You are right 200 years ago every 50 yrs the tactics changed, 100 yrs ago tactics changed every 20 years, after 1945 every decade saw new rules of engagement. after second gulf war its every 2 to 5 years.

^^^I was referring to it in the context of CT/HR ops where tactics evolve with every operation. That is why these teams train hard every day every year.
