The two Technology Development Centres – one for Process Plant Equipment Sector and the second for other Strategic Sectors – have been working on new product development, modification of existing products and continuous development / adaptation of manufacturing technology. The Division has tied-up with NCL, SAMEER (Society for Applied Microwave Electronics Engineering & Research) and ISRO for specific technologies / programs. A Warship & Submarine Design centre will be set up to strengthen capabilities in the naval vessel construction business.

Premier Defence PSU Bharat Electronics Limited (BEL) has recorded a turnover of Rs.3960.38 crores (provisional) for the year 2006-07, an increase of 12 per cent over last year’s turnover of Rs.3536 crores. The estimated Profit Before Tax is Rs.1041.63 crores, as against last year’s figure of Rs.855.26 crores, an increase of 22 per cent. The Profit After Tax (provisional) for 2006-07 is Rs.713.85 crores as against Rs.583.01 crores last year. BEL registered exports of US $ 11.6 million.
BEL’s manpower as on March 31, 2007, is 12,357 and the turnover per employee for 2006-07 is Rs.32.1 lakhs, an increase of around 11 per cent over last year’s figure of Rs.28.8 lakhs. The value added per employee is Rs.14.2 lakhs as against Rs.12.5 lakhs last year.
The order book as on April 1, 2007, is estimated to be around Rs.9,000 crores as against Rs.6,600 crores last year.
All the nine Units of BEL continue to be profitable.
BEL has been recommended for Navaratna status by the Apex Committee on Conferment of Navaratna Status. It is a recognition of the company’s inherent strengths in manufacturing, technology, quality, its consistent growth over many years and its ability to face future challenges.
Some of the significant orders executed during the year include supply of Flycatcher Radar, Reporter Radar, Surveillance Radar Element, Electronic Warfare Systems, Hand Held Thermal Imager, Integrated Observation Equipment, Advanced Land Navigation System for use in Tanks / Armoured Vehicles, implementation of Convergent Billing for MTNL, Upgraded Electronic Voting Machines and solar products. These equipment have been supplied to a wide range of customers from the Army, Navy, Air Force, Paramilitary, MTNL and others. The turnover accruing from products manufactured based on indigenous design and development stands at 81 per cent.
Among the many projects executed during the year, the following merit special mention.
2.2 CDMA Network for Indian Army
BEL has implemented secure mobile cellular communication system based on Code Division Multiple Access (CDMA) technology in a forward area for the Army. The scope of work included supply, installation and commissioning including civil works. This network improves regiment-level communication for field forces fighting in counter insurgency / terrorism operations, significantly.
More than 25 new products / systems were introduced and supplied during the year. New products supplied to the Army include Battery Level Radar, Safari Mk II, Advanced Land Navigation System, Intelligent Message Terminals, VPS Mk III (a hand-held, UHF radio) and Anti Tank Guided Missile (ATGM) Simulator.
New products supplied to the Navy include Launch Preparation System and Centralised Real Time Control System for Advanced Technology Vehicle, new generation sonars for submarines, Drishti – an Electronic Warfare system and Lynx – a Fire Control System. New products to the Air Force include High Accuracy Direction Finder. BEL also supplied Advanced Ground Control Station and Avionics Preparation Vehicle for Unmanned Aerial Vehicles.
New products / projects in the civilian segment are Upgraded Electronic Voting Machine, Convergent Billing, Auto Control Unit for automobiles, Synchronous Transfer Mode Multiplex equipment for BSNL and Bharati, a Frequency Hopping VHF Radio.
Some of the new products / projects implemented during the year deserve special mention.
3.1 Safari Mk II
A broadband transmitting equipment for the Army which can be effectively used for jamming a wide range of hostile receivers.
3.2 Command Information Decision Support System (CIDSS)
This C4I system helps Commanders to assess the battle situation and take appropriate and timely decisions. The system facilitates collecting, collating, filtering, processing and displaying operational, intelligence and logistics information for the commanders of the Indian Army.
3.3 VPS MK-III
VPS MK-III (LUP 291) is a UHF, compact and lightweight hand-held radio with in-built high-grade digital secrecy for voice in clear / secure mode of operation for the Indian Army. BEL supplied, for the first time, a large quantity of VPS Mk III during 2006-07. Another large order for these radios is in hand.
3.4 Anti Tank Guided Missile (ATGM) Simulator
Anti Tank Guided Missile (ATGM) Simulator, an in-house developed system, provides training and practice to gunners in the mechanics of tracking and engaging moving targets on projected terrain configuration in simulated battlefield conditions.
3.5 Upgraded Fire Control System (FCS) for Navy
LYNX U1 is an Upgraded FCS developed by BEL for G-class ships of the Indian Navy.
3.6 Drishti
A single vehicle communication intelligence (COMINT) system for the Navy having jamming capability. The system is configured such that Communication nets can be monitored and hostile nets can be jammed simultaneously by a very small compliment of crew.
3.7 High Accuracy Direction Finder (HADF)
A new generation Radar Warning Receiver designed and developed for installation on military aircraft. It can intercept and identify airborne, shipborne and ground-based acquisition, target tracking and missile guidance radars.
BEL’s forte is its strong R&D spread across the 9 Units as well as the two Central Research Laboratories at Delhi and Bangalore. R&D at BEL continues to contribute significantly for its growth and is helping the organization to maintain its technological edge. In the current financial year, more than 80 per cent of the turnover accrued from products using indigenous technology.
Major R&D initiatives at BEL include development of capabilities in its core areas of business such as Radar, Military Communication, Electro Optics and Electronic Warfare. In the area of Military Communication, Frequency Hopping, Ruggedisation, High Speed Encryption and Network Security and Compact GPS core modules have been taken up. In the field of Radars, Generic Video Extractor / Tracker, Signal Processing, VEXT and Data link and Digital Beam Forming for 3-D Radars have been undertaken. In Electro Optics, Image Compression Algorithms, Signal Processing for Thermal Imagers and Test Bed for characterization of IR detectors have been worked on. In Electronic Warfare, Tactical Mission Systems for airborne applications and mosaicing for image intelligence have been taken up.
Some significant R&D projects are highlighted below.
5.2.1 Integrated Air Command & Control System (IACCS) for Indian Air Force
IACCS is a fully automated system with multi sensor tracking and data fusion for generation of real time air situation picture to be used for air surveillance and various tactical actions. This is one of the most prestigious development projects undertaken by BEL, which will enable IAF’s network centric operations.
5.2.2 Weapon Locating Radar (WLR)
A product of strategic importance to the Indian defence forces, WLR has been jointly developed and manufactured by BEL and LRDE. It is undergoing user trials and is likely to be inducted into the Armed Forces during 2008-09.
5.2.3 Shakti
Shakti, the Artillery Combat Command & Control System, has been developed by BEL in association with CAIR, Bangalore, and ARDE, Pune. Shakti is a major sub-system of Tactical Command Control & Communication Intelligence (Tac C3I) systems being fielded by the Indian Army. Shakti consists of rugged computers interconnected over RF communication networks to automate functions of Indian artillery.
5.2.4 Upgrade of Schilka Weapon System
Schilka, an ageing self-propelled Air Defence Weapon System used by the Indian Army, is of Russian origin. It is being upgraded with modern Radar, Computer System, electronics as well as with a new powerful, fuel-efficient prime mover. User trials will be held shortly and is expected to be inducted into service during 2008-09. This upgrade will extend the life of this system by over 15 years.
5.2.5 81mm Mortar Simulator
This software intensive product is developed in-house and has successfully cleared all trials / evaluations of the customer. The product will meet the long-term requirement of the users for training of soldiers on mortar firing procedures.
5.2.6 STARS V MK-II
A frequency hopping, software configurable ECCM radio (5 W and 25 W) in the VHF band, the backbone of tactical radio communication for the Indian Armed Forces. It has in-built data communication features to enable transfer of any type of files / free text. GPS functionality, which enables the soldier to identify his location accurately, is built in.
5.3 Manufacturing Initiatives
5.3.1 Rapid Prototyping Facility
BEL is investing about Rs.9 crores for setting up a state-of-the-art facility for Rapid Prototyping (RP), Rapid Tooling (RT) and Rapid Manufacturing (RM) for quick realization of mechanical parts for design verification. BEL will be able to cut down development cycle by 30 per cent and provide customers with better products in terms of aesthetics, ergonomics, lower cost and better manufacturability.
The finish line is just the beginning of a new race. Over the years BEL has acquired many strengths in its core business areas, has learnt the nuances of competition and today, it is strong enough to face the challenges of future market scenarios. By consolidating its core business and technical capabilities and by leveraging on the technology partnerships in the various growth areas and by making the best of opportunities such as offsets, BEL is aiming to achieve a turnover of US $ 1 billion in the current financial year (2007-08) and to reach a figure of US $ 2 billion by the year 2011-12.

NEW DELHI: India has entered into a co-development agreement with Israel to speed up development of a Multi Mode Radar to equip country's indigenous Light Combat Aircraft (LCA).
"A co-development activity for development of Multi Mode Radar has been initiated with Israel's Elta systems for limited series production of such Radars," Defence Minister A K Antony told Lok Sabha in a written reply.
As Radars are needed for demonstration flights of fully developed and armed Light Combat Fighters scheduled within next four years, the Defence Ministry had asked the Hindustan Aeronautics limited to monitor the project, he said.
This is the second major venture of the Defence Research and Development Organisation in which foreign co-development had to sought at the critical final juncture.
Earlier, the Government had floated tenders asking for collaboration in DRDO's other major venture to develop country's first aero-engine.
Conceding that the technology for airborne Radar was "very complex," Antony said the project to develop such advanced Radars for fighters had started in June 1991 with a probable date of completion within six-and-a-half years.
"The MMR development is being done for the first time in the country. No prior expertise exists in this field in any organisation," he said.

This activity was completed in 2004 at a cost of Rs.105 crore. A co-development activity of MMR has been initiated for Limited Series Production and Series Production with M/s ELTA Systems Ltd, Israel, which has experience in developing similar types of radars. To expedite the project, close monitoring of activity at the highest level of Hindustan Aeronautics Limited (HAL) management has been put in place.

Hmmm Both TOI and DM state it as co-development with ELTA, HAL acting as project manager. Regarding 1991, check the BARC report, surely studies may have started in 1991, Developement of Antennae the most complicated system was taken up by BARC and ECIL only in 1999.
Jcage please make him understand I cannot express properly what I'm trying to say, there is a huge difference between the TOI report and the PTI report, the PTI report states the MMR gorund developement has been completed by 2004, and following expertise from Israel has been sought to speed up some things, we have the BARC report which states air worthy hardware aka the antennae and some other subsystems was developed and qualified in 2006 which started in 1999, serial production has began to supply user, We all know what is the Elta angle in the MMR which relates to some of the modules relating to a2g, which was clear and told to us in AI07 only, This is NOT by any means qualifies as a co-developement project.
India's own 70-seater aircraft could fly by 2015.
India might fly its own indigenously built 70-seater civilian aircraft in another seven to eight years, the programme director of the country's first self-built aircraft SARAS has said.
"We are already in the planning stages for a 70-seater aircraft. In another seven to eight years, we should be flying our own big aircraft," SARAS programme director MS Chidananda told IANS from Mumbai.
The National Aerospace Laboratories (NAL), Bangalore, has already come up with two 14-seater SARAS planes built with Indian technology.
"The first SARAS prototype has already undertaken over 120 test flights, while the second prototype developed in April this year has gone for 12 test flights," Chidananda said.
"We are working hard on the third aircraft now. It is expected to be ready by December 2008.The third plane will be equipped with a more powerful engine and will be more light," he said. (Hopefully in time for the Bangalore Air Show in Jan 09)
Chidananda said India could start production of these planes on a commercial scale after 2009.
"We are discussing the commercial prospects with many companies in the private sector. We will zero in on a production agency soon," he said.
Due to the progress of the SARAS project, India's aviation growth is being featured in a television series on Discovery channel titled "Daily Planet Goes to India". The six-episode series, which goes on air on Independence Day (Aug 15), celebrates the scientific strides made by India in the last 60 years.
The SARAS director said the thrust of projects undertaken by the NAL is to develop indigenous aviation technology that would contribute to the development of the sector not only in India but also in other parts of the world.
"We are trying to come out with new technology that would contribute to aviation growth globally," he said.
Chidananda said it was a good opportunity for the country to become a major player in the world aviation market.
"Definitely, there are only five to six nations in the world, which manufacture aircraft. If we enter the market, we can surely become a major player."
He also said the progress of aviation technology in India was crucial as the country is experiencing a boom in the sector with a massive increase in passenger and cargo traffic.

Indian Army to induct laser weapons
Soldiers engaged in counter-insurgency operations in Jammu and Kashmir [Images] and the north-east will soon have a new weapon to help them take on militants -- portable non-lethal laser dazzlers that can stun and blind their opponents.
"Two versions of the portable non-lethal dazzlers, including a hand-held laser dazzler, are set to be inducted into the Indian armed forces for use in counter-insurgency operations. This will make the 21st century soldier a technology-driven jawan," a top defence source told PTI.
The laser dazzlers, which can be mounted on existing weapons used by the soldiers, were tested in Kashmir in October 2006 and will be inducted into the army possibly by 2008, sources said.
They could be used against militants operating in the hinterland of Kashmir and against those infiltrating into the state across the Line of Control.
The Defence Research and Development Organisation's Laser Science and Technology Centre in Delhi has developed two variants of the PNLD suitable for counter-insurgency operations.
The hand-held and weapon-mounted versions of the PNLD have a maximum range of 50 meters and 500 meters respectively, the sources said.
Both variants are completely non-lethal directed-energy weapons employing intense visible light and produce randomly a flickering green laser output that is sufficient to cause temporary blindness or disorientation.
The dazzlers also have an in-built safety interlock to prevent misuse and the weapons do not cause permanent blindness, the sources said.
The dazzlers also have an integrated low power red laser beam for aiming in twilight and dark conditions.
The weapon-mounted dazzler has an integrate daylight sight too.
After trials of the dazzlers in the north-east and Kashmir, a memorandum of understanding was signed for manufacturing the systems for the army, the sources said.
Under the MoU signed by the Defence Research Development Organisation with SDS Electronics Pvt Ltd of Panchkula, the transfer of technology for the two versions of the PNLD was completed in November 2006, the sources said.
The laser dazzlers use "diode pumped solid state" lasers with a wavelength of 532 nm and weigh 850 g.
Blinding weapons are banned by the 1995 United Nations Protocol on Blinding Laser Weapons.
As these dazzlers do not cause permanent blindness, they skirt this regulation, the sources said.
On 18 May 2006, the US military announced it would issue dazzling lasers designed to be attached to M-4 rifles to troops in Iraq.
This weapon is intended to provide a non-lethal way to stop drivers who fail to stop at checkpoints manned by US soldiers.
However, this proposal attracted criticism from human rights groups, who said even these weapons can cause permanent damage.
The US forces also used the Saber 203 dazzlers in Somalia in 1995 during Operation United Shield.
The Chinese armed forces have fitted dazzlers to their Type 98 main battle tank to overwhelm the optical systems of enemy tanks.
Chinese forces also use the ZM-87 portable laser disturber that can blind enemy troops at a range of up to two to three kilometres.

If military channel is any quidance this company has very small device that will discharge a directional molten copper through 1" steel armor. If their approach can be used in Anti-Tank shells aginst sangars, bunkers we might have a winning weapon system. This charge creates such vaccum on impact anyone around 400 yds, their orifices collapse. IMHO its an effective weapon very cheap to manufacture. With few modifications we can use this system against Insurgents in NE and Kashmir mountain areas.

I wouldn't know about heavy armour on sea. But, your description of "their" device seems to be similar to a shaped charge which is very common. It is used in RPGs, HEAT rounds, mines etc. Recently they were made famous by the US army calling them Explosively Formed Projectiles and were criticized in the international media for misrepresenting them as some advanced technology proliferated by the iranians. As far as use in rounds for defeating sangars etc, I believe IA uses hesh rounds for that purpose.

BEL and Oerlikon Contraves do have ongoing colloboration. BEL has been supplying Radars and sub-assemblies to Oerlikon Contraves and BEL has colloboration for Naval FC system with Oerlikon Contraves.
