It is a convenient diplomatic fiction. It makes India looks like a responsible applicator of power, acting purely in self-defense - instead of the actual situation which is Prime Minister Modi kicking the Bakis around like dogs
As someone said earlier, this is for the consumption of UNSC members so they don’t do something stupid - like sanction India for being too aggressive.

An “irreversible” step will be handing over JEM Chief to India or to the US or to kill him. Obviously, they will not do this, so after a few more dossiers, the dog will be kicked again.
So, the Bakis are caught in between a rock and a hard place, do something “irreversible” or get kicked again.
