LAHORE: Speakers at a seminar on Friday called for concrete measures to counter the growing radical narratives, adding that extremism poses a serious threat to the peace and stability, social harmony and economic and social development of the country. :((
The one-day event titled ‘International Mehfil-e-Husan-e-Qiraat’ organised as part of Paigham-e-Pakistan initiative of the government of Pakistan at Dargah Hazrat Abu al Biyaan was attended by a large number of students, ulema and notables of the city. Rafiq Ahmad Mujaddadi presided over the ceremony, while Shaikh Abdus Samee Saadni from Egypt, Shaikh Jawad al Hussani from Iran, Shaikh Darween Chaseewan from Indonesia, Qari Sadaqat Ali, Khadim Mujaddadi, Arif Mujaddadi and Syed Arif Raza participated as guests of honour.
In his keynote address on the occasion, Rouet-e-Hilal Committee UK Chairman Allama Zafar Mehmood Firashvi threw light on the role the Paigham-e-Pakistan declaration can play in the eradication of extremism and terrorism and establishment of peace in the society. While discussing a broad range of challenges facing Pakistan in the line of preventing and countering violent extremism, he also focused on the ways and means to counter radicalization and disengagement, particularly of the youth.

Emphasizing the critical role madaris and the ulema can play in countering violent extremism, Firashvi called for an exerted effort to engage madaris youth in constructive activities besides providing them ample opportunities to build their careers and grow, which will eventually generate hope among them as well as address the social, political and economic injustices and grievances.
Why were Tehreek Labbaik- Pakistan, :twisted: Jamaat -E- Ilsami, Jamaat- E - Ulema Islam ( Fazl and (late) Sami group and Maulanas , Masood Azhar , and Maulana Ghazi ( Lal Masjid "fame" ) among other notorious Islamis , NOT invited to the "seminar" .
“Paigham-e-Pakistan narrative is in fact a description and explanation of our religion through which the nation has been advised to lead a peaceful life by adhering to Islam’s principles of peace, brotherhood, tolerance, equity, equality and forgiveness,” he said, adding that it is the religious, national and moral responsibility of every citizen of Pakistan that he follows the national narrative and contributes towards establishment of a peaceful society.
Am pretty sure that the Mullahs from Indonesia, Iran and Egypt must have been pretty impressed by the "street power" of their "brothers mullahs" belonging to the Jamaat E - Islam and well as the Labaik- Pakistan . They succeeded in brow beating the govt side to review the blasphemy decision. After all,right now , Pakistan is STILL, the only Islami Atomi Takat. Iran is catching up :mrgreen:
Addressing on the occasion, Rafiq Ahmad Mujaddadi said Paigham-e-Pakistan was a historic and comprehensive document which would go a long way in eradication of militancy, extremism and sectarianism and establishment of peace and tranquility in the society. He hailed the role played by ulema by getting united in the best interest of the country as well as the Muslim Ummah.
The chai -biskoot agenda for the "seminar" was properly changed in a hurry to address the "recent development" that happened a few days ago, following the Supreme Court Judgement !
Other speakers called for collective efforts by state institutions, religious and political groups, madaris and the civil society within the ambit of the constitution to cleanse Pakistan of the menaces of extremism and terrorism.On the occasion, the participants also recited the verses of holy Quran and naats and sung national songs.

There are three kinds of Pakistan that exist today — and each kind has no connection with the other.

The second Pakistan is the Pakistan that the verified Pakistani Twitter handles project — a liberal Pakistan which allows minorities to thrive and a democratic system which is governed by the rule of law. This is the diplomatese BS mouthed by the "Doctor" of the Paki F. O . :mrgreen:
The third Pakistan is the Pakistan that exists in reality.

This Pakistan is diametrically opposite to the first two Pakistans. This Pakistan is broke, ruled by a mob of religious fanatics, completely intolerant of the minorities and governed by a Deep State that consists mainly of the military and the ISI.
In reality all three Pakistans are financially broke !
Every now and then, there comes an incident that lays bare this true nature of Pakistan — a state that is so deeply fanatical to the core that any kind of logical argument will fail to describe it.
There are many similar incidents - happening in FATA and Balochistan- that are not reported due to media censorship !

Malik Mumtaz Hussain Qadri, the 26-year-old security guard, was convicted of the crime and hanged in 2016. But true to the social fabric of Pakistan, Qadri is now regarded as a martyr — and not an assassin.Believe it or not, his grave is actually a pilgrimage site in Pakistan.
Another person who was murdered on the same lines was the only Christian minority federal minister in Pakistan, Shahbaz Bhatti. His life was in danger for a long time and according to reports, even the CIA had unsuccessfully tried to convince the ISI that Bhatti needed an armoured, bullet-proof car. It is rumoured that the ISI didn't allow the CIA to supply Bhatti with an armoured car, despite having specific inputs about his murder.
The ISI was worried about its "image" of being in bed with CIA :mrgreen:
Why? Because the ISI, it is rumoured, apparently wanted to eliminate him to please some of the religious fanatics. He died exactly as predicted and there was just lip-services from people in power in that country as the Pakistan Taliban took responsibility for his killing. Soon, Asia Bibi's case came up for a final hearing among frenzied slogans through the country. Given the kind of public sentiment Pakistani vernacular newspapers were portraying, everybody thought Asia Bibi would be sent to the gallows.
However, to everybody's surprise, good sense prevailed and in a historic judgment Asia Bibi was declared innocent and spared her life.
But the question that is perturbing me is — 'Does she really walk free?'
Immediately after the judgement was delivered, members of a known fanatic but legitimate religious organisation called Tehreek-e-Labbaik Pakistan (TLP) crippled life in Pakistan. Its supporters blocked roads and highways. This is the same party that has been releasing videos on social media, threatening to kill the judges in this case, and imploring their "soldiers" to prepare for the ultimate sacrifice.
Don't think that this party doesn't enjoy public support in Pakistan — this is actually the fifth largest party in that country, with a wide base of supporters who can choke the living daylights out of a civilised nation. As I write this, the Tehreek-e-Labbaik Pakistan (TLP) is engaged in destroying public property and unleashing a reign of terror among the poor public. This is the true face of Pakistan — a country carved out of our own but which has ever since walked down the path of religious fanaticism.
The Govt since then has caved in and accepted all the demands of this radical Islami outfits , including the condition that Asia Bibi be put on the dreaded ECL !
Forget about its 'good terrorist' and 'bad terrorist' policy that we heavily criticise on international platforms, the rudderless and spineless Pakistani administration is actually party to a series of skewed legislations that is ensuring the minority population slowly gets wiped out from its land. In different parts of the country, minorities are reportedly being killed, abducted or intimidated regularly. You can simply read the wikipedia page on religious discrimination in Pakistan to get an idea about how bad the situation is and why the minority population is dwindling day by day.
If Asia Bibi is not provided with an army cordon as security, the day is not far when you will see her dead body on social media. As I speak, several legitimate political parties and their leaders are openly baying for her blood, imploring their members to kill her to get a passport to heaven.
In my view, Pakistan, as a country, has fallen to such depths that it won't be able to salvage itself for centuries — but, we, the civilised nations, should not stand there and let her be attacked on our watch.Asia Bibi should be immediately granted asylum to a safe country — India should be the first country to raise this issue at an international forum. Asia Bibi must live in security and peace because she is a symbol of the failure of religious zealots who otherwise get to have a free run in Pakistan.Let Pakistan fail as it has always been — but we should not fail Asia Bibi now.
Whether India should or should not grant asylum to Asia Bibi ( and other Baloch dissidents ) is a separate issue . But every time Pakistan opens its mouth on the so -called " core issue" India should counter attack with the fanaticism prevailing in Pakiland, the lack of security for minorities there !

I am sure Arundhati Roy would urge Asia Bibi not to seek asylum in a fanatic, Hindutva India, so it's a moot point.

Such actions on the part of India would seriously impact the genius of such as Arundhati Roy and Vikram Chandra of spinning desi tatti into pavitra Amreeki dollars.

In a pres statement, Rabbani said: "It is unfortunate that the state of Pakistan is captive to warlords and the constitution and laws are molded to their convenience."

"The Quaid must be turning in his grave to see judges of the superior judiciary being intimidated for acting in accordance with law and the state failing to act against the intimidators, or when the military is called to revolt and rebel-rousers are appeased," he said. The Quiad has been Turning in his Grave ever since the day he was buried as although he was a SHIA and had his GUSUL as per SHIA GUSUL (Bathing the Dead) his Namaaz-E-Janazza was carried out as per the SUNNI RITUAL!

"The consequences of such State abdication of its writ are far and wide. In the immediate, no judge of Anti Terrorism Court or other Special Courts will, in these circumstances, dare to give a judgement against the terrorist. "

The recent events have, once again, reinforced the fact that, the applicability of law in Pakistan is selective. But what is really frightening is that, State is not willing to defend its own institutions, this inspires no confidence in the common man.

BERLIN: The husband of Asia Bibi at the centre of a divisive blasphemy case on Saturday criticised a government deal with protesters that left her in legal limbo, and called on authorities to protect her.Asia Bibi, on death row since 2010 on blasphemy charges, was acquitted by the Supreme Court Wednesday and ordered set free, triggering protests by Tehreek-e-Labbaik Pakistan (TLP), who paralysed Pakistan for three days.
The government reached a deal Friday to end the protests by agreeing to a travel ban preventing Bibi from leaving the country, and saying it would not object to TLP appealing the verdict.
Only in a country like Pakistan, can a decision of the Supreme Court - and that too by a mob - be challenged ! :mrgreen:

"It is wrong to set a precedent in which you pile pressure onto the judiciary," Bibi´s husband Ashiq Masih told German Deutsche Welle radio. He said the government should never have yielded to pressure from protesters.
Masih said the court had been "very courageous" to acquit his wife, an illiterate mother in her 50s whose case started in 2009 while she was working in the fields.
He himself is probably illiterate or semi - literate . But the people who are "handling his case" should appeal to the Pope, The Head Of The Anglican Church in UK ( Bishop of Canterbury ) , the Head Of The Russian and The Greek Orthodox Church. Pile up the pressure on the "Oxford Educated" Prime Minister Imran Khan !
"The current situation is very dangerous for us. We have no security and are hiding here and there, frequently changing our location," Masih said.Bibi´s lawyer fled Pakistan on Saturday, fearing for his life.Masih demanded the government reinforce Bibi´s protection in prison, worrying that she may be attacked. He cited the case of two Christian men who were shot dead after a court acquitted them in another blasphemy case."The situation is dangerous for Asia. I feel that her life is not secure," he said. "So I appeal to government to enhance Asia´s security in jail".

On its part the top Chinese leadership is expected to use the opportunity to try to remove all the legitimate as well as the not-so-legitimate doubts that the new PTI-led coalition government has been expressing since its advent about the China-Pakistan Economic Corridor (CPEC).

Pakistan is perhaps thinking of getting a bailout package of at least $5 billion from China. But it would entirely depend on Beijing how this package is put together, if at all.

The PM is also likely to take up the issue of steep trade imbalance in favour of China with Beijing exporting goods worth $11.458bn to Pakistan while exports to China from Pakistan have remained stuck below $2 billion for some years. This imbalance needs to be corrected on an urgent basis.

Meanwhile, Pakistan’s textile industry has expressed the hope that Prime Minister Imran Khan would be able to persuade the Chinese leadership to set up a special credit line of $5 billion for fresh investments and joint ventures between the manufacturers of the two countries.

This facility, our textile tycoons believe, could be extended by China under pay-as-you-earn scheme on buying-back basis to encourage both investment in and exports from Pakistan.

This special credit line is also expected to help early relocation of the Chinese textile industry to Pakistan and increase our exports there. There is said to be a big market for Pakistani textile products in China where wet textile processing is being shut down and relocated to other countries.

PM Imran meets Chinese President Xi in Beijing

China’s domestic textiles and clothing market is estimated to be $500bn. Pakistani textile exports form only three per cent of their textile and clothing imports of $268bn, showing that Pakistan has a huge potential there.

It is also being proposed that China could consider setting up garmenting plants in Pakistan for export to avert Trump tariffs on its American shipments and avail Pakistan’s market access as well to the EU under the GSP+ scheme.

Another country which is located south of another part of China — Vietnam — has grown by leaps and bounds taking advantage of skyrocketing growth in its northern neighbour.

According to Bennett Murray, an American journalist serving the German news agency DPA in Hanoi writes in his article ‘Vietnam Is Winning the US-China Trade War’ published in Foreign Policy on Oct 30, 2018 with Asian business people increasingly resigned to a protracted trade war between Washington and Beijing, firms are more eager than ever to escape tariffs by relocating to China’s smaller southern neighbour.

“Most telling was the decision of Goertek, the Chinese company assembling Apple’s AirPods, to reroute all production of the earbuds to Vietnam.

“The advantages of production in Vietnam over its northern neighbour were mounting even before US President Donald Trump took office. In Shenzhen, China, the home of the Apple supplier Foxconn’s flagship Longhua industrial complex, the monthly minimum wage is now 2,200 yuan ($315). In contrast, Vietnam’s highest minimum wage (the national government sets a multitier minimum wage based on regional living costs) is almost half that at 3.98 million Vietnamese dong ($170). Wages fall even lower away from major cities—in Thai Nguyen’s Pho Yen district, the home of the Samsung factory, the minimum wage is a mere 3.09 million dong ($130).

“China and Vietnam also have their own free trade agreement, allowing firms in Vietnam to cheaply import raw materials from the north for manufacture and export.”

Pakistan can also emulate Vietnam, but before we try to take that route our manufacturers and exporters need to do a thorough market survey of western China in order to be able to identify manufacturing units there which would benefit by getting relocated in Pakistan. Also the survey would tell us what kind of products and of what quality are in demand in the region. Not the Chance of an Icicle's chance In Hell!

Pak-China ties to be multi-dimensional: PM Imran - News Desk

Prime Minister Imran Khan has expressed the hope for a multi-dimensional relationship between Pakistan and China.

Speaking at the China’s Central Party School in Beijing on the third day of his maiden visit to the friendly neighbour after assuming the top office, the premier listed down qualities his government wanted to adopt from China’s governance style.

“Thirty years ago, China’s gross domestic product (GDP) was what Pakistan’s is currently. It was not one thing but a series of steps taken by the country that enabled China to achieve a feat no other had achieved,” he added.

China says more talks needed on economic aid for Pakistan

PM Imran explained to the audience that his Pakistan Tehreek-e-Insaf (PTI) party had prioritised strengthening state institutions by eliminating corruption and elevating poverty. And it looked up to Beijing for both feats.

“No country has taken a population of 700 million people out of poverty. My party is interested in learning how China did it. Secondly, combatting white-collar corruption. It is easy to catch a common criminal but the state struggles when going after white-collar crime.”

The prime minister went on to say: “Money laundering is the worst part of corruption – it deprives the nation of resources and foreign exchange.”

Recalling the 1980s, he said Pakistan’s development faced hurdles as the country plunged into corruption. “Corruption destroys state institutions.”

PM Imran said he was inspired to highlight corruption in the 1980s. “Nobody took me seriously. But one thing I learned as a sportsman was that you only lose when you give up.”

He said that after 15 years of political struggle, seven years ago people realised the gravity of corruption. “Today my party is the biggest political party and we are in the government.”

Pakistan-China bus service to launch today

The cricketer-turned-statesman reflected on the multibillion-dollar China-Pakistan Economic Corridor (CPEC) and termed it a “great blessing” for Pakistan.

Apart from the connectivity, it has allowed foreign investment through creation of small economic zones (SEZ). “We have suffered due to corruption and war on terror. We have current account deficits for which we need foreign investments.” Current Account Deficits are due to the Over-sized Defence Budget and of course Terroristani Exports are One-Third its Imports!

He added: “My meetings with Chinese President Xi Jinping and Prime Minister Li Keqiang have filled me with hope that we will be able to come out of this [economic] crisis.” NO WAY JOSE - NO WAY!

Thankfully for us, he capitulated and climbed back aboard the slow-moving Islamist train wreck that Pakistan has become over the last 50 years.
The islamists are likely cowards as you say, but the million dollar question is who is going to show real force? It will have to be the police or military. But these organizations are themselves infiltrated and islamized. Any orders from above to show "real force" could easily backfire through dissent and mutiny in the ranks which will end up achieving precisely the opposite of what was intended. That is what I was referring to.

It was better to not push an unwilling police/military to take action against protesters sharing the same worldview, and let things calm down naturally, even if there is a minor price to pay in terms of ephemeral bad press.

Technically Asia Bibi is within her rights to seek refugee status in India, once she reaches here. However, she will probably never get a visa, because she probably doesn't have a passport; and anyway she will be spirited out of the country by some willing Western nation instead.

The husband of a Pakistani Christian woman acquitted on charges of blasphemy has begged Theresa May to grant his wife and their family asylum in the UK.
In a video message seen by the Observer, Asia Bibi’s husband, Ashiq Masih called on the British prime minister to “help us exit from Pakistan” where thousands of people have protested against the supreme court’s ruling and demanded that she be punished.The plea came a day after Imran Khan’s government announced it would try to prevent Bibi from leaving the country, which her supporters likened to “signing her death warrant”.
. So, the helpless hubby is also trapped in Pakiland. The family's lawyer has fled abroad. Hope the so called "authorities" provide him some needed security !
In the message recorded on Saturday, Masih, 55, called on May, as well as the prime minister of Canada, Justin Trudeau, and US president Donald Trump, to bring his family and their longstanding guardian, Joseph Nadeem, to safety in the west.
Copy should be sent to the Pope and The Head Of The Anglican Church as well !
“I am requesting the prime minister of Britain to help us exit Pakistan and give us asylum if she can,” he said, speaking slowly in a bare white room in a safe house in Pakistan. “We are so under threat we are stuck in this house,” he said later on WhatsApp, requesting that the media refrain from sharing the video to keep his identity hidden.
Wilson Chowdhry, of the British Pakistani Christian Association, said Masih had already applied for asylum at one western embassy but it was not expediting the request. Chowdhry said the family needed “immediate asylum”, adding that it was “incredible” no government had stepped forward so far. “It would not do for her to die because of the tangle of red tape,” he said. The association has launched a petition calling on Jeremy Hunt, the British foreign secretary, to grant Bibi’s family asylum.
The overturning of Bibi’s death sentence infuriated Islamists and on Thursday a petition was filed calling on the supreme court to reverse its verdict. The government of Khan’s Pakistan Tehreek-e-Insaf agreed not to oppose the petition in a much-criticised pact signed with protest leaders on Friday night, in which it also said it would seek to place Bibi, 47, on the Exit Control List (ECL), which would bar any flight.
In return, Tehreek-e-Labbaik Pakistan (TLP), a fast-growing political party dedicated solely to punishing blasphemy, ended its protest, leaving behind charred husks of burnt-out vehicles on the motorways it had blockaded.

On Saturday Rowan Williams, the former archbishop of Canterbury, said the refusal of the Pakistani authorities to allow Bibi to leave the county was a tragedy.
“The Pakistani government has to decide whether it respects the rule of law or not.( What rule of law. The countrywide demonstrations by TLP and other religiopolitical parties, which erupted on Wednesday after the Supreme Court announced acquitting Aasia Bibi, had left major highways — including the motorway connecting Lahore and Islamabad — blocked and routine life paralysed in major cities.Mobile services in major cities had also been suspended.
The state had also assured the party that it would not oppose a review petition filed against the Supreme Court’s judgement in the Aasia Bibi blasphemy case. The government further promised to take appropriate legal action to redress any deaths that may have occurred during the protests against the Aasia Bibi verdict and to release all people picked up in connection with the protests starting October 30.The TLP, in turn, only offered an apology “if it hurt the sentiments or inconvenienced anyone without reason”.

BEIJING: Even on the third day of Pakistani Prime Minister Imran Khan’s China visit on Sunday, Beijing remained silent about Islamabad’s need for immediate financial support to tide over its current difficulties. However, it discussed with Khan several issues that directly or indirectly involved India.

On his departure from Islamabad, Khan had said that he expected Chinese support to build foreign exchange reserves and avoid a possible bailout from IMF. Pakistan has reasons to be disappointed unless China announced a financial package before Khan left for home on Monday.

A joint statement issued by the two countries talks about India’s difficulties with Pakistan. “China supports Pakistan’s efforts for improvement of Pakistan-India relations and for settlement of outstanding disputes between the two countries,” it said. The joint statement also expressed Beijing’s support for a seat for Pakistan in the Nuclear Suppliers’ Group (NSG).

“China appreciates and supports steps taken by Pakistan for strengthening the global non-proliferation regime. In this context, China supports Pakistan’s engagement with the Nuclear Suppliers’ Group and welcomes its adherence of NSG guidelines,” the nuanced statement said.

China has consistently blocked Indian attempts to join the NSG on the plea that it was not a signatory to the nuclear non-proliferation treaty (NPT). This yardstick does not seem to apply when it comes to its “all-weather” friend Pakistan.

Beijing appeared trying to enhance its image in Pakistan even at the cost of affecting the “Wuhan spirit” of mutual friendship with India that emerged during the meeting between Prime Minister Narendra Modi and Chinese president last April.

On its part, Pakistan expressed its support for active participation of China on the platform of South Asian Association for Regional Cooperation (Saarc).

Khan did not seem to have achieved anything substantial in material terms. There was no concrete promise from China about improving the balance of trade, which is tilted against Pakistan.

China merely said the issue would be sorted out once the two countries finalized the free trade agreement (FTA), which they were now discussing. The move would put Islamabad under pressure to sign the FTA as soon as possible.

Khan’s party, Pakistan Tehreek-e-Insaf, had promised to review the China Pakistan Economic Corridor (CPEC) from the viewpoint of financial arrangements and location of projects. Beijing did not seem to accept Pakistan’s demand. But CPEC would be altered to include more industrial plans, particularly the creation of industrial parks, and more joint venture projects.

Aasia’s husband seeks asylum for his English translator - Hasnaat Mailk
ISLAMABAD: Besides himself, Aasia Bibi’s husband Ashiq Masih has also sought asylum for his long-standing guardian Joseph Nadeem, who is actually an English translator assisting him in interacting with media-persons and foreigners.
Sources revealed to The Express Tribune that as Ashiq received foreign aid to run his household during the imprisonment of his wife, Nadeem took advantage of his position and started earning a handsome sum of money.
Ashiq is requesting US, UK or Canada to grant asylum for his family and Nadeem.
Currently, Ashiq is living with his first wife and has five children, most of whom are married.

Will we ever learn? - Kamran Yousaf

It was August 2009 when I had an encounter with Miangul Aurangzeb, the last crown prince of the scenic Swat Valley at the residence of former foreign minister Gohar Ayub Khan in Islamabad. I went to interview the son of former military ruler General Ayub Khan for a documentary on the Western fears of extremists getting their hands on the country’s nuclear weapons. The fears stemmed from the rapid rise of Taliban, who even took control of Swat, once known as a hub for tourists. Miangul Aurangzeb had to flee like tens of thousands of other natives of Swat to safety because of the growing rise of the Taliban. When I asked Miangul that what had gone wrong in Swat, his instant response was that the crisis was our own making. Expanding his point, Miangul told me that it was in early 2007 when he started receiving complaints from locals about the activities of the Taliban in the valley. At the start they were only a handful of people trying to enforce their version of Islam on locals. Miangul went to the local police station to seek action against those miscreants. But to his utter shock, the SHO of the police station told him that he had instructions from high-ups not to touch the Taliban. According to Miangul, the issue of Talibanisation could have been dealt by an SHO had the authorities acted swiftly. But apparently the situation was allowed to deteriorate to the extent where Army troops had to be called in. Only recently the military authorities finally handed over the control of Swat to civilian administration but not before paying a heavy price both in terms of men and material.

The story of Lal Masjid that was the scene of a bloody showdown in July 2007 and was not different either. When stick-wielding Madrassa students of Lal Masjid started asserting their version of Islamic code in nearby markets, the authorities looked the other way round. Like Swat, the Lal Masjid issue could have easily been handled by the local police and administration, a fact admitted by Chaudhry Shujaat Hussain, who was part of frantic efforts to resolve the issue peacefully. Both Swat and Lal Masjid episodes are classic examples that how we turned mere administrative problems into national tragedies. The hope, though, was we would learn from those follies. Sadly, that was not to be the case.

It was exactly a year ago when Khadim Hussain Rizvi led a march from Lahore to Islamabad to protest against the proposed amendment to oath of office of the parliamentarians. He was an unknown quantity then. There were not more than 2,000 people that gathered at the Faizabad intersection, one of the main arteries of Islamabad connecting the capital with rest of the country. No one knew that a handful of people would paralyse the government for three weeks and make Pakistan a laughing stock in the world. The State instead of acting and establishing its writ signed a deal with the people who should have been put behind bars. That let- off, whether it was deliberate or just a case of incompetence, has now emboldened the extremist group to the extent that our entire state machinery clearly seems helpless. Prime Minister Imran may have taken a bold and courageous stand but in reality his administration has done exactly the opposite—bowing to the extremists. No sane voice can advocate the use of force but if this country is to be governed by the Constitution then those who openly incited people to violence, issued death threats to superior court judges and sought revolt in the military should have been taken to task. The state, however, has done otherwise, leaving the country at the mercy of fringe elements.

Only three people walk tall today. These three giants tower above a horde of pygmies because they have displayed what pygmies have not: compassion, courage and conviction.
And yet the compassion, courage and conviction of these three giants have been betrayed by the very people who were mandated to uphold the mantle of the State. Some call this agreement between the government of PTI and the regime of Khadim Hussain Rizvi as a tactical victory. Some call it exemplary prudence. Yet others term it the best possible solution under the circumstances.
In reality, it is nothing more than craven surrender.
Imran Khan did not fail the test; he failed at his job.
But three giants among this horde of pygmies still resist this deluge of bigotry, hate and intolerance. They sat on the bench and delivered a judgment that may act as a beacon in the darkness that threatens to engulf us all. The State may have gifted its writ to Mr Rizvi on a platter, and Khan may have surrendered at Lahore’s Charing Cross like his predecessor did at Islamabad’s Faizabad Chowk, but the battle for the soul of Pakistan is far from over.

Rupee’s tumble – Editorial

Special drawing right (SDR) is a monetary unit established by the International Monetary Fund (IMF). Each member country can borrow SDRs from the international lender when needed, such as for balance of payments support. This is an additional international reserve asset and allocated to governments in proportion to their IMF funding quotas.

The value of a country’s currency – in our case the rupee’s – in relation to the SDRs keeps fluctuating just as it does vis-à-vis international monetary units such as the dollar, euro and pound sterling. This ebb and flow affects the size of the SDRs Pakistan is entitled to dip into in times of need. The fiscal year 2017-18 proved depressing for the country since the Pakistani currency faced a hefty depreciation of Rs 25.096 against the SDR – a basket of world’s five major currencies – compared to Rs16.643 to the US dollar. This tumble clearly meant a shrinking of the SDRs cache.

The value of the SDR is based on the basket of US dollar, euro, Chinese renminbi, Japanese yen and British pound. The impact of the huge depreciation against the SDR massively impacted Pakistan’s finances as most of its financial liabilities – like debt repayment – are in SDR form. Simultaneously, the rupee-SDR exchange losses badly hit the State Bank of Pakistan’s (SBP) consolidated profit in fiscal year 2018.

The central bank profit dropped 26% to Rs175.67 billion in FY18 mainly due to the exchange losses following rupee depreciation compared to Rs238.06 billion in the preceding year. It recorded a massive Rs72.28-billion loss due to the rupee depreciation against the SDR compared to a gain of Rs24.56 billion in FY17.

Accordingly, the rupee “depreciation against the SDR resulted in an exchange loss of Rs124.30 billion”, the SBP said in its Annual Performance Review for FY18. “Major part of the foreign currency assets of the bank is dollar-denominated whereas the foreign currency liability exposure is mainly SDR-denominated.” With the situation of foreign exchange reserves already grim, the pressure resulting from this exchange loss against the SDRs will constitute an added headache for policymakers to contend with.

Inflationary cycles - Editorial

Pakistan has entered a debilitating inflationary cycle on the back of a higher than anticipated rise in global oil prices, an upward revision in domestic oil and gas prices as well as increases in power tariffs, a further rise in regulatory duties on imports and continuing second round impact of previous exchange rate depreciations with the rupee.

Foreign exchange reserves have almost bottomed off. Current account and fiscal deficits have gotten out of hand. And debt repayments have outpaced our annual budgetary capacity. The core inflation has increased to a four-year high of 8.2% while the headline inflation has gone up 7%, again a rate estimated to be highest in four years. The current cycle of inflation is likely to take years to slow down. But before that happens the rate is expected to reach 14% by the middle of next fiscal year, according to the multilateral banking sector.

The need of the hour, therefore, is to use the anticipated bailout packages from friendly countries and the IMF to restore macroeconomic stability which in turn would prevent the rate from galloping away. The SBP as expected has already announced a raise of 100 basis points in interest rate that rose to a 44-month high at 8.5% keeping slightly ahead of the inflation rate. Since inflation erodes purchasing power per unit of currency the poor and the indigent suffer the most. It also hurts those who earn a salary or live on a fixed income. Savings, particularly those kept in cash, lose value.

The rich pull cash out of even banks and investments and turn it into tangible objects that hold their worth. Investment-based income, however, tends to flourish during cycles of inflation, as market returns are often one of the first sectors that reflect escalating prices.

Sufficient inflation serves to reduce foreign investment because inflationary cycles make an economy seem less reliable. Moreover, investors worry about their own investment, and whether it will ultimately suffer from the same devaluation.

Members of the ruling Pakistan Tehreek-i-Insaf (PTI) and the PPP on Monday exchanged hot words and nearly got into a physical altercation after the opposition criticised the agreement reached between the government and religiopolitical groups, who protested the acquittal of Asia Bibi for three days last week.
The fracas began after PPP MNA Shazia Marri termed the deal finalised between the government and protesters as a "surrender document", and in a taunting reference to Prime Minister Imran Khan's surname (Niazi), compared the agreement to the surrender document signed by Gen A.A.K. Niazi that led to the creation of Bangladesh in 1971.

Jamiat Ulema-i-Islam-Sami (JUI-S) has blamed foreign elements for the murder of its leader Maulana Samiul Haq.
“It is confirmed to thousands of his followers, the party, Darul Uloom Haqqania and his family that martyrdom of Maulana was not an internal issue rather Indians, Afghans and other elements are involved in this act,” said a statement issued by JUI-S here on Sunday.
The party appealed to security agencies to arrest the real killers of Maulana and award them exemplary punishment.

PM’s China visit

WHEN Prime Minister Imran Khan chose to travel to China over staying in Pakistan as mobs and violent protesters took to the streets across this country, PTI officials defending the foreign trip amidst domestic chaos argued that the economy was in dire straits and urgent assistance was needed. The implication was that Prime Minister Khan was required to go to China to secure quick money, loans, assistance and investments to shore up the Pakistani economy and state finances.

It is a norm in diplomacy that high-level meetings take place after the details are already agreed to by other officials, the top government functionaries meeting to sign accords in a ceremonial manner.

But Mr Khan was already in China for several days when on Saturday, a senior Chinese official, Vice Foreign Minister Kong Xuanyou, made a remarkable statement. Pledging that China has in principle decided to help Pakistan tide over its current economic difficulties, Mr Kong added: “As for the specific measures to be taken, the relevant authorities of the two sides will have detailed discussions.” :oops:

On Sunday, a joint statement marking the formal end of Prime Minister Khan’s trip to China appeared to confirm what was stated a day before by Vice Foreign Minister Kong.

In the joint statement, there is no assistance package announced, just boilerplate diplomatic language reaffirming the deep strategic ties between China and Pakistan.

At least two points need to be made here. First, if a formal assistance package had not been already agreed to, what was the urgency for Mr Khan to leave Pakistan in the midst of a national crisis?

Surely, Mr Khan was not going to negotiate in person with senior Chinese officials — the Chinese officials have themselves pointed to detailed negotiations needing to take place between the relevant authorities of the countries.

Second, and more importantly, given that it is an ongoing issue, why have the “detailed discussions” yet to take place? It is possible that China is driving a hard bargain, but that would not be unexpected.

However, did the Pakistani side prepare for hard negotiations? Or have the PTI government’s economic managers once again shown their inexperience and expected that a rescue package will be assembled because of Pakistan’s geopolitical importance or perhaps Prime Minister Khan’s political standing?

As Mr Khan comes home empty-handed, he will return to a country recovering from days of protests and yet another state capitulation to violent religious extremists.(A repeat of 2017 when dimmy was leading a similar dharna)

The challenges are increasing, but the government’s capacity to address these challenges does not appear to be increasing quickly enough. The three-month mark for Prime Minister Khan and his PTI government are fast approaching.

Mr Khan was right in demanding time to adjust to the responsibilities of high office. But the country needs the PTI to learn faster than it appears capable or willing to.

What!!? 80% of the cost of the housing project will be borne by the public sector banks or the government? Or, in this case the treasury. Or, directly by the taxes the state collects? Where is the money coming from? Has any right thinking paki done the math on this? 5 Million homes @ pkr 2,500,000 per home X 80% = 12,500,000,000,000 pkr or $92.6 Billion over the next five years to be borrowed. This does not include soft costs such as fees and interest.

Wait! I get it. Do what the iron birathers did. Print it, borrow it at 0% interest from the public sector banks, have the banks write it off as bad loans to the government and problem is solved. Just like the chinis.

Amazing. Fiscal Management 101 and these inbred idiots blew it. Again. Watch the fun over the next five years.

5m housing units require Rs16 trillion in five years
The Task Force on five million housing units in its maiden session on Monday estimated that total financing requirement for construction of housing stands at around Rs16 trillion during next five-year period.
Out of total cost of Rs16 trillion, 20 percent will be borne by the applicant/owner while remaining 80 percent will be provided through bank borrowings under the proposed financing model. On average 10 percent mark-up will be charged on bank loan of Rs2 million with repayment period of 20 years so monthly installment is worked out at Rs18,564 equivalent to existing rental levels, the member of Task Force on Housing MPA Firdous Shamim Naqvi said.
I was close. 16 Trillion pkr or $118 Billion, out of which banks will lend out $94 Billion. Monthly installments of $18,564 or pkr 222,768 per year or $1650 per year.

WOW!!! That is more than the paki GDP per capita. And this is for housing only. Traditionally, any banker will tell you to earn three times the mortgage payment. Who is the Brainiac behind this "scheme"?

Pakis are being screwed by this dimwit's government and they are happily accepting it.

You forgot to multiply by 8 the per capita income, to account for Abdul, Ayesha and the 6 little ones. Now the Paki dream is very much possible.

ISLAMABAD: The $8.2-billion mainline (ML-I) project of Pakistan Railways will be completed under a sovereign bilateral deal as Beijing has not agreed to a proposal of constructing the largest China-Pakistan Economic Corridor (CPEC) scheme through third-party contractors.

China was not forthcoming to the proposal of completing the ML-I scheme on build-operate-transfer basis, said officials in the Ministry of Railways and the Ministry of Communications.

During the joint working group-level discussions that took place last month, China took the position that the project should be implemented in line with the framework agreement, the officials added.

Pakistan also subsequently agreed to the Chinese demand for continuing with the existing arrangement that had been agreed in May 2017.

“The financing model is dependent on finalisation of the technical design, which has not yet been completed. Once the design is final, a decision can be made on the financing model,” Ministry of Planning and Development spokesman on CPEC affairs Hassan Daud told The Express Tribune.

After assuming office, Minister for Planning and Development Khusro Bakhtiar had stated, “The government is exploring the possibility of completing the $9-billion ML-I project on build-operate-transfer (BOT) basis.”

The minister further said Pakistan wanted to shift financial risks of the multibillion-dollar railway project to the contractors.

However, this would have required amendments to the framework agreement that China and Pakistan had signed in May last year. According to the framework agreement for the ML-I, China will provide 85% of the project cost as a concessionary loan. The project has been declared strategically important by both the countries.

Due to the strategic nature of the project, it was not advisable to involve third party, the officials said.

They said China was keen to complete the project on a fast-track as the project had already fallen far behind the original schedule. The expansion and reconstruction of Karachi-Lahore-Peshawar railway track, known as ML-I, is an early harvest and a strategic project of the CPEC framework.

In a joint statement issued after a meeting between the Pakistan and Chinese leadership at the weekend, both the countries underlined that “as a signature project of the BRI, the fast development of CPEC has played a significant role in the Belt and Road cooperation.”

The ML-I project has a total length of 1,872 kilometres. The previous Pakistan Muslim League-Nawaz (PML-N) government had decided to split the project into two due to its high cost and extensive work that requires refurbishment and expansion of the main railway line.

The officials said the project’s construction on BOT basis was not possible without a commercial and financial feasibility study. Pakistan has not undertaken any such study. :rotfl:

During the joint working group-level discussions, Pakistani authorities also raised the issue of differences between Pakistan and China over the preliminary design, the officials said. In order to address Pakistani concerns, a Chinese technical team is currently visiting Pakistan.

Deciphering myths: CPEC not a debt trap as liabilities quite manageable

Chinese consultants have also started sharing details of the project’s preliminary design, which were earlier not available to Pakistan.

Pakistani authorities have not properly handled the project since the beginning. The PML-N government approved the first phase at a cost of $3.4 billion despite no firm estimates about the cost and scope of the scheme.

Against Pakistan’s estimate of $3.4 billion, Chinese consultants calculated the cost of the first phase at $4.1 billion. Pakistan Railways and the Ministry of Finance have not yet been able to resolve the dispute over the ownership of the loan and its servicing as the railways’ balance sheet is not creditworthy for acquiring a loan of over $8 billion.

The project’s initial cost of $8.2 billion was based on a joint feasibility study, which was not backed by a technical design study. Pakistan had launched CPEC four years ago without doing a proper homework. The planning minister had also announced that they would conduct a joint study to determine the flow of cargo traffic on CPEC routes.

The officials said China showed willingness to assist Pakistan in conducting the study on traffic density.
