Annadale needed for calamity relief operations: Army
SHIMLA: The Indian Army in its war against the Himachal Pradesh government to retain control over Annandale ground has reasoned that the place is needed for conducting humanitarian operations in the event of a calamity for the benefit of the entire population of the region.

The ground was on lease with the Army, which expired 30 years ago, but the state government never bothered to reclaim it. Recently Himachal Pradesh Cricket Association (HPCA) floated the idea of building a cricket stadium and since then public support for civilian control of the ground has been increasing. Over the years, the Army has developed a golf course and a club at Annadale which is being used by Army officers and senior IAS and IPS officers of the state as well. But now when demand for reclaiming the ground has gained momentum, Army authorities suddenly have come up with the logic that Annadale, with its open space, offers an ideal location for setting up medical relief facilities, facilities for receipt and dispatch of casualties and forward surgical facilities.
Army in a statement claimed that lease deed between representatives of governor of Punjab and the President of Union of India was executed in 1958, with retrospective effect from 1955 and the deed was renewed between representatives of Himachal Pradesh government and the President up to March 1982. No renewal of deed was done after 1982 but Himachal government continued to accept lease rent up to 2002, it added.

Annadale has generated lot of curiosity ever since HPCA has offered to invest Rs 100 crore to convert the ground into a multi-sports stadium. HPCA has already rejected the Army's claim that the ground can't be vacated for strategic reasons as there is no other such ground available for use during emergencies.
Annadale has been with the Army since World War II, a fact amply evident from the memorabilia housed in the Army Heritage Museum located adjacent to the ground, said a statement issued by the Army. Any worthwhile humanitarian and disaster relief operation for Shimla can only be launched from Annadale. For this very reason, the Army and the state conduct a disaster relief exercise every few months in which various agencies get involved and mock drills are carried out, it added

Iteresting bit is there that MGO sends proposal directly to MOD. COAS is not in the picture. VKScalled for the file and asked for Global tender in DAC. He inadvertantly stepped into the 'Gravy Train' which got delayed and might get eventually derailed.

Last order was in 2010 before VKS took over.
I wonder if any Tatra vehicles were bought under Antony? More so after he received Azad's letter?

GNA wrote to RM on October 5, 2009 whereas TATRA orders were placed in 2010 for 788 TATRA Vehicles.
Purchase proposals are sent to MOD by MGO hence if DK was not in the loop MOD was certainly in after GNA letter. It is very difficult to defend AKA actions or Non Actions.

BEML, Sipox planned to test African markets
NEWDELHI: The CBI, probing the Tatra truck deal, has found material pertaining to BEML’s contracts with Tatra Sipox UK. The relations between BEML and the people who ran Tatra Sipox UK were deepening to such an extent that the two were planning to explore the African market jointly. Not to mention the proposal to buy out the UK wing, by BEML — no doubt an arrangement that would have benefited all concerned.

The other key player in the deal is, of course Ravi Rishi, who is currently being interrogated by the CBI and the ED. The London-based millionaire NRI’s Vectra Ltd was projected as the umbrella company, with majority shareholdings in Tatra Czech, Tatra Slovakia and Tatra Sipox UK.

Vladimir Bystrov, spokesperson of the original Tatra Czech company, has disputed the contention, saying, “Vectra is a minority shareholder in the Tatra holdings. Mr Rishi will surely have to do some explaining when the Indian investigative agencies interrogate him.’’

The crux of the deal is simple. The mother company, going through financial stress in the late 1990s, agreed to sell Rishi CKDs at a cost cheaper than the manufacturing cost. Rishi’s UK-based Tatra Sipox resold it to BEML at a neat profit. The PSU in turn sold it to the Indian Army at a further profit of `20 lakh per truck. The army was paying for all the mark-ups that went into private hands.

From small 4x4 variants costing Rs 40 lakh to heavy 12x12 ones worth Rs 1 crore, the BEML-assembled Tatra trucks are the backbone of the Indian army transport system. Even heavy-duty missiles, like Brahmos and Akash, are supposed to be launched from them. It’s not as if the army lacked options; it could have bought trucks through the multi-vendor system from other manufacturers like Ashok Leyland and Tata Trucks, at a much lesser cost — Rs 16 lakh per truck. This is where Natarajan figures again.

Till the time army chief V K Singh refused buy the Tatra trucks — even cancelling the order of 490 trucks for which BEML’s said to have already purchased the CKDs — Natarajan and BEML managed to coax the Defence Ministry procurement wing to let it remain the single vendor. In 2003, during Natarajan’s tenure, for reasons best known to it, it also decided to change the currency of procurement from US dollars to Euro, at a time of great currency fluctuation.

Though many of Natarajan’s statements have been contradicted by the original Czech Tatra company spokesperson, alleged wrongdoings are not all from his tenure.

Interesting article in the current `Outlook'. Apparently, there could be 2 Army Chief's on 31st May, if VKS does not step down.
MoD is yet to follow the SC order and determine his DoB. His retirement warning letter (RWL) has not been issued.

Retirement proceedings are set into motion only after an RWL has been issued, usually about eight months before the date of superannuation. In the absence of a “legal order” from the government, the Military Secretary’s branch in the army headquarters has not issued this RWL yet.
8 months earlier RWL(retirement warning letter) should have been set in motion.
However, instead of acting on the RTI, the deputy secretary in the MoD has allowed the 30-day mandatory period for replying to RTI queries to elapse, without volunteering information on these questions

Gopalaswami, a senior journalist and three general officers before the Supreme Court last week is seeking the quashing of Lt Gen Bikram Singh’s appointment “to protect the institutional integrity of the armed forces”
According to the PIL, the plot to limit V.K. Singh’s tenure to two years to enable Lt Gen Bikram Singh to succeed him had been codenamed Op Moses. It first came into operation when J.J. Singh initiated the “look down policy” to see how officers above brigadier level could be positioned as the COAS in the years to come. Thus four to five competent officers at the brigadier and general officer level were eliminated from the race by either overlooking or delaying their promotions to clear the path for Lt Gen Singh. Significantly, the petitioners have pointed out that defence minister Antony has repeatedly maintained that though he sympathised with V.K. Singh, “his hands are tied” as the pre-determined line of succession has to be maintained at all cost. His constant reference to orders from above remains baffling. J.J. Singh, despite being the architect of the line of succession, was governor of Arunachal Pradesh (appointed three months after he retired) and with no direct authority over the defence minister.

what was the haste in announcing the successor to VKS, is it to pre-empt VKS into forced resignation by the criminals.
Will BKS in case he succeeds be a lameduck COAS with his authority significantly whittled due to the unsavoury controversy or will he steps down(god bless him). Likely he will wait on the sidelines watching the developments.

Wonder what will be the cumulative effect of all these.

AKA reputation is already in tatters. He does have good rapport with VKS.
will he rise above his "normal" self and spill the beans for the good of the country and IA.

“Will Minister Antony resign?” More than any other, this is the one question that I have been asked by Americans in recent weeks about the defence minister who has been in the news for the better part of this year. Most of the people asking this question have some connection with the military-industrial complex in the United States of America or the country’s defence and strategic community.
The reality, howsoever unpalatable, is that few defence ministers can survive after incurring the personal displeasure of an American defence secretary, unless they are defence ministers in Russia and China or in countries like Iran or North Korea, which are in various stages of confrontation with the US.
Antony made it clear to his cabinet colleagues,(moles everywhere) who were persuaded by the secretary of state, Hillary Clinton, to plead the case of the Pentagon’s civilian head, that if Gates arrived with Clinton he would go to the remotest location in Kerala where even his mobile phone had no signal for the duration of the American’s stay in New Delhi. Kerala was then in the middle of its state assembly election campaign, which gave Antony enough of an excuse to be in his home state.

After an unstated policy of having no ministerial exchanges in defence for 50 years — except on a solitary occasion, that too botched — US defence secretaries have lately taken exceptional interest in their Indian counterparts and senior Indian ministers in the last decade. The most famous of such exchanges was when Donald Rumsfeld, who was predecessor to Gates, called on the deputy prime minister, L.K. Advani, at his hotel on a Sunday in a well publicized effort to highlight a new chemistry in their ties.
The Pentagon is not alone in being disgruntled by Antony’s ways. He has consistently refused to visit Israel, which interchangeably shares the first or second spots with Russia among the sources of arms imports for India.

As if to add injury to insult, last month the defence ministry blacklisted Israel Military Industries for 10 years for allegedly paying bribes to secure contracts in India. IMI is not just another arms-seller. It is owned by the government in Tel Aviv, a leading weapons manufacturer for Israel’s defence forces.
. Additionally, the ban by Antony’s ministry has cast a shadow over plans by the Netanyahu government to privatize IMI. There are now question marks about the timing of the privatization: if the world’s number one arms buyer — India — has found IMI unsuitable to do business with, it could have ramifications for investors seeking to buy into the company.

The Americans and the Israelis are not alone in being at the receiving end of Antony’s efforts in full throttle to do what he can to curb corruption in defence purchases and create a level playing field. Singapore is a country with which India enjoys a relationship that is totally free of trouble. That has not, however, prevented Antony from banning Singapore Technologies Kinetics from future contracts for a decade.

This land systems and specialty vehicles company has launched an all out bid to clear its name, including recourse to the Supreme Court. It has also threatened to seek international arbitration, creating an irritant in bilateral relations.
Russian defence suppliers who have had a free run of New Delhi’s procurement process for many decades have similarly been slapped with punitive sanctions as part of Antony’s anti-graft drive. The defence minister has further angered Swiss, South African and many more arms manufacturers, lining up a formidable array of forces, all of which would be glad to see him move out of his present job.
Typically, nobody is criticizing Antony for cracking down on corruption. Instead, the strategy of those who want him out of the way is to attack Antony for slowing down the modernization of the armed forces by creating bottlenecks in arms purchases, and for creating a trust deficit between the civilian and uniformed segments of the defence establishment. All in all, the effort is to show up the defence minister as a man incapable of running an enterprise as vast and complex as the one for which he is tasked with providing leadership.

The age controversy about General V.K. Singh, the army chief, was the best thing that Antony’s detractors could have hoped for. Unfortunately for the defence minister, both propriety and constitutionality demand that he cannot truthfully tell his side of the story.

The answer is below---
Even though Antony believes that General Singh made a mistake about his date of birth, an episode from his own past prevents Antony from doing anything about it except to follow the letter of the law. Antony was chief minister of Kerala when a similar controversy dogged the state government.

Raman Srivastava, an Indian Police Service officer of the Kerala cadre who became director-general of the state police and later headed the Border Security Force, was at the centre of this controversy. A mere five months separate him and his brother, Vikram Srivastava, an IPS officer of the Uttar Pradesh cadre, who became director-general of the Central Reserve Police Force: a biological impossibility since both the brothers were born of the same mother.(AKA could have acted better here- pretty silly IMO)

As chief minister, Antony did not allow the Kerala cadre officer to change his date of birth. There is no way he would have acted any differently with General Singh. What is more, it is Antony’s estimate that there are at least 3,000 such cases of incorrect birthdays in government service records. That is a Pandora’s Box, which is best left shut.
Unless AKA can help in implementing some rules change so that the best among the IA can become COAS he has allowed the future to be undermined again. tomorrow god forbid similar things happen then pandora's box will surely be opened. better do it now and streamline the situation.

The way we kowtow to Washington makes them kick us if we take strategic decisions which do not oblige us to be US lackeys and depend on them as in say Tara pore .One reason is that no one dares tell the truth and we keep silent when Hilary or other US officials make statements on our behalf , parroted US pensioners in India , Fulbright scholars and by the likes of head of FP advisory group , headed by former Indian diplomats to Washington , with many Indians being taken care of by jaunts to USA even by ISI financed Fai .So the US ambassador resigned and left India and likes of Burns lambasted us for opting for French Rafale and not US jetfighters.
Also what would have happened if India had opted for F-35 , astronomical rising costs .US Military-Industry complex is a major tool of exploitation by financiers and bankers .Hundreds of billions have been spent in Star wars programme which was used to browbeat naïve Gorbachev to surrender , without yet any real successful shot at bringing down missiles .It is still being used to frighten Russia and Iran , but Putin and Tehran know better .At the end is a piece on F-35 are escalating prices

I think there's a crucial difference here....
As far as I know, and this is reinforced by the OUTLOOK article, both the AG and the MS Branch records show the DoB of VKS as 1951.
It's the MoD that needs to change the DoB to 1950 for the retirement order to be issued.
The MoD has to issue a legal order... Which at present they can't do. Hype in the media post 10 Feb is one thing, the reality on the ground is quite another. The pigeons are coming in to roost now.
The PIL also clearly says the same thing.
If MMS had been a station master and not the PM, he'd have got the sack! He's cleared the incoming train while the line is fully loaded!

IMHO, something good can still come out of this whole episode, if it forces SG to do a cabinet reshuffle in the following way:

1. Bump MMS up by nominating him as UPA candidate for President. He can do little harm in that position.

2. Bump AKA up to the PM position. He will not toe the US line to accommodate Pakistan as MMS does.

3. Move Capt. Amarinder Singh in as the new Defense Minister. He, being ex-Army, should move modernization forward. He is rich enough, so hopefully he will not be corrupted by the arms suppliers.

Just my wish list. :)

Ah yes St. Antony has done such a magnificent job as DM that he deserves the highest job in the country. Oops, almost forgot that job belongs to an unelected high school graduate former waitress. That's the beauty of the parliamentary form of govt.

Kunal,I enjoyed that! You have promoted my "SI" to "SM".Will we now see the repetition of history when India sent to Mexico two hockey captains? We will be the laughing stock of the entire world if babudom is too frightened to take any action on Gen.VKS's retirement ,AKA paralysed for want of legal guidance and "SM" watching and waving his green flag to disaster! Will one of the two good generals be made "General without Army",like "Ministers without portfolios"?

just returned from a trip of AP.... Bomdila, Tawang, Bum La....

a) roads in terrible shape.... work progressing at snails pace. tribals sitting by roadside breaking rocks by hand to make rodi for the road !!! not much mechanisation of road building.. when will we learn !
b) met GOC 5 Div ( Balls of Fire Div) at Tenga...went to ops room..interesting ! told us that things have been improving since last 2 years...
c) stopped at Jaswant Garh to pay homage to Jaswant Singh (1962 war hero) and at tawang ( Sub Joginder Singh).

d) finished reading "Himalayan Blunder" by John Dalvi and it looks what was relevant in 1962 is still relevant in 2012..politicisation of Army, screwups by MOD, a weak and ineffectual RM , a PM who is sleeping on the job with no idea of national security, no infrastructure in NE and Ladhak, and the fond hope that there will be no war with china and treating chinese with kid gloves !!

e) just a query - does India still hold Rezang La ( the actual battlefield)..and whom to contact to visit Rezang La? which military unit;s AOR is Rezang la

Someone called Jyoti Malhotra has written this bs as the Op Edit in the Hindu. One would think we learnt our lessons after Tashkant in 1965.
In return, the Prime Minister could be emboldened to go where no Indian Prime Minister has been, certainly since 1989. At the time, Prime Ministers Rajiv Gandhi and Benazir Bhutto had agreed to end the particularly muscular drama re-enacted by Indian soldiers on the heights in the Siachen glacier, while Pakistani troops performed mirror-image movements down below.

The Siachen story is so emblematic of all that is wrong in the India-Pakistan relationship because more soldiers die from frostbite every year than bullet wounds. Rajiv Gandhi and Benazir Bhutto had agreed that Indian troops would leave Siachen and Pakistan soldiers would not reoccupy the heights — the primordial Indian Army nightmare — as have several governments in the years since. But for one reason or another, especially after Pakistan's Kargil misadventure in 1999, the Indian Army has succeeded in sabotaging the very thought from reaching its logical conclusion in the Indian political establishment.

Surely, a signature on the Siachen issue by an Indian Prime Minister in Pakistan could be the ultimate reiteration of India's political and civilian supremacy over its military establishment.

The point here is that it is not up to the Army to tell India's elected leaders where and how and under what circumstances it will fight. That decision must surely rest with the civilian leadership, in this case Dr. Singh.
I think its time people realized that Siachen has less to do with Pakistan and more to do with the Sino-Pak equation in the Northern Areas. Most are not aware of the fact that the Northern tip links up with the Shasgam Valley (ceded to China in 1963) while the eastern flank borders the Aksai Chin, again in Chinese hands.

A couple of months back, I was asked to contribute an article on Siachen in support of the Peace Park concept. Ideally, I'd love to see not just Siachen but the entire Himalayan region be declared a Zone of Peace! When I pointed out that China was also a party if the Peace Park concept was to have any legs, everyone looked at me with horror! Its difficult enough with India and Pakistan, please don't complicate it by bringing China into the equation, I was told!

The PIL basically has been filed to protect the Institutional Integrity of the Armed Forces, and in my opinion, also of the PMO and the MoD. National Security is not just some cliched term that needs to be bandied about, but something that needs serious debate. If we don't wake up now and set our house in order, we never will. VKS has had the guts to stand up and hold a mirror for all of us.

While everyone is entitled to their opinion, this uninformed posturing as in the Hindu Op Edit must be condemed. Civil-Military equations have evolved in a lop sidded manner since Independence, and if a course correction is required, where is the problem? Instead we are drowned out in a cacophony of voices protecting their own turfs and political spokepersons who just want to shout everyone else down!

We don't wake up now, even the good lord above will not be able to help us.

totally agree with kunal.... Is there contingency planning if chinkis walk into siachen tom !! we cant kick chinkis out on flat ground, god knows what will we do on those heights. And, whole of J&K is india territory btw..including siachen, NA, POK.... have we forgotten this.
what a bunch of idiots run this country.

Manjgu, Rezangla is very much in our territory. The Chinese today hold the mouth of the Spangur Gap which is on the eastern flank of the old Chushul airfield.
BTW, I've got hold of a Chinese film which documents the fighting from NEFA to Ladakh. Its got English subtitles. To put it mildly, it's interesting.

Is it not against the law (ie the Constitution) to suggest giving up the land which is part of the country as per Schedule I?

Alternately, would a PIL to seek order Govt action to reclaim territory as mentioned in Schedule I of the constitution, but under foreign occupation, be maintainable?

Are the ambiguities of Article 370 so wide sweeping that such action is not possible?

For me the best reaction to askance of people wanting India to demilitarise Siachen would be to clamour for Govt action to reclaim territory presently under foreign occupation. This may sound childish but it is a genuine feeling. JMT.

The battle over the Annandale ground between the Army authorities and the state government today took a turn for the worse as Chief Minister PK Dhumal threatened to initiate legal action against the Army authorities in case they did not tender an apology for making a defamatory and malicious statement against him.

Reacting sharply to the Army insinuations that the state government and the Chief Minister were acting under the influence of the forest mafia to get the Annandale ground back from the Army, Dhumal said in case an unconditional apology was not tendered by the Army, he would file a defamation case. There were sharp reactions to the Army claims even from local legislator Suresh Bhardwaj and other organisations, including the “Citizens for Annandale”.

It is for the first time that such a strong reaction has come from the Army ever since the Chief Minister, his son Anurag Thakur, MP and president of the HP Cricket Association, BJP leaders and other sports organisations intensified the demand for handing back the Annandale grond so that it could be used for promoting sports.

“The Army authorities want to continue with the illegal occupation of the Annandale ground by giving a political tinge to the ‘Save-Annandale campaign’, launched by citizens of the town and 14 sports organisations. It wants to malign the image of the state and also that of the Chief Minister,” Dhumal said.

He reminded that the Army had agreed to return the Annandale ground to the Himachal Government when George Fernandes was the Defence Minister, and the Army was assured that it would be provided with an additional piece of land, which it had seen and rejected.

He said the Annandale ground was under the illegal occupation of the Army as the lease had expired 30 years ago and the new twist being given by the Army that the state government was keen on increasing the forest cover by taking over Annandale was rather astonishing. “The fact is that the Army wants to continue with its illegal occupation of the Annandale ground under the grab of preserving the forest cover whereas the fact is that Himachal has registered a huge increase in the forest cover during recent years,” he said.

The issue of the Annandale ground has become a hot topic recently with both the Congress and the CPM accusing the BJP regime of acting at the behest of the land mafia to protect their interests. They had opposed the handing over of the Annandale ground back to the state government for making a stadium.

Bone of Contention

n The Annandale ground is currently under the possession of the Army despite the lease having expired in 1982

n President of the HP Cricket Association Anurag Thakur has been demanding that the ground be returned so that a stadium can be built for cricket and other sports

n The Congress and the CPM have accused the BJP regime of shielding the land mafia and seeking the return of the ground to protect their interests

n The state government has raised the issue with the Defence Ministry on several

n The Army maintains that the ground is strategically important as it can be used for operations in time of need

Wow kakkaji boss, we are certainly in a race to the bottom here. I understand you logic but I fear no real decisions are made without the Shroud of Turin's approval. It's OT so I won't post again here on this topic but Indians seem to have a penchant for shooting themselves in the foot. The parliamentary system is IMHO a horrible form of democracy as the people don't vote for a chief minister or PM they vote for a party. So their leader is chosen in a smoke filled room several thousand miles away. In addition India has the useless office of the President. This person not only does nothing productive but can actually cause mischief by using personal bias in selecting which party will be given first chance to form a gov't. as was done recently when the Shroud lied about how many MPs would vote for the Kangress.

As an aside I have many educated American friends who laugh out loud at the current Indian President--- calling her a frail, weak looking midget. Does this person who is obviously a figurehead project the strength and confidence that a figurehead should. What kind of joke is it to say the indian president is the commander in chief? Does she hold the key to India's nukes? About the only thing she is good for is flying to 200 different foreign get togethers and wasting tax payers money. BTW many of her trips to South America were to empty halls as people didn't want to waste time on a figure heads who talks to ghosts( by her own admission). Cheers.

tejas Americans probably think things about Indians that they would not tell you. The President IS a figurehead - a rubber stamp in fact. The post is for a toothless person and is utilized as a political game of "giving respect" to women and minorities. I am sure that was taught to you when they taught you about the Indian government in school.

A macho Bush or Reagan would not fit into that position. It's like having a hamster by the name "George W Bush" and then laughing and saying "Why give the name to a Hamster who is so weak and frail?". Indicates a mind that is not fully literate. The President of India does not actually have to do any fighting. But that is true of US presidents as well, macho as they look. But its interesting that Americans want macho looking Presidents. Explains the strong but brainless behavior on the international stage.

Govt acts on General VK Singh's complaint, fast-tracks acquisition of weapons
It was also decided that another empowered committee would be set up on the lines of the one for the Siachen Glacier, under the Army vice-chief, to speed up acquisition of specialized equipment for the 10 battalions of Special Forces tasked for clandestine warfare deep behind enemy lines.
Acquisitions:

1. 4th regiment of BrahMos supersonic cruise missiles for Rs 4,100 crore.
2. Two regiments of Pinaka multi-barrel rocket launchers for Rs 2,136 crore.
3. 10,000 Konkurs-M anti-tank guided missiles for Rs 1,223 crore from Russia.
4. 10,000 3UBK-Invar missiles for T-90S tanks for Rs 1,386 crore from Russia.
5. 15,000 3UBK-Invar missiles for T-90S tanks for Rs 2,079 crore from Bharat Dynamics.
6. 66,000 "armour-piercing fin-stabilized discarding sabot'' tank shells for Rs 1,386 crore.
7. Two troops of Heron UAVs (unmanned aerial vehicles) for Rs 1,200 crore from Israel.
8. 145 M-777 ultra-light howitzers for $ 647 million from US.
