IMA ‘Halal’ ponzi scam: Senior IAS officer accused of corruption found hanging at his residence in Bengaluru

In a shocking development, senior IAS officer BM Vijay Shankar, one of the accused in the multi-crore I-Monetary Advisory (IMA) ‘halal’ investment scam, has ended his life in his Jayanagar residence in Bengaluru on Tuesday evening.

According to the reports, former Deputy Commissioner (DC) of Bengaluru Urban BM Vijay Shankar, who was under suspension for his alleged role in the IMA Ponzi scheme, allegedly committed suicide at his residence by hanging himself.

Initially, the Karnataka government had appointed Vijay Shankar and LC Nagaraj to investigate the complaints against IMA group under the Karnataka Protection of Interest of Depositors in Financial Establishments (KPID) Act, 2004.

Later, the CBI had found that both Vijay Shankar and Nagaraj had submitted a report to the government favouring IMA, which had duped thousands of people by running a Ponzi scheme. The officers were accused of accepting bribes from the IMA directors to give a favourable report. The probe had stated that Vijay Shankar had allegedly received an amount of Rs 1.50 crore.

On June 11, 2020, the CBI had requested sanction from the state government to prosecute Vijay Shankar and two other officers in the ponzi scam.

The names of few Congress leader had also surfaced for their alleged involvement in the Ponzi scheme, making it a high-profile case. Senior Congress leaders like BZ Zameer Ahmed Khan, former Congress MLA Roshan Baig, Congress legislator from Khanapur in Belagavi Anjali Nimbalkar’s husband and Karnataka IPS officer, Hemant Nimbalkar’s name had also surfaced in the investigation.

Two Karnataka cadre IPS officers Hemanth Nimbalkar and Ajay Hilori along with three police personnel were also booked by the Central Bureau of Investigation in the Rs 4,000 crore IMA scam.

Ravinath Raman, the CEO of the Char Dham Devasthanam management board said that priests can protest but the board is formed by an act and is a government body. Raman said, “It is their democratic right to protest, so we cannot say anything about this. The Board is a government body made through an Act, so we cannot comment.”
this is a BJP govt which is going to work in the interests of the Hindus by taking over their temples, especially when the Hindu's are asking for their temples to be freed from all govt control :mrgreen:

The accused had opened 8 rounds of bullets on the Delhi Police on February 24, the day US President Donald Trump was visiting India. While initial reports had suggested that Mohammad Shahrukh was arrested on February 25, Delhi Police later clarified that he had escaped and was absconding since. He was finally arrested on March 3 from the Shamli district in Uttar Pradesh and has since been languishing in prison.

The police had registered a case against him under Sections 147, 148, 149, 283, 186, 188, 353, 332, 323, 307,505, 120B, 34of the Indian Penal Code (IPC) and Section 27 of Arms Act, and Sections 3 and 4 of Prevention of Damage to Public Property Act (PDPP) Act. The cops had also informed that the gun of the 23-year-old accused was recovered from his house. Reportedly, he had left the pistol at his home and fled the city after the incident. A 350-page charge sheet was filed against Shahrukh in Karkardooma Court on May 1 in connection to the riots that led to 53 deaths.

Arguments made by the Defence and the Prosecutor

Asghar, appearing for Shahrukh, had pleaded that the accused was in judicial custody for 113 days and had clear ‘antecedents’. He argued that Shahrukh did not injure anyone during the incident and that the First Information Report (FIR) was not registered on the basis of the information provided by the complainant. “He’s the victim of the circumstances”, the counsel claimed. Asghar further sought for the accused’s bail on humanitarian grounds in line with that of Safoora Zargar.

The petition was filed challenging the decision of the trial court which denied him bail on June 9. Additional Public Prosecutor Amit Chadha, however, opposed the bail and emphasised that CCTV footage clearly showed him firing his pistol. He added that ample evidence existed to highlight what happened in the National capital during the communal riots. Delhi Police had also opposed his bail on the ground that his identity has been testified by witnesses.

A petition has been filed in the Supreme Court against Congress interim president Sonia Gandhi, Gandhi-scion Rahul Gandhi and some other Congress leaders seeking a National Investigative Agency (NIA) or Central Bureau of Investigation (CBI) probe to their alleged links with the Communist Party of China.

According to the reports, the lawyers who have filed the petition in the apex court has asked for an investigation into the details of the MoU signed between the Congress party and the Communist Party of China in 2008 during the UPA era.
A petition has been filed in SC by a lawyer, against Sonia Gandhi, Rahul Gandhi&some other Congress leaders on “a MoU between the UPA govt&Chinese Govt in 2008”. Petition seeks SC’s order directing NIA to investigate the agreement under Unlawful Activities(Prevention) Act,1967

Interestingly, the petitioner has asked the Supreme Court to direct the NIA to investigate the agreement between the Congress party and the CPC under the stringent provisions of the Unlawful Activities (Prevention) Act, 1967.

According to journalist Utkarsh Anand, the petition was filed in the Supreme Court by activist and journalist Savio Rodrigues and lawyer Shashank Shekhar Jha seeking an investigation by NIA or the CBI into 2008 agreement between two political parties. The plea sought a probe questioning the intent of Rahul Gandhi’s to sign this party-to-party agreement.

Demands for probe into agreement
Days after the image from 2008 showing the Indian National Congress leaders signing an MoU with the Communist Party of China went viral on social media, there were demands from a section seeking a probe into the agreement between the Congress party and the Communist Party of China.

Senior advocate Mahesh Jethmalani had also demanded an NIA probe into the agreement under the Unlawful Activities (Prevention) Act. The senior advocate said that the agreement signed in the presence of Sonia Gandhi and current Chinese premier Xi Jinping has possible sinister implications for the country’s security and called for a probe by NIA into the agreement under the stringent UAPA. He also said that the NIA should secure the agreement.

A ‘secret-deal’ between the Congress party and the Communist Party of China

The agreement signed by the Congress party with China’s Communist Party has gained significance after the recent stand-off between India and China at the Galwan valley along the LAC in Ladakh.

The agreement was signed between the two parties on August 7 in 2008 in Beijing for exchanging high-level information and co-operation between them. The memorandum of understanding (MoU) also provided the two parties with the “opportunity to consult each other on important bilateral, regional and international developments”.


At that time, Congress party was leading the UPA-I govt in India and Sonia Gandhi was the chairperson of the National Advisory Council, which acted as the super cabinet over the Manmohan Singh led govt. The agreement was signed by Congress leader Rahul Gandhi and Wang Jia Rui, Minister in the international department of the CPC, in the presence of Sonia Gandhi and the then Chinese Vice-President Xi Jinping.

According to reports, Before the signing of the MoU, the then Congress president Sonia Gandhi and her son Rahul Gandhi had held a long meeting with Xi and other senior leaders of the Communist Party of China to discuss issues of mutual interest.

Yes. Money always wins. That's why I'm supporting grilling of GJ BJP for intentionally standing still and allowing courts to interfere in Hindu matters. Before one knows, they would be pulling stunt like this in GJ.

The police officer who had reportedly misbehaved and assaulted the Canara Bank female employee in its Saroli branch on Monday has now been suspended and also arrested, reports ANI. A case was registered at Puna police station in Surat on Tuesday under Indian Penal Code Sections 323 (voluntarily causing hurt) and 504 (intentional insult to provoke breach of peace), a police official said.

The investigation was initiated after Union Finance Minister Nirmala Sitharaman had taken to Twitter to promise strict action against the police constable who had assaulted a female staff after the Bank Employees’ Association had requested the Finance Minister to take cognisance of the issue. According to reports, soon after, Sitharaman had brought the incident to the notice of Commissioner of Police.

As someone whose seen the workings of Char Dham and visited them in person I can tell that there are wheels within wheels. These pundits live off the lavish donations that are deposited by the faithful while doing Nothing, i repeat Nothing to make the life or travel of pilgrims easier. There are no proper roads, rest areas, medical facilities or any other facility to take care of the pilgrims. I'm in fact disgusted by all the shoving and pushing that happens at these holiest of holy Hindi places because of utter lack of basic crowd management, pandas pushing people around and only seem interested in gathering cash donations. The hoards of beggars is another story (a lot of beggars are not even Hindus)

It was only after 2014 a proper road and infrastructure was built to make it easier to visit these places. There is still a huge of amount of work that needs to be done and that needs funds that these Temples can generate.

I do agree that the funds MUST only be used for making the facilities and the temples world class not for feeding folks on Ramzaan.

Its not just Char Dham but there are many prominent temples that are used as cashcows both by the government and the temple authorities. Reminds me of an incident in a prominent temple in south where two rival gangs of priests/administrators fought each other with fists, stones, bricks and finally dry coconut shells all in the presence of tv press. Yes, Hindu temples must be administered and controlled by hindus and not the government but i am not sure if its a silver bullet to solve decades of mismanagement of these temples.

My theory is that unless one is from the bottom 50% economically, one cannot understand the attraction Modi for those. I put it to you that very few in BRF have any understanding of how the 65% rural folks live or even the bottom 25% of the urban poor.

Churches/Mosques are community meeting/discussion places and decisions are made that actually affect peoples lives. Eg:members are even given money to prolong their business etc. Hindu temples are not the same - management does not think like that nor devotees expect that. So, money will get swindled and corruption will increase.

Oh yes, our cognitive biases due to our relatively privileged upbringing is part of why we don't understand why he's so absurdly popular . In two elections he's rewound the clock back to 1950s era dominant LS majorities, except that the entire opposition, press, judiciary and 'civil society' are arrayed against him, where as the adharniya Banditji had token opposition who were issued participation certificates for their trouble while showing up.

We don't follow Mann Ki Baat here. Even if we do, we don't necessarily get the impact of what he says, to ears that have grown up in far less privileged lives. The opposition derisively titters on about 'ooh he's busy with his monkey bath now' while millions are listening to him carefully and we generally ignore it. It's not a harsh criticism - a lot of his message isn't directed our way in the first place. But it matters to many.

We used to think it was harsh and unfair depiction of India that '400 million people lived on less than $2 a day' or '60% had no access to toilets'. I haven't seen that sort of thing mentioned much in about 2-3 years now. Almost every other article used to have that, for a long time. It's because there just aren't so many desperately poor people anymore, and he's really improved life at the very bottom of the ladder.

We don't seem to realize that until as late as 2014, more than half of India had no access to roads, electricity, toilets, fuel or banking. And that's after a generation of economic growth. Every single election until 2019 was a referendum on the failure to provide these basics. Thanks to this guy, 2024 won't be - it will instead be a referendum on how good a job he did moving the bottom of the pyramid one more tier up from where it was raised to in 2019.

That's not to say our 'middle class' concerns or even 'chairforce general' concerns are not important. Sure they are. My view is that the man is receptive but has priorities elsewhere, and if you need to be heard, do it the right way - constructively explain why your concerns are important to national security and wellbeing, and convey it through multiple available channels.

I am really disappointed that renaming of Ahmedabad to Karnavati is limited just to RSS posters. We have had BJP govts in Power both at Center and State level for more then 6 years and still this renaming which is a old BJP promise has not gone through. My blood boils that mass murderer of Hindus has still got a city named after him in Maharashtra (Aurangabad) where similarly BJP did not do the renaming as promised.

Nepali Congress passes resolution in parliament urging the government to reclaim land illegally encroached by China

Nepali Congress, the main opposition party in Nepal, passed a resolution on Wednesday in the parliament urging the government to take back land China has encroached illegally. The resolution stated that Nepal and China share a 1414.88-kilometre-long border, as mentioned in the geographical and political map of Nepal marked in the national emblem. There were 98 pillars across the border out of which few pillars are missing while some had been moved towards Nepal. In various districts including Dolakha, Humla, Sankhuwasabha, Rasuwa, Sindhupalchowk and Gorkha, China has encroached 64 hectares of land that belong to Nepal.

The resolution stated, “The boundary pillar numbers 35, 37 and 38 located in the border of Gorkha and pillar number 62 located in Nampa Bhanjyang of Solukhmbu are missing. As China has shifted pillar number 35 of Gorkha towards Nepal, Rui village lying in the northern part of Gorkha has been encroached by China and 72 households now been under Tibet Autonomous Region of China. Similarly, 18 households located at Jiujiu of Darchula districts have been encroached by China.” The resolution urged the government to use diplomatic means to take back the land and inform the house about the real situation.

The recent case of Kodari village
Kodari is a small village that shares a border with Tibet-China. According to recent reports, China has claimed it as a part of Zhangmu province. In a report prepared by Nepal’s Survey Department of Agriculture Ministry, China has taken over 11 places in Nepal. The report suggested that China is diverting rivers that act as natural borders to increase its territory.

In the report, the department claimed that a total of ten hectares of land in the Humla district is under China’s control. Further, six hectares in Rasuwa have been encroached as construction works caused diversions in Jambu Khola, Bhurjak and Sinjin. The report stated that there is a high probability that China may bring Armed Police in these areas over a period of time to develop observation posts.

As per the locals in Kodari village, they have been asked by the Chinese army to leave the village and move to somewhere else.

At a time when the Congress party is facing all the heat over its secret deals with the Communist Party of China (CPC), another exposing detail has emerged further strengthening the claims of its intimate links with China. The new expose reveals that the Chinese government had donated Rs 10 lakh to the ‘Rajiv Gandhi Foundation’ in 2006 to give ‘financial assistance’ to its charities. OpIndia had earlier reported that according to a document available on Chinese Embassy in India website, the then Chinese Ambassador to India to India Sun Yuxi had donated Rs 10 lakhs to the Rajiv Gandhi Foundation, which has links to the Congress party and is run by Congress leaders.

Now, a perusal of the Annual Statements of Rajiv Gandhi Foundation has revealed a far more sinister agenda as more details have emerged. Turns out, the Chinese government had not only donated to the Rajiv Gandhi Foundation in the year 2006 but subsequent years as well. It is pertinent to note that Sonia Gandhi is the Chairperson of the Rajiv Gandhi Foundation and since the year 2005, of which documents have been reviewed, Rahul Gandhi and Priyanka Gandhi Vadra were the trustees.

One sinister aspect that emerged is that even in 2005-2006, it was not just the Embassy of China that had donated to Rajiv Gandhi Foundation, but also the Chinese government itself.

While the donation in 2005-2006 was to the tune of Rs 10 lac, further details also emerged.

Interestingly, the Government of China not only donated to Rajiv Gandhi Foundation in 2006, but also in the subsequent years.

In the Annual Report of the Foundation for the year 2006-2007 as well, the People’s Republic of China is listed as a donor.

According to the returns filed by Rajiv Gandhi Foundation dug up by Twitter user @By2Kaafi, in the year 2006-2007, the Government of China donated Rs 90 lac to the Rajiv Gandhi Foundation.

Further, in the year 2007-2008, the Chinese Government was listed as a donor as well.

After well over Rs 1 crore received by Rajiv Gandhi Foundation, the foundation launched a study focussed on the interests of China.

The Annual report of the year 2008-2009 says:

The year witnessed a high point when a high-level delegation from the RGF paid an official visit to China to participate in the celebrations to commemorate the 20th anniversary of Mr Rajiv Gandhi’s historic visit to China in 1989. The delegation, led by Mr. Veerappa Moily, Chairman of the Second Administrative Reforms Commission, included Mr Salman Khurshid, former Minister of State for External Affairs, noted journalists Mr Vinod Sharma and Mrs Neerja Chaudhary, and Prof. Pratap Bhanu Mehta, President of the Centre for Policy Research.

Among the delegation were two Trustees of the Foundation, Prof. Ashok Ganguly and Dr Sekhar Raha. Mr Mohammad Saqib, Fellow of the Institute, accompanied the delegation as a facilitator. In addition to several engagements, the delegation participated in the Conference, ‘Carry Forward the Tradition and Strive for Common Development: Commemorating the 20th Anniversary of H.E. Rajiv Gandhi’s Visit to China’. It was jointly organised by the Foundation and the China Centre for Contemporary World Affairs.

In her message to the Conference, Chairperson of the Foundation, Mrs Sonia Gandhi, fondly recollected “the memories of our meeting with China’s Great Leader, Deng Xiaoping, and recall his pronouncement that the forthcoming century will belong to Asia”. She also said, “The tremendous growth in bilateral trade and economic relations in the last two decades, which reinforced the over-all development of ties, is a noteworthy outcome of the vision of Rajiv Gandhi and Deng Xiaoping.” The then Indian Ambassador to China H.E. Nirupama Rao delivered the address at the opening ceremony of the Conference.

On the same year, after receiving donations from the Government of China, two seminars were held by Rajiv Gandhi Foundation that focussed on the interests of China.

There were two “projects” which were also launched by Rajiv Gandhi Foundation after the donation was received from China. The studies focussed on the “perception study” and Technology transfer from Research and Development institutions to industry in India and China.

Interestingly, between the years 2009 and 2010, the Rajiv Gandhi Foundation went a step further and studied the feasibility of a Free Trade Agreement between India and China. The study essentially wanted the economy to completely open up between India and China.

The 2009-2010 report states:
In April 2009, RGICS Fellow Mohammad Saqib carried out a feasibility study, ‘India-China: Free Trade Agreement (FTA)’, in association with Dr Purnachandra Rao. The main objective of the study was to gain a better understanding of an FTA between India and China, analyze various trade issues and identify who would stand to gain and lose from such an agreement. The report concluded that China would be the greater beneficiary in all trade dimensions because of the efficiency of its economy: ‘There is a principal need for India to improve its commodity structure to balance its performance of competitiveness and complementarities.’ The authors suggested that India needed, at the minimum, to diversify its products. The study concluded that ‘there are always losers and gainers in the regional and free trade agreements. India and China can balance the gains and losses through an FTA. Therefore both governments should decide to enter into FTA negotiations. The proposed FTA between India and China will be feasible, desirable and mutually beneficial. An FTA between India and China should also be comprehensive, with a free flow of goods, services, investment and capital.’

In 2010-2011, the FTA study continued. The expert mentioned in the annual report only goes to show how the Rajiv Gandhi Foundation was continually undermining India’s position with relation to China and attempting to show China has a far more powerful entity that could only “benefit” India. The report concluded:

The study found China to be more fully integrated into the world economy as a major economic powerhouse than India, in large part because of the comparative advantage of labour surplus. But the study also proposed that an FTA would help bilateral economic relations and that the free flow of goods, services, investment and capital would, in fact, benefit India’s trade sector more than China’s.

Essentially, from the year 2005 to the year 208 at least, the Rajiv Gandhi Foundation was involved in taking money from the Government of China and then, subsequent to that, studies were conducted by the Rajiv Gandhi Foundation that potentially undermined the position of India.

Further, it is pertinent to note that it was in this period, in the year 2008, that Congress signed an MoU with the Chinese Communist Party, which is the only political party in China.

During UPA1 in 2008, the Congress party and the Communist Party of China (CPC) had signed a deal in Beijing for exchanging high-level information and co-operation between them. The memorandum of understanding (MoU) also provided the two parties with the “opportunity to consult each other on important bilateral, regional and international developments”.

Interestingly, the MoU was signed by the then Congress general secretary Rahul Gandhi and on the Chinese side, it was signed by none other than Xi Jinping himself, who was then the Chinese vice-president and standing committee member of the CPC’s politburo. The MoU was signed in the presence of his mother and party president Sonia Gandhi.

Before the signing of the MoU, the then Congress president Sonia Gandhi and her son Rahul Gandhi had held a long meeting with Xi and other senior leaders of the Communist Party of China to discuss issues of mutual interest.

In 2008, Sonia Gandhi had visited Beijing along with Rahul, daughter Priyanka, son-in-law Robert Vadra and their two children to attend the opening of the Olympic Games. A year before, Sonia Gandhi and Rahul Gandhi had also led a delegation of the Congress party to China.

The 2008 MoU between CCP and Congress came at a time when the Left parties in India had expressed lack of trust in UPA-1 government led by Congress. The India Today report suggests that even as China was aware of the political landscape in India, Xi Jinping went ahead and signed the pact with Congress as CCP wanted deeper ties with Congress, especially the Gandhis

“Somebody had to do it”, said Alexander Fedotov who was part of the largest ever response team trying to contain radiation after the meltdown of the Chernobyl nuclear power plant in the April of 1986.

Named ‘liquidators’ meaning ‘to eliminate something that causes problems’, these response teams contained the deadly radiation leak which threatened the very existence of mankind. Volunteering with the efforts of Rashtriya Swayamsevak Sangh (RSS) to screen patients made me feel like a ‘liquidator of Corona’.

As the wave of Coronavirus swept our nation, the need to establish a response team to aid the authorities in testing was felt by many. Already on the ground zero with its various Seva activities, RSS fashioned the first ‘Liquidators of Corona’ to answer the need. First pilot ran through the at-risk settlements in Pune, screening 1,02,450 patients with the help of 365 doctors & 1016 Swayamsevaks. Work expanded to Mumbai as Parle west became the headquarters for the Mumbai effort. Coordinating six batches till today, Mumbai effort has expanded into three more branches headquartered in Marol, Malad and Mulund. Working with local authorities such as BMC and Health Ministry, teams of 500 liquidators have screened over 70,000 patients in Mumbai’s various containment zones and red zones.

Unlike the Liquidators of Chernobyl, many of whom were ordered by the government to join the cleanup effort, we are all volunteers. Hailing from diverse backgrounds, such as teachers, accountants, medical students, engineers, lawyers, photographers and whatnot, ready to take on the challenge of the uncomfortable weather, the claustrophobic gear, the crammed surroundings and mammoth number of patients. When mega screening campaign of Dharavi on the first Sunday of the Junewas announced, many like me volunteered. We had already completed our field work, but we came out of quarantine and delayed our tests to help out in screening largest slum in Asia.

Once on the field, the teams of three-consisting two volunteers and one medico – reach the table and immediately start the screening as the local volunteers go door to door to bring the patients in a queue. One volunteer checks temperature and Blood oxygenation levels while another takes it down along with patients contact details and general medical history. Doctors look for symptoms and counsel the patients about COVID19 guidelines. Looking for symptoms, identifying high risk individuals, referring symptomatic suspects to authorities and documenting every patient, the liquidators usually do 4-5 hour shifts each day.

I have seen a man fearful of being taken away into quarantine, bring his whole family for screening once his doubts were cleared by our ever-enthusiastic medico. In the era of mass confusion and hysteria, we served as a bridge between the authorities and patients. Screening over 24000 households, over 70,000 patients and identifying 924 suspects, I feel humbled and proud to have gotten the opportunity to serve my nation in the past week. Perfecting what Fedotov said with the ‘first person singular approach’ of an ABVP activist, somebody had to do it, then why not me?

In the annual statements of the Rajiv Gandhi Foundation which are public, one of the donors is Prime Minister’s National Relief Fund (PMNRF) in 2006-07

so that is why they so desperately wanted the money to go to PMNRF where the mafia queen can access it. They looted from everywhere and used all possible ways and that is precisely why Modi started the PMCARES fund to avoid this monster truck sized loophole.


Worse is that MoHFW and MoEF are among the donors list.

I've had their subscription for a couple of years now. At 2k Rs / year for 12 issues of paper magazine and unlimited access to their site its totally worth
it. I also do my bit to help OpIndia, they are true "street brawlers" in my opinion. They are not writing flowery articles sitting in some cushy office but actually have people on the ground who report, and they've never hesitated to call a spade a spade.
