After 9/11 there was a US-led effort to demarcate terrorist activities, including assassinations of political leaders, as beyond the pale. Meanwhile there was an effort (with the colour/flower revolutions of Ukraine, Georgia, and Kyrgyzstan) to portray demonstrations of dissent by "civil society" as somehow heroic and praiseworthy.
However, the US State Department and its culinary friends have consistently used terrorist activity as a policy instrument. The assassinations of Mossadegh, Sadat, Mujib-ur-Rehman and Indira Gandhi being clear examples. So the "demonization" of terrorism by George W Bush in the wake of 9/11 was a problem for them. Ideas like "no form of terrorism is acceptable" needed to be dulled, diluted, and qualified in the minds of the American public so that the State Department could resume the use of such tactics without censure.
So what they have done, leveraging the Trump Era/BLM etc for their illustrative value, is to set up a new narrative. One in which stories of "civil dissent" and activism are repeated over and over so that they achieve the verisimilitude of Goebbelsian propaganda. Modi is by far the most popular PM India has EVER had. But the tone and tenor of all stories regarding India in the NY Times, Washington Post, BBC, Guardian, Economist etc is to portray him as some sort of Marcos or Ceaucescu... an authoritarian tyrant hated by "the people" who show up for morchas, roadblocks, and other aandolanjeevi activities.
The whole point of this is so that, when they actually make an assassination attempt, the story is already in place that our PM was a despot who refused to listen to reason. The endgame is frighteningly clear. They want the "sudden removal" of Modi, as Mani Shankar Aiyer and Karan Thapar have explicitly advocated. And they want to set up a story of why this terrorist act would be "justified" by Modi's unreasonable approach to so-called civil dissent.

A U.S. official briefed on the matter told ABC News the hostage-taker is claiming to be the brother of convicted terrorist Aafia Siddiqui, but authorities have not yet confirmed his identity.

Thanks for the link. As usual, I decided to repeat the mistake of giving a Baki document a fresh read. And, just like how i couldn’t get past 15 mins of any Shahrukh khan movie, I could not get past 4 pages of this another toilet policy paper, due to buzzword constipation. Well, it turns out the now dead Texas hostage taker wasn't Aafia's brother after all. There is still no news on who the gunman was and what his intentions were but the livestream confirms that he did mention Aafia Siddiqui.
In all this i am once again left in awe how quickly CAIR and its PR machinery swung into action. Not only did they issue the usual taqiya "we condemn this barbaric act. we are all shantidoots" statement but in the very next line went on to say the fight for release of the convicted al qaeda terrorist Aafia Siddiqui will continue through "peaceful , legal means" ! The sheer audacity of these people ! How does a community that created, manufactured, exported, sold global terror and led to countless jihadi tanzeems and millions of deaths worldwide still manage to play the victim card and still have people believe their BS ?

USCIS is more interested in harassing legal immigrants than illegal or nutty ones like these. Recently saw a video on river transport in Panama which had a small unrelated section on illegal immigration trail to the US, so many pakis/bangla and yes sadly few Indians whom i suspect were mostly from PJ and HR who were following the traffickers. It is only a matter of time before some enterprising paki shantidoot uses this route to spread his message of peace and love.
