Its a standard practice when buying animals. I think even in india they check the cows teeth when buying it. I think its one way of determining the age. I am not sure though

Police say the victims had dug caves along the bank of the drain in Killi Sheikh Omar on the outskirts of Quetta, the capital of Baluchistan.

They say the victims used to sit and smoke heroin in the caves.
