Fake currency: Nepal awaits India’s formal complaint

KATMANDU/DELHI - Nepal Government officials on Wednesday said they cannot take any action in the Fake Indian Currency Note (FICN) racket against anyone, including former Crown Prince Paras, unless India lodges a formal complaint.

Taking note of the FICN issue, sources said the government has said that they will try to do their best to crack down heavily on those involved in this racket, but cannot take any action against unless India lodges a formal complaint against it.

So far, Nepal claims that there has been no official complaint from India.

On Tuesday, Union Home Minister P Chidambaram said he had raised the issue of fake Indian currency being smuggled out of Nepal with Nepal Prime Minister Madhav Kumar.

Addressing media persons in New Delhi, Chidambaram said, “I did mention this to the Prime Minister of Nepal. He shared our concern and this will be an issue that will be discussed in the Home Secretary level talks. We are concerned that FICN finds its way to India through Nepal.”

Nepali nationals who were nabbed by the Anti Terror Squad of Madhya Pradesh in connection with fake currency racket have revealed the involvement of Crown Prince Paras and his links to India’s most wanted terrorist Dawood Ibrahim.

They further revealed that a prominent minister’s son Yunus Ansari was working as the conduit between Paras and Dawood Ibrahim, who between them have been pushing crores of fake currency into India.

According to sources, Dawood manages the printing and manufacture of the fake currency, while Paras is responsible for the transit of the money from other countries into Nepal and then its flow into India.

Paras reportedly used his influence to ensure the money reached the transit points on the India-Nepal border without any hitch.

Be very careful when dealing with Chinese Telecommunications companies
I remember the concerns expressed in some BR discussion topic that a Chinese telecommunications company {Huawei?} is involved in a project very close to a sensitve Naval site {in Mumbai?}. A report in this morning's The Australian makes it clear that other countries are not completely comfortable with Chinese telcos either.
ASIO {Australia Security Intelligence Organisation} has ear on Chinese whispers
ASIO is investigating claims that Chinese telecommunications giant Huawei is employing technicians in Australia with direct links to the People's Liberation Army.
The claims have been made by Huawei employees in Sydney and Melbourne, who are understood to have approached ASIO with their concerns.
Huawei has been the subject of critical scrutiny by intelligence agencies in the US and Britain about its alleged links with the Chinese military and intelligence apparatus.
The company, which employs more than 100 people in Sydney and about 20 in Melbourne, was founded by former PLA officer Ren Zhengfei, but strongly denies that it does the bidding of the Chinese government or that it has links with the PLA.

Centre’s directive to states on VVIP security
Y S Rajashekhara Reddy’s death in a helicopter crash has prompted the Intelligence Bureau and the Union Ministry of Home Affairs send an advisory to all states to ensure that the choppers used for VVIP travel are well equipped with safety equipment and tested for air-worthiness.

As a large number of politicians and businessmen use private aircraft and helicopters for tours, the Centre has directed the flight operators to run background checks on all pilots and ground staff following intelligence inputs that emergency situations may occur at any time.

The advisory assumes significance as many VVIPs like Congress President Sonia Gandhi, her children Rahul and Priyanka, BJP senior leader Lal Krishna Advani, besides former prime ministers and former Presidents visit Bangalore and Karnataka often..........
IB directives

● DGCA has made it mandatory for operators to possess airworthiness certificates of aircraft

● Helicopters should be equipped with dual radio communication and navigation equipment

● Operators should advise pilots to assess the weather condition before take off, obtain route weather forecast and study the same besides satellite pictures, wherever available

● Weather in hilly terrains can change very fast; can vary significantly from forecast and may be worse than expected. Pilot should thus be prepared and should not hesitate to divert well in time. Pressure to complete the mission should not take precedence over safety

● Operators are also advised to ensure that crew deputed to fly in hilly terrain, especially in monsoon weather, have necessary experience and training

Came across this link on a blog.Report in a Marathi newspaper on communal riots in Western Maharashtra during the Ganesh festival.

There has been no mention of this in the National media not even in some of the other Marathi newspapers.Apparently,a poster showing Shivaji killing Afzal Khan caused the uproar.Seems like Afzal Khan is a hero for the local Muslim commmunity.About 350-400 Muslims gathered in a Hindu locality and started throwing stones.After hearing about this,local Hindu groups started to retaliate.The situation has been tense for the last 3-4 days.

Read the comments below the report.Its probably very volatile out there for people to post such extreme views.

Just imagine the reaction of the Delhi media if the riots had happened in Karnataka or Gujarat.

We also persuaded them to come forward and register a first information report. We appealed to the leaders of the other community too, but the police were targeted and my men got injured in the stone-pelting," said Prakash. Some 300 people have been detained.

Gimme a break guys.

Just because it is not for CNN-IBN but from a link that has word HINDU in it, the folks are mocking at the validity of the news. Do you all think even the videos are made up? Hipocracy needs some limits.

What is that so called mainstream media and why they are the more authentic? I am convinced that any anti-Hindu events are not reported these days by so called "main stream media" and the pretext it that it will disturb the communal harmony.

sangli and Miraj events are reported by a news paper called DNA. They just wrote in the middle of some article like this "riot like situation...". The above blog has put videos on youtube. The poloarization helps Shiv Sena in the upcoming elections and hence the whole media is trying to cover up.

For the first time in independent India, the so called mainstream media is completely in the hands of one single political party. We like that media and write great epithets about some internet sites.

The ultra-PC sickularist bandwagon has destroyed the moral fiber and character of our nation.

Soon our younger generations will refuse to believe that Lt. Manoj Kalia was ever dismembered piece by piece by the noble, benevolent Bakistanis...

Nor that Mumbai Massacre ever happened...and even if it did, the culprits were Hindus who belonged to RSS.

When Aurangzeb and Afzal Khan could be anointed as "secularists" by our esteemed intelligentsia, its a child's play for them to blame Hindus themselves for Mumbai massacre.

Curfew has been imposed in Miraj and Sangli.IBN Lokmat is reporting that the unrest has spread to Kolhapur.

Curfew in Sangli over communal clash
Sangli (Mahatashtra): Curfew was imposed on Sunday in Sangli following communal clash between two communities, police said.
The curfew will be in force till 2 pm on Monday, they said.
The city had been tense since Thursday when some members of minority community allegedly damaged a Ganesh pandal depicting the historical scene of Shivaji killing Afzal Khan, they said.

The Ganesh mandals here have not immersed the idols as a protest against the incident.
The curfew was imposed in troubled Miraj in the district on Saturday night, they said.

Maharashtra home minister, Mr Jayant Patil, who visited the city on Sunday, urged members of both the communities to maintain peace and harmony.
The minister could not give orders due to Model Code of Conduct which is in force due to next month's Assembly elections, sources said.

Great.

How better than a few communal riots to have consolidate secular votes, eh? Don't forget to turnup and vote for the sekoolaid party, OK?

Same argument can be made about the saffronish side as well. Though since the state govt and the law enforcement agencies are under the INC, I would place onus, suspicion and culpability on their innocent shoulders only.

The internet, the youtube vid, the mobile phone pics etc make the case very convincingly. Big media can and will try to bury and fight the truth but hopefully, new media avenues will crack this damn of silence.

UAE plane carrying arms detained, permitted to fly later
An aircraft belonging to the United Arab Emirates Air Force was found carrying a large cache of arms and ammunition and detained along with its nine crew members here on Sunday night.

The plane, bound for Hanyang in China from Abu Dhabi, landed at the NSC Bose International airport here for refuelling on Sunday night.

Airport sources said that while customary checking of the plane by customs officials it was found that a large cache of arms and ammunition were stockpiled inside the flight.

The airport authority of India was informed and as the plane's crew did not inform the authorities here that the aircraft was carrying arms, its return flight order was cancelled and nine crew members were detained.

Late in the night, a meeting was held with the airport authorities, customs officials, senior airforce officers and the UAE crew about the entire matter.

Finally, permission was granted to the plane to resume its flight on Monday morning, sources said.

New Delhi, Sept. 6: Four additional secretaries at the Research and Analysis Wing have gone on protest leave amid suspicion that plans are afoot to merge India’s external spy agency with its parent, the Intelligence Bureau. :eek:

The show of discontent comes after a 1975-batch IPS officer, Avdhesh Mathur, was recommended for the rank of director-general, superseding seven senior officers of the Research and Analysis Service, RAW’s own cadre.

Sources said the superseded officers belonged to the 1973, 1974 and 1975 batches. The four disgruntled officers, they added, had conveyed their disappointment to Verma and cabinet secretary K.M. Chandrasekhar.

Mathur had been transferred to RAW in 2007 from the Intelligence Bureau (IB), the country’s highest agency for internal intelligence. After his promotion, he would become the second-highest ranked officer in the spy agency.

Although current RAW chief (secretary) K.C. Verma retires only in January 2011, sources speculated that the process of succession had already begun, with Mathur being promoted to clear the decks for him to become the next secretary. They said the promotion was ordered by the Union cabinet’s appointments committee.

Many see a pattern in this. Verma himself had been in the IB for 30 years, and had been promoted as RAW secretary over the then senior-most officer in the spy agency, P.V. Kumar. That move, some feared, reflected a policy to gradually change the culture of RAW, paving the way for a merger.

But never before had seven RAW officers been superseded at one go, the sources said, or the agency seen such a protest.

The development, sources said, was almost a throwback to the Janata government days of the late 1970s, when Prime Minister Morarji Desai had clipped RAW’s wings, slashing its funds and ending its plans to expand its sphere of influence to Africa. It was only after the return of Indira Gandhi in 1980 that the agency regained its strength and stature.

RAW had been carved out of the IB in September 1968 and given the primary functions of collecting external intelligence related to counter-terrorism and conducting covert operations. Till then, the IB had handled both internal and external intelligence.

It was an IB officer, R.N. Kao, RAW’s first chief, who expanded the organisation to what it is today.

A former RAW secretary said that “from time to time there is this sort of talk” about a merger. Many senior members of various governments have apparently felt that having one agency would streamline intelligence-gathering, avoiding co-ordination problems and needless rivalry. “But it would be a retrograde step,” he said.

Some sources warned that it was “premature” to conclude that a merger had already been decided, or that Mathur was bound to be made RAW secretary.

They, however, added that the four officers’ decision to go on leave was being discussed at the highest level of the government, and the officers would get a hearing in mid-September.

Ah. Had wanted to post this some time. A small anecdote wrt military movement by rail.

Now the Railways are a civil entity, but the military does use them quite a bit when moving long distances. The Pakistani's, to keep tabs on military movements, would (till some time back) railway stations, masquerading as Indian Railway officers and demand to know the status of military movement under some pretext or the other (esp in Raj. and Punjab). The poor station master/staff would enough times divulge this, afraid of the big babu from Div. HQ or Delhi. (this would be what is called in security terminology - social engineering)

This has now come an end (I hope) with caller IDs showing the +92 no. :oops: :P

Also, enough safeguards have taken place such that even if such calls come from delhi etc, no info is given over phone and only though proper military channels.

The Government is in tizzy after a revolt by the senior officer of the external Intelligence gathering agency RAW. Seven Additional Secretaries of RAW have gone on protest leave after they were superseded by an IPS officer junior to them from the Intelligence Bureau.

Rattled by the mass protest leave by such high-ranking officials, the Cabinet Secretariat to issue an urgent order to hold a Departmental Promotional Committee (DPC) process by next week itself to review the case of the seven officials, sources in the Research and Analysis Wing (RAW) agency said on Monday.

In the genesis of the trouble is promotion accorded to A B Mathur, a 1975 batch IPS officer from Manipur cadre, as Special Director General and his subsequent posting as Special Secretary. He superseded among others P M Hablikar and Chakru Sinha, who were from the 1973 batch of the RAW Allied Services (RAS) cadre.

The officers approached RAW Chief K C Verma who briefed the Cabinet Secretariat prompting it to hold a DPC meeting by next week, the sources said.

RAS cadre officials traditionally have an upper hand over officials from the IPS and IAS joining their service. Any official joining the RAW is usually placed at the bottom of the service with no seniority benefits. The issue of outsiders has been a problem with the RAW ever since A S Dulat joined the agency as its Chief. He was Special Director in the Intelligence Bureau.

The UPA government brought Director General of Kerala Police P K Hormese Tharakan as new chief of RAW in 2005 superseding Special Secretary J K Sinha, who had resigned. This was followed by an ugly episode of fleeing of a RAW Director, Rabinder Singh, during the same time which prompted the government to examine the rules of the external intelligence agency.

After Tharakan, it was an insider Ashok Chaturvedi, a 1970 bacth IAS officer, was appointed as next chief of RAW. His appointment sidelined Amber Sen, who had been made Special Director in RAW months ahead of him.

Could the happenings be a move on the GoIs part to neuter RAW, some thing like was done by Shri I K Gujral?

Man Mohan's statements on the Pakistan issue all pass the WKK test to a pat, along with the yearning for old home etc.

It may be that the GoI wants better relations with Pakistan and this is a quid pro quo in terms of reigning in RAW and its activities in Pakistan.

I for sure feel that DIG Vanzara is not an idiot to pick up 3 random people (if I am not mistaken - from Mumbai), bring them to Ahmedabad and then "encounter" them. The police would have known that the relatives of the three would not sit idle and bring up some evidence of foul play.

My understanding is that a Judicial Magistrate have far less authority when compared to the High Courts.

Sachin-> Based on the Judgement should be taken in this case, if the Magistrate is correct the police should be prosecuted. If not , the magistrate and the entire media, CPI(M) and Congress High command should resign for the allegations they have made in the last 24 hours.

Finally, Justice Banerjee final report should be published within the next 15 days and evaluated gainst the evidence. then the needful action needs to be taken.

On preliminary investigation it was found that the flag was similar to Pakistan's national flag but not an original one as it was printed on only on one side, the police said.

This is the new method of insult.

National flag without the Ashok Chakra, one sided flag to prove that it is similar but not identical. The viewers are left in absolutely no doubt as to what is meant but the guilty get away in law.

How do you see Kasab's behaviour, his daily demands and all that?

I see him as (an instance of) the glory of our great Indian democracy and the judicial system that we have developed over the years.

A foreigner accused who is responsible for killing so many Indians is here (in Mumbai). We are looking after his health and safety and all that. We are also giving him whatever is necessary to keep him going.

I will only admire our democracy. We are treating him with the appropriate level of judicial requirement. We are giving him a lawyer and looking after his security. The judicial pronouncement will be on legal lines.
I guess he was being sarcastic like all Shivs are

Shivanandan I guess is one smart-alec. If he had some jingoistic statement (like Kasab should be starved to death, beaten black and blue), the same media would have gone ballistic against him (and the police). He neatly put up what media wanted to hear, the media published it. Now Shivanandan and his team only know what actually is happening with Kasab ;).

I guess it was during his earlier stint in Mu.Po that the underworld started shaking. He seems to have mentored the encounter squad - Late Salaskar, Nayak, Sharma et.al.

The Gujarat Government has contested Mr Tamang’s claim and, apart from declaring its intention to contest the report, has let it be known that the intelligence input came from the Union Ministry of Home Affairs, which has also submitted an affidavit in the High Court reiterating that the four were linked to the LeT and they were on a terror mission, including assassinations. The Congress-led UPA was in power at the Centre when the encounter happened; hence, the Gujarat Government could not have ‘manipulated’ the Home Ministry’s affidavit.

The backtracking has begun, first agreeing that these are terrorists, next like the Justice Banjerjee comminsion reports, no comments once the facts are proven.

How convienient for the media to only focus on IShrat Jehan and not on the other 3.

On NDTV yesterday, Manu Singhvi was defending the MHA note on Ishrat saying that the agencies only take what is provided by State to the SC!!!!
