Fix vaccination drive, ensure poor & villagers not left out: Lancet
NEW DELHI: India needs to overcome its shortcomings in combatting Covid quickly by adopting a two-pronged strategy to control the outbreak, that include setting right the vaccination campaign and measures to ensure poorer and rural citizens are not left out, medical journal The Lancet has said.
Pointing out the weaknesses in the government’s response, The Lancet said in an editoral that, “First, the botched vaccination campaign must be rationalised and implemented with all due speed.”
There are two bottlenecks that need to be overcome: the vaccine supply needs to be raised, with some imports, and a distribution campaign that can cover not just urban but also rural and poorer citizens needs to be set up to ensure a more equitable distribution. The editorial recommended measures to reduce transmission of the virus as much as possible, while the vaccine is being rolled out.
“As cases continue to mount, the government must publish accurate data in a timely manner, and forthrightly explain to the public what is happening and what is needed to bend the epidemic curve, including possibility of a new federal lockdown,” it said.
The journal said the Indian government gave the impression that India had beaten Covid-19 despite repeated warnings of the dangers of a second wave and emergence of new strains, in comments that are sharply critical of the Centre on the recent surge of Covid-19 cases and deaths in the country.
“The impression from the government was that India had beaten Covid-19 after several months of low case counts, despite repeated warnings of the dangers of a second wave and the emergence of new strains,” the editorial said, while also criticising health minister Harsh Vardhan for announcing in early March that the country is in the end game of Covid.
“At times, Prime Minister Narendra Modi’s government has seemed more intent on removing criticism on Twitter than trying to control the pandemic,” the editorial said. “Modi’s actions in attempting to stifle criticism and open discussion during the crisis are inexcusable,” it added.
The editorial also quoted estimates by the Institute for Health Metrics and Evaluation (IHME), a global health research institution, that said India could potentially see one million deaths due to the Covid-19 pandemic by August 1.
“The message that Covid-19 was essentially over also slowed the start of India’s Covid-19 vaccination campaign, which has vaccinated less than 2% of the population,” it said.
The journal also criticised the government’s decision to allow religious and political congregations despite warnings and said these events are “conspicuous for their lack of Covid-19 mitigation measures”.

My prediction is that SC will scrap the 50-50 vaccination strategy of the government and force it to offer at Rs 150 to all. This would be a gross over reach but it will not be the first time.

Why so? SC will mandate the government foot the cost of the vaccines and make it available to states at Rs 150 under central procurement.

NGOs can directly list on social stock exchanges, suggests Sebi panel

A Sebi-constituted panel on social stock exchange has suggested that non-profit organisations can directly list on such a bourse through issuance of bonds. The social stock exchange (SSE) can be housed within the existing stock exchange such as the BSE and/or National Stock Exchange (NSE).

This will help the SSE leverage the existing infrastructure and client relationships of the exchanges to onboard investors, donors, and social enterprises (for-profit and non-profit), the panel recommended in its report submitted to the market regulator.

Further, a range of funding mechanisms have been recommended including some of the existing mechanisms such as Social Venture Funds (SVFs) under the Alternative Investment Funds.

In addition, a new minimum reporting standard has been proposed for organizations which would raise funds under SSE.

The panel was set up by Sebi in September 2019 under the Chairmanship of Ishaat Hussain, Director at SBI Foundation and former Finance Director at Tata Sons, to suggest possible structures and regulations for creating SSE to facilitate listing and fund-raising by social enterprises as well as voluntary organisations.

The panel or working group consists of representatives of the stakeholders active in the space of social welfare, social impact investing, representatives from the ministry of finance, stock exchanges and NGOs.

The decision came after Finance Minister Nirmala Sitharaman in her budget speech in July last year proposed setting up such exchanges to take the capital markets closer to the masses and meet various social welfare objectives.

"These recommendations, if implemented as a package, can result in a vibrant and supportive ecosystem, enabling the non-profit sector to realise its full potential for creating social impact, the panel said in its 72-page report.

Social Stock Exchange is a novel concept in India and the working group had a series of consultation with various stakeholders including voluntary organizations, social enterprises and philanthropic organizations in order to assess the difficulties faced by them in raising funds or donating funds.

Short Abstract, Young MP Tejaswi Surya is able to open a Oxy Bank with Concentrators. He is at 500 and aim to hit 1000. He has tied up with the auto drivers to deliver the concentrators. He has got them from NRI who are more in his constituency. I personally know a NGO which has donated 10 from that area.
He has also opened a 60 bed hospital in a community hall by tying up with a NGO and arranging doctors. His office is also distributing Remdesvir. Compare this with the magic man Sadananda Gowda. He is a former CM too.

Raghav, Sadananda Gowda is close to 70 yrs old, Tejaswi is 30. North Bangalore is not his natural constituency but he was given the ticket to contest from that seat because of his seniority in the party. I am not a fan of Sadananda Gowda but given his advanced age i do understand why he maybe hesitant to be on the ground. BJP Karnataka has plenty of problems and on any given day the 4 factions within the party will be busy fighting among themselves. That said it is time to park some of the duds for good, Sadananda Gowda used to be a tall leader in the coastal Karnataka faction of BJP but not anymore, in coastal Karnataka they need to put their weight behind Jayaprakash Hegde (who was with INC before), K Raghupati Bhat, Halady Srinivas Shetty and a very dynamic 20 and 30 something young BJP leaders. Sadananda Gowda and Shobha Karandlaje are sure to lose in the next elections even if given the safest of constituencies to contest from.

the administration wanted to delay but had to follow a February court order to hold the elections by the end of April.

Sadananda Gowda lost his own constituency of Puttur. He does not perform once he gets into a minister ship. That s been his problem. Halady Srinivas Shetty and Jayaprakash Hegde are prime examples of BJP do not use good people.

Both him and Shobha Karandlaje are close to Yeddi (the later is said to be "closer"), and hence even against the wishes of the party workers they get safe seats or cabinet berths. Jayaprakash Hegde and Halady Srinivas Shetty both have a record of winning as independents , both are very very popular with the masses irrespective of political leanings, its a shame such deserving people are kept away from holding any important position.

A narrative is being built (or rather now completely built up) that Modi and central government are completely clueless on tackling the COVID situation. Hizzoners becoming the 'un elected government' and just dictating orders are orders are only going to buttress the claim that GoI is pretty much useless in tackling the situation. Modi is no where to be seen, and the notion that he only comes out for election rallies would now gain more traction. At least him giving regular updates on national television with a team of experts would make some impression. Now I hear that Supreme Court has come up with some committee to over see the anti-COVID operations. Again completely side lining the elected government of the day, and there is not even a whimper of protest from Modi & Co (or rather the Central Govt.). It is now clearly proven that a government with absolute majority can also be made a eunuch by a well determined enemy. In the urge to win every single election, Modi & A. Shah have completely lost the plot, IMHO.

His exposing of the BBMP bed booking scam was a real good one, and it has also got the peacefool dominated war rooms on the backfoot. Reports asking clarification on 'apology' etc are just symptoms of the standard victimization drama at play. Tejaswi Surya clearly said that he has not given any apology, after he named & shamed certain staff members of the BBMP Covid War room. And looks like this young MP has enough ground support. The peacefool groups had started another on line campaign that BBMP war room is now without a call centre as all volunteer staff has moved out in protest. Given T. Surya's popularity he can get 100s of young people to start the call centres within hours. In the BBMP bed-for-money scandal, it is clear that people behind it has been exposed and all these 'protests' and 'shows of indignation' are just a show of their frustration (after getting caught with their pants down).

This is the key. Judiciary has essentially outplayed the duo. No way that Modi would be able to get anything done about judiciary from now on. As courts would be the one saving the day and walking away as heroes. The duo's achievements are reversible and mistakes are permanent. That would be the history of this duo in coming decades.

True, this is having impact on fence sitters as of now. Plenty of them, who previously voted for BJP, don't even want to hear a word about what the Gov has really done so far. And with so much propaganda out there, its hard to fire-fight it all.

The Gov should have seen this coming. Rather, they should have worked with the previous CJI to come up with a working solution which would satisfy the need of judiciary for overreach and difficult for present judicial to set aside in favor of more grotesque system.

BTW, a word of appreciation for Yogi ji. Situation has improved a lot in UP. He is visiting different districts regularly and doesn't take the HC overreach lying down.

So basically the madras HC judges don't know that a tamil health minister anbumani ramadoss, had shut down all vaccine manufacturing PSUs in TN during the eyetalian mafia raj and had even given away the vaccine seeds to his pals for free.

The closure of three vaccine manufacturing PSUs by the centre came under the scanner of the Supreme Court on Friday which sought a response from health minister Anbumani Ramadoss for shutting down institutes which were more than a century old.

A bench comprising Chief Justice K G Balakrishnan and Justice P Sathasivam issued notice to the ministry of health, Ramadoss and the directors of the three PSUs whose operations were stopped in January 2008.

The court was hearing the PIL filed by S.P. Shukla, former secretary of union family welfare department, along with Mira Shiva, a doctor, and some NGOs alleging that the health ministry took the decision for the benefit of private companies which sell their vaccines at prices higher than the ones produced in PSUs.

Senior advocate Colin Gonsalves, appearing for them, alleged that after the closure of the PSUs the wives of the directors of these shut units have started their own private companies for manufacturing these vaccines.

The institutions that have been fed with poison for 70+ years are slowly called upon one by one to repay their debt. Order can be wrong but nevertheless all these guys have been called to pay the BIF dues claiming they have been wronged moreso than the others. Everyone from award whapsi , scientists , bollywood, media, babudom, IPS, farmers, water issues, ...now finally hizzoners. The narrative is almost that mudi should fix it now...nothing else matters. Yesterday all the international media opined that covid has exposed mudi. These BIF have been fed for a while...those who can see this flipchart in slowmotion have to take it to everyone they can - as the media savviness and narrative control is close to zero at present

There will mostly be a press conference tomorrow by Tejaswi surya on the topic of bed blocking. He will be answering all the questions and also explains the loop holes in the bed booking software and how it was fixed. Mostly fixes might go live tomorrow night. He has a very good group of volenteers.

I would like to add a point here. During the 2014-2019 timeframe, the media in the telugu land would constantly harp on any BJP losses in by polls as a verdict on Modi govt but remain silent on any victory as such. when a BJP spokesman used to say people vote differently for national and state elections, his view point was summarily dismissed as most of the by polls atleast in the south are to be won by the ruling party as a referendum " unless there is a sympathy for the diseased members family contesting the bypoll.

Essentially he is saying there is large scale violence in Bengal, there are hundreds and thousands displaced by violence, but the twitter handles are saying there are lakhs of people displaced and most of these tweets are originating from pak and turkey handles and retweeted by Hindus knowingly and unknowingly.
they are then saying that Modi is not doing anything and filling his supporters with despair and causing them to question the leadership.

the second point about applying article 356 to dismiss the state govt, he says the central govt can't dismiss the state govt as dismissal for post poll violence is not ground for dismissal and if mamata moves supreme court, you can expect the supreme to rule against central govt.
Most of the violence has taken place when the Election Commision was in charge and before the swearing in, so Center doesn't have grounds on mamata banerjee. So they have let the govt sworn in and have asked the report from Home secretary based on article 255 and 256. The state bureaucracy cannot escape once the govt is back in charge.

That is one reason also why after mamta has sworn in, the violence has gone down. The BJP president JP Nadda, Kailash Vijayvargiya, Dilip Gosh and Suvendu Adhikari are meeting with the people on the ground and trying to help them however they can.

All of these point that Liberals in the country and the ones outside are targeting the supporters of the current govt to cause them to doubt the them and leave them for the next elections with confusion.

Enormous distress has been caused by the Bengal violence. It does not help when the reports are amplified by well meaning people and when so called experts like Ajeet Bharti and Sanjay Dixit blame Modi and the Central government for inaction, almost calling Modi a coward, comparing with IG and Nehru. This is then picked up by smaller youtubers and before you know it, everyone is upset with the BJP government and the Duo.

I too am very upset, for there must have been significant loss of life, heck even one Hindu killed in this manner is unacceptable. And yet, this is the reality today that everyone is simply waiting for Modi to make one wrong move. At every step they are testing him, just like with the rampage on Republic Day, it took enormous patience not to fire at the miscreants.

This too is a planned strategy. I do hope the leadership is able to plan ahead and prevent similar events in the future, or at least deal with them differently.

Another thing everyone is harping on now is 'Modi has disappeared' when he should be having Cuomo style daily briefings on the COVID situation.

Btw, is there an article/Twitter thread listing which politicians took which vaccine, if they did? For example, I don't recall seeing any report of RaGa or Mamata taking the vaccine. Wonder how many of these "leaders" secretly flew abroad to get vaccinated with the "safer" Pfizer or Moderna vaccines?

At least some push back. The policy requires “no interference by this Hon’ble Court as while dealing with a pandemic of this magnitude, the Executive does have a room for free play in the joints, in larger public interest”, it said.

An observation that wish to share with members BRF. Since the beginning of the second wave and until the beginning of the last week my local residential Whats app group was filled with negative news and hate for NaMo.

I told people a few times to focus of the positives and told them to control anger. Or in anger & frustration they will create a circumstance that will increase the potential losses from this pandemic. I must admit that I was helped by an unfortunate event in Gurgaon ( thankfully, later proven to be fake) in making my point.

That calmed people down quick time. I haven't made any overt points favor of NaMo till now in the group. But the group has shifted focus from negative news to positive efforts in helping each other.

I hope that this template can be used to tame some of the anger, aggression & negativity.

It is a curse of this country that a good deed is made communal. The press lauded Tejasvi Surya for this action for the first few hours and when opposition decided to highlight the communal angel, the press have latched on to the criticism band wagon. No other MP or politician in BLR (including BSY) thought of looking in possible bed allotment scam.

By his actions, Tejasvi probably saved a few tens to hundreds of lives of all religions by making sure that system is a little bit more transparent. Stupid publications like Deccan Herald & Bangalore Mirror are now referring his action as "raid". Tejasvi has made clear in interviews that he just read out names from a list which was handed over to him at that spot (inside the war room) by BBMP official. Apparently, these people were already removed/suspended even before the raid.

Sometimes, I think we don't deserve good governance. Yes, politics is a part of life by we have become so divided (thanks to constant fueling of the same by BIF, media etc.) that even a good action like the above; no party is able to put aside their politics and for once thank Tejasvi for this actions.

I hope top BJP leadership is noticing promising young politicians like him and provide a nurturing environment for them to grow.

Gently, but firmly, the Centre has told the SC to eff-off. Long overdue.

I can confirm that Tejaswi Surya is generating lot of goodwill in his constituency for the BJP. His offices are now approving funds for the ventilators from the MPLAD funds. There is a marked improvement in the oxygen bed availability even though ventilator ICU is still a problem. The problem with ventilator ICU is hospitals not discharging cases which cannot be saved. I personally know of a case where a patient had renal and liver failures but was kept on ventilator ICU for 15 days and was released only after insisting to see the patient with Whatsapp call. I think the govt medical colleges should start charging full 40lakhs as fees for MBBS seats with a fully paid scholarship for students who sign in for a 5 years govt service. They should stop subsidizing medical education. This might help in govt doctors availability and funds for the govt to setup more medical colleges and also cross subsidize healthcare from the fees.
