Not to say that there is nothing wring with the Swati, but the CAG report is hardly damning. It is a typical head-in-the-sand bean-counter set of whines. Specifically:<P>* Didnt take approvals of some committee, and price wasnt finalized.<P>- Procedural omission, and there are procedures galore in India. Common sense bottom line is that the price quoted ($70 to $80K in US dollars, assuming Rs33 to the $ in that time frame) seems to be reasonably below what one can expect to pay for, say a Piper Cub. Not much scamming going on.<P>* Placed second order without satisfactory the first one.<P> - Common sense: The first order was for *10* pieces. Not worth anybody's while to be interested in such a quantity of small trainer aircraft - so it is likely that the whole deal was predicated on getting an order for 40. Also the same report indicates that specs were majorly changed on BHEL (tail-wheel config which could lower visibility during take-offs / landings to nosewheel, which is hence a more desirable config IMHO) in between! <P>* Non supply of aircraft _on time_ set back the objective of the program.<P> - And programs slipping is unusual in what way? Clearly BHEL has supplied Swatis (per the first report) so they didnt take the money and run. And clearly pilot training infrastructure is a long term goal so a year or two is not the end of the world. Also the design spec changed, which accounts for some of the slippage.<P> * DCGA did not make any enquiries from HAL for the same program.<P> - Broadening the aerospace infratructure is a desirable end in itself - eggs in one basket deal. And *this* is exactly the place for a new entity to enter this field. Whether BHEL is this right entity or not is a separate point (and not one that CAG makes), so what's their grouse.<BR> <BR> The only point that sticks - if true - is that market enquiries were not made. From what I hear of it, TAAL would have been a good alternative to HAL for something like this. And unlike BHEL, this is their focus.<BR>(Do they make the Hansa?).

Well its August'12th and no sign of LCA TD2 so far.Guys how is the weather in Bglore.I hope TD2 will fly within august.
