As they say, Talk is cheap.
MMS can not even go to Loo without permission. All this talk of breakthrough and joint sharing is BS.
We have been hearing about this so called breakthrough since Nehru and Ayub's time.
I think on J&K, any govt in India or TSP has very limited flexibility except for platitudes and regular integration of Kashmiri Muslims into national mainstream.

A referendum in Jammu and Ladhak + some adjoining Shia districts to integrate is a must! The Buddhist and Hindu populations are fast getting swamped. We need to integrate these regions ASAP! The Integration Referendum is a very URGENT strategic requirement for India to save Kashmir.
“The desire for independence for the state is not shared in the Jammu and Ladakh parts however, where 76 per cent and 70 per cent wanted a “complete merger” of the state into India.”

A referendum to them to integrate with the Indian union void of Art 370 would entail that most of J & K is geographically integrated into India’s mainstream. It would leave a district or two sized North Western Kashmir Valley District (KVD) that we would have to continue with the Art 370 as it is unlikely they would vote for lifting of Art 370. Yet we must offer the others their wish to integrate with the Union.

The salient advantages/ features that the Integration Referendum would offers

1. It evokes the very Principle India’s major detractors ‘scare’ us about: A Referendum.

2. It integrates the largest possible area using the referendum principle into the Indian Union.

3. It becomes possible for Indians to settle and own land in these areas.

4. Confines the ‘disturbed’ areas to district level. This has many advantages in control and depreciation of propaganda.

5. India gets complete grip on water resources emanating from the region, One of Pakistan’s major reasons to control J&K.

6. Seeing the development that Ladhak and Jammu will make on integration, NW Kashmir Valley district (KVD) will possibly have the best chance to change in time.

Srinagar, Jan 8: Declaring an open war against social evils in Kashmir, Chairman of Hurriyat Conference (M) Mirwaiz Umar Farooq Wednesday asked the government to ban liquor in Kashmir or face agitation. He also alleged that Kashmir Golf Course and Amar Singh Club sell liquor openly and promote gambling during evening hours—a move that has “tarnished the image of Kashmir as a Muslim-majority region.”

Hmm now the Mirwaiz sahib wants to ban liquor ?

Great incentive for the Tourism industry. Im sure all the Hotel Owners, Tour operators, Taxi guys and other allied industries are thrilled with the idea. Actually a better idea would be to stop accepting any Kuffar money so that the purely Islamic identity of Kashmir stays uber Islamic.

Side note the Mirwaiz mentions the two places where we can usually go relax in the evening with a couple of drinks which are sold at "Club" rates and not Five Star rates. Why doesnt the holder of Islamic purity talk about the Broadway Hotel or the Taj or the Grand ?

It seems the Five Stars pay well.

Srinagar, Jan 19: Jama’at-e-Islami Jammu and Kashmir on Sunday distributed 11 truckloads of relief among Rohingya Muslim refugees from Myanmar, who are currently camping in Jammu, after having been ‘evicted’ from their home country.
A statement issued by the Jama’at spokesman said that more than fourteen hundred Muslim families are residing in deplorable conditions in Jammu after they were evicted from their motherland.
He said that Jama’at Chief Mohammad Abdullah Wani had personally visited the refugee camps in the month of December last year to take stock of the situation. “Seeing the Muslim brothers from Myanmar in deplorable condition, Ameer-i-Jama’at had promised them all possible help,” he said.
He said that following his visit, Ameer Jama’at had appealed people to donate for the cause “to which people from both the provinces Kashmir as well as Jammu responded in large numbers”. “Subsequently, 11 truckloads of the collected items including rice, clothes, utensils and other eatables were distributed among the refugees on Sunday”, the spokesman said.
Meanwhile, the Jama’at Chief has appealed all Muslims to come forward for the refugees’ help.

Such elements do not care about local economy or jobs. They prefer if youth are jobless, there is endemic poverty, so that they can use their high-octane politics to agitate the youth and generate violence. And since these elements do not stand for election, they are in AAP-mode sans consequences.

Fast road/raid links (work-in-progress, should be ready in this decade), easy business investment environment (quite difficult with a feudal State government and 370 Article), will provide a level playing field for people all over India to provide new benchmark experiences. Without this inter-mingling, the population there will continue to suffer. They can probably have some laws that provide some protection to the fragile mountainous ecosystem (aka Himachal Pradesh) and help maintain the unique local identity.

Are there really 1400 families of Burmese Muslims living in Jammu. How the hell did central govt allow these refugees to travel all the way upto Jammu. Who guided them to J&K instead of settling down in near BD border like the normal practice of refugees is.

If this is true then why are they not in Kashmir. Why in Jammu ?

^GoI needs Han policy of relieving pressure on UP and BIhar and Kerala and move some of the folks from these places to J&K. A touch of Northeast is also welcome. Give them central govt jobs or help them set up industry and provide subsidy for 10-15 years to keep them interested in new land.
This is one of the way of putting an end to this elitist and separatist culture that KM display so finely.

People don't realize but Jammu is already Islamicised enough. Go around the town and see the difference nowadays.
Go out towards Rajouri/Poonch area and there is a marked change in nature of religious leanings.

@VikasRaina and Jamwal. Why are non-Muslims from other parts of India not migrating to J&K as we see in other states? Is it because there is no economic activity?

Because of article 370, I suppose. They can't buy any property there.
There is nothing much to do there. No industry, no jobs and most people think that whole of J&K is a battleground with bombs exploding every other day.

So the non effective 370 is for and only for rest of Indians. How come this doesn't apply to non Indians as per orgs like jamat.

Art 370 applies to all. You can come and live in J&K but you can't buy property or get Govt Job etc. etc.
Art 370 doesn't stop you from coming to J&K and putting up your tent (Unless you are a Hindu).

As Jamwal ji rightly said, Who in his saner mind would want to come and live in J&K where there is no hope for future.

It is also rumored that the Prime Minister is keen to send National Security Advisor (NSA) Shiv Shankar Menon to Jammu and Kashmir as the Governor, under the belief that even a possible Narendra Modi-led government at the Centre will not disturb Menon as he is reportedly close to a senior BJP leader, who was a very important minister under Prime Minister Atal Behari Vajpayee.

The Kashmir Valley on Friday witnessed a shutdown on a call for protest by senior separatist leader Mirwaiz Umar Farooq against the closure of the Pathribal “fake encounter” case by a court of inquiry of the Army.

Commercial establishments remained closed, traffic was off the road and attendance in private and government offices was thin in Srinagar and other district headquarters and major townships.

Residents of Brari Angan village in Anantnag district staged a demonstration demanding justice to the five civilians killed and labelled as “foreign mercenaries” in an allegedly fake encounter by the police and security forces at Pathribal on March 24, 2000. They called for exemplary punishment to the seven Central Reserve Police Force and Jammu and Kashmir police personnel found responsible for killing eight civilians in “unwarranted firing” at Brakpora on April 3, 2000.

Most of the 13 civilians killed at Pathribal and Brakpora were residents of Brari Angan and Utarsoo and adjoining villages in South Kashmir.

While the CBI has held five Army officers guilty of abducting and killing the five civilians at Pathribal, a police investigation, the S.R. Pandian Commission of Inquiry and two departmental Inquiries in the past 13 years, have established the charges of murder against the seven CRPF and J&K police personnel.

The demonstrators clashed with the police at Pulwama in South Kashmir, at Maisuma, Safakadal and Gojwara in Srinagar; and at Baramulla, Sopore and Bandipura in North Kashmir.

The Congress high command on Tuesday night resolved its difference with the coalition partner National Conference over the creation of new administrative units in Jammu and Kashmir with the intervention of the NC patriarch Farooq Abdullah as it was decided that the Cabinet Sub-committee would submit its report on January 31 -- the deadline set by Chief Minister Omar Abdullah -- and the State Revenue Department would process 2100 recommendations before formulating its final report for the Cabinet sanction.

Sources in New Delhi said that the AICC headquarters expressed “displeasure” over the way Deputy Chief Minister Tara Chand and some other leaders from J&K were “mounting tensions” between the two parties. “Now that the Congress is left with just two coalition partners -- NC and NCP -- J&K Pradesh Congress leaders have been asked to maintain harmony with Omar Abdullah’s party. They have been asked why they failed to resolve this crisis in Jammu”, said a source.

Kashmir is a blot on the post-Independence history of India. It is an example of everything that is wrong with our political, strategic and civilisational understanding of our nationhood as the Kashmir issue is associated with all aspects of what defines a nation-state. The Indian polity has subsequently realised that Jawaharlal Nehru made a self-goal and that regaining the ceded ground in Kashmir is very difficult. The focus, therefore, has been to ensure that the status quo is maintained in the State at any cost.

Still, we need to get to the root cause of this blunder that has exposed Indian civilisation to the interference and exploitation of the international community, particularly the West, which has been using the Kashmir issue to question India’s existence as a single geopolitical entity. This has paved the way for Pakistan (which covets Kashmir) and China (for geopolitical reasons) to exploit the Kashmir issue to their liking.

In Jammu and Kashmir: The Blunder and Way Out, Bhim Singh examines the genesis of the issue from the time India was undergoing the travails of Partition and was in complete chaos. The administration was undergoing simultaneous transition and the national leadership was not in full control of the affairs of the country. The leadership in Pakistan was in a far more comfortable situation and chose (or was encouraged) to exploit the chaos in India and the unique political situation that had been created in Kashmir through the machinations of Lord Mountbatten who remained in independent India as its first Governor General. Thus, Pakistan moved its forces to forcibly annex Kashmir; the events that followed are well documented.

To this day, Indians remain dismayed and confused that we could not turn the tide in our favour despite having gained the upper hand in the battlefield. Bhim Singh endeavours to plot this sad episode chronologically in 47 brief chapters (numbered as successive blunders) that detail with documentary evidence the charges he levels against the then leadership of India. As a descendant of the legendary Zorawar Singh who played a sterling role in carving out India’s northern frontier, a politician from the beleaguered State, and a dynamic unconventional thinker, Bhim Singh is well-placed to document the story. His political views have often found him on the wrong side of the establishment in Srinagar and he has been imprisoned an impressive 54 times by the power of the day!

The author mentions a meeting with Lord Mountbatten in 1970 in the UK. He asked the former Viceroy on why he did not do anything to improve the future relationship between India and Britain; the last Viceroy just smiled. When asked how he could justify the two armies (India and Pakistan) of which Lord Mountbatten was the Commander-in-Chief going to war, the latter said that the two armies never fought in 1947! Mountbatten was flabbergasted when Bhim Singh asked how he made a unilateral ceasefire declaration without giving Gen KM Cariappa the 24 hours he had sought to liberate the area.

The ceasefire, Mountbatten would have us believe, was the work of the two Prime Ministers of India and Kashmir; both were Kashmiri (Nehru and Sheikh Abdullah). How could they lose their majority by holding a hostile Punjabi Dogra camp within Kashmir? The last Viceroy did not allow Bhim Singh to speak anymore. He added, “Remember, you being a Dogra shall find more magnetic closeness in Azad Kashmir than in Central Kashmir.” :?: :?: :?:

This last sentence betrays the deep understanding Mountbatten had about the cultural and ethnic diversity of Kashmir, which unfortunately cannot be said about Nehru who was at the helm of affairs in India. This small conversation proves how the 1947 war in Kashmir was micro-managed by the British. The Nehru-Patel rift over Kashmir is well-known, and by now the nation knows whose understanding proved correct. Unfortunately, the Indian intelligentsia has been under the control of the Congress for decades; it has never cared or dared to question the basic premises of the Kashmir issue. Bhim Singh has filled this gap.

In the introduction, the author enlists the major blunders committed by national and regional leaders in Kashmir over the past century which have escaped the scrutiny of historians and analysts: The treaty of Amritsar, 1846, made the Dogras politically subservient to the Kashmiris; the Ordinance on State Subject by Maharaja Hari Singh (1927); the Congress’s alliance with the National Conference in the 1940s; the Instrument of Accession and Lord Mountbatten’s letter to the Maharaja which was illegal after the acceptance of the Instrument of Accession; Nehru’s unsolicited declaration on plebiscite at the Lal Chowk in 1947; the unilateral declaration of ceasefire on January 1, 1948. And so on.

With his vast experience and understanding of the political psychology of the State, the author has also suggested some possible ways out of the maze. One fairly comprehensive idea he has posed to end the deadlock in Kashmir is: “Each region enjoys a unique cultural, social, linguistic and geographical identity. Each identity has to be honoured in accordance with the mandate of the Constitution and aspiration of its people. Each region aspires to grow in freedom, peace and democracy. This unnatural union must come to an end amicably and democratically.”

Singh advocates reorganisation of the State into two separate states of Jammu and Kashmir, with one Governor and one Chief Justice. This can be done by amending Article 370 of the Constitution by a ‘Presidential Order’ without seeking a vote in Parliament. Each Assembly will be vested with powers to legislate on the State and Concurrent List. Hill Councils are already functional in Ladakh and Kargil. Scheduled Tribe status should be granted to the ethnic Pahari population, and reservation given to the Kashmiri Pandits in the legislative Assembly to harmonise the ethnic group in the polity of State.

The Kashmir issue has its origins in the short-sightedness of the Indian leadership and, therefore, the solution will have to be found by us. Bhim Singh has suggested some solutions, which are worthy of serious consideration. The book is a must for everyone who wants to understand the problem.

^^^ I have always seen Bhim Singh as somehwhat of a maverick leader who is prone to making certain outlandish statements. The respect I have for him is from the fact that he is a descendant of my favorite General, Zorawar Singh.

The issue of state subject is a touchy one and I would not comment on my "state subject" due to personal issues.

However there is someone I know who is neither a Kashmiri pandit nor a Muslim but a Hill Punjabi Hindu from POK. He wanted to get his state subject made and had two options, get it done in Jammu or Srinagar (where he was actually domiciled). Jammu seemed the easier choice with some chai paani easing things up. But to his astonishment the people in Jammu were most unsupportive babus he had ever come across. They were mostly KPs or Dogras. He had all his papers and stuff but still. The treatment he got at the Refugee Commissioners office would make Franz Kafka proud if you know what I mean.

Ok then the guy tries the second option and goes down to Srinagar and see if his Muslim brothers would help him out. And to his astonishment again he discovers people are generally more co-operative and ready to help this Kafir in getting a State Subject made. The job is still not done but its an ongoing process.

Moral of the story : Our own people sometimes become our worst enemies. This is what ails India.

Azad Kashmir, Central Kashmir ?
Can't understand it without context.
If there was a thing called "Azad Kashmir" with self-rule, the relationship of Jammu with Kashmir would've been even worse. There is no love lost between the Kashmiri (muslim) and Dogras. Even muslims of Jammu region barely tolerate Kashmiri muslims.
Mounbatten wasn't exactly a friend of India. Anecdote about him explains his duplicity quite well.


I don't know much about the legalities, but delimitation of assembly and parliament seats with appropriate allocations of seats to Jammu and Laddakh should be the first step. Division of state is the more desirable step as it will rest of state get rid of Kashmiri parasites.

Bhim Singh could've been a good leader, but he seems to be a bit of egoistic and short sighted. He could've joined hands with RSS, BJP to help his community get better rights. But he is more interested in personal glory rather than doing something substantial to help Jammu region.

Well you are probably correct but Dogri has a lot common with Punjabi and when you refer to Himachal I guess there are a lot of Dogras in Himachal especially in the Kangra Valley.

I have seen him make this pronouncement in interviews and it has been published in papers as well. But I dont know the exact relationship or bloodline. I imagine you are in a better position to find that out.

I find more commonality between people. culture, food and language of Jammu and Himachal than Punjab. Dogra community is spread till Uttranchal, but there are some differences.

A university in Uttar Pradesh has packed off 67 students from Kashmir to their homes for celebrating Pakistan's victory over India in a cricket match on Sunday, prompting a top official to order an inquiry.

Vice-chancellor of Swami Vivekanand Subharti University (SVSU) Dr Manzoor Ahmad said "he was taken aback by such an unacceptable gesture of a few students".

"We can`t accept such behaviour from any student," he said
.

The trouble began on Sunday night when a group of local and Kashmiri students were watching India-Pakistan cricket match in the hall of the varsity's Madan Dhingra Hostel.

A few Kashmiri students clapped every time an Indian player's wicket fell, and later celebrated the Pakistan win.

"Some students complained that a few students reportedly shouted Pakistan zindabad on way to their rooms," said Ahmad.

He said the authorities initially decided to suspend only those students who had shouted slogans.

"But a three-tier inquiry finally recommended all 67 Kashmiri students residing in Madan Dhingra Hostel be suspended indefinitely because they didn't reveal the names of the handful of wrongdoers actually involved in creating trouble," Ahmad said
.

The VC said, "We were expecting the students to apologise. But when that did not happen, we had to suspend them all of them."

He rejected reports that local students had clashed with Kashmiri students or shouted slogans. The authorities had reported the matter to the police after realising anger was brewing among the local students living in other hostels, which could escalate the tensions.

"These students were dropped at Ghaziabad and Delhi railway stations under police security cover," said senior superintendent of police Omkar Singh
.

More than 200 girls and boys from different parts of Jammu and Kashmir are pursuing various courses in the university.
I wonder why religion of these Kashmiris is not mentioned.

I nominate Dr Manzoor Ahmad to be head of UGC or if possible next Minister for Education.

He could clean up the campuses which are hotbed of idiots.

Meerut Police registered a case of sedition against the students under Section 124 (a) of the Indian Penal Code. The case appeared to have been registered based on a complaint from the university -- the v-c of the varsity also met a BJP delegation of leaders demanding action against the "anti-national" students.

^ Agree with Chetak ji.
Mind Games are never won with strong arm tactics. KM's are known to celebrate Paki victories in Kashmir. What we are seeing is the manifestation of same disease when KM students go an study in Universities outside Kashmir valley.
I believe the state should be more into soft psy-ops to convert these young students who are out of this direct influence of Kashmiri Muslim separatist to being Indian from heart.
Filing FIR's and Charges never helps and unnecessarily alienates population.

Most papers didn't publish the fact that these morons started a mini-riot and damaged college property while "celebrating" after the match. Although I don't support sedition charges, these jokers shouldn't be let off lightly and an example should be made of them. Rest of India is not 99.9999% secular where such stupidity should be tolerated. Indian government is paying for education of these pigs, it's time they show some gratitude.

They started celebrating with fire crackers and shouting Paki Slogans so locals students acted naturally by wasting and reducing the life span of their shoes and sticks on these yahoos.

and mind u , these kashmiris students were not beaten ..inspite of their grave provocation. KP's houses where routinely stoned in the valley in the past when India won !! indian secularism zindabad....
