs along the Himalayas -- and had previously been patrolled by both Indian and Chinese troops. China last year positioned troops at key location in the plains, denying India access to 300 square kilometers (116 square miles) of land ever since, the people said.
ndia wants to move soldiers away from all key disputed areas along its border with China, but not all the way back to their original bases, the people said. That’s because it’s difficult for India to put them back in place in the event of a conflict, as each solider must go through a three-stage acclimatization that lasts about a month. Chinese soldiers, by contrast, can retreat to high-altitude locations on the expansive Tibetan Plateau, the people said.

LAC under watch as China heightens activities: GOC-in-C Eastern Command
Manash Pratim Bhuyan, October 19, 2021

China has increased the intensity of military exercises and deployment of troops in its depth areas opposite the Arunachal Pradesh sector and India has correspondingly readied contingency plans to deal with any eventualities, Eastern Army Commander Lt. Gen. Manoj Pande said on Tuesday.
The commander also asserted that the Indian preparedness to respond to any contingency is of a "very high order". Lt. Gen. Pande said both sides are attempting to develop infrastructure closer to the Line of Actual Control and that creates certain issues at times. "Since the infrastructure has come up close to the LAC, there has been a marginal increase in border defence troops," he told a group of visiting journalists. Lt. Gen. Pande said Chinese military exercises are joint operations among various arms of its defence forces that are carried out under an integrated approach and there was an increase in the intensity and duration of the drills. He said new villages have come up on the Chinese side of the border in certain areas and India has taken note of it in its operational strategy as the habitats could be used for military purpose as well.
The commander overseeing the Indian Army's operational readiness along the over 1,300-km-long LAC in the eastern theatre also said its Mountain Strike Corps has now been fully operationalised and it has carried out validation and integrated training with other formations.
"All its units, the combat units, the combat support and the logistics units have been fully equipped." Giving an account of India's overall military modernisation, Lt. Gen. Pande said that an in-principle approval has been given to new combat formations called the Integrated Battle Groups (IBGs) which can mobilise fast with a more effective approach.
The IBGs will comprise a mix of infantry, artillery, air defence, tanks and logistics units and the new set up is expected to revamp the Army's war fighting capabilities, particularly along the borders with China and Pakistan. "We are looking at the IBG model for the Mountain Strike Corps essentially so that we have better option for its deployment," he said. On Chinese activities in the eastern sector, he said there has been a marginal increase in its deployment of troops in some areas. "The annual training exercise that the PLA (People's Liberation Army) carries out has seen some increase in the level of activities in the depth areas. Some of the reserve formations which the PLA mobilised continue to remain in their training areas that are in the operational depth areas," he added.

Dalai Lama travels to remote Ladakh region bordering China
Aijaz Hussain, July 15, 2022

SRINAGAR, India — The exiled Tibetan Buddhist spiritual leader the Dalai Lama on Friday arrived in India’s remote Ladakh region bordering China where he received a rousing reception.
Thousands of people lined both sides of the road outside the airport in the cold desert region’s Leh town to welcome the Dalai Lama, who is touring outside his base in the northern Indian city of Dharmsala for the first time since the outbreak of the coronavirus pandemic in 2020. He will stay in Ladakh for about 45 days.
The Dalai Lama has made Dharmsala his headquarters since fleeing from Tibet after a failed uprising against Chinese rule in 1959. India considers Tibet to be part of China, though it hosts Tibetan exiles.
Officials said at least 20,000 people gathered all along the road to the Dalai Lama’s summer palace, some 10 kilometers (6 miles) from the airport. The ride took the spiritual leader about 90 minutes, since the entire stretch was filled with people jostling and some dancing in traditional attire.
They welcomed the spiritual leader by waving religious flags and Tibetan flags and showering the road with flower petals. At least 7,000 Tibetans live in Ladakh.
“Happy. Once more (I have) come (to) Ladakh,” the Dalai Lama said in tangled English as he entered his palace. “These people showing from heart this.”
The visit is also his first since India split the high-altitude region from disputed Kashmir and took direct control of it in 2019 while revoking the entire territory’s semiautonomous status. A year after that change, Indian and Chinese troops came close to war in Ladakh and ever since they have been locked in a military standoff along their disputed border.

How Dalai Lama’s presence in Ladakh just can’t be a coincidence
The fact that the Dalai Lama will stay for a month in Ladakh is definitively a re-assertion of India’s policy vis-à-vis the Tibetan leader. Many observers see all this as a signal to China of a change in India’s Tibet policy
Claude Arpi, July 17, 2022

Do you believe in coincidences? Tenzin Gyatso, the 14th Dalai Lama reached Ladakh on 15 July. Two days later, the 16th round of Corps Commander-level meeting between India and China is to be held at Moldo/Chushul, near the Pangong tso (lake). Led by Lt Gen A Sengupta, the Fire and Fury Corps Commander, the Indian side will discuss disengagement from friction points along the Line of Actual Control (LAC) in eastern Ladakh with the Chinese commander of the Kashgar Sub-Area Command of the Xinjiang Military District (XMD).
Was it a coincidence, but on 6 July, Prime Minister Narendra Modi greeted the Dalai Lama over the phone on the occasion of his birthday: “Conveyed 87th birthday greetings to His Holiness the Dalai Lama over the phone earlier today. We pray for his long life and good health," PM Modi tweeted.
We can’t call everything a coincidence, but President Xi Jinping, General Secretary of the Communist Party of China (CPC) visited Urumqi, the capital of the restive Xinjiang Uygur Autonomous Region (XUAR) two days before the Dalai Lama arrived in Ladakh. According to Xinhua, he inspected a university, an international land port area, a residential community and a museum.
The Dalai Lama in Ladakh
But let us first look at the Tibetan leader’s visit to Ladakh first. The Chinese are not going to be happy, though they still consider the Union Territory a ‘disputed territory’ between India and Pakistan and cannot claim it as theirs as they do for Arunachal Pradesh.
This reminds us of the long negotiations for the so-called Panchsheel Agreement in 1954. The discussion was stuck on the issue of Ladakh and more particularly on naming Demchok a landport for the mountainous region.
On 24 April 1954, the Indian Ambassador to China, N Raghavan, who was himself conducting the talks, informed his Foreign Secretary in Delhi (NR Pillai) that at the suggestion of Zhang Hanfu, the Chinese deputy foreign minister, the plenary sessions on the previous day had been cancelled: “He and I carried on informal discussions between 12:00 and 13:00 hours and 19:00 to 23:15 hours.” Raghavan explained that it was ‘royal fight’ from beginning to end: “Zhang took a very recalcitrant attitude but finally gave in on most points,” except for Demchok.
The Chinese virulently objected to this route being included in the Agreement; they quoted an oral understanding “they would not like in writing even by implication to have any reference to Ladakh.” For Beijing, the mountainous region was a ‘disputed’ area.
India had taken the stand that Ladakh was part of Indian territory and the route should be mentioned, as its omission would be invidious, but the Chinese remained adamant. Raghavan finally accepted a compromise which meant that most of the other routes between Ladakh and Western Tibet (particularly via Rutok) were abandoned and the trade stopped. This anecdote shows the importance of Ladakh for Beijing (incidentally, the unresolved dispute over Demchok, dates from that day).

Indian graziers stopped by Chinese troops in Ladakh
Utkarsh Mishra, August 29, 2022

Indian graziers were stopped by Chinese troops from moving ahead near the Line of Actual Control (LAC) in the Demchok region of eastern Ladakh over a week ago, people familiar with the development said on Monday.
There was no face-off or confrontation between the Indian and Chinese forces in view of the incident as such objections by both sides happen routinely, they said.
The people said some Indian graziers were on the Indian side of the LAC in the region but the Chinese People's Liberation Army (PLA) objected to their presence claiming the area to be on their side.
The incident is understood to have taken place on August 21.
"Such incidents happen in those areas because of differing perceptions about the LAC by both sides," said one of the people cited above, adding the incident figured in subsequent talks between area commanders of the two armies.
The incident took place amid the prolonged military standoff between the two sides at a number of friction points in eastern Ladakh.
India has been consistently maintaining that peace and tranquillity along the LAC is key for the overall development of Sino-India bilateral ties.
The Indian and Chinese militaries have held 16 rounds of talks to resolve the eastern Ladakh border standoff that erupted on May 5, 2020, following a violent clash in the Pangong lake areas.
