If H1B becomes easy for Indian students getting advanced degrees in US or elsewhere, then American companies will hire them more readily, and pay more, thus raising their market value. It is depressing to see ppl viewing everything as anti-India when this may be a loooong-sought step that will help Indians who work hard on merit, not the sh1ts who Go Phoren on their poppas' ill-gotten bribe money.
+1. Exactly. The $60K salary minimum was last set in 1989 and the Lofgren proposal (as an example) was to raise it to $130K. Executive Assistant in NYC make more than $60K. The new floor will ensure that qualified people (especially Indians) are not exploited by outsourcers who 'skim' their salaries.

^^^All that is good in principle.

The problem is that the DT hasn't signed any legislation regarding H-1B reform, although the executive branch has a lot of flexibility on enforcing immigration law, and any "hire American" will be enforced on an ad-hoc basis which is subject to bias/interpretation of the individual or agency implementing it. It is entirely unclear how the Depts of State, Homeland Security, Justice, and Labor will implement this executive order because they've not received any guidelines. The whole thing reeks of amateurism. There are several bills in congress to reform H-1B and legal immigration. The DT administration has been twiddling their thumbs and could not take even one of those bills (many from their own party) to modify them and agree to sign any one of them. Why? Because the lobbyists still have influence on individuals in congress and the executive branch. In particular, Trump himself has used H2-B to get cheap workers for properties he owns saying Americans are not available to do housekeeping and landscaping - or at least not for minimal wages.

What will happen is that those who get graduate degrees and go for OPT and others such as J-1, L-1A,B, H-1/L-1 spouse will be harassed and intimidated, and salaries will continue to stay low because it ultimately benefits US corporations. A government for corporations, by corporations and of corporations.

A some what decent standard of education is maintained up till the top 100 US Univs. Let us assume top 200 univs are good. The good ones who don't want to dilute their standards take 20-30 may be 50 foreign students every every in computer science. If the criteria that H1s will not be given to just any software engineer but only highy skilled real computer science grads (and no mechanical, electrical, civil or other engineering graduates), that is 200 x 50 = 10000 H1s for the software industry. Even if we double it we are probably looking at most 20000 US educated H1bs for the software industry. Let us add another 20000 from around the world who are not US educated but get H1b because they are highly skilled. So probably we are looking at most 40000 H1bs/year if the guidelines are strictly followed. 40K was probably the tech quota out of 65k H1s before the 20k american educated addition. So its back to what was a few years ago but that did not stop the tech slump entirely after the housing bubble.

If the industry cannot make do with 40K, there is tremendous scope for out sourcing to India.

US universities graduate only 120k software engineers per year. In a good year, that is the number of engineers India's top 5 hire.

It is fine to say 'we want review and stop abuse in H1b'..

but what are the policies in black and white about this and what is going to get passed and what will be the new visa regime and how will market and Indian companies and workers adjust to it etc??

that stuff is not clear.

Cosmo ji, what is the job description of an executive assistant? Assistant to which executive? How many of this jobs are there in NY? My WAG is that there are lot more SW engineer jobs than those jobs you talk of. The average age of those executive assistants would be atleast 1.5 times that of SW engineers. So it macintoshes vs. Nagpur santra.

Aborted colour revolution
Both Hillary Clinton and her successor as US secretary of state, John Kerry, believed that corrupt politicians were holding back the potential of Bangladesh and favoured the idea that social entrepreneur and micro-credit pioneer, Muhammad Yunus, could deliver the country to better times.

That they extended their support to Yunus, who has toyed with the idea of entering politics since 2006, is a matter of record. It is also well known that a number of world leaders such as Mary Robinson, former Irish President and later UN High Commissioner for Human Rights, openly supported Yunus as the man to "rescue" Bangladesh from the likes of Hasina and her political rival, Begum Khaleda Zia.

In March 2011, human chains were formed in many places in Bangladesh to support Yunus, whom Hasina's government had removed from the post of managing director of Grameen Bank, the leading micro-finance institution he founded.

It appeared that these human chains would be the fountainheads of a colour revolution to overthrow Hasina, as in many countries where elected leaders were ousted by "popular" movements orchestrated from abroad.

As the political temperature rose in Bangladesh on the Yunus issue, Mukherjee, who was then finance minister in the UPA government, one day got a phone call from Clinton who, as Barack Obama's secretary of state, was taking a degree of interest in South Asia that was unprecedented by the standards of most of her predecessors.

According to multiple sources from both the Indian and American sides, Clinton made an impassioned plea that India should support Yunus in his bid to frustrate Hasina and her efforts to prise Grameen Bank away from its founder.

Clinton may have been encouraged to make such a diplomatically risky phone call to Mukherjee because the two leaders had built a good rapport over many years of engagement in various capacities, including the period of negotiations on the Indo-US nuclear deal. Mukherjee was then external affairs minister and Clinton was the Senator from New York and a founding member of the Senate India Caucus.

One source said Clinton had gone so far as to suggest that Hasina would be an unreliable partner for India in the long run, and that New Delhi should distance itself from the Prime Minister and throw its weight behind Yunus as the potential head of a national or technocrat government.

Mukherjee would hear none of it and asserted his faith and complete confidence in Hasina.

The Prime Minister had reliable eyes and ears in the US, probably through her son Sajeeb Ahmed Wazed's networking in Washington. Soon enough, it was Hasina's turn to phone Mukherjee.

Again, according to multiple sources, Mukherjee assured Hasina that India would stand by her legally elected government and that she had nothing to fear.

As it happened, any US and western effort to stir up a colour revolution and regime change in Dhaka fizzled out. Shortly afterwards, the judiciary in Bangladesh confirmed the ouster of Yunus from his micro-finance bank. But it is an episode that Hasina will not forget as she bids goodbye to the President this weekend.

Look up Glass door or any of the staffing agencies. A secretary (now known as a EA) to a Group or Division Head will earn between $60-90K plus benefits). Age is not the issue—they have a BA from a no name college. Its Big Apple to little oranges.

H-1B visas: India talks tough, signals it may hit back over US curbs
New Delhi: India has signalled it could respond against the US move to restrict H-1B visas by capping the royalty payout by American companies in India to their parent firms.

Not only does the veiled threat signal a toughening of India’s stance, the move, if implemented, risks escalating into a full-blown trade war that could harm the otherwise warm relationship between the two countries.

“It is not just that Indian companies are in the US, several big US companies are in India too,” trade minister Nirmala Sitharaman told reporters on the sidelines of an event in New Delhi. “They are earning their margins, they are earning their profits, which go to the US economy. It is a situation which is not where only the Indian companies have to face the US executive order. There are many US companies in India which are doing business for some years now. If this debate has to be expanded, it has to be expanded to include all these aspects. We shall ensure that all these factors are kept in mind.”

The trade minister, however, declined to be drawn into a confrontational stance, saying India still preferred a constructive dialogue.

Sitharaman’s remarks came two days after US President Donald Trump ordered a review of the H-1B visa regime for bringing skilled foreign workers into the US, a move that could undermine technology and outsourcing firms.

When asked whether there is a case for India to drag countries such as the US, Australia and New Zealand to the World Trade Organization (WTO) for raising barriers to the free movement of professionals, Sitharaman said: “At this stage I can only say that we will ensure that we engage with them constructively. At the same time, I have no hesitation (in) saying that India will ensure that it shall not accept unfair treatment.”

At the event, Sitharaman said countries like the US had provided a commitment to the WTO on the number of work visas they would provide, and India can question them if they didn’t live up to the commitment.

“The services debate is really very skewed and their treatment of India is at their whims and fancies. The finance minister and the prime minister will be taking up these issues (at appropriate forums),” she said.

At a separate briefing, Indian foreign ministry spokesman Gopal Baglay struck a similar note. “There is a mutuality of interest involved between India and the US. There are Indian workers, Indian companies in the US. There are also US companies in India... in the IT sector in India. I can assure you that the implication of the changes that will come in the visa regime will be part of our conversations.”

A surge in royalty outflow has prompted the government to set up an inter-ministerial group, PTI reported on Tuesday.

Royalty is paid to a foreign collaborator for transfer of technology, use of brand names or trademarks. To be sure, previously too, the government has threatened to restrict royalty payouts.

Before 2009, companies could remit royalty involving foreign technology transfer to the tune of 5% on domestic sales and 8% on exports. The royalty was capped at 1% of domestic sales and 2% of exports in cases where no technology transfer was involved, such as on account of brand value. These limits were abolished in December 2009.

Lobby groups US-India Business Council and the Confederation of Indian Industry declined to comment on the issue.

Arun Jaitley Raises H-1B Visa Issue With US Commerce Secretary Wilbur Ross, Told No Decision Yet
WASHINGTON: Union Finance Minister Arun Jaitley “strongly raised” the key H-1B visa issue in his meeting with US Commerce Secretary Wilbur Ross in Washington DC today after US President Donald Trump, earlier this week, signed an executive order ordering a review of the policy by the departments of State, Justice, Labor and Homeland Security.

Officials said that Mr Jaitley highlighted the crucial role played by skilled Indian professionals and companies in the economic growth of the two countries. Mr Ross is believed to have said that the Donald Trump Administration has only started reviewing the visa process and no official decision has been taken on it, sources told news agency PTI. The US Commerce Secretary also said that the Trump Administration intends to have a merit-based immigration policy that gives preferences to highly-skilled professionals. (Apparently they want to introduce points based Immigration system just like Canada, Australia etc.)

This points-based immigration can't be all it's made out to be, considering how many Pakis infest Canadastan and Kangaroostan. Is it really Skills-Based Immigration in those places? Or utter confusion and corruption? Australia may give preference to criminals, understandably, which may explain the Pakis.

it will not change the picture much because degrees are just evaluated as a point, with no way to differentiate if a degree from IITM is the same a degree for IITP - international instt of terrorism in peshawar . both get X points. you know the kind of edu qualification evaluations/translations that are done by outsourced gora cos to normalize and present it to the immigration depts in various places... also degrees are not a full characterization of a persons skills - people from 'lesser' places may be really good and 'great schools' be really bad.

it wont be any differrent from what is now.

only way is to let the market decide. sort based on the salary offer on H1b and give in top down order. the market very well knows IITM != IITP :)
and the market will do price discovery too, paying what is needed to get them over the bar and no more. if they find americans willing to work for less than this bar then surely it will be less hassle to hire american, unless motives like filing the GC and getting a lockin for 10 yrs is part of the grand plan

Western and Islamic nations have always had a tacit understanding - oil, strategic interests, etc. Indians are too politically naive to see that. They think everything is done by the book. It isn't. Rules are for the politically naive only (read Indians).

Logistics pact with U.S. ‘almost done’

LEMOA gives mutual access to designated military facilities for refuelling and enables joint exercises

In just about two days, India is expected to notify the operationalising of the Logistics Exchange Memorandum of Agreement (LEMOA) with the U.S.

“It is almost done; it should be issued in a day or two,” a defence official familiar with the matter said here on Thursday.

India and the U.S. concluded the logistics agreement, the first of the three foundational agreements between the two nations, last August.

Delayed work

However, its implementation has been delayed, as India was unable to streamline administrative procedures to enable its operationalisation.

LEMOA gives access to both countries to designated military facilities on either side for refuelling and replenishment in primarily four areas — port calls, joint exercises, training and humanitarian assistance and disaster relief.

The other foundational agreements are the Communications Compatibility and Security Agreement (COMCASA) and the Basic Exchange and Cooperation Agreement for Geospatial Information and Services Cooperation (BECA).

The notification includes designating the points of contact for the U.S. military to work with and setting up a common account for payments. The U.S., which has similar agreements with several countries, has already notified the details.

Ratification the next step

After the notification, the U.S. is expected to formally ratify the agreement which will then operationalise the pact, the official stated.

Several U.S. officials had stated in the past that the agreements were required for taking forward high-technology cooperation forward.

Meanwhile, discussions are under way on the next one — the COMSCA — as the BECA is considered the trickiest of the three with India expressing serious reservations about the clauses as well as the need for it.

there are two types of EA's
1. extremely skilled secretaries who can manage large parts of the manager's agenda and logistics - good ones tend to be older (i.e. more experienced)
2. smart, younger analytical types who process information and numbers for the manager and are being groomed for future promotion (maybe graduate with 3-4 years experience or a fresh MBA)

what doesn't help is that many secretaries call themselves EA's

Some places where an EA is paid well is when they do a good job and are good looking too. Helps the company by keeping clients happy with eye candy. Both parties are aware of this unspoken rule and so some EAs can get paid nearly $100K/yr in some firms.

Next Wednesday on 4/26 is Administrative Assistant or for many Executive Assistant day in the US. We will take the secretary out for lunch and get her a bocquet of flowers and a gift within $100. She is well kept, but now in her late 50s and relaizes her worth is declining, so lately has been talking about retiring.

In the process first Afghanistan was destroyed in the name of eliminating Al-Qaida, created by US earlier against USSR and later Iraq trampled in a manner in the name of destruction of weapons of Mass destruction.Trump administrations India tilt is likely to embolden India, and, as I always have been saying that it a situation fraught with extreme dangers for Pakistan. Especially our house is in disarray and country may be pushed to war like in 1971 when we refused to realise the impending dangers. Pakistan is no doubt a much stronger country than it was in 1971 and a nuclear power, but the India has also grown in power and fast developing not only ground forces but its air force and navy. India is dumping money in missile technology nuclear arsenal. Thus there is a need for Pakistan policy makers to seriously reexamine it foreign policy. It cannot be left to few advisors. There is no doubt now the new emerging power balances not only in South Asia but also far in South East, pacific and Europe.

what doesn't help is that many secretaries call themselves EA's
They don't call themselves EAs. That is what the job description calls the position. Big difference between Secretary (yesterday) and EA today is MS Word, Outlook, Calendar scheduling and expense processing. Secretaries used to type on Selectrics/Vydec and room sized WPs. Today, Executives do all of the typing, PowerPoint, Excel, Email.

There are many, many EAs today in NYC especially in financial services wo have BAs in liberal arts, good at MS Office (Word/Outlook/Minimal Excel) who with 2-3 years experience are paid $75-90K. They are not eye candy. It's actually a tough job to fill.

indeed but there is also a role which is sometimes called EA - but is really the manager's brain on legs and lots of enthusiasm. sort of like a staff officer or adjutant. that role is definitely NOT a secretarial one.

Trump administration accuses TCS, Infosys of violating H-1B visa norms
The Trump administration has alleged that top Indian IT firms TCS and Infosys have used unfair means to corner the lion’s share of H-1B visas by putting extra tickets in the lottery system. However, the Trump administration wants to replace the matter with a more merit-based immigration policy. The White House statement last week read that a small number of giant outsourcing firms have dropped more applications which naturally sharpen their chances of success in the lottery draw.
“You may know their names well, but like the top recipients of the H-1B visa are companies like Tata, Infosys, Cognizant — they will apply for a very large number of visas, more than they get, by putting extra tickets in the lottery raffle, if you will, and then they’ll get the lion’s share of visas,” the senior official said, according to transcript of the briefing posted on White House website.
“And those three companies are companies that have an average wage for H-1B visas between USD 60,000 and USD 65,000 (a year). By contrast, the median Silicon Valley software engineer’s wage is probably around USD 150,000,” a White House official said, adding that “And that’s all public record.”

Not a bad article, I was expecting the usual condescension, but the title is misleading. It doesn't quote any reliable statistics on how many central Ohioans are drawn to Hinduism. Its the story of just one woman who had some mental trauma.

Mistakenly called EA. Most of these are properly called 'Chief of Staff' or 'Assistant to XYZ'. OT but when David Rockefeller was CEO at Chase, he had four secretaries who kept track (rolodexes) of his 77,000 'personal friends' :)

Overheard on the Sean Hannity show last night that Trump and Xi Jinping get along "famously" and speak almost every day since Xi's visit to Mar-a-Lago. How much of this relates to North Korea remains to be seen. Have to hand it to the Chinese for sheer chutzpah, create a nuclear problem whether North Korea or Pakistan and then offer to help solve it in return for preserving the status quo on the trade front. This will appeal to Trump's instincts for a transactional relationship.

Lesson for India is that it has to offer something of value to get something of value in return from Trump, whether it is the H1b visa issue or Pakistan.
