In the absence of good ideas, the meeting of senior police and intelligence bureau officers called by Prime Minister Manmohan Singh soon after 26/11 recommended a “commission” tasked to come up, inside of “100 days”, with ways to stamp out the Naxal menace. It is another matter that there is no sign of any such body at work. In any case, it is unlikely that it would have suggested the one thing that can, in fact, beat the Naxals: genuine commando capability to hunt down and eliminate them.

Naxals are the greatest peril facing the country today precisely because they are virtually sovereign and cock a snook at the state in the Red Corridor stretching across the forested uplands and jungles of Andhra Pradesh and central India to Nepal, which they control. But the “commando” solution is just too onerous an option for the organizationally lazy and non-innovative Indian police and paramilitary forces to stomach. Commando life entails hardship and real danger. Why would the usually pot-bellied Indian Police Service (IPS) officers and the lower constabulary risk their relatively undemanding jobs for the horrors of the jungle and the joys of living on the edge and off the land? The average recruit to the state police is interested in his hafta (illegal weekly collection) and not in tangling with the Kalashnikov-carrying Marxist hotheads.

Reports yesterday in ToI, that PDP is using the inquiry into the death of the two young men in Kashmir, in an alleged crossfire between army and militants, as an excuse to demand removal of AFSPA, and reduction in troop levels in Kashmir.

Thus, the “commando” police units in many states have fanciful names (Greyhounds, COBRA, and the like) but rarely engage in anything arduous. They are perceived as endowing the police, the IPS-led paramilitary organizations and state governments with prestige rather than as effective and efficient instruments to deal with the Naxal terror. In the event, these “commando” police units get carted around in buses or lorries to their jump-off points, whence they thrash about the countryside during the “office hours” with breaks in-between for dal-roti from the mobile Mess, before returning to the barracks or armed camps at dusk. Whatever the contingency, they never stray far from the road or a township—just in case help has to reach them fast. This is the very antithesis of the commando operational philosophy.
That is too much bull. Terrorism in Punjab was eliminated by Punjab police. Naxals were eliminated in Kerala by KP. During 94-98 mumbai underworld was eliminated by MP. The whole nalammalla range is cleared of naxals by the Greyhounds. The pressure was so intense that they scooted off to neighbouring CG in DK areas along with their rag tag infrastructure. As far as military and tactical achievements are concerned, GH should its capabilities. It also suffered casualities like at AOB. Whether that tactical achievement can be actually traslated into permenant strategic gains is the responsibilities of the political class.

So the same pot-bellied Indian Pandu Service is quiet capable if it is adequately backed. Karnad might be frustrated, and there are genuine cases of pot-bellied Pandus being totally incompetent, but one cannot tar the entire Pandus with same brush.

Exactly. The police how much ever we make fun of them have produced awesome results in places where they were given a free hand. And other than 'Grey hounds' (or COBRA) no police force have used any fancy names for any of their units. And 'Grey hounds' did a good job, based on what their main task was. That is finishing of Naxal menace. Punjab Police, AFAIK never had any very fancy names for their anti-terrorist wing. Mumbai Police 'Encounter squad' are all officially part of the Crime Branch, Criminal Intelligence Unit (CIU). Kerala Police used its legendary 'Crime Branch CID' (this wing still exists in the same name) to teach the Kerala Naxals some basic lessons in life :lol:.

Again, the WB police under the INC was an exception, IMO. Instead of wiping the commies out, it handed the state to them on a platter. And they are yet to leave.

Looking at the incidents we have witnessed in the last few days around our borders, it is absolutely imperative that India manages its internal security with a hightened sense of alertness. Our internal and external environment warrant an apolitical, India first, perspective to ensure it's safety.

Hope people are not sleeping at the wheel. Impending elections pose additional challenges.

With Nawaz's arrest, the Bangalore police are hopeful of tracking down the remaining suspects, who might have fled the country after the Bangalore blasts.
Then why is this in the public domain? Aren't they compromising operational secrecy?

It puts the scare into the perpetrators that they can be taken from Gulf countries unless they take of to TSP like Dawood mian. And that plays into TSP is a haven for criminals on the run. So win-win. And its good to have RAW get a good publicity for a change. So no complaints here.

Good to hear that. My only wish is that this news report was 'leaked' to the media only after this fellow was interrogated and all what he had to say has been recorded and corroborated. My understanding is that the master-mind is still at large. Karnataka and Kerala police are also on the look out for a man from Kannur Dt, Kerala one Thadiyandavida* Nazeer.

The operation was top secret and even airport officials were kept in the dark till about 15 minutes before the flight landed in Bangalore

RAW officials abducted a 32-year-old terror suspect from his hideout in Muscat and brought him to Bangalore in a private plane. The abduction was necessary since there is no extradition treaty between India and Muscat, a senior officer from the investigating agency said.

Sarfaraz Nawaz, a native of Kerala, is said to have financed the Bangalore serial blasts. He later fled to Muscat to take refuge with his relatives. His name cropped up during the interrogation of Abdul Sattar, a radio mechanic from Kerala who devised timers for the bombs.

Armed with the information, a team of Research and Analysis Wing (RAW) officials tracked down Sarfaraz. They smuggled him into a private plane from Muscat to Bengaluru International Airport at around 12 am on Friday.

The operation was kept secret and even the Air Traffic Control (ATC) was taken by surprise when at 11.45 pm, they got a message to facilitate and "clear a non-civil aircraft," which was about to land in the next 15 minutes at the airport. They were further instructed to waive off the landing and taking off fee because it was a government aircraft.

Similar messages were flashed to the customs and immigration officials, who were asked to "give permission to passengers of the special aircraft without asking any questions".

Sarfaraz was later handed over to Bangalore police who are questioning him about his local contacts. Sarfaraz is closely connected to Riyaz Bhatkal, Iqbal and Naseer, all accused in the serial blast cases. Through his arrest we will be able to track down the others who have fled to other countries, a senior police officer said.

More arrested

The Anti-Terrorist Cell in Bangalore which is investigating the case has arrested six people in connection with the blasts so far.

"However, the kingpin is still at large. We have got vital information from Sarfaraz and we are questioning him for more," police added.

Nawaz was providing funds to Naseer, the main accused in the Bangalore blasts, Abdul Sattar and others.

Naseer, a Keralite, who has a ginger estate in Coorg is still at large.

Navaz had also provided mobile SIM cards, passports and other logistic support to the Kerala module militants.

He was secured by the Intell i gence agencies and brought for further investigation to Bangalore, police said.

^It's good news that the accused in blasts case are being arrrested whether he was caught in dubai or muscat may not be such a important details. What matters is if the interrorgation of this person leads to the arrest of riyaz bhatkal. he is the main person who planned these blasts and he is also accused in the murder of a mla. So if riyaz is arrested similar attacks in the future can be prevented and a active terror cell completely neutralised.

Which is correct, the snatching or the arresting in Kerala?

Maybe the cunning yindoos snatched him from Dubai/Muscat and released him in a Kerala airport to allow local police to get jurisdiction :wink: (similar to Tiger Memon's bro being picked up in Nepal and left at the Delhi station to be arrested by Delhi police after the 93 blasts)

Btw, Riyaz Bhatkal is supposed to be in TSP and chances of getting him seem remote unless he has a feud with his ISI bosses and walks back to desh.

Overseas Terror Link: A RAW catch from Muscat
KOZHIKODE: A breakthrough in the investigations into the overseas connections of the terror network in the state has been achieved by RAW with the arrest of Sarfaraz Nawaz from Muscat in a secret operation.

Hailing from Perumbavoor in Ernakulam district, Nawaz is an active worker of the Students Islamic Movement of India and a close associate of elusive SIMI leader C A M Basheer, who is now operating from Saudi Arabia.

Nawaz was brought from Muscat to Bangalore in a special flight last Friday by RAW, India’s external intelligence agency. He is now in the custody of the Anti- Terror Squad of the Karnataka police. His interrogation has yielded vital clues in the overseas funding for the terror network in Kerala.

Nawaz’s name cropped up during the questioning of Sainudheen alias Abdul Sattar who had been arrested by the Andhra police from Hyderabad. Sainudheen is now in the custody of the Karnataka ATS for his involvement in the Bangalore blasts.

It was suspected that Nawaz had funded the terrorist operations of the Kerala module of the Indian Mujahidheen. The needle of suspicion now points towards Basheer, known to be the fund-raiser for jihadi activities in India.

‘Express’ had earlier reported that the jihadi elements in the state received funds from Basheer, now operating from Saudi Arabia. He had formed an outfit, Muslim Defence Fund, to finance terror activities in India.

Basheer, who was the all-India president of SIMI in the 1980s, is suspected to be among the conspirators behind the 1993 Mumbai blasts. It was alleged that mafia don Dawood Ibrahim used Basheer to channel funds for the operation. Nawaz is expected to spill more beans on Basheer and his source(s) of funding.

Sources say Tadiyantavide Nazeer alias Umer Haji and Sabir alias Ayub, who are still at large, also have connections with elements operating outside the country. They hope to know more about these links once the two are arrested.

The annual report from the intelligence and security committee is a frustrating document to read, because it's full of asterixes where words and figures have been redacted. But there's at least one decent story in there, about the failure of an IT project. And, having skimmed all 52-pages, I've found another 12 things you probably didn't know about MI5, MI6 or GCHQ.

1. Since the murder of Alexander Litvinenko, MI5 has increased the amount of resources dedicated to dealing with Russia. The report does not reveal by how much.

2. GCHQ is still very, very worried about government plans to allow the use of intercept evidence in court cases. The committee said legislation to allow this could be introduced this year or next year, but only if the government can find a way of meeting stringent tests designed to ensure that the work of the security services is not compromised. Sir David Pepper, the GCHQ director until last summer, told the committee: "It will be very difficult because that set of tests articulates very clearly the set of concerns we have been voicing over the years as reasons why doing it wrong would give us a very, very serious blow back to our capability."

3. MI5 is working on a project that will "double [its] investigative capability". The committee said that when the next stage of the information exploitation programme was completed it would transform MI5's ability to process and exploit intelligence. "It will improve the way investigators are able to use intelligence from a variety of sources, and provide what the director general has described as 'trip-wire' coverage of significant patterns of activity."

4. New technology is threatening the security services' ability to intercept communications. According to the committee, the move to internet protocol (IP)-based communications "will render the UK's domestic interception capability obsolete over the next decade". The committee said the Home Office was addressing the problem.

5. MI5 recently opened a "northern operations centre". The report doesn't say where.

6. MI5 spent 15% of its money on dealing with Irish-related terrorism in 2007/08. The year before it was 17%.

7. Since 2006 12 people working for MI5 have been to see the "ethical counsellor" who is there for staff who have ethical concerns about their work.

8. MI5 is concentrating on suspects it knows about, rather than "unknown unknowns". Jonathan Evans, the MI5 director general, told the committee that one of his priorities was "to try and know more about the people we already know about, rather than to find the people we don't know anything about. It would be nice to know about the unknown unknowns, but it is probably a less rich seam than knowing more about the people that we know are a threat to us."

9. Lots of people retire from GCHQ after about five years because the pay is not competitive. Pepper told the committee: "Our graduate recruitment salaries are reasonably competitive but we lose traction in mid-career." The committee said overall resignation rates had dropped back to "acceptable levels".

10. MI5 security vetting does apply to the spouses and partners of staff, but the process "relies on individuals being open and honest and informing [MI5] about their personal circumstances." The committee said it was going to look into this in more detail.

11. The retirement age for senior MI6 staff is a secret. The committee (which knows what the age is) said it was concerned MI6's policy "does not seem fully to meet its business requirements".

12. The summer floods of 2007 caused a problem for GCHQ, which is based near Cheltenham, because of the lack of mains water supply "vital for computer cooling". GCHQ had enough water for other purposes.

Assam to induct 700 surrendered rebels as "special police officers" to fight separatists
The government in India's north-eastern state of Assam is recruiting 700 surrendered rebels as "special police officers" to fight separatists.

Assam police's additional director-general Khagen Sarma told the BBC that they would be initially recruited on a "temporary basis" for a few months. He said that their conduct and performance would be reviewed before their "service is regularised".

"Some of the surrendered militants are unruly and would be difficult to control. We don't want them. "Also we want to make sure that they are capable of contributing to the counter-insurgency." The surrendered militants belong to a host of rebel groups including the United Liberation Front of Assam (Ulfa), National Democratic Front of Bodoland (NDFB), Muslim United Liberation Tigers of Assam (Multa) and Karbi Longri National Liberation Front (KLNLF).

Scores of surrendered insurgents have been recruited in this way in other parts of India - including the Chhattisgarh and Tripura in the north-east.

Saying it once again:

Two things I wanted to pass on, and these are based on
my conversation with a "friend" from a neighboring country:
(i) In Bangdesh, for the last few years, Jamaat is pushing
for more recruitments of its cadres not only into BDR, but also
in BDA. University student union leaders alligned with Jamaat,
'Islamic Chhatra Shibir' (Islamic Students' Camp), etc. are tasked
with making yearly lists (in the spreadsheet form) of how many its
cadres have been recruited. This info is from Rajshahi University
as well as Dhaka University. The student leaders undertaking
this task are not merely from "Islamic History' department -
but also from Applied Math, Bio-Tech, etc.
(ii) About the physical security of our establishments: a warning has
come that that terrorists with small arms will get into long distance
trains, posing as passengers, and then will cause mayhem while
the train is on the move, and get off when it slows down. The
particular targets may be special/delux/express trains used by
vacationers, upper class people, and/or foreigners. Has our railway
put any security mechanism (like marshals on board) in place?

‘Conduit’ for Bangalore serial blasts arrested
Mr. Bidari denied reports that Nawaz was caught by RAW sleuths in Muscat and brought to Bangalore.

B’lore blasts financier flown in from Oman
Bangalore: The Bangalore police on Saturday announced the arrest of a 31-year-old former SIMI activist based in Oman for financing the July 25 serial blasts in Bangalore carried out by a module from Kerala. They say he is linked to the Lashkar-e-Toiba as well.

The police claimed to have arrested Sarfaraz Nawaz, a native of Kerala, while he was attempting to board a bus in the Kalasipalyam area of Bangalore on February 27. However, sources say he was picked up in Muscat by central agencies and secretly brought to Bangalore.

Apart from financing the Bangalore blasts to the tune of Rs 3.25 lakh, Nawaz is a part of a LeT module that was plotting attacks on key scientists in India, Bangalore Police Commissioner Shankar Bidari said. “In December 2008, Nawaz along with Jasim and Ali (both members of LeT) discussed some plan to attack some prominent scientists of India and some other important personalities,” he said.

Sources said Jasim and Ali, an Omani national, were together responsible for funding the the journey of 26/11 Mumbai attack accused Fahim Ansari to Pakistan for Terror training.

Nawaz has also been linked during his stay in Oman since 2001 to one of the founding presidents of SIMI, C A M Basheer, who is believed to be in exile in the Middle-east.

The Bangalore police said Nawaz had been linked to the SIMI since 1995 and was an office secretary at the outfit’s Delhi office in 2000 before he left for Muscat in 2001. He allegedly became part of the conspiracy to carry out blasts in Bangalore on the instructions of LeT leaders based in the Gulf region such as Wali alias Rehan and Ali the Omani national.

He was picked up by Research and Analysis Wing (RAW) in Oman. He was brought to Bangalore, where he was picked up by the city police.

Sarfaraz, along with his wife and son were in Oman, until he was picked up by Oman police in connection with another racket following which the family came down to Kerala. Sarfaraz has been remanded in Bangalore police custody till March 14.

During his interrogation, Sarfaraz revealed that he became a member of SIMI in 1995 and gradually came in contact with top SIMI leaders including Nazir alias Haji Ummer from Kannur and Wali alias Rehan, a Pakistani and member of the Lakshar-e-Toiba.He then returned to Oman and was in constant touch with Nazir.
Blast suspect brought to City from Oman

In a scene reminiscent of a James Bond thriller, a team from the Intelligence Bureau and Research and Analysis Wing (RAW) brought an accused in the Bangalore serial blast case from the Gulf state of Oman to the City last week.

Sources said, the team from RAW had reportedly nabbed Sarfraz Nawaz (32), one of the accused in the serial blasts. He is said to be a resident of Bangalore who had escaped to Muscat.

Sources added that RAW and IB officials who made an emergency landing at the Bengaluru International Airport on February 26 sought emergency clearance to land the chartered aircraft, a 10-seater Gulfstream jet at 2.20 am on Thursday last.

The RAW officials informed the ATC and BIA officials that the Government of India had approved the landing and sought immediate clearance.


The aircraft carried a VT code indicating it was registered in India. Immediately upon landing, they sought eight heavily armed security guards and two armed vehicles from the City police.

After security was provided to the aircraft, a fairly built man with a height of 5 feet 2 inches wearing a pink shirt and black trouser and face fully masked was escorted and whisked away into the VIP terminal of the BIA.
He was also accompanied by the RAW officials including senior officials with diplomatic passport. The accused was thereafter shifted to the armed vehicle arranged by the local police and taken to an undisclosed location, sources said. Investigations are on.
Arrested Nawaz co-ordinator of Indian Mujahideen
KOCHI, Mar 7: It has been confirmed that Sarfaraz Nawaz, arrested for his links in Bangalore blast was the state co-ordinator of Indian Mujahideen. Nawaz (32) was arrested by RAW sleuths from Muscat. He was arrested from Muscat with the help of Oman police for funding the accused in Bangalore blasts and will be handed over to ATS in Bangalore. The secret investigating team had received information that Nawaz had recruited youths from Ernakulam district to the Indian Mujahideen. RAW had asked the Bangalore ATS to confirm it with the help of the Kerala Police. The crime branch in Karnataka is probing the case with the help of the state police. Nawaz, who reached Muscat ten years back, was working as an instructor in a computer training centre. He used to stay away from home most of the time. Only recently he got married and his family is currently staying at Peringala.

IMO, none of the reports are wrong and all are correct. The hon. Mr. Nawaz was tracked by RAW in Oman, was picked up by Omani police, bundled into a ARC plane and offloaded at BIAL. He was then taken to Kalasipalyam bus stand by central sleuths(who promptly disappeared) and made to stand near a Kerala bound bus wherein local police swooped in and arrested him when he "was about to board the bus".

No jurisdiction problems and alls well that ends well!!! :mrgreen:

Kasab terror school training for Taher

Abu Taher, the alleged Lashkar-e-Toiba (LeT) explosives expert held in the city last week, underwent the same training as Ajmal Kasab and at the same centre in Muridke, Pakistan.

Taher, who is believed to have supplied explosives for 24 blasts across India since 1997, attended the first phase of a training module called Dahar-e-alam at the Muridke centre.

Kasab, the lone survivor among the 26/11 terrorists, completed the module and went on to undertake a second phase of training — Dahar-e-Khas, on how to cause maximum casualty during attacks. Kasab spent six months at the centre before the Mumbai terror strike.

“Apart from handling explosives, Taher was taught how to fire automatic weapons,” said an officer of the Special Task Force.

The middle-aged man, born in Katihar, Bihar, left the country for Bangladesh in 1997. He told the police that he had trained at Muridke in 1999.

During training, he would wake up before 5am. After morning prayers, the trainees would have a breakfast of roti, sabzi and milk, Taher told the police.

Two hours of lectures by LeT leaders would follow. “The objective of the session was to motivate the trainees. Firing practice would be held before lunch,” said an interrogator.

According to Taher, he was selected for explosives training after a few sessions at the firing range. “In the afternoon, he used to spend hours in the training camp’s laboratory, learning about chemical compounds used for manufacturing explosives,” added the interrogator.

In the evening, the trainees would be shown videos of speeches by Osama bin Laden and Zakiur Rehman Lakhvi, who plotted the Mumbai attack.

After completing the module, Taher took part in a passing out parade in front of Lakhvi. “So far, Taher has not regretted what he has done. He still feels proud that Lakhvi had patted him on the shoulder for his skills in handling explosives,” said an STF officer.

The explosives expert returned to India to recruit for the LeT. He was arrested by STF officers as soon as he got off the Lalgola Passenger on March 6.

Services of Akbar Travels at airports terminated

According to highly placed sources, all the activities of the private travel agency in the terminal building of all airports, including the ground handling activities, have been terminated as per the instruction of the Bureau of Civil Aviation Security (BCAS). The Swagat Seva passenger facilitation services being operated by the travel agency in the airports have also been stopped.

The BCAS had acted on the basis of an adverse report given by the Intelligence Bureau against the firm, it is learnt.

A statement issued by the travel firm in response to a recent report in these columns said that only the service of transporting passengers between the terminal building and the aircraft had been stopped as per the BCAS directive. Other services like Swagat Seva Passenger Facilitation Services, pre-paid taxi and ticketing are still being rendered by the firm.

IPS joinees put through the grind
CHENNAI/ERODE: Indian Police Service (IPS) probationers were trained in jungle warfare techniques by the Special Task Force of Tamil Nadu in the Mudumalai Hills forest range. The weeklong training concluded on Tuesday.

As many as 101 probationers, including 21 women, undergoing training at the Sardar Vallabhbhai Patel National Police Academy, Hyderabad, and eight probationers from the Royal Bhutan Police Service, spent a week in the dense forests, learning strategies required for jungle warfare.

The probationers, who reported at the STF Jungle School at Sathyamangalam, were exposed to reflex shooting, jungle tactics and survival and animal behaviour. They were trained in skills such as ambush and counter-ambush operations, night march, tent-pitching, river-crossing and rock climbing. They were also sensitised to wildlife protection and forest conservation.
He said the probationers spent the past three days in the jungle without camp tents, cooked food or packaged water. “They had to live on food obtained in the forest and harvest water from natural sources. While one probationer was stung by a scorpion, another was injured in a bison attack. Two probationers slept close to a python all night without knowing it was there…”

"Jungle warfare training will now be part of the training module for IPS probationers. They did well…though physically tired, they were mentally charged,” he said.
