Introduction to IFR 2016
The Hon’ble President of India being the Supreme Commander of the Armed Forces, once in his/her term, reviews the Indian Naval (IN) Fleet as part of the ‘President’s Fleet Review’ (PFR). This review aims at assuring the country of the Indian Navy’s preparedness, high morale and discipline.

Many leading nations of the world use the opportunity provided by the Fleet Review to enhance mutual trust and confidence with their maritime neighbours and partners by inviting their ships to participate in the review. Normally called ‘International Fleet Review’ (IFR), this event then allows the host nation an occasion to display its maritime capabilities and the ‘bridges of friendship’ and trust it has built with other maritime nations. The last IFR was conducted in January 2001, off Mumbai with participation from 29 countries. This earned the country widespread appreciation and goodwill.

The Indian Navy will be conducting an International Fleet Review from 04 – 08 February 2016, off Visakhapatnam. The IFR-16 is proposed to be done at a much larger scale than ever done before

Ahoy, Hello, Namaste,” the theme song for the International Fleet Review (IFR), has set the tone for the biggest-ever review to be hosted by the Indian Navy in Visakhapatnam in February next year. More than 100 warships from 50 countries, including India, will take part in the gala event and President Pranab Mukherjee will take salute. The last

review, the Fleet Review, held in 2011 witnessed participation of 80 ships.

Vice-President Hamid Ansari and Prime Minister Narendra Modi will be the other dignitaries to take part in the forthcoming five-day extravaganza starting February 4. Modi will also witness an operational demonstration by the Indian Navy fleet including aircraft carrier INS Vikramaditya, nuclear-powered submarine INS Chakra and P-8I long-range maritime reconnaissance aircraft besides others on February 7.

The elite Marine Commandos, popularly known as Marcos, will also showcase their special skills like boarding a hostile ship in high seas to neutralise terrorists and hostage rescue drills. Incidentally, the Marine Commandos had taken part in operations against terrorists in the Mumbai attacks in 2008. They have also been deployed for anti-terrorist operations in Jammu & Kashmir for the last few years.

While foreign navies are in the process of conveying their confirmation to the host, the Indian contingent will also include the latest fast patrol boats of the Coast Guard. The Shipping Corporation of India will also send its merchant ships for the display, officials said here on Saturday.

Elaborating on foreign participation, they said it will be in three forms. Navy chiefs may take part along with their ships and delegations or only a ship may represent a country.

Expecting more than 50 countries for the event, officials said one of the highlights would be the town parade wherein naval contingents of all participating countries would march through Visakhapatnam on February 7. The main objective of the town parade is to lend a festive atmosphere to the programme and foster friendship between citizens and foreign sailors.

Moreover, symphonic band concerts by some of the participating navies will belt out foot-tapping music for the men in uniform and people of the port city. Multi-cultural performances and entertainment programmes are among the other events that will make the IFR a memorable mega show, they said.

Evenings on the beach on all the five days will be spectacular as people thronging RK Beach will be able to see fully-illuminated 100 warships anchored off the shore in one line. During the day, these ships will sport colourful buntings and the President will sail past them in the presidential yacht taking the salute on February 6. A fly-past by the aerial wing of the Navy to honour the Supreme Commander is also part of the itinerary.

Explaining the idea behind the theme song, they said the welcoming lines open with ‘Ahoy’, the traditional call used by sailors to hail and attract attention. ‘Hello’ and ‘Namaste’ follow, to complete the triad of the song’s exhilarating refrain.

The song has bilingual lyrics, in English and Hindi, to celebrate India’s national pride with its enduring universal outlook.

The IFR theme, ‘United through Oceans’ is resplendent through the song, enunciated by affirmation of friendship among participating navies. The elements and characteristics that challenge sailors and mariners all over the world are punctuated in the lyrics. The breathtaking cinematography in the video version of the song captures its lyrical essence, showcasing naval operations in its multiple dimensions and also vagaries of the seagoing profession. The composition lyrics were put together by the Navy and the music director of the peppy song is Vinod while the singers are Sameer and Abhiruchi.

As regards the history of fleet review, officials said it is an assembly of ships at a designated place for the purpose of paying respects to the sovereign of a nation and to display their commitment to him or her. In turn, by reviewing the ships, the sovereign reaffirms his or her faith in the fleet and its ability to defend the nation’s maritime interests.

The earliest recorded Indian Fleet Review was in the 18th century by the powerful Maratha fleet led by renowned “Sarkhel (Grand Admiral)” Kanhoji Angre at the coastal fortress of Ratnagiri in Maharashtra. In Britain, a Fleet Review was a precursor to setting sail for war or was conducted on special occasions like the coronation of a monarch.

Independent India has seen ten Presidential Fleet Reviews till now with the last one held in 2011. Incidentally, the forthcoming event is the second IFR after the first one held in 2001. Moreover, the Fleet Review is staged once during the five-year term of the President. India’s first President Rajendra Prasad presided over the first Fleet Review in 1953 off Mumbai.

Past Fleet Reviews: A Retrospective
A Naval Fleet Review is a long-standing tradition followed by navies all over the world. It is a grand occasion when every operational ship is spruced up, proudly displaying its crest and its company in a spirit of loyalty and allegiance to its sovereign and the state. The idea of a Review was perhaps conceived as a show of naval might or an inspection of readiness for battle at sea. It still has the same connotation, but assembling of warships without any belligerent intentions is now the norm in modern times. Later reviews were used as a celebratory demonstration for victories in battle, for a coronation or on the occasion of the visit of royal guests. On many occasions, ships have sailed across the seas to participate in fleet reviews of friendly nations. While India boasts of a maritime tradition dating back to Vedic times, we do not have any authentic reports of fleet reviews of the past except for a mention of two influential women demanding a fleet review during the supremacy of the Marathas.

Past Fleet Reviews: A Retrospective

Britain, from whom the Indian Navy has inherited several customs, dates her first Review to 1415 when Henry V inspected his Fleet before embarking for war with France. It was also an occasion, perhaps the only one, when the ruler or sovereign appeared before the sailors as symbol of his country to strengthen the bond between Lord and subject. The review inspired the men to avow their allegiance to their country and fight to preserve its sovereignty. It is indeed a strong bond which links seafarers of the world, for fleet reviews are not limited to any nation and often follow exactly the same drill even on different continents.

In India, the President, as the Supreme Commander of the armed forces, reviews the Fleet once during his tenure. Ten Reviews have taken place in India since Independence in 1947. The first was held in 1953 and the last prior to International Fleet Review 2016, in 2011. After a number of ceremonies ashore, the President’s Yacht steam past an impressive array of ships of both the Indian and merchant navies and the Coast Guard, which together symbolize the country’s maritime strength. The Indian Fleet Reviews varies from that of some navies of the world, where ships steam past the reviewing yacht or ship. In a tradition inherited from the Royal Navy, the President inspects the navy to ascertain its strength and reaffirm his faith in its readiness to safeguard the nation’s maritime interests and its security.

In this most formal of naval ceremonies, vessels from all commands are anchored in lines at the precise spot allotted to them. After a 21-gun salute, the President embarks on the Presidential yacht, distinguishable by the Asoka emblem on her side and reviews all the ships by cruising past them. Each ship is manned by her ship’s company, dressed in white ceremonial uniforms. In a moment that stands still in time, white caps are doffed in unison in a grand salutation. The resounding sound of ‘Three Jais’ echoes over the waves, carrying the promise of the allegiance of each and every sailor and officer to the State and the President, their Supreme Commander. It is this bond that will carry them through the adversity of combat.

IFR: Private Hospitals to Set Up Medical Camps - New Indian Express
VISAKHAPATNAM: For the medical emergency during the International Fleet Review, the district administration is arranging special medical teams and emergency centres in the city. In view of thousands of VIPs and VVIPs coming to the city for the IFR, the government has directed all the super speciality doctors of government and corporate hospitals to make themselves available 24/7 on all the days during the event. According to collector N Yuvaraj, the corporate hospitals have come forward to set up 16 special medical camps and provide 16 ambulances for the IFR. The Manipal Hospitals would set up 5 camps, Apollo 4, Care 3, NRI 2 and Seven Hills 2. The medical and health department would arrange doctors and ambulances for the President, Prime Minister, Governor and Chief Minister convoys, Yuvaraj said.

Meanwhile, 150 liaison officers have been deputed for the Central and state ministers and chief ministers, who are coming for the IFR.

The people who are coming to witness the fleet review and operational display will be ferried from the AS Raja College by specially arranged buses to Kamat Hotel on the Beach Road. From the Kamat Hotel, the people should go by foot to the main venues. The entire event would be telecast through LED screens, cinema halls and also through City Cable.

Vishakapatnam Under Security Blanket Following Intelligence Alerts - New Indian Express
VISAKHAPATNAM: The city has been brought under complete security blanket following alerts from the Intelligence and security agencies ahead of the Republic Day and the IFR 2016. The off-shore and on-shore security has been beefed up by the local police in association with other security forces.

The Beach Road is completely under police control, where special police force personnel are checking each and every vehicle thoroughly. Security is also being intensified at the city airport as foreigners and domestic passengers are expected to increase in the next few days. On the coastal security, men from elite Marine Commando Force (Marcos) with most modern weapons are on duty operating in groups in Gemini boats for the last one week. Besides, the Coastal Security Police, Marine police are also in action.ww

Fleet Review Rehearsals Leave Vizagites Awestruck - New Indian Express

It was a day to remember for the denizens. Navy personnel demonstrated their skills on the Republic Day. The rehearsals of the International Fleet Review (IFR 2016) which kick started on Tuesday left the locals awestruck.

A large crowd gathered at the RK Beach since morning to watch the show. The ‘Aircraft Fly past close to the beach’, conducted in the morning, received standing ovation cheering the Naval personnel. Children and even senior citizen were seen viewing the air show with binoculars. Many young shutterbugs were busy capturing the acrobatics by aircraft pilots. Children had gala time when aircraft and choppers came close to the shore.

“Vizag will be on the International map with the IFR event. The show by the armed personnel for the last couple of days was fantastic and raised expectations over the IFR event. Unfortunately we didn’t get passes,” said Raghavendra Rao, a SBI employee from the city, who watched the show along with his family.

Some Navy ships anchored near the shore. By evening, many Navy ships were decked up and illuminated. However, foggy conditions disappointed the spectators.

The operational demonstration rehearsals will continue for three more days. ‘Fleet review close to the sea’ will be on January 31, while the city parade and other events will take place from Feb 1 and the MARCOS will participate. As the city parade will be the major event for which public are allowed, people who didn’t get passes are expected to come in large number to witness the rehearsals of operational demonstrations from Wednesday.

the second video with the slowmo takeoff and 3 migs banking away is awesome...and that fleet of ships has a looming dark air about it...like a army of Kaiju emerging from deep ocean to make landfall on some city and tear it apart.

Fantastic videos. We need more of this. The people need to see our armed forces as powerful sentinels guarding their lives and land. I so wish we had more movies on our armed forces and intelligence agencies. They don't have to be realistic, just propagate confidence.

Saryu class OPV modified for presidential duties. Takes over from Sukanya class!

Note the platform over the usual 76 mm cannon. Navy is not sparing any effort or expense.

^^ And 1080p HD video cameras everywhere. To be fair, the IN ads are 1080p, but we need all such videos to be, including the R-day parade. DD still considers it an achievement to have placed 720p resolution cameras all over the Rajpath. :-o

Loooking at the excellent pics of the Vik-A posted by many ,there is ample room at the rear sponsons,where the 30mmADG gatlings are fitted,to fit a better BPDMS gun/missile system like Kashtan/Palma whatever.If you look closely at the sponson,you can see that there is about 4m of depth for a gun missile system and enough overall width for another 8-cell Barak-1 SAM module.Perhaps during her next refit we may see some improvements like a B-8 installation.

Cwiz like Phalanx and C-RAM, which do not require any deck penetration do have some merit when it comes to retrofitment on existing vessels. Missile based systems like C-RAM are also effectively recoil-less.

We can also consider mounting a RBU-1200 type launcher - basically a non-reloadable system unlike L&T IRL in that space. Or maareech perhaps

An interesting feature of the VikA is that though it has a narrower flight deck,it has considerable space behind the island on the starboard side which allows considerable flight support ops without affecting the operations on the flight deck.Most CVs have very little space behind the island to maximize the width of the flight deck,but demarcate a zone for support ops. The decoy launcher is a std. one seen on sev. types of Soviet/Ru warships,and its continued use indicates its effectiveness.

Once in each president’s five-year term in office, he or she carries out a “naval fleet review”, a deliberately public assembly of the entire fleet, except for warships on essential patrols. Behind the ceremonial pomp and show lies a simple strategic signal: “Here is our fleet; it is ready for war.”

In earlier days, fleet reviews were “a prelude to war or an explicit show of force to deter adventurism by a potential adversary”, says Raghavendra Mishra of the National Maritime Foundation. Possibly the first ever fleet review was held in 1415, when British monarch, Henry the Vth, inspected his navy before embarking on war with France.

The Indian Navy, however, waves away the notion of sinister purpose behind the International Fleet Review (IFR) that begins in Visakhapatnam on Thursday, and continues for five days through Monday (February 4-8).

“The idea of a Review was perhaps conceived as a show of naval might or an inspection of readiness for battle at sea. It still has the same connotation, but assembling of warships without any belligerent intentions is now the norm in modern times”, says the IFR’s official website.

The Indian Navy has earlier organised ten fleet reviews since independence, with the first one in 1953. Yet, this one is only the second “international” review, featuring navies from all over the world. Like for the first international review in Mumbai in 2001, the aim behind this international review, is to signal the Indian Navy’s emergence as a pre-eminent power that sets the agenda in the northern Indian Ocean.

Amongst the 54 navies taking part, there is a tacit acceptance of this regional primacy, and a shared belief that this is in the common interest. Participating this year is practically every major navy in the world, including the People’s Liberation Army (Navy) of China.

“54 navies are participating this year, compared to 29 in 2001; and 24 foreign warships are here, exactly the same number as in 2001. During the review, 24 foreign naval chiefs are visiting Visakhapatnam, and some 4,000 foreign sailors”, says the navy’s spokesperson.

In addition, 75 Indian warships will participate in the review. These include both the navy’s aircraft carriers, INS Vikramaditya and Virat, and almost all its major capital warships --- destroyers, frigates and corvettes.

The Pakistan Navy is not participating. The navy spokesperson said an invitation had been sent to Islamabad through diplomatic channels, but evoked no response.

The main event will be the presidential fleet review on Saturday morning. President Pranab Mukherjee will receive a ceremonial 21-gun salute and a guard of honour before boarding the Presidential Yacht. He will then review the warships, weaving between them as they remain anchored to their precisely determined spots in the sea off Visakhapatnam harbour. Each ship will have their crew on the deck in spotless white uniforms, presenting a salutation as the president passes.

Along the way, the President will witness operational demonstration, including a daring display by marine commandoes, and a “steam-past” by a detachment of warships.

There will also be fly-past, featuring 45 naval aircraft, including the latest carrier-borne MiG-29K strike fighters, the navy’s new Boeing P8-I maritime reconnaissance aircraft and Kamov-31 helicopters.

For the residents of Visakhapatnam, there will be a concert by foreign navy bands on Saturday, and a city parade on Sunday along the seafront RK Beach Road. This will feature naval operational demonstrations, marching contingents from visiting navies, and cultural displays by visiting sailors.

Luckily, i came to Visakhapatnam for my Brother's marriage. But could not get any tickets to IFR. But did watch the mock drills for 3 days from my home which is close to beach.

Saw the P-8I's, Mig-29Ks, Ka-31, Il-38 and harriers. beautiful noise all day long.

watched the Mig-29K landing from my bed in Doctors office getting checked for malaria, what a beautiful sight.

But the people of the city are facing a lot of discomfort because of this review. The city is really not big enough to accomodate such a big event.
