The news reports paint a picture of interdepartmental rivalry between Mani and his seniors at the time.

RVS Mani was made to file affidavits and make "official" statements as part of his bounden duties when he was a govt servant and such affidavits and "official" statements made by him was the official and stated position of the GoI and the home ministry at the time and not his personal opinions.
It was very much a part of his official duties to do so and refusal to carry out orders given him by his superior officers would have been a gross violation of his service conditions and would have invited mandatory disciplinary and punitive action by blatantly biased communal and vengeful congi party ministers who were in power at the time.
one should not be so eagerly uncharitable and needlessly judgemental.
One could do him the courtesy of reading his book, cutting him some slack and then, as you yourself so wisely say: "proceed with caution".
he is undoubtedly one among the very few good guys of that extremely malicious, anti India and anti Hindu era and continues to be a staunch dharmic kshatriya even today and his many exposes and disclosures of wrongdoings by the BIF high and mighty has and still is causing a very severe itch in many a communal langote.
