New Delhi: Defence Research and Development Organisation (DRDO) has been tracking the spread of Coronavirus (COVID-19) since the world media started reporting its devastating impact in China’s Wuhan Province. The DRDO took a call in first week of March 2020 to enhance efforts to create counter measures to stop the spread of the disease in India. By then, the number of affected people in India had already crossed 30. It also started focusing on creating mass supply solutions of critical medical requirements, if COVID-19 becomes a crisis. As a result of focused approach, at present DRDO is ready with four different items ready to be deployed in ‘War against Corona’.
Hand sanitizer
Hand sanitizer being the basic instrument against spread of COVID-19 that has now been developed in-house at DRDO. By 3rd week of March, it was produced in sizable quantities and distributed to major offices and establishment within the capital. Approximately 4,000 litres of hand sanitizer has been provided to Indian Armed forces, Armed Forces Medical Corps, Defence Security Corps, 1,500 litres to Ministry of Defence, 300 litres to Parliament, and 500 litres to various security establishments and high offices to address sanitization issue at first to keep administration work without fear of contamination.
In the present scenario, Delhi Police (DP) is serving by managing law and order situation, hence to keep them safe at this point of time, DRDO has provided 20,000 three ply masks and 1,000 litres of hand sanitizers. In addition, DRDO has distributed hand sanitizers to DP at about 40 nakas all around Delhi.
The DRDO is ready to provide more hand sanitizers in large quantities to the concerned. Initially a DRDO lab, Defence Research & Development Establishment (DRDE), Gwalior has produced approximately 20,000 litres to cater initial requirements of its employees and government offices/ministries. In the meantime, DRDO identified a vendor with the WHO formulation with M/s Gwalior Alco Brew Pvt Ltd, Gwalior (DRDE Gwalior is providing technical support; scientists are positioned with the company the check the quality). Total capacity is 20,000 to 30,000 litres per day in 200-500 ml bottles. The cost is less than Rs 120/litre (including GST).
Ventilators
Since COVID-19 affects pulmonary functions, keeping in mind the futuristic requirement, Society for Biomedical Technology (SBMT) programme of DRDO has been modified to cater to the current situation. Defence Bio-Engineering & Electro Medical Laboratory (DEBEL), Bangalore (a DRDO lab) has identified a vendor (M/s Scanray Tech Pvt Ltd, Mysore) to produce critical care ventilator. It has been created by using existing technologies like breath regulators, pressure/flow sensors, etc. Presently, innovation is on to create ‘Multi patient ventilator’ wherein several patient can be supported by a single ventilator. This innovation is expected to be available within a week. Around 5,000 ventilators will be produces in the first month and 10,000 subsequently. The DRDO has identified local alternatives to supply of critical components. Already Secretary (Pharmaceuticals) has identified nine companies for design transfer to produce and Mr Anand Mahindra for fabrication of components. Each ventilator unit will cost around Rs four lakh.

Its production vendors are M/s Venus Industries Mumbai, M/s IMTEC Kolkata. Capacity is 10,000 N99 masks per day. Material for these are is sourced from Ahmedabad Textile Industry’s Research Association, which is already having plenty of government orders for N95 masks. The mask costs Rs 70 per piece.
Body Suits
Body suit is critical requirement for doctors, medical staff, sanitations workers, etc so that they are not contracted by COVID-19 during their work. Earlier, DRDO had developed this body suit for medical & paramedical staff to manage & evacuate the causalities in the event of radiological emergencies, which right now is converted as a full body suit to stop contamination. The suit is washable and has passed the ASTM International standards. The suit is widely tested by DRDO and other agencies and found suitable for the cause. M/s Frontier Protective Wear Pvt Ltd Kolkata, transfer of technology holder that is already working with Ministry of Textiles, and M/s Medikit Pvt Ltd Mumbai are producing 10,000 suits per day with some works continuity problems. Each suit costs Rs 7,000.

Confirming that Skanray was looking to ramp up its production to meet emergency needs, Vishwaprasad Alva, Founder and Managing Director of Skanray, told Star of Mysore that the DRDO has assured that they will airlift the critical ventilator components to Mysuru for assembling.
“Skanray has healthcare technology solutions to counter the COVID-19 epidemic and is ramping up its production at its Mysuru unit and in Bologna in Italy to about 25 times its current capacity to gear up for the emergency need of the nation and the countries where it is active.
“The National demand is for about 1,00,000 units while the capacity is currently 5,000 units per month taking the capacity and support of Ramesh Kannan, Managing Director, Kaynes Technologies, Narendra, Managing Director, Vinyas Innovative, Sunil Banwari, Managing Director, AT&S, Suchitra, Operations Head, Cyient and Sanjeev Gupta, Managing Director, Lahari Electronics System Development and Maintenance (ESDM). All these firms are in Mysuru to make it a Technology Response Hub,” he said.
“Mysuru DC Abhiram Sankar personally met the ESDM team and reviewed the readiness to respond to the demand. He has created a National COVID-19 Technology Response Team with the Mysuru ESDM members to make 1,000 units to the State requirement on top priority and to be also ready to serve the 1,00,000 units of the country at the time of crisis,” Alva added.
On Mar. 21, Kiran Mazumdar-Shaw took to Twitter to urge the Indian Government to procure ventilators produced by Skanray. The company is India’s largest exporter of modern medical equipment and has its installations in about 80 countries around the world as Skanray and as an Original Equipment Manufacturer to the large Global med-tech companies. A ventilator costs anywhere between Rs. 5 lakh and Rs. 12 lakh and several critical components are imported, and that supply has stopped because European countries supplying them have stopped exporting in order to cater to their own needs. Skanray currently has the ability to produce 200 ventilators a month at its Mysuru facility.

As India prepares to deal with the fast-spreading COVID-19 epidemic in the country, Bengaluru-based ventilator exporter Skanray Technologies has ramped up its capacities to support the requirement of the critical care equipment.
The company plans to utilise the network of component suppliers & local manufacturers to ramp up production to 1 lakh in 2-3 months time.
“The idea is to share the design and certain critical components with other companies, which can locally manufacture these ventilators quickly. We are opening up our design IP,” Vishwaprasad Alva, Founder and Managing Director of Skanray Technologies told CNBC-TV18.
Skanray is working with government's think-tank Niti Aayog, the Defence Research and Development Organisation (DRDO), Director General of Health Services and the government of Karnataka on design and supply of locally-sourced components.
The DRDO, in particular, is helping Skanray find equivalent components from other industries. DRDO will help source local components from aeronautical, entertainment and auto industry that can be used in ventilators with a few design changes.
“This is the only way to overcome the shortage. There are components like flow and volume censors that are used in aeronautical industry, which can be used in ventilators too. We just need to alter the design and check for safety,” Alva said.
The company plans to manufacture 1 lakh locally-assembled ventilators in the next two-three months. The company currently has the capacity to manufacture 200 units, and is planning to gradually scale up to make 5,000 units in a month’s time before ramping it up to 30,000 and then to 1 lakh.
Healthcare experts say India could need 1,00,000 ventilators depending on how the COVID-19 epidemic spreads across the country. The SARS-CoV-2, the virus that causes the COVID-19 disease, affects both upper and lower respiratory tract and critical patients require ventilator support.
The government of Karnataka has placed an order for 1,100 ventilators with Skanray.
The company says orders for 7000 more ventilators are in the final stages from state governments of Maharashtra, Andhra Pradesh, Kerala, Tamil Nadu. We will be finalising these orders in a few days, Alva said.
The central government has yet not placed any orders with any company as yet.
“The government shuold consolidate its requirements quickly and place the orders, so we have a clear understanding of what the government wants and we can plan accordingly.”
Skanray has already manufactured one model with lower import content and the redesign was drawn in just 15 days, he added.
The critical components needed for medical devices sector has seen a sharp rise in demand.
However, components for other industries are in good supply and that situation can be utilised in favour of critical equipment manufacture in India.
Currently, no company manufactures 100 percent indigenous ventilators in India. Most companies either import, assemble or partially produce it with components sourced from Europe, US and China.
But this supply has been hampered with the countries restricting critical exports owing to the COVID-19 pandemic.
Other companies like Vadodara-based Max Ventilators and Air Liquide manufacture partially. The rest either import or assemble ventilators in India.
GE Healthcare and Philips import ventilators and other critical care equipment from their global manufacturing hubs.
The government is in talks with all manufacturers to ramp up capacities and collaborate on design elements that can be locally produced.
Skanray makes compressor-based ventilators, which the company says will be optimum for use for care for critical COVID-19 patients. The cost ranges from Rs 5 lakh to 12 lakh.

Indian IT services company Infosys (NYSE: INFY) fired an employee after he called for spreading the coronavirus by sneezing in public without covering the face mouth. The man, employed at the company's office in the southern Indian city of Bengalure, was arrested by the police over the Facebook post which has now been deleted. He was identified by local media as Mujeeb Mohammad, a senior technology architect, with Infosys.
According to India TV, Mohammad had posted a message on Facebook asking people to spread the deadly coronavirus. “Let's join hands, go out and sneeze with open mouth in public. Spread the virus.”

It is really heartbreaking to see fellow citizens suffer. This is the little slip between the cup and the lip. A lot of these labourers live shacked up with 10-15 others in a dinghy apartment. Propaganda or not, the exodus is real. Not just labours but blue collar workers as well. Most of our contractors' employees left for their homes on motorcycles as soon as PM was done with his speech.
We are making do with around 20% strength of technicians, hoping nothing goes kaput in coming 3 weeks. The boys have been issued authorisation letter from our organisation as per MHA circular, as we fall under essential services, but the speed of lathi exceeds the speed with which the boys can pull the letter out of their pocket. Plus some of the police men have not been accepting the authorisation and still imposing fines or impounding vehicles.
Hope sanity prevails in coming days.

However there will be some cases. Generally the spread is quite large in a very large gathering, like stadiums(happened in italy & spain) or religious gathering.
People travelling will not get together in thousands in one place. It is a moving stream. People walking in open space is not much of a threat. It is always a closed space where the infection spread.
Having said that, we have no choice but to monitor the regions in UP & Bihar. Governments should work with panchayats to quarantine these people for next two weeks inside their house.

After some persistent digging, I found that French public health department publishes a very detailed weekly report on Covid-19. The last published report is from 24th March. Next one on 31st March.

It states that as on 24/03/2020, 101046 tests were conducted of which 20 068 were positive. During Week 12, about 60000 tests were conducted of 13000 were positive. So I stand corrected wrt to my earlier post on this topic. They have week wise positive/tested graphs but can't embed them here.

Indian testing per day is around 2k-2.5k.
ICMR does a daily release of data, along with testing numbers. You can see the daily increment in testing numbers.

I've seen the beating videos (they are all over YT) and I am very uneasy about them. It is for the greater good. But it still hurts to see them beat other Indians like that. So France testing to positive rate is 20 %. As on 27th, india has tested approx 28000 samples and have approx 700 positives. So that is 2.5%. I am wondering why? We are actually testing high risk group like direct contacts. This again might be due to our general resilience towards flu like viruses.

This might be a disaster in waiting. Sigh. I might sound cruel, but the transport should not have been arranged. People are now crowded waiting to get in. Delhi government should have paid the rent money, instead of pushing them away from Delhi.
If they are walking, atleast they will not be bunched together like this.

The horse already bolted before the lockdown via crowded trains that were not cancelled untill after the lockdown was put in place. What we see right now are a few stragglers who deserve sympathy and help but whose cases are being amplified by the media circus. Whatever mass migration could happen, has already happened, for better or worse. In the cities these people live in crowded tenements and could be a risk had they stayed, OTOH they could carry back the infection all corners of the country. TN has done an excellent job of housing these stranded workers in community halls, providing food etc. So has KA to some extent. The Delhi govt could have mitigated this but no, they purposefully fear mongered aided by the crooked media to wreck havoc in UP and Bihar . DTS buses are taking migrant workers and pushing them off near border towns creating chaos and confusion. The last thing one wants in time of an epidemic is for people to move in masses from cities to smaller towns and villages. Most people I talked to in pune are not convinced that curfew will last for only 2 weeks.. Many think that this will last for at least 3 months.. This is what makes me optimistic. We are indeed testing those most likely to have got the virus (using European test kits so far, not the Chinese stuff that fails to detect 30% of positives). 2.5% suggests a very low rate of infection spread. Half of those who were positive were level 1 cases (caught it abroad), if we have a 2.5% positive (or 1 in 40), it means each of them infected only 1 of 80 people they came in contact with.kvraghav wrote:So France testing to positive rate is 20 %. The only other countries that have this low rate are SoKo / UAE/Kuwait - where the testing base was much higher and more liberal, or Vietnam, where there are very few cases. I believe following the cluster of Vietnam, Indonesia, Thailand, Bangladesh, Sri Lanka would be a far better indicator of how this might spread (similar climate, income levels, foreign returnees etc).

In kerala, they have opened community kitchens which delivers free and subsidised food which is being delivered to houses by local government bodies. Even the migrant workers are covered by this. The only negative was they couldn't control when a significant number of migrant labourers crowded the trains in the days prior to shutdown. In my experience, there is greater individual freedom (not rights, but freedom) in India than in the US, especially when it comes to public spaces. Reasons being two-fold: signigicantly reduced enforcement due to resources, and, a much more fractured, heterogenous social, religious and political structure. You can do things in India in public and you would get away scott-free or with a slap on the wrist, that would get you arrested in the US. I did not see the vidoes but a lot of people will not follow govt orders (govt= city or state) for many reasons, some justified (govt plans not thought through) and some unjustified (I wont it 'cose I dont feel like it). Another aspect to consider: even if there is 99% compliance (unlikely), in a city like Mumbai with about 15 million people that's 150,000 people not compliant....and the police force is spread thin in this situation. They have to enforce, and also send a message to the rest.

France's testing policy as stated by the Health Minister is to test only : "Those who have serious symptoms coherent with Covid-19, those ill patients who are fragile or at risk who present symptoms, and the first three people with symptoms who live in a home for elderly or fragile people, in order to stop the virus spreading to other residents. Can happen in any state, but when said state claims to be commie utopia, deserves to be called out. Delhi is of course worse affected, due to it being a major economic hub with a massive amount of migrant labour.

Majority of the countries's pandemic response follow the same the procedure when it comes to testing. They first and foremost test high risk groups. US, UK, India etc follow the same process.

Just because SK is doing indiscriminate testing, does not mean it is the only way. We need more educated people in media. Clueless journos. Fear seems to have over taken logic.
If you do indiscriminate testing, how can you guarantee that the person is not going to get infected in the next 5 minutes? Unless you keep testing the person everyday...

UPSRTC buses have reached Gandhi Maidan, Patna. UP Govt is not as rich as Delhi but they are sending labourers to Bihar, Rajasthan and MP. Kejriwal, if he wanted the people out also could have arranged some buses to nearby districts at least but he dumped them on the UP border
