Senate Defence Committee visits frigate manufacturer in Shanghai

ISLAMABAD: The Senate Standing Committee on Defence and Defence Production, led by Senator Nisar A Memon, visited on Sunday the Hudong-Zhonghua Shipbuilding (Group) in Shanghai. The group has been contracted to manufacture four F-22 P Type frigates for the Pakistan Navy.

Under the agreement, three frigates will be manufactured in Shanghai while the fourth will be built at the Karachi Ship Yard and Engineering Works (KSEW), and KSEW will be duly upgraded for this purpose. The first frigate will be ready by March 2008 and, after thorough testing, will be delivered to the Pakistan Navy in August 2009. The fourth frigate to be built in Pakistan will be commissioned in May 2013.


The committee was separately briefed at the Pakistan Navy Project office by Commodore Shafqat Jawed, who is leading a team of 20 Pakistani naval officers and technicians based in Shanghai to supervise the construction and receive training in frigate manufacturing. The committee was informed about the frigates’ technology, costs involved, engine configuration and weapon systems. The committee members also visited the manufacturing site where the construction of the first frigate had commenced.

The Senate committee consisted of Senators Syed Dilawar Abbas, Naeem Hussain Chattha, Asif Jatoi, Sardar Mehtab Ahmed Khan, Rukhsana Zuberi, Kamran Murtaza and Committee Secretary Iftikharullah Babar. The delegation has concluded its visit to China, during which they also met the leadership of the National Peoples Congress and visited design and manufacturing facilities for F-17 Thunder aircraft.

Rocket fired on relief plane

RAWALPINDI, April 12: A Pakistan Air Force (PAF) transport aircraft and a VIP chopper aborted their missions for Chitral on Thursday after a rocket was fired on one of them near Dir, sources told Dawn.

The PAF C-130 aircraft was taking relief goods to Chitral from the Chaklala airbase when the pilot noticed a rocket missing it while flying over Dir. The pilot aborted the relief mission and returned back to Islamabad after about an hour, the source said.

The PAF Director General Public Relations, air-commodore Sarfraz Ahmed, confirmed the incident but did not give any specific reason for the aborted mission. "We are finding out the details," Mr Sarfraz said.

U.S. Department of Defense - Contract

Delex Systems, Inc.*, Vienna, Va., is being awarded a $7,490,436 firm-fixed-priced order against a previously issued Basic Ordering Agreement (N00019-03-G-0015) for the development, documentation, testing and delivery of a turnkey Harpoon Tactical Training Program for the Pakistan Navy under the Foreign Military Sales Program. Work will be performed in Vienna, Va. (95 percent), and Karachi, Pakistan (5 percent), and is expected to be completed in April 2012. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.

Navy and Air Force fight city’s pollution

KARACHI: The Pakistan Navy (PN) and Pakistan Air Force (PAF) have been facing losses worth millions of dollars due to environmental pollution in Karachi. The PN lost one billion dollars within 20 years and 12 fighter planes have crashed, elaborated Senator Nisar Memon.

The age of PN submarines and ships had been reduced 10 years due to this problem.

PAF’s Air Commodore Najam-ul-Asar disclosed that during the last 10 years, 2,300 incidents of birds hitting planes have taken place as a result of which 12 fighter planes, including F-16s, have crashed and two pilots have died. Also, PAF was spending Rs 35.5 million of its budget to clean the area around the bases.

Drone crash

SHEIKHUPURA, April 15: A drone crashed near Gajyana Nau village in the jurisdiction of Farooqabad Sadar police on Sunday afternoon.

The police cordoned off the crash site. No further details were available.

PAF gets fighter squadron

ISLAMABAD, April 19: A new fighter squadron �No 27 Tactical Attack Squadron� was added to the Pakistan Air Force at a ceremony held at the PAF Base, Rafiqui (Shorkot), on Thursday.

The squadron would be equipped with modernised Mirages, specialised in night attack role, said a press release issued here.


Air Chief Marshal Tanvir Mahmood Ahmed, Chief of the Air Staff, was the chief guest at the ceremony.

He congratulated personnel of the squadron and the PAF on the achievement.

�The specialist night strike role of the squadron directly augments Pakistan�s war potential, as night fighting capability becomes an indispensable element in the present day air warfare,� he said.

The squadron personnel are called �Zarrars�
, named after Hazrat Zarrar Bin Al Azwar, the favourite lieutenant of Hazrat Khalid Bin Walid.

U.S Naval chief says no plan to attack Iran

On Pakistan's desire to obtain US warships, Admiral Mullen said he had taken the request seriously. However, with no frigates available at present, the provision of other equipment including maritime patrolling aircraft would also be considered, he said.

He mentioned computer-based training for Pak Navy as another effort by the US for strengthening ties between two countries.


He termed partnership with Pakistan Navy "vital" for continuing the long-term war against terrorism, besides maintaining stability in the region.

"The United States is very committed for the two navies to work together against the war on terrorism and also for dealing with other challenges in the region," the US Naval Chief said.

Admiral Mullen said his visit was in reciprocity to Pakistan Naval Chief's visit to United States in January and focused on developing strong, enduring and growing partnership between the navies of the two countries.

Germany in talks with Pakistan over sale of three submarines

A German defense consortium is involved in talks with the Pakistani navy over the construction of three conventional submarines, the Berlin-based Neues Deutschland cited Friday a confidential document of the German Finance Ministry.

The German government is ready to vouch for the submarine deal with one billion euros.


The planned project is viewed as controversial among politicians in Berlin since the German constitution bars the sale of military equipment in crisis regions.

News reports said earlier that French and German defense firms are vying to sell Pakistan at least three new submarines, in a contract that could be worth up to 1.5 billion US dollars.

Islamabad is reported interested in acquiring the three new advanced versions of conventional submarines in a bid to increase its naval capabilities to meet any challenges from the rapidly expanding Indian navy, military experts say.
Pakistan and Germany have deepened military and security ties over the past years.

Germany has become the fourth country after the United States, Japan and Russia to begin a strategic dialogue with Pakistan.

There are regular political-military talks with Pakistan army officials on security and military issues which include counter- terrorism and training of Pakistani officers in Germany.

Pakistani officers have received military training and education trained in Germany in recent years as part of military education and training programs.

A 3,100-strong German force is part of the International Security and Assistance Force (ISAF) in neighboring Afghanistan.

CHENGDU, April 19: Prime Minister Shaukat Aziz on Thursday said the serial production of JF-17 Thunder aircraft next year would strengthen Pakistan’s defence and the country would recover investment made on the project by selling the aircraft.

Avionics testing and weapon qualification sub-phases will be completed by the end of 2007, to be followed by weapons evaluation phase planned in Pakistan. Sixteen aircraft to be produced next year will be inducted (eight each) in Pakistan and China forces. Two aircraft are planned to arrive in Pakistan in July and four in December 2007.

Errr if Avionincs are still to be tested, weapon qualification yet to be done, whats the big hupla about 'induction' of Bandar in to PAF? Apparently 500 'sorties' have been carried out till now.

- Saudi bar codes can be found on half of Pakistan's nuclear weapons 'because it is Saudi Arabia which ultimately co-financed the Pakistani atomic nuclear program.'

- Al-Sulaiyil, south of Riyadh, a secret underground city and dozens of underground silos for missiles....long-range Ghauri-type missiles of Pakistani-origin are housed inside the silos.
This will have serious effect on Middle east and South Asia. India, US and Israel would need to be proactive and devise a well-coordinated counter-measure if the whackos take over KSA.

PAF jet crashes near Jhang

JHANG: A Mirage jet fighter of Pakistan Air Force (PAF) crashed near Jhang on Wednesday but the pilot jumped to the safety.

The aircraft crashed at Muza Balochwala in Kot Shakir near Jhang, a PAF spokesman said.

The air headquarters have ordered inquiry of the incident, he added.

Raytheon Gets $30.1M Navy Deal

Amen! The only Saudi signature on anything related to weaponry will be on end-user certificates. While its entirely believable that Sauds have financed Pak nuke program... saudis building something is a bit far featched.

Commander Royal Brunei Air Force visits Air

ISLAMABAD: Brigadier General (U) Dato Paduka Mahmud Saidin, Commander of Royal Brunei Air Force, visited Air Headquarters, Islamabad on Thursday, a PAF statement said.

On his arrival, the distinguished guest was received by Air Chief Marshal Tanvir Mahmood Ahmed, Chief of the Air Staff, Pakistan Air Force.

A smartly turned out contingent of Pakistan Air Force presented the Guard of Honour. After reviewing the Guard of Honour, he was introduced to Principal Staff Officers of Pakistan Air Force.

The distinguished guest paid homage to the martyrs of PAF by laying floral wreath on Martyrs' Monument at Air Headquarters Islamabad. He also called on Air Chief Marshal Tanvir Mahmood Ahmed, Chief of the Air Staff, Pakistan Air Force, in his office. Both the Air Chiefs remained together for some time and discussed matters of professional interest.

Update on the missile upgrade package for PAF

Multinational Orders for AIM-9M Sidewinder Upgrades


Raytheon Missile Systems in Tucson, AZ received a $30.1 million modification to a previously awarded firm-fixed price contract (N00019-03-C-0003) for the upgrade of 268 AIM-9M missiles for the Governments of Pakistan (200; $21.4M, 70.8%), Malaysia (57; $6.1M, 20.2%), and Korea (11; $1.2M, 3.9%); and for 229 Circuit Card Assembly kits for the Government of Canada ($1.5M, 5.1%).

A key component of the AIM-9M-8/9 upgrade is reportedly the replacement of 5 circuit cards and the related parent board, in order to update infrared counter counter-measures (IRCCM). Substitution of circuit cards at the depot level is labor intensive, expensive, and removes missiles from inventory; which is one reason the AIM-9X was designed to use reprogrammable software instead.

In October 2005, DID covered an order for 300 AIM-9M Sidewinders by Pakistan. According to Raytheon, the October 2005 purchase represented the first sale of the AIM-9Ms to Pakistan, and a January 2007 contract to modify the stockpile to AIM-9M-9 status completed that process.

DID has also covered a $650 million weapons package request placed in June 2006, that included another 200 AIM-9M-8/9 missiles.

I think this (possible?) sale of Russian engine to Pakistan is because MMS Govt is overexpending its geo-political capital for the nuke deal and other nations are taking benefit of the same!

Lockheed Martin Missile and Fire Control – Orlando, Orlando, Fla., is being awarded a $54,561,370 firm-fixed-price contract to provide for sniper targeting pods in the amount of 22 each and associated support for foreign military sales requirements to Pakistan. At this time, $27,280,685 have been obligated. Solicitations began March 2007 and negotiations were complete April 2007. This work will be complete December 2010. Headquarters 542d Combat Sustainment Wing, Robins Air Force Base, Ga., is the contracting activity (FA8539-07-C-0009).

PAF to take part in mobility competition in US

Islamabad, April 24: The Pakistan Air Force (PAF) will participate in an international mobility competition hosted by the United States Air Force's (USAF) air mobility command at Mcchord air force base at Washington in the last week of July this year.

The event, "air mobility rodeo 2007" is the USAF'S mobility air force (MAF) readiness competition.

PAF will take part in the airdrop and aeromedical evacuation competitions, according to a press release issued from Scottsdale (Arizona).

The event focuses on improving worldwide air mobility forces' professional core abilities. More than 100 teams and 2,500 people from 31 allied nations are expected to take part in the competition.

ITT Avionics in Clifton, NJ received a $78 million firm-fixed-price and time and materials contract for "Foreign Military Sales of the AN/ALQ-173 (V) advanced integrated defense electronics warfare to the country of Pakistan."

but oddly enough, it was not among the many ECM alternatives listed in the official US DSCA announcement.
Pakistan Joins List of Sniper ATP Customers
Despite the deteriorating security situation in Pakistan, which include an active insurgency, large stretches of the country under de facto al Qaeda rule, visible weakness on the part of Pakistan's leadership within Islamabad itself, and close ties to China; the transfer of advanced US military technology, from F-16 C/Ds to Advanced Hawkeye AWACS radars, to the USA's most modern targeting pods, continues apace.

In its DSCA-anounced requests, Pakistan had requested the pods as a component of its $1.3 billion buy of 60 requested F-16A/B Mid-Life Update (MLU) modification and Falcon Star Structural Service Life Enhancement kits.

CJCSC hold talks on collaboration between Sino-Pak Air Defence academies

BEIJING, May 1 (APP)- Chairman, Joint Chiefs of Staff Committee (CJCSC) General Ehsan Ul Haq held discussion for joint collaboration between Henan Air Defence Command Academy and Pakistan Air Defence Command College.

The talks on joint collaboration were held during General Ehsan Ul Haq visit to the Academy where he also got training as training officer.The Chairman, JCSC on the occasion also attended a briefing given by the Commandant of the Academy.Speaking on the occasion, General Haq expressed satisfaction over the ongoing military to military cooperation between the two countries. General Ehsan said that he was delighted to be here as he got trainingas training officer in 1975.

The CJCSC on Monday visited the F-22 Frigate project in Shanghai, and expressed satisfaction over the progress of the first Frigate being built for Pakistan.The Chairman, JCSC was informed that the building process of Frigate is going on as per schedule and will be delivered to Pakistan in 2008.

Brigadier General visits Pakistani base

Brigadier General (U) Dato Paduka Haji Mahmud bin Haji Saidin, Commander of Royal Brunei Air Force, who is on an official visit to Pakistan visited the Headquarters Air Defence Command PAF, Base, Chaklala and PAF Academy Risalpur last Saturday, according to a press release from the Pakistan High Commission in Brunei Darussalam.

The press release said, "On arrival at Air Defence Command, he was received by Air Vice Marshal Waseem ud Din, Air Officer Commanding, Air Defence Command."

"During his visit, the distinguished guest was given a briefing about the workings of the Headquarters Air Defence Command and Central Operational Command, Pakistan Air Force."

"The visiting Chief also called on Air Vice Marshal Waseem ud Din, Air Officer Commanding, Air Defence Command."

"Later on Brigadier General (U) Dato Paduka Haji Mahmud bin Haji Saidin, Commander of Royal Brunei Air Force, visited PAF Academy, Risalpur where he was received by Air Marshal Mohammad Hassan, Air Officer Commanding, PAF Academy Risalpur.

"He was given a briefing about the training at PAF Academy, Risalpur. The distinguished guest also called on Air Marshal Mohammad Hassan, Air Officer Commanding, PAF Academy Risalpur," the press release said.

KS&EW to build $20m tankers

RAWALPINDI, May 4: The Karachi Shipyards and Engineering Works (KS&EW) will build two small tanker-cum-utility ships for Pakistan Navy.

A $20 million contract was signed by director-general munitions production with the shipyard.

The vessels primary role will be to carry out replenishment of ships at anchor and in harbour, torpedo recovery, act as attendant vessel during diving operations, perform towed-array transportation and mine-laying. The vessels are 47.2-metre-long with a displacement of around 1,600 tonnes.

A 47 m long tanker?? unless it is 30-40 m wide the displacement is likely to be 600 ton not 1600 ton.
