Deferred CCS to meet today for final call

Faced with stiff resistance from the Army to any dilution of the Armed Forces Special Powers Act, a divided Government on Friday deferred the crucial meeting of the Cabinet Committee on Security (CCS) by a day and left it for the Congress core group to take a political call on the sensitive issue.

Sources said Defence Minister AK Antony conveyed the objection of the chiefs of the three Services to amending the AFSPA to the Congress core committee as well as to the members of the CCS comprising the Prime Minister, the Home Minister, the External Affairs Minister and the Finance Minister.

Sources said that after Antony and heads of the three services suggested that it was better to withdraw Army from the main parts of Jammu and Kashmir rather than amending the AFSPA, the Government decided to hurriedly convene an extended meeting of the Congress core committee to discuss the situation.

It is reliably learnt that the Army has proposed that Disturbed Areas Act may be revoked from certain parts of Jammu and Kashmir. It was suggested that the Army could be called in these areas as and when required by invoking Sec 3 of AFSPA, which declares an area as disturbed and gives Army free hand to deal with the situation.

Significantly, before the core group meeting, three Service chiefs called on the Prime Minister but the PMO said it had nothing to do with the Kashmir discussions.

However, sources said Army chief General VK Singh conveyed the Army's stand on the AFSPA to the PM. The Army chief had in the past expressed his reservations about any move to dilute the Act and the Army's stand all along has been consistent on the issue. The Army was not in favour of dilution or withdrawal of the Act from some districts as proposed by the Jammu and Kashmir Government.

Sources also said the Army gave detailed presentation about its stand on the Act to the Prime Minister besides the Cabinet Secretary and other top officials of the Government. Officials, however, said if the CCS decides to withdraw the Act from certain districts of the State, the Army was duty bound to follow orders.

They also clarified that the Army was not engaged in counter-terrorism and counter-insurgency operations in towns like Srinagar and was deployed in the hinterland and remote areas and along the 750-km long Line of Control (LoC) to foil infiltration bids by Pakistan-based militants.

Sources said that differences were reported in the Congress core group meeting over diluting AFSPA in Kashmir. Besides, the core group members like Congress president Sonia Gandhi, Prime Minister Manmohan Singh, Finance Minister Pranab Mukherjee, Home Minister P Chidambaram, Defence Minister AK Antony and AICC political secretary Ahmed Patel, Health Minister Ghulam Nabi Azad and Congress MP Saifuddin Soz, both from Jammu and Kashmir, also attended the meeting.

After the 90-minute meeting, indications emerged that the Government faced a tough call as it wants to balance the security needs vis-a-vis the State Government's demand for partial withdrawal of the controversial Act from the State.

A PTI report said that reflecting the security establishment's apprehensions, Antony opposed any decision to even partially withdraw AFSPA while Chidambaram is understood to have emphasised the need for some political action to break the impasse in the Valley, sources said.

Antony is believed to have cautioned that the Army should not be projected as a "demon", the sources said. There was a view that the four districts of the State from where AFSPA's withdrawal is being demanded by Chief Minister Omar Abdullah has no Army presence, they said. :mrgreen:

It was also pointed out that there is no guarantee that stone-pelting, which has been going on for three months, would stop even if the AFSPA is withdrawn from these districts, sources said.

Chavan and Azad also disfavoured any concessions as these could be seen as succumbing to pressure, they said.

Chidambaram told the meeting that the State Government's demands would have to be considered and something should be given. :mrgreen:

Sources said the Government would not be averse to some political initiatives to restore normalcy in the Valley but did not elaborate. Some members of the core group said the AFSPA should be made a discussion point before any decision is taken to dilute it or withdraw it. :rotfl:


I think the story is like this. Omar Abdulah was told to demand the withdrawl of AFSPA from certain districts where the Army is not there anyway to project an 'independent" stance and show "leaderhisp". The thing took a life of its own and we are in this mess with public perception of disarray and division. I think this is another case of INC machinatiosn backfiring.

PC is as usual portraying a statesman image to bolster his ambitions.

The only good person is AKA. The good news is Azad and Chavan are showing maturity.

We need some Indics to join kangress who will safeguard our national interests. Else there is a big risk of kangress being controlled by the jholawallahs once the current senior leadership retire.

For a long period to come Congress will remain the Pre-dominant National Party. So it is in our national Interest for Patriots to join Congress. We cannot let Congress to be taken over by the wkk's. In the current scenario, MMS will be out in a year or 2, PM will also be out, AKA and PC may stay for another 5-10 years. The next group will be Yuvraj and his followers. Currently he seems to be keeping the wrong company.

Give a bit of concessions to the KM and they celebrate Eid by doing the following:
Mob set on fire police barrack outside Hazratbal shrine

SRINAGAR: A mob on Saturday set on fire a police barrack and a vehicle of the police department outside the Harzratbal Shrine on the banks of the Dal lake here following which security forces opened fire.

Soon after Eid-ul-Fitr prayers, a group of people attacked the police barrack in the lawns of Hazratbal and set it on fire. They also set ablaze a police vehicle, official sources said.

Police opened fire to disperse the mob and prevent any further damage to public property, they said, adding there were no reports of anyone getting injured in the incident.

Meanwhile, Chairman of the Moderate faction of Hurriyat Conference Mirwaiz Umer Farooq called for a half-an-hour sit in protest in the heart of the city.

During his Eid sermon at Eidgah, where nearly two lakh people offered prayers, the Mirwaiz asked them to march to Lal Chowk to stage a 30-minute protest against the recent killing of people in Kashmir.

I feel the only way to settle J&K is by introducing another ethnic group - Gujjars, Shias, Jammu Muslims, Hindu refugees from Pakistan, whatever, and then using state patronage and civilian militias of these groups, push out all the KMs from their houses and the Valley. Another method is to use divide and rule, with those who work with the government getting the property of those who work against.

what do these ******** want, its eid for heavans sake. A day to celebrate islamic culture and this is what these pigs choose to do. The rest of the nation is celebrating today and coming home to see this is just heartbreaking.

They have everything a nation can give and yet they choose to make life hell for themselves , good luck to them ! ! !

That is exactly what they are doing,celebrating the (radical) islamic culture!

Although i think it would be a political suicide if the ruling coalition takes any serious steps towards giving away Kashmir to those stone pelting,tyre burning,suicidal primates,i must admit that i am worried that under the notion of 'We are the new economic superpower,look,even a bricklayer is now a multimillionaire in India' theme,and the distraction with all the new consumerism,congress led coalition might just find this as a golden opportunity to slip Kashmir below the fence.
Back in the olden days of 'Hindu rate of growth', most common folks lent an ear to the rumblings in Delhi, but in this current wave of almost narcissistic consumerism era, most Indians will shrug their shoulders and call it a good riddance not realizing the serious repercussions.

Although totally out of context to this subject, it just baffles me that there has not been a new right leaning,conservative Indic party (minus BJP) as a third front.

Wow. Must deeply thank the raa agents inside the stone-pelter/secessionista cult in the valley only. Hopefully, they have made it difficult for GOI to gift them ever more goodies - money, autonomy, jobs etc - while draining away tax revenues from the rest of the country to do so. Time will tell, let us see.

Dilute AFSPA and loose Kashmir

This is a time tested Act which has brought peace to Punjab, Mizoram, Assam and Tripura. Even Supreme Court has upheld this Act. That is why at the behest of the insurgents there has been constant din to take away this act.
IT WAS all over news channels on September, 8, 2010 that our 'Saffron Terror' fame Home Minister of India, PC Chidambaram, who also has the now defunct anti-Naxal Operation Green Hunt to his credit, is at it again. This time it is Army at the receiving end. Our worthy home minister is bent upon diluting Armed Forces Special Powers Act (AFSPA) Act. If this comes through then let us bid goodbye to Kashmir and may be a large part of North East India as well.

It is being said that even Prime Minister Dr Manmohan Singh is in favor of this dilution. All this is being done to win the hearts and minds of the people of the Kashmir Valley which constitutes just 40 percent area of J&K State and 12 districts. What is so special of the hearts and minds of the Valley people?

What about the hearts and minds of people of other states of India ? The long neglected tribal people or for that matter the people of Jammu And Ladakh region of J&K State. This constitutes 60 percent area of the state of the J&K. Jammu and Ladakh region harbor a deep grouse that the J&K Government in the valley meets out step brotherly treatment to them.

The people of the Kashmir Valley and their separatists leaders have perfected the art of playing the Pakistan card. Every time they raise the ante, the Government of India comes rushing with some new package to buy peace. This time these separatists in league with the radical preachers have been inciting the youth of the Valley that Azadi is just round the corner. All that is needed is some sacrifice.

Indian leaders instead of firmly telling them that Azadi is never possible, played in their hands by offering autonomy. Instead of placing the valley under Presidents rule for the duration of six months, putting all these so called separatists leaders behind bars and bringing the valley to normal we allowed things to linger on till the situation is now going out of hand. Now these politicians want to tinker with the very Act which has ensured that Kashmir Valley remains part of India.

The separatist leaders of the Valley confabulate openly with Pakistani leaders but refuse to talk to Indian leaders. Since Kashmir is part of India so why are they allowed to do this ? Need of the hour is development in Kashmir and more jobs for the youth. This will be possible only if the youth are made to understand that if they want rest of India to accept them then they must also accept India as their motherland. This is a two way traffic. Nobody can have the cake and eat it too.

Pakistan, whom the Hurriat leader Geelani wants the Valley people to join, its Army in April this year used tanks, fighter aircrafts and heavy guns against its own citizens in curbing the insurgency in Swat Valley that is adjacent to Kashmir Valley. There was collateral damage to civilian property. Two lakh Pakistanis were displaced. Pakistani Army has now invited Chinese Army to place their 10000 troops in Pakistan occupied Kashmir and curb the revolt there.

Indian Army has never used weapons bigger than rifle in fighting insurgency in Kashmir at the great cost of life and limb. So what is all this ruckus of AFSPA being inhuman. Incidentally this Act was enacted by Indian Parliament in 1958 when India had very tall and honest political leaders. Then the Prime Minister was Pundit Jawaharlal Lal Nehru. He would never would have allowed this act to be passed if it was inhuman.

This is a time tested Act which has brought peace to Punjab, Mizoram, Assam and Tripura. Even Supreme Court has upheld this Act. That is why at the behest of the insurgents there has been constant din to take away this act.

This removal of AFSPA is not going to buy peace for Indian Netas. Government will only weaken itself and will squander all the good work done by the security forces. The demand of Azadi will become more shrill in the time to come. Dilution of this time tested Act will be even worse. Army is the last resort. If it fails then the country will break.

Realizing this the Indian Parliament passed this Armed Forces Special Powers Act in 1958.At that time there were no Jehadis, no Naxals, no human bombs and no AK-47 or AK-56 rifles. The destructive technology had also not developed to the level that a single terrorist could cause great collateral damage as they do now. Besides the only armed rebellion India faced was in Nagaland and Mizoram. Even Supreme Court of India has upheld this Act in their judgment on 27 Nov 1997.So why dilute now when law and order problems in the country have gone from bad to worse?

When the tall politicians of India of those days enacted this Act in Indian Parliament they never wanted this act to have human face. They desired this Act to be a deterrent. They were sure of their own governing capability and were confident that Army will seldom be required to work in internal security duties, this job being basically of Indian Police.
Today, Army is deployed in J&K, Manipur, Assam, and Nagaland. But for the resistance from Army, our current political class would have deployed them against Naxals also with no questions asked. No wonder they want this act to be diluted. After all the elections also have to be won. Now they want to place the blame on Army, let the country go to dogs.

Need of the hour is not to dilute this time tested Act but withdraw army from the Valley. Let Omar Abdullah and his police deal with the problem. This is what Abdullah also wants. The Army should confine itself to guarding the borders of the country.
It is a fact that politicians of this country have frittered away the hard earned advantages earned through sacrifices by Armed Forces due to shortsightedness, lack of vision, ignoring advise of military commanders and for vote bank politics. The history is again repeating itself.

A peep in the past brings out that in 1962 Army were told to throw the Chinese out, when army was busy in construction project AMAR and UFs making coffee machines, in 1965 Haji Peer pass was given back, in 1971, 93000 PsOW were returned without any bargain. Now AFPSA is being diluted.

Naturally there will be protests...

To ensure that the Nandigram rapist goons and their yellow media puppets, fake liberals, 'eminent-historians', 'intellectuals', WKKs (including some american-indians that are neither patriotic to their homeland nor to their adopted one but pine for their paymasters in Beijing) are kept happy, we should promptly do the following:

a) Delcare JK to be a socialist state. Declare that it will socialism with Indian characteristics
b) Hence people's dictatorship will apply
c) Populate 'proletariat' there, since proletariat have right to go anywhere and do anything. Who are we bourgeoise to question them?
d) All 'splittists' and terrorists will be killed without question. The cost of bullets invoiced to their next of kin. Media will not report it.
e) Get Narendra Modi to appoint the next Maulana / Mulla-in-chief of Valley. Any other Mullah/Maulana should be declared splittist and counter revolutionary. (for treatment see (d) above)
f) Any street protest crushed with tanks. Video of Tiananmen played over and over again in front of all the above stated rapist goons and their cabal after their arrest, until they shut up.
g) Deck the entire valley with bright slogans, cartoon characters, giant posters and video walls, proclaiming peace, friendship and socialism (with Indian characteristics)
h) Always refer to 100crore Indians whenever referring to anyone talking against India.

Army chief VKS was blunt and hence the defence minister stalled all WKKism from the cabinet. So the system is working so far but it is not working decisively.

I would like to point to the members who are dreaming of MMS being shunted out - NO WAY. He has mastered to checkmate the Gandhis pretty good. Chidu is helpful too.

Aww...choo sweet. The snake Mirwaiz promised something and our great GoI+GoJK believed him and let him run loose!!!

Govt buildings burn on Eid in Srinagar

Fresh violence and pro-independence demonstrations rocked Srinagar after the Eid congregational prayers at the end of violence-filled holy fasting month of Ramadan.

The city also witnessed violent clashes and arson by protestors, who torched a police barrack at the historic Hazratbal shrine and a police vehicle.

The mobs also torched a police post and an office complex in the civil line area, meters away from the civil secretariat, the state's seat of power.

The protests erupted spontaneously as the Eid prayers ended late Saturday morning with thousands of people marching to the city centre, Lal Chowk from various parts of the city.

A huge procession led by the moderate All Parties Hurriyat Conference chairman Mirwaiz Moulvi Umar Farooq started from the Eidgah grounds where tens of thousands of people offered the Eid prayers.

Passing through the various old city areas, the procession made its way to the city centre covering a distance of five km in nearly three hours.

The rally at Lal Chowk was organised jointly by several separatist leaders, including Moderate Hurriyat chairman Mirwaiz Umar Farooq, JKLF Chairman Mohammad Yasin Malik and acting chairman of hard line faction Nissar Hussain Rather.

The Mirwaiz called for an half-an-hour sit in protest in the heart of the city and later left for his home despite assurances made by him that the crowd will disperse quietly after the sit-in.
During his Eid sermon at Eidgah, where thousands of people offered prayers, the Mirwaiz asked them to march to Lal Chowk to stage a 30-minute protest against the recent killing of people in Kashmir.

Chanting 'we want freedom' and anti-India slogans, the procession comprised of mostly youth with scores of them wearing masks to hide their faces.

As the procession reached Lal Chowk, massive sloganeering by cheering mobs greeted it.

Earlier groups of youth climbed the clock tower and hoisted flags on it.

You can't do anything in J&K without goberment's approval. Civil secretariat being in Srinagar these days, lots of files and cases are gathering dust without any employee registering his/her attendance in valley offices. These turds in valley are holding whole state to ransom.
Jammu and Laddakh will be better off without Kashmir as an united state if possible. This way, Jammu, Laddakh wouldn't have to put up with antics of these compulsive rioters and Kashmiris can be dealt with as they deserve to.
Kashmir should be given UT or state status plus AFSPA (plus couple dozen more such articles) minus article 356 fully inside Indian constitution. No autonomy or azaadi bullshit should be entertained

^ Have long been advocating that, the lynch mob that our media is has been for long 'magnifying' the problem by attributing the mess to the entire state and let me tell you if this continues it will spill over to the neighboring areas and then I am afraid we would have no choice but to let J&K secede from India.

Yes sir, thats the clock tower in srinagar I suppose. And looks to me also like paki flag.I believe the government spent lot of money renovating it. Very saddening to see our tax rupees going for this har%mkhors

Yes, Lal Chowk in main city.

In undivided J&K, Abdullah's are the only option until Jammu and Laddakh get proper number of seats in assembly. Kashmiris have too much power unproportionate to their numbers.

What is meaning of not sending money ? I understand that J&K gets 1000s of crores every year in grants. Without these, not even ministers will get their salaries. In what way flow of money should be restricted so as to hurt these islamist rioters without hurting rest of the state ?

Is there anything really preventing up from carrying out a delimitation exercise in the valley? As in constitutional or legal hurdles? Or is it just that GOI is worried about the reaction of the valley muslims?

There is no merit in the Kashmiri muslim demand for azaadi, since the state of J&K is already defacto partitioned with a significant slice already not under Indian rule. So those who did not move to Azaad Kashmir as Pakis call it have forfeited their rights to call for such a referendum. They have to just walk across the LOC and reunite with their families in "Azaad Kashmir". I do not think Indians in Kashmir will miss them much. GoI should facilitate this transfer of population with all means necessary. Encourage voluntary migration to the other side, followed by forceful eviction of those who do not want to leave or live under Indian rules.

The Northern areas of Gilgit and Baltistan are to be integrated separately with J&K at the opportune moment. The sliver of South-west sector that is under Pak control is the only landed wealth they will get, which is not with India anyway. This is a compromise that would be acceptable to the Indian majority perhaps as a resolution of the dispute.

"Azaadi" that Kashmiri Muslims seek, to Indians mean quit the territory under Indian control and live in Bakistan as Baksistani Kashmiris, just like the many Bakistani Punjabis and Mohajirs do. It is a fair deal. That is all that they deserve, if they want to live outside of the Indian constitution.

Read the article on kashmir. JNU and gang. I am getting sick and wake up everymorning being grateful that India is still intact. India is living from one crisis to another. Viscious kashmiri propaganda is not being countered other than using puerile terms such as democracy, secularism etc. Its time to protect the idea of a liberal india if ever it wants to stay as contiguous unit, however imperfect it is and counter this war in youtube, tamil tribune [and other bodies which Mr.Naqvi quoted where the oppressed tamil people in india send their wishes to their fighting bretheren in cashmer and hope indipendent dravida nadu] and facebook. Its a cyber war out there and few people are fighting a losing battle. Will people help those few who are battling for India.
