In India, where the sense of nationalism is weak and Hinduism is not fundamentalist enough to ensure loyalty to faith and race, this has emerged as the main problem.

There are traitors among businessmen (TOI's foreign linkages, Infosys owner rushing to PM to pursuade him not to fight the Kargil war ...), judges (Sacchar committe report, hounding of Modi by supreme court, gay rights judgement), academia (jholawala professors who are Maoist sympathisers), middle class (NGO types), politicians (Pakistani girlfriends of Punjab politicians), media-men (Hindu hating leftists) ...

All of these people connive with Westerners, Pakistan or Maoists to harm the country and the race. The treatment they deserve is what the French gave their women who became girlfriends of the Nazis -- drag them to the streets, take a razor and remove their hair forcibly.

Only those societies succeed which are right of center nationalists (US, China, UK of the Raj days, etc.). The more leftism you spread in the society, the more traitorous the elites become and the entire race is jeopradized as more vicious outsiders step in to take advantage. This is the reason why Anglo-Americans have a deliberate strategy to give awards and rewards to Indian leftists and liberals to raise their profile and make them more prominent in Indian society.

He agreed that operational secrecy had to be maintained but asserted that the legislature which allocates funds was entitled to insist on financial and performance accountability.

He disapproved of the current practice where the expenses of intelligence agencies are not subjected to the same kind of parliamentary scrutiny as in the case of other wings of the government. "The practice of subsuming allocations is not conducive to transparency; it may even encourage misuse.The proposed standing committee could fill this void; it could also function as a surrogate for public opinion and thus facilitate wider acceptance of the imperatives of a situation. Given the nature of emerging threats, a wider sampling of opinion would in fact facilitate better comprehension of the issues and of possible remedies to attain national power and comprehensive defence," said Ansari.

That works when the award-givers are and are seen as prosperous, emulation-worthy world-beaters in a non-coercive way by reasonably free people on planet earth. Isn't clearly the TSP establishment overtly and covertly involved in killing US military personnel and Indian civilians?"

Even aspiring MBAs these days have figured out that there's no jobs to be had anywhere in the land of the free, no H1 sponsors anywhere in the western world these bleak days. Gone also, hence, is the passion of wearing baggies and talking yanqui dialect.

Even ekhanomists are reluctantly agreeing that a lot of the prosperity, the glitz and gloss we saw in this decade was, in fact, unearned - borrowed from the future recklessly and the tab is suddenly due only. Sure, we'll see how the well-funded campaigns to convert the heathens are able to do when the funding comes under strain and that evergreen gravy train gets a chain-pull.

Oh, don't get me wrong. Umrika is too great to be forever brought down by these pesky deflationist depressions that seem to happen every few generations. Just that the relative power asymmetry will not be as bleak at the end of it as we have managed to somehow survive thus far. Again, JMTs only. The only option (as if there ever was another) is to hang on and fight the good fight. Time and karm will take care of the inevitable.

It is now clear that Khaja came from West Asia thro Colombo and landed in Chennai where he was arrested. Times Now just displayed the confessional statement of Khaja.
IIRC, he landed in Colombo from Pak, got picked up in Colombo by our men and got flown to Chennai?

All the US presidents you mention were right wing when it came to foreign policy. Similarly, the Democratic party today is rightist on foreign policy and supports all the wars the USG gets into.

You are right. All American democrats say: "We are republicans when it comes to American foriegn policy and America's place in the world."

People are judged rightist or leftist by their world view and level of assertiveness, not by what they call themselves in internal politics of their country. These right and left terms merely connote a particular type of behaviour. By that definition, Chinese Maoists are ultra-nationalists and right-wing. It is perfectly possible for a "leftist" US president to bomb the crap out of whole world and trigger terrorist movements in other countries.

Khaja tells IB his target was Chennai
He also said that he had come down specifically to target Chennai from where he was picked up.
He said his key targets were the oil refineries in Chennai and Hyderabad and planned on undertaking the operation on Republic Day. He also told his interrogators that terror groups were planning to make an impact in Chennai since this city has been out of the radar for quite some time. He said that almost all important cities in India had been targeted and hence they wanted to plan something for Chennai.
His interrogation also proves that he was in Chennai for over a couple of weeks {Was it previously or now ? If now, that belies the claims that he was smoked out and was arrested upon arrival from Colmbo} since he also admitted to have surveyed these targets.
IB sources told rediff.com that during his interrogation, Khwaja made it clear that they had no plans of carrying out any other attack apart from the ones on the oil refineries. He felt that the attack of this nature would be unique and would create a lot of damage. At first they planned on targeting malls in Chennai, but decided against it since malls were already closely guarded.
An officer in Hyderabad said that once they are through with their interrogation, they would permit the police of both Karnataka and Chennai interrogate this man

HT has been running a ticker since evening mentioning about how RAW was instrumental in luring Khaja to Colombo from where he was snapped up and brought to India.

The very fact that our agencies were able to contact him in Pak and lure him out means we do seem to have some sort of HUMINT in place even in Pak. Waiting for more of the pigs to ge smoked/hallaled in Pak.

IB sources told rediff.com that during his interrogation, Khwaja made it clear that they had no plans of carrying out any other attack apart from the ones on the oil refineries. He felt that the attack of this nature would be unique and would create a lot of damage.
Was the bomb found outside Patiala (Link ) refinery yesterday somehow related to this?

Is this case being treated as a local Andhra Pradesh police case? Even after the NIA was created why is it being treated as a single state matter when obviously the guy and his gang were targetting places atleast in this instance in two different states?

That is a good point. However, it is also dependent on a flaw in the national character of people eager to recieve such awards. How may Chinese, Burmese, Vietnamese or even Pakistanis are working themselves into a lather and ratting on their own country after recieving Gora awards? This behaviour of constantly trying to take approval from outsiders comes from a low self esteem among a race about its identity.

Seven Policemen injured in IED blast in Jammu and Kashmir

The Hindu reports that Militants triggered an Improvised Explosive Device (IED) at Balli Tral in south Kashmir's Pulwama District on January 19, causing critical injuries to seven Policemen, including a Deputy Superintendent of Police (DSP), Amarjeet Singh, and partial damage to a bridge. Following the blast the Central Reserve Police Force (CRPF) has been directed to guard National Highways and railway track.

Meanwhile, Pakistan Army again violated cease-fire by second time in last two days, on the Line of Control (LoC) at forward village of Kanari in Sabjian sector of Poonch District apparently in a bid to push infiltrators into Indian side, reports Daily Excelsior. Official sources said Pakistan troops fired two rockets followed by firing with LMGs and MMGs from Pakistan Army's forward post TCP and all adjoining posts targeting forward Indian posts of FDL and others in Kanari area.

13 Maoists killed in Chhattisgarh

13 Communist Party of India-Maoist (CPI-Maoist) cadres and one Salwa Judum (anti-Maoist vigilante group) activist were killed in a firing between Maoists and the Police in the dense Pareshgadh forest area, near Andhra Pradesh border, of Bijapur District in Chhattisgarh in the morning of January 19, reported Express Buzz. On a tip off that a plenary camp of 150 Maoists was being held in the forest area, the Chhattisgarh Police along with Special Armed Commandos swung into action and surrounded the camp and asked them to surrender immediately. However, the Maoists opened fire which the Security Forces retaliated. 13 Maoists and a Salwa Judum activist were killed in the firing which began after midnight of January 18 and continued till the morning of January 19. Two Police personnel were also injured in the incident. According to Bijapur Superintendent of Police Avinash Mahanti, the dead bodies of Maoists were yet to be identified. He added that most of the Maoists escaped into the forest soon after the exchange of fire began. The Police also recovered kit bags and Maoist literature from the incident site. IANS, however, quoted him as saying, &quotA contingent of District Force (DF) and Special Police Officers (SPOs) exchanged heavy gun fire with Maoist ultras in a thickly forested area. Several Maoists were killed but no body was recovered as the other ultras dragged the bodies deep into the forests. The casualty figure of ultras may be up to 12. We arrested two rebels as well but lost a SPO in the battle while two other SPOs received gunshots..."
Maoists exchange fire with splinter group in Jharkhand

Times of India reported that the Communist Party of India-Maoist (CPI-Maoist) cadres and its splinter group Jharkhand Chhattisgarh Simant Committee (JCSC) were reported to have exchanged fire for more than half an hour on January 18 at about 8 pm (IST). The gun battle between these two outfits occurred at Machi village under Kisko Police Station area in Lohardaga District. The officer in-charge of the Kisko Police Station Sunil Kumar Tiwary confirming the incident said, "He said police are alert and are in touch with the top officials including SP [Superintendent of Police] Subodh Prasad and following their guidelines to plan an action against them by early morning." Sources said that Maoists numbering 70 were led by Nakul Yadav, while about 25 member JCSC squad was being led by Sanjay Yadava. Both the Naxal ‘commanders’ had turned enemy after Sanjay parted ways with Maoists and formed JCSC. No casualty from either side has been reported so far.

Villagers of the Patamda and Chandil blocks (administrative division) of the adjoining East Singhbhum and Seraikela-Kharsawan Districts took out a protest march against the Maoist bandh (general shout down) called for the second consecutive day on January 19 to exhort people not to give in to Maoist's diktat on one or the other pretext. Over the last two months, villagers of different panchayats (village level local self Government institution), including Balrampur and Badabazar, which are closely attached to West Bengal in the Bodam area of Patamda, and Nimdih and Chandil blocks, among others, have demonstrated firm opposition to the nefarious designs of the Maoists.

Meanwhile, the Union Home Minister P. Chidambaram said he hoped the State Government would give "clear directions" to the Police and local administration to "resolutely face the challenge of Naxalism". Referring to the "true nature" of the Maoists' violence, the Home Minister also pointed out that the incident (January 15 landmine blast in Gumla] took place despite there being no provocation (from the Security Forces). He also brought into focus the ‘economics’ behind such violence, triggered by the Maoists. In a statement issued by his ministry, he said: "It is a well known fact that illegal bauxite mining takes place in that area. The Naxalites collect levies from illegal miners. The Naxals resorted to this attack only to scare the Police away from the area in which they operate and collect illegal levies."

Three NDFB militants killed in Assam

Three militants of the anti-talks faction of the National Democratic Front of Bodoland (NDFB) were shot dead by Security Forces (SFs) in two separate incidents of Kokrajhar District, according to Telegraph. A joint team of the Police and Army in an encounter killed two militants, identified as Sanjab Brahma (26) from Udalguri and Atul Brahma alias Onkhwma (30) from Kokrajhar, at Bongshijhora on January 19. An AK-47 rifle, a Chinese grenade, one magazine and some ammunition, documents of the outfit including letters, and extortion notes were recovered from their possession. Four militants, including three women, were also arrested by the SFs from the incident site, added Sentinel. Another militant, identified as Ananta Brahma alias Posima (30) from Kochugaon area, was killed at Amlaiguri under Salakati Police Station in Kokrajhar District in the night of January 18. An Italian-made 9-mm pistol, one magazine and some ammunition were recovered from the slain militant.

Elsewhere, unidentified militants shot at Charu Prasad Das, branch manager of United India Insurance Company in Kokrajhar District on January 19, reports Assam Tribune. Further, a surrendered United Liberation Front of Asom (ULFA) militant, Kamal Nath, on January 18 stated that the Congress party was behind the secret killings during the Prafulla Kumar Mahanta regime, reports Sentinel.

In addition, ULFA 'vice-president' Pradip Gogoi and 'publicity secretary' Mithinga Daimary filed petitions in the special Terrorist and Disruptive Activities (Prevention) Act (TADA) Court seeking bail on January 19. Legal experts said, "The court can consider the bail plea of the ULFA duo if the State Government is convinced that they will not jump parole and not destroy evidence of cases against them."

Meanwhile, the ULFA on January 19 stated that autonomy would divide the State. In its mouthpiece Freedom, the outfit criticised the State Government for its alleged failure to punish the "secret killers". The ULFA mouthpiece also said that the outfit would continue to attack the Border Security Force (BSF), Central Reserve Police Force (CRPF), Indo-Tibetan Border Police (ITBP), Central Industrial Security Force (CISF), Sashastra Seema Bal (SSB), Border Roads Organisation (BRO) and the Army.

In the height of Bodo insurgency, the park became a haven of the rebels which lead to irreparable loss — destruction of park infrastructure and depletion of forest habitat and wildlife population. In 1992, Unesco put Manas under the category of World Heritage Site in Danger.
The SSB recently sent a request-letter to the forest department to allow them to set up border outposts in the core area on the Indo-Bhutan border, like the ones set up in Valmiki National Park in Bihar, bordering Nepal. The forces said outposts in the core area of the park would take them closer to the Indo-Bhutan border in that sector and facilitate efficient policing.

The SSB, in its letter, mentioned that there are five outposts in Chirang district but those were nearly 20km from the border which was not helping them arrest subversive activities, including wildlife crimes. The SSB now has border outposts in Panbari, Lakibhora, Bishnupur, Donsiapara and Kumarshali, which are included in the buffer area of Manas National Park.

The Centre is unlikely to seal the Indo-Myanmar border though the government is aware that the Changlang district of Arunachal Pradesh, bordering Myanmar, is often used as a haven by militants operating in the region, minister of state for defence M.M. People of Assam will approve if sovereignty demand is replaced by ULFA with a charter of demands, so that meaningful negotiations can take place, he said. He also suggested that the ULFA charter of demands should include the demands for amnesty for all its members in the spirit of ‘forgive and forget’ and reasonable help for resettlement. It should also include the demand for more autonomy for Assam, if possible in line with Nagaland, under Article 371 A of the Constitution.

Besides, partial control of the exploitation of natural resources of Assam either through fiscal means or through partial direct control, wiping out the current burden of public debt of the Assam Government within three years, should also be included by ULFA in its charter of demands, said Dr Borkakoti. Peace negotiations must not be interpreted as a dishonour to the 11,000 young Assamese who laid down their lives to achieve sovereignty. ULFA’s war against the ‘Indian occupier’ has also unfolded other heart rendering tragedies, including the death of hundreds of jawans and innocent people, including women and children from terrorist attacks, he said.

“ULFA must realize, as did the Mizo National Front, that a sovereign Assam is a non-feasible proposition,” he said in his book with the observation that these matters must be settled by ballot boxes rather than bullets and bombs. He also described the refusal of the Central Government to talk to the Mrinal Hazarika-led faction of ULFA as the product of a short-sighted and unwise policy.

Influx: To resolve the issue of illegal migration from Bangladesh permanently, Dr Borkakoti suggested two policies. The first one is of granting an amnesty to all illegal migrants who have lived in Assam for the last 30 years or more and who own land with patta. “This group will gain Indian citizenship. This perhaps is the de facto situation although not de jure,” he said. The second policy suggested by Dr Borkakoti is related to issuing work permit to the illegal Bangla migrants who have been here for less than 30 years and who do not own land. This group will not have voting rights, as they will be treated as foreigners.

“Through such policies, we are likely to gain the confidence of the Muslims of Bangladesh-origin. And with their cooperation we can root out the jehadi terrorists. As, the feeling of insecurity among these people is providing the oxygen to the jehadi groups operating in Assam,” said Dr Borkakoti. Simultaneously, he said, “… the Government of India should send in military personnel to complete the (Indo-Bangla) border fencing on a war footing within a year, increase border patrol, implement the proposal of 19 stations of river police, and implement the 1999 decision of establishing a second line of defence to detect illegal migrants,” he said.

Dawood aide arrested with fake currency
January 20th, 2010

Lucknow: Underworld don Dawood Ibrahim's suspected aide allegedly involved in making fake passports has been arrested here, an official said on Wednesday.

The state's Anti-Terrorist Squad (ATS) arrested Mohammad Ashraf late on Tuesday from the Burlington crossing in the Hussainganj area of the city, the Additional Director General of Police, Mr Brij Lal told reporters.

"Ashraf is also involved in making fake passports of a number of shooters working for the D Company (as Dawood Ibrahim's gang is commonly known as)," Mr Lal said.

According to the police, Ashraf mainly used to operate from near the India-Nepal border.

Ashraf is being interrogated.

Fake currency worth Rs 10,000, a mobile phone and some railway tickets have been seized from the accused.
Blast in Manipur's Bishenpur district,none hurt
Imphal, Jan 21 (PTI) A powerful bomb, allegedly planted by unknown militants, exploded at the premises of a government office at Bishenpur district early this morning but no casualty was reported, police said.

According to the police, the bomb went off at around 2.20 am at Loktak Development Authority (LDA) office complex at Ningthoukhong, about 40 km from here, damaging a machine and parts of the office building, they said.

No one was injured, they said adding the bomb might have been planted by militants but motive behind the incident was not yet known.

No individual or group has claimed responsibility for the incident so far.

The case of Anup Chetia is glaring. He was caught over ten years ago for entering Bangladesh with fake documents. He served a four year jail term, but on his release, was not sent to India. A NGO run by the wife of an influential minister in the then government of Begum Khaleda Zia whipped up a campaign in the name of human rights. Chetia is still in Bangladesh and moving in and out of it. Like most northeastern Indian fugitives, he has a number of passports and keeps traveling across Southeast Asia.
China Connection: Hasina has to undo much that was going on during the past regimes. This is evident from the ongoing trial and investigation into the unearthing of ten truck-loads of arms in Chittagong in 2004. Purchased from China and shipped by a company owned by Salahuddin Qader Chowdhury, a known pro-Pakistan lawmaker close to Zia, the arms were meant for transporting to ULFA. Two former army generals and a number of officials who connived with the arms shipment are in jail.

A positive side of the trial and investigation is that Paresh Barua has been named as one of the conspirators. He goes by the name Zaman and he too has a wife and a son in Bangladesh. He has reportedly fled Bangladesh and Dhaka is unlikely to let him return. Both India and Bangladesh are aware that this accidental discovery – the Zia Government tried its best to hush it up and delay and mislead the investigations – is only the tip of the iceberg and that more such shipments had passed through Bangladesh to reach ULFA and other militants.

Writing in The Daily Star newspaper, its Strategic Affairs Editor, Brig. Gen. Shahedul Anam Khan, ndc, psc (Retd) says: “Some critics have suggested that the policy being adopted by the present government would make Bangladesh a party to a conflict that is internal to India, and cite the threats of ULFA leaders after their arrests, to avenge the “betrayal,” to reinforce their arguments. “That holds little water because, by the same token one could argue that by deliberately looking the other way, if not directly supporting ULFA activities, we had already become a party to the conflict, even more so when it has transpired that some of its leaders had found a safe haven in our country. The question is which is the worse of the two options? Which are we better equipped to face, the ire of a non-state actor or the degradation of relationship with a very important neighbour,” observes Khan.

Bhutan Example: All this makes Dhaka’s gesture important. The ULFA issue is not confined to Bangladesh; Southern part of Bhutan is also a safe haven. In December 2003, the King himself donned military uniform and led an operation to evict ULFA militants from his soil. Some 600 militants were caught from out of over 3,000. India’s failures to follow up the operation led to the latter escaping to Bangladesh, Myanmar and lose themselves in the northeastern region. Bhutanese Foreign Minister Lyonto Ugyen Tshering said during a visit to Kolkata on December 17 that there were no ULFA militants on the Bhutanese soil and if found, they would be handed over to the Indian authorities.

Astute handling by Delhi is needed to continue this process with both Bangladesh and Bhutan to mutual advantage. All sides would need to display political will and rise above narrow considerations and mutual suspicions to have a go at vastly improved relations. As Bangladesh’s Foreign Minister Dr Dipu Moni said in Dhaka recently, “India and Bangladesh today stand at a moment of opportunity. We are aware of our secular and pluralist heritage and we are confident of resolving our problems.”

Shiv Shankar Menon is the new NSA

While I welcome Mr. SS Menon, the following op-ed by a 'former diplomat' does not sound good.
Well-honed diplomatic skills are required to chariot an India that is assuming greater profile and responsibility -- and sophistication -- on the world stage. {This is the primary function of the MEA, not an NSA.}

Unfortunately, a creeping 'militarisation' of India's foreign-policy making has been happening in the recent years. Why this happened -- especially so in the 'post-J N Dixit phase' -- can be attributed to several factors in institutional, systemic, and even personal terms. {That is a dangerous throwback to our more 'pacific' times. That era has ended. While diplomacy must be the tool of choice, 'militarization is inescapable in the current enironment. Any attempt to dilute even the modest militarization would be detrimental to our well-being}

Maybe all this is a sign of our times when the civilian leadership deliberately chooses to be permissive. But the great tradition that was laid down by Jawaharlal Nehru and Krishna Menon made all the difference to our political economy. {We all know where their policies led us to, especially that of Krishna Menon. A repeat cannot and should not be allowed.}
The locus of foreign policy-making has shifted to an unnatural degree to the Prime Minister's Office in the recent years. {If the present shift is 'unnatural', what should one make of the Nehru era when he was the sole determinant of everything he purveyed, especially foreign policy ?}
However, Menon has somehow come to symbolise the 'Sharm-el-Sheikh' line of India's neighbourhood policy -- unlike his hard-line predecessor who instinctively trusts crisis management to problem-solving. {Didn't Menon himself say that the PM told him what to write in the joint statement ? Didn't he also say that it was a drafting error ? Is the drafting error being now made a policy to be overseen by the person who claimed so in the first place ? It looks to me that the MEA-wallahs want to control security inputs too} A 'greening' of the national security establishment is overdue and it will be in sync with the spirit of our times. Thus, Menon's induction brings greater harmony into the prime minister's foreign policy team.

Six-year-old tunnel, dug for escape, to be closed now
In January 2004, three of the nine accused in the assassination case of former Punjab Chief Minister Beant Singh, escaped along with another undertrial. Those who escaped included Jagtar Singh Hawara, Jagtar Singh Tara, Paramjit Singh and Ved Singh. “These tunnels will be filled up very soon. They are a threat to jail security and a hazard in construction work. We have received the estimates from the engineering department to fill these with concrete. At least three barracks are closed due to the tunnels dug up there,” said Chandigarh’s Assistant Inspector General (AIG) N.P.S. Randhawa.

Understanding NDFB and its travails to get some sense of why things are the way they are

a) Status: One of the two top terrorist groups of Assam with the other being ULFA, extremely active, internecine warfare with sister of Ranjan Daimary killed just recently, turf warfare with other Bodo groups, abduction and extortion of laborers, industrialists, and aam aadmi Assamese and Bodos, hit-and-run with Assam Rifles, killing and getting killed, actively recruiting cadre cos AR has stepped up neutralization campaign in Sonitpur and Udalgiri. With DHD, NDFB is a major detriment towards the fruition of the 4-lane (now reduced to a 2-lane) East-West Corridor project, the 4MW Hayen hydel project in Chirang district, Indian Railways projects, etc. On Dec 31, 2010, the Union Government decides to extend the Suspension of Operations agreement with the pro-talk faction of the NDFB and DHD for a further period of six months up to June 30, 2010.
b) Anti-talks faction: Ranjan Daimary aka D.R. Nabla aka Ransaigra Nabla Daimari (in BD) is the 'president', Dinthi Gwra Narzary is 'general secretary', 'captain' Sangbijit is 'commander-of-staff' and Barbai Basumatary is 'assistant publicity secretary'. B Irakdao (missing since Bhutan ops)
Security sources said that the anti-talks faction of the NDFB headed by Ranjan Daimary have strong bases in Bangladesh. The outfit has at least 100 cadres in their bases in Bangladesh. Though the exact number of camps of the outfit in Bangladesh is yet to be ascertained, it is believed that the outfit is running at least 10 bases and some of the bases are in the Khagrachari area from where the five militants were reportedly arrested.

Quoting sources in the intelligence agencies, Shillong Times has reported that the ULFA and NDFB have already set up temporary hideouts in Bhutan, contrary to the claims made by Bhutan that Indian militants do not put their bases anymore in that country. This report from an Indian intelligence agency came in the backdrop of the claim at the Seventh Border Coordination Development Meeting held at Thimphu (Bhutan), which dismissed reports about the ULFA and NDFB militants setting up permanent camps on its soil. According to official sources in Guwahati, the ULFA and NDFB militants were reorganising and attempting to sneak into Bhutan. New Delhi has reportedly informed Thimphu of the intrusion of about 30 militants into its soil. "We have information that they (ULFA and NDFB) have set up temporary hideouts there in the wake of stepped up counter-insurgency operations, especially in Lower Assam," an officer from the Military Intelligence said. {it is well known that the Bhutanese diplomatic bag facility is being abused by the terrorist groups}
c) Pro-talks faction/arrested/released: B Swmkhwr aka Govinda Basumatary, S. Sanjarang, B. Benga, Nileswar Basumatary aka B. J. Jabda, Bijoy Boro, B. Udang aka Udang K. R. Brahma, Dhiren Boro aka B. Sungthagra
d) Primary interlocutors: P. C. Haldar (former director of IB), Home Secretary G. K. Pillai, Naveen Verma (Joint Secretary (Northeast) of the MHA)
e) Current hotbed: Sonitpur, Udalgiri, Chirang districts, has good hit capacity in Bongaigaon, Kokrajhar, Darrang, Barpeta, Dhubri, Nalbari, finds succor in the Christian belt of Garo hills
f) Whine profile: Predominantly Christian, wants a separate Bodoland, replace Devanagari script for Bodo language with Roman script. Pro-talks faction seeks a separate state for Bodos. There is already an autonomous territorial council within Assam for Bodoland region.
The Union Government ruled out any possibilities of separate Bodo State. The Union Government made its stand clear that it hardly had anything more to concede after granting the status of autonomous council under the Sixth Schedule of the Constitution to the Bodos. The Union Home Secretary G.K. Pillai said there was no question of carving out another State from Assam. "Statehood is ruled out," he said. Pillai said barring some financial powers to the council "here and there" there was not much left to concede. Pillai added that the NDFB did not oblige when it was asked to join in while the Government was in talks with the BLT. "The request was conveyed to Ranjan Daimary. We had told them they would lose an opportunity if they did not join in, but they did not listen," he said, further adding if the NDFB thought it would get something more it was wrong. Meanwhile, the NDFB spokesman S. Sanjarang told Telegraph that his organisation was not asking for anything outside the ambit of the Indian Constitution. "We want a separate state with maximum autonomy and special powers which is well within the framework of the Constitution," he said.
g) Other tidbits:
The NDFB claimed to have received INR five million from the BTC chief Hagrama Mohilary ahead of the 2006 Legislative Assembly elections to help the BPF. The claim comes within days of the Opposition demanding Mohilary’s arrest for — by his own admission earlier — having paid the NDFB. Mohilary, however, had immediately refuted the opposition’s charge saying he had been misquoted. This is the first time that the NDFB has made any comment on the controversial episode, which was started by Mohilary himself soon after the last parliamentary elections.
The Assam Government stated in the Legislative Assembly that eight militant groups, including the ULFA, KLNLF, Black Widow, AANLA, KRA, HuM, MULTA and HPC-D, are active in the State. Forest Minister Rockybul Hussain said that both the ULFA and NDFB are carrying out subversive activities in Assam under the influence of foreign powers and top leaders of the outfit are staying abroad.
Jan 1, 2009: The NDFB expelled its founder president, Ranjan Daimary alias D.R. Nabla, days after replacing him with B. Sungthgra alias Dhiren Boro as its new chief. The new NDFB president, Sungthgra, criticising the alleged involvement of Daimary in the October 30 serial bomb blasts in Assam, said on January 1 that the NDFB would have no truck with the former chief and his accomplices. "The NDFB, in a unanimous decision of the national council, has expelled D.R. Nabla and his associates with immediate effect as a disciplinary action," he stated. "We are shocked and surprised that Mr. D.R. Nabla alias Ranjan Daimary, as per the statement of Ajay Basumatary, who has been recently arrested along with three others in Goalpara district, is proved to be directly involved in a series of bomb blasts in Assam on October 30 where many innocent civilians were brutally killed without any reason. The killing was inhuman and unfortunate which reveals nothing but his love for sadism. He not only committed crimes against humanity but also violated the ceasefire which he himself declared unilaterally on October 8, 2004. The act is undoubtedly an act of terrorism and can never be part of revolutionary struggle," the NDFB statement said. The expulsion came a day after the cease-fire between the NDFB and the Centre expired.
Dec 28, 2008: A day after Ranjan Daimary alias D.R. Nabla issued a statement claiming to be the ‘chairman’ of the NDFB, the outfit’s ‘publicity and information secretary’ S. Sanjarang said in a press release that B. Sungthagra alias Dhiren Boro was its ‘president’, confirming the rift within the outfit. On December 27, in an e-mail to the media, Daimary said: "I am still the chairman of the NDFB, and I will continue my efforts for the self-determination of the Boros. The NDFB- BLT clash is over, and as such I request the ex-BLT cadres not to target the NDFB cadres. I have also ordered the NDFB cadres not to target any ex-BLT members," Daimary added.
Dec 16, 2008: Union Home Minister P. Chidambaram warned Bangladesh not to allow terrorist outfits from India to carry out anti-India operations from its territory. While speaking in Lok Sabha (Lower House of Parliament), he said, "The HuJI of Bangladesh had perpetrated the October 30 Asom serial blasts in which ULFA and NDFB were also involved," adding, most of the insurgent groups operating from the Northeast, including the ULFA, are based in Bangladesh. The Government had intelligence inputs that the ULFA and other insurgent groups in the Northeast have been working with the Bangladeshi terrorist outfit HuJI, the Home Minister added.

The NDFB after revamping its office-bearers with B. Sungthagra alias Dhiren Boro as chairman at its general assembly meet at Serfanguri in the Kokrajhar District on December 15, the outfit’s ‘general secretary’ Gobinda Basumatary on December 16 said, "Ranjan Daimary has not been removed. He is the ‘commander-in-chief’ of the NDFB, and we are ready to listen to his advice even today."

Dec 15, 2008: The NDFB held its general assembly meeting at Serfanguri designated camp in Kokrajhar District and elected B. Sungthagra alias Dhiren Boro as the new ‘president’ of the outfit. B. Sungthagra was previously the ‘vice-president’ of the outfit. He had been arrested in Gangtok, capital of the State of Sikkim, on January 1, 2003 and was later released in 2008. He replaced Ranjan Daimary alias D. R. Nabla, who is based in Bangladesh. While security agencies described the election as a split in the outfit, NDFB sources denied any such development. Meanwhile, the report quoted some sources as saying that the October 30 serial bomb blasts were triggered by the NDFB cadres at the behest of Ranjan Daimary by keeping the local leadership out of the loop. The report further added that December 15 general assembly meeting of the outfit was held for the first time since the one held in Bhutan in 2001. The meeting was chaired by NDFB ‘speaker’ B. Benga and was attended by top leaders, including the outfit’s ‘general secretary’ Govinda Basumatary. Further, the newly elected ‘president’ said the outfit would "directly or indirectly" take part in the next Lok Sabha (Lower House of Parliament) elections. "We are ready to start talks with the Centre and are committed to peace," he added.
Nov 16, 2008: The investigation into the Assam serial blasts of October 30 has revealed a close nexus between the ULFA and NDFB with Bhutan-based Maoist rebel groups, reports Assam Tribune. Police sources said that the ULFA and NDFB are against the Bhutan Government because of the Operation All Clear launched against the outfits in 2003, while the Maoist groups are strongly opposed to the move of the Government of the neighbouring country to evict a sizeable number of Nepali populations from southern Bhutan. In recent years, the ULFA and NDFB extended help to the Maoist groups active in Bhutan by providing them with explosives. These facts came to light following the arrest of a Bhutanese national, Tenzing Zengpo, during investigations into the serial blasts. Zengpo was arrested along with one of the suspects in the case in Guwahati city. During interrogation, the Bhutanese national admitted the long association they had with the ULFA and NDFB. Sources revealed that Zengpo was earlier the general secretary of the Druk National Congress of Bhutan and is currently associated with Maoist groups active in Bhutan.
Nov 9, 2008: The investigating agencies had found clues that ULFA and NDFB carried out the Assam serial blast of October 30 with the help of Bangladesh-based HuJI. "We have found that the Bangladesh-based HuJI has provided the expertise to ULFA and NDFB as none of them has the technology to explode such devastating bombs which claimed 84 lives," a Home Ministry official said. Home Ministry sources also added that the government is worried over the fact that the northeast militants has started using a deadly mixture of RDX, ammonium nitrate and plasticised explosives to carry out explosions which led to greater casualties which was never seen in the past. Though the operation was masterminded by HuJI at the behest of the ISI, the NDFB and ULFA had provided logistical support.
July 17, 2008: The NDFB threatens to pull out of the cease-fire and take to arms once again, accusing New Delhi of dragging the peace process. "The central government appears to be insincere towards resolving our grievances and if there is no forward movement in the peace process we shall be forced to go back to the jungles," said Gobinda Basumatary, general secretary of the NDFB.
May 2, 2008: Assam Government warns the Centre that if it accepted the NDFB charter of demands, including ‘liberation’ of Bodoland to start a dialogue with the outfit, it would strengthen ULFA’s argument to sit for talks only if ‘sovereignty’ was discussed.
Mar 14, 2008: Assam Government directed the police on to shift all NDFB members to three designated camps. According to the officials, the proximity of the NDFB cadres to members of the disbanded Bodo Liberation Tigers (BLT) was causing law and order problems and the rival groups needed to be distanced.
Jan 18, 2008: NDFB warned former members of the BLT, who formed the Bodoland Territorial Council, that "provocation" would invite strong retaliation from them. The outfit’s information and publicity secretary, S. Sanjarang, claimed that some "ex-BLT members" were trying to "provoke" his group into frittering away the gains from the peace process.
Dec 11, 2007: According to a NDTV report, the NDFB demands 6 per cent from all projects, which falls under Bodoland territory. Every truck passing thorough the Bengal-Assam border at the Sri Rampur Gate has to pay up INR 150. Each commercial taxi is charged INR 150 per month. The NDFB takes a 2 per cent cut from all salaried employees and charges INR 2-3 lakhs per annum from tea gardens. They have even charged 3 per cent from the money meant for education projects like Sarva Shiksha Abhiyan 'Education for All' campaign. The report also says that though the amount of money demanded by the militants is less, the target base has been increased.
May 21, 2007: The chairman of the ex-Bodo Liberation Tiger (BLT) Welfare Society, Jonomohan Mushahary, warned the NDFB to stop fratricidal killings by targeting innocent Bodo youths and ex-BLT cadres and viewed it as beyond their tolerance. He also accused the NDFB of having no respect for cease-fire ground rules and doubted whether their command over the outfit is intact. Air terror? Lashkar gets paragliders for attacks
Laskar-e-Toiba, the Pakistan-based terrorist group blamed for the 26/11 Mumbai terror attacks, has bought 50 paragliding kits from Europe and intends them to launch attacks on India.

Sources in the government told CNN-IBN Laskar operatives are training to use the paragliding kits. Security agencies are carrying out mock drills to counter the threat.

Radars located at strategic locations have been tuned to intercept all low flying objects and authorities are not taking any chances, sources said.

I tend to agree that social democrats and left of centre politicans abroad for some reason are less favourably inclined towards India (reference one of the posts above) but demonising other communities actually affects national security. We need to build a strong nation in every respect and demonising and alienating any other community runs counter to that. And though Hindu philosophy is unbeatable in profundity just think of all the harmful elements - caste based exploitation, dowry deaths, rote learning etc. that crept in over the years. So why not just agree to build a perfect India (while not compromising on external security)? And BTW, Indian Muslims in UK have exactly the same profile as Indian Hindus, which is way above Pakistanis', which shows that our country does provide a better environemtn for ALL. We should take pride in that.

Was Khaja behind Bilal’s death?
HYDERABAD: When good friends turn foes, things can get terribly sticky. Muhammed Abdul Shahed alias Bilal, the self-styled Commander of Harkat-ul-Jihad-al-Islami (HUJI) proved it once when he reportedly passed on information about the presence of his friend-turnedrival Ghulam Yezdani in Delhi, which led to his encounter killing in March 2006. Both were at loggerheads as to who would be the `leader’ and once Shahed, the then `blue-eyed boy’ of Pakistan’s ISI got the go ahead, he deliberately `leaked’ the information to the Indian intelligence agencies through his network which resulted in Yezdani’s death. But in August 2007, Bilal was reportedly killed in a shootout near Gulbeg Chowrangi water pump in Karachi, again due to internal rivalry among HUJI ranks.

Who were his killers? Did Shaik Abdul Khaja alias Amjad, the recently arrested south India chief of HUJI, who quickly replaced Bilal after his purported death, has a role in the Karachi shootout? Top sources instrumental in zeroing in on Khaja in Chennai recently, disclosed to Express that though he was asked about Bilal, Khaja replied that ‘Shahed bhai’ was dead.

To the next obvious question as to who killed him and whether it was at the behest of the ISI, Khaja did not utter a word and instead told the sleuths that he attended Bilal’s funeral in Karachi. “My superiors asked me to replace Shahed

bhai after his death, that is all,’’ he said. Sources said that though Khaja was shuttling between Bangladesh, Pakistan and Saudi Arabia, he was present in Karachi when the shootout took place. Interestingly, it was Yezdani, Bilal and

Khaja who had jointly planned the suicide bombing in the Task Force office in 2005 in Hyderabad while sitting in Bangladesh. While Yezdani belonged to Nalgonda district but for most part of his life was in the City, Bilal and Khaja were childhood friends and residents of Moosarambagh in the City. Sources say that the Hyderabad City police, which is awaiting to get the custody of Khaja for further interrogation, is keen to know more about Bilal’s death and the names of other Hyderabadis present in Bangladesh and Pakistan. ``After news came in about Bilal’s purported death in Karachi, there was not much information as to who the killers were. Khaja is the only key to all these unanswered questions,’’ a senior police official said. Over the last couple of years, some of the arrested militants including Raziuddin Nasir, the Hyderabadi and LeT militant arrested in Karnataka, have said that Bilal was no more but failed to provide information as to who the killers were. The Special Investigation Team has filed a petition in the court seeking Khaja’s custody

for 10 days and the matter will come up for hearing tomorrow.

Intel agencies keep eyes open for terror modules
VARANASI: Recent achievements of intelligence wings and anti-terror squads (ATS) in Bihar and Andhra Pradesh have spurred them to greater vigilance so that there is no loopholes on the security front at a time when the Republic Day celebrations are on the fore.

It is worth mentioning here that with the beginning of the New Year, the intelligence agencies and ATS have received inputs regarding intrusion of three Pakistani militants through Araria (Bihar-Nepal) border. Agencies have also received inputs regarding possibility of terrorist attack on railway tracks between Howrah and Mughalsarai. Such inputs alerted them. Sources revealed that not only a team of Intelligence Bureau (IB) from Delhi but ATS teams of UP and Rajasthan also reached Bihar.

After hard work of more than a fortnight, they succeeded in trapping one of the militants, Mirza Khan alias Gulam Rasool of Afghanistan, from Purnia on January 18. During interrogation, the agencies found that Rasool had entered Bihar from Nepal through Jogbani border. "Following this success, the team from Rajasthan left Bihar," said sources. Many other agencies are still camping there as two other militants have yet not been traced. On the very next day to this success, the South India head of Harkat-ul-Jehad-e-Islami, Mohd Amzad alias Khwaja, was also arrested in Hyderabad on January 19. Sources said it was a major blow to the Pakistan-supported terrorist groups operating in India.

With the arrest of HuJI's South India head and outcome of interrogation session, sources said the ATS also geared up its exercise in the state. The initial success hinted that more 'sleeping' modules of the terrorist groups, especially in east UP region, could be exposed and trapped before the Republic Day. Sources said the success achieved on Nepal border and tightening of noose around ISI-backed groups by the Nepali police in their territory had started compelling the Pakistan-supported militant groups to look towards Bangladesh border for continuing with their activities in India.

The other reason that is not allowing the agencies like ATS to relax is that they have not yet traced the three terrorists who had escaped from Delhi police custody last month. Sources said massive efforts were on to trace them as the possibility of making a bid to enter Nepal through the bordering districts of UP could not be denied.

Hyderabad STF catch was in-charge of terror recruitments, say police
Mohammed Abdul Khwaja (30), a commander of the militant group Huji for South India who was caught by the Hyderabad Special Task Force recently, was in-charge of recruiting youth from the region and training them to be terrorists, say the police.

It is believed he was responsible for making Raziuddin Nasir, who was planning serial blasts in Goa, a suicide bomber.

Nasir, son of Hyderabad-based cleric Moulana Naseeruddin, has been arrested by the state police on charges of plotting a series of bomb attacks on western tourists in Goa.

According to the police, Khwaja, who is a close associate of Shahid Bilal, a Huji commander, masterminded the suicide attack on Hyderabad's Special Task Force (STF) headquarters in October 2005.

Khwaja told the police that he and his accomplices attacked the STF office to avenge the killing of Hyderabad youth Mujahid Saleem by a team of the Gujarat police in the Andhra capital in 2004.

Khwaja rose through the ranks to become a commander of the Harkat-ul-Jihadi, better known as Huji, following the death of his classmate Shahid Bilal, the mastermind of the Hyderabad twin blasts.

Educated in a convent school in Hyderabad, he is one among the many youth who took to jihad following the Gujarat riots.

Khwaja, who was working in Saudi Arabia, invited Nasir to Riyadh, from there he was sent to Pakistan with a duplicate passport for training.

Nasir returned to India after the training and was in regular touch with Khwaja while taking shelter in North Karnataka.

Headlines Today has learnt from sources that Khwaja Amjad, who was arrested in Colombo, has told R&AW during his interrogation that Pakistan intelligence agency's Col Mohammed is planning attacks on the Indian refineries.

Ahmad has also revealed that the ISI is also plotting to attack RSS offices in Nagpur and Kolkata.

According to sources, Khwaja was also used by the ISI to funnel fake currencies to India.
Who is this Col Mohammed? Probably the handler.

India sets up special CBRN unit

India's Maharashtra home minister has ordered state police to set up a specialized unit with a goal of tackling biological, chemical and nuclear weapons in the face of future terror challenges.

Haharashtra Home Minister R.R. Patil, at a high level security review meeting held in Mantralaya this week, told the police department to create and submit a proposal to set up the NBC - nuclear, biological and chemical - unit.

The home department is also preparing a program that will send top officials abroad to acquire sophisticated training to face future uncertainties.

Patil was also given an overview of the elite Force One's progress, which is training its commandos in preparedness for terror attacks. In the event of an attack, Patil was told, Force One commandos would be operational within 10 minutes. Additionally, the commandos were given specialized training in Tamil Nadu.

Quick Response Teams were set up following the November 26, 2008, Mumbai terror attacks, which are charged with dealing with terror eventualities in as quick a time as possible.

There are 17 Quick Response Teams currently stationed in Mumbai with similar units in the process of being set up in Thane, Pune, Aurangabad and Nagpu, the state's second capital city.

The security review meeting was attended by Additional Chief Secretary Chandra Iyengar, Director General of Police A.N. Roy, Mumbai Police Commissioner D. Shivanandan, Anti-Terrorist Squad chief K.P Raghuvanshi, state Intelligence Bureau chief K.L. Prasad, Force One chief S. Jagannathan and Coastal Security chief Parambir Singh.

India ups alert level, tightens air security
New Dehli, India (CNN) --
India has stepped up anti-hijacking measures and ordered the deployment of air marshals as part of a security alert, officials said Friday.
P.N. Sukul, joint secretary for India's Ministry of Civil Aviation, said the alert was based on intelligence indicating that terror groups were planning an attack involving a flight from a South Asian country.

The threat might be aimed at one of the flights operating in a member country of the South Asian Association for Regional Cooperation or in Myanmar, formerly Burma, he said. The association members besides India are Nepal, Bhutan, Bangladesh, Sri Lanka, Maldives and Pakistan.
Sukul wouldn't elaborate further.

The alert, issued by the Civil Aviation Ministry issued to airports and airlines, directs "the stepping up of security arrangements at all concerned airports and airlines following inputs received from security agencies as well as the Ministry of Home Affairs."
"The level of security to counter threat perception has been upgraded, and all necessary measures have been undertaken by the agencies in charge of civil aviation security, including strengthening of anti-hijacking measures," the alert says.

Air marshals also will be deployed on certain flights, the ministry said.

Ragini Chopra, vice president of corporate communications for Jet Airways, India's largest private carrier, told CNN, that Jet "will put into effect any security measure specified by the government as well as their own security measures."

Air India told the Indian Express newspaper that it also was beefing up security.

The precautions come ahead of Republic Day on January 26, which marks India's adoption of a republican constitution after independence from Britain.

The alert was based on input from security agencies and the home ministry, Indian civil aviation authorities said.

In December 1999, hijackers commandeered an Indian airliner with more than 150 passengers, forcing pilots to fly to Kandahar, Afghanistan. It had been flying from Kathmandu, Nepal, to New Delhi.
The eight-day drama ended when India freed three jailed Kashmiri militants.

Lapses like below seriously affect security. There is a grave procedural problem here. Shows high officials who devise such schemes are not at all security conscious.
Six Tatkal passports cancelled
Six passports issued under ‘tatkal’ scheme by the Regional Passport Office here {Madurai} in December had been cancelled following police verification reports stating that they were accompanied by bogus certificates, said Passport Officer John K. Mathew.

Applicants who had filed under ‘tatkal’ scheme were normally issued passports within seven working days. Subsequently, the officials at the passport office forwarded the papers (documents such as birth certificate, transfer certificate, proof of address) for police verification.

A senior police officer said that ‘tatkal’ applications were forwarded to the police department for verification only after issuance of the passports to the applicants. Either the passport authorities should fix the accountability with the officers who issued a verification certificate along with the ‘tatkal’ applications or ensure that verification was carried out within 24 hours.{This is how it should be}

The urge to indulge in quick-fix politiking for myopic electoral gains at the expense of internal security is a long (and losing?) battle. Word emerges from Jharkhand that the nation may have (yet again) barely managed to scrape through its security imperatives in the face of netagiri, venality, stupidity and phoren funded malice.

After the BJP raised its eyebrows on his call for dialogue with the rebels amid reports that security forces had been pulled back, Soren on Friday called up central BJP leaders, including leader of Opposition Arun Jaitley, to clarify that he had been “misquoted”.

How Indian agencies lured Khaja into a trap
HYDERABAD: Almost an year ago, when a certain `Khan’ from Colombo managed to establish contact with Shaik Abdul Khaja, the south India chief of HUJI, first through e-mail and then over a telephone number belonging to Bangladesh, and discussed circulating Fake Indian Currency Notes (FICN) in various cities in India, Khaja, then present in Dhaka `liked’ the offer.

More so, because he was under tremendous pressure from his bosses to pump in as much possible FICN into India. This particular `Khan’ introduced himself as an Indian and told Khaja that he had a sound network across various Indian cities and would facilitate smuggling FICN into India through the sea route. Both remained in touch for a few months and in between Khan had even travelled to Bangladesh and met Khaja. In their last conversation, the man said: ``Inshallah, kamyabi hamari hogi.....Lekin, ek bar aakhri mulaqat karna zaroori hai, plan finalise karne ke liye.....Ek baar Colombo aajaye aur hamare baaki bhaiyon se bhi mileyey.’’ (Rough translation is - God willing, success will be our's. But it is necessary to have a final meet to finalize the plans...Come to Colombo once and meet our other brothers) It was this `mulaqat’ which proved costly for Khaja who was caught by the Indian Intelligence agencies the moment he arrived in Colombo. But the way Khaja was taken into confidence in the coming months, he decided to fly down to ``finalise the deal.’’ ``Khaja was confident that the man in Colombo could be relied upon as he had met him in Bangladesh and spent several days with him. Later, Khaja took the approval of his bosses in Pakistan to travel to Colombo and they asked him to go ahead. A lot of risk, detailed planning and efforts went into the operation,’’ sources aid adding that they had kept their fingers crossed till Khaja walked into the trap. After the Hyderabadi arrived at the Colombo airport, his `contact’ received him and drove him down to a particular location. Once they reached the location, Khaja realised his game was up.

Super stuff by the agenices.

Loved the part about Khaja being driven straight into Indian hands. The look on his face would be priceless when instead of seeing a 5-star hotel when he gets out of the car, he only finds hairy Indian pandus waiting with open arms.

Operations like these also ensure that the other holed up pigs in Pak will think 100 times before trying to use local networks in India as they might be decoys of Indian agencies. :twisted:
